Talk about a hot hand: Gambler caught using radioactive cards
A Mexican cowboy found himself in need of some beer. So he did the obvious thing and rode his horse into a supermarket to grab a six-pack. A shopper who was in the Oxxo store in the Costera district of Acapulco on Saturday posted a video of the incident. In the clip, workers are seen trying to shoo the horse out of the store. He was eventually allowed to buy the beer before leaving, UPI reports. (EXPRESS)
Police in a Massachusetts town are showing residents how not to transport their holiday trees. Sudbury police posted a picture Friday of a vehicle with an enormous tree on top of it. Almost the entire car appears to be hidden. Police say an officer stopped the vehicle on Route 20 in the town, about 25 miles west of Boston. It’s unclear if the driver was cited, but the department urged drivers to transport their trees “responsibly.” (AP)
A German restaurant owner is in hot water for allegedly marking playing cards with radioactivity to rig games. Berlin police said Tuesday the woman daubed Iodine-125 on specific cards, which allowed them to be identified by a gambler with a concealed detector. Iodine-125 is commonly used for medical purposes and only poses a health risk through direct contact with no protective clothing. It’s unclear how much the scheme netted. (AP)

all — and now she is entering her seventh decade of flying. The mandatory retirement age for pilots in the industry is 65, but there is no such thing for flight attendants, so Nash is still flying. She’s worked other routes during her long career, but the D.C.-to-Boston shuttle, known affectionately as the “Nash Dash” to her regulars — is her favorite. It requires her to be up before the chickens — the alarm in her Manassas, Va., home goes off at 2:10 a.m. — but it gets the single

mom home in time to have dinner with her son, who has Down syndrome and lives with her. Nash, the eldest of three sisters who grew up outside Atlantic City, was a 21-year-old when the call went out for girls — because that’s what they were called then — looking for a little adventure. The idea of meeting people from all over appealed to her. She borrowed a suit from one of her sisters, and two interviews later she was hired by Eastern Air Lines. Stories? She has many. There was the flight from Washington to Miami with nine stops in between. Or the time her plane hit turbulence so bad that the toilet in the lavatory separated from the floor. There were the days when she served lobster and carved meats to passengers. Oh, and the time she flew with Jacqueline and John F. Kennedy Jr. Lobster dinners and $12 tickets may be a thing of the past, but one thing remains constant: the philosophy Nash has embraced since she started in 1957. “Customer service is about making customers feel good,” she says simply. “Everyone wants number one — a little love and a little attention.” LORI ARATANI (THE WASHINGTON POST)

Maryland Zoo cuts admission for the winter As temperatures drop this winter, so will ticket prices for the Maryland Zoo. Beginning Friday and continuing through Feb. 28, admission at the zoo will be $10 per person. That’s compared to the usual price of $19 for adults, $16 for senior citizens and $15 for children 2 to 11. Children under the age of 2 always get in free. Starting Jan. 1, the zoo will be open four days a week — Friday through Monday — from 10 a.m. until 4 p.m. The zoo will resume its normal seven-day-a-week schedule and regular ticket pricing on March 1. TRANSPORTATION It’s early on a Thursday morning and flight attendant Bette Nash has just strolled up to Gate 19 at Reagan National Airport, where American Airlines Flight 2160, bound for Boston, is parked and preparing for boarding. As she pauses at the counter to adjust her scarf, a 20-something guy looks up. He lets out a gasp. “Oh, my God,” he says. “Are you Bette Nash? Can I have your picture?” This is what life is like when you are Nash, 81, who has been flying since Dwight D. Eisenhower was in the White House and a ticket for a flight cost $12. The fan, Pavel Boress, is an American Eagle flight attendant who has long known of Nash but never had the chance to meet her. Hugs are exchanged. “Everybody in the industry knows about Bette,” Boress says. “She’s an inspiration.” Eastern Air Lines, US Airways and, yes, even Trump Shuttle. FAIRFAX COUNTY The man who was shot by U.S. Park Police after a short chase into Fairfax County died Monday night after 10 days on life support, and the man’s family said he was unarmed when he was shot. Bija n C. Ghaisar, 2 5, of McLean, Va., was an accountant for his father’s firm, and a graduate of Langley High School and Virginia Commonwealth University. Park Police said they pursued his Jeep sport-utility vehicle on the evening of Nov. 17 because it had been involved in a hit-and-run accident on the George Washington Memorial Parkway in Alexandria, and the

damage. A witness told The Post last week that she saw two officers approach the Jeep and open fire at close range near Fort Hunt Road and Alexandria Avenue. Authorities have not said why the officers fired. Ghaisar’s family said he had no weapons in his vehicle. “The reason for the murder of our son has yet to be determined,” the family said, “though no reasoning could possibly justify the actions of the one or more Park Police officers involved in this unthinkable act.” The Park Police initially handled the investigation of the shooting, but last week turned the case over to the FBI “in the interest of objectivity.” The FBI confirmed Ghaisar’s death Tuesday. Hogan unveils own version of paid sick leave proposal
Report: D.C. deputy mayor used employees to baby-sit
An East Coast leader of the violent Central American street gang MS-13 has pleaded guilty to racketeering conspiracy. Federal prosecutors say Jose Adan Martinez Castro will be sentenced in February after pleading guilty in Boston’s federal court Monday. They say Castro was the leader of the MS-13’s East Coast operations. Castro was one of more than 60 people indicted in an MS-13 sweep last year. Authorities say the 28-year-old Salvadoran man lived in Richmond and was recorded as he ran a meeting there with other East Coast operations leaders in December 2015. Castro faces up to 20 years in prison. (AP)
Maryland Gov. Larry Hogan is proposing a paid sick leave bill, saying Tuesday he will introduce it on the first day of the next legislative session in January. The Republican governor vetoed a bill passed earlier this year by the Democratic-controlled General Assembly. That bill requires businesses with 15 or more employees to provide five days of paid sick leave. But Hogan said the bill would hurt small businesses. Hogan is proposing to phase in sick leave over three years for businesses with 25 or more employees. He also wants to create a $100 million tax incentive. (AP)

Courtney Snowden, Bowser’s deputy mayor for greater economic opportunity, asked her staff to take her child to a relative’s home and to pick up the child from school in August 2015, according to a report released Monday. Snowden also left her child, then 8, under the supervision of her employees while she attended a meeting outside her office, the report stated. A spokeswoman for Bowser said the mayor remained confident in Snowden. (THE WASHINGTON POST)

Trump’s pick wins standoff
J. SCOTT APPLEWHITE (AP)
POLITICS A federal judge refused to block President Trump’s choice of budget director Mick Mulvaney from serving as acting director of a prominent federal consumer watchdog agency on Tuesday, denying a request by Leandra English, the No. 2 official at the Consumer Financial Protection Bureau, to serve in his stead. In denying English’s request for a temporary restraining order, U.S. District Judge Timothy J. Kelly acknowledged that the case raised constitutional issues. Former CFPB litigation counsel Deepak Gupta, who represented English, said English would weigh her next step. “There needs to be an answer from the courts,” Gupta said after the ruling. “There needs to be a final answer.” Kelly, a Trump appointee who joined the federal court in Washington in September, ruled after departing chief Richard Cordray resigned Friday and promoted English, his chief of staff, to deputy director and named her his successor as acting director. Trump responded by naming Mulvaney, triggering an unusual power struggle after English filed a lawsuit late Sunday. English argued that the 2010 Dodd-Frank act that established the agency after the financial crisis laid out a specific plan

of succession authorizing the deputy director to take over until a White House nominee is confirmed by the Senate. English also argued that a sitting White House head of the Office of Management and Budget could not hold two hats by simultaneously heading the independent financial regulator. Deputy Assistant Attorney
General Brett Shumate had argued that Trump had authority under an earlier law, the 1998 Federal Vacancies Reform Act, and cited supporting opinions by the Justice Department’s Office of Legal Counsel and the CFPB’s general counsel. The hearing followed two chaotic days when the rival appointees claimed to lead the
bureau. On Tuesday, Mulvaney started a new Twitter account — @CFPBdirector — and posted a picture of himself at a desk with an American flag in the background. “Busy day at the @CFPB. Digging into the details,” the tweet says. Meanwhile, English said she was busy running the department. “Today, I plan on spending the day at CFPB headquarters taking calls and meetings with external stakeholders and bureau staff,” she said in a statement Tuesday. The CFPB was created after the financial crisis to target unfair or abusive practices by financial institutions offering consumer products, including credit cards, mortgages and loans. Republicans have sought to rein in the agency for years as part of efforts to roll back banking industry regulations, saying it is unaccountable to elected officials and harms economic growth by unfairly burdening companies. The Trump administration got its chance to wrest control Friday, when longtime director Richard Cordray resigned and promoted his chief of staff, English, to deputy director, saying she would serve as acting director until the Senate confirmed his permanent replacement. Hours later, Trump announced that Mulvaney would take the job. Democrats and consumer advocates have supported the CF PB’s aggressive actions against big financial institutions. SPEN CER S. Federal unions want same raise as the military Q. What is this “pay parity” the federal employee unions are asking for? A. It’s the concept that federal employees should receive the same annual raise as military personnel. That was the common, although informal, practice for about two decades until it ended around 10 years ago. Since then, it has been hit-or-miss. Equalizing the raises usually helps federal employees by boosting their raise to the higher amount Congress and the White House typically favor for the military. That happened just last year. It looked as if federal employees were going to get 1.6 percent in January 2017, but President Barack Obama increased it to 2.1 percent after Congress enacted that amount for the military late in the year. When Congress does not enact a federal raise, the president can set one by default. Congress, similarly, has not set a federal employee raise for January 2018; this time the default raise would be 1.9 percent. However, after Congress recently passed a defense budget providing a 2.4 percent raise for military personnel, some federal employee organizations asked for a boost to that level in the name of pay parity. That’s up to President Trump unless Congress suddenly decides to set a figure in law. ERIC YODER (TWP)

GOP tax plan clears hurdle POLITICS The Republican effort to rewrite the tax code surged forward Tuesday, as a Senate panel approved the measure and several wavering lawmakers signaled they are leaning toward backing the bill. The Senate Budget Committee voted 12 to 11 to send the $1.4 trillion tax package to the Senate floor for a vote later this week. That margin was in doubt up until the votes were cast because two Republican senators, Bob Corker of Tennessee and Ron Johnson of Wisconsin, had threatened to oppose it. But Corker said he had reached an agreement with GOP leaders to add a mechanism that would limit the tax plan’s impact on the debt. “I was able to work out something that is fairly satisfying to me,” Corker said. His support for the bill now appears far more certain, while Johnson’s stance remains in doubt. Johnson said he would vote to back the bill in the committee to keep the process moving, but did not say his concerns about the tax package had been resolved, and he has a chilly relationship with Senate Majority Leader Mitch McConnell, R-Ky. T h e bud get c o m m it te e vote came just minutes after

Committee passes bill, sending $1.4T package to the Senate floor
Republicans have been working to get the support of GOP Senators Bob Corker, Tenn., left, and Ron Johnson, Wis., right, for the Senate’s tax bill.
President Trump met with Senate Republicans on Capitol Hill and offered numerous concessions to win over skeptical members. Importantly, he promised Sen. Susan Collins, R-Maine, that he would support continuing federal subsidies to help lowerincome Americans afford health coverage if the tax bill repealed part of the Affordable Care Act. Trump also told senators that he supported changing the bill in a way that would allow Americans to deduct up to $10,000 in their personal property taxes. That concession could help win over other GOP members, though it could drive up the size of the tax package unless
Tension with Democrats President Trump blasted Democratic leaders Rep. Nancy Pelosi, D-Calif., and Sen. Chuck Schumer, D-N.Y., who skipped a meeting to discuss spending levels with him Tuesday. Ahead of the meeting, Trump tweeted that he didn’t see a deal coming together, leading Pelosi and Schumer to skip the meeting. Trump said they will bear responsibility if the government shuts down. (TWP)
Republicans find ways to offset the lost revenue. The House of Representatives has already passed its version of the tax plan. If Senate
Republicans can unite behind their bill, the House and Senate would need to pass matching versions before it could be signed into law by Trump. There are major differences between the two pieces of legislation, but Republicans appear motivated to cut a deal before the end of the year. Republicans control 52 votes in the 100-seat Senate and they can only afford to lose the support of two members if they want the measure to pass. Democrats have signaled that they are united in their opposition to the tax bill. The Senate tax bill would slash the corporate tax rate from 35 percent to 20 percent starting in 2019 and temporarily lower the tax rates paid by individuals and families through 2025. It would also repeal a provision of the Affordable Care Act that sets up penalties if Americans don’t have health insurance, a central plank of the Obama administration’s signature health care law. No official analysis has been released by the Treasury Department or the nonpartisan congressional Joint Committee on Taxation to support the GOP claims that economic growth generated by the tax plan would make up for the major revenue losses. Various estimates show the tax plan disproportionately benefits corporations and the wealthy, with many middle-class Americans seeing their taxes increase over time. Bones found on ‘ghost ship’ likely N. Korean The bodies had been drifting on the Sea of Japan for so long that only bones remained. But investigators in face masks and coveralls found clues inside the battered wooden craft that pointed to a possible origin: an empty cigarette pack of a brand popular in North Korea and unused life jackets with Korean lettering. It’s unclear how long those who were aboard the latest “ghost ship” to wash up on the coast of Japan had been there or when they died. Ocean currents off the coast of Japan shift and the waters get choppy in winter months, routinely washing ships ashore. More than 40 boats full of dead people have washed up this year, according to Sky News. In 2016, the number was 66. The 23-foot boat was found in Akita Prefecture in northern Japan after a 68-year-old woman notified authorities about a dilapidated, drifting vessel. Later, she said, she watched as authorities used stretchers to carry bodies off the boat. It was not clear whether the people on the boat were fishermen who got into trouble at sea or people trying to defect from North Korea. About 30,000 North Koreans have defected since the famine in the mid-1990s. But an unknown number never survive the escape attempts, dying during journeys to South Korea or China or Japan. CLEVE R. Benghazi verdict: Guilty of terrorism, not murder at a U.S. diplomatic mission that killed Stevens and State Department employee Sean Smith in a fire, Abu Khattala and in a second attack that took place before dawn Sept. 12 on a nearby CIA annex, where CIA contractors Tyrone S. Woods and Glen Doherty were killed by mortar strikes. The jury acquitted Abu Khattala of all but four of the 18 charges against him, finding him not guilty of the most serious of the charges, including murder,
sparing him a life sentence. At trial, prosecutors presented records linking the times of calls on Abu Khattala’s cellphone and surveillance video from the attack that they said showed he was at least a key plotter. His defense team said Abu Khattala was drawn to the scene as a bystander, and said the prosecution’s evidence was not credible. Abu Khattala faces up to 60 years in prison, including up to 15 years for each of the two terrorism counts, and up to 20 years for destruction of property.

COURTS A Libyan militant accused of being a ringleader of the 2012 Benghazi attacks on U.S. facilities was convicted on terrorism charges Tuesday in the assaults that killed the U.S. Ambassador J. Christopher Stevens and three other Americans. But the jury declined to find the militant directly responsible for any of the deaths of Americans. The federal jury in Washington, D.C., deliberated for five days after a seven-week trial. It convicted Ahmed Abu Khattala, 46, in the attack the night of Sept. 11

N. Korea fires an ICBM Latest missile lands off coast of Japan, appears to put D.C. within range, experts say
Hawaii restores Cold War-era nuclear siren
GETTY IMAGES
NATIONAL SECURITY North Korea appears to have launched another intercontinental ballistic missile, the Pentagon said Tuesday, with experts calculating that Washington, D.C., is now technically within Kim Jong Un’s reach. The launch, the first in more than two months, is a sign that the North Korean leader is pressing ahead with its stated goal of being able to strike the U.S. mainland and is not caving in to the Trump administration’s warnings. “We will take care of it,” President Trump told reporters at the White House. He called it a “situation we will handle.” Trump has repeatedly said that military options are on the table for dealing with North Korea, suggesting that time has run out for a diplomatic solution to the nuclear problem. A growing chorus of voices in Washington is calling for serious consideration of military action against North Korea, although this is strongly opposed by South Korea, where the Seoul metropolitan region — home to 25 million people — is within North Korean artillery range. South Korean President Moon Jae-in called the missile test a “serious threat” to global peace and stressed the need for stronger sanctions and pressure against Pyongyang to discourage its nuclear ambitions. The missile launched early Wednesday local time traveled about 620 miles and reached an altitude of about 2,800 miles before landing off the coast of Japan, flying for 54 minutes. This suggested it had been fired almost straight up — on a “lofted trajectory,” similar to North Korea’s two previous intercontinental ballistic missile tests. South Korea conducted a

“precision strike” missile launch exercise in response, the South’s Joint Chiefs of Staff said. The Pentagon said the missile did indeed appear to be an intercontinental ballistic missile, or ICBM. The latest missile “went higher, frankly, than any previous shot they’ve taken,” Defense Secretary Jim Mattis said. He described the launch as part of effort to build missiles “that can threaten everywhere in the world.” If it had flown on a standard trajectory designed to maximize its reach, this missile would have a range of more than 8,100 miles, said David Wright, codirector of the global security program at the Union of Concerned Scientists. “This is significantly longer than North Korea’s previous long-range tests, which flew on lofted trajectories for 37 minutes and 47 minutes,” Wright said. “Such a missile would have more than enough range to reach

likely that it carried a very light mock warhead, Wright said. “If true, that means it would not be capable of carrying a nuclear warhead to this long distance, since such a warhead would be much heavier,” he said. But the North Koreans still appear to be in the testing, rather than the operational stage, said Markus Schiller, a German aerospace engineer. “If they are serious about their missile program, they have to launch from time to time, and at different times of the day and in different weather,” he said. The South Korean and Japanese governments both convened emergency national security council meetings, and Japanese Prime Minister Shinzo Abe said such launches “cannot be tolerated.” The U.N. Security Council also scheduled an emergency meeting for this afternoon at the request of Japan, the U.S. and South Korea. ANNA FIFIELD (THE WASHINGTON POST)
NATIONAL SECURITY As nuclear tensions between North Korea and the United States grow, officials in Hawaii are walking a delicate line — planning for a catastrophe while assuring residents and tourists alike that there is no cause for alarm. The “no cause for alarm” part gets harder Friday. That is when the government is set to bring back a statewide nuclear attack siren, a relic of the Cold War that will notify islanders that a missile is headed toward them. Officials will test the system for the first time midday Friday, according to the Honolulu Star-Advertiser. If the alarm goes off at any other time, it means residents have 15 minutes before a nuclear bomb possibly hits Hawaii. The tests will be conducted on the first business day of every month until further notice. Judith and Bill Fernandez, who live on Kauai, said they believe the siren test is prudent. They’ve already stocked up on canned goods and bottled water. “Hearing a siren go off like that will scare the living daylights out of you,” said Judith Fernandez, 79. “This is probably as unsettling as the Cold War era.” Hawaii has previously been depicted as a target by North Korea. But authorities believe North Korea would attack closer targets, such as South Korea or Japan — or instead aim for the U.S. mainland, since Hawaii is a small target. BRITTANY LYTE AND CLEVE R. HYDERABAD, INDIA Ivanka Trump called Tuesday for greater efforts to help women start businesses and contribute to the global economy, but there was no mention of her company’s use of low-wage garment workers. The president’s daughter and White House adviser was scheduled to be in India for two days, dubbed “a royal visit” by the Indian media. She came without senior State Department officials, a departure from years past when envoys joined the conference. Some observers have speculated that decision was a snub by Secretary of State Rex Tillerson. To some, her appeals for women’s empowerment contrasted sharply with her own business practices. Ivanka Trump’s apparel company exclusively relies on foreign factories in places such as Bangladesh, Indonesia, China and India, where mostly female workers are paid a few dollars a day for long hours, industry experts have said. “She is a very fierce and independent woman. That’s what I admire about her,” said Renuka Diwan, co-founder of an agriculture startup in Pune. “She’s successful in her own right. Nobody has to introduce her as Donald Trump’s daughter. She has made a name for herself.” Trump shared the dais at the U.S.-sponsored Global Entrepreneurship Summit with Indian Prime Minister Narendra Modi, Defense Minister Nirmala Sitharaman and business leaders, giving a keynote speech that touched on her familiar themes of women’s empowerment and supporting entrepreneurship. “We must ensure that women entrepreneurs have access to capital, access to networks and mentors and access to equitable laws,” she said. She suggested that if India closed its labor force gender gap by half, the economy could grow by $150 billion. Entrepreneurs from more than 100 countries attended the event in Hyderabad, a technology hub. In advance of the visit, officials tried to clear the streets of beggars — and even stray dogs. Ivanka touts women’s work Firms team up in race to build a hybrid plane TRANSPORTATION Airbus, Siemens and Rolls-Royce are teaming up to develop a hybrid passenger plane that would use a single electric turbofan along with three conventional jet engines running on aviation fuel. The plane is an effort to develop and demonstrate technology that in the future could help limit emissions of carbon dioxide from aviation and reduce reliance on fossil fuels. The three companies said Tuesday they aim to build a flying version of the E-Fan X technology demonstrator plane by 2020. The aircraft would be based on the existing BAe 146 fourengine regional jet. The hybrid version would generate electric power through a turbine within the plane. That power would be used to turn the fan blades of the single electric turbofan engine. If the system works, a second electric motor could be added, the companies said. The companies said European plane maker Airbus SE would be responsible for building the aircraft’s systems into a working whole, control systems and flight controls. Britain-based Rolls-Royce PLC would make the generator and the turbo-shaft engine, while German engineering company Siemens AG would deliver the 2-megawatt electric motor to power the engine. Other projects for hybrid or electric planes are also in the works. DAVID McHUGH (AP)

Tennessee’s challenges
RICK SNIDER | SPORTS GURU
Focused on the stretch
Sunday turned into a debacle for the football program at Tennessee when talks between the school and coaching candidate Greg Schiano broke down. Here’s why hiring in Knoxville is so hard. (THE WASHINGTON POST)
The chances of the Redskins making the playoffs are small, even if they win their last five games and finish 10-6. Washington can’t win the NFC East and trails three teams — Carolina, Atlanta and Seattle — by two or more games in the wild-card race. Despite a soft remaining schedule that includes the Cowboys on Thursday night, then the Chargers, Cardinals, Broncos and Giants, the Redskins will likely miss out on the postseason. But the rest of the slate will serve as an evaluation of players for 2018. These five need strong finishes to ensure they’ll figure into the team’s plans.
3 Hard-to-please fans Volunteers fans rebuked Schiano and clearly feel they deserve a top-flight coach, but their team is just 62-63 in the 10 years since they last had a 10-win season.

Coach Jay Gruden is desperately trying to make the 2016 first-round pick a primary target, but he’s caught only 21 passes this year. Doctson’s four touchdown receptions are offset by missed opportunities for big plays. He still needs to improve his hands, learn how to run better routes and shake off smaller defenders. If Doctson gets more involved, he can prove this was a bridge year to becoming the No. 1 option next season. Otherwise, the Redskins have to spend another top pick on a receiver or pay for a free agent, which didn’t work out with Terrelle Pryor Sr. this year.
He’s the only healthy running back left from the opening-day roster, and back-to-back 100-yard rushing games have him looking like the rightful heir to a starting role next year. But that will only happen if he keeps up this momentum. The rookie fourth-round pick was supposed to be a shortyardage back, but injuries to Rob Kelley and Chris Thompson have forced him in an every-down role. Perine still needs to pick up more yards after contact and improve as a receiver, blocker and red zone threat. He’s steadily improved throughout the year but has only scored one rushing touchdown.
The Redskins will probably let their No. 2 cornerback leave in free agency after the season. As much as the club would like to keep him, Breeland is likely to go after a job that offers the respect — and the salary — that comes with being a No. 1 option at his position. Breeland has learned to restrain his physical style and has rebounded from a mediocre 2016 season. After a training camp skirmish, Breeland listened to teammates Josh Norman and D.J. Swearinger and has drawn fewer interference penalties. Maybe the Redskins will find the salary cap room to keep Breeland, but he probably wants top billing.
He arrived this year on a one-year, prove-it deal. His 110 tackles lead the league and are more than twice as many as the Redskins’ runner-up, D.J. Swearinger (51). It would seem natural to re-sign Brown to a longterm deal. He’s the team’s best inside linebacker since London Fletcher retired in 2014. Brown is strong against the run, but the money he’ll seek demands that he develop a better all-around game by improving his pass defense. Whether that’s possible given shoulder and Achilles problems is something the front office must factor into contract talks. Washington may very likely get outbid.
Last week, NFL Media’s Ian Rapoport reported that the Redskins don’t think the $28.8 million transition tag is a viable option to re-sign Cousins. Instead, the report said, they want to see five more games to decide whether to use a franchise tag for a third time at a cost of $34.5 million or let him test free agency. y. That’s nonsense. If Cousins ns hasn’t shown enough with h 3,038 yards, 19 TDs and a 101.1 passer rating — whilee playing with an injured supporting cast — then nothing will convince thiss stubborn front office to re-sign him. Cousins can use the home stretch to make a case that he’ll be the No. 1 free agent in 2018.

Wilson learning to fit in with stars CAPITALS Washington’s two best players may also be its most difficult to play with, so when Alex Ovechkin and Nicklas Backstrom were reunited on a line last week, they knew they needed to have a talk with their latest sidekick. Ovechkin and Backstrom need
no instruction on playing with each other — a decade together will do that — but the third piece to that top-line puzzle has historically struggled to fit. With Tom Wilson there now, the three would at least have an understanding. Ovechkin and Backstrom met with Wilson after their first game together and outlined how he could fit. Manning’s streak to end at 210 starts The Giants are changing quarterbacks for first time in more than 13 years. The team announced Tuesday that Geno Smith will start in place of Eli Manning when New York (2-9) visits Oakland (5-6) on Sunday. Rookie Davis Webb will also play, if not this week, then sometime before the end of the season. “Geno will start this week,” coach Ben McAdoo said. “Over the last five games, we will take a look at Geno, and we will also give Davis an opportunity.” Manning, 36, has started 210 consecutive regular-season games, the second-longest streak by a quarterback in NFL history behind Brett Favre’s 297. He has started every Giants game since Nov. 21, 2004, when he took over for veteran Kurt Warner in the 10th game of his rookie season. Interior designer Andrew Law wanted to avoid a sterile, too-modern look for his renovation of 1848 Biltmore.

Keeping things classic CONVERSIONS Condo conversions are rampant in Washington, turning stately single-family dwellings into multifamily housing. Unfortunately, these transformations often end with an interior that looks like a hotel room — sterile, bland and devoid of charm. Because District Quarters, the development team behind the conversion of 1848 Biltmore, wanted the inside to reflect the outside of the building, real estate agent Lindsay Reishman and builder Ben Dorrier teamed with interior designer Andrew Law to give these new homes in Adams Morgan a look worthy of their facade. “They were taking such great measures to really preserve the exterior, some of which obviously was required by L’Enfant Trust,

but they also had a real dedication to keeping this property appropriate to the neighborhood,” Law says. “The classical architecture was very appealing to us.” This was a new venture for Law, whose work has been primarily on private residences. “It was appealing because it
really had all of the same aspects of our residential projects,” Law says. The 1910 Colonial Revival house was designed by Arthur B. Heaton. Best known as the supervisory architect for the first 14 years of construction on Washington National Cathedral, Heaton designed many homes
and buildings in Washington, several of which are on the National Register of Historic Places. The exterior of the house has many flourishes: an elaborate portico with Corinthian columns and a denticulated cornice, Flemish bond brickwork and casement windows with transoms, cartouches and concrete window hoods. Law carried forward Heaton’s aesthetic into the interior. The condo units are stately, distinguished, substantial homes with a timeless design. “You didn’t walk into old homes and find acres of drywall,” Law says. “A lot of the conversions that we see in Washington are that. It’s actually much easier to meet the standards you have to meet on the exterior and then go and create a very modern interior. Modern is easy and inexpensive. But this is more thoughtful approach of creating what would have been there.” The entrance to the building CONTINUED ON PAGE 24

The project “reflects a lot of the residential work that we do, which is typically very classically based but has a very fresh, clean interior,” Law says. Law staged the penthouse with a mix of pieces from his custom furnishing line, including the Byron nightstands, the Henry chair and sofa, and the Law club chairs. He mixed in antiques, modern art and pieces from some of his favorite vendors such as Rose Tarlow, Demiurge and David Iatesta. Art was installed by the Capital Artist Collective. “That was one of the things that we were very specific about from the beginning, that we really wanted to see it through and see it furnished with pieces that would be appropriate for such a detailed space,” Law says. GRAMMYS’ TOP NOMS ALBUM OF THE YEAR “Awaken, My Love!” Childish Gambino “4:44” JAY-Z “DAMN.” Kendrick Lamar “Melodrama” Lorde “24K Magic” Bruno Mars
GRAMMY NOMINATIONS | PERSPECTIVE
Hip-hop hooray?
RECORD OF THE YEAR
After years of overlooking rap music, the Recording Academy is changing its tune AWARDS Way back in 2002, the centripetal rap star of the moment, JAY-Z, told MTV why he’d been skipping the Grammys since 1999: “I didn’t think they gave the rightful respect to hip-hop.” His point was completely valid back then — and it remained so up until Tuesday morning, when the Recording Academy announced that the 47-year-old rap superstar had been nominated for eight Grammys, including the show’s three sparkliest prizes: album, record and song of the year. Even better, it didn’t appear to be a fluke. Rap (and rap-adjacent) artists feel as dominant on this year’s Grammy ballot as rap (and rap-adjacent) music has felt in popular culture for, oh, the past quarter-century. Does progress this slow still count as progress? Before you answer, remember that those coveted golden gramophones are industry-voted awards — which means that the industry is ultimately voting for its own relevance. And this year, the Recording
Academy appears to be doing some course correction after its past two gatherings overlooked black artists making politically charged art in favor of white artists making sales-floor scorchers. In 2016, it was Taylor Swift’s “1989” that bested Kendrick Lamar’s “To Pimp a Butterfly” for album of the year. In 2017, we witnessed an instant replay when Adele’s “25” topped Beyonce’s career-defining “Lemonade.” Even Adele was baffled by last year’s Grammy voting bloc: “What the f--- does [Beyonce] have to do to win album of the year?” Neither Adele nor Swift is eligible for the top hardware at the Jan. 28 ceremony, and their male subordinates — Sam Smith and Ed Sheeran, respectively — were snubbed from the top categories altogether. In fact, this is the first time in Grammy history that the album of the year pool is absent of white men. So this year should be different. (Unless Lorde’s somewhat-Swiftian “Melodrama” snatches album of the year away from JAY-Z’s introspective “4:44,” Lamar’s incendiary “DAMN.,” Bruno
JAY-Z
“The results are reflecting the music of the times — hip-hop and urban music is pervasive in our society worldwide — not just in America.” NEIL PORTNOW, president of the Recording Academy, recognizing in an interview Tuesday with Variety the diversity among this year’s Grammy Award nominees
Mars’ high-gloss “24K Magic” and Childish Gambino’s neofunky “Awaken, My Love!” — which could very well happen.) One guy who isn’t sweating any of this: Drake. According to reports from The Associated Press, the most influential rapper of his generation did not submit his chart-topping 2017 album “More Life,” or any of the songs from it, for Grammy
Alexander Skarsgard, Randall Park joining Seth Rogen, Charlize Theron in comedy “Flarsky”
consideration. He seems to be taking a move from Frank Ocean, a two-time Grammy winner who refused to submit his work for recognition last year, explaining that the Recording Academy “just doesn’t seem to be representing very well for people who come from where I come from.” He sure sounded a lot like JAY-Z circa 2002. Does that mean we’ve come full circle? Sure, the two top contenders for album of the year are rap albums — but we aren’t out of the woods just yet. If JAYZ’s contemplative “4:44” ends up getting more votes than Lamar’s more intense, more deserving “DAMN.,” the Recording Academy will be resorting to another one of its default moves: handing out the night’s biggest trophy to an artist many years past their creative peak. It’s hard to forget Steely Dan’s big victory in 2001, or Herbie Hancock’s in 2008 or Robert Plant’s in 2009. What if JAY-Z is just the new Steely Dan? That’s the funny thing about going full circle. We end up where we started. CHRIS RICHARDS (THE WASHINGTON POST)

Twenty-four karat magic is on the air tonight.
Bruno Mars takes the funk uptown one-hour special at the Apollo — which he calls “a magical place” — because of the venue’s rich history in music and pop culture. “I remember growing up watching ‘Showtime at the Apollo’ before ‘X Factor’ and ‘American Idol,’ ” he says. “It was pretty cutthroat. Either you got it and they would cheer you on, or you don’t and they’ll boo you off the stage. And that’s just Entertainment 101, and you feel that when you get into that theater. This is where it all begins it feels like.” In the special, Mars performs on top of the Apollo marquee, and also ventures out to film various scenes throughout New York City, from eating at hot spots to meeting fans. “The coolest part about that,” he says, “was the locals in Harlem, holding their arms out for you: ‘Yo, Bruno, welcome to Harlem.’ ” MESFIN FEKADU (AP)

MUSIC When Bruno Mars hit the stage for his first TV special, he could feel the music — and it shows. Mars’ energetic dance moves and smooth vocals are at the forefront of “Bruno Mars: 24K Magic Live at the Apollo,” debuting at 10 p.m. today on CBS. He recorded the special at the Apollo Theater in Harlem, performing most of his third album, “24K Magic,” which has reached double platinum status and just earned an album of the year nomination for the 2018 Grammy Awards. “You got to perform it a few times to get it in your bones, to get it right, to work out all the kinks. … It’s never going to be right the first time to do it,” Mars says. “By the time we got to film at the Apollo, we were already a well-oiled machine.” The star chose to film the

Lansbury said that women “must sometimes take blame” for trying to look “as attractive as possible.” Many spoke out against her comments, but some defended her because of her age. “She was raised with very different ideas in VERY different times,” @SammyAlbon tweeted.

Danni Messina, a college student in Washington state, said she would donate money to St. Jude for every retweet and like she got — but her tweet went viral and would have amounted to over $200,000 in donations. Instead, Messina started a GoFundMe to raise the money. The campaign had raised more than $8,000 as of Tuesday.
