On June 18, Chief Marc Owens took the

reins at the City of Jarrell Police Department. After serving 25 years in many capacities at the Grand Prairie Police Department in North Texas, he reached a point, he says, that he wanted to try something different. "I accomplished a lot in Grand

Prairie and felt I had the knowledge and experience that could benefit another agency if I had the opportunity." Chief Owens and his wife visited Jarrell after applying for the job and both loved it. "We realized quickly the people here were friendly and this is a great place to live and work. During the interviews, I was pleased, not just to make a good impression, but because I really liked what I was hearing from City officials. Jarrell is a great area with a good support system and philosophy. I look forward to developing a more community-oriented style of policing." Owens is familiar with and prepared for the growth challenges in the rapidly-growing city and says the relationships are growing already. "I am keeping my eye on many things, and this department has accomplished a lot just in my first six weeks." Giving credit to his department appears to be his management style as well. "It's not my department. I encourage people to have buy-in, feedback and input. I value every-

one's opinion and I want people to take part in the process." His chief priorities include working toward 24/7 policing and coverage. Currently the department works in partnership with the Sheriff's Department for late shifts, but Owens is recruiting and planning to hire veterans to put them through their first academy. "It is a priority to have round the clock coverage and I maintain a whiteboard, that anyone can look at, with our highest-level goals and our core values." More outward changes include the department's new branding (patches and logo), an expanded presence on social media, and he plans to take additional steps to improve transparency and collaboration between and among staff and citizens. "Being a partner in the community is not just a buzzword for us. I want people to know we are receptive and responsive. Carter Ready for Futures Command On July 13, United States

Army Futures Command (AFC) announced that from 150 cities considered, they chose Austin to be their headquarters under the direction of four-star General John Murray. AFC is a US Army Command aimed at modernizing the Army. It will be focused on six areas: long-range precision fires, next-generation combat vehicle, future vertical lift platforms, a mobile & expeditionary Army network, air and missile defense capabilities, and soldier lethality. Congressman John Carter (TX-31) told Defense News "We are a high-tech,

brainstorming of the state and of the nation. This is going to bring big thoughts about big ways to make the worlds best ground fighting force even better, stronger and more efficient." He also released the following statement after the U.S. Army announcement. “I’m proud to have secured the last bit of funding necessary, with the help of Defense Appropriations Chairwoman Kay Granger, to make Austin the new home of Futures Command,” Congressman Carter said. “As the command tasked with spearheading Army modernization projects and preparing for future conflict, the

GEORGETOWN'S ENERGY 100% RENEWABLE WITH SOLAR PLANT

Georgetown is now one of the largest cities in the U.S. to be powered by 100 percent renewable energy. Photovoltaic cells converting sunlight into power became one of our primary energy sources this summer. That happened on July 1 when the city started receiving electricity from the Buckthorn solar plant near Fort Stockton. The 154 megawatt Buckthorn solar farm, owned by NRG Yield and operated by NRG Renewables, is the result of an agreement the City signed in 2015 to be the sole customer for power from the facility. I attended a ribbon-cutting for the Buckthorn solar facility in late June. At the event I met officials from NRG Energy and from Wells Fargo, who provided financing for the project. I also met Joe Shuster, county judge in Pecos County where the Buckthorn Plant is located. He shared that our solar plant is one of five located in Pecos County as a result of the county’s

solar radiance factor, which is the second highest in the state. The electricity from Buckthorn is sent to our region on transmission lines. The scale of our newest power plant is impressive. The Buckthorn solar plant is a mile long. It covers 1,250 acres, which is an area the size of 947 football fields. The plant contains 1.7 million solar panels which are mounted on a single-axis tracking system that rotate over the course of each day. This allows the panels to maintain a 90-degree angle to the sun and maximizes their electricity output. In addition to the Buckthorn solar farm, Georgetown’s energy providers include Spinning Spur 3, a wind farm near Amarillo owned by EDF Renewable Energy, and

the Southwest Mesa and South Trent wind farms in West Texas owned by AEP. The wind turbines at Spinning Spur 3 in the Panhandle and the two AEP farms produce energy throughout the day. The solar panels at Buckthorn produce power in the daylight hours and especially in the afternoon, which matches our peak demand. The complementary nature of these two power sources is a good fit for our custom-

er demand profile. Power from wind- and solar-generated energy contracts for Georgetown’s publicly-owned electric utility provide more energy to the Texas electric grid than Georgetown uses. This is why our energy is 100 percent renewable. Our 20- and 25-year contracts for this energy at a fixed price provide stability for our wholesale power costs. Currently, wind and solar power are among the lowest cost forms of energy in the Texas energy market. With the startup of the Buckthorn solar plant, Georgetown takes another step forward in continuing to provide customers with 100 percent renewable energy. So on the hottest days in the summer when the temperatures hit 100 degrees under a blue sky, we can feel a little better about all that Texas sunshine, knowing that it’s working to power our city.

Adopt or Foster to Help Make Room

The Williamson County Regional Animal Shelter has taken in 38 animals rescued by the Williamson County Sheriff’s Office late Tuesday night from a residence outside of Georgetown. The animals are being cared for by the shelter until the case goes to court, so they are not available for adoption. Shelter staff will conduct health checks on the animals that include 15 dogs, 3 cats, 2 cockatiels, 1 parakeet, roosters and chickens and a peahen with her eggs. “Right now, we really need people to adopt or foster so that we have space to maintain these animals while they go through the court process,” said Cheryl Schneider, animal services director for the Williamson County Regional Animal Shelter. “We also could use some newspaper and chicken and bird feed for those

Eric Lashley Awarded for Leadership

The W.D. Kelley Foundation announced this week that it has named Eric Lashley, director of the Georgetown Public Library, as the recipient of the 2018 W.D. Kelley Leadership Award. The award acknowledges and celebrates extraordinary leaders in the nonprofit community in Georgetown. The award comes with a grant in the amount of $20,000 to be used for the benefit of the Georgetown Public Library. When he learned of the award, Lash-

ley said, “I was extremely surprised and humbled by this award. It was truly unexpected. I consider this an award for my entire staff. I want to thank the W.D. Kelley Foundation for this recognition.” Georgetown attorney Dale Illig, president of the W.D. City partners with Lyft on pilot

The City of Georgetown has partnered with Lyft to offer rides in Georgetown with the transportation network company. The program is a limited-time promotion to allow the City to learn about rideshare use in Georgetown. Rides that originate in

the Georgetown city limits are eligible for the Lyft partnership. Lyft passengers are responsible for the first $2 of the cost of the ride. The City will then pay up to $10 above that initial passenger payment. The passenger is responsible for any additional cost of the ride. The promotion allows for up to 10 rides per customer. “The City understands that ridesharing has a role in providing reliable transportation to the citizens of Georgetown,” Mayor Dale Ross said. “Transportation networking companies

have become one piece of the puzzle as it relates to regional mobility solutions, and the City looks forward to partnering with Lyft during this pilot program to study how ridesharing can provide benefits to our region.” Data from the limited-time promotion will help the city to better understand ride use patterns for a transportation network company. Ride data available to the City after the pilot will not include names or addresses of riders or any credit card information.

World Class Softball in Georgetown The 14U All-stars—Georgetown Pride— represented the Georgetown Youth Girls Softball Association at the 2018 World Series Championships in Laredo last month. This plucky group if 15 young athletes, assembled from Georgetown, East View and Jarrell High School club teams after the regular season, played double-headers, endured 100-plus-degree days together and even toughed it out though one day of six games with a single 40-minute break. This was the GYGSA's second visit to the World Series and they bested everyone to come home Sectional, Regional and World Series Champions. And the name is not symbolic; they beat teams from all over Texas, Mexico and Puerto Rico for

the first-ever Pony League ring. Players bonded well through the heat and the long days and most play softball yearround for their schools or on club teams; several are on track for scholarships at the end of their club journey. Unusually shy for our interview, they agreed that winning is a big motivator but they play for

the joy of the sport, the cameraderie and the adrenaline. Coach Gabriel Dominguez says club teams are already holding signups for the next season and players are looking

City has scheduled special events in August and September for their 20th Anniversary Celebration. The theme of the season is "To God Be The Glory" and it starts off with a dinner program and concert August 31. This event was sold out in a matter of hours however all are welcome to special services every Sunday in September, which will commemorate the anniversary in different and special ways. Festivities conclude September 30 at 5pm with a joint ice cream social and bluegrass concert featuring The Country Boys. This event is open to the public and all are welcome. The Worship Place was founded in Sun City in 1998. It is an interdenominational church that seeks to create a community within a community. “Our vision as an interfaith church was to welcome

everyone without regard to canon,” says Pastor Allen Christopherson. “We aspire to make people comfortable with Bible-based news of Christ and we observe traditions of many denominational churches." In 2016, thanks to the great growth in Georgetown schools, services and amenities, they expanded to a second location—Rocky Hollow—just outside Sun City, as an extension of that vision.

“Both churches continue to grow and we always have open doors; you don’t have to live in Sun City to be a member. We have many focuses, including a women’s ministry and a discipleship for younger

families who want to be more spiritually mature,” he says. “We are also trying to cultivate leadership roles and make good use of the talents and time of those who want to serve.” The Worship Place has always believed in member mobilization to engage each

person with service that will be fulfilling. “We try to match people up with what they love or what they are good at so they feel engaged and satisfied. This is part of what enables the

whole body of Christ to move.” “My greatest dream,” Christopherson adds, “is to turn on the nightly news and hear reports, not about violence or problems, but

Friendly Will Church is more than a century old, and the congregation made headlines in 2015 when they found themselves having to fight City Hall for the right to demolish their old building to make way for new construction. The transition was necessary

to make more room for a growing membership and modern amenities to facilitate services and ministries. City Council overruled HARC’s decision and the old church came down. Pastor Williams is still excited about the building and "... it still has that new building smell." Government Garnishment

If, however, you owe money to Uncle Sam, it’s a very different story. The federal government can garnish a portion of your Social Security benefits for repayment of several types of debts, including federal income taxes, federal student loans, state-ordered child support and alimony, nontax debt owed to other federal agencies, defaulted federal home loans and certain civil penalties. (If you receive SSI, those benefits cannot be garnished under any circumstance.) How much can actually be taken depends on the type of debt you owe. In most situations, the government can pull 15 percent of your benefits to cover your debt, but under the Debt Collection Improvement Act of 1996, it must leave you at least $750 each month. That is, unless the levy is for federal income taxes. In that case, the government isn’t required to leave $750 behind. The other exception is for child support or alimony payments. Depending on your state laws, the court may be able to take half of your benefits or more to pay your obligations to your children or ex-spouse. If you think your Social Security benefits might be raided to pay overdue bills, you need to address the problem – don’t ignore it. Most government agencies are happy to work with you so long as you’re willing to work with them. The government typically sends several letters about a debt before it takes action. The final letter will inform you of the intent to levy Social Security payments, and after that, you have 30 days to contact the agency and work out a payment plan.

CAN A DEBT COLLECTOR TAKE MY BENEFITS? Dear Savvy Senior, Can my Social Security benefits be garnished if I have some outstanding debts? I just turned 62 and would like to start collecting my retirement benefits, but want to find this out before I apply. Worried Retiree Dear Worried, Whether your Social Security benefits are garnishable or not depends on whom you owe. Banks and other financial creditors, for example, can’t touch your Social Security checks. But if Uncle Sam is collecting on a debt, some of your benefits are fair game. Here’s what you should know.

If you have credit card debts, medical bills, unpaid personal loans or payday loans, you’ll be happy to know your Social Security benefits are safe from creditors. Section 207 of the Social Security Act prohibits debt collectors or a bankruptcy court from dipping into your bank account to take Social Security money for purposes of paying debt. Supplemental Security Income (SSI), veterans benefits, federal employee and civil service retirement benefits, and benefits administered by the Railroad Retirement Board Administration are also exempt. But be aware that your creditors can still take legal action against you to recover

To get a handle on your debt problems, consider a nonprofit financial counseling agency, which offers free and low-cost services on managing financial problems. To locate a credible agency in your area, use the National Foundation for Credit Counseling website at NFCC.org or call 800-388-2227. You also need to make sure you’re not missing out on any financial assistance programs. The National Council on Aging’s website (BenefitsCheckup.org) contains a database of more than 2,500 federal, state and local programs that can help seniors

I Always Knew I Had Superpowers I am going to drop some science on my dear readers and gently request that the world just get over my love of french fries. I recently validated that I am a SuperTaster. I have suspected for a while, but some reasonably legitimate websites have confirmed what I have been saying for a very long time and, finally, I have scientific proof that I hate vegetables. I am not lazy or entitled or ill-informed. I eat a lot of plant matter and am aware corn is really a grain and potatoes are a starch and beans are legumes. I also know I am supposed to eat all that nasty green stuff to really make it count. But... I am nearing my 50th birthday and if one more person tells me I should eat more vegetables, my head will explode. Not because I disagree but because I am nearing my 50th birthday and apparently some think I. Do. Not. Already. Know. This. Incidentally, I also am very aware I should exercise more so humankind can give that a rest too. This or that special diet or workout is not the magic bullet I've been missing all my life, so, sorry-not sorry. When I run out for lunch, it will not be salad. When I travel internationally, I WILL find a McDonald's with food I know and love and trust. Deal with it.

Anyway, science now tells me that due to many factors; greater number of receptors, what my mother ate when I was in utero, and even my DNA, predispose me and my super taste buds to find bitter flavors (and some sweet and spice flavors) literally unpalatable. Apparently not liking certain foods is a reflex, not a preference. We animals developed distastes to protect from dangerous or toxic things and a long time ago it was normal, if not preferred, to just spit it out. No, I don't do that but I might like to now and then. PrecisionNutrition.com says "Much of the modern work in the genetic basis of taste starts with a substance called PROP (6-n-propylthiouracil). Some people, it seems, find this substance overwhelmingly bitter. Others literally can’t taste it. At all."

So I'm one of the 25 percent of people for whom these alkaloids make some foods taste awful. Think grapefruit juice, kale, tonic water, dry wine, broccoli, dark beer, Sicilian olives and the like. My superpowers say "nay nay" to those. E.g., if you make three gallons of spaghetti and cut up a bell pepper in it, all I will taste is the pepper. Or turpentine, same dif. My mom insisted if I just ate the broccoli I would "get used to it." I never did, and at least now I know why. No one questions why

people from countries near the equator don't tolerate milk (because they get more sunshine and the vitamin D helps them synthesize calcium without milk), so thank you, Science, for giving me justification to ignore the eye-rolling when I say "no thank you" to the green lumps in the casserole. Still, without all the helpful hints from non-PROP6 people who are fortunate enough to enjoy cruciferous torture instruments in the salad, I do realize that my parental units didn't do me any favors by boiling everything and making textures and flavors even worse, so I give fresh, flavored samples to my own offspring. I'm working on it. I promise to "complement and cushion" the stuff he thinks is gross so he might get used to more food but I also promised we won't have the nightly battles I had as a child—you-havefive-minutes timers, and you'll-eat-it-for-breakfast ultimatums. I suppose the point of all this is just a nice way of 1. reminding myself, and maybe even a few people I know, to stop nagging me, or humankind, about the obvious. We can start with vegetables and maybe someday we can all stop yelling at each other about President Trump, gun control, or school choice. And 2. maybe we can give our kids a break when they say pork chops or peas are disgusting. I like them, but I won't presume to know which alkaloids make my son crazy either. Meanwhile, this Quarter Pounder is delicious and so far "I'm lovin' it!" in ten countries and counting.

GISD Students Excel at National Gymnastics Championships

On July 20-22, five students from GISD's

Village Elementary School participated in the 2018 Stars and Stripes National Trampoline and Tumbling Gymnastics Championships in Reno, NV. The athletes brought home medals in five categories. More than 1,000 of the nation’s top Level 5-7 Junior Olympic trampoline and

tumbling gymnasts competed in men’s and women’s trampoline, tumbling and double mini trampoline in various age categories. Leah Partida and Hannah Rodgers were gold and silver medalists respectively on Trampoline for Level 5, 9-10 year olds. Leah also won gold on Double Mini Trampoline Level 5, 9-10 year olds, and finished in the top ten for Tumbling Level 5, 9-10 year olds. Asher Franco won the silver medal on Trampoline, bronze medal on Tumbling, and finished in 4th place on Double Mini for Level 5, 11-12 year olds. Arianna Franco finished in the top ten on Tumbling for Level 7, 11-12 year olds. Lily Muzzy finished a respectable 17th of 47 on Double Mini Trampoline Level 6, 11-12 year olds, 19th of 43 on Trampoline Level 6, 11-12 year olds, and 21st of 48 on Tumbling Level 5, 11-12 year olds. For the 2018-19 school year, Leah and Hannah will be in 4th grade and Asher will be in 5th grade at Village Elementary. Lily will be in 6th grade and Arianna will be in 7th grade at Benold Middle School. All of these talented athletes train at Tumble Tech in Cedar Park, TX.
