Councillor Payments In the interests of transparency, I have decided to publish all my earnings as a Councillor for the year 2013, much as I did in 2009, 2010, 2011 & 2012. The details of which were laid out to me by the Council’s financial department.

Travel & Subsistence for attendance at meetings makes up a large amount of the total figure, I will clarify though that these amounts are not claimed, there are no expense forms, rather we are given a payment automatically each month based on the amount of official Council meetings we attended as well as the location of these meetings which is used to calculate mileage.

About Neale Cllr Neale Richmond was first elected to Dun Laoghaire Rathdown County Council in 2009 to represent the Glencullen – Sandyford Ward. The Glencullen – Sandyford Ward stretches from Ballinteer into the Dublin Mountains covering areas such as: Ballinteer, Carrickmines, Glencullen, Kilternan, Leopardstown, Sandyford, Stepaside and Ticknock.

Not accounted for here is an annual payment of €709.33 for attendance at meetings of the Dublin Regional Authority of which I am also a member. The salary of a Councillor is liable for tax, PRSI, Universal Social Charge and the pension levy although we do not receive pension entitlements. We are paid by the public to fill this part time role and I believe it is incumbent for all Councillors to be open about all their public earnings. A native of Ballinteer, Neale was educated at Wesley College before graduating from UCD with a BA in History and an MA in Political Science. Currently employed as a Projects Manager in the not for profit sector; Neale has previously worked as an advisor in the European Parliament and Dail Eireann as well as spending time working in Africa.

€5 million fund for local roads Minister for Transport, Tourism & Sport Leo Varadkar has announced that €5,019,600 has been allocated to Dun Laoghaire Rathdown County Council for regional and local roads. This money can be put towards road maintenance and improvement works, as part of the funding €50,000 has been allocated to the junction improvement scheme between College Road and Grange Road in Ballinteer while €35,000 has been allocated to improving Lamb’s Cross.

Change to law on rates will support local businesses

Mobile Phone Safety Information

Under legislation put forward by Fine Gael TD for Waterford, Paudie Coffey, businesses will no longer be forced to pay rates arrears from the previous tenant when they take on new premises.

The following practical measures can help in preventing and reducing mobile phone theft:

The legislation has been accepted by the Minister for the Environment, Community and Local Government, Phil Hogan TD, and is being included in the Local Government Reform Bill 2013.

Register your mobile phone with your service provider.

Take careful note of your unique 15 digit mobile phone International Mobile Equipment Identity (IMEI) number.

Under the old legislation, which dates back to 1838, tenants who vacated a property with rates due were not liable and instead the new tenant would be forced to pay the rates arrears. It was ludicrous that a law dating from the 19th century was still affecting Irish businesses today.

Now, thanks to this change in the law, new tenants will no longer be liable for the rates arrears of previous tenants. This will allow new businesses to take up new premises and existing businesses to change premises without the fear of having a massive rates bill hanging over them after they move in. Taken with the policy of this Fine Gael/Labour lead Council to freeze and where possible reduce rates, this law change will go some way to make the rates system fairer and hopefully encourage and support entrepreneurship in our area.

If your mobile phone is lost or stolen, contact your mobile phone service provider immediately to suspend your service and prevent unauthorised calls being made and billed to you. Your provider will block your SIM card and IMEI number to prevent your phone from being used on the mobile network.

Ballinteer Avenue pedestrian crossing Home Improvement Scheme

Neale has made a number of representations to the County Council asking in relation to pedestrian crossing on Ballinteer Avenue. In December, the Council installed an uncontrolled pedestrian crossing at the entrance to Ballintyre, this is manned by a traffic warden and primarily serves

Budget 2014 announced a €500 million tax package, to support entrepreneurs, SMEs & create jobs. Included in this was the Home Renovation Incentive (HRI) which provides for a tax credit for Homeowners on repair,renovation or improvement work carried out on the Homeowner’s principal private residence. The type of work covered includes extensions, garages, attic conversions, supply and fitting of kitchens, bathrooms and built in wardrobes, window fitting, plumbing, tiling, rewiring and plastering. Those hoping to undertake renovations, repairs or maintenance work need to ensure that the service providers they employ qualify for the scheme; that is that they are VAT registered and have a tax clearance cert, and have been pre-approved by the Department of Finance before any work commences. Qualifying work must cost a minimum of €5,000 (excluding VAT at 13.5%). While there is no upper limit on the cost of work, the tax credit will only be given in relation to a maximum of €30,000 (excluding VAT at 13.5%).

The Council intend to further renovate and open up the house in coming years but understandably this is a delicate and time consuming process.
