CEDA celebrates 25 anniversary

Once known as the Southeast Minnesota Development Corporation (SEMDC), CEDA, or Community and Economic Development Associates, changed their name to reflect their goal of expanding into new areas. On October 27, 2011, at the corporate office in Chatfield, Minnesota, there will be a major event for CEDA. “We are having a celebration to honor the accomplishments done over the past 25 years,” said CEO/ President of CEDA, Ron Zeigler. CEDA is a private, non-profit organization that works with communities on economic development. The board of directors, which has eleven members, contains leaders from around the region that have an understanding about what economic development can do. The organization has done many things over the years to help small cities in their development. Zeigler said during their 25 years of service, they have brought in about $20 million in grant money. Last year alone was in the $2.5 million range. “Last week we assisted Elgin
with a financing package to help them bring a dentist into town,” said Zeigler. He also mentioned the Industrial Park in St. Charles, a $300,000 grant in Eyota, and several businesses in Harmony that have benefited financially. Not only have they helped small towns and businesses with grants, they helped with flood recovery in 2007 and 2010. They also have a partnership with SEMCAC, an orga-
nization that is also committed to serving our communities. According to Zeigler, the recent name change was made to better reflect the organization expanding into Iowa, Wisconsin, and across Minnesota. “The name Southeastern Minnesota Development Corporation hindered that expansion,” explained Ziegler. “We now have a more geographically generic name.” Without the help of CEDA, small towns would have to find some way on their own to improve and grow economically. “Our whole goal is rural
America,” said Ziegler. “We typically contract with communities that are 5,000 or under or counties that are rural. Right now there really isn’t a voice for rural America. They have to compete, not just regionally, but globally now, too.” Another goal is to collaborate with other organizations and governmental bodies. “Somehow, we all have to work together for the betterment of all,” said Zeigler. N o t only is CEDA looking to expand geog raph ic a l ly into more areas, they are looking at expanding their services. Ziegler explained they are looking at getting into different types of work, including city administrative duties. Ziegler mentioned the many benefactors of CEDA that donate funds on a regular basis. “We most certainly appreciate their contribution and their confidence in our organization.” The celebration is going to be a time for the members to get together and celebrate what they have accomplished in 25 years. “It’s a way to get together, renew old acquaintances, talk about what we have done in the past and what we want for the future,” said Zeigler.

The Chatfield City Council at their October 10 meeting approved the first step to create an ordinance that will allow residents to have chickens on residential properties. After a public hearing, the council voted to authorize city attorney Fred Suhler to draft the ordinance. Brenda Johnson spoke during a public hearing in favor of the ordinance to allow chickens, saying she and her husband just wanted to have chickens, not roosters. She first went to Planning and Zoning in September, 2010, asking to be allowed to raise chickens on their property. No comments were made against the ordinance. Kristi Clarke, Planning and Zoning, explained there were about four residents requesting the opportunity to raise chickens. She noted 41 municipalities had been contacted in southeastern Minnesota about the issue. They
have not experienced many negative issues as a result of allowing chickens in a residential zone. Clarke recommended residents be required to get a permit to raise chickens so they can be made aware of the rules up front. She expects about four to six permits to be issued per year. The Planning Commission recommended taking the next step to draft a chicken ordinance. The ordinance will allow one hen per 1,800 square feet with a maximum of six hens on properties zoned R-1. Hens must be confined in coops or runs at all times in the back yard, and must be screened from adjacent properties. The coops must be 50 feet from a residential building not located on the property. Other Zoning Changes •The city attorney was authorized to draft an amendment to the sign ordinance to include new language for B-3 (light commercial) properties. The rules will See CHATFIELD Page 11

The county board approved a conditional participation in a feasibility study for the Southeast Minnesota Regional Redesign project for human services delivery at their October 11 meeting. If all 12 southeast counties agree to participate, the redesign planning will cost Fillmore County $10,440. At the time of the vote

Commissioner Duane Bakke amended the original motion to include a condition that Fillmore County will revisit their decision if the number of counties agreeing to participate is less than 12. Hear the seat belt reminder ding? Buckle up- or hear sirens. “Believe us, the last thing we want to do is write seat belt tickets,” says Fillmore County Sheriff Daryl Jensen. “That’s why we are reminding motorists to buckle up. We want you to avoid meeting us, and more importantly, avoid getting hurt or killed.” Sheriff Jensen adds that motorists are the first line of enforcing the law by speaking up and insisting that all passengers are belted. “It may not be cool or easy to nag everyone to buckle up, but it’s a lot easier than dealing with the consequences.” The enforcement effort will also include a nighttime seat belt enforcement focus. Each year, more than 60 percent of the nighttime fatalities (9 p.m.–3 a.m.) are not buckled up.

According to Sheriff Jensen, a seat belt is a motorist’s best defense in case of a crash. He notes that in rollover crashes, unbelted motorists are usually ejected from the vehicle. In most cases, the vehicle will roll over them. Often, unbelted motorists will crack teeth out on steering wheels or break their nose, and even slam into and injure or kill others in the vehicle. Fillmore County officers will enforce the state’s primary seat belt law during the effort. The primary law requires passengers in all seating positions, including the back seat, to be buckled up or seated in the correct child restraint. Officers will stop and ticket unbelted drivers or passengers. A seat belt fine is $25 but can cost more than $100 with court and administrative fees. The primary law has helped the state achieve a record-high daytime seat belt compliance rate of 92 percent. The campaign will also include enforcement of Minnesota’s strengthened child passenger safety law which requires children to use a booster seat starting after they have outgrown a forwardfacing harnessed restraint (typically 40–60 pounds, depending on seat’s weight limitations). Children should remain in a booster until they are age 8 or 4 feet 9 inches tall — whichever comes first. It is recommended, however, to keep a child in a booster based on their height rather than age. Boosters help adult seat belts fit children
correctly. Belt use is especially an issue in Greater Minnesota communities. Annually, nearly 80 percent of unbelted traffic deaths occur on Greater Minnesota roads. The Click It or Ticket seat belt enforcement campaign is a component of the state’s Toward Zero

The Fillmore County Sheriff’s Office, Chatfield Police Dept and the Preston Police Dept are conducting increased Click It or Ticket seat belt patrols during one of the state’s largest belt enforcement campaigns of the year, October 14–27. The campaign aims to increase belt use to stop preventable deaths and injuries. In Fillmore County during the last three years, five unbelted motorists were killed and six were seriously injured. Statewide during this same period, 409 unbelted motorists were killed and 814 suffered serious, life-altering injuries. Seat belts must be worn correctly — low and snug across the hips; shoulder straps should never be tucked under an arm or behind the back.

C ommentary More important things to worry about than manmade climate change By Stan Gudmundson Two earthquakes and their tsunamis have caused upwards of 300,000 deaths over the last few years. Thus reminding us again that the world we live in is violent and dangerous. By the way, the USGS says Col. Stan that 39 states Gudmundson are in active seismic zones. USAF (Ret) The roughly 600 mile Cascadia fault line along the west coast is a subduction zone that may cause a tremor as large as the one that recently hit Japan. Its tsunami could be similar in size. That quake will cause a few deaths as well, but aren’t you glad scientists are working so hard and spending so much taxpayer money on eradicating manmade climate change? They don’t call it global warming anymore. Not enough evidence. There is also the San Andreas fault that is due for an “adjustment.” That fault line, east of Los Angeles, is hung up and will eventually shift. When? We don’t know, but a USGS official has said that when it does, they expect the Pacific plate to move at least 30 feet north along the North American plate. That isn’t comforting, but what is even more disconcerting is that the physical record indicates that the Pacific plate has moved as much as 90 feet during one of these periodic quakes. I don’t know what magnitude this little wiggle will produce, but we do know that it will be a catastrophe. The body count could be very high, but aren’t you happy scientists are working so hard Editorial Cartoon
and spending so much taxpayer money on eradicating deadly manmade climate change? Some scientists are worried about super tsunamis. Although there is some debate about them, these tsunamis occur when a part of a large island collapses back into the ocean. There are at least two candidates that may cause one of these. One is the big island of Hawaii, and another is one of the Canary islands in the Atlantic. Such a tsunami could wipe out significant coastal region areas in the Pacific or Atlantic. That means a lot of dead people, but aren’t you pleased scientists are working so hard and spending so much taxpayer money on eradicating dangerous manmade climate change? Experts tell us that it is not a matter of if we get hit by a substantial asteroid, it is a matter of when. Who knows how significant that might be. Life, as we know it, could be wiped out, but aren’t you ecstatic scientists are working so hard and spending so much taxpayer money on eradicating “proven,” kind of maybe, manmade climate change? There are, in addition, extraordinarily violent weather outbreaks. Typhoons in the Pacific, hurricanes in the Atlantic, and tornadoes here, there, and everywhere. They have the potential to produce life threatening major disasters. A few hundred dead here, and few thousand dead there but aren’t you just tickled scientists are working so hard and spending so much taxpayer money on eradicating manmade climate change about which there is like, “consensus” like, uhm, totally? Sorta? Then there are the volcanoes.
There are essentially two types. The first kind is just the regular old routine kind of volcano like Mt. St. Helens or Pinatubo. You know, the ones that force cancellation of air traffic, bury communities, cause devastating pyroclastic flows and so on. As Vesivius did when it buried Pompeii. These standard types of volcanoes have killed an awful lot of people and have done an awful lot of damage. They’re still out there. There’s Mt. Hood in Oregon, Rainier near Seattle, and whole bunch more. Sooner or later, they will again blow their tops and reek havoc on this earth. They will kill a few more people and blow noxious stuff into the atmosphere that will cool the earth for a while, but aren’t you delighted scientists are working so hard and spending so much taxpayer money on eradicating manmade climate change instead of studying other trivial natural phenomenon? Then there is the Yellowstone super volcano. Beneath the park is a magna pool that is 45 miles long and 35 miles wide. It erupts every 600,000 years or so. The last time was about 600,000 years back. It was about 6,000 times larger than St. Helens and left an almost 600 cubic mile divot. When that pops its cork again, what then? Life on earth will probably never resemble what it is today. Keep in mind, there is more than one super volcano. Number of dead? Billions perhaps, but aren’t you gratified scientists are working so hard and spending so much taxpayer money on saving our lives by eradicating manmade climate change? Finally, we know that the earth’s climates warm and cools all by itself. We also know that
another ice age is inevitable. But who cares, so long as scientists work really hard to control climate change. Would we still be funding climate change research if we got hit by an asteroid or a super volcano blew? Of course we would. Afterall, at the last count, there were over 600 “good” conclusions supporting climate change theory. These include: too much rain, too little rain; too much snow, too little snow; too much wind, too little wind; too hot, too cold; too much ice (Antarctic), too little ice (Arctic); too many perfect days, and too few perfect days. Okay, I made the last two up. But aren’t you glad we have our priorities straight given the insignificance of all of the other dangers we face compared to the yet unmanifested manmade climate change. But the potential, just imagine the potential. For the liberals who find this to be dismissive and politically incorrect, let me try to be a little clearer as to what I mean. We face enormous dangers that will all occur sooner or later, or some perhaps may even occur coincident with another catastrophe of some sort. When these happen, will the effort to study and control climate change, if it exists, be considered very important or will the whole effort be considered in retrospect to have been a total waste of time? I would submit that the latter will be true. The whole notion of climate change compared to all of the other dangers we face is so trivial as to be inconsequential. There are more important things to worry about even if manmade climate change is significant. Which it isn’t of course.

Turkey Day Run Three years ago, Craig Britton, Jason Schwarz, Ross Kiehne, Jim Peters and myself began running on the Root River Trail on Saturday mornings at a “talking pace.” We started out with five miles and eventually worked our way up to eight miles. And, as our weekly runs progressed, we became confident enough to commit to running from Lanesboro to Preston on the Root River Trail, a whopping 10.3 miles on the morning of Thanksgiving Day. These pictures have become an inspiration for our annual Visit Bluff Country Visitor’s Guide: “A Guide to Historic Bluff Country” – now in its 15th year with over 30,000 copies distributed to over 400 locations in the tri-state area. In addition, last year with a leap of faith we collaborated with all of the communities in Fillmore County to provide a 2011 monthly calendar, publishing 13,000 copies to make sure every household in Fillmore County received their own calendar. Whether hanging on the fridge, on the wall in someone’s office, or at the local post office, we see the calendars have been utilized as we had hoped. Journal Scholarship Starting at the beginning of the 2009-10 school year, the Journal began sponsoring an annual $500 scholarship for students graduating from a high school in Fillmore County. Prizes amounting to hundreds of dollars in gift cards were awarded to the top three finishers in each recipe category, and all recipes were compiled and shared in the Fillmore County Journal published on November 15, 2010. Considering 2010 was the first year we had attempted to coordinate a cooking contest in conjunction with a locally seasoned recipe cookbook, we were pleasantly surprised to see such a wonderful response. This year’s cooking contest will be held at Rushford Foods, and we are excited to present another collection of recipes from the Best Cooks of Bluff Country. Weather Art I know we have blossoming artists in our region. I have a couple of them in my household, as well. A couple of years ago, we began running the weather page with opportunities for children to submit their artwork portraying their view of the weather. Sometimes we’ve had pictures of sunshine and flowers in February, and that’s quite a relief from reality even if it’s only on paper. We encourage parents to consider sitting down with their children and sending in some artwork depicting the weather. We had a huge stack of weather art come in from Mrs. Finseth’s first grade class at the Chatfield Elementary School last year, and we encourage other teachers to consider involving their students in the newspaper. Newspaper readers become lifelong learners. Involving children in the newspaper at a young age encourages good reading habits. Check out the latest weather art from Hart, Minn., on page 31 of today’s Journal. Opportunities As you can see, there are many opportunities to get involved in today’s Journal. Regardless of your interests, we hope we are continually providing something of your liking every single week of the year. Over the past few years, we feel our readers have been the driving force behind making this newspaper better. We have added the Fillmore County Church Directory and the Fillmore County Sports Section at the request of our readers, and I’m sure there will be many more requests to come,, of which will enhance the content of the Journal. Fillmore County Sports Gopher rebuttal leads to win By Paul Trende Good-Knighted A pair of county teams, coming off successful weekends, took to the court and kept to their winning ways, at the expense of another county squad. First, the LeRoyOstrander tournament champion FC Falcons hosted their western neighbor Kingsland. Set one was tied at 20 before four straight attack errors doomed the Knights (25-21 FC). The home Falcons were less obliging in game two. They never trailed, winning 25-14. The third game shone 19-18 FC, following a Regan Zimmer ace, but then the Falcon hitters finished the affair. Three Taylor Case kills, she had 14 for the match, stoked a lead. Alex Peterson’s game-high 15th kill sealed the deal, 25-21. The Knights simply couldn’t offset that frontcourt production (Lindsay Tart and Jessica Kaster led with 7 & 5 kills). Odd stat of the night; FC led in the category Balls-Stuck-inthe-Rafters 1-0. Forty-eight hours later, Kingsland played host to L-O 3rd place finisher, RushfordPeterson. The Trojans entered on a nice little six-game streak. Boasting a couple heavy-hitters, Kenzie Lind and Amy Todd, they looked to continue their run. In game one, R-P bolted ahead 4-1, but the Knights led 18-17. A couple of Lind aces helped the Trojans into the lead, for good (25-21). Game two was the Amy Todd show. Her first serving session produced multiple aces and 11 R-P points (a 12-1 lead). It was easy-rolling from there (25-13). Set three was tied 14 apiece when Cody Manfull took a turn at serving. The score was 19-15 when she finished. That run proved the difference in a 25-20 third game (and match) R-P victory. Lind led everyone with 19 kills (plus 14 digs). Todd was second with 9 (plus 5 aces). R-P as a team had 14 aces
(to Kingsland’s 2). Emily Culhane had 30 assists. Tart (9 kills, 16 digs) was the Knights lead performer. R-P is 4-5, 18-12. #5, #9, to the Eight-Tenth’s It’s that time in the prep football season. Match-ups are becoming big and important. Undefeated state ranked (class A) squads, #5 Southland versus #9 Fillmore Central, perfectly embodied that. For one half, though, there wasn’t much to fuss about. The deepest offensive incursion was FC to the Southland 25. It was a ground-based defensive struggle, a slobber knocker. Out of halftime, FC got its air attack going. Andy Todd hit Tyler Eickhoff for 35 yards, and then Mitch Johnson for 32 more, moving the Falcons to the 5-yardline. An Eickhoff run gave FC a 7-0 lead. Flash forward to the 4th quarter. With it still 7-0, things inched towards desperation for the Rebels. They got a break when an FC snap trickled to punter Eickhoff leaving him one thing to do, secure it (and get mowed). Southland took over 1st and 10 at the FC 29 with 3:39 left, but three plays later faced 4th and 6 from the 25. Back-up QB Jacob Frodl’s scramble was stopped a yard shy of a first down. Three plays, three timeouts, and no first down later, FC again punted, giving Southland another shot with 1:00 to go, zero timeouts, from the FC 46. Immediately, Frodl hit Mike Goergen for 16 to the 30. On 4th and 6 from the 26, the two connected again for 18 yards to the FC eight. A spike and an incompletion later, Southland faced 3rd and goal with 9 seconds left. Frodl dropped to pass, but had to scramble. He was hit around the five, fumbled, and FC recovered. But a yellow hanky (an FC hold) gave the Rebels one last shot from the four-yard line with exactly eight-tenths of a second left. Frodl took the snap,
a short drop, and fired over the middle into the end zone. Flanker Nick Schmitz reached down and back to get the ball, falling to the ground. He held up the pigskin as if he’d scored a touchdown. Two officials looked at each other indecisively. A third came racing in from the side, vehemently signaling two things; the ball hit the ground, the pass was incomplete. Southland’s fans booed. FC’s cheered. There’s no instant replay. In a tothe-wire heart-stopper, the Falcons prevailed 7-0. Only Eickhoff put on an offensive display (29 carries, 160 yards, TD; 2 receptions, 41 yards). The next best yardage-getter was Goergen with (42 receiving, 15 rushing). FC’s defense played magnificently, shutting-out a team that came in averaging 42 PPG. It’s the first time the Falcons have started 6-0 since 1998. Gopher Rebuttal Leads to Win Late in the 3rd quarter of the Rushford-Peterson/Chatfield football game, the home Trojan’s Chris Boehmke broke off a 56-yard TD run to tie the game at 13. Until that point, Chatfield had led 7-0, courtesy of a 16-yard Jake Peterson run, and 13-7, courtesy of a 15-yard Nate Skare to Jesse Julian pass. R-P’s only score came via a fake punt 53-yard TD run by
Tyler McLellan. And thus, with a quarter-plus to play, it looked like Boehmke’s run turned momentum. It looked like the game would be decided in the 4th. But Gopher tailback Jake Neis replied, breaking off a 68-yard scamper on Chatfield’s first offensive play of the ensuing possession (seconds later). The run put the visitors back in the lead (20-13). A series later, in the 4th, the Goph’s struck again. Skare found Julian, this time from 11-yards away and that was it. Chatfield prevailed 27-13, led by Neis’ running (22-119, TD) and Julian’s receiving (5-66, 2 TD’s). Boehmke paced R-P (17-128, TD rushing). Chatfield moved to 3-3, R-P to 2-4. AgStar Fund announces nearly $100,000 in grants to emergency services teams in rural Minnesota and Wisconsin The AgStar Fund for Rural America, the corporate giving program of AgStar Financial Services, recently announced $99,919 in grants through their Emergency Medical Services (EMS) Grant Program. This program awards grants up to $2,500 towards funding equipment for volunteer fire, rescue and ambulance squads in AgStar’s 69 county service area. Due to the great need and large volume of applications, for the second consecutive year, the AgStar Fund has doubled the budget for this program from $50,000 to $100,000. They distributed over $101,000 in EMS grants in 2010. Since the Fund’s inception in 2001, AgStar has awarded nearly $340,000 to fire departments, ambulance teams and rescue squads in Minnesota and Wiscon-
sin. According to John Monson, Chair of AgStar’s Fund Board of Trustees, “Rural communities are being asked to do more with less, even when it comes to emergency services. Many deserving volunteer fire, rescue and ambulance departments are struggling; often making due with outdated communications equipment and gear that compromises the safety of their crews. That’s why we at AgStar felt compelled to do more. Commissioner Chuck Amunrud said the cost, which will come out of the social services budget for the study, is a wise investment of tax dollars to see if the model will work. Bakke was concerned that only five counties that they were aware of have taken action to move forward with the study. He added that we are in if the others are in. There seemed to be some confusion, as it was expected to be a two- step process to opt in. The information available to the board seemed to only count counties that had taken the second step. At a September 3 meeting, the board unanimously agreed to opt in for participation in the feasibility study with the expectation of a $10,440 obligation, which they believed to be the first step. At that time it was understood that their decision was dependent on the participation of the other
counties. If less than all 12 counties agree to participate, the total cost for each of the participating counties will increase. The Bush Foundation has agreed to contribute about half of the total cost. The feasibility study is necessary to see if the proposed cooperative model will work and answer questions about the design of the cooperative model. A fiscal plan is to be developed along with a fiscal analysis. The intention of the cooperative redesign is to provide better outcomes, to use limited resources more efficiently and effectively, to deliver human services in a more integrated system across the region, and to use technology to help achieve these goals. The new supervisor for the county’s income maintenance unit, Deb Ristau, described the practice of case banking/process management which is now in place in the social services department. Each financial worker completes part of the process for each case acting as a team, instead of
having one financial worker follow a case all the way through the steps necessary for a customer to receive benefits. Case banking/process management is a new process to work through cases. It provides improved efficiency, more flexibility, support of a five member team, and helps train new team members. There are more eyes on the process, which helps reduce errors. Ristau noted that the food stamp case load has increased 90 percent in the last two years. Virginia Fern Wicks Virginia Fern Wicks, age 80, of Harmony, Minnesota died on Thursday October 6, 2011, at the Harmony Health Care facility after a courageous two month battle with pancreatic cancer. Virginia F. Quandahl was born December 11, 1930, at her grandfather’s farm in Bluffton Township, Winneshiek Co., Iowa, to Harry M. and Vera D. (Walter) Quandahl. She was baptized and confirmed in the Burr Oak Lutheran Church. She grew up on the family farm in Burr Oak Township, attended nearby Lost Nation School, District #8, and graduated from Decorah High School in 1949. After high school, she went to work for Northwestern Bell Telephone in Decorah, first as an operator and then as a business office clerk. On September 20, 1952, Virginia was united in marriage with Marvin Wicks, son of Claude and Olive (Olson) Wicks, in the Burr Oak Lutheran Church with Rev. Erling Wold Officiating. To the union four children were born. Virginia worked for Daytons Department store in Rochester, MN for 13 years as a PBX operator. She served on the board of Olmsted County Farm Bureau, the Olmsted County United Way and Sons of Norway. She was very active in church programs on the many military installations and local churches where they were stationed. In Japan, she worked with a local Japanese school in their English language program. Volunteering to serve the needs of the Church and community support programs remained an interest in her years of retirement. Virginia cherished the many friendships made in her varied life experiences, and was ever grateful to each for the moments they had shared. Survivors include: her husband Marvin, three daughters, Gail Abele of Highland Village, TX; Amy Petersen of Albert Lea, MN; Laura (Donald) Strickland of Ft. Worth, TX; one son, Clinton (Jean) Wicks of Dodge Center, MN; six grandchildren, three great-grandchildren, one sister Laverne Ibeling of Ackley, IA; one sister-in-law Verna Quandahl of Spring Grove, MN; and many nieces and nephews. She was preceded in death by her parents; two brothers Arthur in 1994 and Robert in 1995, and a brother-in-law George Ibeling in 2010. The Lindstrom Funeral Home was in charge of arrangements. Services were conducted at the Greenfield Lutheran Church in Harmony on Tuesday October 11 with Rev. Betsy Dartt and Pastor Kyle Jackson officiating. “H2O Show” at Lanesboro Arts Center to feature work by 43 regional artists 43 regional artists will be featured in the upcoming “H2O Show” at the Lanesboro Arts Center, 103 Parkway Ave N. in Lanesboro, Minnesota. Focused on the subject of water, the exhibit will run October 22 - December 23, 2011, with an opening reception on Saturday, Oct. 22 from 6-8 p.m. (this is free and open to the public!). The exhibit will include work in a variety of visual arts media: ceramic, fiber, jewelry, leather, mixed media, painting, pastel, photography, printmaking, and wood. The rules are more flexible than those for residential districts. Pylons will not be allowed. •The city attorney was directed to rewrite and simplify the code for nonconforming buildings, structures and uses. This will concern homes located in B-1 and B-2 commercial zones (currently involves 20 homes). These homes will not be rezoned to residential because of their location, but the changes would allow the home owners to expand if it will make the homes more

livable and safer. P and Z held a public hearing on the issue on October 3. The updates will more closely follow Minnesota state statutes. Other Business In Brief •Chatfield again received the Center for Disease Control and Prevention “Water Fluoridation Quality Award” for 2010. The award is in recognition of the maintenance of an optimal fluoride concentration in the city’s drinking water. •The “Lost Creek Hiking Trail” officially opened on October 8 in Groen Park. The 6.3 mile trail was developed through the efforts of the Bluff Country Hiking Club with cooperation from several organizations and numerous local businesses which supported the building of the trail with labor and materials.
DEED launching loan programs for small businesses The Minnesota Department of Employment and Economic Development (DEED) has been awarded $15.5 million in federal funding for programs that will support small-business lending in the state. The funding, from President Obama’s Small Business Jobs Act, will provide loan guarantees to lenders making loans to Minnesota small businesses, make money available to lenders for direct loans of up to $150,000 and provide seed money for angel investment funds. “This award is great news for Minnesota businesses, which are having difficulties accessing the capital necessary to expand and provide new jobs in our state,” said Gov. Mark Dayton. “President Obama’s initiative will mean more jobs for Minnesota.” “These funds will help break down barriers to loans for creditworthy small businesses looking to invest and hire in their local communities,” said U.S. Treasurer Rosie Rios. “This program will help ensure that more Main Street entrepreneurs have access to the credit they need to expand their businesses and create new jobs.” DEED Commissioner Mark Phillips said tighter lending restrictions by banks and other financial entities since the recession have made it more difficult for promising businesses to obtain the funding they need
to survive the early stages of development. “These programs will put money into the hands of small-business owners and give them an opportunity to grow and create jobs,” he said. DEED officials estimate the programs will serve 1,200 small businesses and attract an additional $200 million in private investment. Altogether, the agency anticipates 3,000 new jobs will be created. Because the funding is designed to fuel access to capital, each dollar of DEED’s overall financing must leverage $10 of funding by other lenders, although that won’t be required for every program. Participating lenders must demonstrate that the DEED program funds are a necessary component of the financing package. Although small businesses across the state are eligible, the department is encouraging business loans to underserved communities, especially in economically distressed areas of the state. DEED is the state’s principal economic development agency, promoting business recruitment, expansion and retention, workforce development, international trade and community development. Harmony discusses 2012 budget By Jade Wangen The Harmony City Council discussed the preliminary budget for 2012 at their regular meeting October 11. The final budget and levy must be decided at their December meeting. City Administrator Jerome Illg presented the council with a tax comparison from 2011. The chart showed home market values and the potential increase in 2012 from 2011, also taking into account the market value exclusion. Illg noted that the increase in occupancy at Heritage Grove would help a lot with the budget. They will still need help from the city this year. He asked the council for direction on where to go with the budget and levy. Mayor Steve Donney asked what they would have to do so people will not have any increases in their taxes. Council member Jerry Shuck said they should shoot to cut out $90-100,000 in the budget to eliminate any increases. “I’ve heard of people backing off from buying houses because of our tax rate, and that’s not good to
hear,” said Shuck. Illg said the total increases in the budget were $91,500, so they would have to eliminate all increases. Illg also discussed TIF District 1. He came up with a total cash balance of $22,823 at the end of 2011. This is after using money for the 3rd Street project, downtown alley electrical, and commercial rehab loans. Illg mentioned the money must be used by the end of the year, or it goes back to the state. The city would then get about 65-70 percent of it back, but there would be no restrictions on how it could be spent. He mentioned several things the money could be used for, including a new well, water main replacements, and street projects. Utilities Assessments Illg had a list of four people that are delinquent on their utilities, and per the city ordinance, the amount still owed will be assessed to their property taxes payable in 2012. A public hearing was held, and a letter from Melissa Vander-
plas was read. Vanderplas was on the list with $1,655.57 owed. She explained there was a water leak at her home that drove her water bill up to $2,500, and she has been working on paying that off every month. She asked for more time to work on the bill before having it assessed to her taxes. Illg said she was the only person on the list who has made an effort to pay off her bill. After the public hearing was closed, the council voted to assess the past due utilities on the list, but excluded Vanderplas, giving her another year to pay off the bill. Building and Maintenance City Maintenance employee Chris Johnson said a water leak had been discovered near McKean’s auto and has been fixed. The company that comes every year to check for water leaks discovered it. TLC Excavating dug in the area and found the leak. Johnson explained it was an abandoned line that had been capped off and never shut off at the main. Johnson shut it off and it stopped the leak. He said the

leak was running about 16,000 gallons of water right into the city sewer. The flow at the wastewater treatment plant went down 16,000 gallons the next day. They don’t know how long the line had been leaking, but it wasn’t discovered last year. Dobie Days Mary Lou Zombory, a Harmony resident, approached the council with some concerns she had about the Dobie Days celebration. She first commended the Scrabecks for their hard work, and said she has no problem with the tribute to the veterans or the event itself. Her only problem is the location. Zombory lives in a house near the Dobie Days area, and said this year it was like her house was in the middle of an amusement park. “It’s not anything they do or don’t do, it’s the number of people,” said Zombory. She added that there is still garbage lying around, and it’s not conducive to how she would like her neighborhood to look. She said the people who live there work hard to keep their yards clean and neat, and
there are some upscale homes in that area. She said it was her opinion they should have it somewhere else, like at a park or out of the area, and that many of her neighbors feel the same way. Other Business A commercial rehab loan was approved for a business that is going to replace and repair a part of the roof and replace the furnace. The total loan amount is $4,000, which will bring that business to the maximum of $10,000. The council approved the consent agenda, which included the Administrator’s report and the MMUA (Minnesota Municipal Utilities Association) annual contract for $6,784.68. They also approved the contract with MNDOT for snow removal from the trunk highways in the city limits. There was some discussion about picking up leaves, as people are raking them into the streets. Johnson said they pick them up when they can, and it works better after a light rain. They discussed choosing a week to pick them up and letting people know when it would be.

Experience art in southeastern libraries - a call to artists
The Working Mom By Tammy Danielson The Saturday Kid When I was contemplating my article for this week, I considered sharing stories that relate the changing of seasons to the changes that occur in our children from year to year. It quickly became transparent, however, that the person most affected by the changes in my son growing up is me, and I thought it might end up a teary, woe-is-me mess of an article. So, scratched that story. I think that as moms we are always trying to provide the best for our children, often going without to make sure they have what they need. And, if there is something we are not able to provide, those internal guilt darts start flying. For example, there are many times when being a mom who works outside the home has me feeling like I’m lacking in the department of homemade treats, helping out at school, and greeting my child at the door after school like I “should.” So, for those working moms who already struggle with balancing school activities with their work schedule, can
you imagine the added frustration when you have a Saturday Kid? What is that you ask? He lives in my house; he’s the child that waits until Saturday to bring home notices about concerts, teacher conferences, class parties, and all other events that are coming up on Monday. Could be worse; you could have a Monday Kid— that child who lets you know on Monday, “Oh! We have a concert tonight Mom!” My son tends to morph between the two. So, I say thank goodness for the neighbor girl and openly share my biased opinion…girls are blessed with natural talents relating to organization, keeping track of schedules, and announcing upcoming events. If you are having one of those weeks when your nights are packed with the unexpected, and you wish that the robot from the Jetsons would deliver supper, set the timer and enjoy this less than 15 minute meal.

Southeastern Libraries Cooperating (SELCO) & Southeastern Minnesota Visual Artists (SEMVA) invite you to be a part of Experience Art in Southeastern Libraries (easel) traveling art exhibit. We are requesting art submissions for easel’s 20122013 tour. This exhibit will travel throughout libraries in Southeastern Minnesota and be displayed to the public from January 2012 to June 2013. We are looking for pieces that correspond with your artistic interpretation of books, letters, reading, authors, or the library. Qualifications: To submit artwork, you must be 18 years of age and live in one of the eleven counties in the SELCO region: Dodge, Fillmore, Freeborn, Goodhue, Houston, Mower, Olmsted, Rice, Steele, Wabasha, and Winona. There is no fee to enter and artists are limited to one piece of artwork.
Artwork Requirements: All 2D artwork must be 12 x 12 inches, frame included, and must be ready to hang using wire only; no hooks, saw-tooth brackets or clips. All 3D artwork may only be a maximum of 12 x 12 x 12 inches, and one of those dimensions must be 12 inches. Art must be suitable for viewing by all ages in a library environment. Artwork not meeting these requirements will be rejected. The General Information Card, provided in the printed call for artists, must be completed and attached to your artwork at the time of submission, along with a typed Artist Statement not to exceed 200 words. This statement must include one to two sentences describing the artist’s interpretation of the theme. If you need a General Information Card, please call SELCO at 1-800992-5061. Extras will be available at the SELCO front desk.
Timeline: Artwork needs to be submitted to the SELCO office (2600 19th Street NW, Rochester, MN 55901) from 9 a.m. to 5 p.m. December 5-9, 2011. If you are unable to submit your art during this time, a pre-arranged appointment can be scheduled for Saturday, December 10, 2011. Judging will take place December 12, 2011. You will be notified within one week of the Jury’s decision. If your artwork is not selected, you can pick up your piece at SELCO between 9 a.m. to 5 p.m. December 14-16 or December 19-20, 2011. Selected artwork will travel to libraries and partnering locations in Southeastern Minnesota from January 2012 to June 2013. Fillmore County pork wagon gets new look By Jade Wangen The Mensink family has been a big part of Fillmore County’s pork production for many years. Craig Mensink of rural Preston has been farming on his land since 1977. His father raised pigs before that, and his grandfather bought the farm in 1945. According to Mensink, he has about 3,600 pigs on his farm. He also raises crops, and his wife Pam and a hired man help out. They have three children who grew up very much involved on the farm and 4-H, but chosen
other career paths. “I told them the farm will be there if they need it,” said Mensink. Mensink’s brother Dave raises around 25,000 pigs on a farm nearby. It’s pretty clear the pork business is in their blood. Mensink is currently on the Fillmore County Pork Board and the Minnesota State Pork Board. The pork producers in Fillmore County stay busy throughout the year, not only on their farms taking care of pigs, but

The pork wagon used to sell pork products at these events was recently redecorated with a wrapping from Kelly Printing and Signs in Preston. “The other one was getting faded,” explained Mensink. “We started with a new ad campaign, and wanted to get the advertising up to date. We are trying to promote our product, and that’s the best way we know how to do it.” The wagon can be seen at the annual Pork-A-Que, the Fly-In Breakfast, the Fillmore County Fair, and other events, mostly during the summer. Working at the wagon are local pork producers helping to promote their product. “We feel we are well-supported in our county,” said Mensink, referring to the people who turn out at the events to support their local farmers. Mensink pointed out that they want people to know they give back to their communities as well. The Pork Board has two ambassadors for 2011, Ann Gillespie and Kate Winslow, both of Fountain that get scholarships this year. They also participate in farm safety, bike safety, and fire safety, and have donated food. According to Mensink, they donated 6,000 meals to local food shelves last winter, something they are very proud of. As part of the state board, Mensink is involved in dealing with Checkoff dollars that come in from the state. He explained that Checkoff is mandatory, and that pork producers pay 40 cents for every $100 when pigs are sold to the Checkoff fund. This fund must be used for promotion, research, and education of pork products. Research can involve many different projects involving health issues of pigs, meat safety or quality issues, and respiratory diseases. As far as educating the population, they have a program where people can be certified every three years called PQA Plus (Pork Quality Assurance). “This helps so that you as a consumer know what we are certified out here doing what we do and we’re doing a good job at it,” said Mensink. The pork producers, now with a newly decorated wagon, can serve anywhere from 8001,000 pork chops at the Pork-AQue, and between 4,000-5,000 pork sandwiches at the Fillmore County Fair. Mensink and his family obviously enjoy what they do, as they have been doing it for so long. “I enjoy it very much,” shared Mensink. “Part of being active on the state part is being able to see where our dollars go and to have a voice.”

Farm computer usage continues to climb Jerrold Tesmer, Extension Educator for Fillmore/Houston Counties A recent report by the Agricultural Statistic Board reports that a total of 62 percent of U.S. farms now have Internet access, compared with 59 percent in 2009. Sixtyfive percent Jerrold Tesmer of farms have access to a computer in 2011, up one percentage point from 2009. The proportion of U.S. farms owning or leasing a computer in 2011, at 63 percent
was up two percentage points from 2009. Farms using computers for their farm business remained virtually stable at 37 percent in 2011 compared to 36 percent in 2009. In 2011, 84 percent of U.S. farms with sales and government payments of $250,000 or more have access to a computer, 83 percent own or lease a computer, 72 percent are using a computer for their farm business, and 82 percent have Internet access. In general, those categories of farms with sales of less than $250,000 in sales run about 20 percentage points lower. For crop farms, 67 percent have computer access and 41

percent use a computer for their farm business in 2011. Internet access has increased to 64 percent in 2011. In 2011, a total of 63 percent of livestock farms have computer access and 61 percent have Internet access. I know this is of interest to those of us in Extension, as we look at ways to better provide information and education to farmers. For me, one of the telling numbers was the 65 percent having computer access, but only 37 percent using them for the farm business. Rushford accepts levee project bid By Kirsten Zoellner “I’m happy to say, we’re at a point where we can start construction,” declared Art Kalmes, senior civil engineer for Barr Engineering, one of three firms assisting with the levee reconstruction and recertification. Fourteen construction firms had requested the details of the immense project; the city received only two bids. According to Kalmes, some firms were simply too busy, while others found it too hard to mobilize based on the constraints of the project. Otomo Engineering expected the project to have a price tag of nearly $1.3 million. The low bidder, Blitz Construction of Byron, has quoted the city just over $1.1 million. That number may drop, with the city doing some of the work itself, but it’s not likely to, according to City Administrator Steve Sarvi. The bid was not a conventional time and materials offer, but was bid per specific item. In a second motion involving the levee, the city has agreed to continue cooperative efforts between Barr Engineering, Otomo Engineering, and American Engineering Testing. “Their efforts thus far have gotten us this far,” noted City Administrator Steve Sarvi. “We’ve assembled a really good team.” Funding for the project comes
in large part from a cost-sharing grant through the DNR in the amount of $1.2 million, half of which will be funded by the city itself. The DNR has already indicated to the city that they will allow funds for the project to be deducted from their share first. The city received another grant in June in the amount of $150,000, but will have to bond for the remaining cost. The city’s share is capped at $630,360. The project is expected to begin November 1. “Backyard” work, including relief drains and seepage collection, will continue for 6-8 weeks. The work will resume in the spring and is projected to see completion by August 2012. The timing of the project presents a good opportunity for the city, as groundwater is typically lower in the fall and there will be less soil disruption as the ground cools. A neighborhood meeting with affected residents will take place prior to any work and the city will continue to be in close contact with those affected throughout the process. “There are a lot of complicated aspects to this project,” indicated Kalmes. “It’s an ordeal,” echoed Mayor Chris Hallum. The battle for the bike trail extension past Creekside Park
and to the Hoiland Mill continues. According to Administrator Sarvi, the Army Corps of Engineers will not allow the city to construct a trail that goes under the Highway 43 north end bridge because the Corps feels it will impact water flow downstream as much as one quarter of an inch should a flood occur again. The city had previously indicated to the Corps that it would continue to monitor the soil levels under the bridge and make any corrections, whenever needed, which would address the water flow issue. “I’m offended that they think we won’t keep the area clear,” noted Councilor Ted Roberton. That area, according to Sarvi, could amount to as little as manual clean out with a shovel. “There’s a war and battle strategy here,” added Sarvi. “The war is getting the levee certified.” The city could appeal the decision, but it may have little chance. Making no immediate decision on the appeal process, the city will continue to explore other options for the trail, with the goal to join the Root River Trail system to the Magelssen’s Bluff trail system. The next regularly scheduled council meeting is Monday, October 24, at 6:30pm, at city hall. The public is encouraged to attend.

At the end of the 2011/2012 school year, one student will be selected from the Journal student writers to receive a $500 scholarship.
