WORDS OF WELCOME PRESIDENT Dear teachers, EYP can have a profound impact on its participants. It offers a unique way to experience European politics at first hand, introducing many students to the workings of the EU for the very first time. Students also have the chance to build relations with other young Europeans from across the continent through EYP, thereby becoming part of a European generation. Most importantly in my mind however, EYP pushes its participants out of their comfort zone by constantly facing them with new challenges. Outside their comfort zone is exactly where people grow and discover themselves. EYP thus is much more than a simple debating competition, but a network of inspired young minds that support each other in their personal and academic development. My past six and a half years spent with the organisation have proven to me how impactful that experience can be. EYP has been the best education I could have imagined, politically, personally and socially. As for many others, I would have never had this experience without a teacher who was dedicated to introducing her students to EYP. Up to this day I am extremely grateful to her for opening up this world of opportunities to me. Without all the work you, the teachers, invest into introducing your students to EYP and preparing them for the session, none of what this organisation is doing could ever happen. You take time off your busy daily schedule to provide your students with this chance to develop themselves in a unique environment. I have always found this dedication by EYP-teachers deeply inspiring. We cannot thank you enough for your role in sparking the EYP flame in new cohorts of young European students year after year. It is thus my greatest pleasure to welcome you to the Regional Selection Conference of the EYP Czech Republic 2017 in Kutná Hora! Keeping this thought in mind, I hope that the Teachers’ Booklet will help your preparations for the session. It will also provide an overview over what you in your role as a teacher can expect from your time in Kutná Hora. PRESIDENT OF THE NATIONAL COMMITTEE Dear teachers, It is my greatest pleasure and privilege to welcome you on behalf of the European Youth Parliament in the Czech Republic to our first Regional Selection Conference of 2017. I cannot think of a better place with such a rich history than Kutná Hora for this event. Keeping in mind that the history of Kutná Hora roots way back in the 12th century and represents one of the most important cities in the past of Czech nation due to its mining industry, I personally believe it aligns with the theme of our conference. It is up to each of you to decide what for you represents the old and the new, and what it represents in the context of our surroundings. Nevertheless, I hope that our session will be enriching for you! The Organising team led by Martina and Tomáš together with the President of the session Lukas, the Head of Jury Anna and Editor Vanda have been working with their teams for a long time to make this event happen. Furthermore, the Delegates have been preparing for the conference in order to make it as academically smooth as possible. However, none of this would matter if our organisation would not have such a strong support from you – our teachers. I would like to thank you for all your help and support throughout the years, thank you for helping us to grow each and every year! I am looking forward to seeing you in Kutná Hora,

HEAD OF JURY Dearest educators, My name is Anna and I have the pleasure of being the Head of Jury for this year’s Regional Selection Conferences of EYP CZ. It will be the task of my teams to select those of your students that we think would take the most out of our activities. I have been active in EYP for over four years now, have participated over forty sessions both in the Czech Republic and abroad and spent one term serving on the EYP CZ National Board. Currently I live in Prague and while I have stepped somewhat out of the first line of action in the organisation, I still spent time on our activities, such as serving a second term on the Academic Council that works with National Committees and individual members on supporting the academic quality of our events. EYP is an organisation that puts emphasis on education and personal development. We work with people’s potentials and make it our primary goal to aid youngsters in realising theirs and learning how to expand it. Our events, despite the fact that most of them read “Selection” somewhere in the title, should not be viewed as competitions. The selection process is based on a number of factors, main of which is whether the students seem to enjoy themselves and have the potential and willingness to evolve through our activities. To conclude, I would like to express my gratitude for your enthusiasm and the dedication you show in supporting your students in their growth by encouraging them to participate in our – or any other extracurricular – activities. For your willingness to offer your time off to them and for sticking with us throughout the years – without you, EYP CZ would not get very far. REGIONAL SELECTION CONFERENCES WHAT ARE THE REGIONAL SELECTION CONFERENCES? The 3rd and 4th Regional Selection Conferences of EYP Czech Republic will take place in Kutná Hora from November 3–5 and in České Budějovice between November 24–26 2017. During these two sessions, over 80 Delegates, of which around 10 are international, will be discussing important current matters at a pan-European level, applying their soft skills and making use of their academic research. This way the conference is going to provide the Delegates with wholesome experience and powerful skills, which they will appreciate in their lives afterwards. But that is not all. The Jury will be observing the Delegates’ performance during the whole session. Based on these evaluations, the most successful delegations and individual Delegates will be selected to attend the 20th National Selection Conference of EYP CZ, which will be held in the beautiful city of Karlovy Vary at the end of March 2018. If the participants manage to be so successful to be selected from there as well, they will have the opportunity to take part in International Fora and International Sessions somewhere in Europe outside Czech Republic.
WHO IS WHO: A QUICK GUIDE THROUGH THE OFFICIALS TEAM AT THE SESSION Chairpersons Being the closest Officials to the Delegates throughout the session, Chairpersons’ (or simply “Chairs’”) task is to help them achieve their goals by not only leading the committee but also by providing them with academic background. The Chairs’ team is overseen by the Session Board which consists of the President and two Vice-Presidents. Media Team Members The main task of MTMs will be providing media coverage for the session in its full length. They will be present in all the committees and will contribute to the session with photos, videos, articles and all projects they come up with, capturing all the important and various moments of the session. An Editor guides the Media Team. Organisers The Organisers, commonly referred to as “Orgas”, take care of the organisational aspect of the session. With each having their own portion of duties and responsibilities, the Organisers are led by two Head Organisers who are responsible for the smooth flow of the whole session. Jury The task of the Jurors is to watch over the Delegates and their performance; and under certain criteria to decide which Delegations and individual Delegates will be selected to participate in the 20th National Selection Conference of EYP Czech Republic in Karlovy Vary. The Head of Jury is in charge of the team.

KUTNÁ HORA ABOUT KUTNÁ HORA Kutná Hora is a remarkable town situated in the central part of the Czech Republic, approximately an hour’s drive from the capital city, Prague. The place is known for its rich history and eventful present times. Since 1995 it has been part of the UNESCO World Heritage Site. The Czechs attribute it the name ‘national treasury’. Kutná Hora developed as a result of exploitation of silver mines. In the 14th century, it became a royal city endowed with monuments that symbolised its prosperity. It was the second most important city in Bohemia competing with Prague economically, culturally, and politically. The symbol of Kutná Hora is the late Gothic Cathedral of St. Barbara. There are several reasons why Kutná Hora is the place to be and to host the Regional Selection Conference. The city has a convenient geographical location. Since the majority of members of EYP Czech Republic come from either Bohemia or Moravia, it is easily reachable by train from both Prague, the capital, and Brno, the second largest city in the Czech Republic. Kutná Hora provides us with everything we need, from convenient logistics to spectacular venues. EYP CZ is proud to organise an event in a city of such importance to Czech history and people. It gives us a unique opportunity to present our cultural heritage at its finest to both the international and the Czech attendees.

THE SESSION EXPLAINED – EVENTS TEAMBUILDING Teambuilding is the first part of the programme, aimed at introducing the Delegates into the right mood for the session and getting to know more about other members of their committee. Conducted in the form of games and other fun activities, teambuilding is definitely the most social and for some one of the most enjoyable parts of the programme. Dress code: Casual (comfortable clothes, dark jeans or trousers, shirt or T-shirt, comfortable shoes).

OPENING CEREMONY Every conference needs an official beginning. Speeches of people important for the sessions and a few guests are on the schedule. Opening Ceremony follows the Teambuilding on the first day. Dress code: Formal (suit and business shoes for gentlemen; costume/blouse and a skirt/dress with black shoes or heels for ladies).
GLOBOVILLAGE Before the session each delegation is assigned a country in the world, providing a platform for participants to be introduced to the local cuisines. Please bear in mind that dinner will not be provided that evening. Therefore, please remind your students that they should bring enough food to feed all the hungry Delegates and Officials. Also, please tell them to try to avoid meals which require long preparation, immediate consumption, or heating. However, the presentation of the region should not be restricted to only food and beverages; promotional material, little souvenirs and traditional costume are more than welcome. Also, please keep in mind that drinks with more than 15% of alcohol by volume are not allowed. Dress code: Formal (for it will follow right after the Opening Ceremony).
COMMITTEE WORK The key part of each session – Delegates have the chance to express themselves according to what their committee topic is. Their task is to address the issues and problems, discuss them, and try to find possible solutions. The outcome of the committee work is a draft resolution of each committee. Dress code: Smart casual (blouse, dark jeans or trousers, shirt, optional suit jacket); please refrain from wearing torn jeans and other worn out clothes, as well as sneakers.
PANEL DEBATE Saturday’s evening programme is going to be covered by the topic of “Human rights, environment and their recent development”. After the opening and introductory speeches, a moderated debate between the guests will take place. At the end, the participants will have the opportunity to put questions. Dress code: Formal
GENERAL ASSEMBLY The last but one event and a very important part of the session. Acting in line with a given procedure, each committee presents its Delegates’ work on the session in the form of a draft resolution. Anyone then has the possibility to issue points and discuss the proposed ideas. Each motion is then voted upon by everyone and consequently adopted or refused. Dress code: Formal
CLOSING CEREMONY There would not be a conference without an official opening but an official ending is vital as well. An official and sometimes very emotional procedure, which concludes the participants’ hard work. Dress code: Formal

COMMITTEE TOPICS COMMITTEE ON FOREIGN AFFAIRS – AFET After the breakdown of Cypriot reunification negotiations in July 2017, how can the European Union cooperate with its international partners in order to reach an agreement on the future of Cyprus that satisfies all local and external stakeholders’ demands?
COMMITTEE ON DEVELOPMENT – DEVE Negotiations for a new framework agreement between the European Union and the African, Caribbean and Pacific Group of States (ACP countries) replacing the current Cotonou agreement are set to start in 2018. What should be the EU‘s approach and priorities in these negotiations in order to facilitate economic development on the African continent?
COMMITTEE ON EMPLOYMENT AND SOCIAL AFFAIRS – EMPL A lost generation? With 6.3 million of its citizens aged 15-24 neither employed nor in education or training (NEETs) in 2016, what measures should the European Union take to ease access to the labour market for young people?
COMMITTEE ON ENVIRONMENT, PUBLIC HEALTH AND FOOD SAFETY – ENVI Making use of waste: 40% of food waste still ends up in landfills, despite recent technological innovations that can convert food waste into fertilisers and methanol to generate significant amounts of energy. How could the European Union promote the use of these technologies, taking into account potential implications for both environmental integrity and the development of a new organic industry, while reaching EU 2020 goals?
COMMITTEE ON INTERNAL MARKET AND CONSUMER PROTECTION – IMCO Digitising the economy: Completing the Digital Single Market could contribute up to € 415 billion annually to Europe‘s economy, yet the recent review of the Digital Single Market strategy still observed significant fragmentation in Europe‘s digital market. What measures should the European Union take to create an accessible and secure Digital Single Market that connects industries and citizens from all Member States?
COMMITTEE ON CIVIL LIBERTIES, JUSTICE AND HOME AFFAIRS – LIBE Fragile solidarity: With Member States failing to meet their obligations under the emergency relocation scheme by only having reallocated about 25,000 asylum seekers since the end of 2015, how can the European Union ensure that burdens, responsibilities and opportunities of dealing with the continuing stream of newly arriving asylum seekers are shared fairly among its Member States?

COMMITTEE ON CIVIL LIBERTIES, JUSTICE AND HOME AFFAIRS – LIBE II Building an inclusive Europe: With transgender people regularly facing discrimination at the workplace and communities they live in, what further steps should the European Union take to protect the rights of transgender people and promote their inclusion into society?
COMMITTEE ON TRANSPORT AND TOURISM – TRAN From Barcelona to Budapest and Copenhagen to Venice residents of popular tourist destinations have raised concerns about the effects of mass tourism on their hometowns. How can the European Union promote sustainable tourism that protects these residents in its Member States from negative economic, social and environmental consequences of mass tourism?

ROLE OF A TEACHER AT A SESSION Teachers are a crucial part of every selection conference. Not only do they support their students at the session, they also help to create the unique atmosphere of the event. Therefore, we prepared a few tips and trick on how you can help your students.
HOW CAN YOU HELP YOUR STUDENTS WITH PREPARATION? Motivate them Let them know what is the purpose of the session and what can they learn from this experience. To learn something new, to meet new people, to practice English, to be able to talk to international participants, to have the opportunity to be selected for an abroad conference; these all are the reason they should be motivated. Explain to them how to prepare for committee work All the necessary information can be found in the Preparation Kit; tell them they should go through it and try to explain to them that they should be able to understand the problem of their topic and should think about possible solutions. Talk to them during the session Your students will be full of exciting experience during the session and they will most probably want to share it with someone. Give them credit in front of others The best reward for attending the conference is the credit your students get in front of other schoolmates; therefore, publish their participation at the conference on school website, broadcast it in the school radio, or compliment them during a school lesson. For you, it might be a small gesture; but they will be very proud of themselves. Explain the dress code to them Mainly first-time Delegates often underestimate the importance of dress code guidance; therefore, please explain to them what smart clothes look like and what should they pack for formal parts of the session.
HOW CAN YOU HELP THE ORGANISERS AT THE SESSION? As you may understand, organising an event for over 130 people is not the easiest task. Since you, the teachers, belong to the participants, there are many ways you can make our work easier. Taking photos We are aware that you want to have pictures of your students “in action�. You are free to take pictures of any kind of events with the exception of committee work, where you might disturb the work process by photographing. The Media Team, consisting of 10 people with high-quality cameras and photographing skills, will take care of pictures from all the events. The pictures will be put into one online folder and you will be given access to that folder and to the pictures of your students.

Further important information regarding this topic will be given to you at the introductory meeting. We would also like to let you know that we are there for you and during the whole conference we will be willing to answer your questions and hear feedback from you.
