CITY OF HAPPY VALLEY STEEP SLOPES AND NATURAL RESOURCE ENVIRONMENTAL REVIEW PERMITS FOR THE BITAR RESIDENCE LOCAL FILE NO. ERP-08-16/ ERP-09-16 May 26, 2016

City staff has reviewed the subject applications for two Environmental Review Permits (ERPs), File Nos. ERP-08-16/ERP-09-16, one for Steep Slopes and one for Natural Resources, for property described as Clackamas County Assessor Map Number 12E26CB: Tax Lot 300. The applicant proposes to develop a two-story detached single-family residence with attached garage on a 5.14 acre property. The first ERP is required due to the presence of Steep Slopes (both transition slope and conservation slope areas). The second ERP is due to the presence of Natural Resources – Water Quality Resource Area (WQRA) – located on the site. As part of the proposed ERPs, the applicant will be required to “mitigate” for any impacts to the onsite resources. The subject property is located Southeast of SE Ridgecrest Road and SE Ridgecrest Court, approximately 900 feet east of the intersection of Ridgecrest Road and Mt Scott Boulevard. The site is presently undeveloped. It has been determined that the proposed applications, ERP-08-16/ERP-09-16, comply with the requirements of the City’s Land Development Code (LDC) and are therefore APPROVED subject to the findings, conclusions and conditions of approval in this report.
