REGION The Geminid meteor shower — one of the best of the year — will peak tonight. This year it promises to be even better as the waning crescent moon suppresses its own bold personality, offering perhaps the strongest shooting stars show for 2017. The International Meteor Organization predicts the Geminids shower to brim with about 120 meteors an hour. Due to the cold weather, it’s hard to spend much time outside to watch, said Beverly Thackeray, a doctoral student in astronomy at the University of Maryland. “But if the conditions are right, and you can see the night sky, it is probably the best meteor shower of the year. So, grab some hot cocoa and get some sleeping bags,” she said. The Geminids are known for producing fireballs, Thackeray said.

Meteors will likely start late this evening and go throughout the night. The best way to view them is to be outside with all porch and house lights turned off. The waning crescent moon will be in a last-quarter phase, and it’s not going to rise until about 3:45 a.m., which means the sky will be plenty dark. For those in the city, or any area with bright light pollution, heading out to the suburbs may provide the best view. The meteors will be emanating

from the Gemini constellation. Smartphone apps such as Sky Guide for iOS and Sky Map for Android can help identify the planets and constellations. The Geminid meteors are different from typical meteors. They occur thanks to a rocky asteroid called Phaethon, a carbonaceous entity about 3 miles in diameter that voyages close to the sun, heats up and releases dust. State lawmakers update sexual harassment policy A panel of Maryland lawmakers has voted to update the General Assembly’s policy on sexual harassment. Under the changes approved Tuesday, the legislature will keep track of complaints made against legislators. Those complaints will be reported to the Legislative Policy Committee annually at a public hearing. While the reports will not name anyone, they will include how each matter was handled and any punishment received by a legislator. The General Assembly previously has not kept track of the number of complaints filed against lawmakers. (AP)

A police officer on trial this week claims he was pushed into trying to help the Islamic State by federal agents pretending to be his friend. Prosecutors say that Nicholas Young is a dangerous believer in not just radical Islam but neo-Nazism. Young, a 37-year-old Alexandria native who until his arrest last year worked for the D.C. Metro Transit Police, is on trial on charges of attempted support for terrorism and obstruction of justice. Young is accused of buying gift cards so Islamic State recruits could purchase encrypted messaging applications and lying about a friend’s travel to Syria to join the group.

Charlottesville officials Monday denied a request to hold a rally in August marking the first anniversary of a protest by white supremacists that turned violent, saying it would endanger public safety. The city said the request for a permit “cannot be accommodated with the area applied for, or within a reasonable allocation of city funds and/or police resources.” Jason Kessler filed the request for a permit last month to hold a “rally against government civil rights abuse and failure to follow security plans for political dissidents,” and to memorialize “the sacrifices made by political dissidents in Lee Park August 12, 2017.” (TWP)

A federal grand jury has indicted a Maryland businessman for allegedly scheming to fraudulently obtain $50 million in bank financing for his company and diverting some of the money for personal use. Officials say Mark Ian Gaver, 56, of Bonita Springs, Fla., is charged with eight counts of bank fraud and two counts of money laundering. Prosecutors say Gaver, who was indicted last week, founded Gaver Technologies, an information technology company based in Frederick. They allege that between 2008 and 2016, he submitted false financial documents to obtain extensions and increases in lines of credit. (AP)

Diversity report: Little progress seen for top jobs largely prevailed. Upward mobility to senior-level management remained stagnant for women at about 29 percent over the eight-year period. GAO drew from Equal Employment Opportunity Commission (EEOC) data. EEOC collects information annually from private employers with at least 100 staffers, including federal contractors. In a report on financial sector diversity seven years ago, GAO found that “without a sustained commitment among financial services firms to overcoming challenges to recruiting and retaining minority candidates, limited progress would be possible in fostering a more diverse workplace.” But even limited progress did not occur for black people seeking power within the financial sector. “Since 2007, Asians had the largest gains, increasing their representation among managers from 5.4 percent to 7.7 percent,” GAO reported. “Hispanics made smaller gains. In contrast, the proportion of African-Americans in management positions decreased from 6.5 percent to 6.3 percent.” The report was requested by three top Democrats on

Anyone who works to improve workplace diversity and inclusion, in the federal government or the private sector, knows progress isn’t a straight-line process. And statistics that indicate progress don’t always tell the whole story. A new report by the Government Accountability Office (GAO) demonstrates that. GAO examined management diversity trends in the financial service industry from 2007 through 2015. It found good news and bad. Lumped together, the representation of African-Americans, Latinos, Asians and other minorities in lower, mid-level and senior management positions in the financial sector increased from 17 percent to 21 percent. Before diversity advocates cheer, they should read on. While overall diversity increased, the percentage of black managers dropped. Meanwhile, at 48 percent, women were close to parity with men in lower and mid-level management slots. But among the top gigs, the glass ceiling

NEW YORK Federal prosecutors filed terrorism charges Tuesday against the suspected New York City subway bomber, Akayed Ullah, saying he posted a taunt online aimed at President Trump before the attack in a tunnel beneath Times Square and then proclaimed, “I did it for the Islamic State.’’ A criminal complaint filed in federal court in Manhattan charges Ullah with providing material support to a terrorist group, using a weapon of mass destruction, bombing a public place, destruction of property by means of fire or explosive, and use of a destructive device during a crime of violence. The 27-year-old is an immigrant from Bangladesh who came to the United States in 2011. According to the criminal complaint, Ullah’s radicalization began in at least 2014, as he viewed ISIS propaganda. Police say Ullah detonated a pipe bomb affixed to his clothes while walking down a crowded commuter tunnel in Times Square during the Monday morning rush hour to maximize casualties in his quest “to kill, to maim and to destroy,” acting U.S. Attorney Joon H. Kim said. The device did not fully detonate, and Ullah

injuries, Ullah declared he acted on behalf of ISIS, and investigators found a passport in his name with handwritten notations, including: “O AMERICA, DIE IN YOUR RAGE,’’ according to the criminal complaint. Ullah also told police he was angry about decades of U.S. policies toward Muslim countries. Investigators believe he built the bomb at his home and used Christmas lights and a battery to detonate the device, according to the complaint. On Monday, Ullah was on his way to carry out the attack when he wrote, “Trump you failed to protect your nation,” on Facebook, the complaint said. Fossils from New Zealand dating back 56 million to 60 million years have revealed a giant penguin that was as big as a grown man, roughly the size of the captain of the Pittsburgh Penguins. The creature was slightly shorter in length and about 20 pounds heavier than the official stats for hockey star Sidney Crosby. It measured nearly 5 feet, 10 inches long when swimming and weighed in at 223 pounds. The newly found bird is about 7 inches longer than any other ancient penguin that has left a substantial portion of a skeleton, researchers wrote in a paper released Tuesday by the journal Nature Communications. The biggest penguin today, the emperor in Antarctica, stands less than 4 feet tall.

Trump’s latest target POLITICS President Trump on Tuesday attacked Sen. Kirsten Gillibrand, D-N.Y., in a tweet widely criticized as being sexually suggestive, sparking outrage at a time when the nation is reeling from a wave of accusations about the improper behavior of powerful men — including Trump himself. In his morning tweet, Trump referred to Gillibrand as a “lightweight” and “total flunky” and said that, when he was a New York real estate developer, she “would come to my office ‘begging’ for campaign contributions” and “would do anything for them.” The tweet, targeting a female senator who has called on Trump to resign for his past behavior, came as Trump is facing renewed scrutiny of claims of sexual harassment and assault that surfaced during the campaign. Trump has denied all the claims, accusing the women of lying. His attack on Gillibrand prompted a swift backlash on social media and on Capitol Hill, where Democratic calls increased Tuesday for Trump to either resign or face congressional probes of his actions. Gillibrand called Trump’s tweet “a sexist smear attempt to silence my voice.” White House spokeswoman Sarah Huckabee Sanders disputed the characterization of Trump’s tweet as sexually suggestive, telling reporters that “there’s no way this is sexist at all,” and later adding: “I think only if your mind is in the gutter would you have read it that way.” Sanders said Trump was trying to make a point about the corrosive nature of money in politics and characterized Gillibrand as “a wholly owned subsidiary of people who donate to her campaign.”

Mazie Hirono, D-Hawaii, the latest senator to call on Trump to resign, cited the president’s tweet as part of her reasoning, calling the president “a misogynist, compulsive liar, and admitted sexual predator.” “Attacks on Kirsten are the latest example that no one is safe from this bully,” Hirono added on Twitter. “He must resign.” Trump began Tuesday with a separate tweet accusing Democrats of focusing renewed attention on his alleged misconduct out of frustration that investigations into Russian meddling into the 2016 presidential election are not harming him. “Despite thousands of hours wasted and many millions of dollars spent, the Democrats have been unable to show any collusion with Russia — so now they are moving on to the false accusations and fabricated stories of women who I don’t know and/or have never met. FAKE NEWS!” Trump wrote. Trump has repeatedly denied the accusations against him, but the idea that he does not know or has not met any of the women who have accused him of sexual misbehavior is false. The list of women includes a former contest on his reality show “The Apprentice,” a former business partner, a woman who has a photo of the two of them together, a contestant in one of his pageants and a People reporter who interviewed him. During her White House briefing, Sanders said Trump’s denial of knowing the accusers was limited to three women who appeared in a joint television interview and news conference on Monday, renewing their public push to gain attention for their stories. FCC chair says web platforms restrict speech In an interview Monday about the coming FCC vote over whether to repeal landmark net neutrality rules, agency chairman Ajit Pai took aim at content providers. Facebook, Google and Twitter, Pai said, deserve more scrutiny over their decisions to restrict political content with pro-Trump and conservative messaging. When Tucker Carlson asked Pai on the Fox News show “Tucker Carlson Tonight” what would prevent internet providers from censoring Fox News over complains about hate speech if net neutrality is dismantled, Pai said that the FCC requires transparency. He then pivoted to web platforms, which he said are already impinging on free expression online. Pai cited Twitter’s move to block a campaign video ad by Rep. Marsha Blackburn, R-Tenn., who spoke about her effort to “stop the sale of baby body parts” in a reference to false claims about Planned Parenthood. Pai also mentioned YouTube’s crackdown on some right-wing internet personalities, whose videos were recently stripped of advertising for violating the company’s terms of service. “A lot of these decisions impinge on the free expression online that we’ve all come to cherish. Astronomers probe an interstellar asteroid for any sign of aliens SCIENCE Our solar system has a visitor. It’s cylindrical, dark and reddish, a quarter-mile long. The object won’t be staying. This fall, astronomers announced that the thing came blazing into our neck of the galaxy at speeds of up to 196,000 mph. It is now headed away as quickly as it came. The object’s trajectory is so strange and its speeds are so blistering that it probably did not originate from within our solar system. Its discoverers concluded that the object is a rare interstellar traveler from beyond our solar system, the first object of its kind observed by humans. Astronomers at the University of Hawaii, who discovered the object with the Pan-STARRS 1

telescope, said the visitor was an asteroid. In October, they named the asteroid ‘Oumuamua — Hawaiian for “messenger.” ‘Oumuamua, which appears rocky or metallic, lacks the characteristics of a comet. Some scientists, though they are swift to say ‘Oumuamua is probably natural, have not yet ruled out more extraordinary origins. “The possibility that this object is, in fact, an artificial object — that it is a spaceship, essentially — is a remote possibility,” said Andrew Siemion, director of the Berkeley Search for Extraterrestrial Intelligence (SETI) Research Center. Siemion is a member of the Breakthrough Listen Initiative, a $100 million project, backed by Russian billionaire Yuri Milner, to hunt for extraterrestrial intelligence. This week, researchers with the Breakthrough Listen Initiative announced that a radio telescope will probe ‘Oumuamua for signs of technology. The

Solar system has a visitor telescope, nestled within the hills of the Green Bank Observatory in West Virginia, begins its search today. ‘Oumuamua behaves oddly. Planets and asteroids circle the sun on the same plane, like water swirling around a basin. ‘Oumuamua dipped into the solar system from outside the plane, as if leaked from a cosmic faucet. It is shaped strangely, too. Most asteroids of its size are spherical. This object has the proportions of a giant cucumber. In fact, Harvard University astronomer Avi Loeb recently told Milner that ‘Oumuamua has the optimal design of a vessel meant to travel through space, The Atlantic reported. Yet all of its features are “entirely consistent with being a natural object,” said Karen Meech, the University of Hawaii astronomer who led the research team to measure ‘Oumuamua’s physical properties. “That being said, we cannot disprove the unlikely

hypothesis that it is not.” Astronomers across the planet have turned their sensors at the object. The European Southern Observatory followed up on the initial Hawaiian detection, peering at ‘Oumuamua through the Very Large Telescope in Chile. Though the most likely explanation for ‘Oumuamua is that it’s lifeless rock, scientists aren’t about to let it breeze by without scrutiny. Over the past 18 months, SETI astronomers have installed detectors at the Green Bank telescope to look for signs of electromagnetic activity in space. If an electronic device no more powerful than a telephone handset is transmitting on ‘Oumuamua, the telescope will sense it. “This is the sort of opportunity that one would hate to miss, even if the chances are extremely low for success,” Meech said. ‘Oumuamua is still within lightminutes of Earth. Crews struggle to contain blaze CALIFORNIA The fifth-largest wildfire in California history expanded Tuesday, ripping through dry brush atop a coastal ridge while crews struggled to keep flames from roaring down into neighborhoods amid fears of renewed winds. Scott Boras is trying to sell the Nationals on the starter, and the agent’s history makes a signing seem not so far-fetched. MLB An annual tradition commenced Tuesday morning when rumors of Scott Boras trying to engage the Nationals on one of his biggest free agent clients began to swirl at the winter meetings. Boras sent Washington owner Ted Lerner his extensive binder of arguments for signing righthander Jake Arrieta, one of two elite starters on this year’s market. ESPN first reported the arrival of the binder, which was sent to other owners, too. A person familiar with the situation confirmed the Nationals have talked with Boras about Arrieta, but described their interest in the 2015 NL Cy Young winner as “tepid.” Boras trying to sell the Nationals on Arrieta was all but a foregone conclusion. As someone with direct knowledge of the

Nationals’ plans said, “We’ve seen this dance before.” More than one industry insider said this week that given Boras’ relationship with the Nationals, “You can never rule it out.” But unlike previous signings of Boras clients such as Matt Wieters and Max Scherzer, when the Nationals had no glaring need, they do have a hole in the rotation this winter. General manager Mike Rizzo needs a fifth starter — or someone to slot in the middle and bump Gio Gonzalez and Tanner Roark down a spot. Gonzalez’s contract is up after the 2018 season, so the Nats will have to fill a spot in 2019, too. Joe Ross should be healthy by then, and Erick Fedde should be ready. But Rizzo has never been one to add mediocre options nor rely on unproven players.

The Boras pipeline Agent Scott Boras’ relationship with Nationals owner Ted Lerner has led to unexpected signings. C.J. General manager Mike Rizzo didn’t pursue closer Rafael Soriano but wound up signing him in 2013. Nationals starters had the lowest ERA in baseball in 2014, but the team still signed Max Scherzer to the richest deal in club history in 2015. The Nationals traded for catcher Derek Norris last winter but then signed Matt Wieters to a two-year deal before spring training.

Arrieta would come at a huge cost. ESPN suggested that Boras is asking $200 million for Arrieta, who is 31 and has showed some signs of decline. If the

Nationals were to sign him, they would have $210 million committed to Scherzer, $175 million to Stephen Strasburg and another $200 million-ish to Arrieta. That would be more than half a billion dollars for three starters, all of whom are represented by Boras. The Nationals crossed the competitive tax threshold for the first time last season and have more than $170 million on the 2018 payroll already, according to Cot’s Baseball Contracts. Arrieta’s former team, the Cubs, made him a qualifying offer. Because the Nats crossed the competitive balance threshold last season, they would surrender their second- and fifthhighest picks in the 2018 draft, as well as $1 million in international bonus pool money, to sign him.

Devin Hester, who holds the NFL record for return touchdowns with 20, announced his retirement from the NFL on social media Tuesday. Hester, 35, last appeared in a game for Seattle in a Jan. 14 playoff loss to Atlanta. He played for the Seahawks, Ravens and Falcons, but his best years were with the Bears, which took him in the second round out of Miami in 2006. As a rookie he took the opening kickoff of the Super Bowl 92 yards for a touchdown against Indianapolis. Despite Russia’s ban, officials in the country still expect more than 200 of their athletes to compete at the PyeongChang Games, ROC president Alexander Zhukov said Tuesday. Bloomberg was first to report the story Monday night. In the lawsuit filed against NFL Enterprises, the woman claims Faulk asked her “deeply personal and invasive questions” about her sex life and groped her breasts and behind; that Taylor sent her “sexually inappropriate” pictures of himself and a video of him masturbating; and that Evans propositioned her for sex and sent her nude pictures. NFL spokesman Brian McCarthy said that all three are suspended pending an investigation. Faulk had a Hall of Fame career with the Colts and Rams. Taylor played a decade with the Steelers, and Evans was a 10-year pro. The woman also makes claims against former NFL Network employees and on-air personalities, including former executive producer Eric Weinberger, who left in 2015 to become president of Bill Simmons’ Ringer media group; Eric Davis, who now works

The woman denies stealing the clothes and says security-camera footage would back up her claim. She also says the network did not return her personal items or reimburse her for the money she spent on clothes for on-air talent. The woman claims she was paid less than other people younger than her and that the network discriminated against her because of her age, created a hostile working environment by not doing anything about the sexual harassment and caused her physical and emotional distress. Nothing’s too intimate Kip Moore, Randy Rogers and Wade Bowen are an open book on their acoustic tour MUSIC In country music, a writers round involves a few singer-songwriters sitting together with their guitars. One by one, they tell the audience the stories behind their songs and play them. It’s a beloved Nashville tradition — but also a bit risky for artists. When you’re in that intimate atmosphere, you might just say something revealing to a room full of strangers. “That happens all the time,” says Kip Moore, who will perform an acoustic concert with fellow country singers Randy Rogers and Wade Bowen today at the Lincoln Theatre for a limitedrun tour called “Tall Tales & the Truth.” “It’s weird — I’m very private in my real life. But when

I’m onstage, I’m an open book. … I find myself telling stories that I’ve never told before when I’m doing these kind of things.” An acoustic, writers-roundstyle show was what Moore, Rogers and Bowen envisioned when they came up with the idea for a brief December tour. “I feel like if you’re truly a singer-songwriter, and the three of us all are, this is what you live for,” says Moore, who released his third album, “Slowheart,” this fall. “You live for breaking the song down to where there’s no glitz and glamour.” But the truth is, no one really knows what’s going to happen at acoustic country concerts. They can turn into a literal dialogue between the singers

and audience, especially when the crowd starts yelling song requests. For Bowen, that’s the best part, because he purposefully doesn’t make a set list when he plays writers rounds. “So much of it is about the feel of the moment and the crowd,” he says. Bowen is certain that he, Moore and Rogers “will make fun of each other lot” — an easy task, considering they all bonded this year after Moore played Bowen’s charity event in Waco, Tex. Plus, Bowen and Rogers have been friends for years on the Texas country circuit, and they frequently team up for acoustic concerts. In 2015, they collaborated on a duet album, “Hold My Beer, Vol. 1,” and,

a year later, released “Watch This,” a live album from their tour. Rogers also enjoys the loose quality of the shows. In one writers round, everyone might sing a cover song; in the next, the artists might play a track from their first record. It’s also a good way, Rogers says, to shed light behind the scenes of the business. “On certain songs I’ve written, sometimes, people don’t know my co-writer has also written huge songs that have been played on the radio a million times,” he says. “It’s really fun telling that backstory.” EMILY YAHR (THE WASHINGTON POST)

MUSIC The Rolling Stones have released an album of rarely heard radio recordings, but Keith Richards admits with a laugh: “I barely remember some of them.” “The Rolling Stones — On Air,” released Dec. 1, features 32 songs that originally aired between 1963 and 1965 on BBC shows like “Saturday Club,” ‘’Top Gear” and “The Joe Loss Pop Show.” “It was weird time to record in London in 1963, ’64. Both the Beatles and us used to look at each other and say, ‘What are you doing tomorrow? Well, we’re doing the Joss Loss show on BBC Radio,’ and we all shivered because no one knew how to record these things,” Richards says. “To me, they’re incredible pieces of history.” Eight of the songs were never recorded or released commercially. Richards says he remembers the hysteria at the time. “Everything was frantic. The schedule was frantic. The fans were particularly frantic. This was the teeny-bopper time,” he says. “It was overwhelming. ... At 19 years old, it’s all a bit of a blur — but a very pleasant one, y I will say.”

The Rolling Stones’ latest album, “On Air,” is a 32-song collection of the legendary band’s early radio recordings, some never before released.

“On Air” features wellknown Stones songs such as “(I Can’t Get No) Satisfaction” as well as Chuck Berry covers, including “Roll Over Beethoven,” “Memphis, Tennessee,” “Beautiful Delilah” and “Come On,” the Stones’ debut single. “That guy had it all. The lyrics, his sense of rhythm, it’s unbelievable,” Richards says of Berry, who died in March. “I’m still amazed when I hear the actual records, the Chess Records, today. I just go back to them, just to refill.” He adds that he and Berry used to laugh about the success of “My Ding-a-Ling,” the lewd

novelty song that became Berry’s only No. 1 hit. “Unfortunately, the silly little ditty became actually his biggest-selling record,” Richards says. In the early ’60s, the Stones’ lineup also included Mick Jagger, Charlie Watts, Brian Jones and Bill Wyman. Richards says they were “a club band that sort of managed to expand its thing onto the big stage.” The band returned to its blues roots last year with the release of “Blue & Lonesome,” a record that earned the Stones a Grammy nomination for best traditional blues album.
