Spotlight on FIDIC Certified Trainers of the FCCE programme in 2021 After the FIDIC Certified Consulting Engineer (FCCE) Pilot Programme came to an end in 2019, FIDIC has been working to establish a new programme which would not only be offered in China but available to professionals working in different parts of the world. This article provides a brief overview of the trainers based in China who were part of the training implementation in China. From this year onwards, they will also be involved in the delivery of the new FCCE programme roll-out in China. To be able to continue to provide training, the China-based Trainers were recertified by FIDIC Credentialing Limited (FCL), FIDIC’s fully owned subsidiary responsible for providing certification services. Each of these trainers have several decades of experience in engineering and construction industries, as well as in the related business aspects. Most of them have worked closely with FIDIC since 2014. Under the Pilot Programme which began in 2015, the ten listed Trainers consistently participated in the training of over 1,400 FCCE candidates who successfully completed this programme. FIDIC will continue to work with these trainers as well as many others, to further promote and strengthen the new FCCE programme in China and beyond.

Dr Hu Zhangxi

Hu Zhangxi is the Vice President of Shanghai Tunnel Engineering & Rail Transit Design and Research Institute (STEDI). He has over 28 years of professional experience in engineering consulting services and in project management consulting services both in underground engineering and in urban rail engineering projects. He has 15 years of experience in executive management of a consulting firm which is in charge of organizational strategy management, QMS, EMS, OHSMS. He has also worked as a project director of overseas business and staff training. Dr Hu has taught the FIDIC Certified Consulting Engineers since 2015 and is an expert who is certified by FIDIC in Quality Management, Business Practice and Business Development.

Qi Guangfeng

Qi Guangfeng works as Deputy General Engineer for SIYUAN (China Railway SIYUAN Survey and Design Institute Group Co., Ltd), which has more than 5,000 consulting engineers. SIYUAN is a subsidiary company of CRCC. Qi Guangfeng has more than 35 years of experience in design and research of projects, railway and urban rapid rail transit systems. He is a scientific engineer who has had experience in developing the Chinese OHL System for hi-speed railway. In 2019, he was the winner of the JEME Tien-Yow Honorary Award of Railway Science. He has taught the FIDIC Certified Consulting Engineers since 2015 and he is certified by FIDIC in Professional Services Agreement and Practical use of FIDIC contracts.

Ms Chen Tong

Chen Tong is the Executive Director of Wangtat Project Management and Consultancy Group Co. Ltd, Guangzhou, China. She has over 30 years of experience as a senior consultant engineer and a professional civil engineer and in structural design and project management for projects such as RC Construction, Steel Construction Cinema and RC high block. In addition, Ms Tong serves as a Visiting Professor at the South China University of Technology. She published papers such as “Whole-Phase Project Management Report for Guangdong Science Center” and won 1st Award of 2009 National Outstanding Engineering Consulting Achievements. Ms Tong has taught the FIDIC Certified Consulting Engineers since 2017. She is certified by FIDIC in Quality Management.

Dr Iris Yinghua

Ma Yinghua has a post-graduate from Aston University’s Engineering and Technology Department in the UK. She also has a MSc in Education from London Metropolitan University, UK. She has worked in academics for more than 20 years. Since 2012, Dr Ma has worked as a director in CCCC Highway Consultants, Ltd. During her career in China, she has been closely involved in the consulting industry, with particular focus on the sustainable development, integrity management and environmental management. Dr Ma has been a member of FIDIC Integrity Committee since 2020. She is an expert on the ISO Sustainable Cities Standard TC260 Transport Working Group. Dr Ma has obtained two international patents in pharmaceutical engineering, one European patent and four U.S. patents. She has been awarded an Honorary Professor by Biocompatible in the United States. Dr Ma has taught the FIDIC Certified Consulting Engineers since 2015. She is certified by FIDIC in Integrity Management.

Dr Zhu Ping

Zhu Ping is the Director of Engineering Consulting Division of Architectural Design & Research Institute of Tsinghua University Co., Ltd. (THAD) and has been working in engineering consulting, in the field of construction. Dr Zhu graduated from Tsinghua University in 1986 and 1998 with a bachelor's and master's degree in civil engineering. In 2001, he graduated from the University of Tokyo, Dept. of Civil Engineering with PhD. Dr Zhu's main work experience includes computer graphics support platform, two or three-dimensional drawing system, three-dimensional modelling system, engineering CAD system research and development work, civil engineering three-dimensional structure analysis system research and development work, as well as in structural non-linear dynamic analysis and metropolitan earthquake disaster prevention research work. Since 2007, he has been responsible for the completion of feasibility assessment works for about 200 projects in more than 20 colleges and universities owned by the Ministry of Education of China. Dr Ping has taught the FIDIC Certified Consulting Engineers since 2015. He is certified by FIDIC in Project Sustainability Management.

Mr Ge Yaoyu

Ge Yaoyu has more than 30 years in engineering construction industry. He was responsible for and has participated in consulting, design, operations contract management and EPC, as well as general contracting project management of 200 projects under government and private sectors, the World Bank and ADB loan or financing conditions. He is familiar with engineering construction procedures and project development modes and has experience and skills in project consulting, design, contract management and EPC project management and FIDIC management concepts. Mr Ge has taught the FIDIC Certified Consulting Engineers since 2015. He is certified by FIDIC in the Practical use of FIDIC Contracts and Professional Services Agreements.

Mr Hou Shiyan

Hou Shiyan is a Senior Engineer and a registered Electrical Engineer. He is an Arbitrator of the Langfang Arbitration Commission in China. He holds a Bachelor of Automation from the Rochet Force University of Engineering in China. He has worked for a leading consulting company based in China. His work involved many projects in the field of ICT such as feasibility studies, research, engineering, and infrastructure project management of an internet data centre etc. Mr Shiyan has also been involved in roles such as Secretary-General of Information & Communication Committee of the China Association for Engineering Construction Standardization, and as Chairman of the Telecommunications Power Committee of China Institute of Communications. Mr Shiyan has taught the FIDIC Certified Consulting Engineers since 2015. He is certified by FIDIC in the Practical Use of FIDIC Contracts.

Mr Liu Luobing

Liu Luobing has 30 years of experience in consulting engineering and was one of the first professionals to engage in project management under FIDIC Conditions of Contract in China. He started his career in consulting services on World Bank financed projects. Since 2003, he has expanded his experience to urban planning and development, based on extensive involvement in large, complex and multidisciplinary urban development projects. Mr. Liu has been actively involved with provincial, national, and international engineering consulting organizations. He co-initiated the China Young Professionals Forum and joined FIDIC’s YPFSC in 2007 for 2 years. He served as a member of FIDIC ASPAC Executive Committee from 2011 to 2018, and then as a member of FIDIC’s Integrity Management Committee from 2009 to 2017. He was also elected as the chairman of FIDIC ASPAC in 2015 and served a three-year term, during which he empowered significant progress in the business development of FIDIC Asia-Pacific. Mr Liu has taught the FIDIC Certified Consulting Engineers since 2015. He is certified by FIDIC in Integrity Management.

Ms Feng Tian

Feng Tian has 27 years of practical and academic experience in transport economics and transport planning. She is an expert in modelling transportation networks, traffic forecasting and analyzing the economic benefits related to transport projects. She undertook more than 100 projects, including the Hong Kong – Macau – Zhuhai Link. Feng Tian is active in participating FIDIC activities. She has been involved in FCCE pilot programme since its inception and has provided training on Project Sustainability Management and Project Procurement. Feng Tian was a former member of the FIDIC YPFSC and FIDIC Membership Committee. Since 2020, she has been a member of FIDIC Sustainable Development Committee. Ms Feng has taught the FIDIC Certified Consulting Engineers since 2015. She is certified by FIDIC in Project Procurement and Project Sustainability Management.

Mr Tian Ye

Tian Ye has over 33 years of experience as a professional civil engineer in each phase of infrastructure project development activities from the initial pre-feasibility study to the final project transfer. Till date, he has been engaged in the planning, design, construction, management of engineering works specially those related to railway, highway, metro rail projects. Mr Ye has taught the FIDIC Certified Consulting Engineers since 2015. He is certified by FIDIC in Management of Claims and Dispute Resolution and Contracts Management and Claims.
