Spring weather outlook favorable for planting

It could be off to the races this planting season in Illinois if a longterm weather outlook comes to fruition. Eric Apel, an independent ag meteorologist who also works for Precision Planting, believes weather conditions could begin to heat up this spring around late March or early April. “I think March will start out cold and turn warm to warmer-than-normal the last 10 days (of the month),� Apel said. The classic “in like a lion, out like a lamb� scenario for March could be followed by unseasonably warm temperatures in April and May. Apel also anticipates a normal precipitation pattern those two months, a combination which, if realized, would be quite

favorable for planting and crop emergence. Apel based his predictions on analogue years (1952, 1959, 1977 and 1978) that feature weather patterns comparable to this year. He believes water temperatures in the Pacific Ocean could remain neutral from February to May, and warm up late spring and possibly induce a weak El Nino. An El Nino then could set in from June to August. El Nino, if realized, could increase the chances of a mild summer in Illinois. Apel also foresees a decreasing amount of solar activity, which also could increase the odds of a mild summer. “I anticipate normal to below-normal temperatures from June to August,� Apel said. “Hot spells are possible, but not long term.�

more than 5 million metric tons (mmt) of U.S. corn. American exports to China slowed the last two marketing years, likely due to the relatively high price of U.S. corn, Dillivan noted. Imports of only 4 mmt in the 2013-14 marketing year reflect China’s refusal to import U.S. corn because of MIR 162, he said. Although historically a net exporter of corn, Dillivan said China’s domestic consumption of corn is projected to overtake the country’s corn production as early as 2016. With China’s increased demand for livestock products driving corn utilization, a modest increase in yields and fixed acreage suitable for cultivation limits that country’s domestic corn production. USDA projects China will need to begin importing significant amounts of corn as early as 2016 and ultimately close to 22 mmt by 202324. That corn deficit will likely be filled by the U.S. and a few other corn exporting countries, Dillivan concluded.

Outlook 2015: Acreage may be surprising

Since the corn market collapsed during the last half of summer 2014, the talk in the trade has been about potential acreage for the 2015 crops. But through much of the pre- and post-harvest period, the discussion has mostly centered around the Dale Durchholz mix of plantings in 2015. We believe the discussion needs to start not with the mix, but with the total acreage of all crops that may be planted in 2015. It’s notable that the total acreage planted (plus prevent plant) rose from a 2006 low to its highest level this past year. That came with a sharp rise in insurance guarantees into the 2011 crops, only to see them drop off somewhat the following couple of years, while last year’s guarBY DALE DURCHHOLZ

antees were notably lower. Corn may be the singular most interesting example, seeing plantings rise as the spring insurance guarantees rose. And as those insurance guarantees eroded, acreage slipped away, initially into other crops. But it’s notable that the total acreage planted to all crops, along with acreage in the Conservation Reserve Program (CRP), declined slightly this past year. As we see it, there may be a possible broad parallel with the implications the set aside program had on acreage in the late 1970s and again in the early 1980s. In those years, even though plantings declined with a set aside, the combination of acreage planted and set aside increased in years with a set aside or larger set aside. As the set aside was reduced (or eliminated), the combined planted and set aside acreage declined. In essence, when producers were paid to not plant, we tended “to find”

acreage, only to lose it again when they weren’t paid. The 1982-84 experience was probably the most dramatic example. There was a small set aside in 1982. But in 1983, the government paid farmers to not plant land to the extent they allowed producers to buy whole farms out of production. They were not paid in cash, but with bushels of grain held in the “grain reserve program,” the first PIK program. be slightly worse. That is not an incentive to continue intensive production on lower quality land, including land that “came out of ” the CRP program. That fits with some talk we heard this past fall of land that had been devoted to crop production the last few years being reseeded back to pasture. We wouldn’t be surprised at some being diverted to hay or other forages with the renewing interest in beef production. As a result, anticipating a possible decline in the total acreage in 2015 should be anticipated. The popular wisdom has been that acreage will be shifted from corn to soybeans again this year because of the price ratio and the high input costs for corn. But we wouldn’t be shocked to see soybean plantings no larger in 2015, while corn plantings are likely to decline. A similar phenomenon occurred in 1977-80, but the changes were less dramatic. While grain prices were rising from their 2005 lows into their 2012 highs (wheat prices were higher, but not as high as its exaggerated peak in 2008), acreage in the CRP was reduced 12 million through reductions in government budget allocations for the program. High crop insurance guarantees came at a time when most of that land was coming out of the CRP, potentially attracting a significant portion of it into row crop/small grains production. As insurance guarantees have subsided and production costs remained high, there’s less incentive to continuing intensive production on this lower quality land. Returns to land and operators have consistently declined for corn and soybeans since their respective 2011 and 2010 peaks. The current forecasts for 2015 are no better than they were in 2014, and could

Fertilizer outlook: weak fall meets uncertain spring

Fall was not great if you were in the fertilizer business. Wet conditions limited fieldwork and fertilizer applications. With this year’s strong yields and the need to replenish nutrient offtake, most fertilizer folks thought fall usage would be brisk in spite of lower grain prices and expectations for weaker production economics for the 2015 crop. Now as we look to spring, the question is: Was it really the wet conditions that limited fall applications? Were they really that limiting? So, everybody up and down the supply chain is cautious about having too much inventory.On top of that, farmer prepay buying for spring, prior to yearend, appears to have been relatively light; so dealers are that much more hesitant to position lots of unsold inventory for spring at this moment. There’s some new production globally that could come on stream prespring (Saudi Arabia, China, Indonesia, Canada, and Venezuela). But it won’t be in time to materially affect supply and pricing pre-spring. (Potash imports from Belorussia are new and are causing a lot of talk, but tightness in tradi-

tional supply from Canada probably offsets most of this.) All in all, it looks like fertilizer prices will be pretty flat going into spring from this point. What happens in season is another matter. If demand turns out to be bigger than the industry’s cautious “guesstimates,� prices could move up quickly. Illinois farmers bank on Cuba President Barack Obama’s announcement late last year to normalize relations and open up U.S. business opportunities with Cuba could open a lot of doors for Illinois farmers. Perhaps the most valuable of all of the president’s immediate changes is the ability to use U.S. banks for receiving direct payment. Under current sanctions, U.S. food and agriculture companies can legally export to Cuba. However, financing and trade restrictions Duane Dahlman limit the ability of those companies to compete. Now, Cuba trade policies could have significant, positive impacts for U.S. exporters. By not having to make payments through third-party countries, transaction costs will drop. Trade may occur more quickly as U.S. exporters ship goods before receiving cash payments, although those payments must be received before title of ownership is transferred. rily based on cost. Lowering trade transaction costs with the U.S. will enhance our position as low-cost supplier. The strengthening U.S. dollar is a concern, but our ample supply, quality commitment and geographic advantage should more than compensate. Cuba relies solely on foreign suppliers for soybeans, so the U.S., and specifically Illinois, has an opportunity to gain new business. The U.S. exported more than $108 million in soybeans and meal to Cuba in 2013. In the last marketing year, Cuba imported more than 2 million bushels of whole U.S. beans and the equivalent of more than 6 million bushels of U.S. soybean meal. However, the U.S. is no longer the dominant supplier. Brazil and Argentina have taken our place. While we are shipping soybeans into Cuba this year, exports are down from last year. ISG has been leading efforts to change that trend, including visiting Cuba and meeting with officials four times since 2012 and engaging Illinois legislative and business leaders. Last November, ISG and the Illinois Cuba Working Group (ICWG) attended the Havana International Fair to build trade. Last month, we assisted in creation of the U.S. Agriculture Coalition for Cuba. We believe normalizing trade relations between the U.S. and Cuba will enhance Cuban citizens’ access to affordable food, while providing the U.S. agriculture community with new market opportunities. When that Palmer amaranth seed germinates in the new habitat, it grows so rapidly that many times herbicides are unable to control this weed once we realize it is there, allowing that plant to produce an average of 400,000 additional seeds. If fortunate enough to identify and control Palmer amaranth before it gets too tall, it may still be difficult to keep the field clean through harvest as Palmer amaranth seed can germinate throughout the growing season. Additionally, due to the pollen shed from male plants, Palmer amaranth is easily able to genetically spread herbicide resistance from one plant to another.The spread of this weed

Since the discovery of glyphosateresistant Palmer amaranth in Illinois in 2010, there has been an increase in concern among retailers and producers about the possibility of an infestation being identified near them. This concern is not without merit. It is the nightmare species that keeps many weed scientists up at night. Once this weed has established itself in a field, it is almost impossible to eradicate. Characteristics that make Palmer amaranth such a difficult weed to manage include ease of spread, extended emergence patterns, tremendous growth rate, high seed production and ability to develop resistance to herbicides. While a pre-emergence herbicide is a good start to a successful herbicide program, a post-emergence herbicide with residual activity will still be necessary. Additionally, scouting all fields for new infestations or additional emergence throughout the season will ensure proper actions are taken to mitigate the issue before it becomes widespread. Multiple resistance, including metabolismbased resistance, poses the biggest obstacle to successful chemical control of waterhemp. More Illinois farmers will gain experience with Palmer amaranth this year. Our most recent surveys have identified populations in approximately one-third of Illinois’ counties. Palmer amaranth is a weed species that must be thoughtfully and carefully managed. Simply attempting to control Palmer amaranth often leads to ineffective herbicide applications, substantial crop yield loss and increasing weed infestations. Ignored or otherwise not effectively managed, Palmer amaranth can reduce corn and soybean yield to near zero. And finally, Illinois weed management practitioners once again have a university-generated weed management guide. The 2015 Weed Control Guide for Ohio, Indiana and Illinois contains 212 pages of weed management information, including weed response ratings for corn and soybean herbicides. Information and recommendations for managing weeds in small grains and forages is included along with more specific information about and control recommendations for several problem weed species. Cooke: Drainage systems have untapped potential to improve yields, environment

Illinois farmers and landowners over the years installed subsurface drainage on more than one-third of cropland acres with a primary goal of boosting crop output. Drainage systems currently exist on about 10 million of the 24 million acres of cropland in the state, according to Richard Cooke, University of Illinois agricultural and biological engineer. And while most systems are quite effective removing water from fields, Cooke believes tweaks to systems and more emphasis on conservation drainage can maintain or increase crop yields and decrease nitrogen runoff. He discussed the idea of optimizing drainage systems to improve yields and water quality recently at the U of I Corn and Soybean Classic in Peoria. “Most tile systems were designed to remove water quickly,” Cooke said. “The main impetus was to improve crop yields.” However, nitrogen runoff via tile lines in the Midwest can reduce yield potential and wind up in the Gulf of Mexico via the Mississippi River. Higher nitrate loads in the Gulf of Mexico help create a hypoxia zone, or dead zone, off the U.S. coast. “In light of the importance of

drainage to agriculture in the state, conservation drainage practices should reduce nutrient transport from drained land without adversely affecting drainage performance or crop production,” Cooke said.

Two conservation drainage practices, drainage water management and bioreactors, are eligible for cost-share in Illinois. Drainage water management consists of a control structure placed at the outlet of a tile to control the outlet level. This feature allows farmers to actually store water in the soil profile to reduce nitrate loading from tile effluent or retain water in the soil during

the growing season. Drainage water management can boost yields 3 to 5 percent and reduce nitrate loads by 40 to 60-plus percent, according to Cooke. It works best on flat fields. Cooke estimates drainage water management could be suitable on about 2 million acres of cropland in Illinois. “Right now, there’s only about 10,000 acres of drainage water management,” he said. “So, it has great potential.” Farmers who produce crops on more rolling ground could use bioreactors for conservation drainage. Bioreactors consist of a buried trench with woodchips that acts as a filter for tile water before it enters a surface water body. Meanwhile, a trend in recent years to install tile closer together may not be worth the investment based on U of I research. A tile spacing/depth study conducted in a Livingston County field since 2003, which compared tile at a depth of 2.5 feet with 60 feet spacing to tile at a depth of 3.5 feet and 80 feet spacing, found no economic boost from the narrow-spaced tile. In fact, the wider system performed better in wet and dry years with less yield variability than the narrow system, Cooke reported.
