The French-American Foundation Mission Statement
Founded in 1976, the French-American Foundation is the only organization dedicated solely to sustaining and strengthening the French-American relationship at the highest levels of leadership. The Foundation works to build lasting, practical working ties between France and the United States and to advance solutions to problems of shared concern. Through our work, we seek to perpetuate more than two centuries of shared ideals and friendship to meet the challenges of the 21st century together.
About This Year’s Conference
For the tenth edition of the French-American Cyber Security Conference, we will explore the impact of emerging technologies in a dynamic geopolitical and cyber security global landscape. We will delve into the impacts of artificial intelligence, blockchain, quantum, and communication technologies. These technologies are advancing at an increasing speed, and they have collectively created a dynamic disruption across countries and continents: generative AI expedites the ability to create deepfakes and misinformation at scale; blockchain-based cryptocurrencies allow bad actors to launch ransomware attacks across the globe; advances in quantum are set to overcome existing encryption, threatening the privacy of sensitive information in a myriad of applications; and communication networks act as the backbone of global connection and must be protected. Space is also a new competitive frontier, and we will discuss the unique cyber security needs in the space domain and opportunities for transatlantic partnership. Over the next two days, we will focus on these issues and the complex web of cyber security obstacles, as well as the importance of transatlantic cooperation in addressing these challenges.

A graduate of the French National School of Public Administration (ENA) (Victor Hugo Year, 1989-91), Laurent Bili joined the French Foreign Ministry’s Strategic Affairs and Disarmament Directorate (1991-93). Seconded to the Defence Ministry as Deputy Diplomatic Adviser (1993-95), he then held several positions at the Quai d’Orsay: First Secretary and then Second Counsellor at the French Embassy in Ankara (1995-99); First Secretary, Permanent Representative of France to the Western European Union (WEU) (1998-2000); Adviser to the European Union’s interim Political and Security Committee (PSC) in Brussels (2000-02); and Head of Strategic Affairs (2002).
In 2002, he was Director of the Private Office of the Minister Delegate for European Affairs and became technical adviser at the Diplomatic Unit of the Presidency of the French Republic (2002-07). He successively held the positions of Ambassador to Thailand (2007-09), Director of the Defence Minister’s Civilian and Military Office (2009-10), Ambassador to Turkey (2011-15) and then to Brazil (2015-17). Laurent Bili was then Director-General for Global Affairs, Culture, Education and International Development at the French Ministry for Europe and Foreign Affairs and G7/G20 Sous-Sherpa (2017-2019). Laurent Bili was Ambassador to China from September 2019 until January 2023. He is Ambassador to the United States since March 2nd, 2023.

After assuming a national high responsibility as the Chief of French Air Force (2009-2012), General JeanPaul Paloméros led NATO’s military transformation (2012-2015). As NATO’s Supreme Allied Commander Transformation (SACT) General Paloméros supported the 28 Allied Nations in preparing the future together in terms of military strategy, capability development, education, training and exercises. Ahead of Allied Command Transformation, he developed ambitious plans to increase NATO’s military efficiency and readiness through improved multinational cooperation, reenergized exercise policy and innovation. During his command tour, General Paloméros put a high priority on NATO force’s operational preparation, fostering the synergy between Allied Nations and the cooperation with Partner organizations, nations, with Industry, Science and technology, Universities and many other stakeholders. During more than 10 years within the French Air Force General Paloméros prepared and led major transformations to modernize the French Air Force’s capabilities and organization.
General Paloméros took part in many operations as a fighter pilot, as a staff officer and as Commander in the Balkans and in Africa. In 2011, he was the head of the French Air Force which successfully took a major role in Operations over Libya to protect civilian populations. General Paloméros has logged more than 4000 flying hours on fighter jets and took part in 82 combat missions. He graduated from the French Air Force Academy in 1973, and was awarded the Curtis Prize within the 84th Royal Air Force Advanced Staff Course.
General Jean-Paul Paloméros has been elevated to the rank of Great Officer in the “Légion d’Honneur”; he has been elevated recently to the highest rank of Great Cross in the National Order of Merit. He was also awarded the prestigious aeronautics’ medal, the NATO Meritorious Service Medal and many other foreign distinctions. General Paloméros is Vice Chairman of the FrenchAmerican Foundation – France and President of the Steering Committee of its Cyber Security Program.

Edward C. Wallace serves as Co-Chair of Greenberg Traurig’s New York office. Ed is a trusted advisor to companies. He has experience in law, business/finance and government. He has advised Extell/Carlyle, Silverstein/El Ad, Columbia University, NYU and Fordham on major real estate development projects and major government service providers including JCDecaux and Hornblower.
Prior to entering the private sector as a Vice President at Boston Properties, he served as City Council Member-at-Large (Manhattan) and then Chief of Staff to the New York City Council President Carol Bellamy, one of the first French-American Foundation Young Leaders. Ed began his career in the Chelsea neighborhood office of the Legal Aid Society. He is vice pro bono counsel to the Citizens Budget Commission and director emeritus of New Yorkers for Parks, where he was previously chair. He also served as counsel to NYC 2012, the City’s Olympic bid. Ed has been listed in multiple editions of The Best Lawyers in America and Super Lawyers and is rated AV Preeminent by Martindale-Hubbell. He is consistently included on City and State’s New York City Power 100 list and was named a 2020 Lifetime Achievement honoree.

John P. Carlin is a partner at Paul, Weiss where he leads the Cybersecurity & Data Protection practice, the Digital Technology Group, and advises industry-leading organizations on matters involving privacy and cybersecurity, crisis management, Committee on Foreign Investment in the United States, sanctions and export control, white collar defense and internal investigations. He has served as a top-level official in both Republican and Democratic administrations, including as the Acting Deputy Attorney General of the United States, as the top national security official for the U.S. Department of Justice, as the Chief of Staff of the FBI and as a senior federal prosecutor. Throughout his career, John has responded to just about every major cyber incident—including the Russian SolarWinds intrusion, the North Korean cyberattack on Sony, the Iranian cyber-attacks on various NYC banks and the Colonial Pipeline ransomware attacks. John is the author of Dawn of the Code War: America’s Battle Against Russia, China and the Rising Global Cyber Threat. He was an inaugural Fellow of the Harvard Kennedy School’s Belfer Center for Science and International Affairs’ Homeland Security Project. John is also the Founding Chair (now Chair Emeritus and Strategic Advisor) of the Aspen Institute’s Cybersecurity and Technology program.
JOHN FORTE CEO AND PRESIDENT
VIRGINIA TECH APPLIED RESEARCH CORPORATION (VT-ARC)
Mr. John Forte is the CEO and President of VT-ARC, responsible for guiding strategic growth in applied research and development with the intent of strengthening national security, driving societal impact, and improving the human condition. Prior to VT-ARC, Mr. Forte served nearly 10 years as a senior leader within the Johns Hopkins University Applied Physics Laboratory (JHU/APL). His culminating assignment was as the Executive for the Homeland Protection Mission Area, directing the development and implementation of technologies and solutions to protect the United States against a variety of asymmetric threats. Mr. Forte also served as one of the US Air and Space Force’s 5 science and technology executives (EPAs), responsible for advising the command, control, communications and networking needs of the warfighter and the Department of Defense. He held numerous senior leadership positions within the public and private sectors, including the Morgan Franklin Corporation, MITRE, and as the Chief Scientist for the White House Communications Agency. Mr. Forte earned a BSEE from the University of Tulsa and an MSEE from GWU with a focus in Communications and Networks. He also completed Executive Programs at the Harvard Kennedy School on Cybersecurity: The Intersection of Policy and Technology; as well as on National and International Security.

After assuming a national high responsibility as the Chief of French Air Force (2009-2012), General JeanPaul Paloméros led NATO’s military transformation (2012-2015). As NATO’s Supreme Allied Commander Transformation (SACT) General Paloméros supported the 28 Allied Nations in preparing the future together in terms of military strategy, capability development, education, training and exercises. Ahead of Allied Command Transformation, he developed ambitious plans to increase NATO’s military efficiency and readiness through improved multinational cooperation, reenergized exercise policy and innovation. During his command tour, General Paloméros put a high priority on NATO force’s operational preparation, fostering the synergy between Allied Nations and the cooperation with Partner organizations, nations, with Industry, Science and technology, Universities and many other stakeholders. During more than 10 years within the French Air Force General Paloméros prepared and led major transformations to modernize the French Air Force’s capabilities and organization.
General Paloméros took part in many operations as a fighter pilot, as a staff officer and as Commander in the Balkans and in Africa. In 2011, he was the head of the French Air Force which successfully took a major role in Operations over Libya to protect civilian populations. General Paloméros has logged more than 4000 flying hours on fighter jets and took part in 82 combat missions. He graduated from the French Air Force Academy in 1973, and was awarded the Curtis Prize within the 84th Royal Air Force Advanced Staff Course.
General Jean-Paul Paloméros has been elevated to the rank of Great Officer in the “Légion d’Honneur”; he has been elevated recently to the highest rank of Great Cross in the National Order of Merit. He was also awarded the prestigious aeronautics’ medal, the NATO Meritorious Service Medal and many other foreign distinctions. General Paloméros is Vice Chairman of the FrenchAmerican Foundation – France and President of the Steering Committee of its Cyber Security Program.

Dr. Cara LaPointe is an adjunct professor in the Science, Technology and International Affairs program of the Edmund A. Walsh School of Foreign Service at Georgetown University. She is a futurist who focuses on the intersection of technology, policy, ethics, and leadership. Previously, she served as the co-director of the Johns Hopkins Institute for Assured Autonomy, which works to ensure that autonomous systems are safe, secure, and trustworthy as they are increasingly integrated into every aspect of our lives. During more than two decades in the United States Navy, LaPointe held numerous roles in areas including digital transformation, autonomous systems, acquisitions, ship design, naval force architecture, and unmanned vehicle technology integration. At Woods Hole Oceanographic Institution’s Deep Submergence Lab, she conducted research in underwater robotics, developing sensor fusion algorithms for deep-ocean autonomous underwater vehicle navigation. LaPointe was previously a senior fellow at Georgetown University’s Beeck Center for Social Impact + Innovation, where she created the “Blockchain Ethical Design Framework” as a tool to drive social impact and ethics into blockchain technology. She has served as an advisor to multiple global emerging technology initiatives, including at the United Nations and the Organization for Economic Co-operation and Development.
LaPointe is a patented engineer, a White House Fellow, and a French-American Foundation Young Leader. She served in the White House Office under three presidential administration, both as the interim director of the President’s Commission on White House Fellowships and, most recently, as a Senior Advisor within the White House for the Biden-Harris administration. LaPointe holds a Doctor of Philosophy, awarded jointly by the Massachusetts Institute of Technology (MIT) and WHOI, a Master of Science and a Naval Engineer degree from MIT, a Master of Philosophy from the University of Oxford, and a Bachelor of Science from the United States Naval Academy.

Dr. Maegen Nix is the Director of the Decision Science Division at Virginia Tech’s Applied Research Corporation. Emmanuel Saliot is a French senior civil servant at the Ministry of Economy and Finance (Inspection générale des finances) with 27 years of experience in the public sector. He is currently seconded as an adviser on Security and Technologies at the European Parliament. He was previously seconded at the Council of the EU, leading on cybersecurity and new technologies, counterterrorism, SubSaharan Africa, defense and strategic foresight. Since 2010 he has been serving at the Ministry of Economy and Finance. He led several audit and consulting missions on public policies. He was expert at the Cabinet of the European Commissioner for Trade, and he hold the position of Chief Operating Officer of the French-African Foundation. He was previously Senior Supply Officer in the French Navy for 14 years, serving on board warships, as well as at local, central and international levels. Natacha Crooks is an Assistant Professor at UC Berkeley in the Department of Electrical Engineering and Computer Science (EECS). She works on designing large-scale computer systems that are scalable, secure, and trustworthy. Her primary focus currently centers on designing both privacy-preserving storage systems and decentralized systems, that is systems that do not have a single root of trust. Prior to working at UC Berkeley, she was a graduate researcher at Cornell University (USA), the Max Planck Institute for Software Systems (Germany) and the University of Cambridge (UK). She has also held visiting positions at Microsoft Research Redmond (USA), INRIA (France) and Imperial College London (UK). She is originally from Paris, France.
On the industrial-side, Natacha is currently an advisor at Improbable, advising the company on their new M2 network. The M2 network uses blockchain technology to fundamentally revisit how users interact with games in the metaverse area. In the past, she was a consultant at Astronomer, a company that facilitates data orchestration in the cloud, where she helped design their security infrastructure. Prior to that, she was a visiting scientist at Materialize, a company that focuses on faster data analytics, where she remains a technical advisor.
Natacha’s academic work received the Dennis Ritchie Doctoral Dissertation Award for the Best Dissertation in the field of Computer Systems, as well as the Jim Gray Doctoral Dissertation Award for the Best Dissertation in the field of Databases (Honorable Mention). Most recently, she received a Google Faculty Award for “Significant Contributions to Systems Research” and a VMWare Early Career Faculty Award.

Marc Raimondi currently serves as the Chief of Staff to the Executive Chairman of the Silverado Policy Accelerator, a bipartisan Washington, DC based think-tank focused on cyber and disruptive technologies, national security issues and economic/trade policy. Marc is also the founder of Lexington Strategies, LLC, a consulting firm established in 2013, supporting US and international clients in the national security, public safety, cyber, and technology arenas. From 2014 through 2021, Marc led the national security related communications, corporate outreach and international affairs at the U.S. Department of Justice, and served stints leading the Justice Department’s public affairs office as both the Deputy Director and Director. Marc was assigned from the Justice Department to the White House’s National Security Council (NSC) from November 2016 until June 2018, as the lead communications advisor to two Assistants to the President for Homeland Security, Counterterrorism and Cybersecurity. While at the White House, Marc also supported the counterterrorism, intelligence, cybersecurity and aviation security teams and directorates. Prior to joining the Justice Department, Marc served for several years in private industry as a Director of Global Government Relations and Communications at L3Harris Corporation’s (LHX) Washington Operations. Mr. Rudolph “Reb” Butler is a Strategic Advisor to the U.S. Space Force’s Chief Technology and Innovation Officer. He received his Bachelor of Science from the U.S. Air Force Academy and holds three master’s degrees: a masters in Space Studies from the University of North Dakota, a masters in Operational Science from the Air Force Institute of Technology, and a masters in National Security Strategy from the National War College. He served in the United States Air Force for 21 years, where he was involved in nuclear, space, and information operations. Highlights from his service include his experience as a Weapons School graduate for Space Operations, and as the First Commander of the 57th Information Aggressor Squadron (AF Cyber Red Team). As a government civilian over the past decade, Mr. Butler has served as the Air Force Space Command’s strategic planner for space and cyberspace portfolios and has also been assigned to joint operations. His experience and career give him a unique expertise in space and cyberspace operations with an understanding of DoD resourcing processes. Prof. Gregory Falco is an aerospace security expert that designs and develops next-generation defense capabilities. He is an Assistant Professor at Cornell University’s Sibley School of Mechanical and Aerospace Engineering and the Systems Engineering Program. Falco is the Director of the Aerospace ADVERSARY Lab and is the founding chair of the IEEE international technical Standard for Space System Cybersecurity. His research entitled Cybersecurity Principles for Space Systems was highly influential in the development of Space Policy Directive-5, which shared the same title. Falco was the former co-founder and CEO of the blockchain-based industrial control security company NeuroMesh Inc., which was acquired by Meta in 2022. Falco serves as a member of the Department of Homeland Security’s Space Systems Critical Infrastructure Working Group and has been awarded contracts relating to space system security for AFRL, US Space Force, NASA and DARPA. A Fulbright Scholar, Falco is the recipient of DARPA’s Young Faculty Award, named as a DARPA RISER and has been listed in Forbes 30 Under 30. Nicolas Maubert is the Representative of CNES (French Space Agency) and Space Attaché to the French Embassy in the United States. Adam Klein is Director of the Robert Strauss Center on International Security and Law at the University of Texas at Austin. He also holds a faculty appointment at the University of Texas School of Law, where he teaches courses on national-security law, counterterrorism, intelligence, and government surveillance. Before joining the Strauss Center, Adam served as Chairman of the United States Privacy and Civil Liberties Oversight Board, the independent, bipartisan federal agency responsible for overseeing counterterrorism programs at the NSA, FBI, CIA, Department of Homeland Security, and other federal agencies. As the Board’s Senate-confirmed Chairman, he oversaw its oversight and advice engagements with other federal agencies, while also serving as the Board’s chief executive officer. Before entering government, Adam was the Robert M. Gates Senior Fellow at the Center for a New American Security, a bipartisan national-security research institution in Washington, DC. There, his research focused on government surveillance, intelligence powers, and national security law. Previously, Adam practiced law at Wilmer Cutler Pickering Hale & Dorr, LLP and served as a law clerk to Justice Antonin Scalia of the U.S. Supreme Court and Judge Brett Kavanaugh of the U.S. Court of Appeals for the D.C. Circuit. He has also worked on national-security policy at the RAND Corporation, the 9/11 Public Discourse Project (the nonprofit successor to the 9/11 Commission), and in the U.S. Congress. He received his BA from Northwestern University and his JD from Columbia Law School. Alex Marder is an assistant professor of computer science and a member of the Institute for Assured Autonomy. Marder’s research covers a wide breadth of networking areas, including the use of empirical analyses and machine learning to evaluate and improve the security and performance of wired and wireless networks. His current work leverages a deep understanding of network architecture and deployment to design secure 5G communication networks for the Department of Defense, reveal security weaknesses in domestic internet access networks, and provide a better understanding of broadband inequity. He received a BS from Brandeis University and a PhD from the University of Pennsylvania. Prior to joining Johns Hopkins, he was a research scientist at CAIDA at UC San Diego.

Major General Aymeric Bonnemaison was born on February the 24th 1968 in Nevers, France. He belongs to the “General Delestraint” class of the Saint-Cyr Coëtquidan Military Academy (1988-1991). After a year at the Army Signal School, he first served as an airmobile platoon leader within the 4th Army Aviation Regiment (4 RHCM). Promoted to captain in 1995, he first joined the Intelligence and Electronic Warfare Brigade (BR) being posted to the 54 EW Regiment (54 RT) as deputy, then commander of a Forward Electronic Recce Company where he developed the first light electronic patrols. Throughout this period, he was regularly engaged in several overseas operations in the Balkans such as UNPROFOR, IFOR, SFOR and KFOR as close air support team leader and also as tactical intelligence units leader. In 2000, he returned to the Saint-Cyr Coëtquidan Military academy in order to take command of an officer cadets company from the Combined Arms School (EMIA). Promoted to major in 2001, he graduated from the Joint Forces Staff College (CID, now EDG) in 2004. The same year, he was posted again to the BR and took over head of the operations of the 44 EW Regiment (44 RT) in Mützig; he was promoted to the rank of Lieutenant-Colonel in 2005. During these years, he was deployed to Afghanistan as senior intelligence advisor to the French Senior National Representative to the ISAF and then to the Republic of Côte d’Ivoire where he commanded the ISR battle group of the Opération Licorne.
In 2006, he was assigned to NATO along with J2/ACO/SHAPE in Mons, Belgium, where he took over a senior intelligence expert position for planning teams. In 2009, he took command of the 54 RT, the “radio wave hunters” regiment, in Haguenau and ensured the operational preparation of its companies engaged in Afghanistan, Lebanon and the Republic of Côte d’Ivoire. He was promoted to Colonel in 2010. From 2011 to 2016, he joined the Army Staff and then the General Staff in the anticipation and planning fields, in particular as operational coherence officer in charge of major intelligence sensor programs (C4ISR). At the same time, he was an auditor at the Centre des Hautes Études de l’Armement (CHEAR) of the Institute of Advanced Studies in National Defense (IHEDN). He joined the Ministry of Defense in 2016 to command an operational cyber defense service until his promotion to the rank of Brigadier General in 2020; he then became deputy director in charge of operations. During these six years, he carried out numerous international missions in some 20 countries. He was appointed Commander, Cybercom of the French DoD on September 1st, 2022 and was promoted to Major General on the same date. Officer of the National Order of the Legion of Honor and the National Order of Merit, Major General Bonnemaison is married and has five children. He is the author of several articles and co-author of the book “Attention Cyber! Vers le combat cyber-électronique” published in 2013.

Ms. Neuberger is the Deputy Assistant to the President and Deputy National Security Advisor for Cyber and Emerging Technologies in the White House. Previously, she served at the National Security Agency (NSA) for over 10 years in a variety of senior intelligence and cybersecurity roles. Most recently, she served as director of NSA’s Cybersecurity organization and deputy director of NSA’s intelligence operations, leading an organization of over 20,000 people globally. In both these roles, she drove major change initiatives across operations and technology. She also served as NSA’s first Chief Risk Officer building NSA’s enterprise risk management program and Director of NSA’s Commercial Solutions Center, which leads its private sector outreach. Prior to NSA, she served as the Department of the Navy’s Deputy Chief Management Officer and a White House Fellow in the Office of the Secretary of Defense. Before her government service, Ms. Neuberger was Senior Vice President of Operations at American Stock Transfer and Trust Company, where she directed technology and operations. Allan M. Chapin began his career as a lawyer at Sullivan & Cromwell, where he became a Partner in 1976. He was a resident of their Paris office for several years and served as head of Sullivan & Cromwell’s European operations. He then became a Managing Director of Lazard Frères & Co. LLC, and subsequently a partner of Compass Partners Advisors, LLP. Throughout his career, Mr. Chapin has represented sovereign governments, agencies, investment and merchant banks, insurance companies, a wide array of industrial private sector companies, and many foreign investors, both individuals and corporations.
Mr. Chapin is the Chair Emeritus of the French-American Foundation—United States, serving as a Director of the French-American Foundation since 1999, and Chair of the Foundation from 2008 until 2023. Mr. Chapin is also a Director of Fondation Claude Pompidou, a Trustee of Aperture Foundation and has served as a Director of many public and private companies in the United States and Europe. Mr. Chapin received his bachelor’s degree from Yale University and his LLB from Yale Law School. He served in the United States Marine Corps.

Born in Reims, France, Amina Sabeur has followed an atypical path combining her interests in diplomacy, entrepreneurship, and innovative projects with strong social impact. She began her professional career in Berlin at the German Institute for Security and International Affairs (SWP), then joined the French Embassy in Egypt for three years. In Cairo, she worked on cultural, scientific and archaeological cooperation issues, learned Arabic and deepened her knowledge of the region through numerous field trips. She subsequently joined the WHO (UNITAID) in Geneva in 2008 where she focused on innovative financing for health-related initiative.
Back in Paris, she fulfilled another dream: to become an entrepreneur. She founded, and managed one of the very first restaurants specialized in gourmet burgers for three years, around the original theme of Super Heroes in the heart of the 9th arrondissement of Paris. In June 2016, she joined the French-American Foundation — France, where she climbed the ranks to be appointed Managing Director in September 2021.
Amina is quadrilingual (English, German, Arabic and French) and holds two Master’s degrees in International Relations and European Affairs, from Sciences Po Lille and from Sciences Po Paris and graduated from the Ecole de Guerre in 2020. She is a Senior Lecturer at Sciences Po Lille where she has been teaching International Relations for the past 15 years. Amina Sabeur is very focused on social justice issues, and is involved in impact initiatives around gender equality, equal opportunity, education, and access to employment. She supports several students or young professionals on a daily basis. She is Chair of the Board of INCO, a global organization that is working to create new environmentally sustainable and socially responsible economies in 50 countries. Amina was named Colonel (civilian reserve) for the French Space & Air Force in 2022.

Lucy Topaloff joined the French-American Foundation in April 2020, after several years in the non-profit world on both sides of the Atlantic. This organization aims at eradicating clubfoot; Lucy later worked at their headquarters in North Carolina. In 2016, she moved to France to head the European branch of MakeSense, an organization that supports social entrepreneurs worldwide. Two years later, she was in New York, at the United Nations, to organize the UN Public Service Awards. From there she moved back to France to lead programs at Les Déterminés, a nonprofit that mentors entrepreneurs from the French banlieues. Today, Lucy is Program Director at the French-American Foundation — France, and co-organises the Young Leaders program, the Cybersecurity Conference, French-American Breakfasts and special events. In addition, she volunteers for Get Out The Vote initiatives and volunteers for other social justice NGOs.

GABRIELLE CURRAN PROGRAM ASSISTANT FRENCH-AMERICAN FOUNDATION — U.S.
Gabrielle Curran is a Program Assistant for the French-American Foundation. A dual citizen of the United States and France and a lifelong New Yorker, she attended the Lycée Français de New York, where she obtained her baccalauréat and her high school diploma in 2016. Gabrielle previously worked as a social media intern for Behind the Book, a literacy nonprofit in New York City, and spent two years as an elementary and middle school English teacher on the Pine Ridge Reservation in South Dakota. She holds a BA in Creative Writing and an MA in English from Fordham University.
CLARA LEINBUNDGUTH PROGRAM MANAGER FRENCH-AMERICAN FOUNDATION — FRANCE
Clara Leibundguth is Program Manager of the French-American Foundation — France. She is FrenchCanadian. From 2020 to 2022, Clara was a parliamentary liaison officer for Christophe Castaner, former deputy of the French Parliament for the Alpes-de-Haute-Provence department, and former Minister of Interior under President Macron. Clara earned her undergraduate degree in Political Science and International Relations from Concordia University in Montreal in 2017. She then received her Masters in Politics of Conflict, Rights, and Justice from the School of Oriental and African Studies (SOAS) in London in 2019. Clara is also a graduate of the “Cycle Jeune” of the Institut des Hautes Etudes de Défense Nationale (IHEDN) in Geopolitics, Defense, and Security in Toulon in 2020. Clara has always been very active in philanthropic and volunteer programs. While in high school, from 2009 to 2011, Clara volunteered as a “Jeune Sapeur Pompier de Paris” where she was trained in military and first aid rescue. During university, she spent a gap year in Senegal with the Education Bureau of UNESCO Dakar.
