The “Öböl Project” is an urban development project for the west bank of the river Danube on the Buda side of South Budapest, Hungary. The site’s expected construction capacity is approximately 520.000 m2 of total residential and non-residential Gross Construction Area. To ensure the global approach required in a high standard urban project, the developer - ÖBÖL XI has contracted RISCO to be the architects who will coordinate the urban design process via the present Masterplan. The Masterplan defines the framework for all the subsequent architectural and infrastructure design work, including land-use specification, urban indicators, landscaping and architectural guidelines, and will serve as the technical verification document which the developer will present to the local administration.

Hungary recently joined the Shengen Area. This will lead to an increased number of events in the capital city. It also represents an economic and social opportunity to improve and update late urban structures left behind by the former political authorities. Thanks to its central location, both in East-Central Europe - with the progressive opening of frontiers - and in the national context of Hungary itself, Budapest is a motorway and railway centre. The major Hungarian cities of Debrecen, Miskolc, Szeged, Györ and Pécs have developed directly around this common central hub. The result is a radial system that converges on the local Budapest motorway and railway network. Budapest is the hub for Hungary’s railroads and highways and a centre for national and international travel. Hungary’s national Ferihegy airport is located 20km east of the city and is well accesssable from the site via the ring road. The north/south flowing Danube, which divides Hungary into two large regions, runs through the capital Budapest and identifies it with other european territories and cities - like Vienna or Belgrade - in terms of natural and cultural character.

The Öböl Project is located on the Buda side in southern Budapest – District XI, Lágymányos – next to the west bank of the river Danube. In the 19th and early 20th centuries the site was part of an important industrial zone that depended on its proximity to the river in order to fulfil the function of processing freight and energy for the whole city area. With technological development, the modernisation of power structures and the growth of the city, a large part of these installations disappeared and the site soon became an urban void in a privileged location. Public transportation in Budapest - which includes a subway, trams and a suburban railway - is highly developed and is progressively approaching the south-western area of the city. This is clear from the route of the new subway line, which connects the nearby university campus to eastern Pest.The distance from downtown area is about 4 km. The river bank road going next to the Danube leads all the way to north Buda providing an easy access to the Pest side as well via either of the Danube bridges.

Before the Masterplan was drawn up, District XI of Budapest approved an urbanization plan which establishes several parameters: the location of some of the main streets, plot boundaries, plot footprints, type of occupation and usage of each subdivision, construction coefficients, maximum heights, green areas, etc. The promoter, Öböl XI, established the following guidelines for this urban project:

An overall idea for the buildings and the collective spaces with some emblematic elements such as the Civic Centre, the heritage Power Plant and the set of buildings in Subdivision 1 (between the elevated road and rail corridor to the north and Lágymányosi Bay Park to the south). A maximized construction area, particularly residential, with some exceptions to respond to crucial issues posed by the Masterplan.

In order to establish a clear interaction with the site surroundings, tree main schemes of ecological and mobility continuity were established. Ecological structure is an integrated system The Tree structure establishes five different A: The B: that comprises seven different elements: zones or ambiences: • A Central Park that connects Budafoki Road to Lágymányosi Bay and redefines the main open space in the approved subdivision plan (subdivision 9). • A system of Private and Condominium open spaces. • An East/West pathway from the open-air auditorium (“summer square”) to the new Civic Centre (“winter square”). • A North/South pathway (Bay Canopy pathway) connecting Info Park and the University Campus to the existing heritage Power Plant. • A series of neighbourhood gardens that define the access space to the different urban blocks. • Two Woodlands that establish a spatial transition with the highway and the railway to the North, and the heritage Power Plant area to the South. • A scheme of Street Trees along the main roads (Dombovari Road, Budafoki Road, and Hengermalom Road).
