Heritage Grove resident raising money with a cookbook By Jade Wangen

jwangen@fillmorecountyjournal.com

Merlin Hoiness is 94 years old, and has lived in Harmony his entire life. He worked at the grocery store for 35 years and founded Norsland Lefse in Rushford. He wrote two cookbooks that have sold thousands of copies. He currently lives at Heritage Grove with his wife Zola, but still keeps himself busy with new ideas. His current project is a cookbook that is a compilation of recipes from Heritage Grove residents and staff. He suggested it during a board meeting. “I thought it would give people something to do,” said Hoiness. The council and the staff agreed it was a good idea. Hoiness explained that after the printing costs are covered, the rest of the proceeds will go towards an activity fund for the residents. “We don’t have an activity fund up here,” said Hoiness. “I think it will be good for them to have one.”

The books, which were printed at Big Woods Graphics in Harmony, are selling for $7.00 each. There was an Open House at Heritage Grove on December 7, and the cookbooks were first made available for purchase. So far, they have already sold more than 100 of the 250 copies printed. “It came out around Christmas time, and that made a big difference,” said Hoiness. “They make good stocking stuffers.” The cookbook can be ordered from Heritage Grove. It is also being sold at I Love Antiques, Old Ways New Ideas, Harmony Foods, and the Village Depot, all in Harmony. In 1990, Hoiness published a book called 91 Ways to Serve Lefse. There are currently 38,000 copies of those out there, having been sold all over the world. In 1996, he published Amish Recipes, a hand-written collection of recipes from the Amish. According to Hoiness, 5,000 copies of that book have been sold.

The activity fund at Heritage Grove is something Hoiness finds important. He also thinks projects like the cookbook are good for himself and the residents. “It gives me something to do,” he said. “It gives other people something to do, too. It’s good for them to keep their head working.” Hoiness and the others worked for two months compiling recipes and putting the book together. According to Hoiness, they are selling so well, they may have to print more. The activities and entertainment are something that the residents look forward to. Hoiness said they enjoy bringing people in to play music, and it’s nice to be able to pay these people to come. Hoiness has not used up all of his great ideas yet. This year he came up with the cookbook to help raise money, but next year it could be something new. “If I can think of another project, I’ll do it,” said Hoiness.

A hopeful R-P hosts Senate Tour Preston Ambulance By K irsten Zoellner kzoellner@fillmorecountyjournal.com

Aimed at furthering its New School Initiative another step, R-P played host to a contingent of the Minnesota Senate Capital Investment Committee December 15. Senators David Senjem, committee chair, Keith Langseth, Dan Sparks, Jeanne Poppe, DFL-Austin, and Jeremy Miller, as well as Representative Greg Davids, toured the elementary/high school facility

with district staff, board members Daniel Munson, John Nitecki, Beth Stanford, and six student ambassadors. “The tour went as well as could be expected, as we were pressed for time,” noted Superintendent Chuck Ehler. “I’m grateful to be a part of the tour, but in my frank opinion as to how it will impact our goal, I’m not too sure.” The district had missed the cut on a previous senate bonding tour, despite repeated pres3 Course Dinner with glass of wine 4-9pm

Happy new year!

Drinking and driving should NEVER be an option! Every year on New Year’s Day we hear about drunk driving fatalities. Whether the person is a friend or stranger, it is imperative to stop someone who is impaired from getting behind the wheel of a car.

2012

Step 1 - Plan ahead. Discuss with your friends a plan for all of you to return home safely. You can pick a designated driver, arrange for someone who has not been drinking to pick you up or plan to use public transportation or a cab. Arrange to pick up the car the following day. Step 2 - Drive a friend home who has had too much to drink. That way you will know that your friend did not accept a ride from a stranger, drive herself or otherwise risk her life and the lives of others. Step 3 - Invite the person who has had too much to drink to sleep over. He won’t have to return for his car the next day, and everyone remains safe. Step 4 - Take the keys. Be calm and firm, but be certain to take the keys away from anyone who drinks too much and intends to drive. You can be proactive and take the keys early in the evening. If the person is sober, you can easily give back her keys. Step 5 - If you don’t know the person well, enlist help in getting the keys. Ask a bartender for help. Many bars have plans in place to deal with drivers who drink too much, especially on New Year’s Eve. Do not hesitate to ask a friend, a host or a family member for assistance.

Lanesboro sales tax to begin January 1 By Jade Wangen The City of Lanesboro has been trying for years now to let the state allow it to enforce a new sales tax. The .5 percent increase in sales tax will help the city pay like street repairs and other projects. This fall, Lanesboro was finally allowed to put the question on the ballot, and voters were over-

whelmingly in favor of the tax. The sales tax applies to any business in the Lanesboro zip code. Residents will have to pay the tax as well, but the tourist season will potentially bring in a lot of extra revenue to help take care of the city. City Administrator Bobbie Vickerman noted that although some people are afraid of the

word “tax,” most people think this is a good thing for Lanesboro. “It’s a great opportunity for the City to capture some revenue from those that are visiting Lanesboro; that use the same infrastructure as the residents and business owners,” said Vickerman. Vickerman added that the tourism is an amazing attribute for the community, but when the population triples on weekends, it can be a lot of wear and tear on the community’s infrastructure. The Lanesboro Chamber of Commerce is also very supportive of the new tax. The Chamber has more than 100 members, many of them local business owners. “As local government aid continues to decrease and Lanesboro falls in the gap of less state assis-

tance, this local sales tax option will allow the city to raise revenues to offset our short falls,” said Julie Kiehne, Executive Director of the Chamber. Kiehne mentioned that Lanesboro is facing numerous capital replacement projects, and there is more wear and tear than most cities the size of Lanesboro. The need for such repairs has escalated due to the tourism

Page 3

industry. “The local sales tax will allow some of the burden to be passes on to those that are coming into Lanesboro and are being provided the same services as those that pay for these services through property taxes,” said Kiehne. Vickerman said the vote for the sales tax passed by 80 percent, showing a lot of support from the residents.

C ommentary Emergency landing in Norway By Stan Gudmundson We had flown for about fifteen minutes at over 2,000 miles per hour after reaching our cruise climb altitude above 70,000 feet. We had just crossed into international airspace along the northern reaches of the Soviet Union. A bright orange light illuminated in my Col. Stan face. “Master Gudmundson caution Tom,” USAF (Ret) I said. “Oh, oh, he replied we’ve got an engine fire. I need a heading.” “Left turn to 240 degrees. Which engine is it?” I said. Tom told me which one it was, but we are few years removed from those events so I don’t remember whether it was the left or right engine. He accomplished the bold print items, that is those steps that we had to know by heart, and we finished the rest of the checklist steps. I don’t have the same instruments in my cockpit as Tom has in his, so it’s critical the crew communicate very well together. In this case, it was important that I know which engine had the fire, and that we confirm with each other that he planned to

shut down the correct engine. The idea of becoming a supersonic glider didn’t appeal to us or to anyone else who flew the SR-71 either. Though that had been done and was self-induced. After a very long quiet descent, the crew fortunately was able to restart both engines at a scarily low altitude. We then began the descent checklist. The SR-71 engines produced enormous power but a single engine isn’t powerful enough to sustain supersonic flight. Given the sophistication of the inlets and the rest of the engine system, a descent isn’t as simple as pulling back the throttles and enjoying the ride down. Because we were down to one engine, we needed to make a landing as soon as we could. The nearest emergency base was at Kirkeness, Norway. The problem with Kirkeness as an emergency base was that it was less then 20 miles from the Soviet border. Neither one of us was comfortable with its proximity to the Soviet Union. We decided to head for Norwegian airfields at either Bodo or Andoyo. Bodo was just a little closer, but neither of us had ever been there so it was an unknown. On the other hand, we had flown by the Norwegian P-3 base on the island of Andoya many times. We knew what the runway and its approaches

looked like. Andoya is north of the arctic circle. As we flew by, we often wondered what it would be like to be stationed in such a remote place. But that is where we decided to make our landing. It helped that it was the first part of July with 24 hours of daylight and the weather was clear. When we were well removed from the Soviet Union, I positioned the IFF switch to emergency and called Norwegian air controllers. We requested present position direct to Andoya and we were cleared to do so. I also contacted the KC-135 tanker who planned to refuel us for our return to the United Kingdom after we came out of the reconnaissance area. I told them that we had declared an emergency and were heading for Andoya. They followed us into Andoya as well. They had fuel we needed to return to the UK. After 16 years or so of navigating B-52s, FB-111As, and SR-71s one develops a bit of air sense, as we call it, so the 240 degree heading I gave Tom was virtually dead on. Or you could also call it dumb luck. I selected Andoya in the navigation system as our next destination. That heading still had us flying over water however. Neither of us liked that very much, so Tom made an S-turn to the left to fly over land.

Letter about ethanol articles... To the Editor, Regarding the two pro-ethanol articles printed in last week’s Journal, and mis-information thereof, I had figured it wouldn’t take long to flush the chickens out of the chicken coop. They never miss a beat when it comes to getting their stuff printed in the press or yelling at the ears of elected officials about subsidies or lapping at the government trough after being heard. Not long ago one of those big-time corn growers was confronted by one of us peons about paying

those crop subsidies. He said as long as we were dumb enough to pay for them he would laugh all the way to the bank. How did Hein become so wise about that large dead zone in the Gulf? Chemical testing confirmed that it was caused by excess nitrogen. Cities have had to clean up their point pollution. We can’t use phosphorus fertilizer on our lawns. But BIG AG has been receiving a free pass on non-point pollution. The Troubled Waters Documentary had good balance. The authors even interviewed a corn farmer

who was trapping excess nutrients from his cornfields before it precipitated into the water table. Since Y2K, I became well informed on Gulf Coast happenings after living down there 25 percent of the time. The Deepwater Horizon Oil Spill was soon consumed by oil-eating bacteria. BP shouldn’t have applied that toxic chemical to break up that oil, but pressure from the temporarily ruined tourist industry forced that action. Mel Haugstad Preston, MN

Editorial Cartoon

By that time we had descended to about 15,000 feet. That was where the SR-71 was comfortable flying on one engine. We then had, if memory serves, about 20 minutes or so of subsonic flight to Andoya. The coastline along the Norwegian coast is essentially one fjord after another. What surprised both of us was that there were little buildings or settlements in virtually everyone of those fjords, well above the arctic circle. The approach and landing into Andoya was relatively uneventful. Tom is a terrific and extraordinarily capable pilot and can make even the worst situation appear routine. We taxied to where the Norwegians wanted us and shutdown. Because we landed with an emergency we kept the drogue chute, rather than jettisoning it at 55 knots as we did during normal procedures. I crawled out first to climb up on the top of the aircraft to help release the chute. We didn’t want the heavy turnbuckle to bang along all of that expensive titanium on the top of the aircraft. But I’ll be darned if I could get the thing loose, so we gave up on it. Tom followed me out of the airplane, and we talked to the Norwegian ground crew about our predicament and provided them information they needed to know about securing the aircraft. While we were doing that, a Norwegian

ground crewman examined Tom’s shoulder patch on his high altitude pressure suit and then he looked at mine. Tom’s patch read Major Tom Danielson and mine was Major Stan Gudmundson. “Ah Swedes,” the Norwegian said. “Swedes?” we both replied. “No, no, no,” we said, “we both have Norwegian heritage.” “Oh no that’s not right,” the Norwegian said. “Your last names have O’s and that’s Swedish. Your names are Swedish”. Here I was in Norway, a little over 40 years old at the time, having lived my entire life believing that “s-o-n” was Norwegian and “s-e-n” was Danish, or worse, Swedish. Yet a Norwegian native was telling me the universe I believed in was wrong. Even I am bright enough to not argue with a native on his own turf, though I did mention that my Dad spoke only Norwegian until he was six years old. When we checked into our hotel the first thing I did when I got in my room was to examine a phone book. I couldn’t find a single last name ending in “s-o-n.” It’s “s-e-n.” Some of our immigrant ancestors got it wrong. And probably some of yours did as well. Merry Christmas and a Happy New Year to all.

Letter in response to Kemp’s Dec. 19 article To the Editor, I just finished Loni Kemp’s December 19 article in the FCJ. The idea of frack sand mining in Fillmore County terrifies me! My husband and I have relocated to Fillmore County from Dallas, Texas and I love it here. Perhaps if you have been surrounded by the stunning beauty of Fillmore County your entire life it doesn’t seem so rare and magical. Perhaps if you have been involved in farming for your whole life or for many generations you may see the land as either tillable or not tillable, something to be bought, sold, owed, used. Well, I certainly have a view from the outside in and I am ready to plead to anyone who will listen; we must pass a moratorium and conduct thorough and unbiased research concerning both the short and long term impact of frack sand mining. I am reminded of a quote by Chief Seattle: “Humankind has not

woven the web of life. We are but one thread within it. Whatever we do to the web, we do to ourselves. All things are bound together. All things connect.” Andrew and I bought this little slice of heaven here...in Fillmore County, Minnesota...not in the Texas Hill Country, not in the Colorado Rockies, not on the Outer Banks of North Carolina...because it is so rare and magical. I humbly request that Loni (who provided me with the beautiful Norfolk Island Pine that is currently being used as my living Christmas tree) not only provide updates on frack sand mining but suggest “action items” for those that feel as passionately as I about maintaining the integrity of Fillmore County now and for generations to come. Suzette Thorby Lanesboro, MN

Correction In the article “Commissioners hear property tax complaints” in the December 19 issue if the Fillmore County Journal, it was stated that the Minnesota Department of Human Services shows temporary assistance for needy families increased to an annual rate of 54.8 percent in 2011 from 36.6 percent in 2010. What it should have read is that temporary assistance for needy families work participation increased to an annual rate of 54.8 percent in 2011 from an annual rate of 36.6 percent in 2010.

C ommentary One moment, please...

Keep sending us your photos By Jason Sethre Publisher Fillmore County Journal and Olmsted County Journal jsethre@fillmorecountyjournal.com Today marks an anniversary for the Journal. This newspaper, our last issue of 2011, closes another chapter in the history of our newspaper – now stepping Jason Sethre into its 28th year. One element of discussion at our company on a regular basis is the question, “how can we better serve our customers’ needs?” We ask ourselves this question every day. Today, over 12,000 calendars were distributed to every household in Fillmore County along with copies going out to paying subscribers of the Journal. This special gift comes to you with the generous support of businesses recognized throughout the calendar. Last year was our first year producing a high quality glossy calendar of this nature, and it was so well received that we knew we had a winner. I have seen the Journal calendar hanging on walls in houses and businesses all

throughout Fillmore County. There’s even a copy of the Journal calendar at the front counter of the Preston Post Office. Last year, we had local readers calling our office to order extra copies of last year’s calendar to mail to friends and family around the United States. It was really quite remarkable. And, as early as the first week of December this year, we had readers stopping by our office in Preston to find out if we were publishing another calendar and when it was going to be made available to the public. I’m not surprised, though. Who isn’t going to love getting a high quality glossy calendar with a local flavor? Everybody needs a calendar, and you don’t have to pay for this one if you live in Fillmore County. As a matter of fact, you can even save money on gas, because we’ll bring it right to your mailbox. What makes this calendar even more special, to me, are the photos provided by local people. You’ll notice Bob Smock, Jennifer Redalen, Tiffany Scheevel, Peggi Redalen, Sheena Suckow, Barb Laganiere, Maggie Vitse, Heather Kleiboer, Deb Hirsch, Cassandra Meredith, Liz Barrett, Darcy Erickson and Shari Jones made this calendar a keepsake. They captured the beauty of our region for each month of the year to share with others. And, I

R-P hopes to secure a Cooperative Facilities Grant for up to $20 million to partially fund a new Pre-K through grade 12 facility. A referendum in the amount of $8.9 million is expected to be put forth by the district to voters in 2012, if the legislature approves the grant funding. Senator Miller also participated in a luncheon, targeting the New School Initiative, with district staff and board members Kathie Ingram, Roger Metz, and John Nitecki December 13. “It was a good meeting” said Ehler. “Senator Miller understands his role in presenting our story and the bill in the senate.” The district will continue working with ICS Consulting to develop the project and engage the community, architectural firm ATS&R to create preliminary plans, and RCS Consultant Peg Larson to assist with lobbying the legislature for funding. In related news, the district has been notified that it is the recipient of a grant, in the amount of $6,995, to assist with a National Register evaluation, by the Advisory Council for Historic Preservation. A teammate was on the cusp. Braden Hanson, the Burros multi-talented 6’2” senior guard, came into the contest with 986 career points. Naturally, his teammates were trying to get him the ball. Nearing the end of the half, Hanson was 12 points closer, a shot away, from the milestone. The elbow jumper that did it is probably one Braden’s let fly a thousand times. But this free throw ‘J’ will likely be the one he most remembers, the one that’s most significant. As his coach John Smith put it, “It was a great accomplishment for Braden. He has put in a lot of time in the gym over the years and it was nice to see him rewarded for his efforts.” Hanson poured in 20 more points in the second half (34 for the game). He added 12 rebounds. His double-double, and a Burro 16-3 run to end the contest, helped make the night doubly delightful for black and orange fans (67-50 victory). Hanson has been a fixture

in the line-up since his freshmen year (7.4 per game), a starter since his sophomore (11.9 per game). A season ago, he averaged 16 a game. Through four games this year, he’s scoring at a 25/game clip. If he keeps that rate up (stays healthy), he could become the Burros all-time leading male scorer (surpassing Bill Johnson’s 1,352 points set in 1961). 43! …If Only 46 In HS basketball, scoring in double figures is a solid night. In the 3-Rivers boy’s battle between L-A and R-P, six players achieved the feat. Scoring 20-plus is a good night. Josh Ehlenfeldt, the Card’s well aimed 5’7” SG, hit the mark exactly. Scoring 30 happens every so often, and scoring 40 infrequently. R-P’s Nick Thompson scored 22… in the first half. He added 21…in the second half. Trojan number 21’s spot in the book was well marked; Thompson lit up L-A for 43! He needed another bucket. He had the chances. A Trojan press allowed the home squad to lead most of the first half, but a 7-0 run midway through the second gave L-A a six-point lead. It got as high as eight. R-P cut it to

two (71-69) at the 2:16 mark. At that point, a rare situation occurred. R-P didn’t foul; L-A was far from the bonus. The Card’s, meanwhile, were out of timeouts; they had to throw the ball in-bounds. A frantic game of desperate in-bounds passing and defense ensued. R-P’s franticness won out, sort of. They forced a number of TO’s and got five (threepoint) attempts at taking the lead (and another at a tie). Finally, with 3.9 seconds left, the saga repeated itself. L-A desperately in-bounded. R-P desperately played ‘D’. R-P got their steal. They got the ball to Thompson. With seven trifectas already under his belt, he launched for number eight (his third go-head attempt late). It careened off the rim. No exclamation point was put on Nick T’s splendid night. L-A escaped with a 71-69 win. Neither team scored in the final 2:16. It was the Card’s balance that proved critical. Ehlenfeldt led the way, but Nate Reps (16), Cole Weaver (11), John Nahrgang (10), and Justin Wise (9) all supplied offense. Thompson was R-P’s offense. He made 16 of 24 shots. Trojans not named Nick went 2 of 23 from distance and 8 of 37 from the field total. Have Guard’s Will Travel It’s nice to have senior guards, players who’ve battled, played critical minutes in critical games; those

who can be clutch. It’s nice to have good guards period, even of the non-senior variety. Sophomore Sidney Irish was the one to lead the Chatfield girls early against R-P. Her sweet shooting netted her 11 first half points. An 11-2 Gopher run to end the first put them up 27-24. Amy Todd was R-P’s counter. The 5’9” junior gave up a lot of size inside to Chat’s frontline (both 6’1”). Todd’s offense was to miss her first shot, but then rebound it and put it back in and/or draw fouls. She tallied 16 points (8 on FT’s) and 11 rebounds (7 offensive). But in the end, it came back to Chatfield’s senior backcourt of Erin Kammer and Sarah Costello. Kammer’s driving lay-up with 1:01 extended the Gopher lead from three to five. Forty-three seconds later, she went to line with her team up one (46-45). She only made the first, but a miss, an offensive rebound, and a foul put Costello on the line. She sank both attempts, giving the guest a 49-45 lead with 11.7 seconds remaining. Kenzie Lind subsequently nailed a triple, but the clock ran out without an inbounds pass. Chat held on, 49 to 48. Costello and Irish each netted 13. MaKenzie Miller added 10. For R-P (besides Todd), sophomore G Kendra Crawford returned (concussion). She did so successfully (12 pts, 5 rebs, 5 stls, 4 assists). The Trojans

We know that sometimes life deals us a bum rap, situations can occur that we have little or no control over financially. In today’s ever-changing economic cycle, job challenges arise that may have caused financial hardships or unexpected medical emergencies may have dealt an unfair blow. As much as we try, sometimes it is very difficult to rebound from unexpected or out-of-control finances without help or understanding from some outside source. We want that opportunity to help. Re-establishing credit can be as important as buying a car. We have lenders working right now to finalize loans. Let’s see how this program works: From the start, our customers are under no obligation to enter this program, they can say no at any time. This program is designed to re-establish their credit in as short a period of time as possible. Other dealerships offer “Buy Here - Pay Here” operations. Generally, you buy a vehicle they want to get rid of, and no credit is established since they do not report to the credit bureau (unless payments are not made) and there are no warranties or guarantees. If credit is established, it’s only with them so people are trapped inside their spiral of driving less than

out-rebounded the bigger Gopher’s 32-24, but were doomed by a sixminute late-second-half scoreless streak. Chat is 3-1 in the Three Rivers, 4-3 overall. R-P is 1-5 overall and in conference. Second Half Tale For one half of the R-P versus Chatfield boys contest, it wasn’t a contest. R-P’s trapping defense forced Chatfield into 13 TO’s. The Gophers made two FG’s and registered just 12 points. Meanwhile, Nick Thompson and Trent Vix combined for 22 of the Trojans 28 points. R-P got the first bucket of the second half, but then Chatfield went on a crazy 24-8 run (making 9 of 11 shots), bringing the score to 38-36 Trojans. With 1:30 left, the score was still tight at 54-50. But R-P finished the game out 7-0, stellar free throw shooting (14-17 on the night) a key. They withstood the comeback and walked away with win #2, 61-50. Coming off a 43-point night, Nick T. was pedestrian with 25 (6-8 on threes). Coming off a poor shooting night, Vix scored 17 while adding 6 rebounds and 7 assists (unofficially). Nate Southern Skare and Tyler Lund had 10 apiece for the Gophers. 507 Chatfield is 2-2 in 3-Rivers, 2-4 overall. R-P is 2-2 in league/overall. See SPORTS Page 10 

PRESTON

Continued from Page 1

southeast region, Lewiston was the first to have an assessment. The Preston assessment took two days. Field Services Supervisor Robert Norlen presented their findings for Preston. They had interviewed current and former members of the service. Rural ambulance services across the nation are having difficulties with recruitment and retention of volunteers. He said with the assessment we are trying to determine what can be done to make a difference. Norlen made it clear that “one size does not fit all.” They attempt to define the specific needs of this service. The next step is to develop a strategic plan taking into account the recommendations of the board. Southeast regional specialist Holly Hammann-Jacobs will be available to help implement the recommendations. The service now has 14 EMTs and 13 first responders. Typically, there are about 160 to 190 calls per year. The service has two well-equipped ambulances. To assist with staffing problems the service has a hardship variance that allows for one EMT and one first responder, rather than the normally required two certified medical technicians. The service has an above average collection rate at 94 percent. The service gains its revenue from charges for the service, along with city and township assessments. Preston, like other rural services, has had problems with recruitment and retention, especially in filling out the daytime schedule. However, 13 firefight-

ers and EMTs have been recruited recently. Dr. Daniel Hankins, ER physician at St. Mary’s, serves 16 ambulance services, including Preston as the volunteer medical director. Every service is required to have a medical director. The community can support the service by allowing an employee to leave work when paged, which is critical for daytime coverage. Recommendations Matt Simpson, St. Paul Fire Department, noted that there has been improvement since the hiring of Ryan Throckmorton as director. Along with administrative duties, he provides 40 hours of daytime EMT coverage. Written policies and procedures need to be clearly understood and enforced. Other recommendations involve greater community involvement, public awareness, and the development of a community outreach program to get young people interested in giving back to their community. It was suggested that the service continue with a billing service. Simpson emphasized several times that in their interviews of EMTs, the need for flexibility in scheduling especially on weekends was a concern. Other recommendations included raising volunteer pay rates and an educational stipend for conferences. He suggested getting the medical director more involved and establishing a relationship with the hospital for quality assurance and review. Follow Up The council passed a motion to receive the report and to direct the staff to start implementation of the assessment plan. Throckmorton recommended

the city return to its old billing service, Ambulance Claims Processing. The council approved his recommendation. The cost is the same as with their current service, Expert T billing. City Administrator Joe Hoffman explained because Throckmorton is not eligible for overtime, he can accumulate “administrative leave time.” Because of the scheduling shortage from June through October, Throckmorton could not find time to take off for time spent after hours in meetings. Hoffman said things have improved in the last six weeks. However, with 96.5 banked hours Hoffman suggested a one time $1,500 payment to pay the hours down to 30. The council approved the one time payment. The administrative leave time will now be capped at 40 hours for Throckmorton. Other Business In Brief •The city’s 2012 final budget was approved and the 2012 final levy was set. The figures were unchanged from the preliminary budget and levy set in September.

•Greg Johnson has agreed to sell three parcels to the city for $19,900 in the floodway. The council adopted a resolution to authorize an application for a DNR Flood Grant. The DNR will pay half of the cost of the purchase and the restoration of the property to green space. •A resolution to accept donations made to the city in 2011 was adopted. Many of the donations were to the NTC. Other donations went to the library, equal play playground, ambulance and fire department. •The city staff decision to make an emergency replacement of an engine block on one of the city’s primary plow trucks was approved. The repair will cost just over $19,100. •The council approved a $500 donation to the Southern Minnesota Initiative Foundation. This is the same amount that has been contributed to the foundation in the past.

•As recommended by the EDA and the National Trout Center (NTC) steering committee, the council approved employing Tourism Director Kathy Dahl an additional day per week to work as the Communications, Marketing and Development Officer for the NTC, effective January 1, 2012. •As recommended by the EDA and the NTC steering committee, the hire of Karin Grimlund, Rushford, as the NTC Program Coordinator and Operations Manager was approved, effective January 1, 2012. •As recommended by the EDA, the council repealed the Revolving Loan Fund ordinance to replace it with a Revolving Loan Fund Policy. Hoffman explained a policy is easier to change when necessary. EDA chairman Dwight Luhmann said they wanted to review the guidelines yearly and could recommend changes.

The total levy is $1,621,231.60, which is a 5.54 percent increase from last year. Superintendent Richard Keith explained that the reason for the increase in property taxes is the changes the state legislature made, getting rid of the Homestead Market Credit and replacing it with a Homestead Market Exclusion. This excludes part of the property value from being taxed. Taxes have to go up in order to cover the money the state was once paying. Keith also gave the Principal’s report for Heath Olstad, who was not present at the meeting. Keith explained that Olstad has recently learned Virtual Reality Education Pathfinders (VREP), and has attended a meeting about it in Rochester. VREP is being used in educational settings to expand their learning through the use of virtual reality and three-dimensional projects. Keith said it can be used in many areas, including science labs, agriculture, technology, and math. Studies have shown that students learn faster with these models, and retain more information. Five students from Fillmore Central will be attending a two-day training, and will bring what they learn back to the school. The Virtual Reality system and training is $5,000, and can be used by many students. Staff Changes The board approved the resignation of Kori McCabe from the daycare. They also approved a mater-

nity leave request from elementary teacher Marit Janssen. Diane Keith’s position went from .5 FTE to 1.0 FTE to take the place of Nancy Byrne when she retires. Julia Olstad was hired as a longterm substitute for the high school science position that will be available second semester. Andrea Hellickson and JaslynnJo Kraemer were hired for the daycare.

Elementary principal Craig Ihrke reiterated the district’s look at the reading program. Ihrke reported that he had made visits to other schools and viewed other reading plans. Principal Ihrke also highlighted the Books for Bikes program where students could win tickets for completing a book. The more tickets that the students received, the better chance they would have for winning a bike. Finally, Ihrke stated that the elementary school will be beginning a student

council. Elections for officer positions will be taking place soon. Secondary principal Randy Paulson mentioned a few items to the board. First he informed the board about the Stop Hate Speech Now program that all Chatfield ninth graders attended. The event was held at Mayo High School. Also, Paulson went to Houston Public Schools to learn about Houston’s alternative learning program. In the future, Paulson felt that the program could help Chatfield add additional classes, help students make up classes, and enrich Chatfield’s learning environment. Q: Farmland has been increasing in value and I have been raising the value on my balance sheet. What if prices would decrease? A: Bankers have learned from the ‘80s that land values can fall. We are more interested in cash flow than collateral values. We now adjust the balance sheet numbers to reflect a true earned change. Net worth can increase or decrease due to fluctuating land prices but this does noes not affect your borrowing status with the bank.

Can I have a visitation and viewing if I choose cremation? The ways that individuals choose to plan their funeral have changed so much in recent years. People often have questions about cremation. You can choose to have a visitation with a viewing, followed by a traditional funeral service, and then be cremated. At our funeral home nearly half of the families who choose cremation choose this option. People often see the value of having a viewing and getting that chance to say their good-byes. The other option, of course, is to have a cremation first, followed by a memorial service. In either case most people still choose to have their cremated body buried in a cemetery. This allows family members to have a place to pay their respects. At Hoff Funeral Homes we operate our own crematory; this insures families that your loved one never leaves our care. With all of the options available to people today, we strongly advise people to pre-plan their funerals to ensure that their wishes will be carried out.

Do you have a question that needs an answer? There are people out there who have answers! Area experts are on hand to help you out. Just submit your questions to the Fillmore County Journal or any of our Local Experts. Once a month, the Journal will publish this “Ask The Expert” feature to answer all of your burning questions.

The 4% Rule… When most of us are asked how much money we’ll need in order to retire, we have more questions than answers. Some might use a best guess. In 1994, William Bengen, a financial planner wrote an article about a concept he named the 4% Rule. This “rule” asserted that retirees who withdraw up to 4% of their retirement each month (adjusting for inflation) should be able to make their funds last for 30 years. His “rule” has proved sound for every 30 years since the 1920s. Basically what it tells us is that we need a portfolio that’s 25 times our annual expenses. Social Security, annuities and pension plans are likely to cover a small portion of that, a portion that continues to decrease. Using this 4% Rule, we can determine the age at which we may be able to retire. If we consider using a 3% withdrawal rate and incorporate some miscellaneous income we may earn during our retirement years, we can stretch our income even further. So, take a moment to look at some hard numbers and plan to enjoy your golden years using the 4% rule!

Does sTagIng Really HelP sell a Home? Absolutely yes! Think of staging your home like preparing for a job interview. You want to be prepared and make a good impression. It’s about perfecting the art of creating moods. Staging makes your house look bigger, brighter, cleaner, warmer, more loving and, best of all; it makes home buyers want to buy it. There is no doubt that Staging enables potential buyers to visualize living there, which is exactly the goal of Staging. Clutter will likely have been removed as has any furniture that simply took up too much space. Equally, a Home Staging project may have included more eye catching fixes such as patching holes in walls, removal of minor things such as a personal Santa Claus collection that previously adorned an entire wall. The Real Estate Staging Association released home Staging Statistics and the results of their February 2009 study confirms that from 2007 and 2008 Home Staging is still working in a down market. This proves that professionally staged occupied homes sold 46% faster in 2007, and 89% faster in 2008. Staged vacant homes previously on the market sold 68% faster in 2007 and 85% in 2008. Staging is an investment of more time than money in most cases. “Staging Your Home will Always be Less than a Price Reduction On Your Home!” We want yours on the top of their list. Remember you only get one chance to make a great impression! Free Staging Consultation are available.

Scott Springer, Attorney

Foreclosed property may have potential for profit due to the need of the foreclosing bank to quickly recover as much of the foreclosed loan as possible. However, there is a larger amount of paperwork involved in purchasing foreclosed property and most of the time the Seller is very strict in their closing procedures, allocation of costs, and timelines. Because of these limitations, and the likelihood that deferred maintenance is an issue, a buyer needs to closely inspect the property very early. Other things to watch out for are unpaid property taxes and utilities which may become liens against the property. Ordinarily the Seller will agree to be responsible for these costs, but the Buyer must ensure that it is done. Additionally, the Seller may provide the Buyer with a title insurance policy, but the title insurer is usually the Seller’s closer, so checking their work with your own attorney is advisable. Other options, including a short sale before the foreclosure sale, or during the redemption period come with their own difficulties. The advice of a competent attorney is advisable in each of these situations.

All dogs and cats should be vaccinated to protect them from rabies even if they are “only barn cats.” On December 1, a stray kitten taken in by an Olmsted County family tested positive for Rabies. The cat was born and raised in Southeastern Minnesota. A total of 7 people and 15 other cats were exposed to this disease. Rabies affects the nervous system, and signs can vary greatly so it is very important to have pets examined by a veterinarian if they are not “acting right.” Also, keep all inside and outside animals (including barn cats) current on their rabies vaccinations even if they do not go outside. Finally, report any bite wound received by you or your family members by any domestic or wild animals to your health care provider whether or not you think it needs treatment. Please call us if you have any questions or concerns about Rabies.

The meaning of the holidays

Mettler Family Chiropractic P.A.

105 S. Broadway, Spring Valley, MN 55975 (507) 346-1077 Hrs: Mon thru Fri. w/evening hours available. Q: How can i prevent back injury while shoveling snow this winter? A: Shoveling snow can wreak havoc on the musculoskeletal system. The American Chiropractic Association suggests the following tips for exercise of the snow shoveling variety: • If you must shovel snow, be careful. Listen to weather forecasts so you can rise early and have time to shovel before work. • Layer clothing to keep your muscles warm and flexible. • Shoveling can strain “de-conditioned” muscles between your shoulders, in your upper back, lower back, buttocks and legs. So, do some warm-up stretching before you grab that shovel. • When you do shovel, push the snow straight ahead. Don’t try to throw it. Walk it to the snow bank. Avoid sudden twisting and turning motions. • Bend your knees to lift when shoveling. Let the muscles of your legs and arms do the work, not your back. • Take frequent rest breaks to take the strain off your muscles. A fatigued body asks for injury. • Stop if you feel chest pain, get really tired, or have shortness of breath. You may need immediate professional help.

My steering feels loose. Any ideas why?

The most common causes of steering looseness include worn tie rod ends, a worn idler arm or center link (on vehicles without rack and pinion steering), a worn steering gear or a worn steering rack. WARNING: Don’t put off having your steering looked at because a failure of a critical component could cause loss of steering control! The inner and outer tie rod ends should have no perceptible looseness. Worn or loose tie rod ends are especially dangerous because if one pulls apart you’ll lose steering control. Worn tie rod ends can also cause rapid tire wear. If you have a rear-wheel drive vehicle with conventional steering (not rack and pinon steering) the idler arm should have no more than the specified amount of maximum play. If your vehicle has a lot of miles on it, the steering gear or rack itself may be worn. The only cure for a center wear condition is to replace the rack with a new one (an entire new rack assembly). Sometimes the steering will feel loose because of a worn U-joint coupling in the steering column. loose or worn wheel bearings can also make the steering wander and feel loose.

sales Tax Just this week I had a local person looking for a vehicle. I was in the process of locating a vehicle when I contacted the potential customer and he said he was going to look at a vehicle from a private party. This customer was under the impression that if you buy a vehicle from a private party that there is “NO” sales tax. No vehicles are exempt from sales tax. You pay 6.5% on both new and used vehicles in the state of Minnesota. On vehicles over 10 years old and sold for under $3,000.00, the sales tax is a $10.00 flat tax. Thus the phrase that “there are 2 things for sure in life - death and taxes,” is still so true today. I hope everybody had a Merry Christmas and I wish you all a Happy New Year.

By Mitchell Walbridge When choosing what to write about this week, I knew I needed to somehow incorporate a holiday theme into the column. That being said, it’s that time of year again— the holiday season. Thanksgiving, Christmas, and New Years all almost fall Mitchell within the Walbridge same month. It is an exciting and festive time of the year, but do we get caught up in some of the wrong aspects of the holiday season? While retail companies know how to manipulate human psychology with grand advertisements, an abundance of deals, and tremendous markdowns on prices, all of the retail shopping days--Black Friday, Cyber Monday, and Green Monday--seem to point to the answer ‘yes’. Although I’m not trying to discourage gift giving and bargain shopping, there are often some other holiday aspects that are left out or forgotten. Just a little over a week ago, the juniors and seniors of Lanesboro High School took a field trip to view a production of Charles Dicken’s famous novel “A Christmas Carol” at the Guthrie Theater. I am pretty sure most people have either read the book or watched some version of the movie. If not, I hope you have at least heard of the title. Even within the Guthrie Theater’s exhilarating performance and elaborate special effects, the traditional theme of the play was exactly the same: Christmas and the holiday season is a time to celebrate, forget past disputes, move past selfishness, and learn to value friendship and charity. All of these are admirable goals to accomplish for the coming of the New Year. So what can you do to make a difference? First of all, most of us have that extra change floating in our pockets. Red Kettle volunteers are out for more than a month collecting donations. Second, toy drives are a great place donate, and there are many around our area. When you’re out shopping, it is simple to pick up an extra gift. Third, give a monetary gift to a charity. Recently, the Lanesboro FCCLA chapter (Family Career Community Leaders of America) ran a “Buy a Burro” campaign to buy a donkey for a family overseas. Remember, these are only ideas that scratch the surface of what you can do. We all have a character from A Christmas Carol that represents us. Read through the descriptions and find your personality. The selfish Scrooge: The individual who only thinks of himself and his own well-being. Bob Cratchit: The over-worked individual who is good-hearted and contributes what he can. Fred: Scrooge’s nephew who is uplifting and embraces the true meaning

of the holiday. The transitioned Scrooge: A generous individual who cares about others’ wellbeings and is willing to do everything possible to help others. To end, I hope everyone has a wonderful Christmas and New

Year celebration. Good luck with the 2012 New Year’s resolutions! Mitchell Walbridge is a student at Fillmore Central High School. He is one of 8 area students participating in the Journal Writing Project, now in its thirteenth year.

Monday, December 26, 2011 and Norwegian baking before ranking our list of favorites---a very difficult task. The two girls’ recipes did not rank them at the top of their categories, but there was one more award to be handed out. I let the contestants know that I wanted to choose one recipe to be printed in my column this week, and it had to be quick and uncomplicated because working moms need to ration their available time. Lo and behold, the recipe that fit the bill came from one of the girls! And now, the misty eye, reason for the season moment. When talking to the girls about the recipe and asking the parents for a picture of the girls for the paper, it was the father who had the recipe memorized and who often helped his girls make the scrumptious treat. The

we were surprised to find two little girls who had both submitted a recipe and, along with their parents, brought their wrapped treasures to be judged. This was unexpected, because even though there was no age limitation, only adults had entered in the last three contests where I judged. As they smiled and hovered over the items they brought, I asked the girls to make sure not to tell me what they brought because it was supposed to be a secret--the recipes were not tagged with the creator’s name so we judges would not be biased in any way. However, as they proudly and quickly pointed to their plate of goodies, the secret was out. Finding the Spirit With the Christmas season (yes, I said Christmas and not “holiday”) filling the air with kind spirits and rekindled sentiment, it is easy to get consumed by the warm feelings that Christmas brings. Childhood memories become clearer as I unwrap each tree decoration and those memories are the reason for my eyes being misty for most of December. But every once in a while, a new memory edges its way in as it did one cold and rainy December night two weeks ago. Just recently, I had the pleasure of judging a baking contest in Chatfield. My partner judge, Shirley, was just as I remembered her…kind, funny, and quick with a joke, and I can see why my mom enjoyed her company. As the baking contest got underway,

girls quickly (and quite professionally I might add) found a place to pose for their photo and smiled like they had won the Betty Crocker contest of the year---it was awesome. And, as I drove home, I was thankful to the

girls who sparked my first feelings of the Christmas season and for their parents who took the time to participate with their children. Thank you girls and hope you had a Merry Christmas!

Is the land rent bubble starting to boil? Jerrold Tesmer Extension Educator Fillmore/ Houston Counties Last year, I started out by asking if we were looking at a land rent bubble. A couple Jerrold Tesmer of weeks ago I completed the Houston County Land Rent Survey, and now have results from the Fillmore County Land Rent Survey. In those two surveys, not one landlord or renter projected rents to decline from 2011 to 2012. With the new Fillmore County Land Rent Survey results, I may have been premature thinking we had a land rent bubble last year. In addition to those that respond-

ed to the land rent survey, I would like to thank Tammy Martin, FSA Director, for doing the mailing with the FSA newsletter. The response numbers were down slightly with 118 usable parcels which totaled 11,697 tillable acres. In the survey, I asked for both the 2011 actual rent paid and a 2012 projected price per acre. To jump to the bottom line, the average rent reported paid in 2011 was $189.08 per tillable acre. Rent for 2012 is projected at $210.00 per acre. We also had a huge range, from $50 $420 per acre. This is the sixteenth consecutive year for the Fillmore County Land Rent Survey. In eleven of those years the actual rent reported in the following years survey was higher than projected, in five years, it was less than projected. I’m looking forward

to next year’s survey to see what happens. The last few years, I have sorted by acreage size and have seen similar discounts. Parcels 20 acres or less received $172.10 per acre. Those from 21-up to 80 acres averaged $163.40 per acre. For 2011, that is about a $17 discount for small parcels. I was surprised and have no explanation why the mid-sized parcels were discounted $26 so a greater discount than the small parcels. When rental payments are made is also of interest. Remaining the most common by far is the first half payment in the spring and the second half in the fall. Completed responses included: ½ spring, ½ fall 65 percent All spring 18 percent All fall 5 percent Other 11 percent (monthly, 1/3-2/3, quarterly, etc.) When I look at the 2011 cash rent reported at $189.08 and compare it to the 1996 cash rent reported in the original survey of $75.00 per acre, it works out to an average increase of $7.13/acre/year. Much of that increase came in the last few years.

FILLMORE COUNTY JOURNAL

Other information gathered with the survey include: 13 percent rent from a family member, and averaged $145.05 /acre; 9 percent have other facilities such as grain bins or pole sheds included. 25 percent report having some sort of flexlease. For those townships with three or more responses, I do a township average and range.
