KEEPING UP WITH NTC-SG 2023-2024 STUDENT ELECTIONS MISHAPS: TIMELINE On July 25, Fiat Lux conducted a review of the election code, which the publication found out that the student government elections had been delayed. Here’s a rundown of events surrounding the student elections delay.
JULY 25, 2023 FIAT REVIEWED E-CODE The sole student-run publication of National Teachers College, Fiat Lux, reviewed the election code of NTC - Commission on Elections (NTC-COMELEC). During the analysis of the e-code, it was revealed that the Student Government Elections had been delayed. The election must have been conducted last July 17th, according to Ar ticle 1, Section 3 of the election code which states that “[...] on Monday of the last week of the last semester [...]” which refers to the said date.
AUGUST 27, 2023 SENATE, CONGRESS SIGN JOINT RESOLUTION Seventeen days have elapsed since the election delay. During this time, both the lower and upper houses have unanimously approved and signed a joint resolution affirming the effectiveness of the Election Code, which was authored by former SG Senate President Aldrin Mananghaya. This collective action was taken to reinforce the legitimacy and authority of the Election Code.
JULY 25, 2023 NTC-SG EXECS HIT BACK WITH STATEMENT The incumbent executive student government officials released a statement regarding the election delay, claiming that it is due to ‘unforeseeable events’, such as the ‘planning of the upcoming activities’. They also added that it is inappropriate to conduct the elections when students should be enjoying their vacation. However, the election code does not accept ‘planning of the upcoming activities’ as reasons for any postponement, as it is not analogous to the conditions cited in Article 1 Section 5 of the code. The activities that NTC-SG are planning for were the BAGANI awards, and NTC-SG ELEV8, the awarding ceremonies for student leaders and outstanding campus-wide student organizations. The executive officials fur thermore pointed fingers towards the legislative officials of the NTC-SG, stating that the lawmakers are yet to create a new election code to conduct the election.

MALATE 2ND IN IMPEACHED SG OFFICIALS by Angelo Sunga The National Teachers College Student Government Student Congress officially relieved NTC-SG Senator Justin Malate of his duties on July 7, 2023, following the announcement of the impeachment trial verdict of the Judicial Depar tment on the Student Congress’ official Facebook Page. Senator Malate is the second NTCSG official to be formally removed from their duties through an impeachment trial, with the first being former NTC-SG Secretar y Athena Minguez. The senator was found to have violated provisions against gross inefficien-
cy, serious neglect of duty, and excessive absences committed by officers of NTC-SG and NTC-COMELEC, as outlined in Ar ticle X VII, Sections 1 and 2, of the 2022 NTC-SG Constitution. The impeachment trials were presided over by a panel of judges consisting of NTC-SG Chief Justice John Enrique S. Torrazo and Associate Justices Xelestine Gabriel C. Pay te, Reigne Melycka Jo L. The recent announcement of the revised K to 10 curriculum which is also known as MATATAG Curriculum by the Department of Education (DepEd) is undoubtedly a significant development in the realm of Philippine education. However, while it may appear to be a step in the right direction, a closer examination raises some concerns about whether it’s the panacea for the challenges faced by Filipino learners. First and foremost, the assertion that the K to 10 curriculum was reviewed “painstakingly” for four years begs the question: what exactly were they reviewing? It’s important to be transparent about the specifics of the review process. What methodologies were employed, and who were the key stakeholders involved? Without these details, it’s challenging to assess the credibility of the revision.

The inability to accept criticism and opposing views is often regarded, in the context of leadership, as an attitude of ‘cry baby.’ Naturally, leaders should treat criticisms as a chance to progress, rather than reacting defensively in a time when open dialogue and different viewpoints should be encouraged to tackle real issues. In addition to stifling constructive dialogue, this mindset also prevents the growth of crucial abilities like effective communication, conflict resolution, and emotional intelligence. This growing cry baby attitude runs among leaders who are overly sensitive to criticism, and retaliates instead of dealing with the issues at hand—even worse, using sarcastic remarks on every occasion. This is alarming as it violates the fundamentals of good leadership while disregarding justifiable worries of the constituents whom they swore to serve. Leadership is not a one-way street where decisions are made alone, this must be understood by people who aspire to be leaders and those who are already leading. Effective leaders are aware of how their choices affect a wide spectrum of people and communities. Therefore, it is important to view criticism as a chance for learning and an opportunity to improve policies for the benefit of all. Leaders lose out on the priceless insights that opposing opinions can offer. When provided with the best of intentions, constructive criticism can assist decision-makers by pointing out weaknesses, correcting mistakes, and eventually improving their decisions. Instead of being seen as an attack on someone’s character, it should be seen as a cooperative effort to improve leadership. Leaders who react defensively to criticism, display a lack of emotional self-regulation and empathy, which can harm their relationships with colleagues, constituents, and the general public. Emotional intelligent leaders are better in handling constructive criticism, they maintain their composure in the face of hardship, actively listen to opposing viewpoints, and respond with empathy and respect. These leaders establish an environment of open and honest communication, which benefits both the leader and those they serve. During times of need, why is emotional intelligence always missing in action? The cry baby mindset in leadership must stop, for it is a developing sickness that stifles growth, healthy debate, and erodes trust. Our immediate Tanglaw community and even our country must produce leaders that are tough as an old boot. Those who want to lead the students of Tanglaw must stop viewing criticism as a personal attack and instead view it as an opportunity for growth. Clothing is the creative and colorful outlet of one’s portrayal as an individual. Fashion statements can introduce us from the get-go. Accessories can help pull off a plain outfit, or colors that clash with patterns and textures. One has and should have the freedom to wear any clothes that express their true self, identity, and personality. But what happens when students wear clothes that go against the school’s restrictive dress code? An undergraduate student was seen wearing a garment that goes against the school’s dress code—a crop top to be exact. Unknowingly, the student’s privacy was violated because of an unconsented photograph. Alleging that the Office of Student Affairs (OSA) was responsible for capturing, storing, and processing the point-and-shoot picture of the student. Adding fuel to the fire, they have also relayed directives to the National Teachers College Student Government (NTC-SG) to search for the crop-top-wearing student. A one-day operation was commenced—having the gall to deploy our student leaders against us. This alarming incident is a true violation of the student’s privacy, which was invaded in broad daylight with how OSA handled the situation. A case of breaching—an invalidation of students’ liberty. Students have constantly worn crop tops, different colored shirts, vibrant colored hair even with this implemented policy. It is evident that NTCians want to wear so-called “restricted articles” of clothing. It is evidently showing us what NTCians prefer to wear, or in this case, that the NTCians want to loosen the tight, constraining dress code. An individual wearing clothes that go against the dress code policy does not justify unconsented photographs. Surveilling students inside campus similar to a witch hunt puts the welfare and privacy of students in grave danger. All this, because a student wore a crop-top that they feel comfortable wearing. Whatever happened to the institution portraying themselves as inclusive? Is that all a dangerous facade to lure students into their witch hunt? This constraining dress code, not only puts a leash on students’ freedom of expression through clothing but it also becomes a hindrance for many. Not all students have the luxury to buy the prescribed NTC Polo shirt that costs PHP 550. Add the sweltering heat of going to-and-fro school. Instead of having an effective dress code (or perhaps none at all), NTCians are faced with the reality of a policy that invalidates their liberty and expression, a tool to breach their privacy, erases inclusivity, and challenges their finances.
Our leaders must remember that they are public servants who must answer to the people that put them in power, and make decisions that benefit the community and society as a whole. Leaders should promote a culture of cooperation, openness, and trust by exhibiting what is needed and a desire to engage in open and respectful discourse with the people.
This calls for immediate action across all parties concerned. Loosen the restrictive dress code policy because this becomes a hassle rather than providing comfort. Uphold students’ right to express themselves, student leaders should be the beacon of representation across students’ right of expression and not to be an enforcing arm of OSA. They are the ones with power to write, amend, and execute resolutions that can form a safe space for students. Most importantly, secure the collective privacies of each individual. A dress code, a policy, or any school regulation should not be used as a justification to violate a NTCians’ privacy.
It is time for our leaders to shed the cry baby attitude skin wrapped tightly around their bodies and embrace the responsibility that comes with their position—to serve the best interests of the people they lead.
Silencing the right to freedom of clothing and expression is synonymous with covering the naked truth. Let no NTCian be the next innocent victim to this dangerous witch hunt. Begone!

NEPOterte ... her interests lie in transforming the department to her own customized Department of National Defense, free from accountability, lurking in the shadows, and terrorizing those who oppose her dictator tendencies. Sara Z. Duterte, known for her flair for drama, snarky retorts that often seem scripted, evasion of critical questions, and a conspicuous aversion to accountability, has proven herself to be the epitome of a nepobaby. (a term that aptly describes someone who benefits from nepotism), she relies on a facade of intimidation while leveraging the Duterte family name to silence the opposition. She embodies what we fittingly call “Nepoterte”—a blend of “nepobaby” and her surname, Duterte. Regrettably, instead of dedicating herself to resolving the ongoing education crisis plaguing our nation, Sara Duterte, the DepEd “Secretary” and concurrent Vice President, has transformed the department into her personal public relations machine, a factory for historical distortion, and even a surveillance and monitoring agency. This transformation is occurring despite her glaring lack of qualifications for the role, given her non-Education degree background. No amount of theatricality from this dictator wanna-be can conceal the grim reality that her tenure as the “Secretary of Education” has ushered in an era of relentless political maneuvering, institutional decay, mismanagement, and the unwarranted militarization of the governmental department tasked to critically and progressively educate the uneducated. Furthermore, it is essential to highlight the adverse effects of Sara Duterte’s policies and actions towards the nation’s education system. Under her leadership, we
have witnessed blatant disregard for the needs of our students and teachers. Budget allocations have been siphoned off to fund her Confidential Funds while schools, its teachers, and students are left to decay. The quality of education has deteriorated, with teachers struggling under unreasonable workloads and students lacking access to classrooms and essential resources. Under the 2022 Executive Summary Audit Report by the Commission on Audit (COA), the Department of Education has only built 11,574 new classrooms, or 4,119 short of new classrooms based on their 2022 target of 15,693. The Department under “Secretary” Duterte also only procured 1.9M textbooks and Instructional Learning Materials, while their target for 2022 was 8.7M. These numbers show that the non-Education graduate and “Sara Nepoterte” continuously fail to deliver as Secretary. Moreover, the politicization of the education system has eroded its credibility. Teachers are pressured to align with the Marcos-Duterte administration, stifling their ability to provide unbiased education. The Department of Education, meant to be a beacon of hope, has become a breeding ground for cronyism, nepotism, and corruption. Sara Duterte’s tenure as DepEd Secretary has also seen a troubling increase in the militarization of schools, as she is also a known perpetrator and advocate of reviving the dangerous Mandatory
Reserve Officers Training Corps (MROTC), under the guise of the National Citizen Service Training Program (NCSTP). Instead of ensuring academic freedom, and fostering a safe and conducive learning environment, the “Secretary” wants schools to become militarized zones, instilling fear and mistrust among students and teachers alike. In a country where critical and progressive education should be a priority, Sara Duterte has made it clear that her interests lie in transforming the department to her own customized Department of National Defense, free from accountability, lurking in the shadows, and terrorizing those who oppose her dictator tendencies. Her actions speak volumes about her disregard for the future of education in our nation and the well-being of its citizens. Her father’s previous administration, which neglected to curb and resolve the education crisis brought about by the COVID-19 pandemic, was already too much for the nation to bear—Marcos Jr., as equally morally corrupt as he is, appointing “Sara Nepoterte” as DepEd secretary was a death sentence to the aspiration of an empowering, progressive, and student-centered education for everyone to enjoy. Saan na nga ba aabot ang bente pesos mo? Mistulang pagsubok sa mamamayang Pilipino ang makabili ng lamang tiyang bubuhay sa kani-kanilang pamilya sa halagang bente pesos. Katulad ng umaalsang kanin, ang presyo ng bigas sa merkado ay patuloy pa rin sa pagtaas. Tandang-tanda ko pa noong panahon ng pangangampanya para sa 2022 National Elections, nabanggit ni noo’y presidential aspirant at ngayo’y presidente ng Pilipinas na si Pangulong Ferdinand Marcos Jr. na sa kaniyang administrasyon, muli niyang ibabalik ang presyo ng bigas sa halagang bente pesos. Ilan lamang ito sa mga pangako niyang tuluyan nang napako sa kawalan. Sa balita ng Rappler, ang nasabing pahayag ay isa sa naging malaking sanhi ng ‘landslide’ na pagkapanalo ni Marcos Jr. bilang pangulo noong Mayo 2022. Maraming Pilipino ang napaniwala niya sa mabubulaklak niyang mga salita. Hindi na lingid sa ating kaalaman na ang bigas ay mahalaga sa ating mga Pilipino, maski walang ulam, magagawan nang paraan basta’t may mainit na kanin. Sa kasamaang palad, malaking hamon pa rin sa nakararami ang pagbili nito. Kung noong 2010 ay nakabibili pa ng bigas na may halagang ₱27, ngayon ay pumapalo na ito sa ₱41 hanggang ₱70. Papaano pa kaya matutupad ni BBM ang “pinangako” niya? Sa katunayan, hanggang sa kasalukuyan ay patuloy pa ring pinapaasa ni Marcos Jr. ang taumbayan dahil sa pananatili niyang maging optimismo sa pagbaba ng presyo ng bigas. Aniya, “...may chance lagi ‘yan. Kung maayos natin ang production natin at maging maayos, hindi na tayo masyadong bagyuhin at ‘yung mga tulong na ibinibigay natin sa mga farmer ay magamit na nila.” Hindi ba dapat mas unahing paigtingin ang tulong na dapat na ibinibigay sa sektor ng agrikultura at ‘di mangako sa masa ng ‘sing hirap pa sa bituin kung sungkitin? Ang pangulo mismo ang siyang dapat na gumawa ng malinaw na plano para rito, lalo na’t siya rin ang kalihim ng Kagawaran ng Agrikultura. Ngunit papaano ito masosolusyunan kung maski pagpupulong nga sa sarili niyang kagawaran ay ‘di niya dinadaluhan, saang kamay ng diyos siya kukuha ng maaaring solusyon dito kung hindi niya hinaharap nang masinsinan ang problemang ito? Huwag sanang paasahin ni Marcos Jr. ang bayan sa himalang bababa ito sa imposibleng presyo. Ang pag-asang pag-ani sana sa kaginhawaan ay tila nabaon sa hukay at nabulok na lamang sa pilapilan. Imposible at suntok sa buwan itong inaasam ng karamihan. Gasgas na gasgas na ang pangako ni Marcos Jr. ukol sa bigas at sa usapin nito. Sa kamalasan, ang hiling ng bayan na katuparan sa bente pesos ay sumalungat sa katotohanan ngayon. Ang nais ng masa na murang bigas ay tuluyan nang mas umalsa at lumobo ang presyo. Maski ako mismo’y napapatanong, hanggang kailan kaya maghihirap ang sambayanang Pilipino sa mahilab na presyo ng bigas? Kailangang kailangan na ng pangulong magising at matauhan na ang kaniyang pangakong tulad ng buhaghag na bigas, ay mahirap lunukin at matigas kung nguyain. May pag-asa pa kayang maisakatuparan ang pangakong pagmumura nito o taumbayan ang siyang mapamumura sa tuluyang pag-alsa ng presyo nito? Teka, saan na ba umabot ang bente pesos ko?

Maginhawang paglalakbay tila aberya ang ibinibigay. Ito ba ang istasyong tungo sa kinabukasang sisinghap sa inaasam na kaliwanagan? Kasabay ng paglaon ng panahon at ng mga taon ay ang pag-usbong din ng modernisasyon. Kasama na rito ang positibo at negatibong implikasyon. Hindi masama ang pagiging modernisado ng bansa ngunit sa sitwasyon ng pagtaas ng pamasahe sa LRT, nagagamit upang tuluyang pagtakpan ng pamahalaan ang hindi klarong pagtaas ng pamasahe rito. Ang istasyon tungo sana sa pagbabago at pagiging modernisado ay napapalitan ng pagmamalabis sa pera ng mamamayan. Kung ating babalikan, noong Hunyo 6 taong 2023, nagbigay pahayag ang Pangulong Ferdinand Marcos Jr. tungkol sa pagbuti ng Inflation rate sa ating bansa. Ayon sa kaniya, mula sa 6.6 porsyento ng inflation ay bumaba ito hanggang 6.1 porsyento, dagdag pa niya ang pagtaas ng employment rate sa ating bansa. Dahil dito, sa ginanap na press conference noong nakaraang Hunyo 19, ang nabanggit na datos ay ang pinag basehan ng Assistant Secretary for Railways Jorjette Aquino na ituloy ang pagpapataas ng pamasahe sa LRT. Ang nasabing implementasyon ay agad namang inaprubahan ni Transportation Secretary Jaime Bautista matapos ang pagpupulong sa Malacañang noong Hunyo 6 kasama ang pangulo. Pagdating naman ng Agosto 2, tuluyan nang naisakatuparan ang layuning pagtaas ng pamasahe sa LRT 1 at 2—mula sa dating halaga na dose hanggang trenta pesos ay nadagdagan ito ng dalawa hanggang limang piso. Sa kabilang banda, nagpapatuloy pa rin sa pagbibigay ng 20% discount ang LRT2 para sa mga senior citizens, persons with disabilities at mga estudyante. Kung ang mga kaganapang ito’y ating susuriin, hindi lamang simpleng pagtaas ng pamasahe ang kinahaharap ng bansa, bagkus nag-iiwan ito ng mas malalim na marka at epekto sa kabuhayan at kalagayan ng nakararami. Ito ay isang usapin na kailangang tutukan nang maigi mula sa iba’t ibang perspektibo. Ang hindi maiiwasang pagtaas nito ay mas pinahihirapan pa ang ordinaryong mamamayang patuloy na lumalaban sa gitna ng makabagong hamon at hindi inaasahang pagbabago sa ating lipunan. May matibay, sapat, at makatarungan nga bang dahilan para itaas ang pamasahe sa LRT? Nangangalawang na ang dahilan ng pamahalaan na ito’y pangangailangan para tumaas ang kita ng empleyado ng LRT at mapanatili ang kalidad ng serbisyong ibinibigay ng LRT. Ang ilan ay naniniwala na ang pagtaas ng pamasahe ay dapat may kaakibat na pagpapabuti sa kalidad ng serbisyo nito. Ngunit bakit hanggang sa kasalukuyan ay wala ni isang pagbabago ang naaasam? Tila sa kabila ng pagtaas ng pamasahe, ang mala sardinas na siksikan, mahabang pila, at pag tagaktak ng pawis ay nararanasan pa rin. Ang modernisasyon at pagpapabuti ng LRT ay mahalaga upang maisaayos ang karanasan ng mga komyuter at mapanatili ang kaligtasan ng biyahe. Subalit, ang pagtaas nito’y hindi dapat basta-basta na lamang isinasagawa nang walang malalim na pagsusuri sa magiging epekto nito sa masa at sa lipunan dahil tayo ang agrabyado sa tagpong ito. Isa pang mahalagang aspeto ay ang transparency nito. Kailangang maging klaro at malinaw ang gobyerno sa paggamit ng buwis ng mamamayan upang matiyak na ito’y nagagamit nang tama at hindi nauuwi sa katiwalian. Ito ay nagsisilbing panangga lamang laban sa anumang potensyal na maling katiwalian. Ang ganitong mga isyu ay hindi lang usaping teknikal, usapin rin ito ng kabuhayan at kaligtasan ng bawat Pilipino. Nawa’y maisakatuparan ito nang may wastong balanse sa pagitan ng pangangailangan ng modernisasyon at pangangalaga sa mga komyuter, at mas lalo’t higit pa sa mga kababayan nating mas nangangailangan ng abot-kayang pampasaherong transportasyon.

Tangan ang Liwanag sa Paglisan ni kyle dave labong “Pagbati, isa ka nang ganap na manunulat sa Filipino at parte ng pahayagan ng ating institusyon, ang FIAT LUX!” ani Hazel Cuanan ang dating Managing Editor ng Fiat Lux 2019-2022 Iyan ang unang mensahe na nagbigay sa akin ng motibasyon na maging isang manunulat ng Fiat lux. Marahil isa ako sa isang librong nagsisimula pa lang ang kuwento, hindi pa ganoon kabihasa, ngunit nais matuto. Minsang itinuring ang sarili na mangmang, ngunit ngayo’y may boses ng lumalaban. Hinubog ng reyalidad na maraming kuwentong dapat malaman, isa sa naging boses ng mag-aaral upang ipaalam ang kamalian at hindi kaaya-ayang nararanasan. Iyan, ang nagmulat saakin na hindi dapat tayo nagbubulag-bulagan sa mga napapansin sa paaralan man at sa lipunan. Ako ay isang manunulat na hindi natatakot bigkasin ang mga balagtas, o mga salitang nais magpamulat sa mga suliraning kinahaharap o pagbabalik sa mga alaalang kumukupas. Apoy man ay pilit nilang patayin, ang isang manunulat ay hindi kailanman mauupos ang liyab na pumanig sa katotohanan. Manunulat ako, at wala akong ikinahihiya sa bagay na ito, ako ay naglalahad ng iba’t ibang kuwento, maaaring kuwento ko o kuwento ng ibang tao, maaari ding nakikita ko sa paligid. Handa ‘kong ibahagi ang bawat akda sa mga taong hindi kayang ilahad ang bawat opinyon nila, dahil natatakot sila sa bawat salita na matatamo nila. Bilang isang mamamahayag nais kong ipakita na walang masama sa paglalahad ng bawat istorya, lalo na at alam kong ito ay tama. Ako si Kyle Dave Labong, manunulat at Managing Editor ng Fiat Lux sa taong 2019-2023 na taos pusong nagpapasalamat sa karunungan, karanasan, alaala, at sa pagmulat. Hindi rito matatapos ang aking magiging mamamahayag, tangan pa rin ang liwanag sa paglisan para sa katotohanan, dahil ito palang ang simula sa mas malawak na reyalidad ng aking mundo.

Fiat Lux has allowed me to experience a new level of accomplishment. I improve a lot in my skills because of what the people in the publication has thought me. It makes me feel fulfilled whenever we put our ideas and thoughts combined to portray people, certain issues and etc. It is worthwhile to create and design materials when I see a lot of people being connected with the outcome. In my whole stay in fiat, I came to have this perspective, which I now firmly believe “A quality publicity material is not about how it visually appeals; it is about how people will likely to get connected to the subject”. I want to express my gratitude to Fiat Lux and to everyone I met along the way. I truly valued my time with all of you, and I’ll surely remember all the lessons I learnt throughout my entire stay. Sa loob ng isang taon na ako ay naging miyembro ng pahayagan sa Inang Tanglaw, hindi ko sukat akalain na ako ay mapagbibigyang muli na magsulat at magbigay liwanag sa aking kapwa mag-aaral. Noong una ako a’y nagdadalawang isip na sumali sa Fiat Lux dahil hindi ko alam kung kakayanin ko ang trabaho rito ngunit sa awa ng Diyos ay napag desisyunan kong sumali rito dahil sa tingin ko ay kailangan ako ng kapwa ko mag-aaral, upang bigyan sila ng liwanag sa mga nagawa kong balita at istorya. Nakakilala ako ng mga mahuhusay at mababait na mga katrabaho, hindi man perpekto ngunit naayos at nadadaan ito sa mabuting usapan, kung mahahalintulad ko sila sa isang bulaklak ay para silang Protea na ang kahulugan ay pagkakaiba, dahil sila ay may iba’t ibang kalakasan na naibibigay upang mapaganda ang aming pamamahayag. Walang katumbas ang salitang salamat sa pagtanggap sa akin ng publikasyon, salamat sa pagtitiwala na ibinigay niyo sa akin dahil bilang “lamplighter” ito ay isang karangalan at responsibilidad. Nawa’y ang aking naging tungkulin na ipakalat ang liwanag sa ating kapwa mag-aaral ay siyang magsilbing daan tungo sa makulay na buhay. Salamat sa mga nagtiwala at umibig sa aking mga likha nawa ay magsilbi itong inspirasyon sa inyo na gumawa nang mabuti at tama. Ang ikatlong yugto ng ‘Lunsaran 2023’ ay nagtapos sa isang cultural night na pinangunahan ng Sining Bugkos at Truth Cinema, na nagbibigay daan para sa mga kalahok na magpahinga at umugnay sa pamamagitan ng mga ibinahaging karanasan.
