Tom Byrne has a small office in downtown Preston, but not many people know just how much really goes on there. The truth is, several different companies and organizations are run out of that small office. There aren’t many visitors to the office, as many of Byrne’s clients are from other states and countries. Byrne and Company Limited is a business development and management firm in renewable energy. One of the sources of renewable energy being researched is algae, the green stuff that grows in ponds and

everywhere else, the plant that most people find a nuisance. Byrne was one of the project developers of the ethanol plant in Preston. One day, he and a friend came up with an idea, which was to use algae as a source of ethanol. “Ethanol can be made from anything,” Byrne explained. “Around here it’s made from corn because it’s abundant.” According to Byrne, a lot of research has been done in the algae industry; in fact, Jimmy Carter started research on it while he was president. The idea of having an alternative fuel and lessen the dependence on fossil fuels is an attractive one

for many reasons, and there are countless uses for it. Five years ago, the first Algae Summit was held, and representatives attended from 25 countries. Byrne said after that first year, the Algal Biomass Organization (ABO) took over the summits, and have been running them ever since. Byrne is on the board of the ABO. The 5th annual Algae Summit was held in Minneapolis in October, and Byrne was one of the speakers. He said it was the largest summit yet, with almost

David Morrill, McGhie and Betts, Inc., detailed the work completed by Rochester Sand and Gravel on the 2011 street improvements at the council’s November 14 meeting. Councilor Paul Novotny was absent. A total of $228,482.61 was approved as the final payment, which was about $20,000 less than the initial bid. Morrill explained the savings were due in part to a little less concrete curb on Territorial Road. The 2011 improvements included putting a concrete liner in the drainage channel at the Wastewater Treatment Plant. The channel was fixed and maintained as needed. Slope repair was done on Burr Oak Street, along with an extension of the storm sewer. Territorial Road was reconstructed from near the Methodist Church to the city limits. Morrill reported that he had

met with the trail committee, city clerk Joel Young, and MnDot representatives a couple weeks before about the possibility of extending the trail along Mill Creek and under the Hwy 30 bridge. Morrill said the DNR has offered to assist in getting more detailed information together so more accurate maps can be produced to define the floodway. Both Olmsted and Fillmore counties are working on updating FEMA maps of the floodway. Harmony man has birthday he will never forget HARMONY- “I’ve never had a birthday quite like this,” James Haugerud of Harmony said on Nov. 14 -- his 59th birthday -- as he claimed a $99,271 prize that he won by playing the Lottery’s $3 Progressive Print-N-Play Bingo. “It’s the most expensive present I’ve ever had and that’s for sure,” he stated. Haugerud purchased the winning ticket at S&A Petroleum, Inc., located at 100 Sheridan W. in Lanesboro, on Friday, Nov. 11. “I usually buy the $5 tickets, but I figured I’d settle for 60 percent of it [the jackpot],” he jokingly said. It turned out that he didn’t end up settling for anything after uncovering a “blackout” to win the $99,271 jackpot. Haugerud admitted that it “wasn’t easy” to wait until Monday to claim his prize. “I was starting to get paranoid. I kept an eye on it [the ticket] all weekend.” Progressive Print-N-Play features a progressive jackpot top prize. Jackpots start at $5,000 and progressively grow higher with each Progressive Print-N-Play ticket sold. Players can choose from three Progressive Print-N-Play games: Bingo, Crossword, and Slots. Each of these games can be played as a $1, $3, or $5 ticket. The percentage of the jackpot won is determined by the ticket price. Spring Valley talks dog park construction By Gary Peterson It was as very light agenda on Monday night for the Spring Valley City Council meeting. After the approval of minutes and the November Accounts Payables, discussion turned to the report from City Administrator Deb Zimmer on a proposed Dog Park. There had been a proposal from some members of the public to construct and maintain a Dog Park for pet owners to take their dogs to a secure area for exercise and sociability with other animals. The items on the shopping list to the City for the park included the following items: Separation in areas for small and large dogs, a dog wash station, plastic bags for cleanup, a Frisbee area,

agility apparatuses, shade trees, water, a garbage can, fenced area, an open space to run, benches, picnic tables, both shady and sunny areas, a water fountain, dog ramp, poles, tunnels, tires in the ground and a training facility for police dogs. The survey was sent out via the utility bills to all households in Spring Valley. Twenty-four surveys answered “ yes” to “Would you use a Dog Park if one was available?” Sixty-eight surveys answered “no” to the same question. Some of the comments that accompanied the surveys returned said it was a waste of taxpayer money, other things are more important, the costs of maintenance and upkeep should be paid for with increased license fees,

and if owners don’t pick up after their dogs it will spread disease. Administrator Zimmer said if the costs were passed on in the license fees for dogs it would put the license in the over $100 bracket. Action was taken in revising the HRA qualification Policy. The HRA is the policy that addresses the Health, Life, Dental Insurance and a Healthcare Reimbursement Account. It is currently provided to all regular full-time employees who have been employed at least 90 days, and Workman’s Compensation will be provided to all employees. A single or Family insurance plan shall be offered depending on the family status of the employee. The policy shall include such coverage as determined by council and from time to time amended by the Council. Plan coverage shall fall within the insurance company’s requirements. The City shall pay 75 percent of the premium and the employee shall pay 25 percent. The HRA contribution of $1,750 is subject to review and amendment by the Council. The revised policy says that Health, Life, and Dental Insurance shall be provided to all regular fulltime employees (working 40 hours) who have been employed at least 90 days. A single or family insurance plan shall be offered depending on the family status of the employee. The policy shall include such coverage as determined by Council. requested a raise in the cost of Glucagon. In a memo to the Council, he said that he had just picked up a new vial of Glucagon and the cost went from $153.58 to $167.07. He said they are currently charging the patient $160.00 and requested approval to raise the charge to $170.00. Approval was given. Administrator Zimmer reminded the Council that the final budget review for the 2012 Budget will be on Monday, December 12 at 6:01pm. The meeting adjourned with no Commissioner or Council Reports.

C ommentary Simple questions? By Stan Gudmundson Here are some simple questions that have the same fairly simple answer. The questions are: what is our country’s standard of living based on; what does our country’s standard of living mirror; and what does the money we earn reflect? The answer for all of these question is simply the productivity Col. Stan of our econoGudmundson my. We had a head start in the return to a well functioning market system. We produced and still produce significant part of the world’s GDP. We use perhaps 25 percent of the world’s energy but also produce about 27 percent of its GDP. And how are we doing now? We have lost trillions of dollars of net worth, our economy’s performance is abysmal, unemployment is inexcusably high, and our standard of living is in decline. The productivity of our economy has been significantly

reduced as a result of politicians, generally liberal, fooling with the economy. A Winona State English professor recently wrote, “Class war began 30 years ago, and the rich have been winning it.” Given that the professor’s expertise lies in subject-verb-order and dangling participles, among other things, perhaps some might exhibit considerable indulgence for his conclusion. I don’t. This assertion is indefensible for someone smart enough to earn a Ph.D. Our economy has not stalled and our standard of living has not deteriorated because the “rich” are stealing from the poor. Let’s take a brief look at where we are. Housing starts are one-third that of 2006, 2.2 million construction jobs are gone, lenders own more than 800,000 properties, there are 3.5 million delinquent mortgages, and 22.5 percent (11 million) of all mortgages are underwater. Quoting from an Economic Policy Institute study, Pat Buchanan noted, “In 2007...white households had a median net worth of $134,280, compared with $13,450 for black households. By 2009, median net worth of white households had fallen...to $97,860...(and) for

black households... $2,170.” In other words, statistics show, “for every dollar of wealth the average white household had, black households had two cents”. So how has that effort to put “poor and minorities” into affordable housing worked along with redistributing our wealth? Hasn’t worked for them and it hasn’t worked for anyone else either. As a matter of fact liberals policies have been especially harmful for minorities. Meanwhile “the average pay (and benefits) of federal civil servants...was $123,000...in 2009 (and all of ) $61,000 in the private sector.” From a book first published in 1946 economist Henry Hazlitt wrote, “Government guaranteed home mortgages, especially when a negligible down payment or no down payment whatever is required, inevitably mean more bad loans than otherwise. They force the taxpayer to subsidize the bad risks and to defray losses. They encourage people to ‘buy’ houses that they cannot afford. They bring about an oversupply of houses... overstimulate building, raise the cost of building...and mislead industry into...costly overexpansion...(and) encourage malinvestment”. Sixty-five years ago economists like Hazlitt clearly understood that government involvement in the marketplace would be disas-

trous. What he did not foresee at the time was that liberals would force the government to combine the dangers of what he wrote about together with social engineering. The result has been nothing short of a catastrophe. Liberals ought to be ashamed. They aren’t, though, because to actually admit the failure of a failed policies and ideology is beyond the capability of most in the rank-and-file. However, many among the leadership in the Democrat party clearly see what they have caused. To admit it though would create a terminal ideological crisis. Moreover, admission of failure would significantly diminish Democrats’ chances of retaining power. And power is what this is all about. Liberals are desperately trying to deflect their responsibility for the mess they have created by pushing simply shameful blamemongering, scapegoating, and hatred. The most prominent of these are the class warfare foil and the attack on corporations. Other deluded attempts to save their bacon include portraying the “tea party” as something they are not, and also the push for compromise. As if compromising with failed ideas will somehow solve problems. Liberalism has failed miserably and as a realistic and viable ideology it is dead. The Obama administration’s futile policies, completely useless stimulus

spending, and the resulting economic miasma ought to have wrecked the mythological liberal ideology completely and forever. If you believe we can keep our current standard of living while at the same time having the highest corporate tax structure in the world with increasingly overbearing and intrusive government regulations that limit our ability to conduct commerce, and also believe in “earth first and people last” you could be an English professor or you could be completely delusional. It is critical that we get government spending and the deficit under control. Harvard economists Alberto Alesian and Silvia Ardagna examined 107 efforts to get economic houses in order in 21 OECD nations. They found that “80 percent of the (attempted economic) adjustments were failures.” In addition, they concluded that “countries that addressed their budget shortfalls through reduced spending were far more likely to reduce their debt than countries whose budget-balancing strategies depended upon higher taxes.” But let’s tax the rich, clamp down on corporations, marginalize the teaparty (opposition), and compromise. None of this has ever worked before, so let’s try it again.

Letter about City of Rushford Village fine To the Editor, I find it interesting that Rushford Village can impose a fine for putting up a fence on land zoned as Residential/ Agricultural when there are NO ordinances in place at the time to require a “building permit” to put up the fence. The Rushford Village Council should know their ordinances prior to imposing fines. Rushford Village

Council would do well to rescind this fine that they have illegally imposed on me. Representatives from Fillmore County have met with myself and my wife, Mayor Shwanke, Otis Howard, and Jim Wasnalas on my property (October 24, 1011) and the evidence has shown that my horses are well taken care of and according to the County, impose no health risks. Otis Howard has told my wife that he personally does not want my horses on my

Minnesota: The State of Hypocrisy By Jason Sethre jsethre@fillmorecountyjournal.com Born and raised here in Minnesota, I’m a fan of everything about our great state, except for our government. I don’t care what controlling party is leading the charge, Democrat, Republican or Jesse Ventura, it’s all the same; Jason Sethre a government burdening the taxpayers with bureaucracy and hypocrisy. Recently, right in the city of Preston, I experienced a taste of how we spend our hard-earned dollars. With recent challenges facing the Preston Ambulance crew, the Emergency Management Services Regulatory Board (EMSRB) was brought into the picture a couple of weeks ago. As a local business owner, I was asked to come down to Preston City Hall for an interview with the EMSRB. The night before the Thursday morning meeting, we had members of my wife’s side of the family visiting from Rockford, Ill., so we took them to the Branding Iron. When we pulled into the parking lot, there were two brand new navy blue Chevy Impalas with EMSRB logos on the vehicles. As we walked along the sidewalk to the entrance, I saw our representation from the City of Preston accompanying a group of people in professional attire back to the parking lot. I put two and two together with the assumption that I would be meeting with this group the next morning. I was right. The next morning, with my notepad and pen in hand, I arrived at City Hall in Preston, prepared to interview the interviewers. I filled out a survey presented by Preston Ambulance Director Ryan Throckmorton. Now, I’m not going to go into great detail about my thoughts on what has happened with the Preston Ambulance crew, but I will divulge my feelings on what I discovered about this “purposeful” group visiting the great city of Preston. Out of six members of the group coming to interview me on my assessment of the Preston Ambulance crew and perceptions in the community, four of those individuals were employed by the State of Minnesota as members of the EMSRB. These four positions were appointed by the Governor of Minnesota. From a brief visit with the EMSRB, I have so many questions that my head hurts when I think about it. Why can’t we comprise an EMSRB of volunteers serving in the industry throughout the state? What qualifications do individuals who are appointed, not hired, have for the purposes of any organization? There is no interview process,

so it’s all about who you know, I guess? How much money was spent on this two day affair in Preston? Dinner? Hotel? Transportation? Couldn’t the City of Preston simply coordinate a city-wide survey or public discussion relating to any concerns with the Preston Ambulance crew? Yeah, I understand the value of bringing in an outside, objective observer. I’ve been around the block a few times, and I have facilitated my fair share of direct mailed surveys, online surveys, phone interviews and focus groups. Does the state need to help us solve such parochial problems? Furthermore, does the state need to pay people to provide such resources as the EMSRB? I’m sure a volunteer group could accomplish the same outcome. And, lightning didn’t just strike once in Preston from the State of Minnesota. The Gopher State bureaucrats struck thrice. Along with a display of wasteful spending with the EMSRB, the Minnesota Department of Transportation has a fleet of 12 hired hit-persons averaging an annual compensation of $56,596.67 in 2010 who serve under the umbrella of the Outdoor Advertising Permit Reporting and Tracking division of our state government. Mind you, the U.S Census Bureau records the median household income of Minnesota at $55,621. These individuals, NOT HOUSEHOLDS, make more than the median household income. Collectively, in 2010 these 12 individuals compounded an annual salary of $679,160, not including benefits. Add another 25 to 38 percent for the value of benefits, and that number easily climbs over $850,000 per year. OK, so why is the Outdoor Advertising Permit Reporting and Tracking division on my hit list? Because they have launched an attack on Preston. Carol came into the Journal last week and told me that a guy from the Minnesota Department of Transportation was giving her and Joe a hard time. Yes, I’m talking about the Gosi’s, owners of Preston Apple & Berry Farm. Harold VanDeWiele, Outdoor Advertising Control Agent, paid a visit to the Gosi’s and told them the sign they had situated on the entrance of their business was encroaching on Mn/DOT right of way. Mr. VanDeWeile told Joe Gosi that he had to move his sign immediately. Joe told the man that this sign had been there for over 20 years without any problems. Even during the Highway 52 construction project, a Mn/DOT representative talked to Joe about the sign and said it was fine to leave that sign as it was. Meanwhile, Mr. VanDeWeile said Joe’s sign had to be moved immediately or he would move it. Within minutes, Mr. VanDeWeile moved the sign on Gosi’s property. Then, Mr.

VanDeWeile told Joe Gosi that his other sign promoting the Preston Apple & Berry Farm location to passersby was in violation of encroachment, and if Joe did not have this removed then the Minnesota Department of Transportation would remove the sign and issue a $700 fine. Hold on! Time out! I thought we had high hopes of job creation. I thought we were striving to grow the economy in the state of Minnesota. How does this help us accomplish those objectives? Does it make sense to pay 12 people $679,160 per year to tell our local business owners that they cannot display their signage to the public to attract customers to their business? One of Joe’s signs tells people the name of his business, and the other sign allows for Joe to tell passersby what new items are available at his store. Was the Preston Apple & Berry Farm sign obstructing roadways? No. These signs are up on a hillside. If you run into either of these signs, then you need your driver’s license revoked. Our local business owners take a risk of losing money every day they open their doors. Some days they make money and some days they lose money. We cannot afford to have the State of Minnesota creating roadblocks to success. We need jobs and we need to do everything we can to help our local businesses survive and hopefully thrive. As I’ve mentioned in past articles, 77 percent of Fillmore County businesses have five or less employees. We are small town America paying taxes to the State of Minnesota so they can put the screws to us in as many ways as possible. We are seeing drastic cuts in Local Government Aid, impacting our local city, county and educational services. Is it better to spend $679,160 on 12 people who run around the State of Minnesota telling local business owners they can not promote their business, while at the same time we cut teaching jobs and curriculum? Folks, that’s messed up if you ask me. And, this is just one more example of how our state wastes money. Yes, outdoor advertising does need regulation, but this could also be managed on a voluntary basis with reports filed from a local level to one person working for the state. Trust me, local businesses are always eager to keep their competitors honest and a voluntary system can be effective. Lastly, $987,516 is to be spent on the Historic Preston Overlook along Highway 52 in 2012, supported by a National Scenic Byways grant awarded to Southern Minnesota Historic Bluff Country with a 20 percent match from the Minnesota Department of Transportation. I’ve heard many people around Preston say that the entire overlook could be visually enhanced for as much as $150,000, and that’s generous. How on earth are we going to spend $987,516 on this project? As one local resident said, “Can you imagine if we took

some of that money and put it into the playground project that Tonya Keim has worked so diligently to raise funds for?” Yes, we would have a new playground and then some. The problem is that state and federal grants are created all the time, with our taxpaying dollars, with no real plan for how those dollars will be spent. The government works completely opposite of the private sector. In the private sector, we generate funding for a specific purpose. A bank won’t lend you

money unless you have a detailed capital and operating budget with a feasible projected outcome. In the public sector, we generate funding and then say, “OK, how should we spend this money? Well, let’s just have everybody make their requests and then we’ll prioritize who gets what amount.” I’m sorry, but I don’t understand. We are busting our butts to keep the Titanic of Minnesota moving forward with our tax dollars, and they continue to make one bad decision after another.

Letter about the State of MN To the Editor, The State of MN is anti-business. Last Thursday a man from the state of MN Division of Outdoor Advertising Control Agent stopped and told us our sign by the end of our driveway was on state property and had to be removed. He said it should have been moved a long time ago, and we could be fined $700 if we didn’t move it. If we didn’t move it, HE would remove it. Before Joe could even respond, he abruptly turned and walked out the door. He then proceeded down the driveway, unplugged the electrical outlet from the sign and dragged it across our driveway to the other side. We have never in our 26 years in

business been treated so rudely or unfairly by a state employee. After the road construction in 2005, the state supervisors and construction workers helped us put our sign back. They agreed the sign was OK with part of it on our property and part of it on state property. It was OK there for seven years, why does it have to be moved now? What ever happened to common sense? This sign has a light on it, so now when it gets dark we have no sign with a light on it. Do people really think we’re open until 6pm?? This was a definite abuse of power by the State of Minnesota. Letter about frac sand To the Editor, Due to recent coverage in local newspapers of some township board meetings, you may be aware of the controversy surrounding “frac sand.” It is hitting close to home, especially in the Chosen Valley about a mile north of Chatfield. I want to encourage every citizen of SE Minnesota to make an effort to educate themselves about the issues involved with “frac sand” mining and/or processing and the technique of “fracking” to recover natural gas. The Internet is an invaluable tool in the search for knowledge. Because there is so much controversy about potential health, environmental, and economic damage that may result from such operations, I encourage all Counties and/or Townships in SE Minnesota to place a one year, renewable, moratorium on the approval of all applications involving “frac sand” mining and/or processing (washing). I further request that all Counties and/or Townships in SE Minnesota require Environmental Assessment Worksheets (EAW) as part of ALL “frac sand” mining and/or processing (washing) applications regardless of the number of acres involved in the application. Mine is only one voice. Join the chorus. Make your opinion known in a peaceful and thoughtful dialog. I do not care which side of the issue you ultimately come down on as long as that position can be supported with logical and informed reasoning. Try to leave emotions out of it. Kristin Suzanne Easley Kristin Suzanne Easley, 19, of Preston, died Friday, November 11, 2011, at St. Marys Hospital in Rochester. Kristin was born on May 13, 1992, in Rochester, the daughter of Thomas and Barb (Hinders) Easley. She graduated Kristin Easley from Fillmore Central High School, Harmony, Minn., in 2010. After high school, she lived with her sister Kayla in Cresco and spent time with Ayden and Hailee, and also went trucking with her father. She was attending Northeast Iowa Community College in Calmar, Iowa, majoring in Psychology. Kristin loved shoes and had an extensive collection. She is survived by her parents, Thomas and Barb of Preston; two brothers; SSgt. of the USMC, Joshua (Jessica) Easley of Phoenix, Az., and Darryn Easley of Preston; three sisters; Amanda Easley of Seattle, Wa.; Kayla Easley of Cresco, Ia.; and Katelin Easley of Preston. One niece, Hailee, and nephew Ayden Easley of Cresco, Ia. She was preceded in death by her maternal grandfather Kneal Hinders. Daniel L. Hanson Daniel L. Hanson, age 51, of Jacksonville, FL, formerly of Chatfield, died of cancer Monday, November 14, 2011, at Community Hospice in Jacksonville. He was born December 15, 1959, in Rochester, the son of Stanley and Phyllis (Pavlish) Hanson. Dan was an executive chef and worked in the hotel and hospitality industry. He married Sherie Elstad of Kellogg, May 3, 1991. Together they owned and operated the Wabasha Resort, Wabasha, MN and Bake My Day, Winnebago, MN for a few years. He is survived by his wife, Sherie Hanson, Jacksonville, FL; children, Eric (Caroline) Tentis, Minot, ND, Angela Tentis, and Vincent Tentis, both of Jacksonville, FL; grandson, Vincent Tentis II, Minot, ND; father, Stanley Hanson, Chatfield, MN; brothers, David Hanson, Tempe, AZ, Matt (Laura) Hanson, Chatfield, MN; father-in-law, Richard Elstad, Wabasha, MN; brothersin-law, Alan Elstad, La Crosse, WI, Russell (Wendy) Elstad, Nelson, WI; sisters-in-law, Robin (Dennis) Ender, Lake City, MN, Kathleen (Richard) Leopold, Shakopee, MN; six nieces and four nephews. She had many hobbies; quilting for charity, crocheting, Norwegian baking, reading, cancer hats, and baby caps. She loved going to spend time with her daughters and son in law. Her dear husband Ray, infant daughter, and parents, Lester and Helen Pederson preceded her in death. Survived by two daughters; Cheryll Housker of Ormond Beach, Florida and Nancy (Robert) Leistikow of Maui, Hawaii; four sisters, Beverly Hanson of Lanesboro, Minnesota; La Vonne Rodenberg of La Crosse, Wisconsin; Donna (Stanley) Barr of New Richmond, Wisconsin; Eileen Goyette of La Crosse, Wisconsin; and one brother Robert (Claudine) Pederson of Chatfield, Minnesota; and many nieces and nephews. Harmony Health Care Center in Harmony, on Thursday, November 10, 2011. Wanda was born on October 6, 1924, to Michael and Ella (Peterson) Scanlon in rural Granger, MN. She attended Bristol Center Schools, and then graduated from Harmony High School in 1942. Wanda then went on to Normal Training to teach at York and Bristol Center. She married Robert Koliha on December 30, 1945, in St. Columbian Catholic Church in Preston, Minn. Together they lived in Minneapolis, Minn., until moving to a farm in York Township in 1950. They farmed there until 1985. They then retired to Harmony. She was active in the Harmony American Legion Auxiliary, and the Harmony Hospital Unit. She enjoyed playing cards, traveling,

and spending time with family. Wanda is survived by two sons, Robyn (Sue) of St. Louis Park, Minn., and Rodney (Lynda) of Harmony, Minn., a daughter Rochelle (Julian) Wick of Richfield, Minn., nine grandchildren, eight great-grandchildren, and a niece. She was preceded in death by her parents, her husband, a granddaughter, Renee Wick, and her brother, Keith. A Mass of Christian Burial was held on Monday, November 14, 2011, at Nativity Catholic Church in Harmony, Minn. Burial was in Bristol Center Cemetery. Lindstrom Funeral Home in Harmony handled the arrangements. Bernice L. Lichty Bernice Leona Mensink, 86 of Spring Valley, was born on July 14, 1925, in York Township, Fillmore County, Minnesota to Leland and Hazel (Bessingpas) Mensink. She died on November

12, 2011, at the Spring Valley Care Center. Bernice attended Spring Valley area schools and she married Russell Lichty on February 12, 1944, in the Cherry Grove E.U.B. Church. They farmed in Fillmore and Olmsted County where Bernice Lichty she was a farm wife and homemaker. She also worked at the Olmsted Community Hospital as a cook, retiring in 1989. Bernice was preceded in death by her parents and her husband of 57 years who passed away on June 13, 2001. She remained on the farm until February 2009, when she moved to Spring Valley Senior Living. Bernice is survived by two sons, Richard (Barbara) of Rochester, Lyndon (Cynthia) of Litchfield,

and one daughter, Janice (James E. Earley) of Fountain; four grandchildren, six great-grandchildren; and one sister, Eleanor (Arnold Crary) of Plainview, Minnesota. Funeral services for Bernice L. Lichty were Wednesday, November 16, 2011, at Evangel United Methodist Church in Rochester, Minnesota with the Reverend Jeff Utecht officiating. Burial was at Grandview Memorial Gardens in Rochester. Denny Smith Denny Smith, age 64, of Spring Valley died Saturday November 12, 2011, at the Chosen Valley Care Center in Chatfield where he had resided for a short time. Dennis Gerald “Denny” Smith was born October 2, 1947, in Wykoff, MN to Gerald and Virginia (Schmidt) Smith. He attended school through the 8th grade, and was united in marriage to Evelyn P. Gehrking of Spring Valley and they were later divorced. They had one child, Dawn. He later married Susan Aarsvold, and they later divorced. They had one child, Dallas. Denny was an auto mechanic at Peterson Motors in Spring Valley. He later worked construction for

He is survived by his daughter Dawn (Bryan) Vrieze of Racine, MN and his son Dallas (Tiffany Lee) Smith of Spring Valley, MN, five grandchildren; two great-grandchildren. The Working Mom By Tammy Danielson Well, that is… One of my favorite cartoons from Randy Glasbergen shows a woman working in her office and on the phone with her husband saying, “I’ll be home late. I’ve joined a support group for women who need a reason to stay at work until the house is picked up and dinner is on the table.” Unfortunately, I haven’t found that group’s meeting night or location yet and, ironically enough, not sure I have the time to attend. When it comes to finding that balance between work and home, my trick seems to be finding what you love to do and just doing it. For example, when I started making jewelry, loved it, and wanted a beading room of my own, I made it happen. Well, that is, after my husband left for his snowmobile trip and was

away for four days—just enough time to move furniture and paint everything. Well, that is, except the corners and trim (he’s the perfectionist and, on my best day painting and his worst day, he would still be the hands down winner). OK...bad example. Oh, I know! There was that time that I wanted to paint old furniture like my shabby chic sister-in-law, Nic. After finding an old dresser for a rock bottom price, my plan was to paint it glossy black like the magazine style ads and be super trendy! A funny thing about taking on new projects; this wannabe hip chic should realize her limits. Again with the painting. My hubby wondered why I needed more than ½ inch of newspaper to catch spills (remember he is a paintbrush wizard) but gave in and

put down a couple of more sheets. Alas, I had out the mineral spirits within the first 15 minutes and was cleaning the flicks of black paint on my white SUV and everything else within five feet of the paint scene. My husband arrived home to kindly ask, “you ARE putting on a second coat aren’t you?” Well, that is, he offered to finish it for me as he put his good eye on the run spots, additional paint splattered on the garage floor, and spots oh-to-close to his snowmobile. So, as I think of my favorite cartoon and was thinking of the support I get as a working mom, it hit me how much support I DO get with my husband just letting me do all of the things that make me happy, though sometimes it teeters on the edge of too much…hey, but who doesn’t like making jewelry to sell at shows and online, judging cooking contests, couponing and starting a neighborhood coupon club, volunteering, fundraising for charity, organizing a craft show, singing, oh, and writing a newspaper article? Totally happy things! So, working moms, put in a frozen pizza every once in a while, let the

laundry sit just a bit longer, and find a craft or hobby that brings you to a happy place. And, if it includes your hubby, all the better! That is…ask him be your painter. Enjoy your week everyone and Happy Thanksgiving to all!

Moist Crockpot Stuffing

•1 cup butter or margarine •2 cups chopped onion •2 cups chopped celery •1/4 cup chopped fresh parsley •12 ounces sliced mushrooms •12 cups dry bread cubes •1 teaspoon poultry seasoning •1 1/2 teaspoons dried sage •1 teaspoon dried thyme •1/2 teaspoon dried marjoram •1 1/2 teaspoons salt •1/2 teaspoon ground black pepper •4 1/2 cups chicken broth, or as needed 2 eggs, beaten Directions • Melt butter or margarine in a skillet over medium heat. Cook onion, celery, mushroom, and parsley in butter, stirring frequently. • Spoon cooked vegetables over bread cubes in a very large mixing bowl. Season with poultry seasoning, sage, thyme, marjoram, and salt and pepper. Pour in enough broth to moisten, and mix in eggs. Transfer mixture to slow cooker, and cover. • Cook on High for 45 minutes, then reduce heat to Low, and cook for 4 to 8 hours

This method has been used before as a fallback option for projects that were an atypical situation and not eligible for other types of funding. “It’s unusual,” adds Bubany, “but not uncommon.” The bonds will be competitive in nature. The proposed interest rate, provided by Bubany, is 4.3 percent, but Bubany believes he’s added “fluff” to that figure. Rates are currently very good, but it’s unclear what the rates will be when proposals are received this coming February. The term of the loan will be through 2035 and will include a call option for early payment, if possible. “You will have the right to reject all bids,” noted Bubany, “should FEMA decide to throw some cash at you.” The statement elicited a chuckle from the council. The city has set a public hearing on the approval of the Tax Abatement Resolution for January 23, 2012. The city has also taken preliminary steps on the possible purchase of Litscher’s Processing which is adjacent to the site of the proposed new library. at

The EDA had recommended the purchase of the parcel and building utilizing $150,000 in funding through the Brownfield Grant. The grant was originally designated for the purchase and demolition of older or blighted properties within the city. The funds must be used by December or the city would forfeit the grant and need to repay $107,000 that has already been used for the site of the proposed library. “If the library doesn’t go there, do we have to pay it all back?” asked Councilor Ted Roberton. This is not the case however, and it was argued that the city could simply put a park in the location, per the “public use” terms of the grant and still keep the funds. “I have a huge concern with how many buildings the city is owning around town,” noted Councilor Mark Honsey. Councilor Robert Dahl agreed with the sentiment and questioned the loss of taxes paid to the city should it proceed with the purchase. According to City Administrator Steve Sarvi, the property yields roughly $2,200 each year in taxes, less than a third of which come to the city. Not wanting to make a decision without the full attendance of the council, the city will move ahead only with the preparation of paperwork, including a purchase agreement and title work, so that there will be no

delay if it is approved. Noting the deadline on the funds, any delays cannot be afforded. Should the council move at its next meeting, November 28, to purchase the parcel, the agreement will include the pay off of all existing revolving and/or flood recovery loan funds. In addition, the agreement would provide Litscher the means to lease the premises through April to help facilitate his retirement planning. Tom Serie, proprietor of F&L Development, Inc. has filed a demand for arbitration against

the city. Serie sites no damages, but rather funds, and claims wrongdoing in the city’s actions. “We obviously think otherwise,” stressed Sarvi. “We asked him to take action and none was taken.” “They missed their deadlines,” added Roberton. “Why are we even going through it?” The city has submitted data, such as minutes and other documentation, to Serie’s legal coun-

sel. Meanwhile, though this is not a lawsuit, the city has been assigned a litigator by the League of Minnesota Cities. “We’re all shaking our heads,” continued Sarvi. The next regularly scheduled council meeting is Monday, November 28, at 6:30pm, at city hall. The public is encouraged to attend.

Iron Pour Project The high school art department at Fillmore Central is looking ahead to this year’s iron pour project with local artist Karl Unnasch. The iron pour project is an annual project now in its 4th year, each year being completely funded by outside donations from the community. The project started in 2009, giving students the opportunity to work in a new and rare 3-dimensional medium and process. This process includes students first

creating a unique design, which is then transferred onto a sand based mold, where students then create a relief carving. This mold carving is then filled to create an iron tile, which is then added into the iron pour installation located in the gym stairwell in the Fillmore Central High School building. Karl has continued his work with Fillmore Central each spring, making this project and art medium available to the students. Due to the scheduling

of high school level art classes for this school year, the iron pour project will be during the first weeks in December. The Iron pour’s focus and goal is strictly to benefit the students. It gives them a unique ability to leave their mark and message behind in the school using art. If you would like to donate towards this years Iron Pour project, please direct your donations to Carrie Mathison at Fillmore Central High School before Friday, December 9.

On Monday, November 7, ten Fillmore Central High School Band members participated in the annual Three Rivers Conference Honors Music Festival. The event took place at Lewiston-Altura High School. The Fillmore Central 7th grade had a glorious trip to Eagle Bluff Learning Center, Oct 31st - Nov 2nd! There were presentations on bats then raptors and some teamwork building tasks too. It was a super experience for all!

This school year we have been fundraising to purchase a permanent adult handicap swing. In Preston there are no resources for families with needs to use a handicap park. Our school is fortunate enough to have a cement pathway down to our swing set, but then nothing that will hit a handicap person’s needs. Living in a community that has the DAC and other families with these needs, we thought it was important. Unfortunately, our school budget did not allow for this, but with administration support we were able to do some fundraising. As a team we believed that this goal could be met by the end of this school year. Our students and community have been very supportive for this project. We have done face painting at homecoming, selling Falcon Window Clings, staff sweatshirts, donation from staff members, and a donation from the Preston Lion’s Club. We just think that the work these students and community members have done has been amazing. They should feel very proud of themselves and congratulated. We exceeded our timeline by many months. Our new swing has been ordered and will be here in about 4 weeks or less!

SEMEP seeks moratorium on silica mining until Environmental Assessment Worksheets (EAW) are completed. An EAW is required for any sand, gravel or quarry operation that encompasses more than 40 acres. With the postponements the mining issues were no longer on the agenda. Over twenty people were in attendance wanting to express their concerns over the possible introduction of silica mining. Williams distributed a statement from SEMEP to the commissioners and insisted that mining is not mentioned

The statement says that Goodhue and Wabasha counties have adopted moratoriums on silica mining operations. It is noted that the operators of the “frac sand pits” are from Iowa, Texas and Oklahoma.

Iki Evim Var By Sam Stocker While many readers may be thinking that the high school author of this article may have made a serious spelling error, I disagree. The three simple words above are correctly spelled... in Turkish. While meaningly for many, for me these Sam Stocker words represent ten months of strong emotions, hard work, and

uncountable memories. Translated: I have two homes. My ‘year’ as an exchange student in Turkey actually began just over two years ago when I announced to my family that I wished to leave the safety of small-town Minnesota and fling myself into a very foreign country where I would know no one and be able to speak next to nothing. Needless to say, it came as a surprise; exchange is not a common dream among American teens. Still, I was determined to try. I applied to a State Department-sponsored, language-focused scholarship with hopes of going to Turkey. Several

essays, phone calls, e-mails, one phone interview, and five months later, I received an e-mail informing me I had been accepted to the program. Then came the four months of waiting, preparing, and learning as much as I could about Turkey, then Samsun (my city), then, finally, my host family. On the morning of August 31, 2010, I boarded a plane and headed from Minneapolis-St. Paul Airport to LaGuardia International Airport in New York City. I boarded alone, leaving my family on the other side of the glass. When the lady at the gate announced it was time for everyone to board, the tears came. I would not be seeing my family for almost 300 days (298 to be exact), and the thought frightened me. I stood there, and told my mom I didn’t want to go. All the excitement was gone. All the desire to learn a new language and culture that still hid somewhere inside of me was gone. All I thought about was how

I was leaving everything known and safe to go to a place I had never seen and to live with people I had never met. In that moment, I concluded that I must be insane to be doing this. I landed in Samsun on September 5, 2010. I would not leave Turkey until June 25, a long ten months later. I could easily fill this entire newspaper with stories from that year. How do I even begin? Language, food, people, religion, Turkish high school, Turkish language school (three hours a day, five days a week), music, weddings, emotions, friends, travel, NSLI-Y (my scholarship program) and AFS (the implementing program). This list is just a beginning. Today I am back in the United States of America sitting in the same room I did when I first applied to go abroad. The almost 300 days are finished and gone. I have been home over four months. Being home is amazing and very hard to describe. The conviction that I am insane has been pushed aside (it did

pop into my head more than once throughout the year). Even though I am not insane, I am not like most of the other students at my small rural high school in Lanesboro, Minnesota. Those ten months have taught me and changed me, sometimes without my knowing, other times with a conscience decision I had to make. I have not only seen a different way of life, I have lived it. With that, I have also seen American lifestyle and values in a new light. One of the biggest things I learned during my exchange year was a new language. Though this may seem like a very ordinary thing to encounter while living in a foreign country, I find it just as interesting as gender roles or food, or even how dating is viewed in Samsun, Turkey. Learning a new language through immersion was extremely difficult even with the help of three-hour language classes every day. correctly, the huge grin that spread across her face and her enthusiastic high five was enough praise and encouragement for me. Talking to new people for the first time was always a bit scary. I never knew if they would understand my sometimes broken Turkish, let alone my accent. Whenever someone complimented me or asked me how much I learned before coming (and I answered that I had literally known five words), I could not help but smile. When people were surprised I was an American because I ‘looked and acted Turkish’, I knew I was on the right track. I have changed a lot since the morning of August 31. I don’t regret going at all. State tops 300 traffic fatalities for year as Toward Zero Deaths conference convenes in Duluth ST. PAUL — Minnesota preliminary traffic deaths passed the 300 death mark this past weekend, but the 303 road fatalities in 2011 are well below the 357 at this time in 2010. The Minnesota Department of Public Safety (DPS) Office of Traffic Safety projects 355 deaths for 2011 — which would mark a fourth consecutive annual drop in deaths and a 38 percent reduction in deaths from a decade ago. The projection also means the state is in reach of achieving its goal of 350 traffic deaths by 2014 three years early. The news comes as state traffic safety officials and stakeholders — law enforcement officers, emergency medical technicians, engineers, public health officials, advocates and more — meet in Duluth, Nov. 16–17, for the Minnesota’s annual Toward Zero Deaths traffic safety conference. “Fewer people are getting killed, more motorists are buckling up, and there is a drop in alcohol-relat-

ed incidents,” says Donna Berger, acting director of DPS Office of Traffic Safety. “But this progress is lost on the fact that preventable crashes are killing hundreds of people annually.” In the three-year period, 2008– 2010, 1,287 people were killed on Minnesota roads at an estimated economic impact of nearly $1.6 billion; thousands more suffered injuries during this same period. Traffic crashes are the leading killer of Minnesotans ages 2–34. The 2011 deaths to-date include 36 motorcyclists, 27 pedestrians and three bicyclists — each lower compared to its 2010 counts. July (46 deaths) and October (43 deaths) have been the deadliest months of the year in 2011 todate, with January (15) and March (19) the least deadly. Officials cite many factors for the trend of fewer road deaths, pointing to proactive efforts such as targeted enforcement and education campaigns; improved engineering; efficient trauma response; as well as

PAUL - The state’s unemployment rate fell 0.5 percent to a seasonally adjusted 6.4 percent in October, according to figures released today by the Minnesota Department of Employment and Economic Development (DEED). The U.S. unemployment rate was 9 percent in October. The state lost 6,100 jobs during the month, although some of the declines were offset by a revision in the September figures from 7,400 jobs lost to 1,900 jobs lost.

“Minnesota’s unemployment rate is at its lowest level since the U.S. financial crisis in November 2008,” said DEED Commissioner Mark Phillips. “We’re pleased to see continued improvement in some of the sectors that were hit the hardest by the recession, particularly construction.” Jobs in the construction sector in October were up year-overyear for the first time since April 2006. Robert and Marilyn Thompson of Lanesboro, Minnesota are celebrating their 60th Wedding Anniversary. They were married November 24, 1951, at Emanuel Lutheran Church in Hartford, Connecticut.

They have three children: Steven Thompson, Jill (Bob) Peterson and Jody (Joe) Peterson all of Lanesboro. They have nine grandchildren: Luke (deceased), Clay (Becky), Emily (Nick) Charlesbois, and Amanda, Brandon (Brittney), Ben (Sara), Blake, Corday and Claire; Great-grandchildren: Andrew (Luke & Sarah).

They will be celebrating with family at the Red Lobster in Rochester.
