The CCA should consider to adopt the necessary missing legislation regarding animal health without delay. In particular, they should consider the accelerated adoption of the animal health law and the adoption of specific and detailed rules for disease controls, applicable in the whole territory, in line with the requirements of Article 8, Paragraph 1, 1, a) of Directive 2002/99/EC.
1. Federal Law of Animal Health under review by the Ministry of Justice and the MOEW will coordinate with the Ministry of Justice to speed the issuance of the law 2. the ministry will adopt specific rules ( at federal level ) for control epidemic diseases in coordination with the concerned competent authorities (CA) especially against FMD , brucella ,T.B , in line with the requirements of Article 8, Paragraph 1, 1, a) of Directive 2002/99/EC. Completion/closing date: 31- December 2011

The CCA should consider to improve the organization and functioning of their services at different levels, in line with Article 8, Paragraph 1, 1, b) of Directive 2002/99/EC. This should in particular cover an improvement of the coordination between the different levels of the CA and increased transparency.

Formulation of a team in ministry of environment and water (CCA) to carry out the following; • distribute the responsibilities between ministry of environment and water( CCA) and local authorities (CA) concerning animal health issues • coordination of activities between ministry of environment and water( CCA) and local authorities (CA) concerning animal health issues • set up a comprehensive maps to show the location of federal and local veterinary clinics completion date for formulation the team: completed completion date for carrying out the tasks of the team: April - 2012

The CCA should ensure that laboratories involved in the official Implementation of quality assurance ISO17025 for the Central control apply the principles of internationally recognised quality laboratory in ministry of environment and water . assurance techniques, such as ISO/IEC 17025 or equivalent, and use internationally recognised quality assurance programmes Completion date: September 2013 /standards, where available, for standardising test methodologies and testing proficiency to ensure the reliability of analytical results.

The CCA should consider to improve disease notification and control systems, in line with Article 8, Paragraph 1, 1, i) of Directive 2002/99/EC.
The ministry of environment and water(CCA) in coordination with the concerned competent authorities will set the rules for control of epidemic diseases, especially against FMD , brucella ,T.B & improve disease notification, in line with Article 8, Paragraph 1, 1, i) of Directive 2002/99/EC. In order to be able to provide reliable guarantees on the origin of 1- Assign a committee for the Program of National Identification and animals used for the production of camel milk for export, in line Traceability. (Done by the Decree No354. For the year2010 ) with the requirements on good certification principles of 2- The Ministerial Strategic Plan (2011-2013) includes: Directive 96/93/EC, the CCA should consider:to extend the 2.1 A ministerial resolution will be issued concerning the Regulations animal identification and registration system which has been put for National Animal Identification and Traceability for the fiscal in place by one of the Emirates, but only when an assessment of year (2011-2012) its implementation in practice has been conducted by all relevant 2.2 Preparing a ministerial decree for the Transporting and Tracking Animals on a National level for the fiscal year (2011-2012) authorities,organise a system of movement controls for live 2.3 Assign and unify code numbers for premises in which code animals, in particular but not exclusively in the event of disease

The CCA should consider reinforcing import conditions and controls in line with Article 8, Paragraph 1, 1, i) of Directive 2002/99/EC
Action Proposed by the Competent Authority numbers of each emirate, Region, Area, and Village (Ezab) will be established for the fiscal year 2011- 2012. 2.4 Preparing a National Plan for Identification and Traceability (NPIT), in coordination with the National Bureau of Statistics and Local authorities for the fiscal year 2012-2013 2.5 Assign a code number for none producers for the fiscal year.
