“This building has such a huge history,” said Keating. “It used to be the Victory Café years ago, and it was a grocery store. The upstairs used to be a dance hall.” Before Keating came along, the building, owned by Doug Johnson, was a hardware store. It has been sitting empty now for about a year and a half. “I just thought to leave it closed and not in use is really sad,” said Keating. Keating believes strongly in supporting local businesses. “I feel it’s very important to keep that economy going,” she said. Preston was a good choice for Keating, as she feels the town needs her kind of business. Although tourists and visitors are more than welcome, the business is geared to local residents. Keating feels people need a place to buy

Trish Keating has always wanted to open up a shop of her own, especially in a small town in this area. When she lived in the Twin Cities area, she visited Fillmore County frequently with her family. Two years ago she moved to Preston, and is now about to make that dream a reality. In an old building in Preston that is full of history, Keating is opening a consignment shop called Julia Claire Repeat Boutique. The name comes from the name of her twin granddaughters, who are the light of her life. They live in Lanesboro with their mother. Keating did some research and found that consignment shops tend to do well even when the economy is bad, as people are trying to save money.

George Spangler, National Trout Center, said a group representing the city of Preston and the NTC testified on March 14 before the Senate Capital Investment Committee to request $3.5 million in bond proceeds “to fund the predesign, construction, furnishing, and equipping” of a permanent home for the NTC. Spangler showed the council an artist’s conception of the building. The major attraction in the proposal is for a “living stream” or flowing water aquarium to be located on the second floor of the building. At the time of the council’s
March 19 meeting, the request had not yet been presented to the House committee. Spangler said they are prepared to go back again and again if need be. The city of Preston will own the building. Spangler acknowledged that they are a long way from actually being funded. He said he is hopeful, but knows it might not happen this season or next. Spangler reported that the NTC was assigned a 501c3 nonprofit designation on March 16. Any future gifts to the NTC will be tax deductible. While discussing a resolution that designates Preston as the fiscal agent for the bonding request, councilman David
Collett inquired as to the city’s obligation if the NTC project costs went beyond $3.5 million. City Administrator Joe Hoffman said if it looks like the project costs may exceed the $3.5 million plus any donations, the project will need to be scaled back to stay within budget. The resolution designating Preston as the fiscal agent was approved. Other Business In Brief •The council approved a Respectful Workplace and Sexual Harassment Prevention Policy based on the League of Minnesota Cities model policy. The district has being working diligently to push its New School Initiative, asking staff and parents to contact members of the House Bonding Committee. The district also contracted with RCS consultant Peg Larson last November to act as a lobbyist representing the initiative to the legislature. It appears that the district’s tenacity may have paid off. In an early first step towards the district goal of securing a Cooperative Facilities Grant in the amount of $20 million for a new preK-grade 12 school,
the House Finance Committee has recently recognized the district’s needs and recommended funding of the initiative to the bonding committee in the amount of $7.5 million. “They have realized we have a unique and compelling case,” noted Superintendent Chick Ehler. “I don’t need to do the math for you for you to realize that the recommendation is far short of our goal, but it’s a step. We’ll still have to proceed through the Housing Bonding Committee, the Senate Bonding Committee, and the Governor’s office, but it’s a step.” See R-P NEW SCHOOL Page 8

victims are under the age of 18. •The low quote (of three) from H&J Construction was approved for the city hall remodel. The total construction cost from H&J is $35,696.59. The total project cost including construction, equipment and furnishings is $44,469.49. The cost will be shared by the city, the utility and the ambulance service. The city’s total share is $25,753.15. The utility share is $12,775.78 and the ambulance service portion is $5,940.66. The work is expected to be done during the spring and summer of this year. •Approval was given for the city to fund $4,000 of the $5,000 total expense of the Fireworks for Trout Days, as it did last year. The remainder is to come from the Fire Department pull-tab fund and donations. The council also approved a permit for the fireworks show. •Approval was given to advertise for summer help, one position for the city. The position cost the city about $3,500 in 2011. Hoffman said anyone interested in the position can apply for it. The work is general maintenance including cutting grass and weeds, painting curbs, and filling pot holes. •A resolution to celebrate Arbor Day was approved, supporting efforts to protect trees and woodlands. •Carlisle Corson and Kim Johns were appointed to the Tourism Board.

gifts, clothing, jewelry, or artwork without having to make a long drive. “I have faith in this town,” she said with a smile. “I am hoping to revitalize things and get people excited about shopping here.” Keating noted that businesses in small towns can offer a personalized service that larger businesses cannot, and people really enjoy that. “I’m really excited about this!” she shared. The consignment shop is all about reusing old things, and Keating has taken that even further. She has taken old furniture found in the attic or people’s basements and cleaned it up to be used in the shop. Her dressing rooms are sectioned off with old painted doors. Shelves and corkboard are being used from the hardware store. Even the paint on the walls was left over from the hardware store. Julia Claire Repeat Boutique will have a wide variety of items for sale, including clothing for men, women, and children, jewelry, some furniture, books, home accessories, and art. One thing Keating is really excited about is selling work by local artisans. She currently has a jewelry maker, graphic designer, photographers, and a quilter that will be selling their

work at her shop. People that would like to sell used items, such as clothing, must bring them in cleaned and pressed, and they must be seasonal. When the item is sold, the owner gets 40 percent commission. Keating checked with other shops to find out the going rate. Sometimes people just want to get rid of things, and donations can certainly be made as well. Each quarter, Keating will pick a charity or organization to help out, and all proceeds from donated items will go to this organization. The first

quarter, money will be going to Relay for Life. Julia Claire Repeat Boutique will be opening on April 10. The shop will be open Tuesdays, Wednesdays, and Fridays from 9:30am to 5pm, Thursdays 11am to 8:30pm, and Saturdays from 9am-1pm. It will be closed on Sundays and Mondays.

C ommentary Political parties and the environment By John Goutcher It seems that the continuing saga in politics is that of jobs and the economy. Now don’t get me wrong, these issues are of immediate concern to the American public. These issues have created the huge dilemma facing our nation today. There are, however, additional issues which need to be addressed but are being pushed to the back burner. It is important that John Goutcher all issues be brought forward and not only discussed, but solutions and plans presented to solve these issues. Although jobs and the economy are indeed important, so is the environment. All areas or issues facing our nation today are tied together like a giant spider web. If, as a nation we fail to address one strand and that strand falls apart, the entire web is weakened. As in a spider web, all strands must be made to function correctly and in sync with each other. Candidates from both parties need to start addressing all of the issues in our nation today, not just jobs and the economy. In the year 2011, the Republican Party, who controlled the U.S. House of Representatives, voted 168 times to undercut clean air and water laws and blocked efforts to limit global warming, protection of public lands, and guard against future oil spills. Republicans, as predicted, claimed that the regulations would cost jobs and all the party was trying to do was to create jobs and repair the economy. In essence, the Republican Party is attempting to destroy years of environmental law, including the Clean Water Act as designed by President Nixon in 1970. As a result, Republicans are putting the interests of corporations above all else and threatening the public health of all Americans Historically, support for enviEditorial Cartoon
ronmental protection in the United States has been non-partisan. Republicans point with a great deal of pride to President Teddy Roosevelt’s promotion of national parks and forests. Democrats applaud President Franklin Roosevelt’s conservation efforts in the New Deal era with the creation of the Soil Conservation Service and other projects. This wonderful relationship between two rival groups began to unravel in the 1980s when the Reagan Administration labeled environmental regulations a burden on the economy and tried to weaken or reduce the enforcement. This direction, taken by the Republican Party, was based on the slogan “the government is the problem, not the solution.” This slogan has carried the Republicans for the past two decades. What seems to be of interest is to note that in the past two decades, both parties have displayed a lack of interest in environmental issues. In the meantime, their constituents have clamored for their elected representatives and senators to pass laws for worker’s health protection. Nowhere is the gap between Republicans and Democrats more apparent than on the issue of climate change. There seems to be a great deal of skepticism on the part of Republicans, especially the conservative elite in Washington D.C. The intergovernmental Panel on Climate Change (IPCC) supports the evidence presented by the scientific community as well as changes advocated by Al Gore. This position has directed the leaders of the Republican Party to adopt a highly skeptical view of global warming. It is interesting to note that the word conservative is firmly attached to the Republican Party. In the word conservative, is hidden the word conserve, which literally means to protect and to save. Yet we find little is being conserved let alone being discussed as an issue by candidates running for office. Republicans interested in working
seriously on the issue of climate change could check out the proposal introduced by outgoing congressman Bob Inglis of South Carolina, whose bill would levy a carbon tax on businesses which violate federal standards. This tax would increase substantially every year with the fine proceeds returning to citizens as payroll tax deductions. If Republicans were satisfied with the conservative label, then perhaps, the development of an energy plan starting with fuel efficiency would be appropriate. Certainly no conservative would ever approve of waste. Republicans should also push policies that advocate alternate forms of energy that will allow America to get off the oil dependent treadmill once and for all. An example of an alternate power unit would be the use of electric cars. A current piece of legislation, which was passed by the then Democratic controlled house, deals with the reduction of methylmercury. This substance is emitted from smokestacks and is a potential hazard to women of child-bearing age and young children. These particles mix with the oxygen we breathe as well as fall to the ground or in the water. Particles of methyl-mercury which fall into the water currently limit the amount of fresh water fish which can be consumed in a period of time. These new regulations also aid in reducing what is called fine particle pollution, which can cause many health problems such as asthma and heart attacks. This regulation from the Environmental Protection Agency is high on the list of bills to be repealed by newly elected Republicans. Yes, there is a cost to putting these regulations into place. If these regulations are removed, there is also a cost to children who are born with impairment of ability to think and learn and subsequent loss of future wages from children whose IQ potential is damaged from eating fish caught in fresh water. You know, that sort of sounds like something we should regulate, doesn’t it? Our clean water act went through
the United States Supreme Court and upon exit, legislators discovered that many of our seasonal streams and ¾ of our wetlands were left out of the regulation. Republicans should be a part of the effort to clean up the mess created by the court and support the Clean Water Restoration Act, which brings these areas back into the original act to protect “waters of the United States.” It is true that at one time, Republicans were the original conservationists. One of the most visionary laws was created in 1964 and was called the Wilderness Act. Millions of areas were set aside across our nation of which 1.2 million acres in northern Minnesota became known as the Boundary Waters Canoe Area Wilderness. These millions of acres were set aside for many reasons. Two of the reasons were to show reverence for creation, and love of our country. These areas were to have no roads or bridges, no mining for precious metals or drilling for oil, no removal of timber, and no homes constructed. Today it is apparent that law-makers have lost touch with the values which constructed the 1964 Act, and have become vocal with their antiwilderness rhetoric. A great number of Americans will never get to see or even be able to visit these areas, but it is important to know that as a nation someone had the wisdom to preserve a part of our great nation for future generations. Where are the conservatives who
desire to protect the environment? Where are the conservatives who want to preserve the American family structure, local communities and morality? Where are the candidates who verbally tell Americans they want to preserve traditional familybased agriculture? What ever happened to the voice of the conservative who favors limited government, hand-made over mass production, local control over federal control, and small business over corporate. Where is their message to the public on exactly how these values and beliefs will be accomplished and preserved? As I look across the horizon, I don’t see very many candidates currently running for public office from either major party offering solutions to environmental issues. Think about it.

Veterans Cemetery update Last year it was my honor to author a bill that designated southeastern Minnesota as a location for a new veterans cemetery. Rep. Greg Davids, legislators on both sides of the political aisle, local officials from Fillmore county and the Minnesota Department of Veterans Affairs all contributed to our success. The National Cemetery Association had concluded in 2008 that southern Minnesota was outside a recommended 75-mile service area for the state’s two existing veterans cemeteries, at Fort Snelling in Minneapolis and in Little Falls in central Minnesota. Fillmore County offered 153 acres of beautiful land overlooking the Root River near Preston for a new cemetery. Final administrative details of the land transfer are being worked out and expected to be complete by the end of April. In the meantime, preliminary environmental, wetland and cultural reviews on the land have been completed, and work will begin shortly on a design of the cemetery, based on engineering and topographical studies of the suitability of the land for this purpose. Once this design is approved, the land will be officially transferred from the county to the state. The full design process will take up to 12 months, followed by 12 to 18 months for construction.
The federal government will reimburse Fillmore County for construction costs, but the state is responsible for ongoing operating costs. More than 30,000 veterans live within 50 miles of this site, and it will mean a lot to them and their families to know that this nearby spot will be their final resting place. She understands online marketing and how to harness all of the free tools available on the Internet to drive even more traffic to her website. That’s why we are lucky to have her leading the SMG Web Design team as our General Manager. Her insight and leadership never ceases to amaze me. Isn’t it amazing that as a guest of the JEM Theatre, you can vote on which
movie you’d like to see on the big screen with the new digital equipment? That will never happen at one of those corporate-owned theatres in the big city. Only in the small community of Harmony, Minn., at the JEM Theatre does your vote count. Leading up to the showing of The Vow, over 100 votes were cast by visitors of the site. And, guess what, The Vow won the vote. This is just another example of how digital media changes the way we can interact with each other. $10,509326 and divide it by 788, and the result would tell us how much debt per $100,000 of property value; $10,509,326/788= $13,336. So what is that telling us? In simple terms, if you own a property valued at $100,000 in Rushford, the city’s debt against your house is $13,336. If your property’s value is $200,000 you have $26,672 against it, and that debt is paid by the property owner through taxation at varying rates of interest and term. At the present time, Rushford uses approximately $890,000 of its operating budget to service the existing debt, roughly $260,000 of the $890,000 is the cost of interest. We know we are obligated to borrow $1.4 million in two years to pay for the Hwy 43 project which is an additional $1,776 per $100,000 of property value. If we assume the City of Rushford would need to borrow $1,800,000 for a new library that debt per $100,000 of property value would be $2,284. I know the Library Board and Staff have worked long and hard on this and I appreciate it very much. However, at this time in our City’s financial history, I consider a new library a want, not a need. I do feel our existing Library needs some remodeling provided we don’t go into debt to do that. One of my responsibilities as councilman is to make decisions associated to city debt. When any city goes into debt it presumes on its property owners for the perceived benefit of all residents. I do my best to sort those deci-

Ms. Fergison and Ms. Tesch, I want to thank you for your concern for the Rushford Library. Ms. Fergison you made the statement, “I may not have all the facts...” to which I would like to offer some financial information regarding the City of Rushford, which I hope will bring an understanding to the Library issue. The information involves a considerable amount of financial information and analysis. I have learned Roger over my years, Colbenson without good information decisions tend to be emotional, and emotional decisions tend to be costly. With that I will give you the City’s financial information which I have, and along with that information I will give you my bias as well. Entering the calendar year 2012, the City of Rushford had debt obligations of $10,509,326.00. How cities are able to go in debt was in a sense to mortgage all the real estate within the city limits. Within the city limits there are 523 residential properties and 78 commercial properties. The Taxable Market Value of all properties for 2012 was $78,863,200, which is determined by the Fillmore County Assessor’s office. If I were to divide the value of the city, $78,863,200 by $100,000 it would equal 788 units of value. To assign debt per unit I would then take the city’s debt of
sions into “needs” and “wants” categories; if it’s “wants,” I have to proceed as if the property owners can afford the debt. Debt obligates a future resource, which dictates future decisions as well. In the case of the Library, at this time my determination is “No.” I realize not everyone agrees with my approach to decision making, however, it is consistent with my election campaign. Ms. Tesch, you raised a good question regarding the swimming pool. Last year, the pool had an operational loss of $14,041, which is a regular occurrence. My predecessors on the council understood this and made the decision to offer Rushford residents an annual membership lower than non-residents. That decision makes sense to me because the short fall was/ is made up from real estate taxation on owners of properties in the City of Rushford. If it were equal to everyone, resident and non-resident, it would not be fair to property owners of Rushford. What you may not be aware of is residents in the “City of Rushford Village” will be reimbursed by the Village council in part or in whole for the pool memberships purchased for the Rushford Pool. With this information, I hope you will reconsider and enroll your family in the Rushford Pool Programs. In addition, I’m sure your children would enjoy a summer of fun with their friends from school, and it would be my hope that you would want to patronize our fine businesses who pay a large percentage of our real estate tax. Obituaries Harold Karp Harold Karp was born March 16, 1924, in Preston, Minn. and died March 16, 2012. A memorial service was held Friday, March 23, 2012, at Green Hills Mortuary & Memorial Chapel in Rancho Palos Verdes, California. Harold is survived by his wife, Aurora Arocan Karp; son, Randall Karp; and granddaughter, Leslie Karp. Gratitude to our dear caregivers for their dedicated service. Pastor Leah Cook McDowell Pastor Leah Cook McDowell died Wednesday morning, March 21, at her home in rural Peterson, Minnesota. She was born October 30, 1976, in Winona to Sonja and Duane Cook. She attended Rushford-Pe terson Schools, spending her junior and senior years as a full-time PSEO student Pastor at St. Mary’s Leah Cook U n i v e r s i t y. McDowell She graduated from St. Olaf College in 1998 with majors in political science and religion. She was a member of the Lutheran Volunteer Corps, serving a year as a public policy advocate in Baltimore, Maryland. She graduated from the Lutheran Theological Seminary in Philadelphia in 2003, serving her internship at Resurrection Church in New Haven, Connecticut. She married David McDowell in Philadelphia, on May 17, 2003, and was ordained an ELCA Lutheran pastor on November 16, 2003. She was pastor and director of the day school at Zion Lutheran Church in Philadelphia, remaining there until 2008, when she was called to St. Paul’s UCC/ELCA Church in Lewiston. Leah spent her teen-age summers with her special boys, Robby and Bradley Ebner and also worked at Lutheran Social Service’s Camp Knutson during two college summer breaks. Leah developed and shared her musical talents by playing with the Southeastern Minnesota Youth Orchestra and St. Mary’s concert band. She sang with the Minnesota All-State Lutheran Choir, St. Mary’s concert choir, St. Olaf Manitou Singers, Yale Camerata, Mendelssohn Club of Philadelphia, Rochester Symphony Chorale, and Rochester Choral Arts Ensemble. She and Dave shared travel adventures in England, Mexico, France, and Italy and throughout the United States and enjoyed kayaking, biking, hiking, and snowshoeing. They shared their beautiful country home with their precious 4-legged “kids”: Sydney, Speck, Thor, and Gonzo. In addition to her beloved congregation and treasured friends, Leah is mourned by her husband, Dave; parents, Sonja and Duane Cook; three brothers, Tracy (Kim), Terry, and Lester(Kari); two nieces,

dening, playing his guitar, woodworking and watching all sports. He loved playing golf and belonged to a bowling league in Stewartville. A huge part of Dick’s life was operating the Tangen family farm in rural Ostrander. He was proud of its designation as a Century Farm and that his two grandsons are the 6th generation to live on the farm. Dick will be greatly missed by his beloved wife Jan; his children, Jennifer (David) Clementson of Lake City, Minn.; and Matthew (Cindy) of rural Ostrander; his grandchildren, Laura and Johannah Clementson and Connor and Noah Tangen; a sister and three brothers, Roger of Spring Valley, Minn.; Jon(Diane) of Eyota, Minn.; Craig(Peggy) of Rochester, Minn. and his sister; Dorinda(Larry) Leutink of Hayfield, Minn.; and many neices and nephews. He was preceded in death by his parents, an unborn son, and his sister, Dorothy Bundy. Fillmore County Sports R-P State bound
By Paul Trende Vix Bombs R-P to State If a Rushford-Peterson (235) boy’s basketball fan were told leading scorer Nick Thompson wouldn’t score his first (three) point(s) until 1:38 left in the first half of their Section 1A title game with Faribault-Bethlehem Academy (22-7), they probably would’ve scrunched their face unhappily. If they were told R-P would trail 47-41 with 5:00 left, Trojan fans wouldn’t have been full of glee; hope for sure, but not glee. Neither boded well for R-P’s state hopes. Thompson wasn’t horribly off with his shooting to start the game (he missed his first four attempts). B.A.’s defense was just on. Specifically, 6’2” junior center Tim Angell was on Nick. Angell’s vertical abilities and athleticism (he had two dunks versus Blooming Prairie in the West Sub-Section final) helped curtail Thompson’s scoring opportunities as much as anything. But alas, good teams have solutions to in-game problems. R-P’s solution to the Thompson-dilemma was their other senior scoring guru, Trent Vix. He picked up the slack. He picked up the slack big time. He picked it up singularly. The 5’9” guard made his first seven shots. He scored the Trojans first 16 points, spurring the green and gold into the lead 16-9. The Cardinals would fight back, taking a couple first half leads. At the half, R-P clung to a 27-23 advantage, as, though Thompson was shutout for the first 16:20, he scored seven straight to end the stanza. Offense again didn’t come easy in the second half. Each team scraped defensively, B.A. a bit more effectively than R-P. Thompson was again limited (first 2nd
half FG came with less than 7:00 to go). Vix was held down too. R-P as a team nailed just two FG’s in the first 10-plus minutes (both by Nick’s younger brother Seth). B.A. fared better, intermingling turnovers (5) with FG’s (7), out-scoring the Trojans 17-8 in that span. They led 40-35 with 8-minutes left, and then 47-41 with roughly five to go (following a Kyle Filzen basket). The solution to that in-game problem was the same as in the opening minutes. Vix re-donned a cape and took over. On back-toback possessions, Trent clutchly nailed a pair of three’s from deep, really deep. Both were third-line (NBA) triples, real ‘bombs’, the second tied the game. Seconds later, Vix found senior forward Nate Kingsley for another easy basket. Trent helped start an R-P run, one that gave the Trojans momentum, one that gave their defense energy; Filzen’s basket would be the last points B.A. would put up on the scoreboard. They went scoreless over the final 5-minutes or so. Six R-P FT’s secured it. For the 7th time since 2000, the Rushford-Peterson Trojans boys were crowned Section champions, defeating the Faribault-B.A. Cardinals 55-47. R-P ended the game on a 14-0 run, a spurt that we’ll allow them to run some more in the state tournament. Filzen (17 points), Angell (14 points, 6 rebs), and Mark Mahowald (13 points) paced Bethlehem Academy. Thompson, in the face of harassment, still finished with 16 points. Vix (23 points) was the game’s star. “It was Trent’s night,” Coach Tom Vix declared after the game,
PUBLIC NOTICE OF INTENT TO APPROVE FILLMORE COUNTY’S SOLID WASTE MANAGEMENT PLAN Public Notice Issued: Monday, March 26, 2012 Last Day to Submit Comments: April 25, 2012 Fillmore County (County) has submitted to the Minnesota Pollution Control Agency (MPCA) a comprehensive solid waste management plan (plan) to replace its existing plan approved February 5, 2002. The plan proposes an integrated waste management system that will result, by the year 2021, a total of municipal solid waste (MSW) being reduced by 38 percent through recycling. Source Reduction and Yard Waste credits of eight percent will be given by the MPCA for reducing the amount of materials in the MSW stream. Approximately 6 percent of the MSW stream will be processed at the NRG French Island Facility (NSP LaCrosse, WI), and 33 percent landfilled at out of state, Subtitle D Landfills.
“Seniors do good things.” When (sarcastically) asked if (Trent) Vix scoring the team’s first 16 points was scripted, Tom replied, “definitely not scripted, but we’ll take it!” Trent’s big performance was actually foreseen by R-P assistant Chris Drinkall. In talking with the other R-P coaches before the game, knowing Vix had 8 and 11 points in the two previous play-off contests, Drinkall noted, “Trent’s due.” Coach Vix has been to state multiple times, but his players haven’t, leaving one of the best coaches in the state to sum up 2011’s trip; “It’s the kids’ big moment. I’ve been there. They haven’t. It’s special to see their eyes big.” From a statistical point of view, R-P was thriftier with the ball (9 TO’s versus 23 for B.A.). Each team shot solidly or better (R-P 43.9%, B.A. 50%). R-P won the battle from deep (7 of 13 on 3’s to B.A.’s 3 of 11). The Trojans did an excellent job keeping the Cardinals off the offensive glass, limiting them to just three offensive rebounds, four second chance points (by contrast, they gave up 17 and 19 to Spring Grove in the Sub-Section final). It just came down of Trent Vix’s heroics and the momentum they created. On another note, the game
didn’t just feature two very good teams. It featured two coaching legends. Both Vix and B.A.’s Franz Boelter have won more than 500 career games. Tom will lead a team to state for a 12th time. Only four other coaches in the state’s history have more appearances (this year included). Lange a Bitter, Sweet End A quote from Charles Dickens’ novel A Tale of Two Cities begins, “It was the best of times, it was the worst of times…” That verse applied to Kingsland Knight senior guard Tanner Lange on Saturday, March 10, 2012. His team took the court and played the Byron Bears for a spot in the Section 1AA title game. In the first half, “It was the best of times.” Lange accomplished a rare feat only a few high school players do. With a free throw at the 5:18 mark of the first half, he reached 1,000-career points (the 4th Knight male player to do so, joining Matt Kolling 1064, Alex Nelson 1467, and Josh Hagan 1512). Things looked good for his team at halftime too. The Knights led 27-18. Then came the part about, “it was the worst of times.” Byron rallied in the second and defeated Kingsland 55-48. And thus, the line repeated itself. It was the best of times; Lange
reached the 1,000-point plateau (1,005 to be exact). It was the worst of times; it came in his very last high school game. He probably didn’t take any time enjoying what he accomplished on the basketball court. He should. He had an oustanding career. Tanner got his feet wet as a sophomore, averaging 5.0 points, 3.6 rebounds, and 2.0 assists in 16 games (on a sub-.500 team that had a lot of close losses). He became a starter as a junior. Post-New Year’s 2011, Lange blossomed offensively. He was at his best in late January (24, 25, and 29-point efforts over a tenday, four-game span). By and large, it was hard to keep Lange out of double-figures as his junior season evolved (a harbinger of things to come). He finished the season averaging 12.7 points and 4.2 assists per game (All-Conference). The team finished with a 15 and 12 record, but lost to ZumbrotaMazeppa in the 1AA West quarterfinals. Lange assuredly wanted more. For his senior season, he played like it. He led the Knights to a second place (tie) finish in the Three Rivers conference, a 20 win season, a Sub-Section 1AA West runnerup, scoring in double-figures every single game. A ball joint is essentially a flexible ball and socket that allows the suspension to move and at the same time the wheels to steer. Cars and trucks without strut suspensions typically have four of them (one upper and one lower on each side). Cars and minivans with strut suspensions have only two (one lower ball joint on each side). Some front-wheel drive cars also have ball joints on the rear suspension. Like any other suspension component, ball joints eventually wear and become loose. Excessive play in the joint can affect wheel alignment and tire wear. Loose joints can also cause suspension noise (typically a ‘clunking’ sound when hitting a bump.) WARNING: If a ball joint fails, the suspension can collapse, causing a loss of control. what is a Rent to own Contract mean when selling a property? A Rent to Own Contract is also referred to as a Rent with Option to Buy. This is a rental agreement giving the renter first option to purchase the property by the end of a designated time frame. At the end of the agreed time frame the renter would either exercise the option to purchase the property or the owner may list the property and offer it for sale. The owner/seller maintains responsibility for repairs and is a landlord until a purchase agreement is entered into by both parties. The renter/buyer should be actively working with a lender and making every effort to purchase the property should they qualify for a loan. A Move In Early Agreement is used when the buyer and seller have come to an agreement, the buyer meets all qualifications. The seller may allow the buyer to take early possession and close at a later date. Jennifer a. Gumbel attorney I can’t find my abstract. Do I still own my property? Only certain documents transfer property, usually deeds. Ownership isn’t based on possession of a document. Rather, ownership generally depends on who is listed as a grantee, whether that document has been delivered and whether third parties have notice of it. When you record a document at the County Recorder, you have now put all third parties on notice. Abstracts do not convey ownership. Instead, they summarize the documents at the Recorder’s Office that affect the property. While abstracts don’t convey ownership, they are important. When you want to transfer some kind of interest, the person receiving the interest may want to look at the abstract to be sure are able to make the transfer. Because it takes a lot of research to put together an abstract, replacing one can be expensive. If you have a document, like a deed, that transfers interest but hasn’t been recorded, you should bring it to the Recorder’s office. Trade-in Recently I have had a lot of people mention that they have been shopping around for a different vehicle, new or used, and have been told that their trade-in isn’t worth anything. Cougar NEWS A Day of Demos
The smell of vinegar and the sight of glowing water was one of seven experiments that could have been experienced in the science room on February 16th. The chemistry class at M-C High School worked extremely hard the first week in February to demonstrate the wonders of chemistry to twenty-seven very inquisitive 3rd graders. Each high school team gave a short demonstration and explained the chemical reaction or process that was taking place in an experiment of their choice. The 3rd grade students were also given handouts so they could try these experiments at home! The high school students became the teachers and did a great job of explaining and showing their 3rd grade students how their experiment worked and what chemical processes were taking place in their experiment. This was an extremely fun project to coach and an even more rewarding experience to watch these talented students show the 3rd graders how fun science can be! Dr. SEuSS WEEk FEb. 27 - Mar. 2 Mabel Canton elementary students celebrated Dr. Seuss Week February 27th - March 2nd. The week was filled with a fun dress theme each day and ended with a birthday party celebrating with the Lorax Movie, Birthday cake and a surprise visit from our Mabel-Canton Cougar. We had mystery readers throughout the week and students were rewarded prizes when guessing 2 or more mystery readers correct. During library time, students were read Dr. Suess books throughout the week and a chance to guess “how many fish were in the bowl.” The student closest to ( without going over) was our winner. All students were also given a Dr. Seuss pencil at the party.

research project/ Science Fair results: Winners for their Research Project in third grade were Carter Hicks/Levi Rogich (Legos) and Tanner Marquardt (My Dad, My Hero). Winners in the fourth grade were Dalton Bahr (Tigers) and Dawson Wilder (The Solar System). Winners for their Science Fair project in the fifth grade were 1st place – Hannah Scheekloth (Which Crystal Can Take More Weight), 2nd place – Leah Bean (How Clean is Snow), and 3rd place – Anna Erickson (Ants). points per contest. Considering he was also the Knights main ballhandler, that squarely made Tanner the prototypical combo-guard (think Chris Paul or Deron Williams). He was equally adept at putting the ball in the basket himself, or dishing to teammates (averaged 4.7 assists per game). No slight to his dime-dropping abilities, but he was probably more adept at scoring. Where do you begin? He was a guru at speedily getting the ball to the basket, where he used his sturdy 6’1” 185-pound frame to finish. He was also incredibly adept at backing his man into the painted area. There he used his size again to get off mid-range shots, or, he used a quick (patented) spin move to set up easy lay-ins. Rochester-Lourdes knows the second technique all too well. They saw it a lot in the second half of the Sub-Section semifinal contest, the half where Lange simply wouldn’t be denied a victory and wasn’t. With all that aggressiveness came another staple of Lange’s game: FT’s. He shot a lot of them (204 heading into the play-offs). He made a lot too (150, or 73%), excluding a 9 of 10 effort (all in the second half) in the Lourdes victory. Then there was the on-ball defense he (and back-court mate Sam
Eberle) applied. Lange got plenty of steals (3.6 per game), plenty of breakaway lay-ins courtesy of that defense. Just ask Caledonia. In the team’s first meeting of the year, the Warriors struggled getting the ball past half-court, courtesy of Lange (and Eberle). Tanner finished with 26 points. The Knights won by 38, a fact well documented in Kingsland’s Senior Night 2012 booklet; nearly every player referenced it as their favorite basketball memory. Fourpoint-two rebounds per game made Tanner nothing less than a ‘stat-sheet stuffer.’ His coach, Paul Eckheart, called Tanner “Mr. Passion.” He went on to say, “His love for the game transcends everything. He (took) on the role of leader for (the Knights) and embraced it with open arms. He (was) the coach on the floor.” There weren’t too many games where Tanner wasn’t the best player on the floor. It’s unknown whether his passion, his b-ball abilities, will again take an organized basketball court. Tanner is still undecided on college. His last high school game may have been more bitter than sweet, but a few things are for sure. His basketball exploits were sweet. They’ll be remembered fondly. They won’t be forgotten in the land of of Kings. Tanner (and his senior teammates) authored many “best of times” for Knight fans.

Lynn Mensink of SEMCAC accepts a check of $17,940.48 from Master Bob Erickson, left; Dean Underbakke, Junior Warden; and Nevin Vrieze, Senior Warden. By Karen Reisner At the Chatfield School Board’s March 19 meeting several items pertaining to the 20122013 school year were approved. Greg LaPlante was absent. The administrative plan for Action 100 Book Challenge was approved. Superintendent Ed Harris said the program is just what we need and this will continue the plan. Chairman Jerry Chase remarked, “What a great program.” The program is expected to help instill a culture of reading. The curriculum and staffing for the program will be implemented in the 2012-2013 school year for preK through sixth grade. The school board heard details about the program at their February 21 meeting. It is a systematic approach to foster independent reading. An Administrative Appeal Procedure was approved. Harris said it isn’t a policy, but a guide to help direct people with concerns or issues on where to go and how to get those issues addressed. A District Academic Acceleration Procedure was approved. This again is not a policy but a procedure to look at a request and the practicality of advancing a particularly gifted or talented student. The subscription and staffing for Odysseyware for the 20122013 school year was approved for grades nine through twelve. The 2012-2013 calendar was also approved. Harris said they had conducted a survey and 65 percent of respondents wanted to continue have graduation on a Sunday. There will be 175 student days and the last day for students in 2013 will be May 31. Other Business In Brief •Harris noted that the state budget is more positive than expected, which is great news. He said the district will not get any new money, but the withholding will be less than in the past. •A short video was shown as an example of a media production program. The video was produced for “I Love to Read Month” which was February. Harris added they need to continue to focus on literacy. •Elementary principal Craig Ihrke said he was pleased overall with the recent Minnesota Comprehensive Assessments (MCA) testing math scores. He was happy with the progress being made. Ihrke said he encouraged students that already met or exceeded requirements to take

It’s time to think Easter Bunny! I remember that each of us kids had a wicker basket that we would set out on Saturday night in hopes that the Easter bunny would drop off something good. We hoped for those chocolate bunnies (that were hollow in the inside) and lots of jelly beans. When it comes to jelly beans I love the black ones!! I know, I’m weird. But black is the only color worth eating as far as I am concerned. I had no trouble
collecting the black beans from my brothers and sisters. They couldn’t wait to get rid of those! One time the Easter bunny dropped off some of those colored foamy like/sugary “peeps.” Yuk! How anyone can even eat one of those things is beyond me! I have a co-worker, Sue, who thinks “peeps” are the greatest thing in the world! After Easter when the stores mark those

1 package white cake mix ¼ cup dry lemon Jello ¼ cup dry lime Jello ¼ cup dry orange Jello 1 can ready to spread vanilla frosting Mix the cake mix according to the directions on the box. Divide the cake batter evenly into 3 bowls. Stir the different dry Jellos into each of the bowls making one bowl lemon, one bowl lime and one bowl orange. Alternately spoon the colored batter into 24 paper lined muffin tins – dropping 2 tablespoons of each color at a time. Bake as directed on the box for cupcakes. Cool and frost. (can use any combination of Jello that you have on hand)

“peeps” way down in price (cause nobody bothered to buy any during Easter) I pick some up for Sue just to see the pleasure on her face when she sinks her teeth into one! She doesn’t care if they are yellow or green or pink or whatever – she just enjoys eating them! I remember that once in a while mom would let us dye eggs. Sometimes she would hard boil them first and sometimes she would poke a hole in the bottom of the egg, blow out the insides, and then let us color them. Only us girls could dye the fragile ones, as the boys got a little rough with the eggs and usually ended up smashing them. We would put all the eggs in an old basket that mom had and then set the basket in the middle of the dining room table for everyone to see

Sometimes Karen and I got “head bands.” They were hard plastic, sharp-toothed bands that were decorated with dried flowers and strings. They clamped right onto your head. If they were too small or too tight they tended to pop off our heads during church. And if you weren’t careful they broke into many pieces. They weren’t the easiest thing to keep on. But I sure looked cute!!

Kingsland School Board strategic objectives for the district By Kevin Blanchard The Kingsland School Board approved strategic objectives and district goals at their meeting Monday, March 19. The vision, mission, strategic objectives and district goals were developed through a series of strategic planning meetings. “The vision for Kingsland Public Schools is to be committed to an academically rich environment through the integration of twenty-first century skills,” Superintendent John McDonald said. The mission the board adopted is that by 2017, Kingsland will be recognized for academic excellence; safe and positive learning environment; innovative technology; community partnership; and student and parent engagement. The strategic objectives for the district are: increase academic excellence through expanded curriculum, course offerings, extra-
curricular and co-curricular activities; create a safe, positive learning environment; attract and retain highly effective teachers; identify and assist underachieving students; increased accountability between school, community, parents and students; and, facilities that match our educational needs. McDonald said that each of the strategic objectives will be broken down into more specific goals for each of the grade levels. In other action, the board approved several fundraising events. The “Jump for Heart” and “Hoops for Heart” will raise money for the American Heart Association. The track team will sell beef jerky to raise money for a four by six foot record board. The Robotics team will be holding a unique fundraising event, Teacher vs. Student Dodge Ball Matches on March 22. The copy on the flyer announcing the event
reads, “Ever wanted to pelt a teacher with a dodge ball? Well, here is your chance!” Students are invited to put together a six-person team to challenge the teachers. The teachers who will be participating according to Jordan Chinnow are Mr. Hill, Mr. Pryor, Mr. Bergy, Coach Stinson, Coach Peterson, Mr. Boerger and Senorita McMahon. “I think that once the students see the flyer, they will be interesting in coming to watch the matches,” Chinnow said. The board also approved the implementation of the TIES management system. TIES is a Minnesota software developer with a history of reliability, stability and state-of-the-art security. TIES integrated student, personalized learning, finance, human resources and payroll systems drive decisions through intuitive reports and metric dashboards to optimize school
Early season pasture thistle control Jerrold Tesmer, Extension Educator for Fillmore/Houston Counties When the grass started greening up, it also meant other less welcome plants will soon be appearing. Normally, early May is excellent for early season pasture weed control, but if this weather trend continues, consider Jerrold Tesmer moving the timing up. Plants that are easily controlled when small and tender become more difficult to control as they mature. Also, early control of pas-
ture weeds allows more grass to grow and the pasture will support additional grazing. There are a many broadleaf weeds to be concerned with, but Bull Thistle, Musk Thistle, and Canada Thistle seem to be most common. The good news is the process of controlling thistles often controls other broadleaf weeds. Bull Thistle and Musk Thistle are biennials, which mean they take two years to complete their life cycle. They form a rosette (a flat group of leaves at ground level) and store food in their roots the first year, and flower (produce seed) the second year. Control measures, chemical or mechanical, are most effective when applied during the first year’s growth. If treatment

If you have only a minor problem with scattered plants, mechanical control can be effective. The rosettes are generally too low to be mowed effectively, so digging the first year plants is your most dependable method. The second year growth can be mowed, but multiple trips will be needed to successfully prevent the thistles from producing flowers. Once you have flowers, you have seed. As a perennial, Canada Thistle can be a tougher weed to deal with. It not only produces seeds, it also spreads by underground rhizomes. The artist is the wife of Pastor Kyle Jackson, Intern Minister at St. Mathews Lutheran in Granger, St Paul’s Lutheran at Big Springs and Greenfield Lutheran Church in Harmony. My art takes on many forms; whether it’s a reflection of my physical environment, state of mind or heart, all are an organic piece of me. I find joy and fulfillment in each genre, and continually push myself to think and feel outside the box.” Chef Stephen Larson will treat guests to a variety of his delicious appetizers, coffee and water, which will be provided by the Harmony Arts Board. district performance. “We currently use the JMC Software system,” McDonald said. “Our systems do not talk with one another. “All of the systems and data for the district will be tied together under one umbrella, one system,” McDonald said. “We will be able to more easily generate reports and communicate with our staff. This is an opportune time to do this as we close out one year and move to the next.” McDonald also led the board in a discussion of the implementation of the new Apple iPad. He would like to bring it before the board as a decision item in April. He is proposing that the district would lease 200 iPads for grades three through six and some for additional staff. The cost of the lease would be $34,650 per year with an option to purchase each iPad for one dollar at the end of the three-year lease.
In the 2012-2013 school year, according to McDonald’s proposal, every student in 9th through 12th grade will have a netbook. In the 2013-2014 school year, grades seven and eight will receive netbooks. By the fall of 2015, all students will have access to an iPad or netbook. “These are powerful learning tools that will engage our students,” McDonald said. During the public comment portion of the meeting, Steve Swanson, a parent of one of the students, addressed the board. “I am concerned with the boys basketball program. I have spoken with several parents who have been disappointed with the program this year,” he said. “The current coaching staff has overlooked violent behavior and swearing,” Swanson said. “I would like to ask the board to open up the position for a new boys basketball coach and assistant coach.” The next board meeting will be on April 16 at 7 p.m. in the district conference room.
If you chose to use herbicide control, a number of choices are available. I counted fourteen options in the Grazing Restriction Table (page 41) in the U of M Extension Publication Plants Commonly Found in Established Minnesota Horse Pastures. Check it out at http://www.extension. umn.edu/ click on Agriculture, than Horses. Horse pastures have the same weeds as cow, sheep, and goat pastures. Anytime you use herbicides reading the label is a must. The label will list any precautions and grazing limitations for milk and meat animals. However, many labels do not list horses. Extension Educator Krishona Martinson suggests horses should be excluded for seven to ten days after spraying. This is another good argument
for splitting pasture into multiple paddocks. Not only will you increase grazing productivity, you have an opportunity to control weeds in each paddock. When the animals are rotated out of a current pasture into a new one, use that opportunity to dig, mow, or spray your thistles. If you are trying to maintain a legume in your pastures, be aware that any of the broadleaf herbicides will eliminate both alfalfa and clovers. Mechanical control or spot spraying will be your only alternatives. Habitat to offer low-cost home repairs to qualified, low-income homeowners WINONA, Minn. -- Habitat for Humanity Winona-Fillmore Counties is launching a new pilot program called A Brush with Kindness. A Brush with Kindness is a program that helps low income homeowners by offering exterior home improvements. Volunteer teams work to improve the condition of the homes
by painting, landscaping, and minor exterior repairs at minimal costs to homeowners who would be unable to complete home repairs on their own. Able-bodied homeowners are encouraged to work alongside the volunteers in a cooperative effort. A Brush with Kindness is for homeowners earning 60 percent or less of

A Brush with Kindness focuses primarily on neighborhood revitalization through minor exterior maintenance, limited landscaping and limited exterior painting projects. Minor exterior repairs are offered at the discretion of Habitat for Humanity Winona-Fillmore Counties. A small program fee may be necessary to help defray the cost of materials. Family income and scope of work to be done will be used to determine the program fee. “A Brush with Kindness gives us a great opportunity to help more families in need, as well as have an impact on the entire neighborhood,” said Nancy Iglesias, Executive Director, Habitat for Humanity Winona-Fillmore Counties. “Helping people repair and maintain their homes fits in seamlessly with Habitat’s core mission of making decent, affordable housing available to low-

Habitat for Humanity WinonaFillmore Counties built its first home in Winona County in 1994. Since then, forty-four homes have been built. Interested in a conservation easement? The Fillmore Soil and Water Conservation District (SWCD) has teamed up with the Winona, Goodhue, Olmsted, Root River (Houston), and Wabasha SWCDs in an effort to secure funding to assist landowners who are interested in voluntarily protecting, restoring and/or improving the quality of their lands. At this time, we are only interested in identifying landowners who may have an interest in exploring what this
funding could do for them. Southeastern Minnesota is unique in its topography and, as a result, contains the most biological diversity of any part of the state-- specifically, 39 percent of all state-listed rare species are found in this part of the state. There are over 50 types of native plant communities, 30 endangered species, 46 threatened species, and 156 animal species of greatest conservation need.
A variety of practices including overgrazing of pastures and woodlands, splitting up of large parcels into smaller parcels for development (known as fragmentation), and invasive species infestations, all threaten this important region. In addition to destroying fragile plant communities, some practices result in removing natural ground water filters which then allow contaminants direct access to the ground water.

If you have an old pastured hillside, pastured woodland, hillside wetland or other areas you think may be worth protecting, or are not sure if it is an area of any significance, please contact the Fillmore SWCD. A map of eligible lands has already been developed based on various geologic and environmental factors. The staff at the SWCD can review your plans and help determine your eligibility. Specifics of this program are still to be determined. If funded, easement payment rates would be

determined by property values. Cost-share for implementing the conservation plan is expected to be 100 percent of the cost of restoration or enhancement up to a maximum of $1,500/acre.
