At its monthly meeting March 29, the five-member Rochester Public Utilities board considered everything from bids for repairing a water storage tank to an ash disposal agreement. But the ups and downs of the emissions fee RPU pays for the Silver Lake power plant was perhaps the most notable. RPU is required to pay an annual, emission-based fee to the Minnesota Pollution Control Agency to help fund air quality programs. This year, the total fee charged to RPU dropped by 54 percent – from $127,651 to $58,059 – although the fee rate increased by 47 percent, from $43.33 per ton to $63.84 per ton. The yearly fee is based on actual emissions from two years previous,

so this year’s decrease reflects how much less fuel was burned at the plant in 2009. In 2009, the plant had 909 tons of emissions, compared with 2,946 tons in 2008. The 2009 total is the lowest in the past 10 years; the highest was 4,913 in 2003. According to a report presented to the board, such decreases in the amount of emissions are occurring statewide. The majority of funding for the state’s air quality programs come from emissions fees, so the MPCA calculates the dollars per ton required to maintain the programs. Criminals use Craigslist to target local homeowners and renters By Gabby Gatzke gabby@olmstedcountyjournal.com

With the creation of the Internet, Southeast MN realtors have been given a whole new “display case” to show off their client’s homes. As with most things, there are of course good and bad things that go with this. Local homeowners in Rochester are finding out that the Internet can actually be more of a bad thing then good thing in terms of listing their home for sale online. Many of us have heard of, and may even use the popular site Craigslist.com. You can find several things on Craigslist ranging from people selling appliances and houses to people posting personal ads. What you can also find Blinds Roller Shades on Craigslist are a lot of scams Blinds Roller Shades involving real estate.

Karen Becker, Association Executive Officer of the SouthEast Minnesota Association of Realtors, has at least 25 real estate scam cases on file in Rochester. Becker said a lot of the cases usually involve scammers from West Africa and Nigeria. The scams usually involve a scammer ripping off a listing from a realtor’s site and then posting it on Craigslist as a rental. The scammers usually communicate via email and of course have a story ready to stump the consumer. a For Sale sign out front. When asked why they don’t use an agent, the scammers usually reply that they don’t trust agents or that it’s too much work to have a third party involved. Becker also said

the scammers may say that the “renter” won’t be able to view the home because they have the keys with them. “They may offer to send pictures of the inside of the home which they are scraping from the internet,” Becker said. “Per their instructions, once they have confirmed payment (either a dollar amount -$1,000 is common - or a deposit plus first month’s rent) they will send the keys and documents for signature. It goes without saying that no documents or keys are forthcoming.” And if that wasn’t terrifying enough, some scammers are even requesting that interested renters fill out an application that includes important personal information, leaving the consumer susceptible to identity theft beyond being scammed out of their money.

Becker said one significant problem is that they are evolving as criminals. “Now they are getting a hold of the owner’s name and are creating email addresses (I’ve seen Yahoo) using the owner’s name as part of the email,” Becker said. “This is information that they cannot obtain from our MLS (Multiple Listing Service), which has the highest level of security. The owner’s name is not available on any part of the public websites that are fed from our MLS.” The most frightening fact about this type of scam is that you never get your money back. Obituaries Lawrence Boss Lawrence Boss, 92, passed away, March 17, 2011, at Boulder Park Terrace Nursing Home in Charlevoix. He was born June 2, 1918 at home on the family farm where he lived all his life and worked right up until he suffered a stroke three years ago. Over the years, he raised turkeys, dairy cows, chickens, pigs, registered shorthorn beef cattle and grew vegetables of all kinds. He was an active member of the Community Reformed Church where he and his wife Jeanette taught the Sunday school class for two-year-olds for many years. He served on the church’s consistory as both an elder and deacon. Lawrence is survived by his wife, Jeanette (DeYoung) Boss whom he married on April 14, 1945; children: Beth Ann and Milo Broadwater of Preston, Minn.; Wilson (Bud) and Judy Boss of Charlevoix; and Jan Boss of Charlevoix; grandchildren: Mark and Rachel Boss of Morristown, Tenn.; Kari and Chris Maki of Charlevoix; Robert Boss of Marquette; Amanda Boss of Rochester, Minn., David Broadwater of Preston, Minn., and Larry Broadwater of Preston, Minn.; and three great-grandchildren. Services took place at Community Reformed Church in Charlevoix on March 21. Doris Byboth Doris Byboth, 90, of Rochester, passed away Saturday evening, March 26th, 2011, in Rochester. Doris Vigness was born in Highland, MN. She grew up and graduated from Rushford High School. She married Karl Byboth August 1, 1943. Karl served in the military during WWII. Doris went to Washington D.C. during this time and was a fingerprint analyst for the F.B.I. After the war, she and her husband moved back to Rushford where her husband went into the home building business with his father. Eventually, they moved to Rochester where her husband worked in the sheet metal business. Doris worked for a number of years for the Mayo Clinic until her daughter was born. Doris was a charter member of Community Presbyterian Church, a Girl Scout leader, an Election Judge, a member of the Methodist Hospital Auxiliary, a Pink Lady and a volunteer driver for the welfare department. She enjoyed swimming, flower gardening, golf, and going to the Shack for Fishing Opener at Whitewater with her husband,”Bunk.” He died in

Doris is survived by her daughter, Lori Bachman (Paul) of Rochester, MN; two grandchildren and two sisters, Jan Wieler of Virginia Beach, Virginia, and Emma Simmons of Altemonte Springs, Fla. She was preceded in death by her husband, parents, three brothers, and two sisters. Memorial Services were held at the Ranfranz and Vine Funeral Home Chapel on Saturday, April 2, 2011, with Rev. William Hoffmann of the Community Presbyterian Church officiating. Burial will be in the Rushford Cemetery in Rushford, at a later date. Nora E. Hageman Nora E. Hageman, age 90, of Canton, died Wednesday, March 30, 2011, at Harmony Healthcare in Harmony, Minnesota. Nora was born March 19, 1921, ,in Winneshiek County, Iowa, to Archie and Candace “Babe” (Dinger) Ward. She attended country schools in the Bluffton and Burr Oak area. On February 12, 1946, she married Parnell Hageman at the St. Benedict’s Catholic Church in Decorah, Iowa. They farmed north of Decorah until 1959 and then south of Canton until 1985 when they retired and moved into Canton. Parnell passed away March 4, 2005. She was a member of the Assumption Catholic Church in Canton. She enjoyed helping the Altar Society with church events, baking, flowers, and gardening. Nora is survived by a son Ronald (Karen) of Burr Oak; a daughter Marsha (Gary) Osting of Ames, Iowa; four stepgrandchildren; seven step-great grandchildren; and two stepgreat-great-grandchildren; two sister-in-laws: Ruth Huber and Anita (Carroll) Lansing both of Decorah; and several nieces and nephews. She was preceded in death by her husband Parnell; her parents; a sister Irene Keck, two step-grandchildren David and Jeff Hoppe; and two brothers-in-law James Keck and Conrad Huber. Funeral Mass was Saturday, April 2, 2011, at the Assumption Catholic Church in Canton, Minnesota, with Father Donald P. Schmitz officiating. Burial was in the Calvary Cemetery in Canton. Mengis Funeral Home in Mabel assisted the family with arrangements Donald L. “Don” Moore Donald L. “Don” Moore, 86, of Rochester, MN, died Saturday (Mar. 26, 2011) at his home. Donald Lee Moore was born Apr. 27, 1924, in Sutton, Nebraska, to Robert and Charlotte (Stroh) Moore. He was raised in Friend, Nebraska, where he

graduated from high school. He entered the U.S. Army Air Force in March of 1943 and served as a bombardier on a B-24 in the European Theater. He was discharged in October of 1945, having achieved the rank of 2nd. Lieutenant. On Nov. 11, 1945, he married Grace Kalal in Crete, Nebraska. The couple moved to Chicago, IL, where Don attended Radio school for two years and started his career with IBM. The couple moved to Madison, WI, where Don served as a Customer Engineer for IBM for twenty years. They moved to Rochester in 1968, where he was a Service Engineer for IBM, retiring in 1986. He was a member of the Community Presbyterian Church. Don enjoyed traveling, genealogy, and woodworking. Don and Grace were married for sixty-five years. Survivors include his wife; his daughter, Debra (Gordon) Chubbuck of Bovey, MN; his son, Donald (Cindy) Moore, Jr. of Madison, WI; his sister, Dorothea Buehler of Spokane, WA; his brother, John (Edna) Moore of Glendale, AZ; four grandchildren; and five great-grandchildren. Four brothers, and a sister preceded him in death. The funeral service was April 5, 2011, at Mahn Family Funeral Home – Rochester Chapel with Rev. Bill Hoffmann of Community Presbyterian Church officiating. Burial was in Oakwood East Cemetery in Rochester. Military Honors will be provided by the Wm. T. McCoy Post #92 of the American Legion. Margy Dene Toft Margy Dene Toft, age 82, of Spring Valley, died Tuesday morning, March 29, 2011, at the Spring Valley Care Center. Margy was born February 12, 1929, in Steele County, Minn., the daughter of Otto and Virginia (Dezell) Sorenson. She was baptized July 19, 1942, and confirmed May 9, 1945, at Trinity Lutheran Church in New Richland, Minn. She graduated from Freeborn High School in 1947. She married Charles “Chuck” Toft July 6, 1947, at First Lutheran Church in Hartland, Minn. The couple farmed in Steele and Freeborn counties until moving to Spring Valley in 1958. While in Spring Valley, she was a waitress at the Highway Cafe and Frontier Room and retired after working as a clerk at Snyder Drug. Margy was an active member of Our Savior’s Lutheran Church in Spring Valley where she was a Sunday School and Release Time teacher and served as a past-president of their wom-

He had lived in rural Lanesboro, Mabel and in Harmony for 34 years. Peter was a self-employed carpenter. He was a member of the Elstad Lutheran Church in rural Lanesboro. He enjoyed the Minnesota Twins baseball, watching golf, family gatherings and in his younger years he enjoyed his herd of cows. Survivors include his wife, Naomi of Harmony; five children: David (Kim) Wangen of Harmony; Darlene (Carroll) Tudahl of Rushford; Julie (Gary) Burkholder of Harmony; Carolyn (Dean) Solberg of Lanesboro; Jason (Kelly) Wangen of St. Charles; 21 grandchildren; 31 great-grandchildren; five siblings, Ella Olstad of LaCrosse, Wisconsin; Gladys (Marlin) Zeimer of St. James; Orillie Iverson of Byron; James (Irma) Wangen of Lanesboro; Merlin (Margie) Wangen of Sparta, Wisconsin; and a daughter-inlaw Mary Wangen. Laura Whitcomb Laura Whitcomb, 92, of Chatfield, died Thursday afternoon, March 24, 2011, at the Chosen Valley Care Center where she had resided for two months. Prior to this she lived in the apartments at the Chosen Valley Care Center for three years. Laura Mae Muxlow was born on September 19, 1918, in Clear Lake, South Dakota, to Bert and Bernice (McKeown) Muxlow. She graduated from high school in Bryon. Laura married David Charles Whitcomb on May 17, 1941, in Spring Valley at her parents’ home. David died on November 10, 2008. She had previously lived in Clear Lake, South Dakota, Bryon, Minnesota, Pine Island, Minnesota, and in Chatfield since 1961. She was a member of the United Methodist Church and Methodist Women. She was a homemaker and enjoyed, reading, gardening and outside activities. She is survived by her four sons: Charles (Sue) Whitcomb of Chatfield; Rollin (Suzanne) Whitcomb of Bloomington; Judd Whitcomb of St. Charles; Brian (Diana) Whitcomb of Rochester; nine grandchildren, two step-grandchildren; 13 great grandchildren and four stepgreatgrandchildren; one sister, Gene Luren of Minneapolis. She was preceded in death by her parents, husband David, one son, two infant granddaughters, and one sister. The funeral was Monday, March 28, 2011, at the United Methodist Church of Chatfield, with Rev. Jean-Claude Duncan officiating. Spring burial will be in the Chatfield Cemetery. C ommentary Government does not create wealth By Col Stan Gudmundson, USAF (Ret) Based on millions of instructions millions of Americans give the marketplace every day, the market is super genius in allocating resources. Government however, is a comparative dunce given that the spending decisions it makes is based on politics. It is hard to imagine how anyone cannot conclude that government spending is far less efficient than those made by individual citizens. And given that a recession is simply a misallocation of resources, why should we allow the government to interfere in the process of redirecting that misallocation? A fellow who was critical of one of my last letters said that “Economists tell us there is a multiplier effect of about three or four, which means every dollar of stimulus money...will be spent three or four times benefiting businesses and their employees.” We can quibble about the actual value of the multiplier effect, but what he says is true. However, government cannot create wealth. It has no money except what it takes from us. We will be taxed directly, government will inflate the currency, it will borrow, or it will do some or all of the above. One way or another, taxpayers are on the hook. To provide the $862 billion stimulus, government had to take from the taxpayer $862 billion. Instead of that $862 billion being used by individuals to stimulate the economy with an inherent multiplier effect based on the market, it is taken away and transferred elsewhere to a place of the government’s arbitrary choosing. Suppose that the federal government concludes that Editorial Cartoon

Whalan needs a $100 million stimulus and that Fillmore country residents are to pay for it. Left alone, using a multiplier of 7, that $100 million would have a positive impact of $700 million on all of Fillmore County. For sake of this illustration, let us also assume that Fillmore County doesn’t have $100 million so must borrow around 40 percent from its arch rival, for today anyway, Winona County. Whalan gets the $100 million but the other citizens of the county would be left out. Citizens of Houston, Mower, and Olmsted counties figure $100 million here, $100 million there and as long as the value of the currency isn’t affected, who cares. Winona County residents, though, remain very interested. Presume also that the federal government specifies nearly $90,000 for Whalan to fix a recently repaired walkway going nowhere. Silly you say? Sure is but the federal stimulus really did do and spend that in Boynton, Oklahoma. Government transfer of funds is neither neutral nor benign. In addition, stimulus funding has provided over $500,000 to replace windows in a closed visitor center on Mt. St. Helens that will not be reopened. The University of North Carolina got over $750,000 for developing an “Interactive Dance Software” that “could lead to a YouTubelike DanceTube.” Northwestern University received more than $700,000 “to create a joke machine...using artificial intelligence.” I could go on and on and on describing marvelously “stimulating” government programs. Stimulus spending creates at least five problems. One

is what economist call opportunity costs that result from seizing resources that would have been more efficiently used in the marketplace. Second, based on politics, government spends money in arbitrary and inefficient ways. Currently the federal government borrows 37 to 43 cents of every dollar it spends. As a result, third, the huge deficit will lower our standard of living. Fourth, this all impinges on our freedom. And finally, as the Chairman of Joint Chiefs says, our weak economy is our greatest strategic threat. One economist says that government stimulus packages are like trying to fill a swimming pool by taking water out of the deep end and pouring it in to the shallow end. This is an interesting analogy but it assumes that stimulus spending is benign. It most certainly is not. I know I am repeating myself but apparently some people just are having a difficult time understanding simple reality. I’ll try again. Research by Harvard economist Barro and Redlick “(show) that in a best case scenario, a dollar of government spending produces much less than a dollar in economic growth - between 40 and 70 cents...They also found that if the government spends $1 and raises taxes to pay for it, the economy will shrink by $1.10.” Or put another way, if the government uses taxpayer money to stimulate the economy, the multiplier effect will always be less than if the government lets the taxpayers keep the money for themselves i.e., it results in a reduced multiplier effect. None of this should be hard to understand. Moreover, it is nonpartisan. Economic prin-

ciples work the way they work if you are a physician, socialist, Republican, Democrat, conservative, flaming liberal, or you worship FDR, John Maynard Keynes, and Elmer Fudd at a shrine you built for them in your basement. It is what it is. Now the Fed will spend an additional $600 billion. Quantitative Easement they call it. The Chinese and the Brazilians, along with the rest of the world, object and are unhappy about this. Consequently, there will be an increase in the price of gold along with a corresponding weakening of the dollar. In addition, commodity prices will increase and that includes oil and gas prices. If you are paying attention, you have already noticed. You will note the entirety of the rest of the world has rejected this administration’s approach to this recession. Government stimulus packages don’t stimulate the economy. Moreover, government does not belong in the marketplace in Rushford, in Preston, in St. Paul, or in Washington DC.

Letter about Political Philosophy To the Editor, For many years the Republican Party has presented themselves as perpetuating “moral and spiritual values.” Their political views are rooted in religion and their faith in God. How can they possibly go wrong? Democrats firmly believe in the separation of church and state and are reluctant to point out that the principles of their party are based on the New Testament. Jesus taught that we should live a life of service to others. That the rich should take care of the poor. He fed the hungry and healed the sick and stressed non-violence. Republicans in Congress enthusiastically support de-regulation, outsourcing and tax breaks for corporations and special interests. Governors have introduced an “austerity” program, cutting the number of teachers, firemen, nurses and policemen. They advise extending retirement of those on Social Security to seventy years, trim Medicare, cut wages and reduce pensions for the poor and middle class and oh yes, we need to get rid of “Big Bird” and public Television. They angrily protest against regulation and oversight and refuse to rein in “speculation” which has precipitated the increase in the cost of oil, food and commodities in general. Somehow, this doesn’t seem like a good plan to “grow the economy!” The future of our country depends on strengthening the middle class and making opportunities available to those immured in poverty. Republicans are on a mission to destroy the working class. If we rein in the excesses of Corporate America and the rich, we can make serious progress towards paying the national debt. When I say this is a “new” alternative, I use that word Jason Sethre loosely. After all, the first newspaper started in Olmsted County that was launched in 1857 in the city of Rochester was named the Olmsted County Journal. So, in a way, we are resurrecting a ghost that was once consumed by newspaper acquisitions and mergers during its early years, eventually losing its identity. Certainly, just like everything else we can think of, a lot has changed since 1857. While continuous advancements in technology have changed our lives in so many ways, there is one thing that hasn’t changed: the

importance of local news to the people living in any given community. People want to know what is going on in their community. So, our team of employees and free lancers have worked diligently to bring you, our readers, local news from all over Olmsted County. We have been fortunate to enlist the talents of many outstanding media professionals all living in Olmsted County. These writers will be covering city council, school board and county council meetings all throughout Olmsted County. In addition, they will be giving us human interest stories. I can’t wait to see what our future holds, constantly changing. Along with local stories, we will be publishing local obituaries, birth notices, engagement and wedding announcements -- all free of charge. And, I should confess that we will not be focusing our editorial space on covering anything at a national or international level. As someone who was born and raised in Rochester, graduating from Mayo Senior High School in 1992, I have watched the community evolve in ways I never could have imagined. While some people may debate about whether all of this change is good or bad, we will leave that up to our readers to decide. Our job will be to provide you with news and information to ponder. Yeah, on occasion I will touch on a sensitive subject in my weekly commentary, but I will do my best to avoid preaching to our readers. My stance is that our readers

are smart enough to form their own opinions. When it comes to elections, we will not endorse any candidates. We will present information about the candidates, but that’s it. I cringe when I see newspapers endorse candidates. Basically, the newspaper is telling readers how to think and even how to vote. Personally, I consider that approach to journalism to be condescending and arrogant. Aren’t newspapers supposed to be unbiased and objective? So, that’s just a taste of what’s to come. Oh, and one last thing I should mention to all of our readers. I believe in extreme accessibility, so I publish my cell phone number in the newspaper every week with my commentary piece. her knowledge with information on rural and township concerns, while keeping her finger on the pulse of the First District’s urban constituency. “My first job is to listen,” Podulke said. “I will spend the next few months getting up to speed.” Stephanie demonstrates high regard for County staff members. “They drive policy to a large extent. The Commissioners do not come up with ideas out of the blue.” Podulke stated. “We have a wonderfully wellrun, fiscally responsible county that is one of the best in the state and stands out as a stellar county nationally.” Citing the County’s AAA bond rating and several examples of excellent service to County residents, Podulke is not seeking office to shake up the system, but rather to remain vigilant in an ongoing discussion over the allocation of resources. Her motivation is to continue Mike’s kind and humane manner of leadership that many have found remarkable over the years. “Everyone has their area of focus,” Podulke said. “Mike’s focus was on social services and corrections. He devoted 25 years on the County Board to making sure needs were met in these areas. I still want his voice to be heard. the ground-level having made a career in social services. Just last year, Podulke retired from her work as an in-home family counselor. She has also managed a group home for adolescents with behavioral disorders, served as a volunteer director at a nursing home, and worked as a teacher prior to that. In the community, Podulke continues to stay active on the Rochester Charter Commission, and volunteers for Child Care Resource and Referral, RNeighbors, Kutzky Park Neighborhood Association, First Homes, and Habitat for Humanity. She has served on the boards of various community organizations. In 2001, Mike and Stephanie won the Mayor’s Legacy Award for their community stained glass project honoring the victims of the 9/11 attacks. The window is on display at the Mayo Civic Center. “We all need to remember that County Commissioners do so much more than just maintain gravel roads around any city limits. They are also making sure that someone in a nursing home or a disabled child is taken care of ” Cline said. “The County has to deliver social services mandated by other levels of government and Stephanie understands that.” Over 30 supporters, many being long-time friends and public servants, congregated at Cline’s home recently to kickoff Podulke’s campaign. Stories, laughter, and words of encouragement abounded as the group discussed ways to introduce Stephanie as a candidate to voters in the First District. Some ideas were detailed aspects of the familiar, tried and true methods that worked for Mike, others more high-tech. Mike and Stephanie’s oldest daughter, Laurel, was in attendance with her fiancé Ed Jeffries. Laurel and Ed recently moved into a house across the street from her childhood home and the stained glass business her parents have run for years in Rochester’s Kutzky Park neighborhood for the past 35 years. She remembers a few occasions when there was a particularly weighty issue before the County board.

“My dad would talk about what was going on, usually at the kitchen table, and my mom would contribute to the discussion. My sister and I were also encouraged to join in and often did. We usually came to the same conclusions.” She notes that her mother shares many of the same qualities that made her father wellliked and successful, “She is a thoughtful and compassionate person who is great at creating an environment of understanding.” Her own experience puts Stephanie in a position to fulfill her goal of being the proponent of human services, corrections, and urban planning that she aims to be. A quarter century of being the spouse and confidant to a County Commissioner with shared values gives her an uncommon point of view. “Stephanie is uniquely qualified for this job,” said former Rochester City Council Chair John Hunzinger. “Our families have been close over the years and I know that she has really been there this whole time. She knows what’s going on. Nobody could have come forward better prepared for this.” Stephanie Podulke plans to spend the summer hosting forums to hear the concerns and ideas of residents of the First District and hitting the streets with her supporters to get as much information and voter contact as possible before the special election on August 9th.

“It is hard to sign on to an agreement without knowing the cost,” Chair Mark Vaupel said. “This decision does not financially obligate the district.” The board approved the motion. In other action, the board approved a resolution that reads, “That the School Board hereby directs the Superintendent of Schools and administration to consider discontinuance of programs or positions to effectuate economies in the school district and reduce expenditures and, make recommendations to the school board for the discontinuance of programs, curtailment of programs, discontinuance of positions or curtailment of positions.” “Unfortunately, this type of resolution is typical for this time of year,” Thompson said. “The administration will put together a recommendation and bring it back to the board for your approval.” The next board meeting will be Monday, April 11, at 5:30 p.m. in the mini cafeteria. By Kevin Blanchard The current difficult economic environment played a key role in decisions that the Stewartville School Board made at their meeting Monday night. The board considered whether or not to sign the SEMVA Joint Powers agreement. The Southeast Minnesota Virtual Academy (SEMVA), an agreement between six southeastern Minnesota school districts, will provide online classes to students in participating schools. The schools include: Hayfield, Kasson-Mantorville, Kenyon-Wanamingo, La Crescent-Hokah, Stewartville and Triton. Board members raised the question, “Will this cost us?” Dr. Dave Thompson, superintendent, said, “We don’t know for sure what the cost will be at this time.” Another board member asked, “What if the costs are too high?” Thompson assured the board that the district has the option not to participate in the joint powers agreement. Thompson also mentioned that the teachers are concerned about how online learning may affect their contracts.

Will racino gambling come to Minnesota? By Karen Reisner Maybe the stars have at last aligned for the supporters of Racino Gambling. Republican Senator David Senjem, district 29 Rochester, and Representative Bob Gunther, district24A Fairmont, publicly introduced the legislation on March 21. Senjem is the chief author of SF1046 Racino and Minnesota Future Fund legislation with co-authors Claire Robling (R), district 35, Dan Sparks (DFL), district 27, Mike Parry (R), district 26, and James Metzen (DFL), district 39. The bill was referred to the Jobs and Economic Growth Committee on March 25. Gunther is the chief House sponsor of the legislation. The legislation would sanction the operation of 4,000 video lottery terminals by the Minnesota State Lottery at Minnesota’s two racetracks, Canterbury Park, Shakopee and Running Acres Harness Park, Columbus (off interstate 35 north of St. Paul). The video and slot machines would put them in competition with the eighteen American Indian run casinos in the state. Both parks have poker and gaming tables now. Most of the revenue from the proposed racinos would be put into a newly established Minnesota Future Fund.

The proposal has two high hurdles which have acted as barriers in years past when similar legislation was stifled. Lobbyists representing the American Indian gambling interest and legislators that are opposed to the expansion of state sponsored gambling on both the left and the right have blocked the effort for years. This is the sixth attempt. With this attempt supporters are more optimistic touting the legislation as a jobs creator by way of the “Minnesota Future Fund” to be used to help expand businesses and provide initial funding to start new businesses. The legislation would establish this special account for the monies gained from the racinos to be separate from the state’s General Fund. Legislators and the governor are searching for ways to make up the projected $5 billion deficit and for some this is a portion of the answer. Governor Mark Dayton has said he is willing to consider any source of new revenue. Opposition Republicans will meet resistance from their own GOP party chairman Tony Sutton who sits on the board of a nonprofit organization, “Citizens Against Gambling Expansion.”

The American Indians operate eighteen casinos in the state and have lobbied against the introduction of the racino gambling. Twelve states currently have racino gambling, including Iowa. The Minnesota Indian Gaming Association (MIGA) argues that the market for gambling in the state has reached a peak, saying the estimates noted by the Minnesota Lottery are unrealistically high. A study by the Minnesota Lottery estimated the racinos would bring in about $125 million annually. Tribal lobbyists note the tribes are not subsidized by the state. Many of the employees at the Indian casinos are not tribal members so they already contribute to state and federal income tax revenues. They insist the racinos would especially damage the business at the state’s northern casinos and at Mystic Lake which is just a short distance from Canterbury Park. Indian gaming funds are in part used to improve public services and to improve the quality of life for the Indian tribes. The MIGA claims that about half of the revenue from the casinos is used for health care and education with about 20 percent going for economic development, housing and infrastructure.

Nationally, Indian tribes have been battling long-time problems including high levels of homicide, alcoholism, suicide, and domestic violence. Unemployment rates run as high as 30 percent. Revenues from gaming are being used to combat all of these. Even if this legislation were to become law, there is a potential for lawsuits down the road from Indian interests. It is not clear whether the Minnesota Lottery legally can regulate slot machines. Supporters With a $5 billion deficit, the prospect of $250 million additional revenue for the biennium without a tax increase is attractive. Proponents are more optimistic recognizing the turn over of the legislature to Republican majorities and a governor that is at least willing to consider the idea. Dayton insists most of the

revenue from racino gambling should be used for “public purposes.” He specifically maintained the proceeds should not add to the wealth of the private ownership of Canterbury Park and Running Acres. Dayton made it clear he was not an advocate of expanding gaming, however, he has not closed the door on using potential racino gambling revenue for education or job creation. Canterbury Park is a publicly traded company, Canterbury Holding Corporation, and Running Acres is owned by a Connecticut-based private equity fund, Black Diamond Commercial Finance. Canterbury Park is in favor of the Minnesota Lottery regulating the racinos and Running Acres favors the Minnesota Racing Commission acting in that capacity. See RACINO Page 12 

(DEED). The estimated additional $125 million per year in revenue would significantly increase the funding available in grants and loans through DEED. Senjem maintains the extra funds would keep businesses in the state and help

them grow. The monies would also be used for research programs. Potential Winners Racino NOW, an organization in existence to support the establishment of racino gambling, lists the following as

being some of the winners if the legislation becomes law: agriculture and rural development, early childhood and family education, bioscience and medical technology research, the state’s general fund, and athletic, recreational and extracurricular facilities (possibly the Vikings Stadium). However, the senate bill now in committee is to be targeted toward business growth and creation, not at all toward a new stadium. Former Senator Dick Day, who resigned his senate seat over a year ago after serving for nineteen years, is a member of Racino NOW and is a lead lobbyist for the effort. He has long been a proponent of racino gambling introducing the first bill in 1997. Day has remarked that people through gambling, give up their money voluntarily, which is preferable to taking their money through

taxation. The establishment of racinos is expected to contribute toward higher purses for race horse owners. It is suggested this could bring more horses to the tracks from other states. The racing industry expects they could enjoy a renewal providing more jobs to breeders, trainers, farriers, veterinarians and so on. The influx of more track personnel could contribute to the hotel and restaurant industries and so on.

Simple Treasures Soap a far cry from Grandma’s lye creations By Alissa Shannon We’ve seen dozens of commercials for the best name brand soaps in the business, but

are these soaps really as good for the skin as companies say they are? According to Maxine VanDeWalker, owner of the

Bank Gift House in Wykoff and creator of her personal line of soaps, they most certainly are not. Maxine has been making her line of soaps for over 16 years, and her own kitchen and a climate-controlled bedroom have been home to roughly 60 different scents of homemade soap bars. She began making soaps when she realized her and her family still had dry skin after using many kinds of soaps. After four to six months of trying to find the right combination of ingredients, the “Simple Treasures Soap” collection was born. Many of the liquid and bars soaps that are used today are more like detergents; they are great at cleaning up dirts and oils. But people have oils in the skin that are needed to keep skin fresh and moisturized. So really, we are getting rid of our body’s natural oils when we use most soaps! Maxine’s soaps, on the other hand, do not contain ingredients to get rid of oils. In fact, they are made of oils to nurture and sooth even the driest skin. Unlike commercial soaps, Maxine does not use tallow, or animal fat. Instead, she uses natural oils. In every bar of soap is a mixture of olive, coconut, and palm oils, cocoa butter, and sweet almond oil. Depending

on the scent and color, other natural ingredients are included. Sodium hydroxide, also known as lye, is added to help give the soap its solid state. Lye also combines with the oils to concoct glycerine. Glycerine is a substance that most commercial soaps actually take out of their products, but it’s extremely good for the skin. A few of the soaps in the collection are imbued with oatmeal, cornmeal, or fine sand for more exfoliation. This is helpful to get rid of dry, flaky skin, but

also to help the oils sink deeper for a more moisturizing experience. If dry scalp is a problem, these soaps make the perfect shampoo and conditioner. The soaps themselves are the perfect combination of gentle and sudsy, and are great for any skin type, sensitive or not. Just because these soaps are good for the skin, doesn’t mean they’re not good for other things. There are soaps specially made for mechanics and gardeners to get rid of the dirts and oils commonly found in these activities. See SOAP Page 15 

A View From The Woods By Loni Kemp

Auspicious signs of spring Snow piles are shrinking as the sun shines brighter. Flattened, but still bright green, the false rue anemone leaves emerge from under the melting snow, where they lay protected all winter in the forest. Tiny ruby red spikes of wild leeks stab through the dead leaves of fall. The goldfinches are tinged with yellow, and robins and hawks have returned from their winter vacations. More than any other time of year, March and April is when I pay close attention to nature. I am on the lookout, watching for every little sign of change. Winter cold and snow hung on and on, and we now cling to hope that spring is around the corner. No matter what the actual weather is, nature is responding to changing light levels. People have spring rituals too. My husband and I silently agree that we are not going to shovel any more—the final snowfalls will just have to melt off the walkways on their own. A neighbor is out in our woods, collecting the daily sap drippings of maple trees, and has already dropped off our share of the harvest of two whole gallons of precious maple syrup, condensed from 80 gallons of sap. A hunter is strolling around hunting for deer antlers, which might have been shed by a big buck who survived the deep snows. I want to start gardening immediately, and there is plenty to do before it is wise to disturb frozen or wet soils. Apple trees must be pruned first, to keep them in good form with horizontal branches and at a height that can be harvested. I’ll bring in a few branches to force into early apple blossoms. Grapes and raspberries can be pruned now too, and it feels good to be back in the give and take again of gardening, working in cooperation with plants that feel like my old friends. Of course some extra yoga stretching and an ibuprofen help with the transition. In the dark laundry room, there

is a glow in the corner, as dozens of seed varieties are sprouting and reaching for the florescent lights. It is nothing less than miraculous that a few tomato seeds are the start of what will hopefully become a flood of produce that will feed us for months, and fill our freezer for the rest of the year. I don’t know how people who live in a constant climate deal with it. How do they mark their lives? In a paradise of continuous balmy and sunny days, do they sometimes feel like they are missing something? They must yearn for some change and excitement. Month after month, year after year, if paradise is always the same, wouldn’t one take it for granted? I relish summer the most, it is true. But I do feel that is partly due to the fact that it is so fleeting. Slow to arrive and quick to depart, summer is a treasure in part because it is so brief. Just as life itself becomes more precious when death knocks at the door, so the turn of the seasons reminds us to pay attention, and be grateful for the beauty around us. Note: Real maple syrup has a distinctive taste. I can’t get enough of it. With all the nutrients that trees need to grow, it includes trace minerals drawn up from the soil. It has significant levels of manganese and zinc in every ounce, which are good for the immune system, heart and prostate, as well as preventing cancer. Real maple syrup is expensive, but there is no comparison to the corn syrup stuff sold for pancakes—try it and you will never go back. Grade B is darker, tastes better and has more minerals, so save money by buying grade B instead of A. A small amount goes a long ways on pancakes and oatmeal

Maple Pecan Oatmeal Bars

•3/4 cup butter, melted and cooled •1/3 cup maple syrup (either kind) •1 egg, beaten •1 teaspoon vanilla •2 1/4 cup oats •2 c. flour (half whole wheat, optional) •1 1/2 cup brown sugar •3/4 cup shredded coconut, optional •1 teaspoon baking soda •1/4 teaspoon salt, optional Topping: •1 1/2 cup pecans •1/4 cup brown sugar •1/3 cup maple syrup In a large bowl mix melted butter, syrup, egg, and vanilla. Add oats, flour, brown sugar, coconut, baking soda and salt and mix well. Press the stiff dough into a 9 x 13 greased pan. For topping, combine pecans and brown sugar, then sprinkle over the dough and press down. Drizzle 1/3 cup maple syrup evenly over pecans. Bake at 350 degrees for 35-38 minutes, until edges are set but middle is soft—do not overbake. Cool completely in pan on wire rack. Cut into 32 bars. (Based on the grand prize winner in a Quaker Oatmeal contest.)

Census reveals Chatfield growth By Karen Reisner City Clerk Joel Young announced at the city council’s March 24 meeting that the city has seen some growth, which is good news for us. The 2010 census documented the population of the city to be 2,779 compared to the previous census which found it at 2,592. Councilors Russ Smith and Ken Jacobson were absent. Public Works Purchases Superintendent of City Services Tony Lammers was asked at the last council meeting to get “apples to apples” quotes for the replacement of a mower tractor. The purchase of a New Holland T1520 with a rear discharge mower was approved at the low bid of $12,400, with trade in, from St. Joseph Equipment. Lammers had a second bid for the same mower and equipment, with trade in, from Hyland Motor Co., Spring Valley, at a higher cost of $13,300. Lammers noted the rear discharge makes operation of the mower safer around people. Lammers explained the need to purchase a new dump truck in the near future. It takes about six months from the time it is ordered until it is delivered. The new truck would replace a 1995 Ford. Lammers recommended the purchase of an International truck through Boyer Trucks at the state bid price. He noted

The base price of the International truck is $56,207, but with options it will be about $76,000. The equipment from Universal will total $75,739.10. The total price to purchase the equipped plow truck should be about $152,000 before tax. Lammers asked the council for approval to get the bid process started and to order the truck and equipment. Lammers noted the truck was due for replacement last year. Councilor Paul Novotny asked if the full stainless steel option was worth the extra expense. Lammers said a steel box is what actually wears out first on the plow truck. He insisted they should get extra life from the truck with a stainless steel box. A restaurant that serves more than pizza stop by and take a taste test. As I walked in, I saw a few familiar faces, including Jason rolling some dough in the kitchen. I always have a great amount of respect for owners who are involved in their business, working side-by-side with the team to serve customers. As a small business owner, I take out the garbage, answer the phones, lay out newspaper pages, write stories and design ads. There is no “I” in TEAM in the small business environment. As I became acquainted with BB’s Pizzeria, I learned that Jason Brehmer and a business partner by the name of Tom Boxrud owned the restaurant together. I commend both of them for what they’re doing for the Rochester community. I have always had great food at BB’s Pizzeria, which means I will be back over and over again. But, what adds to my experience is knowing that I am supporting a

With big box stores popping up all over town, I always wondered how these little guys stayed in business. From my observation, there is no secret to their success. They work hard, and they are committed their community. A few years back, I heard that Jason Brehmer, one of my classmates from Mayo Senior High School started his own pizza restaurant. I was excited for him. Taking a leap of faith in any business venture is scary and exciting at the same time. But, I knew Jason in high school and he was well-liked by everyone; real down-to-earth. These are always good traits when your business depends on good customer service. So, hearing about BB’s Pizzeria by Rochester’s Shopko North, I had to

RCTC Foundation solicits sponsorship signage for the “bubble” The Rochester Planning and Zoning Commission recommended on a 4-2 vote that a maximum of 6000 square feet of signage be displayed with any individual banner being limited to 1200 square feet. “We don’t want to hinder their ability to raise revenue,” said Commission member John McGuine. “If you go to any football stadium in the country you’ll see more signs than that.” Commission member Paul Sims agreed that the need for revenue was high, but added, “This group has the

HBC strikes high speed broadband deal with Eyota By Tracy Ebmeyer Hiawatha Band Communications President Gary Evans approached the city council with regards to award a franchise HBC with providing the city a high speed broadband communications fiber network. The bundle would include cable, telephone, and 20 megabyte internet service with hopes of bringing the service up to gigabyte speed in a short time according to Evans. Evans has contacted other cities in the southeastern part of the state and is working with contracts in those towns to allow the package he provides to be purchased. “We are planning to build a fiber network with expectations that service would be provided by the end of the year,” Evans said. The motion was made to move forward with the initial franchise

agreement with Mayor Wes Bussell stressing the importance of having all legal matters in place before any contract signing. The council asked for reimbursement for any legal fees that would be incurred as a result of the process to which Evans agreed to pay. Public Works Public Works Supervisor Brad Boice attended the meeting. Boice brought several issues the city is dealing with to the table Thursday evening. According to Boice the town’s pump for the well needs to be inspected. Typically these pumps are serviced and inspected every 15 years. The last inspection for the pumps in Eyota was 18 years ago. The initial cost for pulling, cleaning, and inspecting the pump is $4800. Councilman Tony Nelson

RCTC Foundation president David Pederson made it clear that only corporate logos indicating sponsorship would be displayed; not advertisement of products. “I believe that our plan is in good taste” Pederson remarked.

The Foundation has already raised more than $400,000 in pledged sponsorship from area businesses, but needs approval from the City Council in order to display the approximately 10,000 square feet of signage that would be visible from roadways

Eyota veterinarian doing his best By Tracy Ebmeyer We have all been there. That moment of time that stands still for whatever reason and forever long. For D.V.M. Wayne Ode that moment continues. On February 1st, the building where he practiced veterinary medicine in Eyota was engulfed by flames and completely destroyed within a matter of hours. A Eyota city council member driving by the building noticed smoke rising from the building and notified Ode who happened to be inside. Fortunately, the animals staying overnight were rescued by Ode along with the records of the hospital. Ode has moved his practice to the old Kwik Trip store in downtown Eyota and has survived the adjustment. The current space is well lit and spacious, yet not as convenient for Ode when seeing the animals.

The previous building was outfitted with multiple exam rooms and had just been remodeled. That streamlined the process of animals visiting and checking in for various procedures performed at the hospital. According to Ode, having the extra exam rooms and capabilities in the previous building was nice to have. With only one surgery and exam room at the new office, Ode is doing his best with the transition. “It’s working well,” Ode said. “It would be nice to have a settlement as to a lease or a purchase.” Currently he is in a month-to-month agreement with the buildings owners. After renting space in the previous building, Ode purchased half of the building five years ago and shared a common wall with a construction company. The cause of the fire is still under investi-

gation but Ode said that the common wall appears to be where the fire originated. “We have not gotten a final report from the fire marshall,” Ode said, “but it appears that it was an electrical fire coming from the wall that separated

the two businesses.” The community of Eyota has recognized the loss for Ode. There was talk about organizing a fundraising benefit. The building was covered by insurance and Dr. Ode denied the assistance. “I’m just worried that something would happen to somebody else down the road,” Ode

said, “and the community can only support so many of those sorts of things.” Regardless, some of the people have discussed the idea further and there is the possibility of a run/walk benefit to help the doctor with some of the unforeseen costs of losing his building. Asked about his loss and how the healing process is going, Ode said, “It’s taken awhile for it to sink in with what happened. It felt pretty numb for awhile.” Through the catastrophic loss, Ode has managed to keep his business running and offers the same services as before. “We’re open for appointments and doing surgeries,” Ode said, “and we have a dental machine ordered.” Two free clinics offering screenings for heart worm and Lymes are coming up in the month of April. Mn/DOT awards contract for new facility

ROCHESTER, Minn. – The Minnesota Department of Transportation announced today that the contract for the new maintenance facility at the Rochester headquarters has been awarded to Knutson Construction of Rochester, Minn. The new 122,000-square-foot facility will house all maintenance operations for the Rochester area, including the Rochester Truck Station, and become the maintenance support headquarters for Dodge, Fillmore, Houston, Mower, Olmsted, Wabasha and Winona counties. The additional space will provide a safer, more cost-effective work environment with larger maintenance bays for larger snowplows, increased operation efficiencies with adequately equipped shop areas and office spaces and more

indoor storage for weather-sensitive equipment, which prolongs the life of the equipment. The new building also will allow for enhanced response time for customers because all the equipment is ready and accessible. Construction will begin in April 2011 and work will continue until fall 2012. In 2010, Mn/DOT received $26.43 million in capital bond funding. Of that, $1.9 million was spent last year on site preparation. Knutson Construction’s apparent low bid is $19.8 million. The remainder of the money will be used on data communication wiring and related facility equipment costs.
