Carter "Transplant" Bill Signed into Law The Department of Veterans Affairs had denied coverage for the surgery because Coty was not a veteran. The Nelson family was forced to fund raise and use Medicare coverage to complete Charles’ operation. Carter's legislation was included in the VA Mission Act for final passage and now ensures no other veteran will have to experience what the Nelson family endured. “This legislation is for Charles Nelson and his family, the 84,000 veterans in Texas’ 31st Congres-

sional District, and the 22 million nationwide. Our veterans deserve to receive the health care they need without wading through bureaucratic red tape.” The government will now be required to pay costs for the procedure (including perioperative care) and the donor patient may use the closest non-military facility for the procedure. Prior to Congressman Carter’s legislation, the Department of Veterans Affairs excluded live donations by non-veterans from coverage under the VA Choice Program; forcing veterans to lose a potential match or pay for the donor operation out of pocket. It also forced veterans to receive their transplants at specific VA treatment facilities. Right now, fewer than one in ten Americans are veterans, which greatly reduces the pool of options.
“I’m proud to fight on behalf of warriors like Charles Nelson! The role of the VA is to care for and serve our Veterans, not make things more difficult,” Rep. Carter said. “The VA Choice Program almost entirely excluded family members from providing life-saving organ donations for their loved ones, forcing Veterans to solely depend on non-living donations. This is not common sense, and our Veterans deserve better.” Congressman Carter continued. Today, there are more than 35,000 veterans who could potentially need a new kidney in their lifetime, with 8,000 of those Veterans in Texas alone. EMS receives Lifeline Gold Plus Award
Citizen Survey
Williamson County EMS received the American Heart Association’s Mission: Lifeline® EMS Gold Plus Award for the second year in a row, and the Mission Lifeline Award for the fifth year in a row; given to pre-hospital providers for continuing to meet quality improvement measures for the treatment of patients who experience heart attacks. In 2017, Williamson County EMS saw 824 suspected cardiac patients who were more than 35 years of age. All were assessed for STEMI, 36 were found to have STEMI and treated successfully.
Earlier this year, the Texas State University Center for Research, Public Policy, and Training conducted a survey of Georgetown residents on behalf of the City. The survey included questions about City of Georgetown services, programs, and projects. The City is also asking residents to participate in an online version of the Survey. Community feedback is extremely important to the City for planning and decision-making purposes. Responses are confidential. Georgetown began
operating on 100 percent renewable solar- and wind-generated energy on Sunday, July 1, when the city received electricity from the Buckthorn solar plant in West Texas. The 154 megawatt solar farm, owned by NRG Yield and operated by NRG Renewables, provides power for the City utility, making Georgetown one of the largest cities in the U.S. to be 100 percent renewable. At a ribbon-cutting event at the Buckthorn facility (photo), Mayor Dale Ross said, “Buckthorn represents more than just energy. It represents a defining moment in history when renewable energy officially became competitive with fossils fuels on the cost of energy.” Georgetown officials were joined at the ribbon cutting by representatives from Pecos County; NRG Energy; Wells Fargo, who provided financing for the
solar farm; and Swinerton Renewable Energy, the solar facility construction contractor. The 1,250-acre Buckthorn solar plant located 15 miles north of Fort Stockton contains 1.7 million solar panels. The panels are mounted on a single-axis tracking system that rotate over the course of each day to maintain a 90-degree angle to the sun in order to maximize output. The plant is in Pecos County, which has the second-highest radiance factor in the state. Radiance is a rating for available sunlight. In addition to the Buckthorn solar farm, Georgetown’s energy providers
include Spinning Spur 3, a wind farm near Amarillo owned by EDF Renewable Energy, and the Southwest Mesa and South Trent wind farms in West Texas owned by AEP. As of July 1, Georgetown took another step forward in continuing to provide customers with 100 percent renewable energy. Together the wind and solar contracts provide enough energy to cover the City’s electric usage. Since April 2017, Georgetown has been 100 percent renewable based on the state’s system of accounting for renewable power based on renewable energy credits.

A Truck June 23 for attendees to enjoy a fun-filled morning checking out more than 30 emergency and construction vehicles as well as jumbo-sized equipment.
Children (and grownups) could touch, climb on the vehicles, and ask any questions from the attending officers, military personnel and specialists. Among many free activ-
ities were face painting, a photo booth and—one of the favorite attractions—a giant sandbox. Georgetown Police Department and Williamson County Sheriff officers took turns at the dunk tank as a fundraiser for their departments. The event also featured a sensory hour from 9-10am; no horns or sirens, for children with special needs and sensory sensitivities. Touch A Truck events allow kids' imaginations to run as they explore all shapes and sizes including a fire truck, tow truck, dump truck, cement mixer; TEXSAR Search and Rescue equipment; school bus, SWAT, and police vehicles. Parents also received Child Find materials and a wealth of information about amateur radio support for first responder support, child safety and city and county programs.

Hometown Parades Bring in the Bang Family Style July 4th The Sertoma July 4th parades have become a signature event in Georgetown and Round Rock. With more than 24,000 combined spectators made up of residents and visitors from all over Williamson County and beyond; the events boast of hometown goodness. This year's parades featured giant helium inflatables and marching bands as well as plenty of scouts, cowboys and elected officials. Onlookers of all ages fanned themselves in the near-triple-digit heat to celebrate independence and cheer for the Home Town Parades; once again proving no matter how big we get
or how quickly we grow, Williamson still has small town charm. All of the parade festivities finished up before the rain arrived mid-afternoon and fireworks displays went on as planned, even if a little soggy on the ground. Sertoma is a service organization with chapters across the nation working to improve lives, particularly those whose lives are impacted by hearing loss. Their leadership alumni sponsor the annual parades and other free events for the community, capped off by fabulous fireworks across the county.

It all Started with a Dream ~ THE LOCKER Turns 10
Georgetown's service-project-turned-non-profit
celebrated its 10th anniversary with games, a lot of family and a drum corps at the annual Tailgate fundraiser June 28 at the Georgetown Community Center. Founder and head cheerleader Karen Crosby recognized the organization's growth over the past decade and even introduced a few of the returning athletes who came to her ten years ago and asked if they could be something besides athletes and help their fellow students in need. "As a child, I was like so many kids we help
at The Locker," Crosby said. "I wore hand-me-downs and my mom showed us how tough it was to be a single mother. I understand what these kids are going through. There are so many who look like it's all good on the outside but we are helping kids learn to be brave and teaching others to protect those who can't protect themselves." Michael Lindsey, The Locker's second President added, "Community is very important, wherever you live and I'm happy to have been a part of all this." The whole Mason family stood at the podium and affirmed that their mission hasn't changed over the years. "We still have big ideas and enthusiasm and we are passionate about helping others." The Locker empowers and educates youth through service learning to meet the needs of others so every child has a sense of normalcy; whatever that 'normal' is. The Locker is available to help students in all 17 GISD schools and there are 14 independent programs across Texas. I'm feeling politic today; sensible and judicious under the circumstances. Political events are not everyone's idea of a great night out and my checkbook is certainly not the target demographic for any candidate, but since I get to write for an audience, I'm going to say it: I think America's obsession with term limits is dumb. Reasons people think we should have them...1. Our representatives no longer represent our interests. 2. We need fresh faces and new ideas. 3. Voters need more options (because many politicians don't have opponents). 4. Because many Americans want limits. 5. We need to get rid of career politicians who are in it for themselves. Those are true statements in some cases but they are certainly not true of all electeds. And—oh yeah—we already HAVE a process of limiting terms that has worked pretty well for 230 years. It's called *elections* people. When we have a representative that doesn't do the job, thinks more about personal agendas than constituents, doesn't have new ideas or get anything done, there is an unbelievably simple solution: DON'T VOTE FOR THAT PERSON ANY MORE. Meanwhile, leaders like Congressman John Carter prove my point. Rising to positions of great leadership over eight terms; he is in a position to accomplish great things because he has been debating and arguing and listening for 15 years. Because of that he knows a lot of things; works hard, has great ideas and gets things

Most parents take note of their children's physical and intellectual milestones like walking and reading but how do we know if they are up to speed emotionally or spiritually? KATHY KELLER is a member of Open Road Biker Church and has developed a course to help parents do just that. With a background in child development, 30 years teaching in Georgetown ISD and NAEYC accreditation, she has adapted a new, free seminar with lessons from Sissy Goff's Are My Kids on Track? Instruction focuses on spiritual and emotional growth at all ages and is open to anyone planning, raising or working with kids. She says this particular class was inspired by the frequency of shooting incidents but the idea goes back many years; "I believe God spoke to me and I asked him to use me however He could—whatever I can do to make a difference.The way to do that is to go back to my teaching roots." Keller is Director of Professional Development with Together 4 Children, a non-profit in Austin that promotes success of early childhood teachers, center administrators, coaches and assessors who serve vulnerable children and families. "We see every day the importance of social, emotional and spiritual growth, as much as academics and physical." Her goal for the seminar is to encourage parents, give them tools and strategize to help them be a positive force in their kids lives in a Christian home. "Even if we think things are going smoothly, there is always something to learn and it is uplifting to know others share our challenges."
done. People know and trust him; he surrounds himself with smart people because he knows he doesn't know everything. He has proven over time that he is a man of his word and he remains as committed to the job today as he was in 2003. Why on earth would we want to replace him and people like him—who still want the job—with people who need help finding their office for the first two years; let alone manage the $200 billion defense construction budget currently on his desk? We can not run this incredibly complex nation with rookies. And before anyone starts spouting about the Founding Fathers being rookies; they had 12 states and fewer than 4 million people more worried about epidemic typhus than insensitive tweets. John Carter has reached "Cardinal" status at the Capitol and I am glad he is our guy. Even if you give me more options, I won't want the surgeon one day out of medical school. I wouldn't watch the NFL if teams drafted 9th graders with 'fresh ideas' about flea flickers. There is no substitute for experience and rather than complaining about term limits, I'm just going to vote for the good people who make good things happen and not vote for the selfish ones who take advantage of the job. Ironically, our Founding Rookies were smart enough to see this coming. But if 21st century America in the aggregate says, "We want government to limit itself," then aren't we just saying we're too lazy to do our own research, pick the most qualified person for the job and actually get off the couch and vote for or against what is right? Let's not be what we behold, people. Get your learn on and go vote.

Farewell to a Georgetown Icon by Mike Payne
He was a fixture at Georgetown City Council meetings and had a large part in helping to make Georgetown what it is today.
I
am writing this about a friend we lost recently. Not just any friend, but one of those special ones. You know, the kind you love to hear from, and you hate it if you can’t take their call because you’re in a meeting, or getting a haircut, or any of the myriad things we do to navigate day to day life. This friend, Bruce Barton, left us much too soon, without fanfare (which he would have liked), passing away from complications after a stroke. I will never forget getting an unexpected text first thing in the morning from a good friend of both of ours. When I returned the call, he explained that Bruce had passed away the night before. As that news sank in, I began to sort through my emotions of loss and assess my relationship with Bruce.
One thing is for certain—to know Bruce was to like Bruce. I can’t remember the first time I met him, but I do remember that we hit it off right from the start. It wasn’t long before I started calling him any time I needed information about development; but then again, everyone called Bruce when they needed to know something about development. There were a couple of things about Bruce that really stood out: he knew what he knew—which was about everything concerning building or bringing a business to town; he told
you what he knew when you asked, but more importantly, he told you what he didn’t know as well. If you told him something in confidence, you never had to worry about hearing it come back around. You could trust him to a fault! What I will remember most is his booming voice. Yet when I called him, hopping mad about something or someone, he would say in a quiet, deep voice, “Mike, calm down, tell me what’s up…” And when I did, his advice was always measured, thoughtful, and beneficial.
Everyone who knew Bruce knows that he wasn’t a small man. Yet, he loved driving around in his (tiny) Fiat 500, which made an amusing visual as he was always on the go. We had many great lunches together, laughing, crying, discussing politics and development, and just enjoying our time together throughout the seven years I knew him. He will be missed, not only by his family, but literally hundreds, if not thousands of others whose lives he touched. Georgetown and Williamson County are better because of him, and his loss in our lives is profound. I am certain he is resting at home in Heaven in the arms of a loving GOD. Bruce, my friend, you are missed!

Happy Wanderers Discovering Valley View Lifestyle by Ann Marie Ludlow
By the time you finish reading
this page, nearly 50 baby boomers will have reached retirement age. Some of them will decide to downsize their home, invest in an RV and live the kind of lifestyle they've been dreaming about for a couple of decades. Thousands of happy wanderers like these have discovered Central Texas is a great stopping place in the center of the mixing bowl of I-35, I-10 and I-20. Since March of this year, the quiet neighborhood at Jarrell's Valley View RV Park has been a popular spot for those en route from coast to coast and country to country. Situated atop a Central Texas high point and overlooking Glasscock Valley, Valley View RV Park has 98 spaces complete with state-ofthe-art hookups for vacationers and homesteaders alike. But it's not just a stop on a traveling trek. Owners Jeff and Kimberly Stockton have created a comfortable and welcoming place where people can enjoy nature, take day trips to the city, or watch a meteor shower from their own patio, all for about what you spend on your car payment plus expenses. "Our park is great for so many things in addition to travel," Jeff says. "Folks can live here in the park while their home is being renovated. We have some who winter here or live here while they are in rehab at a local hospital or even performing for a run at the Palace Theater in Georgetown." "It is also great for business owners," Kimberly adds. "Groups who are overseeing construction projects can house workers here short-term without the expense or worry of a house or apartment. We have also had a few college students here to save on rent money." Many of Valley View's customers are baby boomers who want the freedom to move across the country easily and at low cost. But they do have younger campers who work remotely.
With reduced living expenses, and high-speed Internet, guests can afford the freedom of the road without getting out of balance with a job. "What we have here is a quiet place to lay your head, have a little personal space and enjoy experiences rather than things. It used to be that folks in transition had no affordable options, but now you can live here for a month while your home is being built or waiting on a new home to close for less than $500 a month. It's a great way to be 'in-between'." Jeff also explains that RVs are great investments. "It's like having a good horse. If you take good care of it, you can get your money out of it when you’re done. When you rent an apartment, your money is gone. Today's motor coaches are outfitted like apartments anyway and they hardly look like vehicles from the inside." Valley View is also a great place to try out your 'investment' when you make the purchase. "What better way to try out your new vehicle," Kimberly says. "Come here for the weekend to learn about your RV, how it works, and make sure everything is in working order. Better here than when you're 600 miles away on the road." Valley View RV Park is on the I-35 service road in Jarrell and offers spaces daily to monthly. The Stocktons are very pleased with the growth of their shade trees, the support from Jarrell police officers who check on the property on a regular basis, their state-of-the-art surveillance system and the friendly visitors who keep things clean and look out for each other. "Our location gives people access to everything Austin-to-Wa-
co has to offer," Jeff says. "We are happy to offer a quiet place for people in transition or on their bucket list vacations. We work hard and we're transparent about our rules and expectations because we want this to be a safe and happy place where folks know what to expect and we will deliver with consistency." Valley View is the optimum destination for couples on travel, and those who want to live a cheaper lifestyle where everywhere is your backyard. Amenities are included; guests pay for the lot and electricity. Although open only since March, they are getting great reviews and referrals on a regu-

I like this place so much, I am still staying here. If I have the opportunity, I will definitely return. GAREY PARK FEATURES FUN AND NATURAL BEAUTY ~ Mayor Dale Ross Fourteen years after Jack and Cammy Garey announced that they would donate their ranch and home to become a public park, the City of Georgetown held a grand opening celebration for Garey Park on June 9. The 525-acre municipal park is located along the South San Gabriel River at 6450 RM 2243. Garey Park is an oasis of green, rolling Hill Country land in our bustling metro area. I hope that every Georgetown resident will come and explore our new park along the South San Gabriel River. As Jack Garey said at the opening celebration, “I’m excited to welcome you all to Garey Park. This is a dream come true for me and my family. I hope you and your family enjoy this land as much as we have.” An estimated 12,000 people came for the grand opening event that featured tours of Garey House, food trucks, pony rides, a petting zoo, and fly fishing demos from the San Gabriel Fly Fishers. The Good Water
Master Naturalists offered information about wildlife viewing and the planned nature trail along the river. One of the most popular features at Garey Park is a splash pad and a large playground, including three zip lines, slides, swings, and playscape structures. This new splash pad and playscape rival the largest in the state, as Cammy Garey had hoped. Other features at the park include a dog ranch, an equestrian arena, picnic pavilions, two fishing ponds, and more than seven miles of hiking and equestrian trails. Garey House is a 6,000-square-foot estate home that has been transformed into an event center with 2,000 square feet of combined indoor event space and 7,500 square feet of combined outdoor event space. Garey House is available as a rental venue for weddings, family reunions, corporate events, and meetings. Find out more about Garey House at gareyhouse.georgetown.org. The park was donated by Jack and Camille Garey in 2004 along with $5 million for park development. In 2008 Georgetown voters approved a bond for an additional $10 million for the park’s construction. The total project cost of $15 million included
$1.5 million for design and $13.5 million for construction. At 525-acres, Garey Park is one of the largest city parks in the state and is roughly 1.5 times the size of Zilker Park in Austin. To help seniors with limited upper body range of motion, which makes looking over their shoulder to back-up or merge into traffic difficult, there are special mirrors you can add as well as back-up cameras. For starters, to widen rear visibility, eliminate blind spots and even help with parallel parking, get an oversized rear view mirror like the “Allview Rearview Mirror” ($50) that clips on to the existing mirror. You should also purchase some “Ampper Blind Spot Mirrors” ($7.50), which are 2-inch adjustable convex mirrors that stick to the corner of the side view mirrors. Another helpful device is the “Auto-vox M1W Wireless Backup Camera Kit” ($110). It has a night vision camera that attaches to the rear license plate, and a small monitor that mounts to the dash or windshield. When the vehicle is in reverse, it sends live images wirelessly to the monitor so
you can see what’s behind you.

To make buckling up a little easier, there are a variety of seat belt extension products offered by Seat Belt Extender Pros like the “Seat Belt Grabber Handle” ($8), which is a rubber extension handle that attaches to the seat belt strap to make it easier to reach.
