! ! European! Youth! Parliament! (EYP)$ –$ The$ EYP,$ founded$ in$ 1987,$ is$ one$ of$ the$ largest$ European$ platforms$ for$ intercultural$ encounters,$ political$ educational$ work$ and$ the$ exchange$ of$ ideas$ among$ young$people.$Its$mission$is$to$support$the$development$of$young$people$into$politically$aware$and$ responsible$ citizens$ by$ involving$ them$ in$ European$ political$ thinking$ and$ promoting$ intercultural$ understanding.$ Each$ year,$ the$ EYP$ involves$ thousands$ of$ young$ people$ in$ voluntary$ roles$ in$ 41$ European$countries.$The$EYP$is$a$programme$of$the$Schwartzkopf$Foundation.$ European!Youth!Parliament!Finland!(EYP!Finland)$–$EYP$Finland,$founded$in$2001,$is$the$National$ Committee$ of$ the$ EYP$ in$ Finland.$ The$ Regional$ Sessions$ are$ part$ of$ EYP$ Finland’s$ annual$ Your$ European$ Citizenship$ campaign,$ funded$ by$ the$ Ministry$ for$ Foreign$ Affairs$ of$ Finland$ and$ various$ other$local$and$national$partners.$

These$can$be$raised$by$the$Chairperson$if$a$Delegate$feels$the$Board$have$not$properly$followed$ parliamentary$procedure.$Ultimately,$the$authority$of$the$Board$is$absolute.$ Defence!Speech! One$member$of$the$Proposing$Committee$delivers$the$Defence$Speech$from$the$podium.$It$is$used$to$ explain$the$rationale$of$the$overall$lines$of$the$Resolution$and$convince$the$Plenary$that$the$Resolution$ is$worthy$of$being$adopted.$This$speech$can$last$a$maximum$of$three$minutes.$ Attack!Speech! An$individual$Delegate$from$a$Committee$other$than$that$proposing$the$Resolution$at$hand$delivers$ an$Attack$Speech$from$the$podium.$It$reflects$an$individual$opinion$and$is$used$to$point$out$the$flaws$ of$the$approach$taken$by$the$Proposing$Committee$and$should$propose$alternative$solutions.$This$ speech$can$last$a$maximum$of$three$minutes.$ Summation!Speech! One$or$two$members$of$the$Proposing$Committee$deliver$the$Summation$Speech$from$the$podium;$ the$microphone$can$only$be$passed$once.$It$is$used$to$summarise$the$debate,$respond$to$main,$selected$ criticism$and$to$once$more$explain$why$the$chosen$approach$is$the$most$sensible.$This$speech$can$last$ a$maximum$of$three$minutes.!

The!European!Youth!Parliament,! A. Convinced$that$a$possible$military$intervention$and$a$potential$downfall$of$the$Syrian$government$ might$lead$to$a$large\scale$conflict$in$the$Near\East$region,$ B. Deeply$ concerned$ about$ the$ direct$ consequences$ arising$ from$ the$ armed$ conflict$ such$ as$ the$ increasing$numbers$of$casualties$and$refugees,$ C. Alarmed$ by$ the$ current$ lack$ of$ a$ common$ policy$ concerning$ a$ possible$ military$ intervention$ in$ Syria$to$be$executed$by$the$European$Union$(EU)$member$states$and$its$partners,$ D. Noting$ with$ regret$ the$ current$ veto$ situation$ in$ the$ United$ Nations$ Security$ Council$ (UNSC)$ as$ created$by$Russia$and$China,$which$prevents$the$United$Nations$(UN)$from$intervening,$ E. Fully$ aware$ that$ the$ government$ bodies$ of$ the$ Syrian$ Arab$ Republic$ are$ being$ supported$ by$ Russia,$China$and$Iran,$whilst$the$western$world$gives$assistance$to$the$Free$Syrian$Army$(FSA),$ F. Taking$into$consideration$the$ethnical$diversity$of$the$parties$involved$and$their$unwillingness$to$ cooperate$with$each$other,$ G. Taking$note$of$the$public$accusations$against$the$Syrian$government$as$a$result$of$the$presumed$ use$of$chemical$weaponry;$ 1. Requests$an$increase$in$humanitarian$aid$in$the$conflict$zone$and$refugee$camps;$ 2. Urges$ for$ a$ treaty$ calling$ EU$ member$ states$ to$ a$ meeting$ and$ agree$ on$ a$ strategy$ in$ cases$ of$ humanitarian$crisis;$ 3. Calls$for$democratic$presidential$and$parliamentary$elections$supervised$by$the$UN;$

Cross\cultural$encounters:$as$major$construction$projects$bring$large$numbers$of$foreign$ workers$to$peripheral$areas$with$traditionally$homogenous$populations,$the$ensuing$ cultural$encounters$can$potentially$be$difficult.$How$should$EU$Member$States$facilitate$ the$integration$of$foreign$workers$in$peripheries$so$that$the$benefits$of$labour$mobility$ can$be$maximised$in$these$areas$as$well?$ $

Noting$with$regret$that$foreign$workers$still$face$discrimination$in$receiving$countries,$ C. Taking$ into$ account$ the$ potential$ risk$ of$ segregation$ in$ peripheral$ and$ homogenous$ areas$ receiving$foreign$workers,$$ D. Bearing$ in$ mind$ that$ due$ to$ prejudices$ foreign$ workers$ may$ be$ considered$ as$ a$ threat$ to$ the$ national$cultural$heritage$by$the$local$population,$ E. Concerned$ that$ foreign$ workers$ may$ encounter$ difficulties$ while$ balancing$ between$ their$ own$ cultural$background$and$the$predominant$culture$in$the$receiving$country,$ F. Convinced$that$the$European$Fund$for$the$Integration$of$non\EU$immigrants$(EIF)$budget$of$€$825$ million$for$the$period$of$2007\2013$has$not$been$sufficient$to$provide$adequate$financial$support$to$ all$integration$projects$in$the$28$Member$States,$ G. Realising$that$local$authorities$do$not$necessarily$dispose$of$sufficient$financial$means$to$allocate$ enough$ funds$ on$ infrastructure$ necessary$ for$ integration$ of$ foreign$ workforce,$ such$ as$ language$ courses,$social$care$for$children$and$leisure$time$activities,$$ H. Aware$of$the$fact$that$professional$qualifications$of$foreign$workers$acquired$in$third$countries$are$ not$considered$as$equivalent$to$the$ones$obtained$within$a$Member$State$of$the$European$Union$ (EU);$ 1. Recommends$ foreign$ workers$ to$ immediately$ report$ public$ authorities$ discriminative$ practices$ towards$them;$

Alarmed$ by$ the$ fact$ that$ the$ majority$ of$ the$ people$ living$ in$ developing$ countries$ lack$ basic$ human$rights$such$as$access$to$nutrition,$education$and$healthcare,$ C. Taking$ into$ consideration$ that$ most$ aid$ receiving$ countries$ do$ not$ have$ a$ state$ bureaucracy$ capable$of$using$development$funds$efficiently$to$create$sustainable$economic$growth,$ D. Noting$ that$ developing$ countries’$ economies$ are$ vulnerable$ to$ market$ fluctuations$ as$ their$ revenue$is$often$based$on$the$export$of$few$unrefined$products,$ E. The!European!Youth!Parliament,! A. Realising$the$significant$economic$disparity$and$cultural$differences$between$regions$in$a$country,$ B. Aware$ of$ the$ fact$ that$ wealthier$ regions$ may$ have$ aspirations$ of$ secession$ whilst$ contributing$ essentially$to$the$Gross$Domestic$Product$(GDP)$of$the$parent$country,$ C. Taking$into$account$neither$the$treaty$of$Lisbon$nor$the$national$legislation$of$any$Member$State$ currently$ provides$ a$ policy$ framework$ on$ the$ membership$ status$ of$ a$ new$ state$ resulting$ from$ secession$within$the$European$Union$(EU),$ D. Fully$ aware$ that$ an$ easily$ applicable$ procedure$ of$ secession$ might$ encourage$ other$ regions$ to$ follow,$ E. Bearing$in$mind$that$the$government$of$a$new$state$resulting$from$secession$may$potentially$lack$ the$necessary$infrastructure$to$ensure$the$rights$of$its$citizens;$ 1. Urges$ member$ states$ to$ enter$ into$ a$ dialogue$ with$ separatist$ movements,$ which$ aim$ at$ finding$ alternative$solutions$to$secession;$ 2. Calls$upon$the$member$states$to$jointly$define$and$consequently$adopt$strict$policies$regarding$the$ formation$of$a$new$independent$state$resulting$from$a$secession;$ 3. Alarmed$by$the$revelation$of$the$NSA’s$electronic$surveillance$intruding$the$privacy$of$European$ citizens$and$accessing$classified$information$of$various$European$institutions,$ B. Convinced$that$the$majority$of$people$under$surveillance$by$the$NSA$are$not$suspected$of$being$ involved$in$criminal$activities,$making$their$surveillance$unnecessary,$ C. Aware$of$the$increasing$amount$of$cyber$threats,$ D. Observing$the$reliance$of$European$citizens$on$major$American$internet$services,$such$as$Google$ and$Facebook,$ E. Believing$ that$ the$ older$ members$ of$ the$ European$ Parliament$ do$ not$ have$ a$ thorough$ understanding$of$computer$technology;$ 1. Calls$ for$ the$ creation$ of$ a$ new$ intelligence$ agency$ as$ a$ branch$ of$ Interpol,$ called$ the$ European$ Union$Security$Agency$(EUSA),$which$would$provide$legitimate$electronic$surveillance$in$the$EU$$ with$a$strict$legal$framework$approved$by$the$Member$States;$$ 2. Recommends$ the$ creation$ of$ an$ effective$ security$ system$ by$ a$ multitude$ of$ independent$ IT$ companies$ and$ experts$ from$ different$ Member$ States$ that$ will$ provide$ protection$ to$ European$ citizens$and$institutions$on$the$Internet;$$ 3. Advises$ the$ EU$ to$ support$ start\up$ IT$ companies$ by$ providing$ financial$ support,$ training,$ tutoring$and$advertisement;$$ 4. Urges$ the$ introduction$ of$ a$ new$ quota$ in$ the$ European$ Parliament$ that$ will$ ensure$ that$ a$ minimum$of$20%$of$all$Members$of$the$European$Parliament$are$under$the$age$of$30.$$
