In the days before Internet and cell phones, communication between school and parents usually involved sending a note home with the student or making individual phone calls. Students have been waiting by the radio or TV for years to see if they will get a snow day. With the increasing use of technology, and with such easy access to it these days, things are changing drastically. Many public schools in Fillmore County have started using an automated telephone system to communicate with parents quickly and efficiently. There are many different systems schools can use, and their services and prices vary. The Kingsland School District uses a program called Black Board Connect. Superintendent John McDonald said he had used the program at a different school, and found it very userfriendly. According to McDonald, the program allows for a lot of flexibility. “We can send a message out once or twice, immediately, or set it for when we feel people might be home, like the dinner hour,” he said. The system can call parents and give them an automated message when there are emergencies, when school is closed, late, or getting out early because
of the weather, or for other announcements. Many parents have found this very convenient and helpful. Teachers and administration have as well. “I can do it from my computer, iPhone, iPad, wherever I can connect,” said McDonald. “It gives me great flexibility to do that.” McDonald further explained that with their program, they can select certain people to send messages to instead of the entire district. For example, if there is a meeting for senior parents, they can select just that group to send
a similar system this year, and it has worked well for them. Superintendent Richard Keith said they also have a lot of flexibility with their program, School Reach. “We can go with it as far as we want,” he said. They can use the system to contact parents for any number of reasons. They used it once to let parents know after school activities were cancelled because of the weather. They can also single out certain groups or individuals to call, such as students in a certain sport or activity. Keith said that parents can opt out of this, and they can call the school with any changes in phone numbers. They can also request to be emailed. He added that if there is no answer or a busy signal, the system automatically calls back in ten minutes. He can look online to see how many calls were generated, who answered their phone, and who did not. Fillmore Central is still trying the program out, but Keith feels it is something they will continue to invest in. “I think more schools will be going to this eventually,” said Keith. “People like instant information.” Lanesboro and Mabel-Canton Schools do not currently use an automated system, and Rushford-Peterson is looking into it for the future.
“It’s a great way to get information out quickly to parents and the community. We like to keep them abreast of what’s happening in our school. Social Services Manager Gail Bunge updated the county board on the efforts for a regional redesign of Human Services delivery at the board’s January 24 meeting. Some of the following information is from a “press release” from Fillmore County. Twelve southeast Minnesota counties are involved including Dodge, Fillmore, Freeborn, Goodhue, Houston, Mower, Olmsted, Rice, Steele, Wabasha, Waseca, and Winona. Human service departments from these 12 counties have been working together for two years to determine if they might be able to jointly provide services. Each county is represented on the steering committee, which was formed in November. The sixteen-member steering committee is made up of some county commissioners, county
administrators or coordinators, community services administrators, the CFO of the Bush Foundation, two state Human Services divisional directors, and a CREST project facilitator. Commissioner Chuck Amunrud sits on that committee representing Fillmore County. Amunrud said with the Bush Foundation coordination the project chose “Accenture,” a global management consulting and technology services company, to do data mining. Details and data are being collected from all twelve of the counties. Bunge said they are looking at how each county functions and operates. The Accenture team will visit each of the 12 counties by the end of February and analyze the information and data. Bunge noted the data would be mostly from 2010. You might have possession or use of the property, but without going through necessary procedures, you may not have clear title to it. If the property is real estate and you didn’t own it as a joint tenant or remainderman, you’ll need to acquire the title through a probate procedure. In all practicality, if the estate is just personal property and there is nothing that can’t be passed outside of probate, then you probably won’t go through a probate. Also be aware that any creditor of the decedent can start a probate too. This is particularly true if the deceased was on medical assistance. County human services agencies do start probates. Whoever might receive the property should spend some time gathering up all of the decedent’s assets and liabilities and talking to a probate lawyer who will give them some good, practical advice about whether it is worth probating. The balance write-offs are mostly made up of uncollectable accounts. Efforts to collect on the 2010 balance write-offs may still be made. •The city will pay $750 toward an Automatic External Defibrillator (AED) for city hall contingent on a cost share of an equal amount by the Preston Utility. Hoffman noted the city staff recently went through CPR

training that included AED training. •Hoffman explained that city hall last had a remodel of the space in the mid 1990s. He said there is about $34,000 in the remodeling fund. What’s new at the Journal? By Jason Sethre Publisher of the Fillmore County Journal & Olmsted County Journal Cell phone: 507-251-5297 jsethre@fillmorecountyjournal.com In casual conversation, I have people ask me: “What’s new at the Journal?” That’s a pretty open-ended question these days. My answer to those who are wondering what’s going on inside the belly of the newspaper is often: “Well, there’s always some- Jason Sethre thing to do. We’re keeping busy, and busy is good.” Olmsted County Journal As many of you know, the Fillmore County Journal has has spread its wings from Fillmore County into Olmsted County to operate a 62,000 circulation weekly newspaper distributed to every household in Olmsted County. The Olmsted County Journal has been in existence since the first week of April 2011, approaching the one year anniversary mark less than two months from today. Combined, both the Fillmore County Journal and the Olmsted County Journal reach over 74,000 households. Together, our reporters cover the meetings of 21 city councils, 11 school districts and two county boards -- no small feat. SMG Web Design SMG Web Design, a company that started with Journal employee Sheena Suckow and myself back in November 2009, has designed, developed and now hosts over 100 websites throughout the United States. The SMG Web Design team, now comprised of six employees, has developed websites for a wide range of clients from all over the United States, including New York, North Carolina, Editorial Cartoon
Wisconsin, South Dakota, Iowa, and of course Minnesota. Just the other day, Gabby Gatzke, one of our web designers, took a phone call from a prospect from Virginia. Needless to say, our newspaper is honored to be associated with SMG Web Design and their success story. And, on a more recent note, I am very excited about the continous evolution of Gabby Gatzke’s responsibilities with e-marketing and social media. She’s truly amazing, coordinating efforts that were never originally a part of the SMG Web Design vision. His knowledge amazes me every day. Perfect Glossy In early 2011, we noticed a continuous request for glossy brochures and magazine-quality printing options. With the continous increase in requests for glossy printing, we established a company known as Perfect Glossy. This new glossy printing company works with clients near and far. Locally, talented graphic designers Shari Jones, Janet Brevig, and Sheena Suckow have designed brochures for Valley View Campgrounds, Traditions of Preston, Harmony Area Chamber of Commerce, Preston Tourism/Preston Area Chamber of Commerce, The Old Barn Resort and many others throughout the tri-state area. Perfect Glossy has even picked up printing projects like Project New Hope out of Brainerd, Minn. And, they have led us to opportunities on the East Coast, as well. Visit Bluff Country The Visit Bluff Country magazine has grown from 15,000 copies distributed primarily in Southeast Minnesota to 30,000 copies distributed in 14 counties throughout the tri-state region. In addition, the Visit Bluff
Country magazine has been approved for distribution at all Explore Minnesota tourism centers in the State of Minnesota. And, just recently, the Mayo Clinic International Center in Rochester requested copies of the Visit Bluff Country magazine be made available to nearly 12,000 patients visiting the world famous hospital every day. What makes it all work? Our employees. We have the best team I have ever worked with in my 18 years in the newspaper business. Why take on so much? There have been 183 newspapers that have closed their doors in the past three years in the United States. Nearly all of those newspapers were paid subscription-based daily and weekly newspapers. Our two newspapers are available free in print and online, so we are in a different position compared to those newspapers relying on a declining subscriber base. Nonetheless, we still need to continue to evolve with the needs of our readers and advertisers. In my opinion, newspapers have a tendency of becoming complacent. If you are standing still, you are not moving forward. The more our company grows, the more likely we can attract talented people. The more talent we have on our team, the more great things we can accomplish for our current and future customers. To be honest, none of what you see outlined in the chronology of this commentary was ever a part of my plan when my wife and I purchased the Fillmore County Journal back in January 2009. Our team of employees have continuously identified micro-trends developing in the marketplace and then focused their energy on leveraging our strengths to expand on those opportunities. To me, it all revolves around the Fillmore County Journal -- the heart of our company. And, I have to say that I am excited about some upcoming announcements that will benefit our Journal readers and advertisers in Fillmore County. I won’t let the cat out of the bag just yet, but you will see something new and exciting in the weeks and months to come.
Letter about Republican Caucus To the Editor, The first two years that Obama was president the Democrats had what you call a “Super Majority,” which means the Democrats could and did anything they wanted, without any Republican votes. They ignored the Republicans, treating them as if they were a buzzing insect. The Democrats were also in the majority the last two years that President Bush was in office, and that’s when the economy started to turn sour. Nancy Pelosi and Harry Reed think it’s a good thing to have more people collecting unemployment. “It helps create jobs,” they have been reported to say. The senate is still ruled by the Democrats. The Republicans have only been the majority in the house for a little over a year, yet get blamed for everything. Ask yourself if you are better off because the Democrats are in power. If your answer is NO, you need to show up at your local Republican Caucus on Feb 7 at 7:00 pm and get involved. Help steer the Republican party in the right direction; we need new tea party-type voices. Become a part of something bigger than yourself. Letter about Dobie Days To the Editor, Attn: Harmony City Council This letter is brought to you by 30+ Houston County residents who had the joy of attending last year’s Dobie Days via a safe and sober-driven bus put together by Borderline Bar in Eitzen, MN. The great experience we all had celebrating “A Salute to Vets” featuring the infamous band Jackyl left us all with unforgetable memories. The collaborated efforts by so many willing to make such an extraordinary event take place was obvious. It was such a “Nice Place to Visit,” it would be a shame not to allow this community event to continue. Despite the weekend noise for local residents or the trash that is cleaned up by volunteers I hope, it is a great and fun party hosted by Cory, who has our support as should he yours. So, Harmony City Council, keep in mind, if Eitzen, MN can support its wild 4th of July Fun and Caledonia continues not only to support its city held seasonal events, but also the Houston County Fair, and Mabel-Canton thrives on Steam Engine Days, your community should continue to allow a wellorganized, well-secured festival like Dobie Days, not just for the potential revenue brought to the city’s businesses that weekend, but for the enjoyment factor had by all in attendance. Eat for Equity feast coming to Lanesboro LANESBORO MN (February 1, 2012) Eat for Equity is coming to cook up a local feast in Lanesboro, to benefit Lanesboro Local’s Marketplace. You may have read about this incredibly fun and conscientious non-profit funding-raising group based in Minneapolis. Founder Emily Torgrimson and board vice president Laura Nethercut both grew up here and attended Fillmore Central, Class of 2002. The
Eat for Equity concept is simple. They organize volunteers to prepare a special meal, tied to a cause, engaging the generosity, ingredients, cooking skills and good will of many individuals to raise funds and create a better, more equitable world. Eat for Equity has volunteered to put on a pre-Valentine’s Day spread of locally produced delectables in Lanesboro. The dinner will benefit Lanesboro Local, which
helps rural southeastern Minnesota growers, producers and artisans secure better opportunities to produce local goods and find local markets for their products. The evening begins at 6:00 pm on Saturday, February 11, at the home of Peggy Hanson and Frank Wright at 500 Calhoun Ave S, Lanesboro (formerly the Cady Hayes Bed & Breakfast establishment). Drinks and dinner will be prepared and served by volun-

teers. The Eat for Equity message is, “Come as you are. Owl Festival registration is open Advanced registration for the 10th annual International Festival of Owls, to be held March 2-4 in Houston, MN, is now open. Several events are expected to sell out and prices will increase after February 26, so be sure to register soon. Most activities at the Festival only require the purchase of an admission button at the door when you arrive, or before the Festival at select Houston businesses. The following events are the only ones that require advanced registration. The Friday evening Cub Scout program includes owl-related activities to satisfy the requirements for the Wildlife Conservation Belt Loop, which has an owl on it. The registration does not include the belt loop itself. The Saturday night banquet will feature keynote speaker Denver Holt, founder and president of the Owl Research Institute in Missoula, Montana. His presentation will be about his two decades of work studying Snowy Owls in Alaska, and will also address this year’s Snowy Owl irruption. The World Owl Hall of Fame awards will also be presented at the banquet, and all winners plan to attend. This includes Denver Holt himself, Prof. Dr. Michael Wink from Germany, Carlos and Donna Royal who hosted the Molly and McGee Barn Owl cam from California, and Tracy Eccles who hosts the Spotted Eagle Owl cam in South Africa. The Sunday morning outdoor photography session is so popular it may already be sold out by the time you read this. But the owl photography contest is open to all amateur photographers as long as entries are submitted by February 15. Obituaries Randy J. Benson Randy J. Benson, age 57, of Mabel, Minnesota died Thursday, January 19, 2012, at his home in Mabel following a long battle with cancer. Randy was born July 15, 1954, in Caledonia to Jimmie and LaVonne (A asum) Benson. He Randy J. was baptized Benson and confirmed at the Scheie Lutheran Church in rural Mabel, and graduated from the MabelCanton High School in 1972. From February, 1975 until November, 1977, he served in the United States Marine Corps. After his discharge he returned to the Mabel area for a short time before moving west to Casper, Wyoming. It was there that he met his wife Sandy. They moved back to Mabel and in 1983 were married in Fountain, Minnesota. He drove truck delivering concrete and gravel for many years for Carlson Companies and later Bruening Rock Products. Randy was a member of the Scheie Lutheran Church and Trailbusters Snowmobile Club. He enjoyed having kids around, hunting and the outdoors, riding his snowmobile and motorcycle, and helping groom the snowmobile trails. Randy is survived by his wife Sandy of Mabel; daughter Cherri (Steve) Jepson of Salt Lake City, Utah; son Bernie (Erin) Baker of Windsor, Colorado; three grandchildren; his father Jimmie (friend Dorothy Opsahl) Benson of Mabel; Don’t Miss!

He was preceded in death by his mother and grandparents. Memorial services were Tuesday, January 24, 2012, at the Scheie Lutheran Church in rural Mabel with the Rev. Mary Waudby officiating. Internment was in the Mabel Lutheran Cemetery with military rites by the American Legion and VFW. Memorials are preferred and will be distributed locally. Shirley M. Johnson Shirley M. Johnson, 84, of Stewartville, Minn. died Saturday (1-21-12) of natural causes at Seasons Hospice in Rochester where she had been a resident for one day. Shirley Mae DeMaris was born June 6, 1927, in Shirley M. Bruno, Minn. Johnson to William and Elsie (Bates) DeMaris. She grew up on the family farm in rural Bruno, attended school and graduated from Bruno H.S. Shirley was married on Nov. 4, 1945, in Bruno to Frank O. Johnson, Jr. The couple lived in Duluth until 1950, moving to Winona, Minn. where Mr. Johnson was assigned to the Winona Social Security office. Mrs. Johnson was a homemaker and a self-employed interior decorater for many years. They moved to Rochester where Mr. Johnson was transferred and retired from the Social Security Administration. The Johnsons were both active members of the Church of the Sav-

ior in Rochester where Shirley has helped with the Wednesday night supper for many years. Mr. Johnson died on April 13, 1984, and Shirley moved to Stewartville in 1986. She was a member of the Family Council at the Stewartville Care Center, the Stewartville Senior Citizens, and played in a few card clubs. She also enjoyed camping and fishing, traveling and bus trips, and taking her friends on “mystery” trips. She especially enjoyed time spent with her family and friends. Surviors include two grandchildren; four great-grandchildren; and a great-great-grandson. She was preceded in death by her husband Frank, daughter and son-in-law, Connie and Don Oates, one sister, and one brother. The funeral service for Shirley M. Johnson was Saturday (1-28-12) at the Church of the Savior in Rochester, Minn. with Rev. Bob Johnson and Rev. Ron Sikkema officiating. Burial was in Grandview Memorial Gardens in Rochester. Patricia A. Stennes Patricia A. Stennes, 68, of Rushford, Minn. died on Tuesday, January 24, 2012, at Gundersen – Lutheran Medical Center in La Crosse, Wis. Pat was born on January 6, 1944, in Rushford to Henry and Clarice (Haugen) Tudahl. She was raised in Rushford and attended Rushford Schools. On June 22, 1963, she married Mervin Stennes at Rushford Lutheran Church, where Pat was a lifetime member. She worked for TRW in Rushford for 30 years, retiring in 2000. Pat enjoyed embroidery, sewing, flower gardening, crossword puzzles, studying the genealogy of her family, and most of all spending time with her grandchildren. She was recently in the process of putting a family cookbook together. Pat is survived by her husband, Merv; two sons: Dean (Dawn) Stennes of Mabel, Minn. and Robert (Julie Barry) Stennes of Rushford; two daughters: Deanna Stennes and Melessa Stennes, both of Rushford; three grandchildren; one step-granddaugher; one stepgreat-grandson; and five siblings: Bev Hallum of Rushford, Becky (Alan) Hanson of Rushford, Jann (Ken) Gaustad of La Crescent, Minn., Curtis (Audrey) Tudahl of Rushford, and Milton (Leslie) Tudahl of Thompson Station, Tenn. She was preceded in death by her parents and four siblings: Bettie Wolfe, Liz Tudahl, Dolores Zitzman, and Cheryl Tudahl. The funeral service was Saturday, January 28, at Rushford Lutheran Church with the Rev. Roger Michaelson officiating. Burial was in the Rushford Lutheran Cemetery.

Ted Siefert is co-chair of the steering committee and a Goodhue County Commissioner. “Separately, our 12 counties were looking at a future where we would have to provide the same or a greater level of services with fewer dollars. We believe that by collaborating we can deliver the needed higher level of services to residents at a lower cost to taxpayers. This kind of innovation provides a solution that will let us thrive in these new, tough economic times.” Accenture is charged with developing an operating plan and a business and implementation plan on how the counties can deliver human service coop-
eratively. Bunge noted that Accenture’s work should help counties decide if they should go ahead with the implementation plan. They will develop an operating plan for all 12 counties. They will then analyze the fiscal benefits for each county. The first phase of the project developed a “blueprint” to deliver “higher-quality, consumer-driven human services at a lower cost.” The operating plan is intended to detail “exactly what structural changes would occur, what service delivery improvements such changes would bring about and what the cost saving would be.” Amunrud suggested they may have something before the board by the end of April. The financial analysis is to help in deciding if the plan will work. Chairman Tom Kaase said other areas in the

Department of Human Services Commissioner Lucinda Jesson said, “We expect that the demand for human services in Minnesota is going to increase dramatically in the coming decades. Kristina Kohn, Human Resources, asked the board to consider advertising to fill the position at .8 to 1.0 FTE, which had been recommended by the Personnel Committee. The fact that this position has been previously offered at only .6 FTE without benefits has created a “revolving door.” Kohn said the attorney’s office is in a constant state of flux; people leave the position mostly due to the fact that there are no benefits. She argued that posting the position at either .8 or 1.0 FTE would draw a larger pool of candidates. After some discussion, approval was given to post the position at .8 FTE, which will have full benefits. Kaase voted no, believing that the posting at .8 or 1.0 FTE was a better choice. Amunrud argued that it was the board’s responsibility to decide if the position would be .8 or full time. Commissioner Duane Bakke remarked with the increase to .8 FTE with full benefits, there
will be a .2 increase, and they still need to keep the county’s budget in mind. •A much needed repair of the booking room shower in the jail was approved at the low quote of $2,518.00, Bryan Ostby Custom Tile, Fountain, as recommended by the Jail Committee. •Sheriff Daryl Jensen received approval to purchase a used 2011 Chevrolet Impala LT with 22,000 miles on it from McKean’s in Harmony to replace his 2006 model. The $14,980 was within the Sheriff’s budget and $80 higher than the lowest quote. The car was approved as it had a bench seat which is more suitable for equipment installation. Approval was given to purchase one new squad car under the Minnesota Contract. The 2012 Chevrolet Impala Police Package will replace a 2006 vehicle and will be purchased for $20,336.70 from Polar Chevrolet. •Sheriff Jensen received approval to attend a Missing and Exploited Children Chief Executive Seminar in Alexandria, Virginia in March. Cost to the county will be limited to parking and a few meals. •LeeAnn Howard, 4-H Program Coordinator, asked for and received approval to hire a summer intern within the budgeted $3,500 cost. Amunrud and Bakke asked that it be a priority to hire an individual from within the county. •A one-time payment to the state of $1,250 was approved for electronic Certificate of Real Estate Value support. The fee is for training and software for e-recording and approved by the Technology Committee.

The Working Mom By Tammy Danielson How Can it Be? After a series of very odd conversations lately, it seemed like I kept asking myself, “How can that be?” There are times we ask that question at work and there are times we ask that question of incidents you hear about on TV and, of course, there are the times we ask that question at home. So, before you read on, you have to cross your heart and also pinky swear not to leak this article content to my family. They never read my article so if they hear about it, I will know someone shared! OK moms….How can it be that an “A-B student” can figure out how to set up a Kindle Fire, connect online to play PS3 with
his cousins, and teach his mom how to play chess but can’t figure out that the dishwasher he just unloaded with such diligence and commitment was actually full of DIRTY dishes? Seriously, can’t you feel the crud stuck to the plates? Gross. How can that be? But, my loving heart just says to be thankful he did it in the first place. OK ladies…how can it be that a man can figure out down to the last board and screw what his lumberyard order should be to build a deck, but can’t remember that milk is the main ingredient in cereal and milk---even though the empty milk container is on the counter, Inspector Gadget. when it is gone, there is no cereal/ milk breakfast the next day. How can that be? Ah, but of course, that ingredient is on the “mom list.” And believe me, the “dad list” can be kind of scary. I remember when we were first married and I asked my husband to go in the local grocery store and buy food to make dinner since it was so easy as he had told me. To my dismay, he spent almost $20 on a couple of things and blew our newlywed grocery budget out of the water. No…grocery shopping is definitely my thing and has also been a good thing for our budget. Smile. One theory I have is that marriage and children were the big guy’s way of testing a woman’s patience and her ability to bite her tongue without causing it to bleed. Oh, don’t get me wrong… .I love being a wife and a mom, I just think that we need to have those “inside the mom/wife circle” conversations every once in a while with our girlfriends to realize these

•16 oz pork sausage •1 pkg bacon pieces (already cooked, in salad aisle) •2 lbs. frozen shredded hash-browns (thawed) •1 cup minced onion (optional) •1 3/4 cups MILK (2%) •4 cups shredded cheddar cheese •6 eggs, slightly beaten •1/2 tsp salt Grease 9 x 13 pan, fry sausage and drain, mix: sausage, hashbrowns, onion, milk, 3 cups cheese, eggs & salt...toss together in large bowl and then pour into baking dish. Top w/ remaining 1 c shredded cheese, top w/ bacon, cover with foil, refrigerate over night Bake at 350 degree oven 55 minutes (or until center is done)…140 degrees on food thermometer. Optional: serve with salsa on the side Optional: veggie - substitute broccoli for sausage; one stem fresh broccoli, chopped small, and microwave steamed for two minutes on high. Root River Country Club looks to the future to remain “par” financially By Gary Peterson The Spring Valley City Council approved several items of business on Monday night. Approved the purchase of equipment For $59,693 the City purchased a Toolcat from Bobcat that will perform several functions in the street department. The whole list is detailed on eight pages from the company, Bobcat of Rochester. The total purchase price is over budget by $1,600 but Administrator Deb Zimmer said the difference will be made up in the general budget. Action on rural fire contract The contract between the Spring Valley Fire Department and the Rural Fire will be extended. The terms of the contract will remain the same as they were last year. Resident complains about snow removal City resident Cindy Johnson appeared before the council and voiced her disapproval of the plowing of her street, Buchanan. She said that this has been an issue for the second year and wanted to know why it isn’t being plowed. Street Superintendent Chad Hindt said that the person responsible for clearing the street of snow forgot about her street and will make sure it doesn’t happen again. As she was going out the door, council member Todd Jones said he would
give her his phone number and she could call him if it happened again. Root River Country Club Last month the new owner of the Root River Golf and Country Club requested a revolving loan fund to help pay for improvements. Dennis Langreck applied for $35,000 at three percent interest at a re-payment schedule of 15 years with 12 monthly payments, contingent on an agreed collaboration with the County EDA board. The contingency is the need for the County EDA to meet to approve a guarantee to the city of Spring Valley for 50 percent of the principal ($17,500) of the loan. $17,500 is to be paid back to the City of Spring Valley if the loan were in default as declared by the City of Spring Valley attorney. The EDA Board recommended the action which resulted as findings: 1. There is not enough land in the City Limits zoned to establish a golf course. 2. The loan is a collaborative effort with the County to preserve a 50-year-old established business that benefits the community of Spring Valley. 3. The golf course amenities could attract more residents to move to Spring Valley or remain in Spring Valley. 4. The business does not com-

New Emt’s Two new EMT’s were hired by the Council contingent on background checks. The names given to the Council were Jasmond Rathell and Kayla Peacock. Budget tightens on park fund City Administrator Deb Zimmer brought to the council a resolution to transfer $6,658.44 from the General Fund to the Park Fund; she said that every year Parks starts their year with a deficit and it continues through the entire year. By moving the funds it will be necessary to pay close attention to the budget overseen by John Fenske. Mayor Struzyk told Bill Bires, “You will have to watch John very closely to prevent him going over his budget.” Struzyk continued, “It’s either keep the budget balanced or we will have to raise fees.”
Chatfield has been using this technology for the last year as well. Superintendent Ed Harris said they use it regularly, but try not to overuse it. “We don’t want to use it so much that people start to ignore it,” he said. They have used it for snow days, notifying people of public meetings, and even reminding people to vote for the referendum last fall. Many schools know this is a good tool to use in times of crisis, but hope they never have to use it. Chatfield Schools had a security concern at the elementary building and had incomplete information about it. When they realized there was no threat, they used the system to clarify to parents there had been a security issue, there was no danger, and it had

been resolved. “We are now able to contact groups of parents, and have it broken down by bus route,” said Harris. “We had a bus get stuck in the snow so we created a short message that it was going to be late, and sent it only to parents of kids on that route.” Harris said they are continually trying to evolve the program based on their needs, and they feel it is well worth the money spent. “If you never had it, you don’t know what you’re missing,” he said. “But now that we have it, what a great tool.” With the quickly evolving world of technology at the hands of schools and communities, there is no longer a waiting time for parents, and there is less need to worry when something does come up. Schools can be confident their parents are getting important information when they need it.

Fillmore County Sports R-Persistance By Paul Trende A pair of very good senior-led boys teams met up for a county 3-Rivers showdown. Second place Kingsland (8-1, 8-3, 6-straight wins) traveled to Rushford to face the 3rd place, #4 in Class A Trojans (8-2, 11-2, ten-straight). The Knight defense set a tone early. Sam Eberle and Soren Grandall hounded Nick Thompson and Trent Vix. They kept R-P’s deadeye duo from splashing down points in increments of three. The Trojans hit only two 1st half long balls. Vix had one (his only points), Thompson none (he scored 9). On offense, 6’4” Spencer Klevan and 6’3” Devin Pokorney helped the Knights build a 28 to 19 halftime lead. R-P didn’t fluster, despite trailing (by as many as 11). They kept running screens for Vix and Thompson, running offense, looking for open deep looks, or open teammates for easy buckets. As the 2nd half progressed, the persistence took effect. R-P began scoring and whittling Kingsland’s lead. At the 4:50 mark, Eberle fouled out (a critical loss). Seconds later, Nick T. tied the game at 57-57. Not quite a minute later, R-P grabbed its first lead (61-59). Kingsland showed resolve though. In the final minute, Tanner Lange twice
found Pokorney for interior baskets. The last tied the game at 66. R-P had the last shot, but a Vix three didn’t fall. In OT, R-P’s machine-like system won out. Nick T. opened up the session with a deep bulls-eye, and then another (both assisted by Vix). Momentum seized (up six quickly), R-P’s 1-3-1 trap/zone stymied the Knights. They missed shots (0 FG’s in OT). They had to foul. R-P made FT’s. Checkmate. The Trojans moved their streak to 11 with an 80-67 victory. He finished with 10 (7-8 FT’s). The Knights were great at the stripe (24-27), but a day-night, half-to-half, turnover situation told a tale. R-P had 17 (to Kingsland’s 9) in the 1st. Kingsland had 17 (to R-P’s 8) in the 2nd/OT. The Trojans had just
one in the final 7-minutes/OT. Lady Gophers Get One Big Win It would’ve been tough for the Chatfield girls to have a tougher week. In the span of four days, they saw two teams above them in the 3-Rivers standings (one league loss each), and another undefeated AAA squad ranked in state. The middle game proved to be the good one. Chatfield slowed down small and quick Southland (7-1, 11-1). They took the lead at 22-21. They built it to 10 twice (43-33, 47-37). The Reb’s got it to 50-47, but an immediate 7-0 Gopher run helped Chatfield to a 68-54 win. They won despite giving up 22 offensive rebounds and committing 26 turnovers. They shot much better (28-51 or 55 percent versus 18-71 or 25 percent). Five Gophers reached double-figures. Sarah Costello had 16 and 10 rebounds. MaKenzie Miller had 12 and 9 rebounds (10 and 8 in the 2nd half). Kyndra Neis hit three big triples and scored 11, as did Erin Kammer (who added 5 rebounds and 5 assists). Finally, Traci McDonald had 10 points and 5 assists. Rebel Kelli Smith’s 19 points led everyone. Losey Goes Off Kingsland Knight G Cheyenne Losey has the ability to score the basketball. Early in the year, her prowess wasn’t on full display (dou-
ble-digits once in the Knights first six games). However, a 28-point 11-rebound performance against Lourdes was pivotal in getting the Knights a win. A 16-point 12-rebound performance against Chatfield helped pave the road to an OT victory over the very good Gophers. She has scored in double-figures in eight of her last nine games. Against R-P, she (technically) scored in doublefigures three times. The 5’10” junior guard pumped in (a career high) 30 points (7-13 on 3’s, 4-5 on 2’s, 1-2 FT’s) and grabbed 11 rebounds. McKayla Pruter was her best friend (8 assists). R-P’s Kenzie Lind tried to keep her squad in it, scoring 23. Amy Todd helped (12 and 8), but neither did enough. Kingsland prevailed 59-47, sweeping the season series. The Knights moved their records to 5-5 and 9-7. They’re in 5th behind D-E (11-1, 14-3), Southland (7-2, 11-2), Caledonia (9-2, 12-5), and Chatfield (8-3, 11-6), just ahead of L-A (5-6, 9-8) and PEM (4-6, 6-9). Satisfactory Saturday A pair of afternoon games on a non-school day proved to be a winning formula for Mabel-Canton’s basketball squads. Rushford approves tax abatement for levee project By Kirsten Zoellner A public hearing regarding proposed property tax abatement for the purpose of financing repairs to the city’s levee system received little fanfare, perhaps rightly so. According to Mike Bubany, a city consultant with the firm David Drown Associates, the abatement will have no real ramifications to homeowners. The goal is to have the amount isolated by the abatement spread over the entire tax base, so increases in individual taxes and special assessments will not be needed. Particular parcels within the city were selected because they could show direct benefit from the project, although Bubany acknowledged the entire city will benefit from the levee project. “Through the abatement, we isolated parcels,” Bubany continued. “Why those parcels? It’s arbitrary. I needed to have enough parcels to cover the principal amount of the
bond.” Bubany made it clear that there were no particular reason parcels were chosen, other than to show so on paper. The parcels will have no impact different from any others within the city and the selection will not show on the county tax rolls or property titles, should they be sold or transferred. The levee project, which is part of the city’s Capital Improvement Plan, is estimated to cost $1.2 million, but the city’s portion will be half of the total cost, not to exceed $630,000. The DNR will be funding the remainder of the costs. City Administrator Steve Sarvi notes that it is difficult to know the final cost until all analysis is completed. The total cost of the abatement will not exceed $695,000 and will be paid over a 20-year period, beginning with taxes payable in 2015. It has been structured so that the initial payments will be
lower until other bond payments are completed, so as not to overburden the tax base. Bubany is expecting approximately a $4 per month per household increase in taxes for a typical household ($110,000 to $120,000 value). The city recently learned that an improved credit rating on the bond is available through the Minnesota Public Facilities Authority. Rushford qualifies for the improved rating, which is the state’s AA+ rating versus the city’s A credit rating. This rating will allow the bonds for the project to be traded at a lower interest rate and would see the state guarantee the bonds should they be defaulted upon. The general obligation bonds, which will be competitive for lowest bidder, will not be issued until the project plans are complete. As other projects roll along, the city has passed a resolution which will allow for the reimbursement
of costs accrued between now and bonding for the Mill Street/Highway 43 Reconstruction Project. There is not clearly defined ownership of the roadway and costs remain unclear. It was initially estimated at $3.2 million. “It’s a very complex project and it’s difficult to determine who’s doing what,” acknowledged Sarvi. Dave Otomo of Otomo Engineering will in essence work for WHKS, an engineering firm approved by the state, so that he can take the lead engineer position. Otomo has been working in the city for some time and is quite familiar with the infrastructure. “This street is the gateway to the community,” noted City Administrator Steve Sarvi. “It’s going to take a couple of years to design and we’ll get a lot of public feedback. For now, the public needs to be relaxed and let the engineer’s tear into this. When things start, we’ll roll out the first plans and

then make adjustments. If we get too much input in the beginning, we’ll just be chasing our tails.” In other news, the city, along with the Department of Public Works, has decided to hold off on the hiring of a part-time position. While the department would like the city to not reallocate the funds that would have been used, the parties would like to pause to be sure this is the right decision, as there may be potential funding challenges. Sarvi commented that there may be some small-scale tasks that simply don’t get done. “We can’t have everything with both continued cuts and continued performance to the city.” A closed-session meeting over the legal arbitration regarding F&L Development, F&L Management, and Guardian Inn Motel, LLC. was postponed due to inclement weather. The next regularly scheduled Souther council meeting is Monday, February 13, at 6:30pm, at city hall.507 The public is encouraged to attend.

In grades 9-12 there are 26, and there are 19 signed up for 7/8 grade. These numbers include the Lanesboro students, and Montgomery said they are not set in stone. Kyle Rundquist and Jon Holger will be the junior high coaches. The board approved as long as the numbers warrant a fourth coach. Tris Tollefson will be the head softball coach. The Farm Family Recognition Program Jerrold Tesmer has existed for over two decades and honors farm families from throughout Minnesota for their contributions to the agriculture industry and their local communities. All of the honored farm families have made significant contributions to Minnesota agriculture and their communities. Families may have made significant short-term progress and/ or innovative contributions with their agricultural endeavors. Fillmore County Court Report Tuesday, January 17, 2012, Justin Allen Borseth, 28 of Preston, appeared before Judge James Fabian at the Fillmore County Courthouse. Borseth was charged with two counts of Violation of Predatory Offender Registration requirements for allegedly neglecting to provide the address of his place of employment. The maximum penalty for this is five
years in jail, $10,000, or both. When stopping one job and also starting a new one, Borseth allegedly did not provide information as required by the state for registered predatory offenders. Borseth was released on his own recognizance on $10,000 unconditional bail. His next court appearance is January 30, 2012. On Monday, January 23, 2012,

Hovland was charged with issuing a dishonored check for more than $500, which has a maximum penalty of five years in jail, $10,000, or both. He was also charged with theft by check, with a maximum penalty of one year in jail, $3,000, or both. Hovland allegedly wrote several checks to S&A Petroleum in Lanesboro and the Preston Motor Mart between May 11, 2011, and June 29, 2011, and did not have the funds to cover them. Hovland paid $700 in conditional bail. His next appearance is January 30, 2012. Izaak Winter Parker, 38 of Winona, appeared before Judge Benson on January 24, 2012. Parker was charged with Receiving Stolen Property, which has a maximum penalty of five years, $10,000, or both. He was also charged with Possession of Burglary or theft tools, which has a maximum penalty of three years, $5,000, or both. Parker was pulled over by police while driving in Chatfield in a car that had the wrong license plates on it. Police allegedly found a safe in the backseat that had been broken into, and found that the car had been stolen. Parker was released on $1,000 conditional bail. His next court date is February 27, 2012.

In the spring Habitat for Humanity will be building a new house with Bryna Kohn and her three boys in Harmony. This is the first house built in Fillmore County outside of the Rushford area. The home will be
purchased by Kohn, who will put in 300 hours of her own work. Megan Grebe adds, “Habitat is not a giveaway program. We lend a hand up, not a hand out. read Across America Mabel-Canton Students are celebrating Read Across America Jan. 30th - Feb 24th. Teachers and staff are encouraging students to read 13,000 books during the month of February. They are using a Giant thermometer to track each book read to reach their goal. Students will be carrying books with them wherever they go during the school day as they will “STOP and READ” throughout every day during the month of February. Fridays they will celebrate with a FUN/Crazy dress theme. The 1st Friday, Feb. 3rd “Crazy Hat Day”, 2nd Friday, Feb 10th “Crazy Sock Day”, 3rd Friday, Feb 17th “Crazy Glasses Day” and 4th Friday, Feb 24th “Crazy Stripes Day”. When the students reach their goal, they will all be rewarded with a big party on Feb 24th celebrating their reading success!
