THE FRENCH-AMERICAN FOUNDATION

MISSION STATEMENT

Founded in 1976, the French-American Foundation is the only organization dedicated solely to sustaining and strengthening the French-American relationship at the highest levels of leadership. The Foundation works to build lasting, practical working ties between France and the United States and to advance solutions to problems of shared concern. Through our work, we seek to perpetuate more than two centuries of shared ideals and friendship to meet the challenges of the 21st century together.

ABOUT THIS YEAR’S CONFERENCE

This year’s conference theme is Putting Cyber Security into Practice: A Transatlantic Discussion. The conference opens by exploring the role of cyber threats within the context of hybrid warfare and the importance of transatlantic partnerships in addressing multilateral cyber challenges. A series of conversations and case studies will examine the practice of cyber security for critical challenges. Experts will present deep-dives on putting cyber security into practice for the 2024 Olympics, Pegasus spyware attacks, disinformation, and election security. Panels will also explore the development of cyber literacy and the cyber workforce, the interrelationship between AI and cyber security, and unique cyber security needs in space. As cyber security becomes increasingly important in every sector of society, this year’s conference provides an important venue to share practical lessons learned and strengthen transatlantic partnerships for addressing critical cyber security challenges.

A graduate of the École nationale d’administration (ENA, French National School of Public Administration, Victor Hugo Year, 1989-91), Laurent Bili joined the French Foreign Ministry’s Strategic Affairs and Disarmament Directorate (1991-93). Seconded to the Defence Ministry as Deputy Diplomatic Adviser (1993-95), he then held several positions at the Quai d’Orsay: First Secretary and then Second Counsellor at the Embassy of France in Ankara (1995-99), First Secretary, Permanent Representative of France to the Western European Union (WEU) (1998-2000), Adviser to the European Union’s interim Political and Security Committee (PSC) in Brussels (2000-02), and Head of Strategic Affairs (2002).

In 2002, he was Director of the Private Office of the Minister Delegate for European Affairs and became technical adviser at the Diplomatic Unit of the Presidency of the French Republic (2002-07). He successively held the positions of Ambassador to Thailand (2007-09), Director of the Defence Minister’s Civilian and Military Office (2009-10), Ambassador to Turkey (2011-15) and then to Brazil (2015-17). Laurent Bili was then Director-General for Global Affairs, Culture, Education and International Development at the French Ministry for Europe and Foreign Affairs and G7/G20 Sous-Sherpa (2017-2019). Laurent Bili was Ambassador to China from September 2019 until January 2023.

He is Ambassador to the United States since March 2nd, 2023.

After assuming a national high responsibility as the Chief of French Air Force (2009-2012), General JeanPaul Paloméros led NATO’s military transformation (2012-2015). As NATO’s Supreme Allied Commander Transformation (SACT) General Paloméros supported the 28 Allied Nations in preparing the future together in terms of military strategy, capability development, education, training and exercises. Ahead of Allied Command Transformation, he developed ambitious plans to increase NATO’s military efficiency and readiness through improved multinational cooperation, reenergized exercise policy and innovation. During his command tour, General Paloméros put a high priority on NATO force’s operational preparation, fostering the synergy between Allied Nations and the cooperation with Partner organizations, nations, with Industry, Science and technology, Universities and many other stakeholders. During more than 10 years within the French Air Force General Paloméros prepared and led major transformations to modernize the French Air Force’s capabilities and organization.

General Paloméros took part in many operations as a fighter pilot, as a staff officer and as Commander in the Balkans and in Africa. In 2011, he was the head of the French Air Force which successfully took a major role in Operations over Libya to protect civilian populations. General Paloméros has logged more than 4000 flying hours on fighter jets and took part in 82 combat missions. He graduated from the French Air Force Academy in 1973, and was awarded the Curtis Prize within the 84th Royal Air Force Advanced Staff Course. General Jean-Paul Paloméros has been elevated to the rank of Great Officer in the “Légion d’Honneur”; he has been elevated recently to the highest rank of Great Cross in the National Order of Merit. He was also awarded the prestigious aeronautics’ medal, the NATO Meritorious Service Medal and many other foreign distinctions.

General Paloméros is Vice Chairman of the French-American Foundation – France and President of the French-American Cyber Conference Steering Committee.

Ed chairs the French-American Foundation - U.S. He travels frequently to France on business and spends at least a month in France each year. He is Co-Chair of the NYC office of global law firm Greenberg Traurig. Ed has experience in law, business, and government. He serves as a trusted advisor to companies doing business with the government. He has advised Extell/Carlyle, Silverstein/El Ad, Columbia University, NYU and Fordham on major real estate development projects and major government service providers including JCDecaux and Hornblower provider of NYC Ferry.

Prior to working with Mort Zuckerman as Vice President at Boston Properties, Ed served as City Council Member-at-Large (Manhattan) and then Chief of Staff to the New York City Council President. Ed served as Chairman of New Yorkers for Parks. He is currently outside General Counsel to the Citizens Budget Commission and served as counsel to NYC 2012, the City’s Olympic bid. He has been listed in multiple editions of The Best Lawyers in America and Super Lawyers and is rated AV Preeminent® by MartindaleHubbell. He is consistently included on City and State’s “New York City Power 100” list and was named a 2020 Lifetime Achievement honoree.

A graduate of the Ecole Spéciale Militaire de Saint-Cyr, the Ecole de Guerre and the ESCP Business School, Marc-Antoine Brillant is Head of the Vigilance and Protection against Digital Foreign Interference Service (VIGINUM), since 15 October 2023. In the Ministry of the Armed Forces, he held various operational positions, including commanding combat units in the Near and Middle East, and more recently serving in the Sahel as head of operations for a battle group. In 2018, he joined the Agence nationale de la sécurité des systèmes d’information (ANSSI, National Agency for Information Systems Security) as Anticipation Adviser to the General Director, in charge of operational and strategic affairs, before being promoted to Strategy Deputy Director. In 2021, after heading the Honfleur Task Force, he was appointed prefigurator of the VIGINUM national service. On 6 October 2023, Marc-Antoine Brillant was appointed by the secrétaire général de la défense et de la sécurité nationale (SGDSN, General Secretary for Defence and National Security) as Head of the Vigilance and Protection against Digital Foreign Interference Service. He was previously deputy head of department since 13 July 2021. VIGINUM is a national service reporting to the SGDSN and is responsible for protecting the public debate from information manipulation digital campaign involving foreign actors and aiming at arming France and its fundamental interests.

Dr. Maegen Nix is the Director of the Decision Science Division at Virginia Tech’s Applied Research Corporation. Dr. Nix is a veteran and a former intelligence officer with 25 years of experience in the national security community and academia. In addition to developing and leading research portfolios focused on the intersection of emerging technologies and operations, she has developed curriculum, taught, and lectured at numerous defense and civilian institutions, including the United States Naval Academy, the Joint Counterintelligence Training Academy, the United States Army Special Warfare Center and School, the Defense Science Board, and the Aspen Institute. Dr. Nix is an expert in asymmetric and grey zone operations. Her civilian career focuses on the development of capabilities related to irregular warfare and insurgencies, cybersecurity, critical infrastructure security, national communications, autonomous systems, and intelligence. Dr. Cara LaPointe is an adjunct professor in the Science, Technology and International Affairs program of the Edmund A. Walsh School of Foreign Service at Georgetown University. She is a futurist who focuses on the intersection of technology, policy, ethics, and leadership. Previously, she served as the codirector of the Johns Hopkins Institute for Assured Autonomy, which works to ensure that autonomous systems are safe, secure, and trustworthy as they are increasingly integrated into every aspect of our lives. During more than two decades in the United States Navy, LaPointe held numerous roles in areas including digital transformation, autonomous systems, acquisitions, ship design, naval force architecture, and unmanned vehicle technology integration. At Woods Hole Oceanographic Institution’s Deep Submergence Lab, she conducted research in underwater robotics, developing sensor fusion algorithms for deep-ocean autonomous underwater vehicle navigation. LaPointe was previously a senior fellow at Georgetown University’s Beeck Center for Social Impact + Innovation, where she created the “Blockchain Ethical Design Framework” as a tool to drive social impact and ethics into blockchain technology. She has served as an advisor to multiple global emerging technology initiatives, including at the United Nations and the Organization for Economic Co-operation and Development.

LaPointe is a patented engineer, a White House Fellow, and a French-American Foundation Young Leader. She served in the White House Office under three presidential administrations, both as the interim director of the President’s Commission on White House Fellowships and, most recently, as a Senior Advisor within the White House for the Biden-Harris administration. LaPointe holds a Doctor of Philosophy, awarded jointly by the Massachusetts Institute of Technology (MIT) and WHOI, a Master of Science and a Naval Engineer degree from MIT, a Master of Philosophy from the University of Oxford, and a Bachelor of Science from the United States Naval Academy.

She has dedicated her 24-year-career to designing and launching talent development programs in English for military leadership and managing their teaching and administrative teams, forging links between France, the US and the UK, and leading seminars on debating, public speaking, networking, talent development and transformative learning. After two years of undergraduate study at the illustrious Maison d’Education de la Légion d’Honneur, she completed her Bachelor’s in British Literature and History and her Master’s (dissertation on Sir Walter Scott) at La Sorbonne Paris IV, before receiving her teaching certification from the French Ministry of National Education. Following his graduation from the mechanic officer corps of the French Air Force Academy, Major Coullon oversaw CIS infrastructures for all units at Villacoublay air base from 2012 to 2016. Prior to joining the State Department, Ambassador Fick was a technology executive and entrepreneur. He was Chief Executive Officer of the cybersecurity software company Endgame from 2012 through its acquisition by Elastic in 2019. Thereafter, he led Elastic’s information security business globally. Ambassador Fick spent nearly a decade as an operating partner at Bessemer Venture Partners, working with management teams to build technology businesses. In 2018, he was named by Fast Company magazine as one of the “100 Most Creative People in Business,” and Endgame was selected by Forbes as one of the “100 Best Cloud Companies in the World.” From 2009 to 2012, Ambassador Fick was Chief Executive Officer of the Center for a New American Security, a national security research organization in Washington. Earlier in his career, he served as a Marine Corps infantry and reconnaissance officer, including combat tours in Afghanistan and Iraq. Philip Stupak is the Assistant National Cyber Director for Government Partnerships in the Office of the National Cyber Director at the White House. He has coordination responsibilities for international, federal, and state, local, tribal, and territorial cybersecurity policy implementation. This includes implementing zero trust architecture, phishing resistant multifactor authentication, logging requirements, encryption of data in transit and at rest, and post-quantum cryptography adoption. Mr. Stupak initially joined the Biden Administration at the U.S. Department of Homeland Security where he was dual-hatted as a counselor to the Deputy Secretary and a Senior Advisor to the Chief Information Officer. In those roles, he led the Operation Allies Welcome / Operation Allies Refuge interagency technology working group enabling Afghan refugee resettlement, directed a new model of operational coordination, and began a reformation of the Department’s R&D activities.

Prior to joining the Biden Administration, Mr. Stupak was the Associate Director at the University of Chicago’s Harris Cyber Policy Initiative. Born on May 9, 1967 in Paris, married, Major General Philippe Adam can rely on a comprehensive technical and operationnal experience. After being graduated engineer from the École polytechnique, he joined the French Air Force on August 31, 1988, and began his fighter pilot training. Awarded with his fighter pilot wings in 1990, he held various responsibilities in operational units on Mirage 2000C within the 1/12 “Cambrésis” fighter squadron, then as Flight Commander in the 2/12 “Picardie” fighter squadron. From 1993 to 1995, he was engaged in several operations in the Balkans and the Middle East. Qualified as a test pilot in 1996, he was assigned to the French Flight Test Center in Istres, where he became Chief Test Pilot in 1999. After graduating from the French Joint War College in 2001, he came back to his previous responsabilities at the Flight Test Center in Istres. In 2003, he was assigned as operational advisor at the United Arab Emirates Flight Test Center.

Back in France in 2006, he served two years in the Capability Office of the Air Force Staff in Paris, in charge of the “Deterrence & Combat” division. From 2008 to 2010, he took command of the Istres Air Base, covering a major milestone with the commissioning of the ASMP-A nuclear weapon system. After attending the National War College in Washington, D.C. in 2010-2011, he joined the NATO International Military Staff in Brussels as Deputy Chief of the “Air and Ballistic Missile Defense” Branch. In 2013, he was appointed deputy director of the Euro-Atlantic branch at the French Delegation for Strategic Affairs, in charge of supporting the defense minister for bilateral and multilateral meetings. From 2015 to 2017, he was assigned to the Air Defense and Air Operations Command at Lyon Mont-Verdun Air Base 942, as commander of the National Air Operation Center. Promoted to Brigadier General in 2017, he then took command of the Air Operation Brigade, still at BA942. His responsibilities included command of the Barkhane Operation Joint Force Air Component. Then, on summer 2018, he was appointed deputy Joint Force Commander of the Barkhane Operation, in N’Djamena, Chad. In 2019, he took command of the French Air Warfare Center in Mont-de-Marsan. He supervised the entry into service of the French armed “Reaper” as well as of the F3R standard of the “Rafale”. In 2020, he was appointed chief of the “Future Capabilities” division of the Joint Staff, in charge of planning the procurement of future equipment on behalf of the Joint Chief of Staff.

He took command of the French Space Command on July 1st, 2022.

Allan M. Chapin began his career as a lawyer at Sullivan & Cromwell, where he became a Partner in 1976. He was a resident of their Paris office for several years and served as head of Sullivan & Cromwell’s European operations. He then became a Managing Director of Lazard Frères & Co. LLC, and subsequently a partner of Compass Partners Advisors, LLP. Throughout his career, Mr. Chapin has represented sovereign governments, investment and merchant banks, insurance companies, a wide array of industrial private sector companies, and many foreign investors, both individuals and corporations.

Mr. Chapin has served as a Director of the French-American Foundation since 1999, becoming Chairman of the Foundation in 2008. Mr. Chapin is also a Director of Fondation Claude Pompidou, a Trustee of Aperture Foundation and has served as a Director of many public and private companies in the United States and Europe. Mr. Chapin received his bachelor’s degree from Yale University and his LLB from Yale Law School. He served in the United States Marine Corps.

During that time, she also served on an interim basis as Chief Development Officer for several institutions. She began her career as a strategic communications consultant in New York. Margaret Fahey joined the French-American Foundation—United States in 2022 and is currently the Director of External Relations. In this role, Margaret works closely with the President to support development, communications, and programming efforts to elevate the Foundation’s visibility and foster donor and constituent engagement. Margaret also serves as the Foundation’s Board Liaison and on key initiatives, such as the Annual Gala. Prior to joining the Foundation, Margaret lived in Marseille, France as the recipient of a Fulbright scholarship; oversaw domestic and international programming for the American Swiss Foundation; and managed the translation process of clinical trial software at the technology company Clario. Prior to joining FAF, Cindy managed the apprenticeship and internship programs at the German American Chamber of Commerce, where she facilitated partnerships between German universities and U.S. employers, successfully matching students with companies to promote international career development. Cindy holds a BA in English Studies and French, and an MA in American Studies from Rheinische Friedrich-Wilhelms Universität in Bonn. She further enriched her academic background through an Erasmus exchange at University College Cork in Ireland and advanced studies on a Fulbright scholarship at Freie Universität Berlin.

Gabrielle Milligan is a Program Associate at the French-American Foundation. A dual citizen of the United States and France, she previously worked as an elementary and middle school English teacher. She holds a B.A. in Creative Writing with a minor in New Media and Digital Design and an M.A. in English from Fordham University.

Jacques Aschenbroich, born in 1954, “Ingénieur du Corps des Mines”, has held several positions in the French administration and was in the cabinet of the Prime Minister in 1987 and 1988. He then had an industrial career in the Saint Gobain Group, where he managed subsidiaries in Brazil, in Germany and in the United States. He was president of the glass and high performance materials activities, and was Deputy Chief Executive Officer of the Compagnie de Saint Gobain until December 2008. Member of the Board of Directors and Chief Executive Officer of Valeo Group since March 2009, he has been Chairman and Chief Executive Officer from February 2016 to January 2022, and then, Chairman of the Board from January 2022 to December 2022. He is also a Member of the Board of Directors and President of the Governance Committee of BNP Paribas, Lead Independent Director of TotalEnergies, Co-President of the Club Franco Japonais, and Chairman of French American Foundation - France. He is Chairman of the Board of Orange since May 2022. He is an Officier de la Légion d’Honneur and an Officier dans l’Ordre National du Mérite.

Born in Reims, France, Amina Sabeur has followed an atypical path combining her interests in diplomacy, entrepreneurship, and innovative projects with strong social impact.

She began her professional career in Berlin at the German Institute for Security and International Affairs (SWP), then joined the French Embassy in Egypt for three years. In Cairo, she worked on cultural, scientific and archaeological cooperation issues, learned Arabic and deepened her knowledge of the region through numerous field trips. She subsequently joined the WHO (UNITAID) in Geneva in 2008 where she focused on innovative financing for health-related initiatives.

Back in Paris, she fulfilled another dream: to become an entrepreneur. She founded, and managed one of the very first restaurants specialized in gourmet burgers for three years, around the original theme of Super Heroes in the heart of the 9th arrondissement of Paris.

In June 2016, she joined the French-American Foundation - France, where she climbed the ranks to be appointed Managing Director in September 2021. Amina is quadrilingual (English, German, Arabic and French) and holds two Master’s degrees in International Relations and European Affairs, from Sciences Po Lille and from Sciences Po Paris and graduated from the Ecole de Guerre in 2020. She is a Senior Lecturer at Sciences Po Lille where she has been teaching International Relations for the past 15 years.

Amina Sabeur is very focused on social justice issues, and is involved in impact initiatives around gender equality, equal opportunity, education, and access to employment. She supports several students or young professionals on a daily basis. She is Chair of the Board of INCO, a global organization that is working to create new environmentally sustainable and socially responsible economies in 50 countries. Amina was named Colonel (civilian reserve) for the French Space & Air Force in 2022.

Lucy Topaloff joined the French-American Foundation in April 2020, after several years in the non-profit world on both sides of the Atlantic. Lucy is Franco-American, and graduated from Yale University in 2013 with a degree in Political Science, and earning a Packard grant, moved to South Africa for Miracle Feet. This organization aims at eradicating clubfoot. Lucy later worked at their headquarters in North Carolina. In 2016, she moved to France to head the European branch of MakeSense, an organization that supports social entrepreneurs worldwide. Two years later, she was in New York, at the United Nations, to organize the UN Public Service Awards. From there she moved back to France to lead programs at Les Déterminés, a nonprofit that mentors entrepreneurs from the French banlieues. Today, Lucy is Program Director at the French-American Foundation - France, and co-organises the Young Leaders program, the Cybersecurity Conference, French-American Breakfasts and special events. In addition, she volunteers for Get Out The Vote initiatives and volunteers for other social justice NGOs.

Clara Leibundguth is Program Manager of the French-American Foundation – France. She is FrenchCanadian. From 2020 to 2022, Clara was a parliamentary liaison officer for Christophe Castaner, former deputy of the French Parliament for the Alpes-de-Haute-Provence department, and former Minister of Interior under President Macron. Clara earned her undergraduate degree in Political Science and International Relations from Concordia University in Montreal in 2017. She then received her Masters in Politics of Conflict, Rights, and Justice from the School of Oriental and African Studies (SOAS) in London in 2019. Clara is also a graduate of the “Cycle Jeune” of the Institut des Hautes Etudes de Défense Nationale (IHEDN) in Geopolitics, Defense, and Security in Toulon in 2020. Clara has always been very active in philanthropic and volunteer programs. While in high school, from 2009 to 2011, Clara volunteered as a “Jeune Sapeur Pompier de Paris” where she was trained in military and first aid rescue. During university, she spent a gap year in Senegal with the Education Bureau of UNESCO Dakar.
