STATEMENT FROM THE MINISTER OF CITIZENSHIP AND IMMIGRATION ON PROPOSED CHANGES TO THE CITIZENSHIP ACT Finley, Minister of Citizenship and Immigration, appeared before the Standing Committee on Citizenship and Immigration and issued the following statement on proposed changes to the Citizenship Act involving cases that have become known as “lost Canadians.” “Canada's New Government has taken decisive action to resolve many of the cases that have been brought to our attention. However, more action is required. That is why today, I announced that I plan to introduce new legislation to amend the Citizenship Act. This will mean that anyone born in Canada on or after January 1, 1947, will have citizenship even if they had lost it under a provision of the 1947 Canadian Citizenship

CANADA REVENUE AGENCY LAUNCHES CONSULTATIONS WITH SMALL AND RURAL CHARITIES Ottawa, Ontario, October 9, 2007... Minister of National Revenue Gordon O'Connor today announced a series of consultations with small and rural charities. As the federal charities regulator, the Canada Revenue Agency (CRA) wants to better understand the unique service needs and compliance challenges of small and rural charities. “Canada's New Government recognizes the unique needs of these organizations,” stated Minister O'Connor. “I look forward to receiving the results of these consultations and reviewing the recommendations.” A series of workshops will take place in October 2007 in Toronto, Saskatoon, Lethbridge, Kelowna, Trois-Rivières and Moncton. A panel containing six to nine individuals from small and rural
charities, chaired by the CRA, will then meet in November 2007 to develop recommendations for the Minister of National Revenue. The panel is expected to deliver its recommendations by the end of December 2007. The CRA recognizes that most small and rural charities have limited resources and rely mostly on volunteers to carry out their activities, which can limit their ability to meet their obligations and maintain their status as a federally registered charity. Human Resources Agreement Reached For Harmonization Of Ontario Corporations Tax With Federal Regime Streamlining Will Save Ontario Businesses Up To $190 Million A Year Ottawa, Ontario, July 31, 2007‌ The Canada Revenue Agency (CRA) and the Ontario Ministry of Revenue have signed a Human Resources Agreement that represents a significant step in the move to federal administration of Ontario's corporate taxes. The agreement outlines employment opportunities at the CRA for Ontario staff currently involved in corporation tax audit, appeals and advisory roles, and describes how the two organizations will manage the movement of employees who accept job offers from the CRA. Three Citizenship Judge Appointments Ottawa, October 15, 2007 — The Honourable Diane Finley, Minister of Citizenship and Immigration Canada, today announced the appointment of three Citizenship Judges. Alain GariÊpy was appointed for a three-year term. Suzanne Pinel was reappointed to a three-year term, and Barbara Seal was reappointed for a one-year term. Prior to his appointment as a Citizenship judge, Alain GariÊpy, was a consultant in Indian Affairs, land use planning, natural resources management, environment and parks. He has also held various managerial positions within the Ministry of the Environment in the Government of Quebec. Judge GariÊpy received his licence in Geography and his Master of Arts from the UniversitÊ de MontrÊal. Suzanne Pinel, an Ottawa-based Citizenship judge since 1998, has had a distinguished career as a teacher, performer and counselor, focusing her energies toward helping children. Judge Pinel is best known for her work in television and the arts. She has worked in both radio and television, and has released several albums and videocassettes, including educational materials for schools. She received
a Diploma in Public Health Nursing and a Bachelor of Science in Nursing from University of Ottawa. Barbara Seal, a Citizenship judge in Montreal since October 1997, was also reappointed. Judge Seal was a City Councillor for the Town of Hampstead. Prior to that position, she was the President of Hampstead Municipal Recreational Association. Judge Seal is a former Member of the Conseil des Arts de la CommunautĂŠ urbaine de MontrĂŠal and the Board of Directors of Place des Arts. Citizenship judges are responsible for making decisions with regard to citizenship applications, presiding over citizenship ceremonies and administering the oath of citizenship to new citizens. Citizenship judges are appointed by the Governor in Council on the recommendation of the Minister.

Questioning the method and pace of application processing at different Canadian missions, the opposition MP said there should be no discrimination against any particular nation or profession. Greece, from Europe, from south Asia, or from China," he said. Currently, Canada has an immigration backlog of more than 800,000. The present Tory government says it rose from 50,000 to current levels because of the negligence during the 10year rule of the Liberal party. There have been suggestions to raise the intake of immigrants to 260,000 each year to clear this backlog. It has also been proposed that 80,000 foreign students studying in Canada should be allowed to apply for permanent residence from within Canada to meet shortage of skilled workers and ease pressure on missions abroad.
