Bike stops train in its tracks THE DISTRICT Metro Transit Police arrested a 50-year-old man Sunday after he allegedly hurled a bike-share bike onto the train tracks at the Minnesota Avenue station, causing significant damage to an oncoming train. According to Metro, Demarcus Joseph Graves entered the station in Northeast Washington about 7 p.m. and approached the platform, where he found a bike owned by LimeBike, one of the District’s recently launched dockless bike-share services. The bike had been left in the station by another Metro rider. After use, the dockless bikes are supposed to be left in legal

said in a statement. There were no injuries to passengers. The undercarriage of the train, which was one of Metro’s new 7000-series cars, sustained “significant damage.” It took more than four hours of singletracking Sunday night for the train and bike to be removed from the tracks. Later Sunday, police located Graves, using surveillance footage to identify him. He was arrested on charges of felony malicious destruction of property, impeding Metro operations and fare evasion. He also was charged with malicious burning; Metro said he “picked up a paper food box and lit it on fire on the platform.” D.C. Superior Court had an existing warrant for his arrest. D.C. could see its first flakes later this week For a week, meteorologists have been talking about colder-than-normal weather set to arrive by Thursday. With the coming cold, it appears likely that the D.C. area will see its first flakes late this week or over the weekend. But the moisture necessary for a significant snow event seems to be missing — at least in the next seven days. Any snow to come between Thursday and the weekend is likely to result from clippers, fast-moving disturbances from the northwest limited in moisture, with little chance of accumulation. (TWP)

New toll lanes on I-66 kick off with high rates TRANSPORTATION New toll lanes kicked off Monday morning along a 10-mile stretch of Interstate 66 in Northern Virginia. At first blush, the rates seemed rather high. The estimated toll for one-way travel from the Beltway to D.C. before 8 a.m. was $28.50. At about 8:40 a.m., the toll was $34.50. The rates are variable depending on traffic. Officials with Virginia’s Department of Transportation said the $34.50 rate was the “peak of the peak rate.” “It is a dynamic toll,” said Jenny McCord, a spokeswoman

for VDOT. “It will vary and fluctuate based on the demand.” Other times, she noted, the toll was in the low $20s. The toll changes every six minutes. The new toll lanes run from Route 29 in Rosslyn to Interstate 495. They are meant to help alleviate traffic along one of the most congested roadways in the region. Tolls kicked in for the afternoon rush at 3 p.m. Rates were lower than the morning commute, with westbound I-66 drivers paying $6.25 to travel from D.C. to the Beltway at 4:15 p.m. The new toll lanes are similar

Metro has hired a consulting firm to build ridership models that take into account the impact of ride-hailing services Uber and Lyft as part of the transit agency’s effort to determine where its riders have gone and how to win them back. Uber and Lyft have billed themselves as complements to transit, but in Metro’s case, gains by the apps have coincided with service declines that have sent tens of thousands of commuters seeking more reliable alternatives. Metro spokeswoman Sherri Ly said the consulting firm, VHB, was hired to “build a platform” to create a forecasting and modeling tool that will help Metro find ways to “stabilize” its ridership and grow its numbers. Metro said the analysis is due by next summer. The agency declined to specify the cost. (TWP)

State looks to addicts to help others recover Virginia is enlisting recovering addicts in its battle against the opioid epidemic. The Richmond Times-Dispatch reported Sunday that more than 1,000 peer recovery specialists have been trained by the state’s Office of Recovery Services. They’re beginning to work in opioid treatment centers and emergency rooms. Experts say recovering addicts can connect with people battling addiction in ways that clinicians can’t. Officer to plead guilty in gun task force scandal The lawyer for a fifth Baltimore police officer accused in a gun task force scandal says his client will plead guilty in the case. Gary Proctor told The Baltimore Sun that his client, Sgt. Thomas Allers, will enter a guilty plea Wednesday in federal court. Allers, 49, is charged with racketeering conspiracy and robbery. He is the former head of the Gun Trace Task Force. Eight members of that unit have been indicted on charges including robbery, extortion and selling drugs seized during police operations. (AP)

Comstock floats Metro plan TRANSPORTATION Rep. Barbara Comstock’s longawaited Metro legislation would increase federal funding for the transit agency by 50 percent in exchange for reforms, including the creation of a five-member “reform board” and tough measures to hold down labor costs, according to a copy of the bill obtained Monday by The Washington Post. Comstock’s lengthy bill, which she planned to file later Monday, took more than a year to draft in consultation with regional business groups. secretary Ray LaHood. But it differs in some key respects. It would require the Metro Compact to be amended and it would block federal funding to Metro until D.C., Maryland and Virginia passed legislation to enact the reform board.

Both Wiedefeld and LaHood have opposed revising the compact, because it is a cumbersome process that typically requires years to accomplish. The reform board proposed by Comstock, R-Va., also would have the authority to unilaterally revise labor agreements and contracts with suppliers. Her bill would weaken pension guarantees, crack down on what it deems as excessive overtime and freeze Metro’s personnelrelated expenses for five years. The attraction for Metro would be the potential significant increase in federal funding. In Utah, Trump shrinks 2 national monuments Activists protest move while GOP lawmakers praise major reductions SALT LAKE CITY President Trump announced Monday that he is drastically scaling back two national monuments established in Utah by his Democratic predecessors, the largest reduction of public land protection in U.S. history. Trump’s move to shrink the Bears Ears and Grand StaircaseEscalante national monuments by more than 1.1 million acres and more than 800,000 acres, respectively, immediately sparked an outpouring of praise from conservative lawmakers as well as protests by activists outside the White House and in Utah. It also plunges the Trump administration into uncharted legal territory,

since no president has sought to modify monuments established under the 1906 Antiquities Act in more than half a century. His decision removes about 85 percent of the designation of Bears Ears and 46 percent of that for Grand Staircase-Escalante, land that potentially could now be leased for energy exploration or opened for specific activities such as motorized vehicle use. Trump told a rally in Salt Lake City that he came to “reverse federal overreach” and took dramatic action “because some people think that the natural resources of Utah should be controlled by a small handful of very distant bureaucrats located in Washington. And guess what? They’re wrong.” The two proclamations are the first in a series of major changes Trump intends to make to numerous monuments, which range

from a forested patch of the Pacific Northwest to a stretch of the Atlantic Ocean off New England. State Sen. Kevin Van Tassell, a Republican from Vernal, said there was widespread support in the legislature for Trump’s move and among Utah residents. “People are tired of the federal government locking up our land,” he said. “It’s an overreach. POLITICS While facing several felony charges, Donald Trump’s former campaign chairman Paul Manafort has been working on an op-ed essay with a longtime colleague “assessed to have ties” to a Russian intelligence service, according to papers filed Monday by prosecutors working for special counsel Robert Mueller. In the court filing, prosecutors say Manafort and the colleague sought to publish the op-ed under someone else’s name and intended it to influence public opinion about his work in Ukraine. It was being drafted as late as last week. Prosecutors did not name the colleague but noted they are based in Russia. Manafort is currently facing charges involving allegations of money laundering and other crimes related to his consulting work in Ukraine. He has been confined to his home while he works out a bond arrangement. Prosecutors say the op-ed violates an admonishment from the judge last month to refrain from public statements: “Even if the ghostwritten op-ed were entirely accurate, fair, and balanced, it would be a violation of this Court’s November 8 Order if it had been published,” they wrote. “The editorial clearly was undertaken to influence the public’s opinion of defendant Manafort, or else there would be no reason to seek its publication (much less for Manafort … to ghostwrite it in another’s name).”

COURTS Two years after the Supreme Court ruled in a landmark case that the Constitution provides same-sex couples the right to marry, the justices will consider this week whether it also protects business owners with religious objections from providing wedding services to those couples. Religious liberty or a license to discriminate? That is how the issue is framed in the briefs filed in the case of a religious Christian baker from Colorado who in 2012 refused to even discuss making a wedding cake for Charlie Craig and David Mullins, a Denver couple who made Masterpiece Cakeshop one of the first stops in planning their reception. The case’s importance is underscored by the attention it has received: 100 amicus briefs have been filed and people began camping out Friday in front of the Supreme Court to secure a spot for today’s oral arguments. Baker Jack C. Phillips contends two First Amendment guarantees — for free speech and for the free exercise of religion — protect him against Colorado’s public accommodations law, which requires businesses to serve customers equally regardless of “disability, race, creed, color, sex, sexual orientation, marital status, national origin, or ancestry.” The case marks an intersection of two trends at the Supreme Court that have progressed on parallel tracks. On one, the court has consistently provided protection and rights for gay Americans, culminating in the 2015 decision in Obergefell v. Hodges, affording them the right to marry. On the other, the court has been fiercely protective of the First Amendment and vigilant in guarding against government intrusion on religious beliefs. It ruled in 2014

that companies owned by people with religious objections could not be forced to provide governmentmandated contraceptive services to female employees as part of their insurance coverage. Only one justice — Anthony M. Kennedy — was in the majority in both of those decisions, and he is likely to be pivotal to the outcome of Masterpiece Cakeshop v. Colorado Civil Rights Commission. Most of the debate has centered on Phillips’ claim that Colorado’s

nation+world Ruling on order isn’t final; legal challenges in lower courts continue COURTS The Supreme Court on Monday allowed the Trump administration to fully enforce a ban on travel to the U.S. by residents of six mostly Muslim countries. This is not a final ruling on the travel ban: Challenges are winding through the federal courts, and the justices themselves ultimately are expected to rule on its legality by the end of June. But the action indicates that the high court might eventually approve the latest version of the ban, announced by President Trump in September. Lower

courts have continued to find problems with the policy. Opponents of this and previous versions of the ban say they show a bias against Muslims. They say that was reinforced most recently by Trump’s retweets of anti-Muslim videos. Just two justices, Ruth Bader Ginsburg and Sonia Sotomayor, noted their disagreement with court orders allowing the latest policy to take full effect. The ban applies to travelers from Chad, Iran, Libya, Somalia, Syria and Yemen. Lower courts had said people from those nations with a claim of a “bona fide” relationship with someone in the U.S. could not be kept out of the country. A hierarchy had started to form, but then the Seahawks upset the Eagles 24-10, totally changing the conference outlook. Before Sunday, the Eagles had grown comfortable as the top seed. The Rams felt secure in their NFC West dominance, but a first-round bye seemed out of reach. With one result, it all changed. In the NFL, certainty is a mirage. The 10-2 Vikings took over as the top seed due to the tiebreaker of best winning percentage in common games. Philadelphia’s loss opened the door for Minnesota to win a title without playing a single postseason game outside of its home stadium, which will host the Super Bowl. The 9-3 Rams now have two monster weeks ahead. They haven’t separated from 8-4 Seattle, but now they’re just a game

behind the top two seeds. The Rams host the Eagles on Sunday afternoon. The following week, they travel to Seattle. By the end of Week 15, then, the Rams could either be holding a first-round bye or fall to second place in their division hoping for a wild-card berth. Green tea, rooibos, chai — there’s a tea out there for everyone. Pick up a tin of tea bags or buy some loose-leaf tea and a strainer for a gift that’s packed with antioxidant power. You can find beautiful tea blended with flowers, dried fruit, herbs and spices. Be sure to look for tea blends that don’t have any sugars or sweeteners in the ingredients list. All types of tea, especially green teas, are rich in polyphenols that may boost heart health. Regular tea consumption is linked to a lower risk of heart disease and stroke and may help reduce blood pressure. Based on data from epidemiological studies, drinking tea is also linked to a lower risk of cancer.

Herbs and spices — such as piri-piri spice rub and pumpkin spice — make healthy and thoughtful gifts. Either buy a pre-made herb or spice mixture or make your own. Just buy your spices in bulk and get some small jars to fill with your creations. Add a gift tag, and you’ve made something beautiful and useful. Avoid any spice blends with salt, sugar, dextrose or artificial flavors or colors added. Herbs and spices are packed with phytochemicals that lower inflammation. Many of these flavor boosters have natural antiviral and antibiotic properties and may help strengthen the immune system this cold and flu season.

You’ve seen trendy jars full of hot cocoa mix and brownie or cookie baking mix with a cute label. Why not fill a Mason jar (or a few) with beans, lentils, peas, whole grains and dried herbs and spices to create a cozy soup mix? Include a recipe tag (with instructions to boil in water) and put the soup name on the label, and you’ve created a nutritious gift for cold winter days. When a water-based soup is loaded with high-fiber ingredients such as pulses or vegetables, it can help fill you up with fewer calories. Beans and lentils contain resistant starch, which is great for gut health and may help lower colon cancer risk, research has found.

Head to your local Mediterranean market and you’ll find all types of oils and vinegars, infused with natural fruits and herbs like blueberry and rosemary. Extra-virgin olive oil and avocado oil are rich in monounsaturated fatty acids, also known as omega-9s. These hearthealthy fats can lower LDL cholesterol levels, which helps reduce your risk of heart disease and stroke. Vinegar helps prevent blood sugar spikes by lowering the glycemic index of a meal. It can also make you feel fuller, which could help with weight control. The combination of oil and vinegar could also encourage the recipient to eat more salads this winter.

A zester can be used to grate ginger and garlic into recipes and, as the name implies, to zest citrus fruits to incorporate fresh flavor into baking, dips and marinades. In addition, a julienne peeler can promote veggie-eating. It’s a vegetable peeler with teeth that creates long strips to make zoodles (zucchini noodles) and other shredded-vegetable creations. It’s like a spiralizer, but it takes up way less space in your kitchen. With the zester, you’re encouraging people to try adding moree flavor and nutrition to their meals and relying less on salt. The julienne peeler could inspire more creativity with vegetabless in the kitchen.

Her anxiety: Is it just an excuse? Q. My girlfriend suffers from anxiety problems and has been on medication for them for a while. She uses it to get out of things she doesn’t want to do. For instance, despite us being together for three years, she has yet to go to any of my family’s holidays. This Thanksgiving, I expected she would finally go, but it was “too much for her.” I don’t want to be insensitive, but she gets to call the shots without regard to what I want. ALWAYS SECONDARY But that’s the nature of anxiety: It feels bad and makes you not want to do things. Accusing her of manipulation won’t go far; try instead for better clarity about joint goals and priorities. If it’s important to you that she do Y, and she’s willing, then agree to work together on it. So in that case, overcoming the

anxiety and pushing through the last-minute desire to bail becomes part of the goal all along, rather than an unexpected kink that wrecks plans (therapy can help too). But this will only work if you prioritize together — and perhaps get to the bottom of what she’s truly motivated to work toward, and what she isn’t.

Participants being sought for a dissertation research study titled, How Witnesses Experience Decision Making in Instances of Workplace Bullying An Interpretative Phenomenological Analysis Purpose: Workplace bullying affects approximately 65 million people in the United States workforce (Namie & Namie, 2009). It negatively impacts the target, the witnesses, the bully and the families of the employees. Most studies on this topic have focused on the psychological and physical impact on the targets. Very little is known about how witnesses decide to react to bullying. When confronted with the bullying situation, witnesses must decide how to react, whether to do nothing, side with the bully, help the target secretly, confront the bully openly or help the target openly. Eligibility criteria: Federal employees who have witnessed bullying in the workplace within the past three years. Workplace bullying defined: Repeated, health-harming mistreatment of one or more persons (the targets) by one or more perpetrators. It can include conduct that is: intimidating, humiliating, and /or threatening. It causes work interference or sabotage, which prevents work from getting done, or omission and withholding information that could affect performance. (Workplace Bullying Institute, 2014). Common bullying behaviors might include: spreading rumors, making false allegations, excluding or isolating the target, ordering the target to work below their level of competence, removing key responsibilities, overly scrutinizing work products without factual basis, ignoring the target’s input, or the target being told they should quit their job. Excluded: Harassment based on sex, race, sexual orientation, age, ethnicity, or disability. Time commitment: One interview (in-person) lasting 1 – 3 hours. Interviews will be held at a time and location determined by the volunteer. Interviews will be audio recorded and identified by number. Participation is confidential. Private interviews will be conducted Dec 7, 2017 – Dec 17, 2017. Life imitates art in this elaborate act of corporate synergy swirling around the story of a Latina virgin who works in a Miami hotel. On the show, viewers saw Jane pursuing an MFA and writing a novel called “Snow Falling” in her spare time. Variety reported that Simon & Schuster approached its fellow CBS subsidiary The CW about making Jane’s book a reality. To pull off that bit of publishing trompe l’œil, Simon & Schuster imprint Adams Media renamed itself Lorden + Gregor, the fictional publishing house that buys Jane’s novel. The real paperback has blurbs from fictional characters such as Jane’s biological father, telenovela star Rogelio De La Vega; Jane’s favorite romance writer, Angelique Harper; and her faculty adviser, Marlene Donaldson. book’s ghost writer, Caridad Pineiro, gets in on the joke, saying, “Jane’s novel is so much fun I wish I’d written it myself!” “Snow Falling” essentially moves the basic plot of “Jane the Virgin” to the early 20th century. But what works well on the show doesn’t always make a convincing storyline in the book. While Jane’s virginity differentiates her in the current-day plot, waiting until marriage was the societal norm in 1902. And a relationship crossing cultural divides would have confronted a lot more racism in the early 1900s than we see in these pages. So, fans of the T V show shouldn’t look for new thrills in “Snow Falling,” but it might be

just the thing for a cold winter’s night between episodes. Meta as Jane’s novel is, books jumping out of popular TV shows, movies and other books are nothing new. For example, “Fantastic Beasts and Where to Find Them,” “Quidditch Through the Ages” and “The Tales of Beedle the Bard” all emerged from the Harry Potter universe. As a marketing strategy, these products have the advantage of instant name recognition and a built-in audience.
