Fundraisers are a great way for people to get together and have fun while helping others out. Emily Torgrimson has found a unique way to give back to others, all while having a great time, meeting new people, and eating great home cooked food. Torgrimson, who graduated from Fillmore Central High School in 2002, was living at a cooperative house in Boston when Hurricane Katrina struck New Orleans. She was looking through a recipe book and saw a recipe for jambalaya, and wondered if people would pay to come and eat for hurricane relief. They decided not just to

have a dinner for people, but to make it a party as well. They invited many friends, who had a great time and helped raise money to help victims of Hurricane Katrina. From there, Eat for Equity was born. They began to have more dinners at their home, and to help other organizations they believed in. Those organizations involve the environment, health, education, and many other issues addressing inequity. The Boston area was very supportive of the Eat for Equity dinners. When Torgrimson moved to the Twin Cities area, she decided to give it a try there. She is currently attended graduate school at the University of

Minnesota for Public Health. “I’m interested in food access,” she said. “How do you create an environment with access to healthy foods that are also affordable?” For the last four years, Torgrimson and a group of volunteers have had more than 50 Eat for Equity dinners in the Twin Cities area. They ask the people that come to pay $10$20 for a meal, but they take whatever people can give. “It’s a real community-driven approach to giving,” said Torgrimson. “We have a big themed meal around a cause that’s nominated by the people who come to Eat for Equity.” See TORGRIMSON Page 10 

Lanesboro City Council Members had a very busy evening on Monday, December 5, 2011. Three council meetings took place that evening: The regular monthly meeting, the Truth in Taxation Hearing, and a joint meeting of the city council and public utilities committee. In the board committee reports, the park board discussed updates that are being made to the Lanesboro Community Center building. City Administrator Bobbie Vickerman stated that there are a few more small jobs to be finished and then the updates will be complete. Also, Vickerman announced that the annual Christmas Carnival will be held on December 10 at the community center. Administrator Vickerman and council

City Administrator Joe Hoffman summarized the details of the 2012 budget/levy at the council’s December 6 meeting. This time for public comment required by state law before the final budget and levy is adopted was unattended by the public. The final budget and levy will be voted on at the council’s December 19 meeting. Hoffman noted the city managed to keep the levy relatively

member Ceil Allen expressed thanks to all of the organizations and volunteers who make the event possible. In addition to the carnival, a reminder was given about the other activities happening that day, including the Lion’s breakfast. During the library report, council member Ceil Allen reported that the library would be closing on January 1, 2012, for about fifteen days for renovations to be completed. Allen also recognized the Lanesboro School for having students volunteer to contribute artwork for the project. Following the library report, the board approved motions to pay outstanding bills and approved 2012 liquor licenses to Lanesboro businesses including the Root River Saloon, the Parkway Pub, the American

flat from 2011 (a decrease of 0.04 percent or $270 less than 2011). The total levy for 2012 will be $653,229. The tax levy is 43 percent of the city’s revenue, with state aid providing 32 percent of the revenue. Other revenue comes from police and fire (12 percent), tourism/park (6 percent) and other sources including fees and licenses (7 percent). Fillmore County police departments will chill out drunk drivers during increased enforcement in December [Fillmore COUNTY], Minn. — Local law enforcement agencies will increase DWI patrols as part of a statewide DWI enforcement effort in December to combat the potentially deadly and dangerous holiday celebration period. During Minnesota Decembers, 2008–2010, there were 89 traffic deaths and 24 were alcohol-related. In Fillmore County during 2008–2010, alcohol-related crashes accounted for [7] deaths and [17] serious injuries. During the same

period, [280] were arrested for DWI. There was an average of 170 alcohol-related traffic deaths annually during the last five years in Minnesota — accounting for onethird of all state’s total road deaths annually. Alcohol-related deaths have been declining in recent years — in 2010, there were 131 alcohol-related deaths, the fewest on record. [Fillmore County Sheriff’s Office] says enhanced enforcement campaigns have helped to prevent these tragedies. Each year, more

than 30,000 people are arrested for DWI; one in seven Minnesota drivers has a DWI on record. The campaign is coordinated by the Minnesota Department of Public Safety (DPS) Office of Traffic Safety. Around 400 Minnesota law enforcement agencies will participate in the effort to identify and arrest impaired drivers, and encourage motorists to make safe decisions. Participating agencies in [Fillmore County] are: [Chatfield Police Dept, Fillmore County Sheriff’s Office and Preston Police Dept]. “The holidays are a time for celebrating. They are not a time to throw common sense and safe driving choices out the window,” says [Sheriff Daryl Jensen]. “Avoid the potentially deadly consequences of driving impaired, as well as the heavy costs and personal grief of a DWI — plan for a safe and sober ride.” A DWI offense can result in loss of license for up to a year, thousands in costs and possible jail time. Stronger DWI sanctions are in effect for all repeat DWI offenders, as well as for motorists arrested for a first-time DWI with a 0.16 and above alcohol-concentration level. Under these sanctions, DWI offenders must use ignition interlock for at least a year or face at least one year without driving privileges. Interlock requires a

driver to provide a breath sample under 0.02 for the vehicle to start. Safety officials say interlock ensures DWI offenders are driving legally and safely. [Sheriff Daryl Jensen] reminds [Fillmore County] motorists to plan ahead for a safe ride home before celebrating: designate a sober driver, take a cab or public transportation, spend the night at the location of the celebration. [Sheriff Jensen] adds that families should let their loved ones know that they are willing and available to offer a safe ride at anytime if needed. “Receiving a phone call at 3 a.m. from a family member is a lot better than receiving a knock on the door from a police officer/trooper/ deputy,” says [Sheriff Jensen].

[Sheriff Jensen] adds that motorists should report impaired driving — call 911 when witnessing impaired driving behavior. Witnesses must be prepared to provide location, license plate and observed dangerous behavior. The DWI enforcement and education effort is funded by the National Highway Traffic Safety Administration and is a component of the state’s Toward Zero Deaths (TZD) traffic safety program. A primary vision of the TZD program is to create a safe driving culture in Minnesota in which motorists support a goal of zero road fatalities by practicing and promoting safe and smart driving behavior. TZD focuses on the application of four strategic areas to reduce crashes — education, enforcement, engineering and emergency trauma response.

C ommentary Investment in America’s infrastructure One path to a better future By Karen Reisner Let’s face it, America has been short changing its future by falling behind in the development of necessary, innovative, modern infrastructure and the maintenance of existing infrastructure. According to a recent CNN Karen Reisner documentary, America invests less than two percent of its gross national product (GNP) on its infrastructure. Some of our infrastructure is crumbling and we are failing to compete with other industrialized nations in the creation of modern transportation systems to relieve traffic congestion. Deteriorating and out of date infrastructure is a safety issue, slows progress, and fails to attract business, reducing the country’s ability to compete globally. Putting off investment in infrastructure is not a reasonable option. Delay in catching up will only increase costs; costs to citizens, businesses and the eventual financing of infrastructure projects. Money spent on necessary maintenance will limit expensive reconstruction costs down the road. Incentives for public-private partnerships are needed. A public-private partnership (P3) is an agreement between a private entity and a public sector entity for the financing of transportation projects. There are P3 contractual agreements in fourteen states. Infrastructure is one area where we can’t afford to cut spending, instead spending needs to be increased in a responsible way. I last wrote about restoring the American Dream. A long term innovative plan to build and maintain infrastructure is an important ingredient to the restoration of the American Dream and American exceptionalism. We don’t have time for costly Washington gridlock. BAF Ed Fund Past and present elected officials that together want to build a better America have joined an organization, Building America’s Future Educational Fund (BAF Ed Fund). The organization was founded and is co-chaired by former governor Ed Rendell (D) Pennsylvania, former governor Arnold Schwarzenegger (R) California, and current New York City Mayor Michael Bloomberg (I). Their focus is on “economic growth and global competitiveness, job creation, and environmental sustainability.” Their definition of infrastructure includes roads, bridges, water and sewer, energy systems, trains, ports, airports, dams, schools, and housing. Their method of reaching their goal is through the education of public officials. The intent is to create a forward thinking policy in the building of infrastructure to sustain the environment, lower carbon emissions and to reduce the dependence on foreign oil. It is a fact the United State sis falling behind. The BAF Ed Fund released a report in August of this year, “Falling Apart and Falling Behind.” They list areas where the U.S. is falling behind: none of the top ten ports in the world are in the U.S. today; our infrastructure is ranked fifteenth in the world as of 2005 by the World Economic Forum; the U.S. has the worst air traffic congestion; with 15,000 miles

of high-speed rail in the world today, none is in the U.S.; and “the U.S. is one of the only leading nations without a national plan for public-private partnerships for infrastructure projects or a National Infrastructure Bank to finance large-scale projects and leverage private capital.” The purpose of the establishment of the Bank as an independent entity, in part, would be to attract private investment for specific projects. It would be tasked with weeding out projects that are less likely to provide the greatest returns to society and long term economic benefits. BAF emphasizes the long term strategy needs to be based on economic interests rather than politics. Rendell says it is time for the country “to commit to a long term infrastructure revitalization plan that invests $200 billion a year.” He believes millions of American jobs could be created with investments in transportation, water and waste water systems, the electric grid, and broadband. He recently stated, “If America stops investing in infrastructure, we are destined to become a second-rate power.” He believes a $1 billion investment in infrastructure produces 30,000 jobs. State and local officials can join BAF at the BAF Ed Fund website. U.S. Transportation Secretary Ray LaHood (R-Illinois) declares, “It’s been proven time after time, investments in our national infrastructure create jobs and opportunities. Americans can and must build great things -- not just in spite of enormous economic challenges but also as the means of overcoming them.”

Ethanol not the solution By Mel Haugstad Thank you Eunice for your recent pro-ethanol article in yesterday’s journal. I did not know how good ethanol was for me until you told me. I see that the Biel agricultural operation covers 562 acres in Bristol township. Robert Biel is your husband, Mel Haugstad and I have learned that you grow a lot of corn, thus benefitting big-time financially from all of that ethanol tax that us commoners have had to pay, both to the state and federal governments. Since my tax money for ethanol has been used for so many worthwhile government projects, like corn support prices, that might be OK. Your farmland drains into the Iowa River Watershed so your runoff with your fertilizers and pesticides mixed in do not affect me. I do not fish in the Iowa River. And your runoff is not entering our trout streams either or polluting wells in the Whitewater area, like we know has happened in so many places. But I wish you would stop promoting corn-based ethanol in your articles because indirectly you then are promoting contamination of our trout streams. My teeth really start gnashing when knowing that Midwest corn production has created a 70-mile

dead zone in the Gulf at the mouth of the Mississippi River. That’s near my winter-spring wadefishing waters. Nitrogen runoff from Ag fields in the Midwest has depleted the oxygen supply there, which was documented in the U MN Troubled Waters documentary film, involving seven years of research and peer-reviewed by many of the top scientists in the nation. But, last September, Big Ag successfully stopped the showing of that film for a while to keep the public from learning the truth about the bad effects of corn-based ethanol in our environment. It’s a good thing that I ran that film on the Gulf Shores Forum so down there they learned who is permanently destroying their waters. Oil consuming bacteria have pretty much consumed that big oil spill but that Midwest, agrelated dead zone is still there. Finally, I must ask you if it’s good for me to ruin my small engines, outboard motor and old pickup engine with that 10 percent ethanol blend fuel that I am forced to buy here. Should I have to pay taxes (subsidies) for the privilege of wrecking my equipment? Thankfully, a good mechanic here let me know about the cause of my equipment problems and told me where I could buy some good ethanol-free gas. Maybe my days of wade-fishing are over due to my severe cancer but hopefully what I have said will help save someone else’s fishing or small engines. The board also reviewed a 2012 preliminary budget and levy plan. As the holidays approach, Vickerman clarified special hours for the city office. Friday, December 23 and Friday, December 30 the city office closes at noon. Also, the office will be closed the Mondays

following Christmas and New Years. The board also brought up a reminder of the city’s pet ordinance. Pet owners are reminded that the ordinance states that pets are not allowed in the park and should not be unleashed in town. City officials stressed that this policy will be enforced. The board also discussed the dam bonding agreement with the Department of Natural Resources. The DNR is offering a 50 percent match for the funds of the project. In 2012, the DNR is expecting to pursue another $450,000.00 dollars which will total $900,000.00 in

State awards grants to build local capacity for addressing health hazards in homes

The Minnesota Department of Health has awarded grants totaling $250,000 to seven local health agencies to develop and implement programs that address health hazards frequently found in homes; hazards such as lead, radon and other indoor air pollutants, including tobacco smoke and carbon monoxide, fire safety risks and others. The grants will fund local efforts that are designed to encourage prevention activities, provide guidance and support to individuals exposed to lead, asthma triggers and other unhealthy conditions within their homes. The grantees will be required to: •Complete a strategic planning and needs assessment process. •Pilot home assessments and education methods. •Provide training to local health and housing organizations to better identify health threats in housing. Most local health agencies in Minnesota already participate in lead poisoning prevention programs for people living in homes most likely to have lead hazards. This project builds on that foundation to address other health hazards in homes. “What we’ve found over the years is that the same homes that have lead hazards often also have other environmental hazards that expose their occupants to health risks that are largely preventable,” said Dan Symonik, program supervisor. “This project seeks to address those hazards in a one-stop-shop kind of way so that intervention or prevention

can happen sooner rather than later - and health outcomes can be improved.” The grant activities will target high-risk populations, which include children under age six, low-income and minority populations, the elderly, and parts of the state with a known high prevalence of radon or older housing stock with lead hazards. As part of the strategic planning and capacity-building requirements of the grants, local agencies will establish healthy homes networks in their communities. The networks will meet regularly and will consist of professional staff working for health and housing organizations; community members at large; members of volunteer and professional organizations representing business, community and faith-based interests. The networks will collaborate on resources, identify opportunities for training, education, advocacy and prevention and build local capacity to improve children’s home environments by ensuring that all the agencies working with a family coordinate their efforts to meet a common goal: healthy people in healthy homes. A primary focus of the home health assessments will be working with licensed in-home child care providers to conduct leadhazard assessments. Others will be focusing on community engagement and education activities such as participating in community events or working with schools to bring healthy homes concepts into the classroom so children can bring the messages home. Agencies applied for either $25,000 or $50,000 grants, depending on the scope of the work they chose to do. Grants of $50,000 each were awarded to: •City of Bloomington. •Meeker, McLeod, Sibley Community Health Board. •Southwest Health and Human Services (a multi-county collaboration serving the southwest corner of the state). Grants of $25,000 were awarded to: •Pope County. •Rice County. •City of Minneapolis. •St. Paul/Ramsey County. Agencies will be required to provide matching funds of at least 25 percent of their grant amount. The department’s funding for the grants comes through a federal Healthy Homes and Lead Poisoning Prevention Grant from the Centers for Disease Control and Prevention (CDC). The capacity established by the local grants will help MDH implement its statewide healthy homes initiative, with the goal of promoting healthy housing for all Minnesotans. A healthy home is considered to be one that is clean, safe, well-maintained, dry, pest-free, ventilated, and contaminant free. Obituaries Carroll Bernard Carroll Bernard, 54, of Chatfield, died December 2, 2011, at the Chosen Valley Care Center in Chatfield where he had resided for two weeks and two days. Carroll Richard Bernard was born in Rochester on July 3, 1957, to Melvin and Rosella (Kelly) Bernard. He graduated from Chosen Valley High School in 1975. After graduating from High School, he worked for the Holiday Inn South in Rochester. On April 21, 1979, he married Susan Kester at St. Mary’s Catholic Church in Chatfield. He was a lifelong resident of Chatfield. Carroll was currently employed by Sutherland Fence where he had worked for over 20 years. Carroll enjoyed spending time with his family and friends, riding his Harley and traveling with his wife Susan. Survivors include his wife Susan of Chatfield; two daughters, Shelby (Nate) Remme of Chatfield and Jessica (Daren) Sirek of Madison, Wisconsin; four grandchildren, his mother, Rosella Bernard of Chatfield, three brothers, Tom (Sonja) Bernard of Duluth, GA; Chuck (Rosie) Bernard, and Jeff Bernard both from Mankato, and one sister, Pat (Chuck) Kinch of St. Michaels, MN. Carroll was preceded in death by his father, Melvin Bernard. A memorial service for Carroll Bernard was Monday, December 5, 2011, at St. Mary’s Catholic Church with Father Patrick Arens officiating. Burial was at St. Mary’s Catholic Cemetery. Riley Funeral Home of Chatfield handled the arrangements.

She and her sister, Elsie, worked in La Crosse at Gundersen Lutheran Hospital. Deloris returned to Mabel where she was employed as a bookkeeper for Mabel Produce and lived at the Mabel Hotel with Lorraine (Benson) Peterson. On February 16, 1946, she was united in marriage with Harold L. Blagsvedt in Lanesboro, MN with Rev. Nestande officiating. They farmed in the Mabel area most of their married life. They farmed briefly in Caledonia. She is survived by her children, Suzanne (Richard) Neubauer of Burnsville, Minn., Bruce of Crystal, Minn., Bill (Sue) of Waukon, Iowa, and James (Cindy) of Spring Grove, Minn.; eleven grandchildren; eleven great-grandchildren; three sisters-in-law Bev (Dale), Gladys (Carroll), and Eleanor Flattum; and brother –in-law Jim Ehrsam. She was preceded in death by her parents and seven siblings Morris, Lu Cille (Loken), Francis, Dale (her twin) Elsie (Ehrsam), Carroll, and Carlyle. Funeral services were Monday, December 5, 2011, at the Mabel First Lutheran Church in Mabel with Rev. Gail Klavetter officiating. Burial was in the Mabel Lutheran Cemetery. Mengis Funeral Home in Mabel handled arrangments.

After her husband’s death in 1991, Jean moved to town. In 2005, she moved into an apartment, and in 2009 became a resident at the Chosen Valley Care Center. Jean is survived by her sons, Ross (Sherrie) Goldsmith of Chatfield, Steven (Patty) Goldsmith of Chatfield, Phillip (Char) Goldsmith of Fountain, and a daughter, Rosemary Bengal of Rochester; eight grandchildren, step children Lori Sether and Billy (Tammy) Broadwater, and ten great-grandchildren; her brother, Alton (Mary Ann) Dudek of Durango, Colorado. Jean is preceded in death by her parents, Frank and Lyda Dudek, her husband Alton in 1991, a son Dickie in 1953, son-in-law Robert Bengal, sister Dorothy Ruth, and great-grand son Blake. Bernice was born in Lanesboro on April 21, 1915, to Peter and Lettie (Johnson) Ulvestad. After graduating from Bernice Hall Lanesboro High School in 1932, she attended cosmetology school in Minneapolis. Her first job as a beautician was at Massey’s in Rochester. Bernice was united in marriage to Milton Hall on June 15, 1946, at North Prairie Lutheran Church. They farmed for many years in Lanesboro. Bernice was the organist at North Prairie Church for a number of years and was active with the Ladies Aid. She was associated with the 4H, first as a youth participant and then as a leader. Bernice loved spending time with her family and friends. She was known to light up a room with her witty sense of humor and her engaging smile. Her grandchildren held a special place in her heart, and she had a close, loving relationship with each of them. Bernice had a green thumb with which she maintained beautiful gardens. She loved animals, and her Pomeranians were her joy. She was a talented musician who spent many hours at her organ and piano playing her favorite melodies. Bernice appreciated the care, love, and kindness given to her while living at Bremmer Suites and Good Shepherd Lutheran home. Schroeder Alfred C. Schroeder, 92, of Spring Valley, Minn. died Wednesday (11-30-11) of natural causes at St. Marys Hospital in Rochester, Minn. Alfred Carl Schroeder was born Sept. 23, 1919, in Wykoff, Minn. to Henry and Lily(Eickhoff) Schroeder. He grew up in Wykoff, attended school there and graduated from Wykoff H.S. in 1935. He attended a year of school at Bethany College in Mankato, Minn. before serving in the U.S. Army during WWII from 1942 to 1945. Alfred was married on Oct. 5, 1946, at St. Johns Lutheran Church in Wykoff to Dolores Clara Meyer. They made their home in Wykoff, where they raised their family and lived for many years. Al was employed with the U.S. Postal service as a rural mail carrier from 1941 and

Daniel was preceded in death by his parents; wife, Neoma and three sisters. The funeral for Daniel Youngquist was Friday, December 9, 2011, at Elstad Lutheran Church in rural Lanesboro with Reverend Wade E. Davick officiating. Burial was in Elstad Lutheran Cemetery. Fillmore County Court Report On Monday, December 5, 2011, Adam Richard Laine, 29, of Lanesboro, and his wife Heather Melissa Laine, 38, of Lanesboro, appeared before Judge Robert Benson in the Fillmore County District Court for sentencing. Both Adam and Melissa had been charged with allegedly selling and manufacturing methamphetamines stemming from an incident in January 2011. The Laines sold powdered methamphetamines to an undercover informant on two occasions. A search of their home turned up materials use to cook the drug, and two minor children. Both were found guilty of 3rd Degree Drug use, sale of a narcotic, which has a maximum penalty of 20 years in prison, $250,000, or both. Both received 21 months in a correctional facility for this charge, with credit for 301 days already served. They were also found guilty of 2nd Degree drugs, sale of three or more grams. For this charge, Heather received 69 months, with credit for 301 days served. Adam received 58 months, with credit for 301 days served. Both of them must submit a DNA sample, as well as pay restitution and fees totaling $21,623.24. Making a first appearance before Judge Benson on Decem-

ber 5, 2011, was Russell William Dahlke, 23, of Preston. Dahlke had been charged with one count of Burglary in the first degree, which has a maximum penalty of 20 years in jail, $35,000, or both. He was also charged with two counts of burglary in the second degree and one count of burglary in the third degree, all from an incident on December 3, 2011, when Dahlke allegedly broke into a home in Preston. A woman heard noises like someone was trying to break in a window and she called the police. Police found two screens from windows lying on the ground, and an open door. Dahlke ran out of the home, was chased by a police officer, and eventually taken into custody. He told police he had seen someone try to break into his own home and followed him there, trying to find out who it was. Dahlke was given $3,000 conditional bail and $20,000 unconditional. He must not go within 500 feet of the address where he was found.

street (16 percent), bonds (15 percent), and tourism, library, park board, and EDA (a total of 18 percent). Hoffman stated that the expenses related to streets are an important function of the city. Hoffman explained despite the fact that the city managed to keep the levy flat for 2012, there is a tax rate increase which is tied back to the elimination of the Homestead Market Value Credit and the institution of the Homestead Market Value Exclusion by the state this past summer. He summed up this change as the state no longer paying a portion of the property tax (which was unreliable) and now going to a system of excluding a portion of a homeowner’s tax on a sliding scale on homes valued less than $413,000. Hoffman said the city needs to collect the same total amount of tax to provide the same amount of services. With property taxes going down for some, others will go up to arrive at the same total figure. He called this a redistribution of the tax burden

to higher valued homes, businesses and industrial properties. He add it was important that the city council was able to hold the city’s spending flat. Offer for Floodway Property At the city council’s November 7 meeting, the council authorized negotiations to purchase the property at 209 Mill Street SW. The owner, Greg Johnson, had contacted Hoffman about the property, which is listed on the Floodway Property Purchase for Green Area. The list was created by the city which ranks properties that the city would like to return to a green area in the floodway. Hoffman informed the council that he anticipated a total project cost not to exceed $40,000. The past two properties that were purchased with cost sharing from FEMA and the DNR left the city with a twelve and one-half share of the total cost. However, this time FEMA could take up to 18 months to aid in the purchase of the property. The DNR is very interested in purchasing the property, but is limited to a 50 percent share of the cost. Johnson wants to sell the property within 60 days or list it. If the

city gets the property it would be turned into green space. If it was sold to another party, it may not, but would be limited as to what could be done with it because it is in the floodway. Councilman David Collett argued there is no return on the investment for the city and the city would have to mow and maintain it forever. Councilwoman Kay Spangler said it was an investment in the city’s park land. Mayor Kurt Reicks said he would like to see it done as he supported having green space along the river. If the city shares the cost only with the DNR, the city would be responsible for 50 percent of the cost which could be up to $20,000 including the purchase of the property, demolition of the home on it, and the return to green space. Hoffman said the city can afford the 50 percent cost and that it is really a political decision whether one favors acquiring the property for green space or not. After some discussion, a motion was made to offer $19,600 for the property with the house and a triangular piece of property adjoined to it. Coun-

Chatfield seeks to limit 2012 property tax impact By Karen Reisner The Chatfield City Council at a Committee of the Whole meeting on December 5 discussed at length ways to reduce the impact of 2012 property taxes. The elimination of the Homestead Market Value Credit this last summer by the state and the establishment of the Homestead Market Value Exclusion has had for some properties a significant impact on property taxes. City Clerk Joel Young said it was clear to him after the November 28 council meeting that councilors wanted to reduce the city’s preliminary 2012 levy number set in September at an 8.13 percent increase. Chatfield is in a unique position with part of the city in Olmsted County and part in Fillmore County. The split between counties adds to the variables that effect individual property tax numbers. In general, lesser valued homes may have seen a reduction in their property taxes from 2011 on their preliminary property tax statements, and higher valued homes and businesses may have seen severe increases. Young illustrated the broad vari-

ations with a sampling to compare tax impacts on six properties. A comparison of two residential properties showed one with a 0.4 percent decrease and one with a 9.3 percent increase. A comparison of two business properties showed one with a 11.6 percent increase and one with a 20.2 percent increase. A comparison of two industrial properties had one with a 6.3 percent increase and one with a seven percent increase. These six varied changes in property taxes from 2011 to 2012 were all figured with the city levy for 2012 set at an increase of 8.1 percent. The point is if the council reduces the levy for 2012 to let’s say a six percent increase, the impact on each of these various properties will be different. The actual levy would be reduced, which would reduce the amount the city collects in total. However, there is not a direct relationship between the levy percent of increase and an individual property tax increase or decrease, as other factors effect the individual property tax. The new Exclusion law shifts more of the burden to non-homesteads and

high valued residences. Young said since the last council meeting he had combed through the budget and found about $10,000 more in police aid from the state than expected and identified a few other possible cuts. He will give a full presentation on December 12. Discussion Mayor Don Hainlen suggested they set a target and not try to micromanage individual departments. The mayor expressed concern that reducing the levy excessively could effect city services and programs. Councilor Josh Thompson was unable to attend the meeting, but had suggested to the mayor that he would like the levy increase to be at least cut in half to about a 4.5 percent increase. One percent of the levy is equivalent to about $11,000. Young noted increases in the city’s budget for 2012, including the need to make up for the Homestead Market Value Credit payment from the state which was about $16,000 this last year. City employee expenses are higher due to step increases and cost of living increases. Councilor Ken Jacobson explained that a drop in the levy increase may not make a change in people’s individual property taxes. Young noted the Fillmore County side lost about $91,000 of tax capacity due to the Exclusion law. Councilor Paul Novotny said budgets keep getting larger, but for good reason. Novotny preferred to keep the increase to about four percent. Hainlen responded, saying the “general cost of doing business keeps going up.” Councilor Russ Smith added he would like to see a number we can live with, and he could be happy with a number at about five percent. He suggested putting the levy increase

cilman Charles Sparks said this purchase would extend the green space to the trail. The council approved the motion to make the offer, with Collett voting against. Other Business In Brief •A resolution was approved to assess the property at 205 Franklin Street NW for improvements made in 2011, and the property at 212 Washington Street NW for improvements made in 2007. During the public hearing there was no comment from the public. •A request by Rick Grooters to vacate a small segment of the 400 block of Brownsville Street West in front of his property on Chatfield Avenue was approved. During the public hearing there was no comment against the vacation request. •Quotes from the Fillmore County Journal and the Republican Leader (Bluff Country Reader) were reviewed. The Fillmore County Journal was approved as the official paper for 2012 as its quote was about half the cost. Spangler voted against. Spangler had asked what the total expense had been during a year for the paper (about $300).

•The only quote offered for 2012 city attorney was received from the Joerg Law Office, Dwight Luhmann. Two options were offered: (1)meeting retainer, $3,600 and hourly rate, $125 or (2)annual retainer of $18,000. After some discussion, the firm was again hired for 2012 at the annual retainer of $18,000, which was a significant increase from the 2011 rate. •Public Works Director Bill Cox has resigned from the city/ utility as of December 9, 2011. Collett will sit on a search committee for a new director. The Utility Board oversees the hiring process. Cox has been with the city/utility for over 10 years and he said that his work over that time has given him the opportunity to grow. Hoffman praised his efforts and work. •The cost to light the city’s south entrance sign was discussed. Cox explained the cost to bring electric cable to the sign, which would be through mostly rock. He estimated it would cost nearly $20,000. He said the sign is located a long way from existing infrastructure. There was general agreement that it was not feasible at that cost.

Councilor Dave Frank stated they shouldn’t skimp on necessities, saying it is up to the department heads to do the crunching of the numbers and to determine what is not a necessity. Smith suggested they use some of the fund balance. Young said that wouldn’t hurt if it was used for a one time expense. Novotny said if they took two percent out of the fund balance and used it for regular operating expenses, then next year they would have to start with making up that two percent. Jacobson suggested that Local Government Aid may be gone in three or four years and they should take that future possibility into account. Hainlen noted the economy continues to be sluggish. Hainlen summarized saying he heard two councilors asking for four percent or less and the rest six percent or less. Young said to get to four percent, the increase for streets would have to go away, even though bituminous costs more every year. He added there are a lot of unmet needs out there and there always will be. Hainlen said the city is waiting for the results from the videos of

the sewer lines. Darryl Haner said that will start next week. Hainlen said it would be a waste to do a street overlay when what is under the street is inadequate. Different department heads commented on their budgets and for the most part felt they had little more to cut. Tony Lammers said the street budget is an easy target as it is a big number. He maintained the city’s streets are in really good shape compared with neighboring communities. However, it takes money to keep up, blacktop is more expensive, four inch mains need to be replaced, and they can’t afford to fall too far behind. Mayor Hainlen recommended the city lower the increase in the levy to about five percent, if it is reasonable to do so. No action was taken this night and the final 2012 levy will be set at the council’s regular meeting on December 12. Voting Booths A short special council meeting was called to authorize the submission of a grant application to acquire two voting booths accessible to individuals with disabilities. Young said if the city received the grant, the booths would be funded completely with grant money. The authorization was approved.

Ostrander City Council meeting minutes The monthly meeting of the Ostrander City Council was called to order at 6:00 p.m. by Mayor Linda Schwenn. Motion by Kunert, and seconded by Thompson and unanimously carried to accept the consent agenda. Visitors: Royal Dempewolf (Wolf’s Den), Pat Nesler (Susie’s Roadhouse), Cheryl Perry, Lois Hanson, Arlene Bestor, Bob

Kunert Department Heads: Jimmie Dean—Was present. The brush pile has been burned. He has had comments that people other than Ostrander residents have been dumping at the burn pile. According to directions for the sewer plant, the eight recirculation tanks need to be pumped every year to year and one-half. The reason the city acquired such a cost this time is because it hasn’t been done in years. Mayor Schwenn wanted Rhonda to see about getting a copy of our contract with McGuire, who inspects our water tower currently. Jimmie has had concerns brought to him about the water tower rusting on the outside. Brian Miner (Fire Chief)—Was present. Reported it has been pretty quiet with one grass fire on October 25, Jimmie and Brian responded along with Police Chief Mosher. Linda commented about getting paperwork done and Brian commented that he has been working on them and assures council they will be completed. It was brought up that Cheryl has been working on finding out who is currently active on the Ostrander Fire Department. Mayor Schwenn assures that Rhonda and herself will help any way possible. Tom Mosher (Police Chief)— Was present. On 10/1 The Wolf’s Den had their patio party which seemed to go well, there were no calls on the loud music; 10/4, there was a fight between four or five people that have been living together in a home and currently there are only two living there; 10/14, there was an individual threatening another individual; a Mental Health professional and Chief Mosher met with him; 10/17, there was an argument and an object was slammed through a door and someone was threatening another individual and also threatened Chief Mosher’s life. He will be in some long-term care; two dogs fighting, 10/26 worked with Victim Services and Fillmore Family Resources in getting a restraining order; 10/25, grass fire; 10/31, a person from Kansas received a threatening text message about her grandmother’s gravestone which is located in the Ostrander Cemetery. Tom monitored this and nothing came of it, EMT 24 hour refresher course completed, which is a shared cost with Fountain. Old business: Mayor Schwenn commented to those present about the work session held on October 27, regarding the pay equity issues and how council agreed to change Tom’s job points to 300 with percentages at

Tom will get this information to Kelly Wagner so she can send a letter to the Pay Equity Board. Cheryl Perry was questioning the numbers for Jimmie Dean and why there was more than one. Mayor Schwenn commented how the mistake was made in 2007 and corrected so we were in compliance. Waste Management billings through the city—Rhonda sent them the names of residents so they can get a closer count. Rhonda hasn’t heard anything back. It was asked how council liked this idea and they weren’t really excited about it because there still will be more hard to collect debt. If we were to do this, it would need to be asked

for a larger amount for their deposit. There was much discussion on recycling and the billing issues. Lawn Mowing issues @ $75 for larger lots?? (per hour of if larger equipment needed). This will be looked at when council goes over our schedule of fees. Renewable Energy SD—Rhonda was wondering if there was any interest in this. It is thought to be too expensive for us to even think about. Rhonda could look into see if there is any grant money available. Sign Retroflectivity Evaluation and Maintenance Policy. the only thing that Dean would like is for his mothers recognition of the land being donated to the city because she has been a resident since 1911. Motion by Thompson and Seconded by King that Rhonda look in to how much it would cost to remove this trailer and to make sure it is clear. Other: Jimmie and Rhonda would like to let council know that they attended the training for e-DMR’s and appreciate it very much. Rhonda used this process for the DMR’s in November. The MCFOA 75th Conference is scheduled for March 20-23. Another city clerk asked Rhonda if she was going so we could ride share. Rhonda did this, because building permits are required even though the City of Ostrander doesn’t issue their own. Fillmore County issues building permits for the City of Ostrander. There were complaints of other properties putting up buildings/ decks not realizing that they actually have permits. It was also commented that Fillmore County doesn’t have a building inspector so there is

Winter tips By Katrina Schmidt Winter is here once again. We all know what this means: icy, sloppy roads e ve r y w h e re ; starting up the car 15 minutes before work; shoveling sidewalks; snowblowing driveways; Katrina and scraping Schmidt off the heavy snow from the roofs. Ah, gotta love it the most when the power goes out for a few hours, too.

Thankfully for those who are new at this or would just like a reminder of what winter really is, here are some good tips to follow. Before the snow has even had a chance to fall, check up on the car! Ice and slush don’t mix well with bald tires, and they sure don’t help when the ditch becomes the road, or if someone else needs a tug out of a hole. Lights and good brakes can save a trip for the tow truck as well. If the lights don’t work, deer or other vehicles in the road can be hard to see before it’s too late. Brakes are always useful, but

sometimes they can be a bad thing in the winter if not used correctly. Rule number one about using brakes in the winter time: never slam on the brakes! The brakes will lock up and earn you a one-way ticket into another car or the ditch. Also, have the oil and engine checked regularly. Very cold weather can do nasty damage to an uncared-for car. If money and expenses are tied up, look up car services online. There are some good deals out there, believe it or not. One more thing--always have a phone on you when you’re on the road! The next step to surviving winter is protecting your home. Fillmore County has had enough fires for this year, so let’s try to prevent them. Homeowners of an older home, or even a new home, should do this--have the electrical system checked, along with the breaker box and fuses. Make sure the electrical system is up-to-date with new safety regulations. Check the plug-ins as well, especially if small children are coming for the holidays. Yes, the lights on the tree are so beautiful at night, but it is always a good idea to have them shut off at night or whenever no one’s at home. There are some new lights that have timers on them--they will help. Even new light strands can cause horrible problems. If the power does go out for a few hours, it is always a good idea to have a generator handy. With the generator, always have plenty of extra gas cans at the ready, and properly stored. No one likes a cold home. Candles and flashlights along with old-fashioned

matches and batteries are more items to keep in supply and in an easy-to-reach place. Oh, no! Not finished quite yet! Board games, eggnog, hot chocolate, cookies, Grandma’s handmade quilts, smiles, laughs, and a whole lot of fun are also good things to have available in the winter. When things get ugly and cold, don’t get all grumpy and angry because the football game is turned off due to power failure, or the car won’t start to take the kids to school, the roads get too bad to travel anywhere, or work and school are closed down. No, take it as a good thing, or even a bless-

ing! Take out the board games that have been collecting dust, and snuggle up under Grandma’s quilts. Make some hot chocolate and cookies. Go out and build a snowman, go sledding, build snow forts, have a good ol’ snowball fight! Don’t forget to drag the parents out, too. Winter can be very dangerous, but it is also a good time for family fun. Katrina Schmidt is a student at Fillmore Central High School. The time for Sunday School programs is just around the corner! Since the Sunday School at my church (Big Springs of Harmony) has gotten smaller and smaller, we have our program during regular church time. The kids and teachers take over the entire service. They have a skit or two and we do a lot of singing of all the old Christmas carols. Those programs were such a big deal in my day! It was always at night and you invited your grandparents, aunts and uncles, and anyone who would come! My sister and I always got a new dress for the event (more than likely mom made it) and usually a new pair of tights! My brothers got new white shirts to go with their new dress pants (a once a year event) and maybe even a new clip-on tie (or at least the younger brother got the older brother’s tie and then he got a new one). Mom would shine up our patent leather shoes the day before and then polish my brothers shoes. She even took the time to curl our hair, or at least make sure the “rooster” tails were laying down. All of us kids would meet in the church basement and then we marched up the stairs and down the aisle to front row pews. Every child had memorized a verse or two to say, and the older kids usually got to dress up in outfits that their moms had made, or at least had repaired from the

previous year’s use! The outfits for Mary and Joseph would stay in good shape, but the wings for the angels tended to fall apart each year. Hopefully, someone remembered to bring a doll for the manger, or we would have to use a messed up blanket and pretend that baby Jesus was actually in the blanket in the manger. We even had a couple of farmers bring in straw bales to make the nativity scene as real as possible. We drew the line with live animals though! If you had a stuffed barn animal at home you could bring that. It was always interesting to see which child would recite their verse and which child would “freeze” up when they walked up to the microphone. The shy ones usually just stood there waving their dress around and waiting for help from the teacher, while the brave ones marched up to the microphone and blasted the

audience with their verse. When it came to singing, things usually went much smoother. The shy ones could blend right in with the loud ones. There was always at least one child who liked to sing loud enough so that the people next door who didn’t come could hear too!! He wasn’t always in key, but he knew all the words and he liked to sing! We always drew names within our grades and you usually had a limit of $1.00 to spend. We always got the teacher something, and she usually gave us crayons or pencils in return. The last song of the night was “Silent Night, Holy Night” and we got to sing that while holding lit candles. We were supposed to stand perfectly still when holding that lit candle, but there was always some child who liked to look around and would come close to burning the hair of the child next to him! I’m sure the teachers really dreaded that part of the program! When all was done, the ushers would come down the aisle and pass out bags of candy/fruit/nuts to every child in the program and also to any child in the audience. We thought that was a great treat!

Sweet Tooth Treats

1 cup peanut butter ½ cup light corn syrup ½ cup powdered sugar ¼ cup shredded coconut 2 cups Cheerios 6 ounces semisweet chocolate chips 1 T. shortening In a bowl, combine peanut butter, corn syrup, sugar and coconut until blended. Stir in cereal. Shape into 1 to 1 ½ inch balls. In a small saucepan over medium heat, melt chocolate chips and shortening. Dip the balls halfway into the chocolate and place on waxed paper. Let harden. Makes about 2 to 2 ½ dozen depending on size of the balls.

2011 Research results available Jerrold Tesmer, Extension Educator for Fillmore/Houston Counties The results from a number of University of Minnesota 2011 research trials are becoming available. I have received individual results on MN Corn Hybrid Performance Trials, Corn Response to Jerrold Tesmer Micronutrients across Minnesota, Soybean Response to Micronutrients across Minnesota, Corn Silage Hybrid Trials, MicroEssential-SZ as a Fer-

tilizer Source for Soybean, Liberty Link Soybean Variety Trials, and the Corn Silage Foliar Fungicide Trial. If things go according to plan, all these plus many others will be combined in the 2011 Southern Minnesota Regional Research & Demonstration Summary that will be made available at the Winter Crops Day scheduled for Wednesday, January 11, 2012 at the Good Times Restaurant in Caledonia. Today, I would like to highlight the 2011 Corn Silage Foliar Fungicide Research Trial, because there has been a significant increase in questions regarding the economical use of foliar fungicide in Mid-

west corn silage production. Little university research has been conducted to verify its effect on yield, quality, and ultimately economics. As a result, the Universities of Wisconsin and Minnesota implemented a cooperative research trial starting in 2009 near La Crescent, MN using three commonly used fungicides on two high yielding corn silage hybrids. The trial included two corn silage hybrids; NK N53W-3000GT and De Kalb DKC 57-50, which were selected based on their performance in the 2010 Minnesota and Wisconsin corn silage hybrid trials. In 2011 V5 and R1 treatment timings were evaluated. Foliar fungicides were applied at the following timings; V5 applications were Headline (6.0 fl. oz/a), Quadris (6.0 fl. oz/a), and Stratego YLD (2.5 fl. oz/a), R1 applications were Headline AMP (10.0 fl. oz/a), Quilt Xcel (10.5 fl. oz/a) and Stratego YLD (5.0 fl. oz/a). The trial was set up in a randomized complete block design, with four replications. Each plot was four 30-inch rows, twenty feet long.Fungicides were applied with a back-pack sprayer using a high-clearance, telescoping boom (R&D Sprayers, Opelousas, LA) equipped with 11003XR flat fan nozzles at 40 psi delivering a total volume of 18.3 gallons per acre at V5 and 20.6 gallons per acre at R1. Volume differences are due to sprayer configuration differences between the application timings. The plot was rated for foliar disease intensity based on percentage of leaf area infected at the

Fillmore County Sports Start to finish, Burros down Cougars By Paul Trende The Lanesboro and Mabel-Canton girls’ b-ball squads came into their SEC opener exactly alike in one area. Each had a new coach. M-C headman Doug Carlson has experience, having led FC a few years back. Lanesboro headman Ryan Scheevel has exactly three games under his varsity (b-ball) coaching belt. The fourth time was evidently the charm. The Burros began 6-0 and 13-2 en route to a 27-10 halftime lead. The Cougar offense was better in the second half. Following three-pointers by Lydia Geving and Danielle Paul, the lead was cut to nine (36-27) at the 8:10 mark. Lanesboro closed the game out though, as Bryn Harmon had 8 of her game-high 15 in the final six minutes. The 53-33 victory is win number one of the season for the orange and black. Paige Hungerholt and Johanna Bearson side-kicked Harmon with 9 apiece. M-C was paced by Christy Welscher’s 10-point, 13-rebound effort. Lydia Geving did a bit of everything with 10 points, 7 rebounds, and 8 steals. It was the Coug’s season-opener. Bench Helps Knights Past Trojans… Both Kingsland and RushfordPeterson took the court in their opening Three Rivers conference match-up with nine girls active. By the end of the game, each was down to seven. Kingsland, utilizing a more productive bench, was better able to withstand their two fouls outs. They were also better at full strength too, never trailing in the first half, taking a 29-21 lead into the mid-point locker room. Trojan Amy Todd had something to say early in the second stanza. The 5’9” junior scored three baskets in three straight trips, capping a 10-2 R-P run that brought the score even at 31. The Knights withstood the

storm though, as point guard McKayla Pruter’s defense led to a couple buckets. When Todd fouled out with 7:16 to go, Kingsland again was in command (46-39). With a second starter, Kendra Crawford, out with an injury, the home Trojans just couldn’t hang. Kingsland slightly expanded their lead in the waning minutes, ultimately prevailing 59-49. Kenzie Lind stuffed R-P’s stats column, leading them in points (15), rebounds (14), assists (6), and steals (4). Amy Todd finished with 10. The Knights got great balance. Starters Lindsay Tart (12 pts, 3 stls), MacKenzie Marzolf (11 pts, 8 rebs), and Pruter (9 pts, 7 ass, and 4 stls) all did effective work, but so did bench players Nicole Swanson (9 pts, 5 rebs), Jessi Kaster (6 pts), and Breanna Musel (6 pts). The Knight bench outscored R-P’s 21 to 7. Kingsland was also better at the charity stripe, converting 13 of 18 attempts (72%) versus R-P’s 17 of 31 (55%). R-P is 0-2 overall. …Swanson’s Effort Leads to ‘W’ Versus Tigers A night later, 6’2” Nicole Swanson was in the lady Knight starting lineup, and the limelight, at home versus Lake City. Swanson was very efficient, converting 6 of 9 two-point attempts and 5 of 6 free throws for a team-high 17 points. Lindsay Tart and MacKenzie Marzolf each added 10. Cheyenne Losey had 8 points and a team high 7 rebounds. The Knights built a 33-24 halftime lead, then utilized a full court pressure defense (12 second half forced TO’s) to extend that lead sizably, ultimately prevailing 64-43. Kingsland again took full advantage of the free throw line, converting on 24 of 35 attempts (to Lake City’s 8 of 15). Lillie is only 1 1/2 years old and is a very pretty, all white, little dog. She gets along with other animals really well. She lived in a house prior to coming here. She is pretty well house trained, but I was told she had a few accidents in the house so she was kenneled a lot. She is a very sweet, quiet and mellow dog. She is a little shy with new people, but getting her out in public more often would help with this. Lillie lived in a home with children. She gets along well with other dogs and cats.

Farm service agency news By Tammy Martin Foreign persons must report U.S. agricultural land holdings Preston, MN – Nov 25, 2011 – Fillmore County USDA Farm Service Agency (FSA) Executive Director, Tammy Martin, reminds foreign persons with an interest in agricultural lands in the United States that they are required to report their holding and any trans-

actions to the US Secretary of Agriculture. “Any foreign person who acquires, transfers or holds any interest, other than a security interest, in agricultural land in the United States is required by law to report the transaction no later than 90 days after the date of the transaction,” said Martin. Foreign investors must file Agri-

cultural Foreign Investment Disclosure Act (AFIDA) reports with the FSA county office that maintains reports of the county where the land is located. “Failure to file a report, filing a late report or filing an inaccurate report can result in a penalty with fines up to 25 percent of the fair market value of the agricultural land,” said Martin. For AFIDA purposes, agricultural land is defined as any land

It’s not a money thing. Preserving the land and caring for animals is just the right thing to do.”

I see the countless Christmas trees around the world below, with tiny lights, like heaven’s stars reflecting on the snow. The sight is so spectacular Scott Sikkink Dec. 14, 1970 - Nov. 8, 2008 please wipe away that tear, for I am spending Christmas time with Jesus Christ this year. I hear the many Christmas songs that people hold so dear, but the sounds of music can’t compare with the Christmas choir up here.
