Ever since October, people in Mabel and the surrounding area have had a local option when it comes to buying clothing and other items. It’s New 2 U was opened by Stephanie Liddiard, who owns and runs the Split Endz Salon and Spa in Mabel. Liddiard said she was a single mom for years, and she frequently shopped at thrift shops for herself and her children. “When we bought this building, we decided we wanted to utilize the whole building,” said Liddiard. Right now the hair salon is on the main floor, as well as a photography studio. Liddiard and her mom, Genette Halverson decided to open their own thrift shop in the downstairs area.
At first they didn’t think they would have enough merchandise to fill the large room. Now they have run out of room and are looking at expanding. At first they thought it would be a place to sell gently used children’s clothing. Now they sell clothing, shoes, accessories and other items for men and women of all ages as well. “People bring things to us, and we buy what we need,” said Halverson. Liddiard has certain restrictions on the items she buys. “I want things that are only about two to three years old,” explained Liddiard. “There can’t be any rips, stains, tears, or broken zippers.” Liddiard and Halverson said they have learned over the months what people are looking for, and what they should buy.
“I try to keep the prices reasonable so it’s affordable for families,” said Liddiard. “Right now you literally could clothe the whole family for $100.” The store has had a lot of business since opening, and not only from Mabel residents. People have come up from Iowa to shop there as well. “We have really met a lot of nice people,” shared Halverson. Liddiard lives in Waukon, Iowa with her husband and children. She makes the halfhour trip to Mabel for work, and she really enjoys it. According to Liddiard, a lot of young adults and teenagers shop at the store. Not only can high school girls tan and get their hair and nails done at the salon, they can also shop the See IT’S NEW 2 U Page 8

Jeff Broberg, a member of the National Trout Center (NTC) board of directors, discussed the possibility of obtaining Legacy grant funding (from the three-eighths Minnesota sales tax) at the Preston City Council’s April 16 meeting. Broberg, Minnesota Trout Association, serves on the Southeast Minnesota Water Resources Board and is VP at McGhie and Betts Environmental Services, Inc. Council member David Harrison was absent. Broberg asked the city to look into applying for the grant and to act as the fiscal agent. There would be no monetary matching fund required from the city. Broberg suggested other entities like the Minnesota Trout Association and SWCD may act as partners in an effort to make stream bank improvements, to do beneficial landscaping in the floodway, to create better handicap accesses, to prevent stream erosion, and to promote fishing. The application would need
to be submitted by late June and if successful would be available mid year in 2013 and run for two to three years. One requirement of the grant funding is that the area be open to public fishing. City Administrator Joe Hoffman said we have all contributed to these funds and this is a chance to bring back some money locally. The council approved pursuing the grant. Approval for city Fishing Course Broberg asked the city for approval to go ahead with an idea from the Minnesota Trout Association to have a fishing course within the city of Preston. The idea is to have a map and score card for nine spots or fishing holes. This could be on a self guided basis and the score cards could be made available at the NTC. He said it could be started during Trout Days. Hoffman said it is great that we have such great waters within the community. See PRESTON Page 3

It was announced in March that the district’s need had been recognized by the the House Finance Committee who recommended funding of the initiative to the bonding committee in the amount of $7.5 million. While that amount was far short of the $20 million in

state aid they’d hoped to see, it’s a step in the right direction. Now, through aggressive action, including that of district consultant and lobbyist Peg Larson of RCS Consulting, the district is part of a separate bill written for flood mitigation. Fourth Grade State ProjectS
The Fillmore Central fourth graders each completed a project about one of the fifty states. Each fourth grader had a different state to write a report on, and then make a project about that state. The students had a choice of doing a poster, brochure, or a state float. Mrs. Brown Ferden’s students are shown in the photos with some of the state floats that were completed.

attendance. Following the supper, the R AD Zoo of Owatonna presented a program featuring reptiles and amphibians. The students learned about turtles, snakes, alligators, and lizards.

The council approved the authorization of the area from a bend at the fairgrounds to the St. Paul bridge for the fishing course. Fire Department Cascade System Steve Schroeder explained the need for an updated system to refill air tanks. The current system is about 40 years old and only fills the tanks half full. Under OSHA regulations this only allows the firefighters

to do seven and one-half minutes of work. The new system will fill the tanks and allow for twice the usage time. It will also make them compatible with other fire departments and equip them to go to high pressure in the future. The total cost for the new cascade system is estimated to be $12,762. The council approved the purchase of the system. The city’s equipment budget will pay $6,000 with the remaining funds coming from the equipment reserve

The resulting report will allow the city to look at the whole picture and prioritize for short and long term planning. The report will

include estimated construction costs and maintenance costs. The council approved the proposal to do the plan which will cost no more than $7,500. The Preston Utility will pay one-third of the cost which will be split between the water and sewer fund. The city will pay the remaining $5,000. •County Assessor Cynthia Blagsvedt gave an overview of the assessed property values in Preston and across the county for the Board of Appeal and Equalization. No one from the public was in attendance to ask

questions or to challenge the county’s assessed values. The Estimated Market Value for the whole of the city of Preston was increased by 2.57 percent. Preston saw an increase in new construction valued at $531,100 which was in large part due to the construction of the new Casey’s convenience store. •College student Kenneth McBride was hired for the summer to help with general maintenance work including cutting grass and weeds, painting curbs, and filling pot holes.
Southern Minnesota Initiative Foundation awards $153,668 Southern Minnesota Initiative Foundation (SMIF) recently approved nine grants totaling $152,668 to support early childhood and entrepreneur projects within southern Minnesota. These grants align with SMIF’s goal to build a prosperous region with vibrant communities, innovative businesses, and a skilled and valued workforce. SMIF’s Incentive Grant Program is designed to support new, asset-based collaborative projects that demonstrate measurable results related to SMIF’s early childhood and entrepreneur development goals. Six grants totaling $92,668 were awarded to Early Childhood projects: •$20,000 to the Region 9 Interagency Early Intervention Committee to support 40 trainings on the social emotional development of children throughout the ninecounty region for all who interact with young children. C ommentary The role of government By John Goutcher It has been said that America has never been a Christian nation, or that our founders were a bunch of atheists, agnostics, and deists. Consider the facts if you will. At least 50 of the 55 signers of the Constitution were Christians according to Bradford in his book, A Worthy Company. Every single American President has taken the oath of office with his hand on the Bible and has referenced God in his inaugural address. Every one of the 50 state constitutions call on John Goutcher God for support. The Supreme Court, in 1892 after an exhaustive 10-year study of this matter, said ”This is a religious people. This is a Christian nation.” Taken from the Holy Trinity Decision. Even today, the Supreme Court opens each session with the verbal declaration, “God save the United States of America.” With that minute amount of background knowledge, I will safely say that Americans have been blessed by God to live in a free republic. Our government has been structured upon democratic principles at multiple levels, including local, state, and federal governments. We are privileged to be able to vote, elect people to represent us, and influence those decision makers. Still, many Americans have the right to disagree on various public policies. How then do we determine when the government should be involved? Especially the Federal Government. For Christians, the ideal government would base its laws and policies upon God’s laws, and fortunately for Americans, history teaches us that our founding fathers did indeed structure our Federal Government upon Biblical principles. However, have we strayed from God’s ideals as our government has evolved? What is the role of the federal government then and now? Should Biblical references and the Constitution be entirely stricken from the current role of the federal government? The most fundamental role of government is to allow its citizens to live peaceful and quiet lives. The framers of our constitution used the Biblical quotes from 1 Timothy 2:1-2, Genesis 10:5.11:9 and 12:1-2. These concepts were placed directly into the constitution and into the first amendment of the Bill of Rights. In order for the government to institute these concepts, the passages in Genesis, as stated by God, were used to protect nations from aggressors. Therefore, as written in the Bible and inserted into the Constitution, our Federal Government has the right and responsibility to tax its citizens to collect funds to develop a system which will protect and allow citizens to live in peace and freedom. This concept really carries over into all levels of government, state and local as well. Each has the responsibility to collect taxes to provide law and order, legislation, courts and
highway development. Our founding fathers, however, were careful not to give the federal government a large amount of elbow room for the Constitution limits the power of the Federal Government. The Constitution doesn’t present a list of items the Federal Government should do. Instead the document limits what the government can do. In other words, if it is not listed in Article 1 section 8, congress should not have the power to do it. Please note when reading this section for what is not included then think about which is currently included as a function of the federal government. Eduction and health care, for point of reference, are not listed as functions of the federal government. In regard to defense, most of us would agree that our military is the most powerful force on the planet. I believe that most citizens feel comfortable and feel well protected by the national defense that is provided by our federal government. Is our military well managed and efficient? That is another issue and is most certainly debatable. Our system of justice certainly has its downside and the crime rate seems higher than desired Most Americans however, do feel safe and secure with our current system of law and order. Law enforcement and fire protection does a good job thus allowing the citizens to feel safe and for that, we all extend a hand of gratitude. With these thoughts in mind, the role of government is fulfilled. As we take a look at what the Bible says and what is printed in the Constitution, I can probably tell you that the role of government has expanded far beyond what the founding fathers wrote. The most glaring observation of deviation is of the size of our existing government. Something is really wrong when we have 90,000 government units (cities counties, states, and federal) nation wide which collectively employ some 20 million people and pay out $600 billion dollars in salaries and benefits each year. Please keep in mind, these recipients are collecting taxes from the rest of us which goes to support their payroll expense. These 20 million people then think of ways to spend additional trillions of tax dollars. From that standpoint, the role of government is not being fulfilled as the cost of government employees adds greatly to the overhead, which affects the tax burden. Remember, these people are performing an illegal act and doing so with tax dollars contributed by you and I. Does it make any sense to increase taxes so that those using food stamps can buy alcohol, tobacco and convenience items? How can the Federal Government allow the purchase of tobacco products and at the same time discourage its use? The truth is that we have no one to blame for the situation we are in except ourselves. The people who are making these decisions were either voted into office or appointed by the politicians we elected. What does this mean for those of us who are disappointed by the direction our Federal Government is currently moving? Are we, by our silence, in the minority? Does this mean that a majority of the people are pleased with the current situation? Are we so caught up with bureaucracy of Federal spending programs that we are selfishly protecting our own interests in spite of what is right? Think about it.

Obituaries Letitia Ann Burkholder Letetia (Tish) Ann Burkholder, 66, of Harmony, was welcomed home by God, Sunday April 15, 2012, surrounded by her loving family. She was born August 11, 1945, in Houston County, to Elmer and Stella (Hoff) Stensgard. A 1963 Graduate of Peterson Letitia (Tish) High School Burkholder and attended Cosmetology School of Rochester following her graduation. She worked at beauty salons in Rushford, Houston, and Harmony. She then enjoyed some years home as a “stay home mom” homemaker. Tish later went to work for the City of Harmony, clerk’s office and Harmony State Agency. In 2006 she entered the benefits of retirement. Tish was united in marriage to Philip R. Burkholder August 21, 1965, at the Grace Lutheran Church of Peterson, Minn. Together they loved camping, traveling, and attending the many activities of their sons, Tim and Brian. Over years of living a life with three “boys,” Tish learned the excitement of the Vikings, Twins or whichever team they decided to watch that day. She also enjoyed creating many beautiful items in her sewing room, working in her flower gardens, golfing, and spending time with and attending her grandchildren’s events; watching them grow was a blessing she lived for. Tish was a loving wife, caring mother and a true friend. Her great spirit and contagious/one of a kind laugh was known by many and will truly be missed by all. Survivors include her husband, Phil, of Harmony; two sons, Tim (Kim Higbe) Burkholder, of Rochester, and Brian (Julie) Burkholder

She also leaves behind many nieces and nephews. She was preceded in death by her parents. Funeral Service was held Friday, April 20, 2012, at Greenfield Lutheran Church, Harmony. Burial followed at the Greenfield Cemetery, Harmony. Jill Olloff Jill M. Olloff, 48, of Rushford died on Thursday, April 12, 2012, at Winona Health in Winona, Minn. Jill was born on May 2, 1963, in Winona, Minn. to Charles and Wanda (Williams) Carrier. She was raised in Houston, Minn. and graduated from Houston High School in 1981. On May 5, 1990, she married Kurt Olloff in Houston. She lived in Houston until 2002, when she moved to Rushford. Jill worked for many years at Valley View Nursing Home in Houston and was currently working at Rushford Foods in Rushford. In her spare time Jill enjoyed canoeing, following her son, Kasey in his high school basketball and golf and spending time with her children and grandchildren. The funeral service was on Tuesday, April 17, 2012, at Hoff Funeral and Cremation Service in Rushford with Dean Hatlevig officiating. Lowell V. Selness Lowell V. Selness, age 87, of Spring Grove, Minnesota, formerly of Hesper, Iowa, died Wednesday, April 18, 2012 at Tweeten - Lutheran Health Care Center in Spring Grove, Minnesota. Lowell was born May 20, 1924, in Hesper Township, Winneshiek County, Iowa to Carl and Ida (Josvanger) Selness. He attended school in Hesper and Mabel, Minnesota. He started farming the family farm at age fourteen and even after retiring he continued to help his sons run the farm until shortly before going into the nursing home in 2008. For many years he had a herd of purebred Herford cattle. On August 31, 1949, he married Elizabeth “Bette” Walhus in Spring Grove. He was a member of the Hesper Lutheran Church and enjoyed his family, woodworking, and fishing. He was proud to have been an honorary member of two Future Farmers of America chapters. Lowell is survived by his wife Bette of Spring Grove; two sons Scott (Becky), and Terry (Mary) both of Mabel; five grandchildren Kirby, Samantha, Travis, Jon, and Michael; and several nieces and nephews. He was preceded in death by a son Dennis; a brother Norman; and two sisters Alice Anderson and Lois Williams. Funeral services were Monday, April 23, 2012, at the Hesper Lutheran Church in Hesper, Iowa with the Rev. Matt Larson, officiating. Burial was in the Hesper Lutheran Cemetery. See OBITUARIES Page 7

Mary Katherine Ward Katherine “Kay” Ward, 83, of Chatfield, died Tuesday morning, April 17, 2012, at Chosen Valley Care Center in Chatfield. Katherine was born May 15, 1928 in Red Wing, Minnesota, one of 13 children of David and Alfreda (Matter) Gadient. She lived with her family in rural Goodhue until her graduation from Goodhue High School in 1945. Katherine lived in Rochester and worked for the Mayo Clinic until her marriage to Louis Ward in 1949. They were married St. Columbkill’s Catholic Church in Belle Creek, Minnesota. Kay retired from IBM in June 1986 after 20 years of service. Kay was a devoted wife, mother, grandmother, and friend. She was an avid golfer until 2011, enjoyed fishing, boating, her cabin in Wabasha, bowling and many other activities. Kay was also a quilter and cheerfully did many things for her church, her community and her family. Kay received a Bishop’s Medal from Bishop John Quinn of the Diocese of Winona in December 2011 for her many good works for her church. She was also devoted to her loving family and many friends. Blessed be her memory. Kay is survived by her husband, Louis, her son-in-law Jim Priebe of Rochester, her sons Dave (Marcia) of Eyota and Don (Billie) of Faribault, two daughters, Rita Lawson (Patrick), and Maureen Ruskell (Gary)
both of Chatfield, 14 grandchildren and 21 great-grandchildren; four brothers: Father Peter Gadient of Lincoln, NE; Robert Gadient (Berdell), of Goodhue; William Gadient (Kay) of Goodhue, Raymond Gadient (Ruth) of Frontenac and one sister, Regina McComas Morelan of Faribault. She was preceded in death by her parents, her daughter Jean Priebe (Jim), and her siblings Margaret Gadient, Bernard Gadient (Agnes), John Gadient (Shirley), Rosemary Lodermeier (Len), Gerald Gadient (Nita), Francis Lodermeier (Ed) and David Gadient (Char). A funeral Mass was held Saturday April 21, 2012, at St. Mary’s Catholic Church in Chatfield. A reception followed at the church. Freeman Welch Freeman Henry Welch was born in Spring Valley, MN on August 1, 1932, to Marshall and Ella (Herrick) Welch. He was raised on the family farm near Chatfield and graduated from Chatfield High School in 1950. Freeman died on April 12, 2012, at his home in Stewartville. He enlisted in the Air Force, serving in aircraft maintenance in Greenland during the Korean War. After discharge he attended college in Fullerton, CA. He married Charlene Sealey on April 11, 1955, and they returned to Minnesota where he became one of the first hired at IBM, Rochester facility. They raised their family at their rural home near Chatfield. He later

Freeman was a pilot, photographer, and an inventor . His wife, Charlene passed away on April 20, 1990. He married Janice Cheney Snyder on March 28, 1992. He was a charter member of Calvary Baptist Church, Chatfield, a member of the EAA Chapter 100 and the Spring Valley Historical Society. Survivors include his wife, Janice,of Stewartville; three sons, Vince (Susan) of Plainview; Paul (Tracey) of Stewartville; Gary (Marianna Johnson) of Rochester; three daughters, Cheryl Learmont (Michael) of Adams; Cindy Malone (William) of Bailey, CO; Catherine Thorson (Thor) of Wykoff and one step-son Donald Snyder (Linda) of Idleyd, OR; two brothers, Roderick (Marjorie) of Chatfield; Martin (Luanne) of Winterville, NC; 13 grandchildren, and eight greatgrandchildren. He was preceded in death by his parents, two infant sisters and his first wife, Charlene. Funeral was Monday, April 16, 2012, at the Calvary Baptist Church in Chatfield with Pastor Randy Charlton with burial in the Orion Cemetery following the services. Riley Funeral Home of Chatfield handled arrangements.

Operation Round Up grants $3,800 to local causes Rushford, MN— The Operation Round Up Trust Board met on March 9 and donated $3,800 to the following worthy organizations: •$800, Local Food Shelves Participating in Minnesota FoodShare Month, to help purchase food for residents in need. PAUL, MN)—Fillmore County Commissioner Duane Bakke, Past President of the Association of Minnesota Counties (AMC), selected Samantha Kiehne, a Fillmore Central High School Senior, to receive the $1500 AMC Student Scholarship during AMC’s Legislative Conference in St. Paul, March 21. Candidates for the scholarship must demonstrate excellence in the classroom, actively participate in intra- and/or extracurricular activities and serves as a role model for his or her peers. The scholarship recipient must also share the AMC vision of a future that contains active civic participation, community pride and a sense of community responsibility. Kiehne has been involved in many activities and clubs that have included the National Honor Society, Scholar Club, SADD, Radio Show, Spanish Club, Newspaper, and deliver-

Fillmore County Sports By Paul Trende It was a week of intra-county beat-downs. Chatfield baseball started the blitzing. They jumped out 10-2 after two versus R-P. Seven more runs later and the 10-run-rule after five was in effect; 17-6 was the final. Collin Maki (3-4, 2B, 2 RBI, 2 R), Justin Viss (2-4, RBI, 4 R, SB), Tyler Lund (2-4, 2B, 2 RBI, 3 R), and Mitch Irish (2-4, 2B, 2 RBI, 2 R, SB) headed the attack. Every Gopher starter recorded a hit; eight drove in runs. Pitcher Nate Skare moved to 3-0. Sophomore Cale Stensgard was a/the big R-P bright spot (3-3, 6 RBI, 2B, HR). A night later, the Trojans were in Preston. They did the shellacking versus FC/L. Stensgard turned in a moundmasterpiece (7 IP, one clean single, BB, 10 K’s, Win). The Trojans scored multiple runs in each of the first four innings. Stensgard had three RBI’s (making it nine in 27 hours). James Knudsen (2-4) had 2 RBI’s. Ethan Wilkemeyer had an RBI single, reached base in all four plate-appearances, scoring two runs. Zach Ansell went 3 for 4 (RBI, Run). Every Trojan (save for Stensgard) scored a run. R-P dispatched with FC 9-0.
Tyler Eickhoff got FC/L’s lone clean hit. He took the loss (7 IP, 12 K’s, 5 BB’s, 9 R’s). The lopsided play continued on the softball diamond. Chatfield hosted GMLOK for a doubleheader. Only ten innings were needed. Bulldog Stephanie Russell’s 3-run HR in the top of the 3rd gave GMLOK a 3-2 lead. In the bottom half of the inning, Chatfield scored 8 runs. They prevailed 13-3 in five. Sidney Irish was 3-4 (2B, 3 RBI, SB, R). Kirsten Keefe (3 R), Sarah Costello (RBI, 2 R), and Erin Bradt (2 RBI, R) all went 2-3. Sydney Johnson (2B, SB) did the same for GMLOK. Game two followed one’s blueprint, Gophers 13-2 in five. Tori Woltz (3-4, 2B, 3 RBI, 3 R), Keefe (3-3, 3 R), Irish (2-3, 2B, SB, 2 RBI), and Ashley Wolter (2-3, SB, 3 R) did damage. Gopher 3-6 hitters (Wolter, Woltz, Keefe, and Sarah Costello) were electric (9 for 13 with 11 runs-scored). GMLOK had just three hits (Kailynn Hamersma 1-2, R). Protein I made my first attempt at vegetarianism at age 12, and it lasted about a day. When I was eighteen I was a little more successful and determined, but after a year I sort of slid back into the Standard American Diet. It was too easy. Putting restrictions on your diet is hard work. I have not eaten any meat for six years now, and it has not been difficult at all. The difference is, I know what to eat to get what my body needs. I don’t think I knew enough when I was eighteen living at home, and I was hungry all the time, skinny, and pale. People do need protein, but not as much as you may think. And there are countless ways to get the protein. Every food you eat has some protein in it. Some more than others, obviously. Many people have asked me what I eat because they can’t imagine not eating meat. I usually draw a blank when asked this, but there are so many things.

For everything an omnivore eats, there is a meatless alternative. Not only are there fake meats sold in stores, but tofu, tempeh, and seitan to replace the meat in any recipe. I have found during this adventure that there is a huge variety of foods I can still eat, and never feel like I am going without. I have many personal reasons for choosing this diet, but I have found that my body and my mind thrive on it. It makes me happy. I found this recipe on a website called The Hungry Hungry Hippie. And really, what could be more hippie than granola? I am one of those people that can’t go a long time without food or I feel sick, and quite often I need

a snack to get me through, especially if I am on the road. Nuts do a great job curbing my appetite, as do dried fruits. But this granola adds so much more. Quinoa is now being sold in grocery stores, but it can be very expensive. I buy it in bulk at a food co-op to save money. Same with the chia seeds. Who knew they were good for something besides growing Chia Pets? Both of these ingredients, as well as the nuts, add a lot of protein to this granola. They can also be left out and it will still be great. Any of the nuts or fruits can be substituted and it will still work. It can be eaten as a snack, and can easily be eaten as a cereal with milk. It is supposed to break off in chunks, but mine was really crumbly. It doesn’t even matter. My son Garrett ate some yesterday. Grace asked what it tasted like. “Awesomeness,” Garrett replied around a mouthful of it. I agree.
Quinoa Granola
2 cups rolled oats 1/3 cup quinoa 2 tbsp. chia seeds ¾ cup almonds, chopped ¼ cup pumpkin seeds ¼ cup sunflower seeds ¼ cup walnuts, chopped ¼ cup shredded coconut 2 tsp cinnamon 1/3 cup dried cranberries 1/3 cup raisins ½ cup maple syrup ½ cup coconut oil, melted In large mixing bowl, combine dry ingredients (first 4 listed). In large mixing bowl, combine dry ingredients (first 4 listed). Chop nuts and add to the bowl along with seeds and coconut. Mix well. Add liquids (melted coconut oil and maple syrup). Mix some more. Spread onto a baking sheet lined with parchment paper. Bake for 60 minutes at 225 degrees. Let it cool and then break apart.

Ostrander City Council March 6 meeting The monthly meeting of the Ostrander City Council was called to order at 6:00 p.m. by Mayor Protem Vernon Thompson. Council member Frances King was absent. Motion by Kunert, and seconded by Start and unanimously carried to accept the consent agenda. Visitors: Jason Boynton & Ben Turnquist (2011 Financial Statements), Harlan Mensink, Larry Christenson, & Corey Merkel (Legion), Margaret Wierson (Lions), Steve Koebke (Bloomfield), Lois Hanson, Pam Kunz, Carol Hodson Department Heads: Public Works Director—Jimmie Dean—Was present. Council approved monthly report. F ire Chief—Jimmie Dean— Was present. Council approved monthly report. Police Chief—Tom Mosher— Was present. Council approved monthly report. Old business Pay Equity—a work session was scheduled for February 21st to discuss where to go from here. Tom and Rhonda have gotten information together to go over at the work session tonight. Pay Raises—have been tabled until a pay scale has been set up (Jimmie’s medical insurance rates have increased $84.50/month since June 2011). Squad Car—Work session scheduled for February 21st discussed the 2 bids Tom received
(Chevy & Dodge). Council agrees to let Tom decide since he will be the one driving it and there is only a $300 difference. Motion by Start and seconded by Kunert to purchase the Charger. Motion by Thompson and seconded by Kunert to get equipment and decals that are needed for his new car. Tom mentioned about doing sealed bids for the current squad car and he would be willing to take out the equipment and remove the decals and have it in his yard with information in the window, since there is so much traffic going by. Sign retroreflectivity—Rhonda spoke to someone at the League and he said to hold off for now. Tabled Donated Lund property— papers have been signed—Kelly is wondering the intended use because she needs to submit it to the Recorder’s office. I told her a park or sitting area for residents/ visitors. Bloomfield Town Hall water/ sewer annual billing—Steve Koebke was present to discuss this billing. Rhonda received information from other cities that they do usually still charge even if homes or buildings are vacant. Or there needs to be a certified letter from a plumber that it is not usable. Steve commented that Bloomfield council has decided to go ahead and pay the amount due, because it is a public facility. Ostrander

Motion by Thompson and seconded by Start to draw up a lease agreement for use of the Community Center Lions (2 yr) gambling permit needs to be renewed for the Wolf’s Den (Margaret Wierson). Motion by Thompson and seconded by Start to renew their gambling permit for 2 years (resolution 201233) Fountain Fire Department gambling permit for Susie’s Roadhouse amendment so gambling permits can be renewed at the same time. Motion by Kunert and seconded by Start to adopt the amendment so the permits can be renewed at the same time (resolution 201134) Fountain Fire Department (2 yr) gambling permit needs to be renewed for Susie’s Roadhouse. Motion by Kunert and seconded by Thompson to renew their gambling permit for 2 years (2012-34) Pop Machine for the new City office—Council agrees that this would be good. Fire Department Application approval for Amanda Miner— Motion by Start and seconded by Thompson to approve Amanda Miner’s application for the Ostrander Volunteer Fire Department. Rhonda has made some changes to the Fire Department Application—Motion by Kunert and seconded by Thompson to approve the changes made to the application for the Ostrander Volunteer Fire Department. Royal Dempewolf from the Wolf’s Den was wondering about doing a mach opening—Tom (Police Chief) will look further into this.
City Wide Clean-up—Check if Waste Management is available for June 2nd. Other: Jimmie will be gone from September 9-14 and return on the 15th. Check received from Southern Cablevision for our franchise fee in the amount of $67.28. Notice has been posted that on Monday, April 23, 2012 through Thursday April 26, 2012 from 8 a.m. to 4:30 p.m. has been fixed as the dates and times for the meeting of the Board of Appeal and Equalization in Ostrander for 2012 assessment year. This meeting shall be held in the Fillmore County Assessor’s Office. Ordinance for external solid fuel fired heating devices ordinance (review to approve for next month)—Council would like a letter sent to Mike Rohrer & Michelle Miller to see about extending their stack because of smoke. Review of contract with WM which expires in April and will automatically renew for another five years. Pam Kunz is interested in starting a City Wide Rummage Sale. Rhonda will work with Pam to get something in the water/sewer bills. Recycling 101: Plastic Bags LaVerne C. Paulson Recycling Education Coordinator Fillmore County has been involved in single-stream recycling for about a year, and the new process seems to be working quite well. Placing all recyclable material, be it paper products, or bottles and cans, in only one container makes recycling much more convenient. The comingled materials are taken from here to Rochester, and then to the Twin Cities, where most of them are sorted mechanically. One of the few things the separating machine does not like is plastic bags. Plastic bags of any size, shape, texture, or color have a tendency to wrap around gears and pulleys and cause the process to slow down, shut down, or even break down. With that in mind, please do not put your recyclables in plastic bags and set them on your curb. Many recycling haulers will not pick up recyclables in plastic bags. Set out your bottles, cans, newspaper, boxboard, and other recyclable materials loosely in a garbage can, recycling container, or bin. If weather permits, and you so wish, paper bags or cardboard boxes. At any time that you recycle shredded paper, secure the shreddings in a paper bag or cardboard box that can be recycled as well. Plastic bags, when needed, are meant for landfill materials. If you bring your recyclables to the Recycling Center, you can use plastic bags to transport your collection. However, once you get to the center, you should dump your bottles, cans, and other recyclable material into the pile and either take
your bag home to use again, or deposit it in the large container, labeled “plastic bags only” near the walk-in door. Please make a serious attempt to keep plastic bags out of the recycling pile. The same holds true for the rural county containers. You can certainly bring your recyclables in plastic bags and then dump them into one of our large, green containers. Then take your bag home again. Or you can bring them loose in a garbage can and simply empty the garbage can into the container. If you bring them in a paper bag or paper box, you can deposit the whole thing into the container. You no longer have to put fibers in one end and rigids in the other. The signs for separating fibers and rigids may still be on the containers, but with single stream, you can dump paper, plastic, and cans in the same place. Plastic grocery bags and various other plastic bags are finding their way into the plastic bag container at the Recycling Center. This is a much better place for them than with the recycling materials or in the trees and bushes throughout the county. However, plastic bags deposited in this container do not get recycled. If you want to be sure your plastic bags will get recycled, please take them back to a store that has a container for that purpose. There are many stores throughout the county that will gladly take your plastic bags for recycling. Or, better yet, join the growing army of shoppers who would rather use cloth or canvas bags than paper or plastic. Thank you for the extra effort to make recycling in Fillmore County even better.

Chatfield School Board discusses Action 100 By Mitchell Walbridge Chatfield School Board members had a busy night on April 16 as the group met for its regular monthly meeting. A main focus during the meeting was discussion on reading curriculum instructional development as new initiatives are being formulated for students who attend Chatfield Public Schools in future years. As reported in previous months, initiatives such as the 100 Book Challenge and the Action 100 program will help the staff develop a teaching frame to better instruct students. In the elementary school Principal Craig Ihrke stated that Action 100 is not a curriculum, but a staff development model that will be used next year. Action 100, which is a system from the American Reading Company, helps enhance teacher collaboration, and Chatfield hopes to utilize the system to give students an additional “powerful, individualized half-hour of instruction.” Reading specialist Judith Brockway also submitted some insight onto the issue, saying that over the summer the school’s library will be undergoing preparations to reinforce the 100 Book Challenge program. Also, the school encourages parent participation. The goal of the district is to have 95 percent of parents attending events like the parent information night, which will be held in late September. The teaching staff will undergo 32 days of job embedded professional development to improve instructional skills. Secondary Principal Randy Paulson mentioned that the high school is also undergoing developments for the next school year already. The district is adding two more CIS classes through the University of Minnesota: a literature and composition class and physics. Paulson also had many highlights of high school activities to recognize. Both the high school band and choir received superior ratings at the large group contest. Speech team participants had a successful season, and one Chatfield competitor will be advancing onto the state competition. Finally, for the first time in Chatfield history, the Knowledge Bowl team attended the state competition and placed 12th out of 24 teams.
After each of the individual reports, the board members approved the FFA fundraiser “Rough Fish Tournament” for June 16, 2012 to remove undesirable fish from our local rivers. Also, the board approved the food service capital expenditures. Harris mentioned that at the June meeting, the board will have to vote to add a $0.10 increase to student lunch prices for the 2012-2013 school year in order to comply with new federal

Is hay starting a comeback? Jerrold Tesmer, Extension Educator for Fillmore/Houston Counties In all the excitement about the large acreages of corn in the Prospective Planting Report on March 30, a Jerrold Tesmer small item that is important to Southeast Minnesota may have been largely ignored. Producers intend to harvest 57.3 million acres of all hay in 2012, up three percent from last year’s record low.
If realized, this will be the second smallest harvested area on record. Producers in several States – Maine, Massachusetts, Michigan, Nebraska, New Jersey, and Pennsylvania – intend to harvest record low acreages. Producers in Illinois expect to harvest a record-tying low acreage. Generally, all hay harvested acreage east of the Mississippi River is expected to decrease in 2012. Conversely, producers from the Great Plains westward intend to harvest more hay this season following the unusually dry conditions that limited hay production in 2011.
As the chart below shows, Minnesota and Wisconsin both project increases in acres of hay. About the time I saw the projected hay production numbers, I stumbled across a chart of Historic Crop Enterprise Profits pulled together by Extension Educator David Bau from the SW Farm Business Management Association. This was profit per acre for the years 2004-2010. We know that corn and soybeans have been on an unprecedented profitability run for the last seven years, but they are not always the top two for profit per acre. For 2004-2010, corn silage was ranked number one at $181.46; alfalfa hay number two at $156.03; corn number three at $141.79; and
Lanesboro School Board looking at improving technology By Jade Sexton The Lanesboro School Board heard from High School Principal Brett Clarke at their meeting on April 19. Clarke was excited to share with them something the school had been talking about for years. With him he had two different netbook computers that he and Superintendent Jeff Boggs had been trying out. His goal is to have one for every student in grades 9-12. “We would like to increase access to technology, and put these in the hands of every, or almost every, high school student,” said Clarke. Clarke explained the netbooks he tried are very durable, and are
built for educational purposes. He believes having access to one will benefit the students, as they will be able to take it with them everywhere. The cost of one of them is around $500-600, which is comparable to an iPad. Clarke said they thought about iPads, but felt these would be better for high school students. Ideally each student would keep the same netbook throughout their high school years. Teachers would have to be trained as well, and would have to incorporate them into their curriculum. They would also have to adopt a policy for them, and discuss consequences of students misusing
them. The board approved Clarke and Boggs moving forward and getting more information for the next meeting. Local Literacy Plan Elementary Principal James Semmen explained to the board that there is a Minnesota State Statute that requires each district to adopt a Local Literacy Plan. The goal is to have every child reading at or above their grade level. They need to report their plan of intervention, how they will be informing parents, and how they identify staff needs. This year the speaker will be Paul Ruen. The board approved a bid from Pam Ristau for the audit at $7,480, which is the same as last year. The board also approved membership in the Minnesota State High School League (MSHSL). The board members recognized the accomplishments of the band and choir members, as they performed very well at a large group competition. The next board meeting was changed to Tuesday, May 15 at 7 p.m.
