To help make ends meet, she sold merchandise at farmers markets this fall. “We’re just inching our way back,” she said. After months of cleanup and repair work, aided by donations and the assistance of strangers, Tennant is slowly regaining her livelihood and the business she has owned since the early 1980s. Popularity of new museum staying strong

THE DISTRICT Claudia Grossmann started searching for day care soon after she became pregnant. The Mount Pleasant mother-to-be put her name on a half-dozen waitlists and regularly checked in with her top choice: a nationally accredited center in her neighborhood with a dual-language program. The waitlist was long, but one August day, she got a call. A spot was available starting the next month. The only catch: Her baby was not yet born. She and her husband had a choice to make. They could take it or wait perhaps another year for the next opening. Ultimately, they decided: “It’s worth the peace of mind.” So they wrote a check and started paying for day care — 14 days before their son was born. Five months later, when Grossmann returned to work, her son enrolled for his first day. Children younger than 3 are the fastest-growing age group in D.C., with a 26 percent increase in the number of infants and toddlers between 2010 and 2014. The explosion of young families is putting a new strain on an overtaxed child care industry. Many new parents describe a maddening search for child

For parents who pay full tuition, the District is one of the most expensive places for child care in the country, with an average monthly cost of $1,868 for infant care at a center, according to the Economic Policy Institute. Margie Yeager, an education policy analyst, applied to 19 child are centers while still pregnant. Her son, now 3½, was born seven weeks early, a situation that was made more stressful, she said, by the fact that it pushed up her timeline for finding child care. As her return date loomed, she finally heard back from one of the 19. “Out of the heavens, there was a space.” She started paying to save it, then enrolled him a month later. Like tickets to a hot concert tour, free sameday passes to the National Museum of African American History and Culture were snapped up in minutes Monday morning, the day the museum moved its same-day distribution method from an in-person line to its web-based ticket system. The museum distributed 880 free passes grouped in 30-minute time slots between 10:30 a.m. and 4 p.m. The tickets became available at 6:30 a.m., and by 6:34, the banners saying “unavailable” and “sold out” covered every time slot. The passes represented about 10 percent of the 8,700 distributed for the day. More than 643,000 people have visited the Smithsonian’s newest museum since it opened Sept. 24. (TWP)

The prisoner recidivism rate in Virginia — the lowest in the country — according to new state figures. The Virginia Department of Corrections report shows that only 2,687 of 11,496 inmates have been re-incarcerated within three years. The report doesn’t count as recidivists people who have been rearrested on a new felony but whose cases haven’t gone to trial. It also doesn’t deem people recidivists unless their new crime is a felony and they are sentenced to more than a year in prison. (AP)

Father dies, son is hurt Sunday after vehicle strikes their sled in Carroll County, Md.

Authorities said they caught a suspect in a stabbing that occurred outside the entrance of a Metro station in Vienna. Metro Transit police said officers were called to the Dunn Loring station Monday morning because of a fight, and found a man hurt. He was taken to a hospital with injuries not thought to be life-threatening. Police said the suspect fled before they arrived, but they were able to send his photo to officers and determine that he had boarded a particular car of an eastbound Orange Line train. Metro sues 3 companies in 2014 Metrobus fire Metro is suing three companies in connection with a Metrobus that erupted in flames while being towed on Interstate 95 in Baltimore more than two years ago. According to the complaint, filed Friday in U.S. District Court in Maryland, Metro is seeking $1 million from two towing companies, alleging they were negligent. The transit agency is seeking another $1 million from New Flyer of America, the bus manufacturer, for breach of contract. The fire destroyed the 6-year-old bus. (TWP) THE DISTRICT

Woman kidnapped, robbed, assaulted in NW A woman was forced into a van, robbed and assaulted early Sunday in the Mount Pleasant area of Northwest D.C., police said. Police said she was walking in the 1600 block of Monroe Street NW at about 3:30 a.m. when she was grabbed by one man and then attacked in the van by two others. After the robbery and assault, she was thrown out near the Woodley Park area, authorities said. D.C. police and the FBI are investigating. (TWP)

Council members proposed dramatic revisions Monday to the city’s landmark bill guaranteeing up to two months of paid time off for new parents, setting up a showdown among rival council factions and Mayor Muriel Bowser heading into today’s scheduled vote on the legislation. The alternative bill from members Jack Evans and Mary Cheh would guarantee the same amount of paid leave as the existing bill, to which the council gave preliminary approval earlier this month: eight weeks for new parents, six weeks to care

for an ailing family member and two weeks of personal sick time. But rather than taxing businesses to fund those benefits, the new bill would simply require that private employers provide the specified amounts of time off. Businesses with 70 or fewer workers would be eligible for a $200-per-employee annual tax credit to ease the cost of compliance, Evans said. That would cost the city an estimated $40 million a year, he said, compared to $250 million for the current bill. Don’t forget Syria!” The leaders of Turkey and Russia said the attack in Ankara, the Turkish capital, was an attempt to disrupt efforts to repair ties between their countries, which have backed opposing sides in the Syrian civil war. An Associated Press photographer and others at the art gallery event watched in horror as the gunman fired at least eight shots, at one point walking around Ambassador Andrei Karlov as he lay motionless and shooting him again at close range. Three other people were wounded in the attack, authorities said. Few electors cast protest votes POLITICS There were many protesters but few faithless electors as Donald Trump won the Electoral College vote Monday — ensuring that the billionaire will become America’s 45th president. An effort by anti-Trump forces to persuade Republican electors to abandon the president-elect came to practically nothing and the process unfolded largely according to its traditions. Trump’s polarizing victory Nov. 8 and the fact that Democrat Hillary Clinton had won the national popular vote had stirred an intense lobbying effort, but to no avail.

CRIMINAL JUSTICE President Barack Obama on Monday pardoned 78 people and shortened the sentence of 153 others convicted of federal crimes, the greatest number of individual clemencies in a single day by any president, the White House said. Obama has been granting commutations at rapid-fire pace in his final months in office, but he has focused primarily on shortening sentences of those convicted of drug offenses rather than pardons. Pardons amount to forgiveness of a crime that removes restrictions on the right to vote, hold state or local office, or sit on a jury. The pardon also lessens the stigma arising from the conviction. Neil Eggleston, Obama’s White House counsel, said Obama has pardoned a total of 148 people and has shortened the sentences of 1,176 people, including 395 serving life sentences. BERLIN A massive black truck plowed into a Christmas market teeming with holiday revelers in west Berlin on Monday, killing nine people and injuring around 50 more as it tore through tables and wooden stands. The incident had echoes of the truck assault in the French city of Nice in August, which killed 86 people and was claimed by the Islamic State. But German authorities said it remained unclear whether terrorists were involved in the attack. Police said they had taken a suspect into custody who matched a description of the truck driver. He was picked up about 1½ miles away, and was being interrogated, said Winfried Wenzel, Berlin police spokesman said late Monday. The Scania truck careened into the market near the historic Kaiser Wilhelm Memorial Church shortly after 8 p.m., sending panicked locals and tourists scattering. After steering the truck — which had a Polish license plate number — onto the sidewalk, the driver continued for about 50 to 80 yards, police said. “It’s terrible, just terrible,” Berlin Mayor Michael Muller said. “We always hoped that we wouldn’t have this kind of situation in Berlin.” Although Germany’s Bild newspaper reported that authorities were investigating the attack as a possible act of terror, two senior

security officials said it was too early to determine the motive. “We cannot make any clear statement about the causes or the background” of the incident, Wenzel said. However, the White House condemned “what appears to have been a terrorist attack.” Following the incident, police said, witnesses reported that the driver fled the scene, running toward Berlin’s sprawling central park knows as the Tiergarten. In Washington, White House National Security Council spokesman Ned Price said the U.S. has already been in contact with German officials and stands ready to assist in the investigation and response. The crash came less than a month after the U.S. State Department called for caution in markets and other public places across Europe, saying extremist groups including ISIS and al-Qaeda were focusing “on the upcoming holiday season and associated events.” ISIS and al-Qaeda have both called on followers to use trucks in particular to attack crowds. Among the dead was a passenger in the truck, who succumbed as paramedics treated him, Wenzel said. Wenzel said the truck was registered in Poland, but that police were still investigating the identity of the driver. The Polish owner of the truck said he feared the vehicle, driven by his cousin, may have been hijacked. But Berlin’s top security officials called reports of a hijacking “pure speculation.”

The running back wanted to focus on preparing for the NFL draft and avoid a possible injury that would damage his draft position, and therefore his earning potential. McCaffrey would have been the biggest draw for a contest with nothing at stake aside from a silver trophy of a football rising out of a stadium. The Sun Bowl and CBS had already used McCaffrey in commercials that

aired during Sunday’s NFL games. Still, the bowl executive couldn’t fault McCaffrey for declining to face North Carolina in El Paso, Texas. “He’s just looking out for his future,” Olivas said. “You can’t blame him for that.” McCaffrey joined LSU running back Leonard Fournette as college stars choosing to sit out bowl games to protect their health. LSU will play Louisville in the Citrus Bowl on Dec. 31. Their absences raise the question of whether future NFL prospects will forego bowl games, which exist primarily to enrich TV networks, organizers and conferences. COLLEGE BASKETBALL Maryland’s game tonight against Charlotte at Royal Farms Arena represents the latest push to revitalize the program’s presence in Baltimore. Last December, the Terrapins played in Charm City for the first time in 13 years, beating Princeton in front of a raucous crowd. In November, Mount Saint Joseph’s guard Darryl Morsell became the Terps’ first commitment from the city in five years. Scheduling and promoting a return trip to the state’s largest city wasn’t without challenges. Whereas Maryland was a top-10 team a year ago and met Princeton on a Saturday night, the novelty of playing in Baltimore for the first time in more than a decade also boosted interest in the game, with more than 11,000 fans packing into an arena that seats about 12,000 for basketball. Returning this season was a priority for coach Mark Turgeon and his staff, who have worked to boost their footing in Baltimore since arriving in College Park in 2011. But unlike last season, this rendition had to be slotted

NBA This season was supposed to be a different story for Blake Griffin and the Clippers. But now, less than two months in, it’s quickly becoming more of the same. For Griffin, that means another extended stay on the sidelines — this time because of what reportedly will be a “cleanup” surgery on his right knee later this week that will shelve the All-Star for the next three to six weeks. For the Clippers, it means questions will arise again about his fit with them moving forward. Griffin has averaged 21.2 points, 8.8 rebounds and 4.7 assists this season, remaining one of the league’s most dangerous power forwards. He is capable of being the hub of a successful offense thanks to his combination of scoring ability and underrated ball-handling and passing skills. But when he’s playing alongside Chris Paul, those advantages are muted. Paul and DeAndre Jordan have proven to be a devastating pick-and-roll combination both when Griffin is on the court and when he’s not. When he’s out, his lack of 3-point shooting can be replaced with a stretch shooting option that gives the Paul-Jordan pick-and-roll even more room to operate Paul, Griffin and J.J. Redick can be free agents after this season, while Jordan can be in the summer of 2018. If one of those pieces is going to change, it’s Griffin who makes the most sense to move. I’m so over being overwhelmed Q. I’m in my early 40s with a great career and two awesome kids. My husband is supportive and we work well as a team. I just can’t stop the feeling of being constantly overwhelmed. No matter how much I try to get organized and simplify my life, more stuff crops up. We run around like crazy during the week with the kids’ activities, and then on the weekend, instead of getting quality time, it’s all about housework, errands and more kids’ activities. How can we ever make changes? ON A TREADMILL Pathological busy-ness seems all too common among families with children. But let’s take the “more stuff keeps cropping up� metaphor to its conclusion: If obligations keep blooming, you must stop planting their seeds. Lots of people say they feel overwhelmed but are not ready to commit to saying no, which does involve occasionally disappointing people and accepting that your kids might fall “behind� in soccer dribbling skills. I hear you — things pile up. But you must be aggressive and unrelenting in sweeping them away.

You simply can’t do everything and have everything, and that’s often what trips people up when they’re trying to make changes. They want relaxing times of board games and baking desserts with their children, but they would also rather avoid being assertive with their boss about weekend email expectations, and they want their kids to play three sports and go to every birthday party they’re invited to. Something has to give. It’s up to you as to what it will be — and whether you want change enough to actually give it up.

Talk to me� to “How have you been feeling lately? You don’t seem to be yourself� to “Dad, have you been feeling down?� can all be openers. Demographically speaking, single retired men are not known for busting down the doors of therapists’ offices, so at some point your biggest challenge will be getting him to understand that maybe talking to someone could help. And you could help him search out a therapist (there are lots of listings online) whom he would best relate to. While in the past, the industry has churned out games that take a dozen or more hours to finish, this year saw the release of a number of titles that made a virtue of brevity. “Inside” is a game about burrowing into a mystery. In this puzzle platformer, a blank-faced boy makes his way through a surreal landscape dotted with dead pigs, mind-controlled people and biological monstrosities. Its brooding atmosphere calls to mind the Scandinavian masters of art house cinema. Nothing in the game feels superfluous. No puzzle is overwrought. No action sequence is overextended. Its flawless art direction and minimalist sound design bespeak a fully realized artistic vision.

The stone-faced Agent 47 is the ideal video game protagonist, a nonentity who slips in and out of identities. His skill is a total absence — of personality, preference or prior relationships — something that allows him to whittle his way deeper into the layers of the game’s six episodic spaces. Ambient dialogue and eavesdropping on private confessionals create a sense of world and character that become far more engrossing than the game’s overarching plot or its violent assassinations.

“Superhot” breaks the form of the conventional first-person shooter by removing the need to frantically respond to threats. “Time moves when you move” is the game’s motto. Because all is stationary as long as you remain still, you can thoughtfully consider how to best approach your antagonists. What elevates “Superhot” is how it questions its own value. The game asks players to reflect on their submission to its peculiar systems. Here is a shooter with a shrewd moral compass.

“The Witness” is a big and confounding creation. The game is built around puzzle panels spread across an abandoned island, many of which gradually begin to bend, break and sometimes reverse their own logic. These puzzles tease players into overidentifying patterns and then trap them in the inflexibility of their own thoughts. It’s a game that presents inductive reasoning as a blindfold one must constantly shuck off to better understand what’s quietly staring you right in the face.

Inspired by the game “Thirty Flights of Loving” and visual dramas like “Twin Peaks,” “Virginia” is about the ethical compromises people make to retain their jobs or personal relationships. Players assume the role of Anne Tarver, an FBI agent who is charged by her supervisor with keeping tabs on her partner as part of an internal affairs investigation. It also demonstrates how far video games have come in terms of telling a moving story without violence or constant threats of danger.

The series promises to take viewers inside the places where hatred and prejudice are bred.
