1 The Dublin Regulation establishes the Member State responsible for the examination of the asylum application. The
criteria for establishing responsibility run, in hierarchical order, from family considerations, to recent possession of visa or residence permit in a Member State, to whether the applicant has entered the EU irregularly, or regularly.
2 The European Commission adopted a 'European Agenda for the Integration of Third-Country Nationals' to enhance
the economic, social and cultural benefits of migration in Europe. The Agenda puts the emphasis on migrants' full participation in all aspects of collective life and highlights the key role of local authorities.

The Dublin III Regulation stipulates that an asylum seeker has to submit their application in the first country they enter which has implemented the regulation.

There are two types of proportional representation systems: -The List System, in which voters may cast their votes according to their preferences changing the order of the names of a certain list (this is not in place for certain Member States); -The STV (Single transferable vote) system, in which voters list the candidates by order of preferences.
