C U B A N M I S S IL E C R I S I S - TA K E T W O From the editor - Mark Birdsall Almost half a century ago Russian cargo vessels edged towards the warm seas surrounding its communist friend Cuba. On their decks and barely concealed nuclear missiles and the machinery to make them work. Overhead, USAF reconnaissance aeroplanes and many more of the fighting variety lay in wait at facilities dotted around America’s lower eastern seaboard. US politicians and military chiefs warned Moscow to recall its ships or there would be conflict. Historians still debate that moment in time “when the world held its breath,” but in the end common sense prevailed and Nikita Khrushchev ordered his ships to return. President Kennedy had played a most dangerous game of poker, held his nerve and called his opponents bluff. Thankfully it worked. There’s a similar situation developing in another faraway region of the world - the Middle East. For several years the contributors to and editors of Eye Spy have written about Iran’s secret nuclear bomb programme, and even predicted when it might come to fruition, this despite negative analysis from the CIA and the international body which oversees all matters nuclear - the IAEA. In a report released on 8 November, the IAEA has finally acknowledged intelligence gleaned from various sources now supports the notion that Iran has a top secret covert nuclear weapons programme running parallel to its energy endeavour. Officially the US, Europe, Russia and China still wants to try and persuade Iran to halt its nuclear bomb research, but this has not stopped Washington secretly preparing for the worst. Similarly, there is much talk in Israel about what to do next. Talk of a military strike to try and disable those parts of Iran’s programme that have threads to bomb building is frequent. Iran meanwhile has become very vocal in response to what it perceives as a global conspiracy. It will strike back if its nuclear sites are attacked. There is genuine concern an incident will trigger widespread conflict. And of course, all of this is happening as the major powers find themselves battling domestic troubles and recession. And of course, the “Arab Spring” continues to rumble on. In the past five years Eye Spy has focused on Iranian nuclear related events. They can be likened to jigsaw puzzle parts. These include scientist defections, assassinations, cyber attacks against nuclear plants and seemingly unconnected reports like the moving of 400 clattering bunker busting bombs to the US base on Diego Garcia some three years ago. In there own right they are important, but together they are chillingly significant. If ever a secret war has been played out publicly and in so many theatres then this is it. Few commentators dare to predict what will happen next. Hopefully, just like 1962, common sense will shine through. These are interesting, but definitely worrying times...

Complex intelligence sting operation leads to arrest of a dangerous man Bureau officials say had ambitions of becoming an international al-Qaida folk hero... FBI surveillance and counterterrorist research performed by JTTF (Joint Terrorism Task Force) in the greater Boston area has put an end to another alleged alQaida operative’s dream. Rezwan Ferdaus, 26, a graduate of Northeastern University in Boston, was arrested at a location where he hoped to take stock of firearms and explosives. Ferdaus believed the weaponry formed the final piece in a terror jigsaw he and “associates” had been planning for months. Rezwan planned to fly model aeroplanes packed with C4 explosives into two iconic US buildings - the Pentagon and Capitol. Eye Spy sources conclude the plot, though bizarre in nature, has been considered and its viability examined in depth by al-Qaida for years. Similarly, our researchers present evidence that far from being a “pipedream” a similar operation involving a payload far more deadly is being investigated with urgency by CIA officials. A “chilling scenario” is described.

Inside bombed bunkers and overground stations, hundreds of intelligence files remained intact, many of which were seized upon by those seeking information on Gaddafi’s inner circle, former spies and his leading officials. A S S A S S I N ATI O N O F LITVI N E N K O UK-RUSSIA INTEL RELATIONS HIT ROCK BOTTOM Marina Litvinenko, the widow of former KGB and FSB officer Alexsander Litvinenko, has launched an appeal to help fund projected legal fees following a ruling that a top flight inquiry is to be held into her husband’s death... In October, London coroner (St Pancras) Dr Andrew Reid said that there should be a full and broad inquest into the circumstances of Litvinenko’s death: this will almost certainly prompt a wider investigation - resulting in additional information and evidence being presented by New Scotland Yard, MI5 and MI6. Similarly, in August, new evidence has reportedly been secured by detectives assigned to the case. A thorough overview of the case that resulted in a major breakdown of British and Russian intelligence and security cooperation... CONFIRMING IDENTITY AND OCCUPANCY
Eye Spy provides background notes on some of the investigative avenues available to surveillance officers when faced with a difficult and aware target keen to hide his true identity and location
Verifying a target’s identity and presence quickly in a certain location and/or accuracy of an address can be a difficult task. In an official surveillance situation, whilst speed is sometimes essential, an incorrect call, especially one made during an on-going counter-terrorist operation can be a matter of life or death. One only has to examine the case of the unfortunate Brazilian, Jean Charles de Menezes, who was shot dead after being mistaken for a dangerous al-Qaida terrorist in London in 2005. Even professionals make mistakes. De Menezes’s contained flat in an apartment block that was being surveilled, and misidentification by an officer, proved critical in this case. Before considering some of the tactics used to properly identify high-profile targets whose sole objective is to remain out of sight, it’s important to understand the nature and seriousness of a particular case will always determine just how many officers and resources are deployed. German counter-intelligence arrest ‘long-time SVR agents’ Two suspected Russian spies have been arrested in Germany following a lengthy counter-espionage operation. Officers from a specialist unit of the BKA (Federal Office of Criminal Investigation) supported by counter-terrorist officers raided a rented apartment in Marburg and an address in the city of Balingen. Here they detained a married couple. Identified only as ‘Heidrun A’ and ‘Andreas’, the pair may have been infiltrated into German society by the KGB as early as 1988 - before the end of the Berlin Wall. Eye Spy believes their surname is Anschlag, though at time of publication this has not been confirmed. Officials believe that for the best part of two decades they were in the pay of the SVR, Russia’s foreign intelligence service, though not necessarily in an active role. Eye Spy examines the emergence of a disturbing alliance that changes the dimension and threat facing counter-terrorist forces operating in the Horn of Africa
EXTRACT: British intelligence officials are monitoring an increase in young Britons travelling to North Africa whose ultimate objective is to join the emerging al-Qaida franchise known as Al-Shabaab [translates to the Youth or Boys]. This as colleagues from the CIA continue to tackle various threats in a region of the world that is decidedly unstable. Over the last three years MI6 and the CIA have built up a careful picture of events, including identifying a number of secret land and sea pipelines to Somalia established by al-Qaida from various neighbouring countries. To compound matters, a huge CIA operation uncovered disturbing evidence of ricin production by forces friendly to the group. Another serious problem for the authorities is the emerging alliance between the terror group and pirates who have made Somalia their home base. Some experts still consider this an unlikely scenario, but the evidence does - at the very least - point to cooperation.
