THE DISTRICT The oldest structure on the National Mall will be restored, moved 32 feet and turned into a visitor’s center, the Trust for the National Mall announced Tuesday. The small stone building, a 19th century remnant of the Washington Canal system known as the “Lockkeeper’s House,” sits at the corner of Constitution Avenue and 17th Street. The building, which is in a state of extreme disrepair, has been shuttered for the past 40 years. Renovations, funded by a $1 million grant from the American Express Foundation, will be completed by August 2016, said Kristine Fitton, a spokeswoman

Lockkeeper’s House housed a federal worker who collected tolls at the intersection of the Washington City Canal and the C&O Canal. That worker may not have been very busy, says local historian Robert Pohl.
“The Washington Canal never really worked the way it was supposed to,” he says. “Half the time it was dry, and the other half of the time it was flooded.” The canal, which ran the length of what is now Constitution Avenue, was supposed to make D.C. a center of trade and commerce. Soon after being built, it became an open-air sewer that ran right by the White House. Ten years later, Congress decided to cover it up — leaving what Pohl calls a “river of slime” underneath the National Mall. Today, that slime pit and the Lockkeeper’s House are all that remain of D.C.’s attempt to become a hub of commerce. The number of new housing units that are under construction in D.C., according to a report by the Washington, DC Economic Partnership released Tuesday. Of those, 1,425 are condominiums. Investigators combed through wreckage Tuesday in a Gaithersburg, Md., neighborhood where a small plane crashed into a home, killing six people, including a mother who was trying to shield her two young children. Officials from the National Transportation Safety Board and fire and police authorities from Montgomery County are expected to talk to witnesses and sort through the scene Tuesday to try to figure out what caused a small jet plane — an Embraer EMB-500/Phenom 100 — traveling from North Carolina to tumble into 19733 Drop Forge Lane and hit two other houses on the street. The pilot, two passengers, the mother, Marie Gemmell, 36, and two of her children — 3-year-old Cole and 6-week-old Devon — were killed. Michael Rosenberg, 66, was flying the plane. local THE DISTRICT D.C. voters overwhelmingly supported legalizing marijuana last month but sales of pot in the nation’s capital would be prohibited under an emerging deal to keep the federal government funded into next year, according to multiple congressional aides with knowledge of the negotiations. The spending package remains fluid, and aides warned that details could still change. But when asked about the possible curb on D.C.’s marijuana initiative, Senate Majority Leader Harry Reid conceded that it may
be difficult to remove such language from the final bill. If the tentative deal holds, it would represent a slightly better outcome than aides had floated Monday, in which the spending deal would prohibit entirely the implementation of Initiative 71. But the congressional interference could by some measure produce a worse outcome and chaos for police officers to enforce city drug laws. Possession of up to 2 ounces and home cultivation of up to three mature marijuana plants would be made legal under the initiative.

Just in time: Congress agrees to spending bill $1.1 trillion compromise will keep most offices open until October POLITICS With time running short, Republicans and Democrats agreed Tuesday on a $1.1 trillion spending bill to avoid a government shutdown and delay a politically charged struggle over President Barack Obama’s new immigration policy until the new year. The compromise will permit virtually the entire government to operate normally through the Sept. 30 end of the fiscal year, with the exception of the Department of Homeland Security. Funds for that one agency will run out again in late winter. That will give Republicans

an opportunity to try to use the expiration as leverage to force Obama to roll back a decision that will suspend the threat of deportation for an estimated 4 million immigrants living in the country illegally. Several officials said the measure would include a provision permitting multiemployer pension funds to reduce benefits to current retirees, as part of an effort to prevent the slow-motion collapse of a system that provides retirement income to millions. “The federal government’s going to run out of money in two days. ... We’ve been trying to work with Republican leaders to avoid a shutdown,” Senate Majority Leader Harry Reid of Nevada said in midafternoon as final negotiations dragged on.
The GOP high command said they wanted nothing of the kind, and Speaker John Boehner said he expected a vote in the House on the spending bill by Thursday. Leaders originally planned to release the bill Monday night, but last-minute attempts to add language renewing the Terrorism Risk Insurance Act delayed the release. By Tuesday afternoon, leaders had dropped plans to include the program, opting instead to move it as separate legislation. The $1.1 trillion agreement is expected to include most of the money Obama requested to fight Ebola, but it is expected to slash funding for changes to school lunch programs that are backed by first lady Michelle Obama.

A break from work appeals to everyone, even, according to data blog Priceonomics, people who are unemployed and on a fulltime “weekend.” Citing a study by professors at Stanford and the University of Wisconsin, Priceonomics reports that unemployed people get almost the same sort of happiness boost from the weekend as people with jobs, reporting more positive feelings and fewer negative ones, according to the study in the online journal Sociological Science. NATIONAL SECURITY An exhaustive, five-year Senate investigation of the CIA’s secret interrogations of terrorism suspects renders a strikingly bleak verdict of a program launched in the aftermath of the Sept. 11 attacks, describing levels of brutality, dishonesty and seemingly arbitrary violence that at times brought even agency employees to moments of anguish. The report by the Senate Intelligence Committee delivers new allegations of cruelty in a program whose severe tactics have been abundantly documented. The declassified 528-page summary of the committee’s work catalogues dozens of cases in which CIA officials allegedly deceived their superiors at the White House, members of Congress and even sometimes their own peers about how the interrogation program was being run and what it had achieved. In one case, an internal CIA memo relays instructions from the White House to keep the program secret from then-Secretary of State Colin Powell out of concern that he would “blow his stack if he were to be briefed on what’s going on.” CIA Director John Brennan on Monday rebutted some assertions in the report, saying the program produced evidence that helped avert potential strikes against the U.S. and that agency officials did not intentionally mislead Congress about its tactics. “Our review indicates that interrogations of detainees on whom [enhanced interrogation techniques] were used did produce intelligence that helped thwart attack plans, capture terrorists, and save lives,” Brennan said in statement. Here are some of the Senate panel’s major conclusions:
CIA officials involved in the program deceived the White House, Congress and even others within the agency. In briefings to the president and other senior officials, the agency attributed the disruption of significant plots and the capture of major terrorist suspects to the use of harsh interrogation techniques. The Senate report said those claims don’t withstand close scrutiny.
The CIA’s use of harsh interrogation techniques was sometimes more brutal than previously known. Even though the CIA had prescribed protocols on how to use waterboarding, the agency’s own medical personnel found that in practice the method became “a series of near drownings.” The report also mentions the use of procedures such as “rectal rehydration” and feedings in the treatment of prisoners.

The CIA held more detainees than was previously known. The agency held 119 detainees at its secret prisons overseas over the life of its interrogation program, about two dozen more than were previously known. The Senate report found that 26 were held because of mistaken identities or bad intelligence. Of the 119 detainees, 39 were subjected to harsh interrogation techniques, including some of those who were wrongfully held.
Witnessing the brutal treatment of detainees had a profound emotional effect on some CIA operatives. Some of those who were present during the use of harsh interrogation techniques were distraught over what they witnessed. “Several on the team profoundly affected …,” an agency employee wrote after the interrogation of Abu Zubaida, “some to the point of tears and choking up.” The chief
of interrogations described the program as a train wreck that he intended to get off.
The program was often chaotically managed. Within days of the Sept. 11 attacks, President George W. Bush signed a secret memorandum giving the CIA new authority to “undertake operations designed to capture and detain persons who pose a continuing, serious threat of violence or death.” But the memo made no reference to interrogations. The actual protocols at the sites were not always coordinated among headquarters and station chiefs. The CIA station chief in Afghanistan, for example, learned in late 2003 that the agency was holding detainees for extended periods even though it knew little about them. Torture can be justifiable, most agree NATIONAL SECURITY The Senate Intelligence Committee’s report from its five-year investigation into the CIA’s torture of suspected terrorists details a regime of brutality, incompetence and deceit that has been damaging to the U.S.’s standing abroad. Good luck trying to convince many Americans of that, though. Polls have shown a public generally supportive of the use of torture to gain information from terrorist suspects, at least in some circumstances, and even when you flat out call it “torture.”
In 2009, the Pew Research Center found that 49 percent of the public said that “the use of torture against suspected terrorists in order to gain important information” can “often” or “sometimes” be justified. This belief was held by 64 percent of Republicans, 54 percent of Independents and 36 percent of Democrats. Including the number who say that torture can rarely be justified, 71 percent of Americans accept torture under some circumstances. Overall, just 25 percent of

Amazon workers won’t get paid for time in line WASHINGTON The Supreme Court ruled Tuesday that warehouse workers who fill orders for retail giant Amazon don’t have to be paid for time spent waiting to pass through security checks at the end of their shifts. The unanimous decision is a victory for the growing number of retailers and other companies that routinely screen workers to prevent employee theft. The justices said federal law does not require companies to pay employees for the extra time because it is unrelated to their primary job duties. Some workers at Amazon
contractor Integrity Staffing Solutions Inc., claim they wait up to 25 minutes to clear security before they can go home. Amazon has disputed those claims. The Supreme Court reversed a ruling from the 9th U.S. Circuit Court of Appeals, which said the screenings should be compensated because they were performed for the employer’s benefit and were integral to the workers’ jobs. The case was being watched closely by business groups worried that employers could be on the hook for billions of dollars in retroactive pay. Writing for the court, Justice
Clarence Thomas said the security checks were not “integral and indispensable” to the employees’ duties as warehouse workers. Josh Buck, an attorney for the workers who brought the case, called the court’s ruling disappointing. “The well-known idiom ‘time is money’ obviously does not apply to working people,” Buck said. Since the 9th Circuit’s ruling last year, at least four class-action lawsuits have been filed against Amazon.com seeking compensation for time workers have spent in screenings. New heights for Wall WIZARDS Despite it being double overtime, despite the Wizards playing backto-back nights and despite his heavy heart, John Wall caught the outlet pass from Bradley Beal in the waning seconds of the game and simply exploded. Wall’s stunning drive to the basket sparked Washington to a dramatic victory over Boston on Monday, but it also showcased why, in his fifth NBA season, Wall has firmly established himself as one of the league’s elite players. “It’s what he can do,” Wizards coach Randy Wittman said of Wall’s relentless ability to attack the basket. “We didn’t want to stop John in those situations.” Through 20 games, the lightning-quick guard has been the driving force for the Wizards’ success, controlling the offense and taking over when necessary. Wall is averaging 18 points a game, and thus far has career-highs in assists
(10.4 per game) and rebounds (4.9 per game). Founder Charlie Berkinshaw likes to wait until people taste cocktails mixed with his shrubs before telling them that the No. 1 ingredient is vinegar. “I don’t want them to say, ‘Salad dressing? Why would I want to put salad dressing in a drink?’ ” Luckily, his flavors — like blueberry rosemary and chai pear — are so wellrounded that you’d never be put off. Shrubs, which originated in the 18th century when people mixed vinegar with fruit to preserve it, add complexity to a drink with few ingredients and are healthier than soda: A serving of Element Shrubs has less than 20 calories. Still hesitant? Try Berkinshaw’s simple lemon and basil flavor, which he calls the “gateway shrub.”
You may be struck by Tory Pratt’s brightly hued tonic, which is a far cry from the crystal clear variety you see at grocery stores. The main difference is the addition of cinchona bark, a natural source of quinine, both a treatment for malaria and a key ingredient in tonic. To make the all-natural mixer, Pratt combines cinchona bark with water, turmeric, ginger, saffron, cardamom, cloves, cinnamon, allspice, citric acid, citrus zest and lemon grass and heats the concoction for a few hours before straining. “I’m essentially making a really concentrated tea, and adding simple syrup made with cane sugar,” she says. “It harkens back to what tonic is supposed to be.”
Though most cocktail recipes call for just a drop or two of bitters, a quality product can make a difference. (Extracts are made in a similar manner, so it’d be like baking with a fancy vanilla extract over a cheapo one.) “We use ingredients like clove, star anise, cinnamon, nutmeg, allspice and fennel seed,” says Eric Kozlik, who launched Embitterment with his buddy Ethan Hall in September. Used as a medicinal cure-all in the Victorian era, bitters have a settling effect due to gentian root, a naturally bitter plant that lends Embitterment’s products their piquant flavors.

A whole lot of truffle On a recent Sunday afternoon, Ellen Kassoff Gray was passing through the dining room at Equinox, which she co-owns with her husband, chef Todd Gray, when something sitting on a diner’s bread plate caught her eye: a white Alba truffle the size of a silver dollar with a bite taken out of it. Earlier that day, chef Gray had placed a few of the pricey fungi in a glass case to promote the restaurant’s new offering, available now through January — a vegan brunch buffet with truffle shavings for a $20 surcharge. The diner must have mistaken the floor models as up for grabs. Kassoff Gray politely approached the diner, who told her she didn’t like the taste and suggested the chef salvage the unbitten part. “I took it over to Todd and showed him, and he said, ‘That’s a $300 bite!’” Kassoff Gray says. “It was one of the costs we had to eat, literally.” H.S.
