WORDS OF WELCOME Head Organisers Dearest Delegates, We are more than delighted to welcome you to the 24th National Selection Conference of EYP CZ Pardubice 2022! This is a project that we have been working on for the past 9 moths and we must say, that it has truly been a challenging, yet incredibly rewarding journey. Back in 2019, when both of us were Delegates for the very first time at the Regional Selection Conference in Tábor, we knew nothing about what this organisation called EYP was and what it would teach us. Fast forward two and a half years, we are organising an event of our own from scratch. By creating a project which was only a single thought in February 2020 we had to work hard through many obstacles and shortcomings, however we got to learn many invaluable lessons along the way. We sincerely hope for you to be able to do the same in March in Pardubice. Our vision for the session is to create safe, open space to allow voicing everyone‘s opinions and sharing knowledge. We believe that each individual has the potential to exponentially grow and improve, therefore we would like to put an emphasis on fostering a welcoming and friendly environment ensuring that everyone has enough space to self-develop and explore both their strengths and weaknesses. We would like you to leave the session not only with gained academic knowledge and experience, but also with new friendships and contacts. The past two years have been difficult for all of us. We all experienced an unprecedented challenge that affected us in numerous ways and we are just now slowly trying to recover and go back to the good old ways of living. Through our session, we would like to provide the participants a chance to experience EYP in its true and authentic setting again – physically, having the chance to hug your fellow Delegates and scream ‘Alele!’ at the top of your lungs. We are excited to see you in a month! Yours truly

Session President Dear all, I would like to take this opportunity to welcome each and every one of you to the 24th National Selection Conference of EYP Czech Republic! My name is Elisavet, I come from Greece and for the duration of this event, I will be serving as the President of the session, leading the Academic Team. Whether this is a totally new experience for you or something you are already familiar with, it is my pleasure to have you join myself and the rest of our teams in what I believe will be some extremely impactful days for you. The European Youth Parliament is an organisation run by young volunteers from all over Europe who come together in every event to discuss, interact and bring forward the voice of the youth in regard to European matters. This session is an opportunity for us all to learn and grow in a positive working environment where you will be heard, respected and encouraged. That is the goal for us and that is what we also want the Delegates to receive from us. I hope you are as excited as I am and that you will fully take advantage of this experience. Despite the difficulties of our times, our educational purpose is still present, and we are looking forward to making this session a reality in whichever way possible. President of EYP CZ Dearest Delegates, It is my pleasure and honour to welcome you all, on behalf of the Board of the European Youth Parliament in the Czech Republic, to our 24th National Selection Conference of EYP CZ Pardubice 2022. As you may know, EYP has not faced such unprecedented challenges to its operations since its inception. After having to postpone, cancel and digitalise most of our events since 2019 we are more than excited to be able to welcome you to this in-person National Selection Conference. We understand that this day and age brings new challenges to upholding the EYP Spirit, but we are extremely lucky and proud that you have chosen to stay with us on board. I am sure that we can make it a memorable session, that will launch our NC and the EYP network into a brighter future. My fellow Board Members and I, including our amazing HOs and leadership team, are doing our best to ensure that this session measures up to all previous Czech sessions, in terms of academic integrity, the richness of the program, diversity and memorability. Together we can make it whatever we want to be; all it takes is a spark of imagination. To embrace this new environment, I encourage you to reach out to as many people as possible before the session and use the online resources that our NC has made available; reach out, form new bonds and meet amazing people. I am more than proud of each and every one of you for the amount of energy and preparation you are going to out into this project. Thank you. Editors Dearest Delegates, we are beyond excited to join you all in Pardubice! We are the ones you’ll see running around with cameras – trying to capture your memories to freeze them in time! Cool right? On this Quest, we are joined by our marvellous Editorial Assistant Anka Stieberová and a talented group of Media Team Members. Our journey together as Editors started back in November when Johana proposed to Stylianos. ‘Will you apply with me?’ she asked and promised him a jar of nakládaný hermelín. Eh, cheesy. And here we are – the session coming closer, Academic Team ready to rock, Organisers still fresh and full of energy, Jurors to jurrify and You, amazing! We hope you have a great time, create meaningful memories and bonds. Knowing first sessions might feel intense and sometimes even a bit overwhelming, we would love to help to create an inclusive welcoming environment. Head of Jury Dear Delegates, It is my utmost pleasure to officially welcome you to the 24th National Selection Conference of EYP CZ Pardubice 2022. Most (if not all) of you have already participated in the Regional Selection Conferences in late 2021, either physically in Liberec or digitally by the comfort of your screens. This means that you already passed a selection process and were chosen to be a part of this conference—congratulations! As you might have noticed by now, the Selection Conferences indeed do have a selection aspect. And believe me, we’re not all that scary. The role of the Jury Team is nothing but to observe your potential and evaluate your performance. We don’t judge you; we don’t judge anyone. We are simply here to find out your potential and to select some of you to take part in international events and conferences abroad; and, if you’re interested, to become members of EYP Czech Republic. However, I would like to tell you one thing—EYP is always about the experience and the opportunity. My advice to you would be to enjoy this session to the fullest and to break the walls of your comfort zone, in order to learn and benefit from what is coming. ABOUT EYP The European Youth Parliament (EYP) is a student non-profit, politically neutral organisation, providing one of the largest platforms for non-curricular education in Europe. It gives its participants a forum to develop and express their opinions on a wide range of topics. By bringing young people from different backgrounds together, it builds intercultural understanding and friendships across borders. Thousands of young people from all over Europe are actively involved in the organisation, making it truly youth-driven – for young people, by young people. European Youth Parliament CZ, the czech branch of the network, was founded in 1998. Our National Committee organises two Regional Selection Conferences and one National Selection Conference per year, however, besides those it offers many other educational events and informal gatherings for its members.
SESSION MOTTO ‘Shaping our identity in the fragile present’ In the past year, society has faced an immense challenge in regard to the stability of a wide range of industries. With the motto ‘Shaping our identity in the fragile present’, we aim to contribute to creating a strong identity of our society, stemming from active participation and citizenship. In addition to aiding individuals to discover and mend their own personal identity, the main focus of the 24th National Selection Conference of EYP CZ Pardubice 2022 is to combat fragility as a diverse but unified society.

PARDUBICE The hosting town of the 24th National Selection Conference of EYP CZ Pardubice 2022 is, as the name suggests, Pardubice. It is the capital of the Pardubice region and with approximately 92 000 inhabitants, it is the 10th largest city in Czech Republic. The city of Pardubice was selected because of its varied range of interests – it has a rich historical and cultural background, ranging from the protected historical city centre, sporting culture including the world known Great Pardubice Steeplechase or Golden Helmet of Pardubice all the way to a university and many different industries. Pardubice is also known for its production of gingerbread which has earned the protected designation of origin.
TRAVEL GUIDE Please make sure to arrive to Pardubice no later than 12:30 CET on Thursday 24th of March 2022.
From Prague The easiest way to get to Pardubice is by train from Praha, hlavní nádraží station. Trains depart for Pardubice almost every 20 minutes, so there is no need to worry about not making it in time. You will be arriving to Pardubice, hlavní nádraží station. The ride takes roughly 70 minutes and costs around 100 CZK depending on which train you will choose. You can also apply a student‘s discount with an ISIC card, lowering the price to roughly 30 CZK. If you will be arriving to Prague by plane, the easiest way to get to Praha, hlavní nádraží station is to get on an Airport Express Bus, which departs every 30 minutes directly from the Prague Václav Havel Airport from a station in front of Terminal 1. The ride takes around 45 minutes and costs 100 CZK. Tickets can be bought directly from the bus driver. Other bus – underground connections are shown on the map bellow. Make sure to check the connections beforehand on IDOS. We also recommend buying your tickets there.

From Brno Getting to the session from Brno is a bit more complicated, but we trust you to make it. By Train It is possible to travel from Brno to Pardubice by train, but there are no direct connections. There are two options with one transfer, going through Kolín or Olomouc. Both of those cost roughly 250 CZK and take just over 3 hours. By Bus Another way is to travel by bus. The best link departs from Brno, hlavní nádraží bus station for Blansko, autobusová stanice bus station. It takes but a few minutes to reach the Blansko train station from there. All you have to do then is wait for a direct train to the Pardubice, hlavní nádraží station. This whole trip takes around 2 hours and 45 minutes. Make sure to check the connections beforehand on IDOS. We also recommend buying your tickets there.
From Ostrava Getting to us from Ostrava is just as simple as from Prague. Direct train links depart from Ostrava, Hlavní nádraží station to before mentioned Pardubice, hlavní nádraží station twice every hour. The route takes over two and a half hours, but you can relax without any transfers on the way. Make sure to check the connections beforehand on IDOS. We also recommend buying your tickets there.
From Vienna Getting to the session from Vienna isn’t possible via direct connection. The simplest option is to take a train to Kolín and then transfer to a train to Pardubice. This takes about 4 hours 30 minutes. Make sure to check the connections beforehand on IDOS. We also recommend buying your tickets there.

Please remember to buy train tickets before you board your train. It will save you the trouble of having to buy the tickets for a higher price onboard. Also consider booking them in advance.

Entry to the Czech Republic Before entering the Czech Republic, everyone has to fill out the Passenger Locator Form. Please do not forget to do so, as you will not be allowed to enter the country without it. The rules for entering the Czech Republic from foreign countries can be seen here. VENUES • Accommodation: Hotel Labe Hotel Labe is situated in the middle of the city and it is the biggest and most known hotel in Pardubice.
• Opening Ceremony: Univerzita Pardubice This university is one of only two universities that teach the art of restoring and conservative techniques. It is also known for its Faculty of Transport Science.
• Teambuilding + Committee Work + GA: Krajský Úřad (KrÚ) The building of the regional council of the Pardubice region. As a fun fact, the building used to be a school, that is why it is suit to host an EYP conference.

EVENTS Teambuilding (TB) The first part of the programme – via some fun games you will get to know fellow officials. The aim is to create a unified team that knows each other and is comfortable working together. Please keep in mind that this part could take place indoors as well as outdoors.
Opening Ceremony (OC) During the Opening Ceremony our Team Leaders and guest speakers will deliver speeches to participants of the session. At the end of the Opening Ceremony the Conference will be officially opened by the Session President.
Eurovillage Dinner on Thursday evening will be conceived as a buffet from all around Europe. Delegates will bring food from the country they will be allocated to, and you will be able to taste various foods from different cultures.
Committee Work (CW) Topics allocated to committees will be discussed and worked on during Committee Work, under the supervision of our Chairpersons. It usually consists of a lot of discussions and brainstorming, aiming to create a resolution on said topic.
EYP Workshops The aim of EYP Workshops is to develop yourselves with the help of Officials’ teams on the session or experts that the organising team arranged especially for you.
General Assembly (GA) In order to celebrate the amazing work, you have done, the organising team prepared a farewell party for you. The main theme of the Farewell Party is going to be Time Travel. Please read more about it in the Dress Code section of the Welcome Booklet.
Closing Ceremony (CC) Taking place directly after the General Assembly, this is the time to say final thank you‘s and goodbyes. The President of the session then officially declares the conference closed.

DRESS CODE Casual Teambuilding clothes. Put on anything that offers the most comfort and makes you feel good so you can move around! Something you would wear on a regular day, so jeans or dark trousers and a shirt or T-shirt. Events: Teambuilding
Smart Casual The perfect choice for Committee Work—smart casual clothing should make you look sharp yet still be comfortable enough so that you feel snug wearing it for extended periods of time. Trousers/skirt and a shirt/blouse or sweater are recommended; please avoid clothes that are too casual, such as trainers or baggy jeans. Events: Committee Work
Formal Anything that makes you feel professional and elegant. Adequate for ceremonies and the General Assembly. A suit with a bow or a tie, dresses or longer skirts are allowed. Events: Opening Ceremony, Eurovillage, Closing Ceremony
Party Outfit The main theme of the Farewell Party is Time Travel, for this theme you get to pick one era that you think is the best for you, creativity is appreciated. The eras are: •

TOPICS Committee on Civil Liberties, Justice and Home Affairs I (LIBE I) The Social Network: Cyberviolence against women and LGBTIQ people is considered to be a continuation of gendered violence offline, while the absence of a common criminal law definition for gender-based cyberviolence makes reality even more complex. In light of the spike of gender-based cyberviolence cases, how can the EU and its Member States invigorate protection and reparation mechanisms for the victims, in line with the standards set out in the Istanbul Convention?
Committee on Civil Liberties, Justice and Home Affairs II (LIBE II) Waving through a window: With the aftermath of Brexit highlighting the importance of political borders, how can the EU ensure the preservation of its citizens’ individual identities and cultures while facilitating freedom of movement within European borders?
Committee on Culture and Education (CULT) A broken promise: Twenty-one years after the adoption of the Race Equality Directive, Europe’s ethnic and racial minorities still face systemic discrimination within education systems. Committee on the Environment, Public Health and Food Safety I (ENVI I) A healthy body, a healthy mind: Bereavement, isolation, loss of income, and fear are triggering mental health conditions or exacerbating existing ones. With the public’s vulnerability to mental health concerns during the COVID-19 era being greater than ever, how should the EU and its Member States ensure adequate care for those in need?
Committee on the Environment, Public Health and Food Safety II (ENVI II) The carousel never stops turning: The COVID-19 pandemic underlined the significance of new technologies and the aligned importance of digital healthcare. How can the EU assure that Member States embrace and adopt medical data science, such as telehealth, personalised remote consultations, and smart devices, to ensure sufficiency and alertness for potential future medical needs?
Committee on Foreign Affairs (AFET) Dipl-oil-macy: In 2019, 27% of the EU’s oil imports and 41% of its gas imports came from Russia, with the latter number set to rise upon the completion of the new EU-Russia pipeline, Nord Stream 2. Taking into account Moscow’s increasingly aggressive behaviour on the world stage, how can and should the EU approach its unique trade relationship with Russia?

Committee on Legal Affairs (JURI) Let’s get digital: In response to the COVID-19 pandemic, many law firms and legal institutions, such as the European Court of Human Rights, have moved their operations online. How should the EU approach a potential tech-based future of the justice system within the Union while ensuring all parties’ access regardless of socio-economic status?
Committee on Regional Development (REGI) No better place: In the past couple of years, the EU’s rural areas have seen a rapid decline of their population, especially concerning younger cohorts, causing numerous problems including isolation and economic decline. How can the EU support regions in boosting their attractiveness and retaining their population to benefit both rural and urban areas?
Committee on Tax Matters (FISC) Go green or go home: With the launch of the “Fit for 55” scheme, which means to adapt EU policies in order to reduce greenhouse gas emissions by 55% by 2030, what can the EU do to ensure this policy is upheld and implemented within Member States?

EVENT SAFETY To make sure the 24th National Selection Conference of EYP CZ Pardubice 2022 is a respectful, welcoming environment for all, there will be an Event Safe Person present during the session – this role will be fulfilled by Tomáš Němec. If you observe or experience any behaviour that is inappropriate, offensive, or otherwise makes you or others uncomfortable or concerned, you can reach out to the Safe Person at any time during the session via email at nemec@eyp.cz or directly at +420 602 208 909.
General COVID-19 Regulations The precautionary regulations concerning COVID-19 are very unpredictable and thus we will provide more information as the session gets nearer. Right now, we can safely say that you will be required to wear a respirator (FFP2/KN95 or better) at all times during the event. In addition, if the session were to happen right now, all participants above the age of 18 would be required to have a valid vaccination certificate or be able to provide proof of suffering the COVID-19 disease in the past 180 days. An RT-PCR test no older than 72 hours would at this point suffice for participants bellow the age of 18. We are not expecting this measure to be in place in March.
ALCOHOL POLICY All participants under the age of 18 are prohibited by law to drink alcohol. During the appropriate evening programme, adult participants are allowed to consume alcohol with up to 15% alcohol volume. EYP CZ have also no tolerance for any kind of drug usage, in line with the law of the Czech Republic.

OTHER PRACTICAL INFO Since the Czech Republic is not a part of the Eurozone, we use our own currency – the Czech Crown (Česká Koruna). The exchange rate is approximately 24,5 CZK = 1 EUR. The standard prices in the Czech Republic are: •
0.5l tap beer – 35 CZK = 1.4 EUR
•
Meal in a restaurant – 150 CZK = 6–7 EUR
•
A cup of coffee – 50 CZK = 2 EUR
•
Water bottle – 20 CZK = 0.80 EUR
Smoking is prohibited in all indoor places, but feel free to smoke almost everywhere outdoors, but there are still some restrictions, such as near official buildings and public transport stops where smoking is prohibited. Finally, thanks to EU regulations, if you have a SIM registered anywhere within the EU, calling should cost the same as if you were in your home country.
