Harmony “Empty Bowls” event fills hearts By Barb Jeffers bjeffers@fillmorecountyjournal.com

The third annual “Empty Bowls” event took place on Sunday, November 11, 2012, at the Harmony Community Center in Harmony, Minn., from 11:00 a.m. to 1:30 p.m. The event raises money to feed the hungry and to help the community become more aware of the fact that there are people going hungry here in Fillmore County and around the world. The “Empty Bowls” event consists of a meager meal of soup, bread, crackers, and water. A meal such as this would be welcomed by a person who has nothing else to eat, and not

only fills the visitors’ stomachs but fills their hearts as well by knowing they are able to help the hungry in our area. When a guest attends the “Empty Bowls” meal they pay twenty dollars and can then pick out a unique bowl of their choosing. That bowl is then used to eat their choice of soups available. The four types of soups served this year were Tomato Basil, Clam Chowder, Beefsteak Noodle, and Chicken Wild Rice. All proceeds from the “Empty Bowls” event are given to the Fillmore County Food Shelf. The food shelf is needed year round, but especially this time of year with winter approaching. Also with the expense of

the upcoming holidays, families tend to fall short on finances and need the resources that the Fillmore County Food Shelf offers. Last year’s “Empty Bowls” event in Harmony raised $2,620.91 which was an incredible amount for only being in existence for two years. This year’s 3rd annual “Empty Bowls” event raised $3,000 with the funds being matched by GiveMN, for a total amount of $6,000 going to the Fillmore County food shelf. GiveMN is a collaborative venture to transform philanthropy in Minnesota by growing overall giving and moving more of it online. See EMPTY BOWLS Page 8 

As a topic of interest that’s been ruminating for some time, the city council once again discussed the possibility of allowing the harvesting of deer within its borders. The city and its residents have been the roaming grounds of an excess deer population and many believe their numbers should be cut down. Safety of such an allowance is the critical piece, as any deer that would be taken would be on an elevation and in close proximity to homes. Other municipalities have allowed hunting within city limits, but they are served by specific ordinances on the issue. “I think those ordinances might be a little lax for what we need,” noted Councilor Vern Bunke. “We have a unique set of circumstances,” added Councilor Mark Honsey. The possibility would only allow for bow hunting and may

be limited to a certain number of qualified individuals. Chief of Police Adam Eide, a bow hunter himself, was on hand for the discussion and suggested that perhaps an advanced bow hunter’s class could be a prerequisite. If harvesting within the city limits were allowed, it would most certainly be limited to certain areas and public hearings would need to be held first. Some of the areas of discussion included Magelson’s Bluff, levee areas, and the stretch of green south of Highway 16, west of Kwik Trip. “I don’t think the public has a realistic view of this ordinance,” cautioned Mayor Chris Hallum. “The last thing we want to do is give every household a permit to shoot deer. Several Greenleafton residents addressed the county commissioners raising their concerns and questions about the Greenleafton wastewater treatment project at the November 13 board meeting. Sheila Craig, Southeast Minnesota Wastewater Initiative, and county attorney Brett Corson answered questions. Craig said they have been working on the project for the

past three to five years, first with York Township. The township decided they couldn’t handle the project and asked the county to act as the fiscal agent for the project. The project involves first identifying the wastewater needs of the unincorporated community of Greenleafton, and then following up with the planning, construction financing, hookup and long term maintenance and operation of a wastewater collection and treatment system See COUNTY Page 10 

C ommentary Maintaining judicial independence By Karen Reisner With the long election process behind us, the onset of election fatigue has long ago afflicted most of us. However, I was reminded, when I turned my ballot over to look at the back while voting, that I was not pre- Karen Reisner pared to vote for judges. When I marked my choices for the various federal, state, local offices, and proposed constitutional amendments, I felt adequately informed. When I looked through the various judge races, I was faced with my ignorance as to which judge candidates would be most qualified in those contested races. Frankly, because of that ignorance, I denied myself the right to vote for any judge as my vote would have been arbitrary and uninformed. In my opinion, judges should be allowed to rise above politics as much as possible. This is made more difficult by making them stand for election. In Minnesota District Court judges serve a six-year term, and Supreme Court and Court of Appeals judges serve a four-year term. So they are up for reelection every four or six years if they choose to run again. Prior to 2002, a judge or judicial candidate was prohibited from seeking or accepting political endorsements, discussing their views on

controversial issues or soliciting campaign funds. After rulings of the US Supreme Court and the Eighth District Court of Appeals, these limitations were taken away as the courts cited First Amendment protections. These rulings have made judicial elections even more political. I question whether it would not better preserve judicial independence if judges were recommended through a selection process and then appointed by the governor and confirmed by the state senate, similar to the process at the federal level. This too will have political pitfalls, but it may be a better option. Thirty-nine states have a process to select their judges leaving the electorate with the final say. A judge’s job is primarily to interpret the law without the influences of politics or public opinion. They should be as independent of politics as possible. The wishes of the public could conflict with interpretation of the law and the constitution. Judges need to remain objective and impartial while interpreting the laws that are on the books. Their opinions should not be shaded by the electorate. This is the purpose of the checks and balances imposed by the three branches of government. Our forefathers did not intend for judges to be elected. Legislators write the laws and the judiciary interprets the laws. Lady justice stands blindfolded as she is not to be influenced by outside forces, but make a decision based on the

law. Judges should not be biased based on personal opinions on an issue or by social and political pressures. Judges in Minnesota are elected, but most were first appointed to fill a vacancy. The Minnesota Commission on Judicial Selection solicits judicial candidates, evaluates applicants and recommends nominees to the governor for appointment to fill vacancies. However, the governor is not required to appoint the person recommended by the commission. Maybe it would be best for this commission to make its recommendation, the governor appoint based on the committee’s recommendation, and then elected legislators either confirm or reject an appointment, removing the electorate from the process. The judge, once in office, could then make decisions unencumbered by public opinion or the opinion of special interests. Once a judge stands for election, the special interest money enters the picture. During this last election cycle, we were bombarded with less than truthful advertising fueled with an exorbitant amount of special interest money on a variety of issues and candidates. This political process is more appropriate for executive and legislative offices and referendum questions, but not for the judiciary. We don’t want our judges to be altering their opinions to conform with special interest supporters. This was not the intent for the judiciary. Appointed judges are

more likely to be selected and approved on their judicial merit and qualifications. This would diminish the direct influence of wealthy special interest donors. Alexander Hamilton argued judges should be insulated from the political process. We don’t want a judge to be swayed when making a decision by his or her chances for reelection. Judges could be compared to a referee, not rooting for one side or the other, but making calls to keep the play fair. Judges should be impartial to the greatest degree possible. A practice followed in some states does not elect judges, but has them appointed based on merit by a commission. After one term is served, the electorate has the opportunity to vote up or down on the retention of the judge. If the judge is not retained, then another judge will be appointed and that judge will face an up or down vote after the first term. This system would help take special interest group influence out of the equation, as the judge is appointed and there is no election where two or more candidates run for the position. However, a special interest group would be able to campaign to fire a judge if they disagreed with a ruling. Those who support the election of judges claim it keeps them accountable to the public. This is what we expect of our legislators and our governor. If we don’t like the way they play the game, we vote to fire them. In my opinion the electorate should not be able to fire a judge simply because they

disagree with a ruling. The judge’s ruling is ideally based on his or her interpretation of the state’s law and/or constitution. Judges need to have the freedom to make an unpopular ruling when called for without the fear of retribution from the electorate. Judges protect all of us individually or in groups from the powerful interest groups or the political majority’s agenda at a particular place in time. They are tasked with protecting equal rights for everyone. We don’t want our judges to be purchased and owned. There are currently no statuary limits on contributions made for candidates for judicial office. Many of us may not be aware of a judge’s leanings on interpreting law or the constitution, but you can bet special interest groups are well aware. The best way to maintain judicial independence is to appoint them based on merit and experience and not to allow the electorate to fire them with their vote when a special interest group is outraged with a particular ruling. With recent unleashing of limitations on special interest monies and the growing involvement of special interests in judicial elections, the ability to get a judge elected for a specific purpose is not out of the realm of possibility. There is a process in place to relieve a judge of his or her duties in Minnesota. The Supreme Court can censor, retire or remove a judge. Judges can be impeached by a majority vote of the house and a two thirds vote of the senate. Under current law judges can be recalled through election.

C ommentary The vital issue congress won’t address By Lee Hamilton With the elections over, Congress faces a full plate of tough issues when it reconvenes. There will be a lot of talk about fiscal matters, “grand bargains,” and sorting out party caucuses. But there’s one vitally important question we’re certain to hear nothLee H. ing about. Hamilton That is C o n g r e s s ’s own behavior -- and more specifically, the behavior of its members. After what may be the most widely panned session in modern congressional history, Capitol Hill ought to use every means possible to rebuild the American people’s trust. Yet the matter over which it has the most control -- striving to ensure the ethical behavior of its members -- seems to be on no one’s agenda. Earlier this year, The Washington Post detailed a stunning array of questionable practices. Its reporters found that 130 members and their families had traded stock in companies registered to lobby before their committees -- and that over 5,000 of those trades occurred as the bills those companies were interested in came before Congress. In some cases,

the ethics were even dicier. One lawmaker put her name on legislation extending the lifespan of federal grazing permits -- which her husband used for feeding his cattle. All told, the Post found, 73 members of Congress “sponsored or co-sponsored legislation in recent years that could benefit businesses or industries in which either they or their family members are involved or invested.” What might seem dubious to you or me doesn’t even raise an eyebrow in Congress, however. Legislators argue that because they need to represent the interests of their constituents, and their own interests often overlap with their constituents’, that means leaving them free to enact bills and direct federal money that just happens to boost their financial prospects. The ethics committees seem largely to agree. Since the scandals that brought down speakers Jim Wright and Newt Gingrich in the 1990s and then-House Majority Leader Tom DeLay in 2004, committee members in both the House and the Senate have been reluctant to police their colleagues. In the past couple of years, only two House members have been disciplined for ethical breaches. The Senate committee has sent out four “letters of admonishment.” Ethics watchdogs believe the

committees are more interested in protecting members than in overseeing them. It’s hard to argue with them when the Post investigation found that the ethics committees had given scores of lawmakers permission to direct earmarks to projects close to their own homes and tax money to institutions where they had relatives on the board. Look, this isn’t complicated. To the ethics committees, these members of Congress were in the clear. But in terms of what ordinary citizens expect from their representatives, does their behavior pass the smell test? Is it okay to use public office to help oneself and one’s family financially? I don’t think so. Because there is one rule that the ethics committees seem conveniently to have forgotten: it’s the rule that members should always behave in a way that reflects credit on the institution they serve. Instead, what the public sees is an institution that protects its members by holding them to a far lower standard. This matters at the moment not just because Congress’s credibility is in the tank. Four years ago Congress did act -- though only under great pressure -- to improve its ethical standing. It created the Office of Congressional Ethics, an independent monitor that has used its scant power effectively to review members’ behavior and recommend action. Some of the cases it brought were so compelling they even spurred the ethics committees to investigate. The OCE seems properly to view congressional office as a public trust. This may be because its board is made up of highly respected former members and public servants. For the office to continue its work, however, half those board members will need to be replaced by the start of the new congressional term in January, because their terms are expiring. So far, House leaders of both parties -- who are charged with naming the board -- have dragged their heels. Lee Hamilton is Director of the Center on Congress at Indiana University. Letter about frac mining To the Editor, As a lifelong resident of southeast Minn., I’ve been reading with interest the information being put forth by the pros and cons of the Frac Sand debate. I personally see more pros than cons in this debate. Maybe I need more information, but how can a naturally occurring substance (sand) be considered so detrimental to our environment? From most of the articles I’ve read, the mining companies are proposing reclaiming the land when they are finished removing the sand, recycling the water they use to wash the sand, having dust control policies and practices in place to limit the dust produced by traffic, and using the same flocculent to settle out the wash water in sand processing that is used in many sewage treatment plants in the area. The complaints of increased truck traffic being detrimental to our roads might be credible if it wasn’t for the fact that each one of those trucks pay what is called a heavy use tax which goes right back into building and maintaining these roads that we all travel. The more I read the more I believe it is a win-

win situation for southeast Minn. We’re helping our country become more energy independent by providing a much needed resource that is used in the Oil and Gas Drilling Process. If we don’t provide it here they (The Oil and Gas Companies) will import it from somewhere else, thus driving up the cost of oil production which we will eventually pay for at the pump. The economic plusses alone with increased jobs, increased tax revenue from both business and personal income taxes will go towards improving our infrastructures, schools, and revitalize our small towns. The last thing we need to do is stifle small business and local entrepreneurs who want to see southeast Minn. blossom by providing jobs and tax revenue in this bleak economy. America was built on ideas like this so anything we can do to become energy independent I’m all for. Letter about Thanksgiving To the Editor, Thanksgiving prayer. It’s a powerful tool we can bring to heal the fractious bickering that threatens to break our nation apart. Not the kind of prayer that pleads for “my” side to win. Not the request, “Oh, God, please make the government do this or that.” The prayer that’s needed is more like, “Dear Father of us all, show us the goodness and wisdom and courage in each other.” Not so easy when one is taking a very strong stand one way or another on an important issue. But that healthy respect for the way God’s characteristics manifest themselves in every one of us can open avenues and solutions to what might seem an impossible quandary. How does this work? I like to hearken back to that powerful statement of being in Genesis 1, that God created us in His image, with dominion over the creeping things, and the assurance from Malachi, that we all have one Father. So we have God-given

dominion over contentiousness, greed, fear, self-righteousness and dishonesty that would creep into and undermine the decision-making process. We can ask God to give us the strength to see Him at work, to seek out and cherish and use His gifts of wisdom, honor, respect, benevolence, inspiration, intuition, attention to detail. The mental activity of affirming those qualities in prayer frees up the possibility for those traits to manifest themselves, even becoming a catalyst for a shift in consciousness. It takes work, but it’s a worthwhile tool to bring to the decision making table. In her profound work on spiritual healing, Science and Health, with Key to the Scriptures, Mary Baker Eddy puts it like this, “One infinite God, good, unifies men and nations; constitutes the brotherhood of man.” This Thanksgiving time is an opportunity to be thankful for those gifts and to discover their power. He was a WWII veteran in the 52nd Armored Infantry. He served in the European theater and was honorably discharged in 1946. In 1947, he married Dorothy Tenney and had three sons and a daughter. In 1957, he married Eleanor Huston and had two sons, adopted a daughter, and cared for several foster children. Don spent most of his life farming until his retirement in 1985. In 2007, he moved to Buffalo, WY to live with his granddaughter, Angelique (Rick) Langevin. In 2011, Donald moved into the Veteran’s Home in Buffalo, WY. In 2012, he moved to Mt. View Living Center in Sheridan,WY. Don’s favorite past-time was fishing, even earning himself

He is survived by his sons: Calvin (Shirley) Shofner, Wayne Shofner, Robert (Julie) Shofner and Larry (Mary) Shofner, his adopted daughter Jackie Shofner, 16 grandchildren, 22 great-grandchildren, 10 great-great-grandchildren, two brothers: Harley (Geraldine) Shofner, Richard Shofner, and numerous nieces and nephews. Chatfield adopts new policy for sale or disposal of city equipment By Karen Reisner The Chatfield City Council meeting on November 13 was sandwiched in between an extended meeting of the Committee of the Whole. Discussions at the Committee of the Whole included reviews of the 2013 operating budget and the anticipated final levy to be approved in December, user fees and priorities of the sanitary sewer fund, user fees for the water fund, economic development possibilities, and the 2013 street and utility project goals. The newly-adopted policy for sale or disposal of city-owned goods and equipment does not include the disposition of land or buildings. The intention is to simplify the process. City Clerk Joel Young explained that every time something was to be sold, the city council has had to give prior approval, which is a cumbersome process. Items will now be advertised on publicsurplus.com for a minimum of ten business days. Notices will also be placed in the city’s official newspaper. Proceeds will be placed in a reserve fund for future capital purchases of the appropriate department. Disc Golf Course Authorization was given for the group that wants to build a disc golf course in Mill Creek Park to go forward and raise funds for the venture. The group includes Andy, Hank, and Harvey Friederich and Brian Lee. A consultant had been hired to design the course. Andy Friederich estimated that the course would cost about $10,000 for everything including baskets, brush clearing, signage, and so on. He was confident that the funding can be raised over the winter through grants from various foundations and associations. If necessary to gain additional funding, the men will seek out businesses willing to sponsor one hole each for the nine-hole course. They hope to construct the course in the spring of 2013. Other Business In Brief Approval was given for the purchase of a radio from Whitewater Wireless at a cost of $3,351.01 for the recently purchased fire truck to meet narrowbanding requirements. A headset apparatus will cost an additional $1,773.45. Young discussed recent communications with adjacent landowners about the city selling the grassy area of Outlot B to the neighboring property owners. At the September 10 meeting the council decided they should only sell the grassy area, which was the most costly to maintain. Young admitted not all neighboring property owners were tickled with this plan. He said it was time to move forward and either sell as presented, or go back to a prior proposal, invite the neighbors in for discussion, or scrap the effort entirely. Young said most of the property owners are interested in buying a piece. Mayor Don Hainlen said it would be appropriate to meet again with the neighboring property owners. Councilor Paul Novotny asked if a piece was left if it could be incorporated with another piece. Councilors seemed to agree it was best to arrange another meeting with the neighboring property owners.

A public hearing was held on delinquent utility bills. There was no comment or dispute of the charges from the public. A resolution to authorize the collection of delinquent utility accounts with taxes payable in 2013 was adopted. Tony Lammers said the city of Chatfield has received the CDC Water Fluoridation Quality Award for the second year presented by the Minnesota Department of Health’s Oral Health Program and Drinking Water Protection Section. Lammers reported that the city sold their 1995 dump truck for $13,950, which he called an excellent price. He credited the website publicsurplus.com for the favorable sale. A proposal from McGhie and Betts, Inc. for professional fees related to an infrastructure improvement program for streets and underlying public utilities was discussed. The work includes updating the street and utility inventory, rating the condition of streets and utilities, estimating the costs for improvements, and building a capital improvement plan for the next several years. Councilors Ken Jacobson, Dave Frank, and Robert Pederson won seats on the city council for a term in the recent election.

EMPTY BOWLS Continued from Page 1

GiveMN.org is a website that features every Minnesota nonprofit organization and helps people find, connect, and engage with the causes they care about. “Empty Bowls” was originally started by John Hartom, an art teacher from Michigan. It was started in Harmony by Judy Peters and Sue Haugland who attended an “Empty Bowls” event in Decorah, Iowa and wanted to help the hungry in this area by doing a similar event. They enlisted volunteers and the first “Empty Bowls” event was held in Harmony in 2010. The 2012 “Empty Bowls” committee consists of Sue Ommen, Diana Sattler, Kay Himlie, Maureen Gervais, Miriam Harstad, Marietta Dennstedt, Ann Johannessen, Joanne Runkel, Carol Beastrom, and last but not least, Jeff Milne. The committee has a lot of fun working together on the event and Jeff does not mind being the only man on the committee. Jeff says he is “a thorn among roses” and enjoys “working with so many beautiful women,” he stated. The group works together seamlessly offering help and donations without a second thought. Many businesses and individuals offer their time and talent to make this event happen each year. One particularly generous

donation this year was made by Potiche Pottery, of Lanesboro, Minn., donating 21 bowls worth one hundred dollars. Many artisans donated their art in the shape of bowls with bowls coming from Minnesota, Iowa, and Wisconsin. There were even necklaces with small bowl pendants available to choose in lieu of a soup bowl. The necklaces were made by potter Dawn Deines-Christiansen from Decorah, Iowa. Fresh bread was donated by the employees of Gunderson Lutheran Clinic of Harmony and was thoroughly enjoyed and appreciated by patrons. The “Empty Bowls” committee would like to say a heartfelt thank you to everyone who was involved in making this year’s event such a huge success, to the 132 people who attended, and a special thank you to the Harmony Lions’ Club. Sometimes it takes a village to feed a child or a family. Harmony is one village that works hard and laughs hard while helping those in need. Continued from Page 1 Craig anticipates that about 75 percent of the project will be funded through grants. The rest of the funds will come through a loan from the state of Minnesota. The service district will include parcels within the community of Greenleafton with the exception of the Greenleafton Reformed Church and its parsonage. Corson confirmed that the drain field area that has yet to be acquired does not have to be in the subordinate district. Stantec is ready to go ahead with the geological survey. Residents can potentially replace their current home with a new structure or add a bedroom or two, but no additional residences can be added to the subordinate district. Craig said grants don’t allow for further development. Once the service district is formed, residents will not be allowed to put in their own private septic system. During the public hearing there were no comments from the officers of York Township. There are a few homes that have compliant septic systems that are relatively new. Residents with compliant systems could defer payment until they decide to hook on to the community system. However, as part of the subordinate district they would be required to pay interest on the amount deferred.

It is estimated that the cost to each member of the subordinate district will be from $5,000 to $10,000. Members of the district would get a low interest loan payable over 10 years. The county will get a monthly fee from subordinate district residents to recover any funds which the county commits to the project and any future improvements to the system. The county can charge up to three percent interest for the state loan money, which will come to the county at a lower rate. Any resident that chooses to defer payment because they have a compliant system would still be required to pay the monthly fee for maintenance and repair. Craig stated that the grant will pay for connecting pipes to be brought within four feet of each house. The piece to connect from the house and the four feet will be at the individual property owner’s expense. The kind of system to be put in has not been determined as of yet. Craig noted that an inground system would have the lowest operation and maintenance costs. The service district will be overseen by the Fillmore County Planning and Zoning Office. Commissioner Randy Dahl maintained that this project will benefit Greenleafton and should have no cost to other property tax payers in the county.

The resolution to establish the Subordinate Service District for Greenleafton was unanimously approved. Other Business In Brief •2013 newspaper printing bids are to be submitted by 10 a.m. January 7, 2013. •The purchase of a desktop controller from Whitewater Wireless for $2,606.83 was approved. The equipment will help complete set up for the mandated narrow banding and will be paid for by local enhancement grant and 911 funds. An intermittent dispatcher was hired effective November 23. Sheriff Daryl Jensen explained intermittent dispatchers don’t have a schedule but are called when needed to fill in. In a related discussion Jensen explained when an individual calls 911 and gets Rochester patrol, one can request Fillmore County and get put through to a local dispatcher. •A survey on Fillmore County to be filled out by residents is available online https://www. surveymonkey.com/sFCCitizenSurvey2013. It will also be available at libraries. County Coordinator Karen Brown said responses to the survey should be in by November 30. The goal is for people to use the online version as much as possible. The county board wants to hear from people as to how the county is doing.

Fillmore County food shelves prepared for holiday season By Jade Sexton There are four food shelves in Fillmore County; Preston, Rushford, Mabel, and Spring Valley, and all of them work hard all year long to provide for people who need it. However, when the winter and holiday season arrives, those needs increase. Expenses for heating homes, as well as feeding families, go up, and more families seek help for these things. Lynn Mensink, Food Shelf Director in Preston, said they have 248 families right now participating in the food shelf, but that number is sure to increase by about 15 during December.

SEMCAC has a lot to offer families during this time of year because of the holidays. For Thanksgiving, Fillmore County gives out 100 gift boxes of food. Mensink explained they are divided up the best they can, focusing on families and individuals and families with the greatest needs. “There are people that may not have family in the area, and may have nowhere else to go,” said Mensink. For Christmas, they have 120 turkeys and hams donated from a local business, which helps many people have a nice holiday

meal with their families. Another benefit for people in need is the Christmas in Fillmore County program. Businesses, organizations, and individuals donate their time, money, or gifts for children whose families may not be able to buy much for Christmas. “Last year over 600 children in Fillmore County were helped,” said Mensink. “It’s a wonderful program.” When the food shelves have extra money, they are able to buy grocery store gift cards for families at Christmas, which helps them out a lot. There are also

hats and mittens available at the food shelves for those who need them. “It’s really fun,” shared Mensink. “The parents are always truly ecstatic to see their kids get the gifts.” Families do have to apply for the Christmas in Fillmore County program by December 1, as there are income limits. According to Mensink, SEMCAC in Fillmore County is not overstocked by any means, but is right now able to handle the needs of the people. “Fillmore County is amazing,” said Mensink. “It’s not a rich

county, but people are so caring and giving here.”

Fillmore County Sports Volleyball players of the year By Paul Trende For the second straight year, there was a heaping-helping of good volleyball being played by Fillmore County teams. Four of the six schools, Chatfield, Rushford-Peterson, Fillmore Central, and Mabel-Canton, made it to, or exceeded, 20 wins. The Gophers and Cougars played in Sub-Section title games. Had Section 1 not arguably been the best in the state (Class A produced 6 of the 22 All-State VB players and Faribault B.A. won the A crown, Class AA produced 6 of the 20 All-State VB players and Caledonia was AA runner-up), any of the above four teams could’ve made lengthier postseason runs. As it were though, each had great seasons that ended earlier than each wanted. As could be expected, there wasn’t a shortage of good players. And thus, with the help of all the county coaches, assistants, and statisticians, and a huge helping hand from 3-Rivers Conference statistician Bill Bentson (and thus the 3-Rivers statistical numbers and rankings), here is the 2nd annual; Volleyball Players of the Year.

First Six Heading the cast is RushfordPeterson’s athletic powerhouse Amy Todd (5’9” senior MH). Todd didn’t get All-State honors, like three other county players. But no player shouldered as heavy a load for their team as Todd for the Trojans. Amy Todd Best example of this; her Three Rivers Conference leading 501 kills was more than the rest of her teammates combined, plus 100. She also led the 3-Rivers in aces (81) and would’ve been first in blocks too (64.5) had Caledonia not made a run to state where Maria Fruechte (73) and Emma Lange (65) both surpassed her. Other feats; Todd became only the second R-P Trojan to amass over 1,000 career kills (ended with over 1,300). She twice went over 30 kills in a game in 5-set affairs with Chatfield and Spring Grove. She ended her career with a six-match (24 sets), 143-kill stretch (a 6-per-game clip). Finishing things, Todd was second on

the Trojans with 312 digs (one of three girls in the conference with 300-plus kills and 300-plus digs). She was R-P’s everywhere girl, a ‘beast’ in the words of her setter Emily Wade’s mom (Kathy). It’d be tough to imagine, if Todd weren’t on the floor, just how many wins the Trojans would’ve had; probably not a school record 22. Amy finishes her career a two-time All-league player, a two-time honorable mention All-league player. Chatfield libero Alex Duxbury (5’6” junior libero) had another standout season. Her dig numbers (436) dropped some from Alex Duxbury 2011 (528). Duxbury is so good, teams just stopped, or tried not to whenever possible, hit it towards her. Yet, Alex was still third in the 3-Rivers in digging behind R-P’s Kendra Crawford (479) and St. Charles’ Kelsi Bockenhauer (437). For the second consecutive year, she was also one of the best ace servers in the conference, finishing third (63) to Todd (81) and Lange (64).

The place teams couldn’t stop hitting it to Alex was on the serve. Duxbury’s 703 receptions easily led the 3-Rivers and her reception percentage was top 5. She was a diving and rolling passer-extraordinaire, a critical volleyball skill. The daughter of a volleyball coach, she’s definitely predisposed to playing the game at a high level. For the second straight season, she was All-Conference and (Class AA) All-State. She was Chatfield’s encouraging on-court captain and leader. Fillmore Central’s rangy Taylor Case (5’11” junior OH) continued her great play in 2012. With Alex Peterson gone, Taylor shouldered a heavier Taylor Case offensive load for the Falcons. That was a very good thing for FC fans. Her 348 kills ranked her 5th in the 3-Rivers conference (she was oddly the only player in the 300-range). Only Todd (501), W-K’s Katie Cavalco (449), Fruechte (443), and Lange (405) amassed more (topped 300). It put Taylor in great company, or among the five girls whose attacking abili-

ties were head and shoulders above everyone else in the conference. Twenty-eight kills was her season high in a big 5-set win over rival Chatfield. Then there were Taylor’s all-around abilities. She (348/328) joined Todd (501/312) and Cavalco (449/322) as the only three players in the league with 300+ kills and 300+ digs. Taylor also led the league in serve receive percentage (erred on only 7 of 248) and served herself at over a 90 percent clip, while leading FC with 39 aces. Her exploits were so impressive; she was (Class A) Honorable Mention All-State (to go along with All-Conference). Case was the Falcons volleyball ace. Mabel-Canton’s graceful aerial gazelle Belle Sand (5’7” junior OH) continued to be the Southeast conference’s pre-eminent player, racking up her 3rd consecuBelle Sand tive Player of the Year award (All-Conference). in the 300-300 club amassing 352 kills and 354 digs (each led the Cougars). Her numbers dropped a little from sophomore year, but only because M-C had a much more balanced and experienced overall team. It wasn’t because Belle slacked. Sand competed wo-mano-ewo-mano against the likes of Caledonia’s 1st team All-State dominant duo, Fruechte and Lange, and helped the Cougars to a huge Sub-Section semifinal comeback victory over All-State HM Case and the Falcons. That’s impressive cause she gives up one of the two things you can’t teach in sports, size. Belle is at least 4-inches shorter than the above great players but comparatively proficient. It was as almost a super-great individual season for Sand. In late September, she reached the 1,000-dig plateau (finished with 1,148, or within reach of Jenni Aasum’s school record of 1,594). She’ll have to wait to reach the 1,000-kill plateau too until next year as she came up two short (998 for her career). Sand, with her hops and quick swing, was M-C’s best volleyball hand. Setting up Sand most of the time was the incomparable Carly McCabe (5’4” junior

setter). McCabe orchestrated M-C’s Sub-Section runner-up attack, racking up 823 assists (which in the 3-Rivers would’ve ranked 3rd behind ultra-talented contemporaries W-K’s Kalyn Biever and Caledonia’s Taylor Winjim). One of those assists put McCabe over 1,000 for her career. She now sits at 1,790. When she wasn’t serving it up for others, she was precisely or blindly doing things herself. Carly dropped or pushed in 137 setter-attack kills (which would’ve led 3-Rivers conference amongst ‘pure’ setters). Like most great (well-coached) players, McCabe was well rounded. She was the Cougars second best (high volume) server percentage-wise (94.5). She ranked third on the team in digs (248) behind Sand (354) and libero Christine Lee (316). Exactly 200 digs will get her to the 1,000-dig threshold next year. McCabe was the impassioned leader of M-C’s 31-win team, an All-SEC 1st team selection. Joining Alex Duxbury, to form a formidable back-row, one that kept the Gophers competitive almost everywhere, was Kirsten Keefe (5’7” sophomore OH/DS). K-squared’s precision versatility was rare in the 3-Rivers conference. She was 6th in the league with 351 digs. Her serve-receive percentage (95 percent) was #2 in the

league to Case. Kirsten effectively put 476 of 499 back into play, or twice the volume as Case with nearly the same proficiency. She also served Kirsten Keefe at a 96 percent clip (tied for 5th in the league), hitting on 357 of 372 with 44 aces. And when the frontline occasionally called, she could power down the kill too, notching 109 spikes. Keefe was effective from pretty much everyone, an All-Conference selection. Second Six •Kendra Crawford (R-P, 5’6” junior libero): led the 3-Rivers conference in digs with 479. Saw the second highest volume of serves-received (563). Led the Trojans (main) servers at 93.7 percent. All-Conference. •Morgan Malley (FC, 5’8” sophomore setter): recorded her 1,000th career assist in a win over Chatfield. Ranked third in 3-Rivers with 747 assists. Malley’s 209 digs was second amongst 3-Rivers setters to only Kalyn Biever. All-Conference. > Cheyenne Losey (Kingsland, 5’11” senior OH): led the Knights in three big statistical categories; kills (220), blocks (58), and aces (34). Her 220 spikes was 8th in the 3-Rivers and the 58 blocks was 4th. Losey finishes her career a twotime 1st team All 3-Rivers selection. •Jessi Kaster (Kingsland 5’10” senior MH): led the Knights

with 336 digs (7th in league) and was second on the team in kills (177) and blocks (50.5). She was very versatile, though shined the most on defense. Finishes her career a two-time Honorable Mention All-league player. •Lydia Geving (M-C, 5’8” junior OH): led Cougars with 76 aces (her knuckle-ball serve was not fun for opponents to handle), becoming the all-time Cougar leader in that category. Amassed 191 kills (2nd on the team) and 203 digs, putting her at 751 and 919 for her career. All-Conference. •Victoria Peterson (FC, 5’7” junior OH): was one of only nine girls in the conference with 200-plus kills (211) and, paired with Case, was one of only two duos (Lange/Fruechte) in the conference with 200-plus kills. Her powerful attacking helped make FC a 26-win team. AllConference.

Grace Place continues expanding mission Grace Place, an organization with a 20-year history of serving single women and their families, is announcing plans to develop a future Family Care Center and Transitional Shelter Facility in Rushford, and to continue increasing services into other southeastern communities as financing becomes available. Grace Place began in Winona as a home for single women and their children, later growing into a life skills education center and thrift store on Second Street in downtown Winona. The organization provides Christian guidance, mentoring, life skills, support and encouragement for women with unplanned pregnancies and families experiencing brokenness and change. On the eve of celebrating its 20th anniversary, it embarked on its newest thrift store and outreach center approximately a year ago in Rushford. The Rushford store has experienced tremendous success in a short time.

According to Carla Burton, Grace Place Executive Director, the organization’s goal is ‘neighbors helping neighbors’ by responding to the increasing need for shelter and other social services. The organization plans to meet these needs by creating a Family Care Center (child care center) and Transitional Shelter Facility in Rushford, which will eventually house three families for extended periods of time until they are ready to move out on their own. If a Rushford homeowner is interested in donating a home for this important cause, area residents may contact Carla Burton at 507-459-5241. “The Family Care Center will enable at-risk parents who are working to have an opportunity for childcare based on a sliding fee scale. If the parent is not working, the Family Care Center will provide a positive atmosphere where the parent and child may be together. This will

promote healthy relationships between parents and children. The Family Care Center will also offer working families who are not at-risk, creating additional revenue for Grace Place to continue its mission,” says Burton. The vision for the Transitional Shelter Facility goes beyond basic human need for shelter. Carla Burton believes through support and education, mothers to-be and young families will grow from brokenness into renewal, spiritual wholeness and emotional security. The organization will teach life skills to help bring families out of poverty. Kingsland Schools to receive Project Lead the Way national certification Kingsland Public School will receive national certification for their Project Lead The Way Engineering and Biomedical Programs. Kingsland Middle School/Junior High will receive national recognition for the Gateway To Technology (GTT) Program it has been offering since 2011 which includes the summer Gateway Academy Program for students in grades 4 through 6. The school district will receive three Project Lead The Way banners to hang in honor of the accomplishments. Thor Misko, Project Lead The Way Vice President of Engagement, will fly in from Indianapolis, Indiana to make the presentation at Monday’s School Board Meeting on November 19, 6:30 p.m. at the

Project Lead The Way Programs are in all 50 states and serves 400,000 students nationwide. Kingsland Public School will be the first school in Minnesota to achieve all three national certifications which include Engineering, Biomedical, and the Gateway to Technology Program of Distinction. The primary purposes of the certification program are to recognize schools that have successfully demonstrated a commitment to the quality national standards of

the Pathway To Engineering and GTT programs and to provide an opportunity for students to apply for college credit at PLTW affiliate universities for selected PLTW courses. PLTW has more than 68 affiliate college and university partners (see attached) that offer students credit for completing PLTW courses in high school, including the University of Minnesota. Administration and a team of teachers, staff, students and community members completed a self-assessment of the school’s implementation of the Pathway to Engineering, Biomedical, and Gateway programs that culminated in a site visit by a national PLTW certification specialist team. The

certification team met with teachers, administration, counselors, students and community representatives and reviewed student work. Teachers are the critical component of the success of the PLTW program. All teachers are required to complete an intensive two-week professional development course during the summer before they can teach a PLTW course. Kingsland staff have attended training at the Milwaukee School of Engineering, University of Illinois-Chicago, University of Minnesota, Mankato State University, and St. Cloud State University. The Working Mom By Tammy Danielson A Different Thankful List We can all think of advice that our mother told us like, “keep your house clean…you never know when company is going to stop by” or, “if you don’t knock it off, your face is going to stay like that!” That last one proved to be false, I think. A favorite piece of advice my mother passed on that I still hold dear is “be thankful for what you have.” This one rolls off my tongue more than once a week whether I am at work or home. We have smart phones, ultimate gaming stations, tablets…you name it and it will be outdated after Christmas. No, I am not going to tell you the story of having to walk three

miles to school in a blizzard and having one house phone. But, I will tell you that it was pretty darn cool when we upgraded from a rotary dial phone to a push button home phone. And, guess what?! You can now purchase a rotary dial handset that plugs into your smart phone for a “retro” look. Crazy. It just seems like the status quo is never good enough and the market demands bigger and better. Are we ever happy with the status quo? Are we truly thankful for what we have? As I watched video footage of the recent storm out east, I was so thankful for a roof over my head and a bed to sleep in each night. So, during this

week of Thanksgiving, I find myself wondering what thankful thoughts to share with you. The easy list consists of the heavy hitters such as my family, friends, job, and health…. but that would be too expected. To switch it up, I am sharing my secret thankful list...it’s the little things that matter: 1. I am thankful for the one and only meal my husband cooks: ring bologna, boiled potatoes, and corn---Ahh, forget the calories, it’s a night of supper on the table that I didn’t cook. 2. I am thankful that my son and husband both do laundry. 3. I am thankful for my iPhone with free apps. Playing bingo in my jamas….sweet. 4. I am thankful that a coworker said she was shocked to find out I was older than 35. 5. I am thankful for DVR. It is a secret pleasure to watch my shows at odd hours of the morning or evening and skip all of the commercials. And, despite the bad rap it sometimes gets, I am thankful

New furnaces and air conditioners at the Spring Valley library By Gary Peterson At the Spring Valley council meeting the major item of concern was the news from the library that the furnaces and air conditioners for the building are in bad condition. The units on the roof have been leaking carbon monoxide, and it isn’t a safe environment. The units were

installed when the library was built and according to Mayor Struzyk, “We have had nothing but trouble with those units.” The estimated cost for replacement will be five to six thousand dollars. There is money in the Library Capital Fund to pay for new units, and the Council passed a resolution authorizing

the outlay of these funds to “get rid” of the troublesome furnaces and air conditioners. The Library Board will be meeting on Thursday to take action with the approval of the Council. The Library Board has been depending on Sheldon Plumbing and Heating to keep them repaired in the past, and

it is believed that Sheldon’s will get the nod to order new units. Another item on the agenda was to set the date for a public hearing on the establishment of a Tax Increment Financing District No 1-12 and the Tax Increment Financing Plan. The Public Hearing will be held on Wednesday, November 28 at 6:00. The property being considered is to the west of Kwik Trip on a vacant lot adjacent to Kraut’s Locker and is being proposed by Todd Jones. Well, the votes have been counted and the ballots have been double checked. The total ballots cast were 1219.

Jim Struzyk came in with 1014 votes and there were 73 write-in votes for the Mayor’s position. The candidates for council (a four-year term) were Jeff Vehrenkamp with 831 votes and Bill Bires 907 votes. There were 54 write-in votes. The council recognized Carrie McGill for her donation of $400 to the youth of the community on Halloween. The Council approved the contract for solid waste and recycling collection for Spring Valley with Waste Management. There was a correction in the original contract from the 1st day of November to the 1st day of February of 2013. The next Council meeting will be on Monday, November 26.

Buying local is more than money By Gabby Gatzke This time of year we are often reminded about the importance of shopping locally for Christmas gifts at our small local businesses. When you buy locally, not only are you giving small business owners an opportunity to continue to keep their doors open, but you are giving individuals the ability to grow up in a small town, raise a family and be active community members. Personally, I have had the opportunity to be a daughter of a small business owner. Although a farm girl at heart, my mom purchased Chic’s Pizza in Preston when I was in the 4th grade. This is when I was first introduced to the life of a small business owner, and a family business for that matter. I quickly became a Preston girl in the blink of an eye. I can tell you that there are

things that I learned only because of my mom’s small business. I learned the importance of being friendly to each person that walks through the door, even if they aren’t always friendly in return, if you give to your community your community will give to you and the customer is always right (of course!). I have also had the opportunity to participate in a few community projects like the American Cancer Society’s Relay For Life, which was an idea presented to my mom and myself while we were at work one day. And the best part is through the years I also gained quite a few “adopted” grandparents. The people in the community really do become your family. Although everyone has joked about me taking over for

my mom when she eventually decides to put her recipes to rest, Chic’s actually helped me go to college to get my bachelor’s degree at Winona State and do something I love to do, graphic design. And I was able to do this all on my own, thanks mostly to my employment in a small, locally owned business. When we go to the local grocery store and buy a grocery cart full of groceries we may not know just how important that $100 worth of groceries really is. The other day, I was waiting in line at a local store and I overheard someone say, “Shop locally, who can do that?” This person of course was referring to the idea of shopping local being expensive. In reality, when you total the amount of money it takes you to drive to Rochester or other larger cities, some things really are cheaper here in our small communities. Yes, I understand you’re not always going to buy everything at a local business. Sometimes it’s convenience,

sometimes it’s due to your budget, but the truth is that when you spend your dollars locally you really are making a big impact on someone’s life. I can testify to it. I would not have had the opportunity to go to college, meet amazing people, have a vehicle to drive and save money for a house someday. I realize you can have this opportunity without owning a small business, but I do think that it’s important to know that your dollars spent locally impact your

community more ways than you may even realize. So I ask each and every one of you, please take the time to think of a few small businesses that you can patronize this holiday season instead of spending your dollars in big corporations. You may not spend all your dollars in a small business but the dollars you do spend will be greatly appreciated by each and every small business owner, and maybe even their children, 24 years later!

Harmony City Council discusses street report By Jade Sexton Engineer Brett Grabau was Bonestroo was at the Harmony City Council meeting on November 13 to talk about the street engineer report that was recently done. Grabau explained that the report looked at Harmony’s immediate and long-term street needs. Harmony has 8.96 miles of city streets, and 6.1 miles that are in the rating of 4,5, or 6 on a scale of 1-10. “You have a good variety of streets,” said Grabau. “Most of them are right in the middle of their life cycle.” Grabau used the PACER rating scale to map out the streets of Harmony to see what the needs were and where the city should plan on making improvements in the near future. City Administrator Jerome Illg said the city needs to look at what needs to be redone in the next couple of years, and when they seal coat next year, not

bother spending money on those streets. Some of the most needy streets are in the southeast part of town, especially 1st Ave SE. Maintenance employee Chris Johnson said they have to look at what streets will also need sewer or water redone underneath as well. There was some discussion about updating the assessment policy to include mill and overlay of streets, which Grabau recommended. Mayor Steve Donney was in favor of keeping assessments low, especially on highercosting projects. Donney said he and the city council members would like to look at the Capital Improvement Plan and review it. Budget Illg presented the council with the budget cuts that each department came up with. The final budget must be approved at the December meeting. There was a total $49,700 in cuts made.

Dan Tieffenbacher said the library board had agreed to cut $3,500 from their budget. Illg said they cut $1,500 from the utilities budget at the community center, based on past experience with the bills there. There were cuts made from every department. Heritage Grove Bond payment Illg informed the council that the EDA (Economic Development Authority) is asking the city to help pay the Heritage Grove bond payment that is due on December 1. He explained there are two bond payments a year. The city has $50,000 budgeted for this purpose, but Heritage Grove needs about $25,000 more than that to make the December 1 payment. Illg explained the reason they have been so short of money is the vacancies they have been struggling with, but the city’s contribution this year is much improved over last year’s. The council approved. New Transformer Illg presented the council with information about buying a new transformer at the substation. The utility committee met with TriCounty Electric a few times to discuss their options and the cost. They recommended the city purchase a Jordan 3750 kVA transformer at a cost of $137,025. There is also a cost of repairing the old transformer on the day of the outage, which is $14,283.19. Illg said the change out cost is

The council approved the purchase, and there was some discussion as to payment options, but no decision was made. Building and Maintenance Johnson reported a water loss survey was done this month, which is an annual thing. No leaks were found this year. There was also an annual inspection of the backflow preventers at the fire hall and wastewater treatment plant. As for checking the chlorine levels, Johnson said the state wants him to check for other

things as well, such as salty discharge parameters. Johnson said there will be more samples that he will have to take every week. Right now he collects five samples every week, but some of these will be monthly samples. Bond Refinancing Illg spoke to the council about refinancing one of the bonds they have, as interest rates are lower. This could potentially save them $22,000 over the life of the bond. Illg said to refinance, they will have to call for a public hearing at the December meeting, then have the public hearing in January. “If we could save some money, it would be a good thing to do,” said Mayor Steve Donney. “It could be cheaper if we wait a couple of months, but then it might change back to where it wouldn’t make sense. The total cost for refinancing would be $15,000. The council approved refinancing, as long as they save at least $20,000.

A change to Harmony Main Street By Barb Jeffers The First Southeast Bank of Harmony, Minn. has started work on a major project which includes an addition and renovation. According to bank President Chris Skaalen, the addition and eventual renovation has been contemplated for six years. “There is a need for additional space as the bank is growing,” stated Skaalen. Mr. Skaalen added, “As we added staff we have had people working in corners.” Other options were discussed but with the bank being “landlocked” on three sides, Skaalen explained, there were not a lot of options for expansion. One consideration would have been to build a new facility in a different location in town but Skaalen said they “feel connected to Main Street” in Harmony. Construction for the new addition was started in early October 2012 and should be finished in April 2013. Once the addition is completed, and the new space organized, a renovation of the rest of the building will take place with the entire project to be completed approximately July 4, 2013. The project manager of the design/ build is the Samuels Group of Wausau, Wis. According to the business website, samuelsgroup. net, the company “provides comprehensive construction, remodeling, furnishing and design services for new and existing projects.”

The space in the new addition will be used for offices, a new drive-up facility, and a bookkeeping room. It will also have a basement underneath, an asset that the original building does not have, which will be used for much needed storage space. The renovation, which will take place next spring, will include an expanded lobby area. The bank will hold an Open House in 2013 after the project is completed for visitors to come and see the improvements. The bank was established in 1893, as the Harmony State Bank, by local investors and although many changes have taken place over the years, the bank has remained family owned. The bank was purchased in 1987 by the Jerome and Barbara Bushman family. In 1989 the family purchased the Canton State Bank and in 2011 the two banks were merged. Commonweal Theatre Company presents A Christmas Carol LANESBORO, MN — The Commonweal Theatre Company presents its own distinctive telling of the classic holiday story, A Christmas Carol, November 23 – December 23 with previews beginning on November 16. Commonweal’s imaginative take on this classic brings to life the people, sights and sounds of Scrooge’s world and his ultimate choice to liberate himself from a terrible fate. First developed by the Commonweal Theatre Company in 1999, the theatre’s minimalist approach to the tale instantly became an audience favorite. “This is such a wonderful part of the Christmas tradition for so many,” says director Scott Dixon, “and this year, we’re excited to bring a brand-new re-imagining to the stage – a Victorian fantasy to underscore Scrooge’s journey to reconnect with his own humanity. The message for me in this story is that it’s never too late for healing, never too late for forgiveness.” The ensemble cast features Commonweal’s resident artists Megan Pence, Daniel Stock, Adrienne Sweeney and Jeremy van Meter with Paul Steffens of the Apprentice Company. Also appearing on stage are area youth performers Alida Berg (Lanesboro), Kaj Spencer Berg (Decorah), Esme Decker (Lanesboro) and Alex Mathison (Preston). Lanesboro School Board hears audit report By Jade Sexton Pam Ristau, CPA, presented the Lanesboro City Council the 20112012 audit report at their regular meeting on November 15, and the board approved it as presented. Ristau said the district had a decrease in their general fund balance, but it’s still a strong balance, and she doesn’t have any concerns. The fund balance is $3.4 million, and Ristau said many districts their size are at less than $100,000. The Food Service budget has a strong base, and has a balance of $36,000. Ristau noted that most school districts in the area are breaking even with their food service. The area with the greatest decrease was Community Service, which includes the daycare. That area had the largest loss of

$77,000. It is currently operating at a negative balance, and Ristau said they may have to allocate money from the general fund to make up for it at some point. The debt service fund is up $11,000 this year, and the district is paying off two bonds. Ristau commented that Lanesboro has a good, strong district and is doing very well. Winter Sports Coaches for winter sports were approved. The head boys’ basketball coach will be John Smith, with Chris Hanson as assistant coach. Cody Hungerholt and Brett Klaehn will be coaching junior high boys. Kelly McMillen is the girls basketball head coach, with Gina Klennert as assistant coach. Junior high girls’ basketball coaches are Jared Pierce and James Semmen.

Other Business The board approved having an early out the day before Christmas break. On December 21 the students will get out at 11:32 a.m. Superintendent Jeff Boggs reminded the board they will have the tax hearing and the budget at their next meeting on December 20 at 7p.m.

Recycling habits LaVerne C. Paulson Recycling Education Coordinator This is a continuation of the last article about improving your recycling habits. As I have mentioned before, a few small changes can make a big difference over a year’s time, or even a month. Please take the time to read over the following suggestions and decide which LaVerne of these you Paulson would like to try to become a better recycler. One of the best things about this job is visiting with individuals or groups about recycling. A great majority of Fillmore County residents are good recyclers, but have questions concerning Single Stream Recycling, where all this stuff goes, how it is separated, and what new products can be made from the recycled material brought to the Recycling Center, collected at curb side, or deposited in one of our many rural containers. I have met with numerous school, church, and civic groups during

the past five years, but I am sure there are many more of you out there that would like to know more about recycling and protecting our precious environment. Now, on to the recycling reminders. Egg cartons are not recyclable. Paper fibers are somewhat like cats. They have approximately seven lives. Each time paper is recycled, the fibers get shorter and shorter until they are too short to make sheets of paper or cardboard. The fiber’s last life is most likely an egg carton. Give your egg cartons to someone who sells eggs, store golf balls in them, use them a plant starters, or they can certainly be an excellent addition to your compost bin. Most of the household metal recycled here in Fillmore County is in the form of aluminum or tin/steel cans. They do not

Monday, November 19, 2012 have to be crushed and the paper does not have to be removed. However, they should be rinsed out. Even though we don’t want your plastic bottle caps, we do want the lids from your glass jars and tin cans. Just remove the steel lid and put it in your recycling container. The big, blue, or sometimes black bin on the west side of the recycling center in Preston is mostly for metal other than cans. Filing cabinets, steel car bumpers, barbed wire, bicycles, barbeque grills, aluminum siding, tire rims, lawn mowers, and such, can be deposited in there. If something is too heavy to lift into the container, just lay it close by and it will find its way into the container. Not all forms of glass are recyclable. Glass bottles of all colors... brown, clear, blue, and green are recyclable. Whole bottles are preferred, but broken ones are accepted by most recyclers. Glass jars sold in stores contain-

ing products such as pickles, spaghetti sauce, salad dressing, and sauerkraut are very much recyclable, as well. Canning jars, plates and cups, ovenware, window panes, mirrors, car windows, and brand name canning jars are not recyclable. These should find their way to the landfill. Metal bottle caps and metal jar lids should be recycled. Ordinary, run-of-the-mill alkaline batteries are not recyclable in Fillmore County and may be put into landfill garbage. However, rechargeable batteries and button batteries must be recycled. At the Household Hazardous Waste collection in October very few batteries were donated. For the number of Fillmore County residents that use hearing aids, we should have collected a few gallons. Please do not throw them into your burn barrel, garden, sinkhole, river, toilet, or landfill garbage. Cadmium and other nasty elements

do not belong in the soil, water, or air. I hope you will make a few resolutions from these two articles. You don’t have to wait for the New Year.
