New District Strategic Plan
On June 25, 2018 the Owatonna School Board officially approved the strategic plan, which includes a new district mission, vision, core values and commitments. The District began work on the new Strategic Plan in February 2018. Work continued for the next five months including gathering input from over 20 small groups, hosting an open community forum, posting a series of questions on our district Facebook and Twitter accounts and conducting an online survey which was sent to all district staff. Analysis of the input was conducted by a core planning group with representation from all of the small groups, who developed key trends and big ideas. This information was then shared with the school board to review and approve the strategic plan which will guide district work and planning for the next five years.

Community Task Force on Facilities On July 9, 2018 the Owatonna School Board approved the Community Task Force on Facilities to be reconvened to study the Owatonna Public Schools’ facilities and update the long-range Facilities Master Plan (initially adopted by the Board in 2015) for recommendation to the School Board. The Master Plan recommendation
will be based on building capacity, current and projected enrollment, educational needs of the School District, alignment with the District’s Strategic Vision, safety and security, community recreation and financial stewardship. The Community Task Force on Facilities, has over thirty community members serving
on the task force and in August started the series of meetings to ultimately develop and update the comprehensive long-range Facilities Master Plan . A midprocess board update will be given on Monday, September 24, followed by a Community Input Session hosted on Thursday, October 11 from 6:00-8:00 p.m.
in the Owatonna High School, Small Group Forum. The Owatonna School Board will receive the recommendation from the Community Task Force on Facilities on November 26, 2018 with discussion on Monday, December 10, 2018. Additional information can be found on the District’s website.

Across the District Public notice regarding protection and privacy of pupil records Pursuant to applicable law, Independent School District No. 761 gives notice to parents of students currently in attendance in the school district, and eligible students currently in attendance in the school district, of their rights regarding “directory information.” “Directory information” includes the following information relating to a student: the student’s name; address; photograph, dates of attendance, grade level; enrollment status, participation in officially recognized activities and sports; weight and height of members of athletic teams; degrees, and honors and awards received and the most recent educational agency or institution attended. “Directory information” also includes the name and address of the student’s parent(s). “Directory information” does not include identifying informa-
tion on a student’s religion, race, color, social position or nationality. Student photographs are not directory information, but are published annually in the school year book. • The information listed above shall be public information which the school district may disclose
from the education records of a student or information regarding a parent. • Should the parent of a student or the student so desire, any or all of the listed information will not be dis¬closed without the parent’s or eligible student’s prior written consent except to
school officials as provided under federal law. • In order to make any or all of the directory information listed above “private” (i.e. subject to consent prior to disclosure), the parent or eligible student must make a written request to the building principal within 30 days after the date of the publication of this notice. This written request must include the following information: (1) Name of student and parent, as appropriate; (2) Home address; (3) School presently attended by student; (4) Parent’s legal relationship to student, if applicable; (5) Specific category or categories of directory information which is not to be made public without the parent’s or eligible student’s prior written consent.
New District Logo After the approval of the new Strategic Plan in June, the search for a graphic designer to assist with a new district logo was implemented. The criteria for the search was simple, the graphic designer needed to be an alumni of Owatonna High School. After reviewing many very qualified applicants, the District decided on Ben and Mandy Spinler, both of whom are Owatonna alumni.
On July 25, 2018 the Owatonna School Board approved a new district logo. Input for the design came from the newly approved Strategic Plan. The new logo takes on a modern spin to the past district logo of the three graduates, with the new district logo displaying a graduation hat over the ‘O’ of Owatonna, which could also be viewed as an upward arrow.

With district moving From Microsoft Office to Google G Suite comes new emails

Starting this school year, -District employees and students owill be moving from Microsoft nOffice to Google G Suite. The ldecision came after months of ,research, including reaching -out to over 50 Owatonna Public -Schools students at all schools. lThe students were given the optportunity to test drive the new nGoogle G Suite format and cor-responding Google Chromedbooks. (A Google Chromebook is a laptop that runs on Google’s

Chrome operating system.) Every student, without hesitation, said they wanted to see Owatonna Public Schools move to Google G Suite, instead of using Microsoft Office which is what was currently being used in the classroom. The uncomplicated desktop for students allows for flexibility, simple collaboration form one central location and an individualized learning experience. G Suite for Education is designed with features such
as, Gmail, Docs, Sheets, Slides, Hangouts and more, making work easier and brings teachers and students together. With the change to Google G Suite, all district email addresses have now changed to username@isd761.org. People will still be able to send emails to the old email address of username@ owatonna.k12.mn.us throughout the 2018-2019 school year, as it will not expire until the summer of 2019.

Across the District Notification of rights under the Protection of Pupil Rights Amendment (PPRA) PPRA affords parents of elementary and secondary students certain rights regarding the conduct of surveys, collection and use of information for marketing purposes, and certain physical exams. These include, but are not limited to, the right to: • Consent before students are required to submit to a survey that concerns one or more of the following protected areas (“protected information survey”) if the survey is funded in whole or in part by a program of the U.S. Department of Education (ED)– 1. Political affiliations or beliefs of the student or student’s parent; 2. Mental or psychological problems of the student or student’s family; 3. Sex behavior or attitudes; 4. Illegal, anti-social, selfincriminating, or demeaning behavior; 5. Critical appraisals of others with whom respondents have close family relationships; 6. Legally recognized privileged relationships, such as with lawyers, doctors, or ministers; 7. Religious practices, affiliations, or beliefs of the student or student’s parent; or 8. Income, other than as required by law to determine program eligibility. • Receive notice and an opportunity to opt a student out of – 1. Any other protected information survey, regardless of
funding; 2. Any non-emergency, invasive physical exam or screening required as a condition of attendance, administered by the school or its agent, and not necessary to protect the immediate health and safety of a student, except for hearing, vision, or scoliosis screenings, or any physical exam or screening permitted or required under State law; and 3. Activities involving collection, disclosure, or use of personal information collected from students for marketing or to sell
or otherwise distribute the information to others. (This does not apply to the collection, disclosure, or use of personal information collected from students for the exclusive purpose of developing, evaluating, or providing educational products or services for, or to, students or educational institutions.) • Inspect, upon request and before administration or use – 1. Protected information surveys of students and surveys created by a third party; 2. Instruments used to collect

personal information from students for any of the above marketing, sales, or other distribution purposes; and 3. Instructional material used as part of the educational curriculum. These rights transfer from the parents to a student who is 18 years old or an emancipated minor under State law. Independent School District #761 will develop and adopt policies, in consultation with parents, regarding these rights, as well as arrangements to protect student
privacy in the administration of protected information surveys and the collection, disclosure, or use of personal information for marketing, sales, or other distribution purposes. Independent School District #761 will directly notify parents of these policies at least annually at the start of each school year and after any substantive changes. Independent School District #761 will also directly notify, such as through U.S. Mail or email, parents of students who are scheduled to participate in the specific activities or surveys
noted below and will provide an opportunity for the parent to opt his or her child out of participation of the specific activity or survey. Independent School District #761 will make this notification to parents at the beginning of the school year if the District has identified the specific or approximate dates of the activities or surveys at that time. For surveys and activities scheduled after the school year starts, parents will be provided reasonable notification of the planned activities and surveys listed below and be provided an opportunity to opt their child out of such activities and surveys. Parents will also be provided an opportunity to review any pertinent surveys. Following is a list of the specific activities and surveys covered under this direct notification requirement: • Collection, disclosure, or use of personal information collected from students for marketing, sales, or other distribution. • Administration of any protected information survey not funded in whole or in part by ED. • Any non-emergency, invasive physical examination or screening as described above. Across the District Fall Community Education brochures to mail Sept. 4 Fall Community Education Brochures will be placed in the US Mail Service the week of Sept. 4 and will be delivered to every household within the Owatonna school district. Online registration for adults and youth programs will also begin on Wednesday, Sept. 4 at 6 a.m. On-line registration at www. owatonnacommunityed.org is a fast and efficient way to get registered for the classes you want. Many classes begin the week of Sept. 24 with several others, including trips and workshops scheduled throughout the months of October, November and December. Most offerings have a limited number of slots available, so register early! Registration is on-going until all class seats are filled. As soon
as a brochure copy is ready for viewing, it will be posted to the community education website listed above. Check back often for a preview of special programs and events planned with you and your family in mind! Early childhood screening available Appointments are now being accepted for families with children ages 3-5. Early Childhood screening is mandated by the State of Minnesota prior to public school kindergarten entry. The purpose is to confirm for families that their child is developing normally and ready for the school experience. Fami lies wit h chi ldren between the ages of 3-5 will alphabetically receive a postcard notice to schedule an appointment. Families may also call 444-7900 to schedule an
appointment at any time. Screenings are held Thursday afternoons and evenings, with one Saturday morning a month available for appointments. Screenings take approximately an hour to complete. Families new to Owatonna with a kindergarten student who has not previously been screened, can call Community Education right now to get their child’s screening completed. Across the District Adult Learning Center opens Brochures for Preschool Learning for Children Ages 0-5 for registration on Aug. 27 new or reformatted in our class schedule. New class schedules will be mailed to all current and former students. New students are welcome to stop into the Adult Learning Center at Roosevelt Community School to pick-up a class schedule, or call Kim at 444-7925 to have a schedule mailed. Advance registration for Adult Learning Center classes is recommended to ensure a seat. Adult Learning Center services are free of charge. The Adult Learning Center is for adults to receive personal and confidential attention to their educational needs. Instruction is offered in the subject areas of reading, writing, vocabulary, English, spelling, math, ESL, career and college readiness, on-line learning and preparation for work and a transitioning into a job search. The Adult Learning Center is located in the Roosevelt Community School. Adults can choose between traditional class formats, small group, individual tutoring or learning in our state-of-theart computer lab. The Early Childhood brochure featuring parent and child together learning opportunities will be direct mailed to families with children 0-5 years of age. Brochures have been mailed to households with young chiildren and registration begins on Friday, Aug. 24. The on-line registration feature is now available for ECFE Registrations and will go live on Aug. 24 at 8 a.m. Families are also welcome to call 444-7900 beginning at 8 a.m. on Aug. 24, or stop by Roosevelt Community School with your registration requests. Registration for early childhood programs remains open until class slots are filled. Families are encouraged to select the waiting list option if preferred classes are full. New class offerings will be built for those classes with full waiting lists as space and instructors are available. Fall parent/child and child-only classes begin Sept. 11.
