O’Connor also mentioned that Representative Greg Davids was going to be speaking to legislation on February 8 about exempting Lanesboro from historic requirements for renovation of the dam. City Administrator Bobbie Vickerman will be in the Twin Cities at the time and has agreed to testify. The State Historic Preservation Office is requiring the city to use historically accurate materials to repair the dam. This would make it a much more expensive project. Also, Tim Walz’s office in Washington, D.C. is aware of the situation and they are looking for options to give the city some assistance. Whittier Street Assessments Robert Thompson returned to the meeting with a few of the residents affected by the Whittier Street assessments. Jim Bakken was selected by the Preston Public Utility to be the new Public Works Director effective January 24. City Administrator Joe Hoffman said they had an excellent candidate pool to choose from. Mayor Kurt Reicks was absent. Licensed Contractors Hoffman updated the council on the Minnesota statute that requires residential contractors to be licensed. Planning and Zoning has directed Hoffman to work with city attorney Dwight Luhmann to draft a “home owner affidavit.” A home owner can do his own construction without a license, but if the home owner acts as the general contractor and hires one or more contractors to do the
work, they must be licensed by the state. Minnesota statute 326B.85 states that “a political subdivision shall not issue a building permit to an unlicensed person who is required to be licensed under sections 326B.802 to 326B.885.” Luhmann explained this is a requirement of every city in the state. The statute is intended to protect the home owner. It does not apply to contractors doing work for a commercial entity. Other Business In Brief •The council approved the hire of Ruth McGarvey as an EMT as recommended by director Ryan Throckmorton. She has volunteered in the past with the Preston Ambulance Service and is taking a refresher class. See PRESTON Page 8
County ordinance revision likely for excavation of materials and minerals By K aren R eisner

Much of the discussion at a very busy Fillmore County board meeting on February 7 concerned the current controversy involving sand mining. About a dozen citizens spent most of their morning demonstrating their support for a one year moratorium on silica sand mining and processing. David Williams, Prebble Township, spoke on behalf of Southeastern Minnesotans for Environmental Protection (SEMEP). He suggested the moratorium will allow time for “review and study”

of the zoning ordinance. He outlined what they felt were the inadequacies of the current zoning ordinance (Section 721) which includes the excavation of materials and minerals. The ordinance does not have listed prohibitions or guidelines for on-site washing or processing of sand. Williams suggested sand mining projects should have ongoing reclamation in a multistaged project. He believes there are inadequate enforcement tools for reclamation. C ommentary Extremes? By Andrew Kingsley A few weeks ago, Karen Reisner wrote a very good commentary on the impact and importance of a third party candidate. I can really appreciate that she takes the time to use factual and informative means. I feel she was right in many ways, particularly about our Andrew need for influKingsley ences outside of the “two” established parties. However, I do take issue with one of her points. She referred to the “extremes” of both parties controlling the parties. She and the many others who make similar statements are very correct, but they are wrong in insinuating the far left controls the Democrats and the far right controls the Republicans. No true faction of the right is actually represented in government today. The proof is not in what either side says, for they sound very different from one another. Rather, the proof is in how they govern. There is no distinguishable difference. The truth is that the extreme left element of each party controls the parties. It is just obscured by our politicians and the media. They call it “moderate.” I beg any party followers to hear me out. Somehow, they have managed to shift the paradigm of what “moderate” means far to the left of where it was just a couple of decades ago. Many of you who were born and raised as “values Democrats” would actually be far to the right of where the Republicans stand today, if looked at objectively. And conversely, the Republicans govern far to the left of where the Democrats stood not long ago. It is so much simpler than those in power/media cloud it from appearing. For example, if you believe in spending within our means rather than mortgaging our children’s Editorial Cartoon
future, you are far to the right of both parties. For both insist on increasing spending to maintain and grow their power, which directly diminishes ours. If you believe that our elections should provide choices to the people, you are far to the right of both parties. For both take us in the exact same direction, while claiming to be different from one another. If you believe in following the Constitution which permitted the prosperity and greatness we have enjoyed, you are far to the right of both parties. The list goes on and on. The point is, there isn’t any representation of the right or true moderates anymore. I believe most Americans could agree on such things as listed above. There are virtually endless arguments and proof as to why the most limited government with maximum Liberty is what’s best for each and all. But, if there were ever a pertinent argument for our day, it is that we need to stop them from continually dividing us. How could we be so dense as to allow a monopoly of “two” groups that do the exact same thing, to pit us against one another? They are the only ones who benefit from it! We each have a different idea about how things should be done and how our lives should be led. The one thing we all have in common is that we don’t want nor need someone else telling us what to do. If you wish to see an end to our division, than we must put an end to government sticking its nose into every part of our lives. So long as man is allowed to rule over every aspect of men’s lives, hostility and division is sure to exist. As soon as we stop having the ability to tell one another what to do and how to live, we may return to the days when we saw only that which we have in common, in our neighbor’s eyes. So long as you don’t infringe upon another’s Freedom, your life should be yours to live. Only those who fear they could not impose their desires upon others could feasibly be against returning to Liberty for All.
The next time you hear the pundits say, “It’s another attempt by the far right to….” Ask yourself, “What far right?” Who in government even attempts to be moderately right? If the right had any control over the Republicans, we would see massive government cuts whenever the Republicans had control. We see no such thing. Look at the Bush years. Our budgets and debt climbed more and faster than ever before. Our state Republicans are totally unwilling to practice what they preach, too. Obama and his beloved Dems have added more to our debt in three years than all the presidents from George Washington to George H.W. Bush, combined. We can’t even get the Republicans to contain spending, let alone cut any. How can we expect the Dems, who are even further left than them, to do any better? But why won’t even the Republicans who preach fiscal responsibility cut? The white elephant in the room is that all those in power at the state and federal levels are absolutely terrified of cutting back on spending. It is easy for all of us on the outside to see that we cannot afford to keep doing what we’re doing. Our politicians hear it from us all the time and see it for themselves. The difference between them and most of us is that they have actually considered the consequences of cutting spending. Given that they have enslaved such a gigantic portion of us to their government handouts, they know that same faction of people (a majority by now, I’m afraid) would be calling for their heads on sticks once they realized the effect it would have on them. If you think you see anger now, wait until the handouts stop. We’ve become a bunch of spoiled brats who actually think we “deserve” our luxurious lifestyle, whether we earn it or not. The politicians know the anger will be rightfully fixed on them for destroying our wealth, and most importantly, it will cause them to lose elections and therefore their precious power. So what is their solution?
They will just keep spending/“printing” at uncontrollable levels to keep us satisfied enough for now. What’s the price for this? Guaranteed collapse of our financial system. We have moved into unprecedented debt territory, threatening the security of our lives more than any foreign power or terrorists ever could. No amount of optimism can change that this is not just “another bill to be paid,” as some say. Get with reality here! It is not mathematically possible to pay it off anymore. Period. We could make the government’s budget $0 for the next many years and still not even come close to bringing things back within reason. The left (i.e. Dem. and Rep.) believes in big government solving our problems and taking care of us. And that is where we stand today. Everything about our government today exemplifies liberalism. The left has everything it’s been working for, right now. This is what it looks like. And if we continue it, our problems will compound right along with it. The left would deny that they are satisfied with the government today, but that’s because it’s too big for anyone or anything to grasp or control anymore. That is the consequence of “progressivism!” The left forgets that the government can only give us what it first takes from us, and at that only the small remainder of what survives their bureaucracies. The left forgets that government cannot solve our problems, only make them. I fervently believe in many of the socalled humanitarian liberal ideals, but I know with every fiber of my being that government cannot do

for us what we are unwilling to do for ourselves and each other. If you are not capable of taking care of your neighbor and self, then government isn’t going to be able to do it for you, on your behalf, with only what it takes from you. I believe in compassion towards our fellow man. Many of great faiths and people far wiser than I have taught us that caring for and helping one another is the most important thing in life. But what wise man ever taught what we should take from another? Or that we are entitled to that which another has, solely because they have it and we don’t? We must remember that even the poor in this country have great wealth in comparison to much of the world. Do they then deserve what we “poor” in this country have? My family of five lives well below the “poverty” level in this country. Yet I assure you, we are far from poor. Our focus must shift from taking to giving. Stop lustfully looking to the wealth of others at the expense of yours. Until you have first given all that you can, you are but a hypocrite to take from someone else to do your bidding for you. And if you were to truly give all that you can, you would be one of the first and only since the likes of Jesus to do so. I suspect that would inspire people to give far more than could ever be taken, just as He did. We will always have more to give than what can be taken, for our greatest fortune lies within each of us. That wealth is our only hope.

Letter about frac mining To the Editor, I would like to publicly express my appreciation to the Fillmore County commissioners for deciding to hold a public hearing on February 28 on issues related to frac sand mining. Whatever the eventual outcome of the process they have initiated, some of the citizens they represent are going to be disappointed. But their decision to move forward with deliberate speed is an example of the kind of leadership we expect from a representative government that tries to balance public and private interests. Far too often, we citizens fail to appreciate the hard work and difficult decisions confronting the people we elect to represent us. So, I offer a simple thank you to all the commissioners. Don’t you think the City of Harmony would be more welcoming and collaborate on this if he handled the event differently? He says this is a salute to veterans, but he is exclusive -- only Afghanistan and Iraq. Screw the rest of the veterans. This is just one big party for Cory and his buddies. Heck, his entire security team gets paid in beer. His brochures say “Over 100 Kegs of Beer!” and the primary focus is about the rock bands. Not about the vets. Regarding profits, in Cory’s write-up (http://fillmorecountyjournal.com/ main.asp?SectionID=35&SubSecti onID=122&ArticleID=27515&T M=22864.53) he was talking out of both sides of his mouth. He said, “The first year I contacted Wounded Warrior Project and MACV. I wanted to start an event where a portion of the profits would go to benefit these organizations.” Then, in the same piece that he wrote, he said, “I was asked, at the last council meeting, what I do with all the money. Would anyone else be asked or expected to share this same info?” Cory, tell people how much money was raised at the end of the event and have a ceremony with a photo to let everyone know how much money was donated to an organization such as Wounded Warrior Project and MACV. Regarding this event helping the local businesses, I beg to differ. As one person in this thread of comments said: “Daily trips to kwik trip at $40 or so in ice,water,gas and etc.” Great, why don’t you drop off a check in LaCrosse, Wisconsin, on your way out of town. Kwik Trip may employee a few local people, but Kwik Trip is not local. All profits, period, go out-of-state. Ask around town regarding the “increased business” from this event. Everyone pays to get into camp at Dobie Days, they eat there, they drink there and they sleep there over the entire weekend. A few locals meander home, but the rest stay put and don’t spend money locally like what Cory and his friends say. Lastly, what do you want people to think of Harmony. Is the intent to create “mini-sturgis”?

In the service Cole A. Olson Cole A. Olson has joined the United States Army under the Delayed Entry Program. The program gives young men and women the opportunity to delay entering active duty for up to one year. The enlistment gives the new soldier the option to learn a new skill, travel, and become eligible to receive as much as $85,536 toward a college education through the Montgomery GI Bill and the Army College Fund. For those who qualify, new soldiers can earn up to $65,000 for student loan repayment. After completion of basic military training, soldiers receive advanced individual training in their career job specialty. Olson graduated in 2011 from Lanesboro High School. He will report to Fort Benning, Ga., for basic training in February. He is the son of Sara Kujath and stepson of Todd Kujath of Preston.

assessments were not fair. He believed that he and the people there with him were assessed for utilities that they did not get. He noted that there were no special assessments on Highway 250 when streetlights were installed. “When you assess for one utility, you have to assess for all of them,” he said. Thompson also spoke about the assessments done at the same time on Maple Drive. Those people were assessed 100 percent of the cost because it was
new construction. The people on Whittier Street were assessed 25 percent of the cost. The project on Maple Drive ended up costing $80 a foot, and the Whittier Street Project was $175 a foot. O’Connor said they were told the work on Whittier Street would be more involved, hence the higher cost. Council member Tom Dybing, who lives on Maple Drive, said they already had storm sewer and water lines when they purchased their lots, and that was included in the value of the lot. “You have to compare apples to apples, Bob,” he said.
Rahn said they had already had the engineer explain the costs to everyone. Allen noted that Thompson had already taken this issue to court, and they already made a decision. She didn’t feel it was their place to go against that. Thompson said he wants the assessment on the utilities to be removed. O’Connor said he would undertake a search to see how other cities assessed their utilities and he would get back to Thompson. “We just want you to be fair about it, that’s all we’re asking,” said Thompson.

Other Business Mayor Rahn said the Lanesboro LLC has asked the city if they are interested in purchasing the lot where the grocery store is located before they put it on the market. Rahn felt they were not interested, and Council member Keith Eide agreed the city is in no position to purchase a lot right now. At the recommendation of City Employee Andy Drake,

the council approved the purchase of a new street sweeper for $85,500. The first payment is in the street budget for 2012. A liquor license was approved for the Art Center for 2012. A public hearing will be held on a Small Cities Grant on March 5, 2012 at 5:30, as part of the grant process. Kay Wold was approved for appointment to the library board.

Travel back roads and small towns with photographer Doug Ohman as he explores the stories and history of Minnesota through historic buildings that are quickly disappearing. Doug will share his experiences,
photos, and information about a variety of sites from Minnesota’s oldest Courthouse to the last Civil War recruiting station. Doug is a freelance photographer and popular public speaker, who has traveled throughout the upper Midwest photographing historic architecture. Over the past seven years he has been working with the Minnesota Historical Society on the popular book series, “Minnesota Byways.”
Books will be available for purchase and signing at the program. Sponsored by the Chatfield Public Library, along with the Friends of the Library and the Chatfield Center for the Arts Committee, this program is free to the public and all are welcome. Refreshments will be served. This project was funded in part or in whole with money from Minnesota’s Arts and Cultural Heritage Fund.

Obituaries Paul Denny Paul C. Denny, 78 of Chatfield, died Monday (Feb. 6, 2012) from complications of a lengthy illness with multiple sclerois at Chosen Valley Care Center in Chatfield, where he had been a resident since 2006. Paul Carlton Denny was Paul Denny born Jan. 7, 1934, in Chatfield to Carlton and Ellen(Henriksen) Denny. He grew up on the family farm, attended country school and Chatfield H.S., graduating in 1951. He served in the U.S. Army, including duty overseas in Germany. Paul was married on Sept. 21, 1954, at the Pioneer Presbyterian Church in Chatfield to Marilyn Jean Nietz. Following their marriage, the couple lived in Germany until Mr. Denny’s discharge in 1956. They moved to Chatfield, and in 1967 moved to rural Chatfield where they made their home, raised their daughters and lived until 2006.

Mr. Denny was a life-long electrician employed at Kuntz and Teigen Electric in Stewartville for a number of years. He established Paul Denny Electric in 1980 and with his wife Marilyn handling the book-keeping, they operated their business until 1995, when his health brought on early retirement. Mrs. Denny died on March 23, 2006. Mr. Denny was a past active member of the Chatfield United Methodist Church and was a member of the Masonic Lodge No. 22 in Pleasant Grove,Mn. He also was a member of the Chatfield American Legion Post 197 and the National Electricial Benefit Fund. Paul enjoyed riding motorcycle, taveling and drives in the country with Marilyn, following the Minnesota Twins, going to coffee, visiting and time spent with family, especially his grandchidren. Survivors include his daughters Debra(John) Ward of Byron, Minn. and Lynee(Brian) Montgomery of Rochester, Minn.; five grandchildren; two great-grandchildren; his sister Judy(Dr. Fred) Roberson of Zumbrota, Minn.; and brother Jack(Debra) Denny of Chatfield, Minn. The Preston Area Community Foundation recently presented a check in the amount of $1000 to the Commonweal Theater. The proceeds were used to underwrite the Free Fillmore County Nights at the theater in 2011. This program allowed for over 140 residents of the Preston area to attend one of five different performances at the theater for free in 2011. This grant allows for the Foundation to further its mission of supporting programs and projects that improve the quality of life and build a stronger community for the greater Preston area. his wife Marilyn and his parents. The funeral service for Paul C. Denny, 78, of Chatfield, Minn. was on Friday (Feb. 10, 2012) at GriffinGray F.H. in Stewartville with Rev. Amanda Larson officiating. Burial was in Orion Center Cemetery in rural Chatfield, Minn. Arrangements were with Griffin-Gray F.H. in Stewartville. Virgil Kulsrud Virgil Everett Kulsrud, 89, died Friday January 20, 2012, at Chosen Valley Care Center in Chatfield, where he had lived for the past eight months. He was born on March 20, 1922, in rural Lanesboro, attended area schools, and graduated from Preston High School in 1941. He served in the U.S. Navy in the Pacific between 1945 and 1947. On June 20, 1950, he married Muriel Evenson in Lanesboro. The couple lived in Lanesboro for 10 years, moved to rural Lanesboro in 1960 and lived there for 33 years, then lived in Preston until 2011. Mr. Kulsrud was a farmer. Among some of his other jobs, he was a school-bus driver, worked for Standard Oil, worked at Lanesboro Lumber, was a can-milk hauler, worked at Allen’s grocery and locker, and sold Asgrow Seed. He was the janitor at Union Prairie Church for 20 years, was the church treasurer and a member of the church council. He also served on the cemetery board and was a member of the Lanesboro Creamery Board. He enjoyed watching all kinds of sports, especially harness racing. Mr. Kulsrud is survived by his wife; two daughters, Jeanette (Danny) Serfling of Preston, and Virginia Kulsrud of Rochester; three grandchildren, two great-grandchildren; and two sisters, Helen Klingsporn and Kathleen Barry, both of Rochester. He was preceded in death by his parents, two brothers and five sisters. The funeral for Virgil Kulsrud was Monday January 23, 2012, at Union Prairie Lutheran Church in rural Lanesboro with the Rev. Paul Thompson officiating. Burial was in Union Prairie Cemetery. Arrangements were made by Riley Funeral Home. Susan Jo Myers Susan Jo Myers, born to Robert and Margaret Blakely March 24, 1945, in Memphis, Tennessee, died Monday, January 30, 2012 at St. Marys Hospital in Rochester, Minn. Susan married Gerald Myers August 1, 1963. They spent most of their time living in Etna and Spring Valley, Minnesota. They moved to Kellogg, Minnesota in 2002. Susan loved to spend time with family and friends. She enjoyed long talks with her children and Susan Jo Myers grandchildren. Susan is survived by her husband Gerald Myers; four sons, Michael, Samuel (Amy), William, Robert (Michelle) and one daughter, Marla Kyellsen; seven grandchildren, one great-grandchild; two brothers, Jim, Robert, and sister Peggy; also nieces

Glen Curtis Raaen Glen Curtis Raaen, age 79, of rural Lanesboro, Minn., died Thursday morning, February 2, 2012, at his farm home after a year battle with pancreatic cancer. Glen was born October 23, 1931, in a log cabin near Peterson, Minn., the son of Gilmer and Cora (Fossom) Raaen. After attending country school he stayed home and farmed until he was drafted into the US Army in 1955. He was stationed in Korea for 15 months with the 3rd Infantry. Upon his return home in 1956 he resumed farming. On December 18, 1965, he married Helen J. Hongerholt at Grace Lutheran Church in Peterson. He has farmed for over 50 years, the majority of those years with his wife and later with his wife and sons. Glen was a faithful member of Christ Lutheran Church in Preston for the past 43 years. He enjoyed participating in Sunday service and ushering each January for 35 years. He took pride in farming the land and milking dairy cows to earn a living. After he became ill in January 2011, he was forced to retire. He treasured his wife, children and grandchildren and enjoyed non-materialistic living. Glen also thought fondly of neighbors/friends and looked forward to visits with them. Glen is survived by his wife, Helen J. Raaen; one daughter, Lisa (Lance) Armstrong of rural Lanesboro; two sons, Keith Raaen of rural Lanesboro and Kurt (Tracy) Raaen of Preston; grandchildren, Lane and Larissa Armstrong, Tyler, Taryn and Tori Raeen and Samantha Hermanson; two sisters, Donna (Milford) Olson of Peterson and Betty Livingood of Wykoff; one brother, LuVerne (Joyce) Raaen of Mabel; two aunts, Olive Peterson of Peterson and Christina Mickelson of Harmony; and twentyeight nieces and nephews. He was preceded in death by his parents; and one sister, Shirley (Ervin) Rye of Rushford. The funeral was Saturday, February 4, 2012, at Christ Lutheran Church in Preston with Rev. William Eugene Schmoll was born March 30, 1986, in Kodiak Island, Alaska to Kevin and Monica (Mahon) Schmoll. He William moved with his Schmoll family at the age of six months to Stewartville, Minn. where he grew up, attended school, and graduated from Stewartville H.S. He was employed in construction for a short time and then was employed at Valley Design in Fountain, Minn. for a number of years, currently as a machinist. Bill enjoyed reading about and studying history, fishing, riding motorcycle, watching movies, and playing X Box. He enjoyed making people laugh, and was always pulling pranks on friends and family. He loved all his family and especially enjoyed being a grandson and uncle to his many neices and nephews. Survivors include his mother, Monica Hammill of rural Spring Valley; his father, Kevin Schmoll of Rochester, Minn.; four sisters, Kristine(John)Spillers and Brienne of Mankato, Minn.; Danielle (Kirby Dudley) Schmoll and Graesyn of Eagle Lake, Minn.; Nancy (Brian) Paul and Kara, Sari, Elle, Abi, Caed and Zanna of Indianapolis, Ind.; Mandy Sample and Dylan, Nathan and Caleb of University Park, Ia.; significant other Teresa Pruitt, and their daughter MaKayla of rural Spring Valley; his grandmothers, Darlene Mahon of Rochester and Adaline Ramsey of Humansville, Mo.; and step-grandmother, Barbara Mahon of Stewartville; his paternal grandfather, Wilbur Schmoll of Ostrander, Minn.; step-siblings, Josh Hammill and Kiersten of Racine, Minn.; Kayla Hammill (Jared Kraetsch) and Kameran of Stewartville; Kristy Hammill (Adam Fretty) and Madalynn and Tayte of Chester, Minn. and Taylor Hammill (Trevor Lange) and Hailey and Carter of Preston, Minn. St. Mark Lutheran Church of Rushford continues its 61st year in 2012!
St. Mark was chartered as a member Congregation of the Lutheran ChurchMissouri Synod on July 15th, 1951. The Congregation was founded by members of St. John Lutheran Church in Hart who desired to establish a Missouri Synod Congregation in the City of Rushford. The Congregation was formed under the pastoral leadership of Rev. Herman Brauer, who was serving as the pastor of St. John in Hart. Originally established as a daughter/sister Congregation of St. John, Rev. Brauer began to serve the dual-parish of St. John and St. Mark as its first Called pastor, from 1949-1953. St. John and St. Mark continued as a dual-parish until 1980. St. Mark began its Congregational life long before it had an established church building. For the first 15 years, the members worshipped at Emmanuel Episcopal Church in Rushford. Baptisms, Confirmations, Weddings, Funerals, and other events were sometimes conducted at St. Mark’s mother/sister Congregation of St. John in Hart. In 1963, the Congregation purchased a tract of land in the City of Rushford. In 1966, St. Mark broke-ground for the construction of its current Church building, located at 104 East North Street, just east of State Highway 43 in Rushford. The present Church building was dedicated on November 20, 1966. St. Mark’s current and long-serving organist, Mr. Roger Olson, served as the architect for the Parsonage/Classroom addition, which was completed in 1997. St. Mark has been served by many faithful pastors during its 61-year history. Following the foundational work of Rev. Herman Brauer ✞, St. Mark was then served by the following pastors: Rev. Edwin Friederich ✞, 1953-1964; Rev. Phillip Hanson, 1966-1969; Rev. Keith Bender ✞, 1970-1973; Rev. Arthur Yunker, 19731978; Rev. Jon A. Ahoyt, 1979-1980; Rev. Armin Deye ✞, 1981-1986; Rev. Eldon Bahn ✞, 1986-1994; Rev. William E. Mueller, 1994-2003; Rev. Douglas Heuiser, 2003-2005; Rev. Fred Buth and Rev. Dr. David Preuss (Vacancy, 2006-7). Rev. Merlin E. Stephan has been serving at St. Mark since August 12th, 2007. In the hectic days following the Rush Creek Flood of August 19, 2007, St. Mark Lutheran Church partnered with Lutheran Social Services/Lutheran Disaster Relief of Minnesota to establish a Volunteer dormitory for flood recovery workers. “Camp St. Mark” was quickly constructed and opened on November 29, 2007. During its 14 months of operation, “Camp St. Mark” hosted over 2,000 volunteers from 17 different states, providing them with comfortable mattresses and bunks, hot showers, a laundry, internet access, and three hot meals per day. Dormitories were established in the Church basement that could house up to 14 women, and in the Parsonage basement that could house up to 16 men. “Camp St. Mark” was closed on December 21, 2008 after the need to house and feed volunteers was completed. St. Mark Lutheran Church continues to serve her Lord by engaging her members in a faithful Word and Sacrament ministry that is firmly-rooted in the Inerrant, Inspired Truth of Holy Scripture. The Sunday School, Vacation Bible School, Catechism Class, Adult Bible Classes, and the Lutheran Women for Christ/Lutheran Women’s Missionary League are vital components of Congregational life. St. Mark continues to serve the Citizens of Rushford through its Little Lambs PreSchool. Little Lambs was established on September 17, 2002, and is currently in
its 10th academic year with 18 students enrolled.

restrictions on water consumption for any processing of the sand. He suggested there are not sufficient funds to cover the repair and maintenance of roads that will be used to haul sand. He cited restrictions for subdivisions which require an abutment to a hard surfaced road. Williams spoke of an “aggregate production tax” as a way to cover the maintenance costs of county and township roads being used for the heavy truck traffic. Finally, Williams suggested that the zoning ordinance be revised to restrict the concentration of mining projects in any one area of the county. He noted this restriction would be similar to current restrictions on the number of residences located in the Ag District. Other suggested restrictions to be considered included the areas of the Decorah Shale Overlay District and in Bluff Impact Zones. Williams concluded saying the county has regulated all kinds of impacts on the Ag District and it “needs to regulate large, industrialized silica sand mining.” Loni Kemp, Canton, who has worked in the field of environmental policy and who is a consultant on environmental issues, noted “frac” sand is used in the fracturing process in the produc-
tion of natural gas and oil. She explained that counties in Wisconsin have seen a rapid escalation of the sand mines ,which has overwhelmed these counties. Kemp encouraged the passage of a moratorium by Fillmore County to allow for study and preparation. Three counties including Goodhue, Wabasha, and Winona have put moratoriums into place, and Houston is considering a moratorium. She added that other concerns to be addressed include blasting, underground mining, and the chemicals that would be used to clean sand. Kemp insisted that a “moratorium is a tool.” She said when the data comes in from two Environmental Assessment Worksheets (EAW), the county will have to decide if they are complete or if an Environmental Impact Statement (EIS) should be triggered. Public Hearing Set After more discussion on the sand mining issue by Zoning Administrator Chris Graves and the commissioners, a motion was approved to establish a committee that will look at the county ordinance, Section 721. The committee will include two commissioners ( Duane Bakke and Tom Kaase), two planning commission members, one township officer, Chris Graves, Donna Rasmussen (SWCD), County Attorney Brett Corson, High-

Sue’s Muse By Sue Ommen For the Love of Books I have had a long-standing love affair with books. My mother was an avid reader and encouraged our forays into the world of books at a very young age. I have a distinct picture of my grandfather reading to my two older siblings and I from a very worn copy of Hans Christian Anderson. My grandpa Jensen emigrated as a young man from Fyn, Denmark, the birthplace of Hans Christian Anderson, and I have often wondered if he had a similar book of fairytales read to him as a child. At Catholic school, I worked my way through their slim library of biographies. When old enough to peddle the 3 miles to the Glen Lake
library, in the middle of a country landscape, I discovered a whole new world. I read the Betsy, Tacy and Tib books by Maud Hart Lovelace, set in Mankato, Minnesota, Laura Ingalls Wilder novels from the midwest and sci-fi in Madeline L’engle’s A Wrinkle In Time, working my way through all the books that sparked an interest. As a self-confessed bookworm, my mother would uncover the flashlight held under my sheets in the middle of the night, a habit she had practiced in her youth. Later, during the teen years, she encouraged me to read Rifles For Watie by Harold Keith, a Newberry Medal winner. This Civil War era book is a fictional account of a boy who joined
the northern army as a drummer at 14. Later, he was sent to live among the soldiers of the union army as a spy. He soon realized many of the soldiers were boys much like him, with families and hopes and dreams. This story became one of my all-time favorite books. At Hopkins High, Shakespeare came alive through the teaching of Miss Mansfield, originally from England. Many students feared her for her strict standards, but I loved her classes as much as the bard’s tales. Another favorite, To Kill a Mockingbird, came alive last year in the Commonweal Theater’s well-done adaptation. In college, I discovered the fun of the Hobbit by J. R. R. Tolkien and books on philosophy. Now I belong to a book club and the literature we read expands the mind and introduces us to books I might not otherwise read. The kite Runner and a Thousand Splendid Suns by Khaled Hosseini and Cutting for Stone by Abraham Verghese were impressive tales of other cultures. Water for Elephants remains one of my favorite book selections for its lyrical prose, memorable characters and inventive storyline. Like most books, it is much better than the movie. Birdsong by Sebastian Faulks, was definitely not a favorite because of its tragic story set in World War I, but the discussion by our book club still sticks in my mind as memorable. I discovered one of our members had relatives with their roots in the region of Alsace, France, as did my grandmother, who traveled from Alsace-Lorraine as a child.
Another member talked about a letter sent by a German soldier to her grandmother expressing the remorse he felt at taking another life. He had shot her son the day before the armistice was signed, as communication took such a long time to travel he did not know the war was over. Recently, I had the pleasure of watching my seven-year-old granddaughter, Natalie, obtain her first library card, and helping her peruse the shelves to find a book that interested her. Honey Oatmeal Bread
1 cup quick cooking rolled oats 2 cups boiling water. One package active dry yeast 1/4 cup warm water (105° to 115°). 1/3 cup honey 1 tablespoon butter or cooking oil. 2 teaspoons salt 1 egg, beaten (optional) 5 1/2 cups all-purpose flour Southern egg for egg wash 2 tablespoons oats for top of loaves 507 Place the 1 cup oats into a large bowl. Pour the boiling water over the oats, let stand for 15 min. or till mixture is lukewarm. Sprinkle the yeast over the 1/4 cup warm water in a small bowl, stir to mix. Let stand 5 min. to dissolve. Add honey, butter, salt and yeast mixture to the oat mixture. For anextra rich dough, add egg. Mix well with a wooden spoon. Stir in enough of the flour so the dough can be handled. (The oats and honey make this stickier than regular bread dough.) Turn dough out onto a lightly floured surface. Knead for 2 min. Cover and let rest 10 min. Knead 12 to 15 strokes until dough is elastic, but still rather sticky, adding flour as needed; don’t add too much flour at a time. Place dough in a greased bowl and turn to grease surface of dough. Cover and let rise in a warm place until doubled, about one hour. Punch dough down and shape into two loaves, and put into two oiled 9x 5-inch loaf pans. Let rise for an hour. Lightly brush the top of each loaf with egg wash and sprinkle each loaf with 1 tablespoon toasted, uncooked oats. Bake at 400° for 25 min. If in a hurry, I simply brush the hot loaves with butter.

What I’ve learned so far By Kiah Halvorson If I were to give a commencement address on the things that I have learned over the past seventeen years, it would have a lot of quotes that I have heard that have all had significant meaning in my life in some way or another. “Don’t procrastinate!” Finish your work on time- please! For example, don’t let your Rube Goldberg project for physical science that you had the entire month of December to complete sit on the back burner while you enjoy Christmas vacation stuffing your face and playing with your new PS3. Get work done right away so that your father doesn’t need to take four days off of work in order to finish it, even if you got 100 percent for a final grade! This quote
doesn’t only pertain to projects, though. It also relates to study or daily work on assignments. Like my Spanish teacher, Senora B., always says, “Just because I don’t assign paper homework doesn’t mean that I don’t want you to do your oral assignments!” By saying this, she is reminding us that we still need to study our vocabulary and notes even if she didn’t hand out a worksheet for us to finish. This brings us to my next point. “Study!” Don’t try to cram your entire ten pages of notes into your brain in the fifteen minute period that the teacher gives you to “refresh your memory.” Yes, it will probably get you a good grade, but will you retain those answers for longer than the duration of the test?
“Pay attention.” In class, make sure you pay attention! Don’t sleep (guilty), take notes, and get involved in the class discussion. “Be part of everything.” Go to sporting events even if the team isn’t state championship material. Have fun at those games. Cheer loud at those games. Try your best to be positive! “Make yourself known- in a good way.” Make sure that you have fun in your high school career. Have fun outside of school. Be the one who went toilet papering during homecoming, or yeah, I went to that party- sober. Don’t be the person everyone knows about because you’ve “gotten around” or the one that can never remember what happened last Friday night. There are also many lessons that I have learned about life in general that don’t involve school. Such lessons include: •Don’t take what you have for

Finalists named for $15 milion in creative placemaking grants Lanesboro, Minnesota: On January 18, 2012, Lanesboro Arts Center has been named a finalist for support from ArtPlace, an unprecedented private-public collaboration of nine of the nation’s top foundations, eight federal agencies including the National Endowment for the Arts, and six of the nation’s largest banks. ArtPlace supports creative placemaking with grants and loans, research and advocacy. Lanesboro Arts Center joins 128 other organizations in 68 cities working to transform their communities by driving vibrancy through investments in the arts. The selected projects represent the best of the more than 2,000 applications from across the country. Finalists were chosen for their potential to have a transformative impact on community vibrancy. Proposed projects run the gamut
from temporary art spaces to permanent performance venues, from music festivals to art walks and from streetscaping to artist residencies. “This new round of applications shows that there is serious momentum building for creative placemaking in the U.S.,” says Carol Coletta, president of ArtPlace. “These artists and designers are an undervalued asset for kick-starting momentum in our communities. And in this economy, it’s hard to imagine why any community wouldn’t deploy every asset it has for success.” ArtPlace expects to distribute $15 million in 2012. Expected yields of four or more tons of dry matter per acre are reasonable for situations where soils have good water holding capacity and intensive management practices such as rotational grazing are used. The time for nitrogen fertilizer application should match the growth pattern of forage grasses. The majority of grasses found in Southeast Minnesota are cool season grasses. With cool season grasses, the majority of growth takes place in late spring and early summer. Therefore, early spring application is suggested for these grasses. Split application of nitrogen fertilizer is an option for intensive management situations when expected yields are greater than four ton per acre. AARP Tax-Aide is a free tax prepration service for low and moderate income taxpayers with special attention to those age 60 and older. It is the largest free, volunteer run tax assistance, form preparation and filing service offered to taxpayers. This service will be available by appointment beginning February 15 and continuing through April 15. The location for appointments will be at Kenilworth Apartments, 507 Kenilworth Avenue, Lanesboro. Taxpayers will be asked to bring prior year(s) tax return, picture ID and SSAN, current year’s tax documents such as W-2, 1099, property tax statement, evidence of deductibles-- in short, all of documentation that supports income, expenses, and eligibility for the various and many tax adjustments and credits.
