We are very pleased to present this Annual Report that summarizes our accomplishments during Fiscal Years 2012 and 2013. Our fiscal year begins July 1 and ends June 30. Generous donations from people like you help ensure that the Fairfax County Park Authority and the Park Foundation continue to enhance the quality of life for all Fairfax County residents. Thanks to you, our donors, • The Nautical Cove at Chessie’s BIG Backyard at Lee District Park is now open and children ages 2-5 now have a fully accessible playground; • More than 1700 children received Rec-PAC scholarships to attend summer camp in FY12; • 70 children living in homeless shelters or transitional housing attended summer camps in both 2012 and 2013 through the PACT scholarship program; • The Invasive Management Area Program (IMA) restored 50 acres of valuable forest ecosystems in 40 local parks; and • More than 1,000 students were educated about the importance of protecting the environment through the Meaningful Watershed Education Experience (MWEE). The Fairfax County Park foundation The Fairfax County Park Foundation (FCPF) inspires philanthropy and a passion for parks in Fairfax County that help bridge the gap between identified needs and available public dollars for our parks and open space. The Park Foundation supports the Fairfax County Park Authority (FCPA) by raising private funds, obtaining grants and creating partnerships that supplement tax dollars to meet our community’s needs for programs, scholarships, services, parkland and facilities. The Park Foundation seeks to create innovative partnerships with individuals, corporations and charitable organizations to provide quality educational and enriching programs; healthy recreational opportunities for disabled and low-income children and families; preserve open space; improve parks, trails and recreational facilities; and restore and enhance historic sites and nature centers. As the county seeks to trim its budget, the work of the Park Foundation becomes more important than ever. The Park Foundation’s major programs benefit those who don’t have a large constituency — children, individuals with disabilities, and low-income families. The Park Foundation raised more than $1.2 million in FY12 and FY13 to help support a wide variety of Fairfax County Park Authority programs and projects. The Fairfax County Park Authority is a wellestablished, high performing organization. FCPA was re-accredited with the Accreditation of Park and Recreation Agencies’ (CAPRA) in October 2013. The accreditation ensures that an agency has met national standards designated as important to quality operations. In addition, The Park Authority recently won the National Gold Medal Award for excellence in parks and recreation and is now a three-time winner of this prestigious award. In a recent survey by George Mason University, 79% of county households identified themselves as park users and 80% said they consider parks “extremely” or “very important” to their quality of life. Yet the Park Authority receives only 0.656% of Fairfax County’s General Fund budget. Thus, the Park Foundation’s efforts to support the Park Authority’s non-revenue generating programs, such as arts and cultural events; services to low-income, at-risk 4
and residents with disabilities; playgrounds; trails; and natural resource and historic education and preservation are more critical than ever in these challenging economic times.

Even during these challenging economic times the Park Foundation has been a significant fiscal resource, raising more than $1.2 million in the last two years that helped build and maintain trails; removed non-native invasive plants; funded scholarships for classes, swimming lessons for low-income families, and Rec-PAC summer camp slots. Their funding has also contributed towards the construction of two fully accessible playgrounds, funds environmental classes for school age children and supports other superb, well-loved community programs. The residents, organizations, and corporations of Fairfax County continue to inspire both the Park Authority and the Park Foundation. Your generous donations and continued support through partnerships and volunteerism fuels the boards and staff to seek more ways to serve our residents. The Park Foundation supported the following programs and projects that improved the quality of life for Fairfax County residents during 2012 and 2013 Colvin Run Mill Wins Coveted National Grant Award! Colvin Run Mill has long been one of the most popular historical locations in Fairfax County and it was recently the recipient of a $75,000 grant from the 2013 Partners in Preservation social media contest sponsored by American Express and the National Trust for Historic Preservation. Built c. 1811, Colvin Run Mill is the sole surviving operational 19th century water-powered mill in the Washington metropolitan area. The grant will help restore the mill machinery so that it will be one of the few fully operational gristmills in the world! Colvin Run Mill is a popular educational and tourist site with more than 15,000 visitors each year. Representing a “working class� history, the Mill and other property buildings help to interpret and preserve a technological and social legacy. Colvin Run Mill placed fourth in this national contest through use of an aggressive social media competition that utilized Facebook, Twitter, Instagram, FourSquare, website, and email communication tools. The campaign was an effective partnership between the Fairfax County Park Foundation, Fairfax County Park Authority, Fairfax County Office of Public Private Partnerships and Visit Fairfax. Fairfax County Board of Supervisors Chairman Sharon Bulova, Supervisors Gerry Hyland 6
and Michael Frey, Delegates Ken Plum and Barbara Comstock collectively encouraged votes for Colvin Run Mill. Supporters from Fairfax County and beyond voted daily to ensure that Colvin Run Mill was in the running for this prestigious award. The Park Foundation is grateful to everyone who voted!
Summer Shines In Fairfax With The Summer Entertainment Series And Arts In The Parks One of the most popular events in Fairfax County is the twenty-year old Summer Entertainment Series that is held throughout the summer in 8 Supervisory Districts at 16 venues. The Fairfax County Park Authority, in partnership with the Board of Supervisors and generous sponsors, presents quality concerts, shows and movies for family entertainment in an outdoor setting. The musical entertainment includes country, rock, folk, pop, jazz, soul, Motown, chorale, Celtic, big band, Cajun and many cultural groups that perform Taiwanese, Korean, Greek, Chinese, Caribbean, Indonesian, Salsa , Bolivian, Mariachi, Vietnamese, and Indian dance and music that represent our diverse community. These free events are held Wednesday through Sundays. So bring a blanket and a picnic and join us under the stars next summer while being entertained by some of the best regional and local entertainment in the area!
Lee District Family Recreation Area at Lee District Park and Chessie’s BIG Backyard Chessie’s BIG Backyard has brought smiles to hundreds of faces, laughter from children of all ages and abilities, and thankfulness from parents whose children needed a playground with full access to all the facilities. Chessie’s BIG Backyard first play area was built in 2011. Since that time, more than 300,000 children ages 5–12 and adults have found delight playing on the Tiki Village themed area slides, swings and bars. Children with special needs are able to play alongside all their friends due to the generosity of our supporters.
To the delight of children, puppeteers, musicians, jugglers, magicians, and pirates perform through the Arts in the Parks program. These live, quality entertainment programs engage children in cultural arts while providing an alternative to indoor activities. Performances are targeted to preschool through elementary school-age children and their parents. These very popular Saturday and Wednesday morning performances have audiences ranging from 150 to 400 and the 40 performances have a total attendance of over 10,000 each summer. Join us next year at Burke Lake Park, E.C. Lawrence Park, Lake Fairfax Park, Mason District Park and Frying Pan Farm Park where you and your children will spend a fun and entertaining hour! The recently opened Nautical Cove play area will complete Chessie’s BIG Backyard playground and will feature a shade awning to protect children ages 2-5 from the harsh sun. Chessie’s offers a free, unique destination playground in Fairfax County that provides day-long activities for all children – toddler to pre-teen and children of all abilities.
The Park Foundation is always honored when supporters raise money for a project. We were especially grateful when a remarkable young man, Rohil Bhinge, learned that the Foundation needed to raise $1 million for Chessie’s BIG Backyard and took it upon himself to hold a Fun Run to help raise money for the accessible playground. Rohil was only 9 when he organized the first run in 2011. “Children with disabilities don’t really get a chance to participate in things, and that’s why I found this park really special,” said Rohil. He wrote a business plan, compiled his invitation list and recruited 7
that would otherwise be prohibited. Yes, it’s hard to believe that in Fairfax County that 1 in 17 people are defined as low-income with more than 20,550 children under age 18 living in poverty. Thus, these scholarships are critical to the quality of life for our families who are less fortunate. PACT camp scholarships are for children living in homeless shelters or transitional housing who have limited access to summer fun. In 2012 and 2013, 70 children attended camps at Fairfax County Park Authority recreation centers, parks and nature centers throughout the county. The summer camps have a wide variety of activities including basketball, drama, kiddie camp, nature and science, and fine arts, and children can participate in up to four twoweek sessions during the summer. VIPs including Olympic runner Moses Joseph and Chairman Sharon Bulova. Rohil is an inspiration for everyone and the Park Foundation is proud to call him a partner. Chessie’s Big Backyard is another example of successful private-public partnerships that works because individuals, corporations and foundations are committed to creating more accessible outside recreation areas for all children! Rec-PAC, Fairfax County’s largest summer recreation program, has been providing quality day camp activities for children for more than 40 years. It is a “safety net,” a relief to working parents and caregivers, who, without scholarships for Rec-PAC, would have to leave their children at home without supervision. Rec-PAC is held in more than 40 locations countywide and a program is within walking distance of many communities which is particularly important to families with limited transportation. A total of 1,753 children received Rec-PAC scholarships in FY 2012. Special thanks to the RZ Foundation and Let’s Help Kids for major sponsorships.
Scholarships One of the Park Foundation’s major initiatives is raising funds for scholarships for homeless and lowincome children and families. Rec-PAC, (Recreation for Pretty Awesome Children), the summer recreation program; PACT (Parks and Communities Together) and class scholarships provide the more than 64,000 people who live in poverty in Fairfax County with access to a quality and safe summer experience, and children and adults with access to swimming and educational enrichment classes 8
Class Scholarships have seen a continued rise in demand due to the continued economic conditions that are impacting more and more families in Fairfax
County. The science and nature, fine arts and crafts, gardening, exercise and physical fitness, swimming and athletic and history classes provide not only an educational experience but the enrichment classes lead to an improved quality of life that all residents of Fairfax County deserve. Adults and children who meet the qualifications are eligible for class scholarships and in FY 2013 more than $44,600 was donated by 3,900 generous supporters.

Take 12 holds a Healthy Strides Community 10K and 5K race at Burke Lake Park and a Healthy Strides Health & Fitness Expo and Fun Run for children at South Run RECenter in April. The Park Foundation reaches out to corporations and foundations for support and is very appreciative of the many sponsors and donors who have helped make Take 12 a success and thus improving the health of Fairfax County residents. U.S. Amateur Public Links Championship Fairfax County Park Authority’s (FCPA) Laurel Hill Golf Club was honored to be the host of the 88th U.S. Amateur Public Links (APL) Championship in July 2013. The APL is the nation’s truest grassroots championship as all competitors must be bona fide public golfers and may not hold a membership of any kind at a private golf club. It was the first time this championship has been held in the Commonwealth of Virginia.
Take 12 Steps for Health is a health and wellness awareness program that began in January 2010 with the vision to help people make better decisions about their health one month at a time. Each month is dedicated to one healthy goal with the Take 12 program serving as a source of credible information for achieving the goal and a guide for forming healthy habits. In a time when many people are concerned about their health, Take 12 is a convenient way for individuals, families and communities to focus on exercise and fitness, and diet and nutrition. Take 12 is offered to the public free of charge and includes various ways to improve people’s health
Since its inception in 1922, the APL has given exposure to many public-course players who otherwise might not have an opportunity to compete in a national championship. Champion Jordan Niebrugge will be invited to play in the 2014 Masters Golf Tournament. The success of the APL Championship tournament was due to a partnership endeavor by the Fairfax County Park Authority, Fairfax County Park Foundation, Fairfax County Office of Public Private Partnerships, Visit Fairfax and South County High School. These partners, the generous supporters and in-kind donors, more than 300 volunteers from across the Washington Metropolitan area and the dedicated work of the FCPA golf staff ensured that the United States Golf Association’s (USGA) championship was 9
one of the most successful ever! Major supporters include Advantage Rent-A-Car, Comfort Inn Gunston Corner, Cox, E-Z-Go, Giant, and Hilton Springfield.
Environmental Programs By supporting FCPA’s programs, the Park Foundation helps to keep our environment clean and safe, teach good stewardship of our natural resources, and clear our parks of non-native invasive trees and shrubs. Invasive Management Area Program (IMA) Fairfax County is fortunate to have 421 wonderful parks that total more than 23,000 acres. Most of us are shocked to learn that more than one-third of them are infested with non-native invasive species of plants and shrubs that cause ecological harm. Non-native invasive species reduce tree cover, decrease water quality, increase erosion and liter and create more habitats for other invasive species. There are more than 300 invasive plant species in Fairfax County. Invasive species also diminish the quality of wildlife habitat and outdoor recreation experience for residents. Thanks to our supporters and volunteers, the IMA program has restored 50 acres of valuable forest ecosystems in 40 local parks, utilized over 21,000 hours of volunteer service, removed tons of invasive vegetation and planted over 3,000 native trees, shrubs, flowers and grasses – all in support of our mission to provide local hotspots of native biodiversity for human and wildlife enjoyment. Thank you to REI for sponsoring the IMA program. Meaningful Watershed Education Experience (MWEE) – Helping to educate our youth about the wonders of nature, the importance of protecting the environment and the need for stewardship of our land is an important goal of the Park Authority and Foundation. The Meaningful Watershed Education Experience (MWEE) project engages 4th and 7th grade students in a hands-on educational program about the importance of the Chesapeake Bay Watershed. The program seeks to increase the students’ understanding about the causes 10
and consequences of watershed pollution. With a hands-on approach, the students gain a better understanding of the root causes and consequences of local watershed pollution and they develop skills to be better stewards of the watershed. Hidden Oaks Nature Center had more than 1,000 students and teachers participating in the MWEE project, many of whom were exposed for the first time to gardening through the planting of native species and wildlife found in a stream habitat. “Through seeing live animals, handling specimens, walking along the woodland trail and participating in water experiments, students find personal meaning through direct experiential learning at the natural resource,” stated Suzanne Holland, Hidden Oaks Visitors Center Manager. A MWEE project is also held at Hidden Pond Nature Center. The Park Foundation extends its sincere thanks to ExxonMobil and Northrop Grumman for their generous sponsorship of the MWEE project. Open Space Land Preservation Fund - As Fairfax County’s population grows, our open space areas decrease. Less than 14% of the county’s area remains as open space. Open space helps protect the environment by buffering noise, reducing storm water runoff, providing wildlife habitat and supporting recreational activities. Thanks to the donors to the Open Space Fund, more than
more than 400 acres have been acquired that have added land to Woodglen Lake Park, Mason NeckWest Park and Sully Woodsland Park. Priority is given to properties that will provide trail connections, conserve plant and animal habitat and protect valuable watersheds. Trails Fund – Trails have always been popular with Fairfax County residents. The 2004 Needs Assessment Survey for the Park Authority found that 65% of the respondents use trails, making trails the most widely used type of recreational facility in the County. Trails link neighborhoods with parkland, offer fitness and recreational opportunities, provide safe and scenic off-road transportation routes and allow us to step into nature. The Trails Fund helps to construct and maintain park trails and bridges, purchase land to connect existing trails, print trail maps and install interpretive signs that informs and encourages stewardship of the county’s history and natural resources. The Fund contributed to the development of the celebrated Cross County trail, a 40-mile path that runs through some of Fairfax County’s most scenic areas, beginning at Great Fall National Park on the Potomac River and extending south to Laurel Hill Park and the Occoquan River. Trails Fund supporters help maintain the trails that are often built in stream valley where parkland vegetation helps to protect the streams from pollutants and erosion. In addition to preserving the watersheds, parkland nurtures diverse plant and animal life that benefit the environment and heighten the experience of trail users. Nancy Wilson raised donations in loving memory of her husband, Bill, who loved to hike and run on Fairfax County trails. “Enhancements to existing trails and expansions where possible would benefit people of all ages and abilities. Supporting the Trails Fund will always be high on my list of charitable activities,” stated Nancy. Trail users are now making use of Fairfax County’s new Trail Buddy, a web map that helps residents navigate the more than 900 miles of trails, bikeways and sidewalks in the County.
Adapted Aquatics Scholarships for Adapted Aquatics classes in the County provide high quality aquatic instruction to individuals of all ages with special needs to improve their physical and mental health. The award-winning Adapted Aquatics program is an individualized swimming and water activity program for individuals with physical and developmental disabilities. Red Cross instructors and trained volunteers lead participants through a range of water experience that encourage independence in the water, socializing and specific swimming or exercise skills and routines. Water exercise classes are also offered to help individuals with conditions such as multiple sclerosis. The Adapted Aquatics program also provides classes for people with intellectual disabilities to participate in a competitive environment at regional, state, national and international level. The Adapted Aquatics program has received many accolades because it provides a taste of success to individuals who have to struggle to train for their new skill.

Lt. Col. Gary F. Smith served his country in Vietnam and while working as a civilian employee of the Army at the Pentagon, gave his life for his country on September 11 when American Airline Flight 677
The Fairfax County Park Foundation is the proud recipient of the National Recreation and Park Association’s 2011 National Humanitarian Award – Corporate for its role in raising the funds that helped build both Clemyjontri and Chessie’s BIG Backyard’s fully accessible playgrounds. Clemyjontri in McLean is one of the first large-scale parks in the United States specifically planned and built so children with and without disabilities can play side-by-side. The two acre playground includes a carousel for children who use wheelchairs, walkers, braces or have sensory or development disabilities and a Liberty Swing that is fully accessible to children and adults in wheelchairs. Chessie’s BIG Backyard in Lee District Park is also a fully accessible playground that includes a sprayground and a playground for children ages 5-12. The newest addition, the Nautical Cove, was completed in late 2013 and will be for children ages 2-5.

To honor Gary’s love of teaching youth through sports, his wife, Ann, chose to improve a field at Grist Mill Park in the Mt. Vernon District. “We are hoping to continue his positive legacy by improving this field,” stated Ann Smith. The field will be a state-of-the-art synthetic turf field that honors a hero.
Braddock Dogs Dogs are truly man’s best friend! Off-Leash Dog Areas (OLDA) are very popular and are a safe way for dog owners to ensure that dogs get enough exercise. Braddock Dogs is raising money to build an OLDA at Monticello Park on Guinea Road. In addition, Monticello Park’s Master Plan includes a walking trail, playground and a skate spot. This would be the first OLDA in Braddock District and a welcome addition to Monticello Park. 12
The Eakin Philanthropy Award was established in 2009 and is named for the Eakin family who donated the land that became the first park in 1951 and who have been benefactors of Fairfax County parks for four generations. The Eakin Award recognizes visionary, financial and material contributions to the Fairfax County Park system. Craig and Belinda Stevens and Cox Communication were named the recipients of the 2011 Eakin Philanthropy Award. Craig and Belinda were honored for their generous financial support of many Foundation projects including open space land preservation, trail construction, Lee District Park improvement and completion of the fully accessible Liberty Swing at Clemyjontri Park. Cox Communication was honored for their long-time support of more than a decade of funding for the Summer Entertainment Series, as well as their contributions to PACT, skate park construction and the expansion of Clemyjontri Park.
The 2012 Eakin Philanthropy Awards were given to Fred Crabtree (posthumously), PNC Foundation, and Hilltop Sand & Gravel Company. Mr. Crabtree was recognized for his effective advocacy on behalf of the parks and for his leadership on the Fairfax County Park Authority Board for more than 23 years; PNC Foundation was honored for its generous support of the Foundation’s programs and projects including Arts in the Parks. The Park Foundation recognized Hilltop Sand & Gravel Company for their steadfast support of parks, in particular, Lee District Park and the Family Recreation areas, PACT, local concert series and Frying Pan Farm Park.
ExxonMobil and the RZ Foundation received the Eakin Philanthropy Award in 2013. ExxonMobil was honored for their generous support of the MWEE program for the past three years and the Summer Entertainment Series for the last four years. The RZ Foundation was recognized for their continued support of Rec-PAC scholarships and the Arts in the Parks program.
