Harmony native to showcase her artwork By Jade Sexton

When Danielle Flicek was growing up in Harmony, Minnesota, she was always into doing crafty things. When she was in high school at Fillmore Central, she really enjoyed her art classes and learning more about the different things she could do with her artistic talents. Flicek experimented with different types of media, but once she got into college at Rochester Community and Technical College, she began painting with oil paint, and discovered she really loved it. “I didn’t like it at first,” shared Flicek, who was used to paint-

ing with acrylic paints. “But I got used to it. Even today I am still learning different techniques, different thinners, oils and brushes to use.” Since graduating from Fillmore Central in 2007, Flicek has done a couple of art shows in college, as well as some shows with other artists in Decorah, Iowa. She has also done two shows at Four Daughters Vineyard and Winery. She now lives in Rochester with her husband John and their son, Marshall. On October 18-19, Flicek will be hosting her own art show in Rochester. She is very excited for this new opportunity to showcase her work. “It’s good for exposure,” she said. “I’m interested in doing all

different kinds of festivals and shows.” Flicek is just getting back into the swing of things since becoming a mom, and she has been grateful for this time she has had to work on her paintings. She also works part-time at Artistic Framers, where she does custom framework for people. “It’s really cool because I’ve been exposed to different art work,” said Flicek. “I also get ideas about what people like.” The paintings that Flicek likes to do are homey and comfortable. She usually uses a photograph she or someone else takes and reproduces it with her oil paints. Her husband works as a See FLICEK Page 9 

Sheriff Daryl Jensen explained the CodeRED proposal at the September 25 county board meeting. Jensen said there are 8,000 phone numbers in the data base for Fillmore County. Once residents subscribe to the emergency notification service at no cost to the subscriber, they will have severe weather notifications on their phone immediately when the National Weather Service issues a bulletin. The county will pay an annual fee, which for 2013 will be $13,125. This includes both CodeRED and the severe weather service. The cost will be paid for with 911 funds. The system allows notification of a large number of people in a short time. The service can be used for community and staff notifications and for checking daily with at-risk individuals. Jensen demonstrated an audible alert via his iPhone of a missing person. It was suggested that

notices be delivered through utility bills to let people know about the availability of the service which they need to subscribe to in order to receive. The board approved the proposal for the communications network subject to final language approval by the county attorney. The first agreement will be from October 1, 2012, through year’s end of 2013. The 2013 Toward Zero Death grant agreement ($12,960) with the Minnesota Department of Public Safety was approved. The county acts as the fiscal agent for Preston and Chatfield. The grant pays for overtime and additional dispatch time. The Joint Powers agreement with the Minnesota Bureau of Criminal Apprehension was renewed for 2012-2013. Jensen said they have helped with recent cases. They concentrate on investigating and combating See COUNTY Page 13 

Athletic Director Chris Mensink informed the board of the choices and the numbers for each sport. According to Mensink, there are 53 boys signed up for basketball this year. The board approved the hire of Aaron Janssen, Aaron Mensink, Tris Tollefson, Kyle Lundquist, and Levi Olstad for coaching positions. In girls basketball, there are 40 signed up. The board approved the hire of Brady Grewe to coach eighth grade, and Sarah Tollefsrud for varsity. There are still openings for seventh grade and ninth grade. There are 21 boys signed up for wrestling, with five coming from Lanesboro. Jim Love was approved as the new head coach,

with an assistant position still open. Preliminary Levy The board approved the preliminary levy at $1,434,123.08. Superintendent Richard Keith explained the 11 percent decrease is due to a reduction in Health & Safety funds, as they will be putting the money into the Alternative Bond instead. The final levy will be set after the December Truth in Taxation hearing. Principal and Dean Reports Principal Heath Olstad reported that Fillmore Central had a great homecoming week with a very well attended Pep Fest on Friday. Dean Chris Mensink said the elementary students also had a great time and he thanked everyone who helped make the day go smoothly for everyone. The One and Done Fundraiser for grades 5-8 was kicked off, and

Monday, October 1, 2012 once again shifted. According to Zacher, the DNR is still in favor of some southern phase, with the city and the DNR coordinating efforts, taking into account the Army Corps of Engineers’ stance on the use of that portion of the levee system for a trail. Nothing on the southern phase is definite to date. The previously discussed use of the park north of Winona Street and west of Highway 43 for some type of center location and lot for the Rush Creek Trail and bluff trail system has been altered. “The Corps would not allow the new bike trail to go under the north end bridge, so it is routed a bit differently and stops at Creekside Park parking lot,” notes Zacher. “We are creating a new pedestrian and bike crossing on the north side of the bridge to get people safely across the highway. There will be additional signage at Creekside to show people where they

can go after they’ve crossed the Highway, to go onto Winona Street to get to the Mill and to the hiking trails up the bluff.” In addition, there will also be a turn-around and bike/car parking area past the Hoiland Mill, near the base of the bluff, for people to access the bluff trails. Sentence to Serve crews will continue to improve the hiking trails up the bluff with wood steps and clearing out debris. A trailhead sign and map have been developed through a county grant and the sign is already in place. The SHIP grant program, which applies to healthy-living activites encouraging more outdoor activities, provided approximately $2,000 in funding for trail signage and the mapping that is yet to be completed. C ommentary Why I write By Eric Leitzen If you dig very deeply into a closet somewhere in Canton, Minnesota, you will find a copy of something called “The Underwater Adventure,” consisting of two pages of dot matrix text and pictures depicting aquatic life and exploration, including a misspelling of the verb Eric Leitzen “squiggling” as “squigeling.” As far as I can recall, it’s the first story I ever wrote, beginning as a writer at the age of six…and yes, that spelling error still unsettles me to this day. That was only the beginning. By fourth grade, the school supplies in my desk became story characters, wherein a heroic pink eraser battled an evil box of crayons. When I discovered in middle school that the family computer could do more than run QuickBooks, I set to work writing a magnum opus, defeated by the forces of evil (a CPU-destroying lightning storm). By high school, floppy disks in hand, I had managed to put together both a whopping ninety-page story and a reputation as “that guy who wrote a book.” Still, writing was a hobby: something to do on the side, for my own enjoyment and limited audiences. Partway through college, I came upon the idea of putting my ideas upon the internet, and for seven years I claimed the title of “blogger,” writing about anything and everything. Amongst the dross of everyday college life, there was the occasional story or idea I would cultivate, not unlike growing mushrooms in a trough of manure. It wasn’t until I left college that I finally started to think of writing as something productive. I scraped together a Editorial Cartoon

few dollars, enlisted my techsavvy brother, and started my own website. Then, the issue became how to best kick off the new site; how to best introduce myself to the world as someone who wanted to be not a “writer” or “blogger,” but an “author.” I spent a few days waffling about how best to do this, and then something happened. Brian Jacques died. Brian Jacques, author of a series called Redwall, where simple creatures like mice, moles, and hares engage in fantastical battles and voyages the likes of which you’d expect to see from the works of Tolkien…although, as far as I know, Tolkien never turned Aragorn into a mouse and still had him swing a sword. It was that idea that drew me to the cover of Jacques’ Martin the Warrior one day in the library (I refuse to call it an IMC) in middle school. Up to that point, I was what teachers now refer to as a “nonreader.” Though forced by teachers and begged by my parents, I was finding it blisteringly difficult to find a book that could keep my attention because the stories in my mind were simply more interesting. But when I saw that book, it unsettled my adolescent brain: a mouse, with a big sword, in an epic fantasy setting, taken completely seriously. Surely, that’s worth a look. But I didn’t, until later that week. When the book fair came to my school, I found that same book I’d seen before, along with another one featuring a majestic looking badger in medieval armor, hefting a spear and cradling a helmet. Something told me I needed to have these books. As a rule, my parents tried to avoid book fair books, having had more than one literally fall apart. Still, when they saw I was actually interested in a book, especially one with 300+ pages, they bought them both for me.

I began to devour every Redwall book I could find, including the entirety of The Bellmaker in two days, just under the deadline of school letting out. (I had to. I couldn’t let school end without knowing what became of those characters.) For a lonely boy with a wide waist and a wild imagination, these were my friends, my comrades in arms, all created by this delightful, grandfatherlylooking Englishman with a weirdly French-looking name. The rest, well… that’s why I’m writing this right now. Brian Jacques became to me what Tolkien was to my brothers: a gateway into the world of fantasy and imagination and most of all, reading. It’s because of him that I’m writing at all - why I was inspired to share my worlds, my characters, and my ideas with the world. I owe everything I am today to that peculiar book that made me realize that mice can be heroes, badgers can be Lords, and there is still a place in this increasingly necrotizing society for the good and the strong and the brave. He’s the reason for my number one hobby, my number one dream, and an entire world to escape into when things go bad and the real world looks its blackest. I chose to kick off my website with a tribute to Brian Jacques, and it seems only prudent to do the same with my first article as a columnist. I can’t tell you how much it pains me to have never met the gentleman, but as I write this I dream that years from now, decades maybe, another frustrated kid will read my books and be inspired the way I was. I can’t stop writing or creating, because I feel I owe it to him, after all he’s done for me. Who knows… maybe one day I’ll go back and finish “The Underwater Adventure.” With correct spelling.

Choose the better neighbor By Justin Gilbert With the general election fast approaching, I’m taking an alternative path for a commentary. You’ve most likely decided who you are voting for anyway, so you don’t need me to persuade you to one side or tell you how much I dislike the other party’s candidates. I’m not Justin Gilbert announcing who I’m voting for, but I am writing to praise the characteristics of my favorite candidates. Simply put, I’m voting for the better neighbor. Yes, that’s right— the neighbor who diligently labors in his field, business, or place of employment, and does not make excuses for a tough economy. The neighbor, who, when capable of working but has lost his job, continues to strive for employment without stealing from other neighbors’ possessions. The neighbor who pays for services rendered. The neighbor who looks after the neighborhood when orphans, widows and elderly are in distress and provides help where help is truly needed. The neighbor who tells you that you’re wrong when you deserve it, and takes you to task without taking you to court. The neighbor who loves his family and spends more time investing in the next generation than in his own self and selfish ambitions. The neighbor who gladly celebrates his neighbor’s success and does not brag about his own. And, finally, the neighbor who does not trust in man or material wealth for eternal well-being, but truly trusts and honors the Designer of all things. Thomas Jefferson stated, “I predict future happiness for Ameri-

cans, if they can prevent the government from wasting the labors of the people under the pretense of taking care of them.” That’s it exactly. A good neighbor has a mind-set of personal accountability. A good neighbor has a mind-set of “I can do it myself.” They don’t blame others when times are bad. They don’t expect things to be easy. They don’t take hand-outs without working for them. They don’t slander fellow neighbors. They don’t kill infants in the womb, because they realize those infants are the next generation of neighbors that they hope to know and love. They See NEIGHBOR Page 5 

One Moment, Please... What’s important? By Jason Sethre Seriously, what is important? In my world, professional sports are just a form of entertainment. When you look at professional sports like the NFL, MLB, NHL, NBA or any others at that level, they are merely athletic reality TV shows. They are getting paid to perform for a crowd, live and on TV, no different than all of that fake wrestling stuff Jason Sethre like WWE or whatever it is called these days. Yes, they are amazing athletes, but it is still just a form of entertainment. So, when I heard about the catch that Packer fans decry as an unworthy touchdown benefiting the Seattle Seahawks, I say, “So what. Who cares. It’s just entertainment.” And, believe me, I enjoy a good football game. I have played football, and I enjoy playing a wide variety of sports. But, at the end of the day, should our national media monopolize their time and resources with every angle of the issues surrounding the catch heard around the world? No. We have more important things going on in our world than whether a touchdown should or should not count. A coach once told me that if whether we won or lost the game came down to a referee’s decision, then we left that

game up for grabs and didn’t deserve to win. It also amazes me that such a big issue has been made about the referees, replacement referees and negotiations with the National Football League. The referees do NOT work fulltime, but they want full-time benefits and pension. A starting referee makes $75,000 per year (to work 17 weeks plus the playoffs) while senior referees make upwards of $200,000 per year. Well, they are certainly getting a boost in pay with the recently settled negotiations. I guarantee that if the replacement referees had more time to do what the regular referees did week after week, they would learn from their mistakes and establish the experience to make better game time decisions. And, can you believe that the Mayor of Green Bay, Jim Schmitt, wrote a letter to NFL Commissioner Roger Goodell expressing his concerns over the officiating at the end of the Packers-Seahawks game? He indicated that this could have “significant financial effect” on the Green Bay community. Sadly, our professional sports in the United States are 100 percent about money; not the fans. And, the fans pay the price to give professional athletes millions, not to mention the owners of these teams. I suppose the referees look at how financially corrupt the entire NFL is, and they feel they should get their share of the football pie. When $150 million dollars

tion? Well, you likely know that already. Thank you for being a responsible neighbor and voting for individuals that will allow us to be accountable for making and keeping our own neighborhood. Even Jesus when asked about the greatest commandment stated, “Love

the Lord your God with all your heart and with all your soul and with all your mind.’ This is the first and greatest commandment. And the second is like it; “Love your neighbor as yourself.” All the Law and the Prophets hang on these two commandments.”(NIV). As for me and my family this election

season, we will vote for the better neighbor. And, we will strive to do a better job of fulfilling God’s commandments because of what God has done for our great neighborhood—here in Minnesota, here in the great United States of America, and here in our global neighborhood.

changed hands in Vegas as a result of the one touchdown that the Packers said should have not counted for the Seahawks, we have a problem in America. And, this is just one week. Can you imagine how much money is gambled away during the Super Bowl? But, this is what is important to Americans. I enjoy sports just as much as the next guy, but it is still just a form of entertainment at the professional level. Who is

to say these games aren’t somewhat rigged? Especially when millions are changing hands. And, I would say that our Congress deserves a slap on the wrist for wasting taxpayer dollars bringing Major League Baseball players in for questioning regarding the use of steroids. First off, the reality is that those who use steroids will almost always suffer from health-related issues later on in life, and if they want to earn their accolades the

wrong way, then they will have to live with that for the rest of their lives. Secondly, why is our Congress focusing their energy on something so ridiculous. If you ask me, and you didn’t (but that’s OK, because I’ll tell you anyway), our politicians often focus on low hanging fruit to avoid dealing with bigger issues. A politician will say, “I’m against the use of steroids and performance enhancing drugs.” Well, duh. Who isn’t?

She has recently learned the art of stretching her own canvas, which has saved her a lot of money. Flicek can paint quickly, finishing a painting in anywhere from four to eight hours. She uses the time that her son is sleeping to get her work done, and she likes to listen to music while she paints. Although it

Fillmore County Sports Falcons soaring

athlete of the week

By Paul Trende It might be a year before Fillmore Central volleyball truly reaches its peak. They might not finish first in the conference this year (see #1 in Class A WabashaKellogg), or second (See #7 in AA Caledonia). But if one is to contend W-K and Caledonia are better (they are FC’s only two losses), all one can say is, the Falcons are awfully good for being the third best 3-Rivers team. They staked their claim to

that position in Chatfield, as a pair of two loss squads (Gophers 8-2, FC 9-2) battled. In set one, Chatfield’s defensive block made a difference. The combination of 6’2” senior Haley Kohlmeyer and 5’10” sophomore Brook Irish stymied/ impacted many Falcon attacks. A 6-0 run midway thru the game helped Chatfield to a 21-14 edge. They held from there, 25-20. Down a game, FC went to their splendid hitter Taylor

Case. The 5’10” junior amassed 9 kills in game two, hammering the ball where Chatfield wasn’t: a tough task given the defensive stalwart-ness of Gopher libero Alex Duxbury. The Falcons grabbed a big lead (15-8) and won 25-20. Game 3 saw what often happens in volleyball, the seesaw effect. The Gopher’s built an early 10-5 lead, warded off a pair of FC comebacks, to take a 2-1 advantage with a 25-22 victory. With Fillmore with its back against the wall, and Chatfield sniffing out a big conference victory, set #4 proved the most competitive. The teams tied 15 times, but the Falcons ended on a 7-1 run, going from down 19-18, to winning 25-20. In pivotal set #5, the verdict was sealed when FC (trailing 4-3) scored 7-straight. A 10-4 lead became a 15-9 victory, completing the comeback. Case was mammoth (season high 28 kills, led FC with 25 digs). Morgan Malley had 39 assists including #1000 of her career; pretty good considering, as her male peers chanted, “She’s a sophomore!” She also had 18 digs. Libero Chelsea Rislove added 21 digs. Victoria Peterson added 9 kills. For the Goph’s, sophomore Maddy Kammer had 10 kills, Kohlmeyer and Kirsten Keefe six apiece. Brook Irish had 8 total blocks. Duxbury (42 digs) and Keefe (20 digs) were busy on “D.” The later was 23-of-23 serving. The Falcons followed that win up by overcoming some early hiccups (down 3-1 and 4-1 in sets one and three) versus midtier Dover-Eyota. In the end,

the scores maybe were closer than one would’ve expected (2520, 25-20, 25-23), but FC was victorious nonetheless. Case (14 kills), Malley (34 assists), and Peterson (11 kills, 5 aces) did the big work. With the “W,” FC moves to 5-1, 11-2 overall. They, Chatfield (5-1, 11-6), and Caledonia (4-1, 11-4) all are behind W-K (5-0, 19-0) atop the 3-Rivers conference. 3-Phase Trojans Move to 3-1 Rushford-Peterson football posted two wins the entire 2011 season. After four games in 2012, they have three. The Trojans moved to 3-1 by emphatically downing Kingsland, scoring in all three phases of the game. The first points came 26 seconds into the contest. Senior RB Casey McLellan took the first hand-off of the game and didn’t stop running until opponents stopped chasing him. The 66-yard score gave the Trojans a 6-0 lead. Still in the 1st quarter, Zach Boehmke broke off a 15-yard run (on 4th and four from the Knight 20), but fumbled. Steve Adcock fell on the ball and then was rewarded a play later, plunging in from two yards out. R-P took a 13-0 edge. Kingsland responded, capitalizing on a fumble. Sophomore QB Jacob Rindels’ 15-yard TD pass to Jordan Kohn pulled the visitors closer (13-6). From there, it was all Trojans. They scored three unanswered 2nd quarter TDs, the first a beautiful Tyler McLellan to Alex Vix 17-yard pass (19-6), the second the Trojans’ defensive score, a 41-yard Boehmke interception return (266), and the last an 18-yard Vix

run. At halftime, R-P led 33-6. All they needed was the special teams TD. Sophomore Cole Kingsley thought he had it in the 3rd quarter, returning a punt 64 yards to money, but it was nullified by a penalty. One Knight punt later, the speedy sophomore did a rerun, housing a punt from 77-yards away. Each squad added a TD; R-P a Boehmke 51-yard run, Kingsland a Rindels 1-yard tunnel. The final was R-P 46, Kingsland 12. R-P has scored 21 TDs in their last three games (all wins): 15 offensively (9 rush, 6 pass) and three each defensively and on special teams. Marshall Oeltjen (17 carries, 80 yards) and Lenny Moore (19 carries, 81 yards) led the Knights on “O.” They are 1-3. Home(coming) Wreckers The Chatfield football team didn’t break up any Southland high school relationships (that anyone knows of ). They just ruined the Reb’s homecoming. They did so by making their second big statement of the year. Nate Skare got the Goph’s on the board with an early 28-yard field goal. Justin Viss brutalized Southland defenders with 96 total first half yards (77 rushing) including a 2-yard 2nd quarter TD that gave Chatfield a 10-0 halftime edge. Southland seized some momentum in the 3rd quarter. Frosh Jackson Koenigs picked Nate Skare, and then sixed him, from 33-yards away, making it a 10-6 game. Jake Neis, who’d been quiet up until that point (8 carries, 19 yards), seized momentum back, returning the ensuing kickoff 93 yards to the Southland-4. Viss bashed his way there (1-yard TD run), giving the Goph’s a 17-6 lead. Chatfield’s defense repelled a pair of Rebel drives. Neis put a period on the affair. He cracked off runs of 23, 28, and 18, the last the final score of the game. By a final of 24-6, Chatfield got its first win over the Reb?s since 2008 and moved to 4-0 on the season. They keep pace with #1 in AA Caledonia. Viss (13 carries, 82 yards, 2 TDs) and Neis (13 carries, 93 yards, TD) led a mainly ground-based Gopher attack, which rolled See SPORTS Page 11  New Crop of Apples!

So, I ordered a cheeseburger with lettuce and tomato, and you know what they offered that I don’t hear too often? The waitress offered wheat or white for the bun. Now, I try to be as health conscious as possible, so when I am offered the option of a wheat bun I go for it. That’s a no-brainer in my dining guide. Well, the cheeseburger was fantastic, as I expected. I had never had a burger of any kind at the Village Square of Fountain, because I am usually stopping by for dinner with my wife and kids. And, we always order pizza.

A Slice of Americana As I walked into the Village Square of Fountain, I could feel the vibe of happiness. Happy people eating some good – no GREAT food! There was a full crowd with nearly every table consumed by food and conversation. I was lucky enough to nab a table during a very busy Thursday around lunch time. Navigating what everyone else had ordered, I saw a wide variety of options at my fingertips. For a second, I thought that maybe I should just order dessert first. But, then my wife called right as I was scanning the menu. You see, she was on her way to Warrens, Wis., to attend the annual Cranberry Fest with some longtime friends from La Porte, Ind.

Monday, October 1, 2012 So, this time I had the chance to step out of the pizza box and try something different – dinner for one. And, thankfully I did save room for dessert. I ordered a slice of strawberry rhubarb pie with a scoop of vanilla ice cream. It was delicious, and I will be back for more. For this Real Bites, I took a different approach and I welcome reader feedback. I took a picture of Hannah Oehlke, the waitress at the Village Square of Fountain, instead of just focusing on a picture of my meal set before me. To me, the ones who turn a restaurant into a legacy of tradition – a slice of Americana – are people like Hannah. While I’m sure she was caught off guard when I asked her if I could take her picture for my Real Bites review, she smiled and obliged. Food can be wonderful, and people can make it better. Thanks to Hannah for the excellent service! My family frequents the Village Square of Fountain, and I would encourage other families to stop by for pizza, burgers, a slice of pie, some good music, and a delightful dish of ice cream. A special thanks to the owners David and Mary Milne for providing a wonderful dining option for locals and travelers. The Village Square of Fountain is located at 99 Main Street in downtown Fountain on the corner across from the First State Bank of Fountain, Drury’s Furniture and The Bent Wrench. Trust me, you cannot get lost in Fountain. If you can’t find it, just give me a call at 507-251-5297. And, after I show you how to get there, you can buy me dessert!

Chatfield officer receives traffic safety award By Karen Reisner Chatfield Officer Grace McCallum was awarded a certificate of accomplishment and given a commendation letter from the National Highway Traffic Safety Administration. She was one of four officers in the state of Minnesota to receive the award. She was recognized at the September 24 city council meeting. Scott McConkey of the southern Minnesota Office of Traffic Safety nominated her for her effort during the 2012 May/June enforcement wave. McConkey noted that rural highways have a higher per miles driven fatality rate than do metro communities. Officer McCallum stopped 16 vehicles and issued 16 citations for No Seatbelt Use during a four hour shift during a “Click It or Ticket” seatbelt enforcement campaign. McConkey insisted that “the people we stop are not the enemy, they are the people we serve.” He related that the first fatal crash that he was involved with happened about 25 years ago east of Chatfield. The victim did not wear a seat belt. McConkey said there was no reason for the person to have died. Sergeant Derek Fugelstad, Fillmore County Sheriff’s Department, presented her with the certificate of accomplishment and Chief Shane Fox with McCallum’s letter of commendation to be placed in her file. The council approved a resolution to again participate in the Office of Traffic Safety “Safe and Sober” campaign. This is a program administered by the Fillmore County Sheriff’s Department. The federal grant funds

pay for overtime for officers to enforce DUI, seatbelt, and speeding laws. Help Our Neighbors Pastor Mark Docken, Chatfield Lutheran, explained that Help Our Neighbors is a community wide organization developed with the primary goal of helping senior citizens stay independent as long as possible, allowing them to stay in their homes longer. Services they want to provide include transportation, respite care, doing chores around the house, leaf raking, and chronic disease and falls prevention education. This is a partnership effort involving several congregations and other local civic and volunteer community organizations. Chatfield Lutheran is the sponsoring organization. The Minnesota Department of Human Services has awarded a grant of $180,000 over three years toward this effort. Bill Sullivan noted that this organization is not specifically religious based. He said that CCTV is a huge asset to help get the word out. Councilor Ken Jacobson suggested information about the project be included in the monthly newsletter. Utility Rates Mike Bubany, David Drown Associates, offered estimates on proposed utility rates for 2013. He explained adjustments need to be made to avoid having to make larger adjustments in the future. Bubany warned that the city can get into trouble with enterprise funds by not looking at the rates. Bubany’s presentation assumed that development will continue to be slow, operational costs will

continue to go up about four percent per year, and the utility will receive about 1 percent interest on monies in the fund. His rate change figures would generally produce an overall increase in utility rates of about 5.25 percent. Councilor Paul Novotny said he was not opposed to doing something. The reality is the slow down in development, just wasn’t a slow dip. Novotny added they need to act now, but was questioning whether it would be better to have a larger up-front increase and then wait a few years for another increase. Bubany had shown a yearly increase. Mayor Don Hainlen stated he was concerned about unforeseen breakdowns. Councilor Ken Jacobson said they have to be prepared. Councilor Josh Thompson suggested they have come to the

from cities and townships. •Two new employee positions were approved with the upgrade of two city employees. City Clerk Joel Young said the new positions will adequately recognize their work and value, but will result in very little pay increase right now. The employees are Brian Burkholder (water system operator and tree inspector) and Pat O’Neil (WWTP, Class B operator’s license). •Ordinance #405 was approved designating Block 19 (Center for the Arts) as a Chatfield Heritage Landmark. Young noted that the designation will make the property eligible to apply for grants and tax credits. It will also put some regulations into place, requiring exterior work to go through the Heritage Preservation Commission. •An On-sale and Sunday sales liquor license was issued for Jeff and Candi Hare for JAC’s Bar and Grill.

point where they have to do something, adding we held off as long as we could. Jacobson said they should discuss the issue more in committee. Other Business In Brief •David Morrill, McGhie and Betts, explained a change order for the 2012 Water Distribution Improvements on Second Street to CR 2 and on a portion of Winona Street. The first pay estimate was reduced $938.05 to $115,323.45. The change order was approved. A repair patch is still to be made. Payment was approved with a five percent retainage until the repair is satisfactorily made. •There will be a $50 increase in Ambulance Service rates. New base rates as of January 1, 2013, will be $650 for those in the Primary Service Area and $750 for those outside that area. The ambulance service is almost entirely self supported getting just a small amount of money

Spring Valley discusses Main Street project By Gary Peterson It was an evening of dealing with communications for various departments within the city. This included new radios for Emergency Management and controllers for the sirens in the city along with a control station, mobiles, portables and a repeater. The total for Emergency Management was $18,167.03. Spring Valley Ambulance came to the table with a request for one radio at a cost of $2,330.50. Next in line was the Fire Department with a request for 12 radios at a cost of $5,937.98. All of the requests were approved and stated that “there is money in the budget for them.” County Commissioner Chuck Amunrud appeared before the Council in response to the recent proposal to rebuild Main Street by rebuilding the road, which would require the city to pick up the costs of storm sewers and curbs, which the city had reject-

ed. He said that the County Commissioners would be forced to close Main St. without the rebuilding of the road. He suggested an alternative plan which would turn Main back to the City after rebuilding it and to take a route for County Road One that would bypass Willow park and take a straight route from Main to Section and then north. After ten years, Main would be turned back to the City and CR 1 would have a straight path through the city. There was fairly lengthy discussion regarding the pickup of garbage in the City. The Council had asked for quotes on residential collection and it came down to three interested haulers. Waste Management had a rate sheet that was covered with numbers, codes for this type of garbage and another code for another type of trash. It did have a resemblance to my neighbor’s garbage can, which is a 32 gallon

priced at $7.67 dollars a month. There was mention of a discount for Senior Citizens in the proposal as well. The final part of the proposal talked about fuel surcharges. “The City/resident would pay Waste Management an additional fee if diesel fuel increases to a dollar amount equal to or above $4.00 per gallon. If diesel fuel remains below $4.00 per gallon, the fuel surcharge will be 0 percent. If diesel fuel is at or above $4.00 per gallon, the following percentages will apply to Waste Management’s base rate.” You will probably be able to monitor the fluctuations in the diesel fuel when you drive by the gas station and see how the two compare. P.S.: remember to check for the Senior discount. The second hauler to submit a quote was Sunshine Sanitation from Stewartville but they do advertise they are a local company. They don’t show a 32-gallon container, but in comparing their 64-gallon container at $10.50 to Waste Management’s 64 gallon at $9.04 it would appear the price is lower with Waste Management. Wm Hanson Waste Removal and Recycling is located in Chatfield and would appear that they only offer a Bag System for residential use. The Council pondered the situation for a while and then placed it on the table for another day.

Fall pasture management more important this year By Jerrold Tesmer, Extension Educator for Fillmore & Houston Counties Source: John Zinn, NRCS Grazing Specialist Pastures and Producers experienced stress this year. Get your pastures ready for winter and prepared for next year’s growing season by tak- Jerrold Tesmer ing action this fall. Soil Test …Don’t Guess! If you haven’t taken soil tests in the last four years, consider soil sampling your pastures. Use the same steps as your cropland. Take a 6 inch deep sample at random locations across the pasture. Avoid manure and urine spots or places where livestock congregate. Get 20 samples per 5 acres and mix in a clean bucket. Mix the samples thoroughly and place in a soil sample bag. Once you get the results consider fall applications of fertilizer and lime to correct any deficiencies. Plants that are in good condition going into the winter will do better next spring. Keep pastures tall going into winter. Both animals and plants store nutrients in fall to help them survive winter. Plant leaves catch light

to make carbohydrates which are stored in root and stolons. If the pasture has been grazed short, there is not enough leaf area to store food. Pull animals off the pasture when the stubble height is 4-6” for cool season introduced pastures and 8 inches or better for tall warm season grasses such as big bluestem, Indiangrass, or switchgrass. Thinking about adding legumes to your pasture? Intentionally overgraze the pasture you want to interseed. This reduces competition from grasses and allows light penetration of the canopy. Early next spring when the ground thaws during the day and freezes at night, you’ll be able to either broadcast seed on top of the ground or later when the ground is fit for tillage and somewhat moist, no-till drill seed into the pasture. Consider lining these up now to prepare for later. Fall Weed Control Spot spraying or broadcast applications of herbicide work well in the fall because weeds are also preparing for winter by sending plant nutrients and herbicides to the root system for storage. Remember, herbicides that kill broadleaves also will usually kill legumes. My thanks to John Zinn, NRCS Grazing Specialist for providing the information for this article. John can be reached at john.zinn@ mn.usda.gov or 507-289-7454 ext. 115.

M C Cougar NEWS The Mabel-Canton parent group PALS (Parent Alliance for Lifelong Student Success) has been fundraising for the past two years to help improve the existing school playground. As a community, you may have supported this group by purchasing Dutch Mill Bulbs from the M-C Elementary students. The vision and intent of this fundraising was to add to the current playground equipment with items that encourage physically active healthy play. This project was headed by M-C employee Lynn Rogich who passed away unexpectedly this past year. She was a huge asset and ambassador for this program, and since her death, the PALS group has taken her project to heart and would really like to honor her memory by following through and seeing the playground completed, and benefiting the children of our community.

PALS

Currently the PALS group has raised over $6000 towards the new playground equipment. The school has secured $7500 for the installation of the appropriate surface that the climbing rock wall will be placed on, however the project falls $3500 short of the quote provided for installation. Front round table: Jordyn Newgard, Katelyn Kleiboer, Dawson Kleiboer, Jaymeson Tollefsrud Back table: Hannah Schneekloth, Debra Hershberger, Cody Hershberger

If you would like to help close the gap and make these improvements a reality, please contact Liz Hershberger at jandltrucking@mabeltel.coop No donation, no matter how small will be turned away, and it would be greatly appreciated. All donations will go toward the preparation and installation of the new playground equipment that has already been ordered and delivered to the school.

Last summer Mabel-Canton School students were encouraged to avoid the “Summer Slide” with Reading and take part in our AR summer reading program. They were able to pick a book of their choice, read it and then take an Accelerated Reader test at the Mabel Public Library. Students that participated in the summer reading program were Katelyn Kleiboer, Dawson Kleiboer, Cody Hershberger, Debra Hershberger, Jaymeson Tollefsrud, Hannah Schneekloth and Jordyn Newgard. Our top 2 Readers for the summer were Katelyn Kleiboer with 26 books and Dawson Kleiboer with 13 books. Congratulations to our summer readers! Each student was rewarded with a special prize for their Reading Success.

PALS would like to thank everyone for their consideration and all of their past support! If you would be interested in becoming a member of the PALS, they would love for you to attend their next meeting on Tuesday, Oct. 16th at 6 pm in the M-C School Library.

2nd annual Sheep and Fiber Farm Tour By Kirsten Zoellner As summer disappears into autumn, and temperatures dip lower, many will reach for that favorite cozy sweater, shawl, or scarf. While it’s easy to think of where it came from, in the most literal of senses, we may not think about the farmer or shepherd that put in the countless hours of work before that wool ended up in a store. Luckily, there’s an event that highlights this beginning stage that’s not only local and educational, but fun for everyone. This weekend, October 6 and 7, four regional farms will provide a free, inside look to visitors. The farms will open their doors to the public from 10am to 4pm, both days, and visitors will have a chance to interact with the shepherds of fiber animals such as alpacas, llamas, heritage sheep, and Angora goats and rabbits. Each of the fiber farms is dedicated to the promotion of sustainable fiber animals and the education of the fiber arts. The shepherds will be on hand to demonstrate some of the equipment they use, talk about their livestock management practices, and give folks an opportunity to see their animals. In addition, each shepherd takes an active roll in processing the fiber, so there will be carding, spinning, and weaving

demonstrations. Each of the four farms will have a variety of products for sale as well. The first of the four highlighted farms is the Ellison Sheep Farm in Zumbrota. More than 30 years ago, Nancy Ellison took her first weaving class while in summer school at the University of Oslo, Norway. For the last 20 years, she has actively raised rare breeds of natural-colored sheep, including Shetland, Icelandic, and Gotland breeds. Her barn studio houses the fiber equipment, while the old, farm silo provides a breathtaking display of her fiber arts, including Scandinavian spinning, weaving, and felting. The Ellison Sheep Farm is also an authorized dealer for Ashford, Kromski, Louet and Shacht spinning wheels, carders and looms, and is the largest dealer of such in a five state region. There are many handmade, used or antique wheels and looms for sale, just in case you get a hankering to try it yourself. Handspun yarns will also be available for sale. The second farm on the tour, operated by Nick Gau and Tiffany Prow, along with their children, is Barn Quilt Farm. The picturesque, 10.5 acre farm is nestled in the heart of southwest Rochester. The family happily raises llamas, alpacas, ango-

ra rabbits, and heritage CVM sheep, which can be hand-fed by farm visitors. “Come and enjoy our guest speakers, browse the handmade crafts, and bring the kids along for a family-friendly day,” enthuses Prow. Kindred Spirit Farm, the third farm on the tour, is home to four breeds of longwool sheep, including Gotland, Leicester, Lincolns, and Romneys. In addition, two Angora goats and Angora rabbits, also make their home at the farm. “We produce lustrous fleeces, washed wool, batts, roving, handmade felt, locks, handspun and mill spun yarns,” notes shepherd Stacey York. The farm will demonstrate blending fibers on a drum carder and spinning art yarns. Visitors will be welcome to experiment with color and try carding their own batts. Discussions focused on raising endangered or heritage breeds of fiber animals will also be highlighted at 11am, 1pm, and 3pm both days. Last, but not least is Wiscoy Valley Farm, on which Jean Mueller raises Shetland and Marino sheep. At the farm, Mueller will demonstrate floor and table loom weaving, as well as electric spinning wheels, including the single band and double band wheels. In addition, she will host Norwegian Weaving and Natural Dyeing

discussions and demonstrations at 10:30am and 2pm, both days. The mission of Wiscoy Valley Farm is simple. “Wool is a sustainable, biodegradable resource, which has used its natural advantages to improve our lives for many generations. From raw wool to spun yarns and stylish cloths, it is a multipractical, eco-friendly fiber for the world we want to live in and the one we want to leave behind,” says Mueller. Those wishing to attend the Sheep & Fiber Farm Tour may visit as many farms as they

The plans for the hog confinement building to be built in Section 9, Beaver Township, consist of a 392 foot by 51.5 foot building with a concrete pit underneath. It is to be a 2400 head finishing barn. Anne Koliha, SWCD, who is currently filling in for the county’s feedlot officer, said there is adequate land for manure application. There was no one present to comment for the township. Steven Boyd, who farms to the east of the proposed confinement building, said Jim should be able to build the building. However, he argued that it would be better for neighboring homeowners if Koenigs put in bio filters to help reduce odor, suggesting it was a simple way to alleviate the problem. His home is 1,900 feet from the planned building. Boyd said his family deserves the right not to be impacted by someone else. He noted there were several building sites within a mile radius and more just outside that radius. His wife said she was extremely concerned about the impact on their quality of life.

Arlynn Hovey, Carimona Township supervisor, said he understood the concern of the Boyds, adding they have a right to their sanctuary. Duane Bakke said he would like to see the odor offset model. Koliha looked up the information and reported that at 1900 feet, it would be 97 percent annoyance free. The odor offset model was developed by the University of Minnesota. It is required that it be at least 94 percent annoyance free for a nearby dwelling and 99 percent annoyance free for a nearby city. Bakke said there was no legal reason to require bio filters. Koenigs was asked about manure application. He assured them that all manure would be injected, most often in the fall and occasionally in the spring. There would be no surface application. The CUP application was approved, with the added requirement that the feedlot rules for the county be attached. tems to be built with just a permit without the requirement to go through the CUP process. They can be permitted in the Ag District and will be prohibited in R-1 districts. They would have a generating capacity of 1 kW or less and have a supporting tower of 75 feet or less. The amendment was approved. •There was no public comment on the removal of the city of Ostrander from the Fillmore County Zoning Ordinance. Ostrander now has their own zoning ordinance. The removal of Ostrander was approved. •There was a short discussion on portable Ag buildings. The current ordinance does not require portable Ag structures to be permitted if they are 160 square feet or less. Bakke noted that some sow shelters are larger. It was decided to draft an

amendment to exempt portable Ag structures (on skids) from requiring a permit. The commission approved a motion to have a public hearing on this amendment at the next meeting. •The next Planning Commission meeting is to be held on October 18. Other items to be on the agenda include the removal of the city of Whalan from the county zoning ordinance, a feedlot application for a dairy, and discussions of mining ordinance drafts for 721 and 736. Board of Adjustment Albert Culbertson, city of Whalan, requested a variance to replace a porch on his house as he was remodeling the outside of his home. The road right of way is now 10 feet from the east side of his home. The zon-

ing ordinance requires a 10 foot setback from the property line. County Administrator Chris Graves inspected the property and suggested a variance of up to 6 feet, saying it would not create a hazard. Culbertson said he wanted to build a 5 foot by 7 foot porch, which would be longer but not wider than the old porch. Graves said the city of Whalan was not opposed to the variance. There were several comments from the public. Elaine Olson insisted there should be a survey. Graves said they based there measurements off the center of the road right of way. Ernie Johnson argued that the middle of the street was off to the side. Margaret Wolfe, a city council member, suggested the place should be cleaned up first. Gary Ruskell stated that in theory everything should be surveyed , but that was not practical. The variance was approved.
