Local martial arts master finds fulfillment in refereeing

At the Monday, June 20 R-P School Board meeting, the board voted unanimously to approve a new 1:1 Initiative Program. Working to put technology in the hands of R-P students, grades 9-12, the program is a partnership with Best Buy and will kick off in the 2016-2017 school year. According to R-P Technology Director Corey Mattson, the original idea of a direct purchase option by the school would have required $70,000-80,000 in outlay and that concept was determined as not budget feasible. Utilizing the Best Buy program, the school will issue families coupons for $100 to be used at Best Buy on one of three classroom compatible devices. Families will receive one coupon per 9-12 grade student.

He taught Taekwondo classes at the Cresco Fitness Center in Cresco, Iowa and the school in Harmony before going back to Korea in 2001, where he lived for the next two years, continuing to teach English. However, he soon found that the Taekwondo club at the university where he taught was not challenging enough for him. “I actually ended up teaching the teachers there,” Rogers laughed.

“I was just looking for something else to do after wrestling ended,” remembers Dan Rogers. He had just finished his wrestling career in college and wanted to replace it with something else while he completed his undergrad in Sports and Educational Psychology. Several of his friends at the time were taking Taekwondo classes at the Iowa State University club, and so he decided to check it out. All it took was that one class on January 15, 1993, and Rogers was hooked. It didn’t take him long to get to where he was

The following year, he moved to Korea, the homeland of Taekwondo, to teach English classes at a university there. “I knew I was interested in working overseas. Taekwondo just steered me to Korea,” Rogers noted. “While I was there, I spent just as much time practicing Taekwondo as I did teaching at the university.” Rogers would spend the next two years in Korea practicing 2-3 hours a day for up to six

The rest of the board echoed his sentiments, and added that Boggs will be greatly missed by all the staff and students. In 2003, Rogers moved back to the states again, but not to his house. “A friend from college needed me to house sit in Ames, Iowa, for six months while he started a Taekwondo program in California.” he said. At the end of the six months, when Rogers’ friend moved on, he recommended Rogers to the parents of his students and staff at the studio. They asked Rogers to take over the program. He accepted the invitation and moved to California, where he taught an after-school Taekwondo program at his studio, Okada Martial Arts, until 2012. During that time, he began refereeing events and became a national referee. He quickly climbed the ranks and was made an international referee by the World Taekwondo Federation after attending a special training in Egypt in 2004. “Being able to travel is one of the reasons I wanted to become an international referee,” Rogers noted. In 2005, the association created a second type of referee called “forms,” separate from the original type in the fighting category. Rogers was able to travel to Stuttgart, Germany to complete training to become a forms referee as well. “We’re almost like family, and that’s the fun of it,” Rogers said about the other referees at the Taekwondo events he attends. They keep in touch on Facebook and get together before and after events. Rogers has also gotten to know some of the competitors at the events and often receives compliments from them. “I’d say I get at least one good comment as a referee at each event. That’s all it takes to make it rewarding,” Rogers said. Rogers also found another benefit to refereeing when he

met his future wife, Hyunji while at an event in Korea. Hyunji also has a black belt in Taekwondo, but only participates in the sport for fun now. The two married in December 2011 and welcomed their twins in 2013, followed by another son in 2016. Since becoming a father, Rogers has cut back on his traveling and currently averages one event a month. In order to keep his standing as a referee, Rogers is required to attend a seminar on Taekwondo every three years. Although he would like to have his own studio again, he doesn’t see how it’s possible. “It’s tough to run a business in a small town area,” Rogers said, adding that a Taekwondo studio in the area would see a high turnover rate. “Most people don’t make it a month doing Taekwondo and those that do make it a month, don’t make it to a year.” He estimates that only 1 in 100 people who walk into a studio ever make it to a black belt. “A lot of people can’t do reffing because of their work schedules,” he commented. “Taking a couple of weeks off from work isn’t possible for everyone.” Having his own studio in California was what allowed him the flexibility to become a referee back in 2004. “It’s a humongous time commitment, and it’s not a paid job. The events pay for your room and board, but it’s up to you to pay for your ticket to get there and back,” Rogers said. Even with those hurdles, Rogers has found his passion and wouldn’t think of giving up his position as a referee. “I get to travel internationally, do some scouting, keep up with changes in the sport, and improve my coaching.” Rogers pointed out. Scouting is important for him as a coach as it allows him to understand others’ strategies, see what they’re doing differently, and stay up to date on new techniques. In addition to his referee work, he also teaches two classes a week at the Cresco Fitness Center. The classes are free to all members of the center.

Preston 2016 sealcoating project By Karen Reisner Public Works director Jim Bakken presented a proposal for the 2016 street sealcoating project at the city council’s June 21 meeting. Bakken had listed streets in the proposal at three levels of priority, noting that a lot of the streets in town are in need of rehabilitation. If just the top priority streets were sealcoated, he expected the cost to be about $100,000. The sealcoating of all three levels will total about $200,000. Bakken maintained that preventative maintenance is well worth the money, prolonging street life. Crack filling will cost $7,000 to $8,000. Public Works employees will do the work themselves for the first time. The county is willing to rent their equipment to the city for crack filling. Bakken said doing it themselves will definitely result in savings. City Administrator Joe Hoffman said there is adequate funding available to do all the proposed work. Total expenses for seal coating/crack filling including curb replacement is estimated to be $220,000. The total fund balance in the street maintenance reserve is $389,425. Hoffman maintained that paying for this project and transferring $68,110 to the street equipment reserve will leave over $100,000 in the street maintenance reserve at the end of 2016. The transfer of funds into the street equipment reserve is to provide adequate funding for a new plow truck, two new V-plows, and a park mower expected to be necessary purchases before the end of 2017. The street equipment
reserve with the 2017 contribution will have $116,890 before adding the $68,110 for a total of $185,000. Councilman David Collett said we should try to extend the life of the streets we have as much as possible. Councilman Robert Maust added that it is our responsibility to see that city streets are maintained. We have fallen behind and are playing catch up. Councilman Charles Sparks said there have to be savings in doing it all at once. A motion was unanimously approved to do all the proposed seal coating and crack filling. Mural Kay Spangler updated the council on the City Hall/ Library Mural project. Spangler said all the funding is in
place. Southeastern Libraries Cooperating gave $6,000 plus some employee pay and advertising. A grant in the amount of $10,000 was received from the Southeastern Minnesota Arts Council. Funds were raised from other multiple sources to make the mural possible. The total cost of the project will be about $28,000. On June 28 at 7 p.m. at the public library, mural artist Alison Love Unzelman will explain the process from start to finish. There will be three “pop-up” painting studios. C ommentary It’s his nature
By Karen Reisner This November I will cast my vote in a presidential election for the twelfth time. Each time I have chosen the person that I most agreed with and felt was best equipped to do the job. Even when my choice failed to win, Karen Reisner I never once felt the winner was not capable of doing an adequate job or that the president elect could actually do serious harm to the country. Not so, this time. This time one of the two major party candidates seems woefully unprepared and by his nature, a poor fit as commander in chief. Some Republican leaders and party loyalists still cling to the belief that Donald Trump will change somehow. Former Minnesota Congressman Vin Weber (R) made reference to an old fable that describes Donald Trump. A scorpion wants to cross a stream but can’t swim. He asks a frog, who happens along, for a ride on his back to
cross the stream. The frog says if I give you a ride you will sting me and I will sink and die. The scorpion insists if he did that he would die too. The frog decides that the scorpion’s logic makes sense and gives the scorpion a ride. About half way across the stream the scorpion stings the frog. The frog asks why, now we are both going to die? The scorpion says simply, “It is in my nature.” Trump has demonstrated his nature over his lifetime and particularly in this past year since he declared his candidacy. He is self-obsessed and erratic. I am appalled by Trump’s rhetoric and his demeanor. The support he has managed to garner says something about the divisions in the country and the number of citizens that are fed up by the status quo. He actively encourages distrust of established institutions and hardens divisions in America, stoking fear and anger. He is an opportunist, not wedded to principle, and prone to exaggeration. He combines threads of nationalism and racism in his speeches. Trump promises to shake up Washington. I agree that Washington is dysfunctional. However, Trump’s shake-up may
more resemble an earthquake. Earthquakes are very destructive. Incremental changes are a reality in our form of government and can come without significant pain and disruption. Trump doesn’t want to involve himself in the mundane work of government. He calls developing policy specifics “just a waste of paper.” If Trump were a book, it would have a slick cover and a Table of Contents, followed by blank pages. We live in a complicated world. Governing is more than being an effective salesman, through canned sound bites. Should Trump win, I expect there will be “buyers’ remorse.” Trump simply doesn’t have the competence to serve as president of the United States. He doesn’t seem to have an ability to listen to people who are experts on issues. He thinks he knows it all when his statements and actions demonstrate his ignorance. He creates his own facts, even when they are obviously divergent from truth. He goes so far as to make a backhanded statement insinuating the sitting president is in some way sympathetic with ISIS. Trump seems to have a certain contempt for the first amend-
ment to the Constitution. This amendment represents American values including freedom of speech, freedom of the press, and freedom of religion; it doesn’t discriminate. He wants to ban people from this country based on religion and he has pulled press credentials from reputable news organizations. Senator Lindsey Graham (R-SC), after Trump’s racist statement about the American born Judge Curiel in the Trump University case, was quoted in the New York Times, “This is the most un-American thing from a politician since Joe McCarthy. If anybody is looking for an off ramp, this is probably it. There will come a time when the love of country will trump hatred of Hillary.” Both political parties have become more extreme driving dysfunction. Trump has set a disturbing tone during this election season. He seems incapable of thinking before speaking. Don’t let loyalty to a political party prevent us from looking critically at a candidate. Republican leaders that fail to speak up are tacitly accepting Trump’s outrageous statements, acting as his enablers. Personality traits of the candidate must be considered. We Pledge Alle-

Tragic ending to Root River canoe trip By Sheriff Tom Kaase On Saturday June 18, 2016, at 2:37 p.m., the Fillmore County Sheriff’s Office received a 911 call asking for medical help on the bike trail along the Root River just east of Whalan. When first responders arrived on scene they found a 63-year-old Minneapolis woman unresponsive and CPR was started. She was later pro-
nounced dead at the scene. She was identified as Wendy Beth Anderson. The Fillmore County Sheriff’s Office learned that the woman, along with her husband, had been canoeing on the Root River when the canoe they were in overturned after running into a log in the water. The woman’s husband was able to swim his wife to the river bank and
yell for help and get the attention of a bicyclist on the bike trail that went to seek help. Fillmore County Sheriff’s Office, Lanesboro Ambulance, Lanesboro Fire Department, Preston Police Department, Rushford Police Department, and MedLink Air all assisted at the scene. This is the third incident we’ve had on the Root River, in the same

My car’s A/C isn’t working. Can’t you just put a can of that stuff in?
That can of “stuff” is refrigerant. Being low on refrigerant is one of the many causes for an automotive A/C system to not work properly. A/C doesn’t use up the refrigerant; if it is low, it has leaked out. A/C in modern cars and trucks are very sensitive to the amount of refrigerant in the system. If it is too low or too high the system will not work properly. By adding a can of refrigerant, you have very little control of how much you are putting in. If the A/C system has leaked out, it not only leaked out the refrigerant, but it probably leaked out some of the oil in the system, too. Yes, A/C systems use oil to lubricate the compressor. By adding refrigerant and not adding oil, damage to the compressor may result. You could end up costing yourself a lot of money. It is best to leave it up to the pros who have special equipment and know how to service the A/C system.

What effect does logging (harvesting timber) have on land value? This is a very common question I get from both buyers and sellers. As the case in many situations, there is not one simple response. The best answer usually comes by way of another question……what is your long term goal for the property? I do not think anyone can argue the point that a good woodland stewardship program involves planned and strategic harvest of mature timber. The key is doing so in a way that does not create an undesirable appearance, promote erosion or propagate undesirable plant growth. In many cases ,the most desirable (highest value) woodland parcels are those with mature, majestic hardwoods. The increased value is not so much driven by the actual timber value but rather the “state park-like” appearance. The other challenge is that recent logging activity can create a rough appearance and it often takes a year or two for the vegetation to balance out or recover. The flip side is if mature trees are not harvested, they end up rotting from the inside out and eventually fall, possibly into other desirable trees and ruining them too. A point where logging activity can improve the value of the land is by improving the access. Meaning that the logging roads/trails are done so in manner in which they can be used for access various points of the property after the fact and are created in such a way that they do not promote erosion. In summary, heavy timber harvest typically reduces the land value, whereas conservative, highly selective logging activity over time can actually improve the land value.

Dorothea P. Wilke was born July 17, 1932 in Burlington, Iowa, to Theodore and Laura (Sheets) W i l k e . When she was 5-yearsold, her mother died of scarlet Dorothea fever. DoroRemley thea and her Calhoun five siblings were put into orphanages and foster homes when their father was not able to care for them. She grew up between the Burlington, Bloomfield, and Ottumwa areas in Iowa. In 1949, she moved to Plainfield, Iowa, where she worked as a nanny and lived above the drug store. It was at this drug-

store she met Harold Remley. They were married May 21, 1950. They lived in the Plainfield and Clarksville, Iowa, area until 1958, when they relocated with their two daughters to Stacyville, Iowa. In 1967, they moved to Taopi, Minn., and then to Ostrander, Minn., in 1971. Harold and Dorothea later divorced and she moved to Grand Meadow. In 1977, she married Donald Calhoun and lived in Spring Valley, where she was active in the V.F.W. Ladies Auxiliary. Her husband Don died in 1987. Dorothea and her ex-husband, Harold, rekindled their friendship and became roommates. They traveled together to many places, including a trip to Alaska. See OBITUARIES Page 8

She attended the Henrytown School and graduated from Canton High School. On June 28, 1941, she married Dale Knudsen. Dale passed away March 12, 1999. They lived on the Knudsen Farm near Lenora, and LaVora had resided there for 75 years. For 17 years she was a cook at the elementary school in Canton. LaVora was a member of the Newburg United Methodist Church, where she was active with the United Methodist Women, was the organist for 50 years, served on the church board and the cemetery board. She was a member of the Lenora Leaders, three quilting clubs, and the Thursday Lunch Bunch in Canton. She enjoyed working on her lawn and gardens, and her cats, Tuxedo and Sweet Pea. LaVora is survived by three children: Jerry (Sharon) of Houston and their children, Karen and Ross, her late son Jim’s children: Darin, Jill, and Jodie; Steve (Peggy) of La Crescent and their children, Tricia and Tara; and Jeneane (Jim) Rushton of West Concord and their children: Kiel, Kelby, and Lesley; fifteen greatgrandchildren, and many nieces and nephews. She was preceded in death by her parents, her husband, Dale; her son, Jim; and siblings John, Audrey, Arden, Dale, and Deane. payroll, financial statement, and treasurer’s report were approved by the board. The State of Minnesota is now requiring all schools to change their Health & Safety budget to a Long Term Facilities Maintenance budget. It is also allowing the new budget to be levied, and the state will add more money to it as well as matching funds. Any funds not used in a fiscal year can be rolled over to the next year, another change in the regulations for the former Health & Safety budget. The state will continue to determine the district’s needs by the number of students enrolled in the free and reduced lunch program. At the May 19 meeting, the board accepted a bid from Smith and Schafer Associates for a one year contract, as Pam Ristau will no longer be doing the annual audit for the district. Because of the change in auditors, the audit will now take place in August instead of November. Superintendent Boggs asked the board to approve the 2016 fiscal year budget as the initial budget for the fiscal year of 2017. The board passed the motion. The board accepted a resignation from art teacher, Abby Potter, who will be working fulltime in the Chatfield school district. Previously, the full-time position was shared by Chatfield and Lanesboro. In her resignation letter, Potter thanked the Lanesboro school for giving her a good start into the education system. The board discussed how to fill the open position and concluded that, with the art community being such a big part of Lanesboro, it would be
in the school’s best interest to change the part-time position to a full-time one. It was noted that it could be tough to find someone this late in the summer, but the district will do its best to hire a teacher before the start of the school year. The board decided to support the hiring of an art teacher with hours up to a full-time position to allow for flexibility during hiring for the administration. The non-renewal of Health and Phy. Ed teacher, Riley Swier was approved by the board. Hiawatha Valley Education District recently wrote two new fiscal management policies and asked the board to add them to their own by July 1 in preparation for the special ed audit that will take place next year. As the two new HVED policies reference other policies that the district does not currently have in place, Superintendent Boggs recommended adopting those as well. “Adopting the policies will cover our bases,” he noted, adding that while the district already follows them because of state law, they need to have them in writing as well. The new policies were written by the Minnesota School Board Association. Boggs reviewed each one with the board before they were approved. The sports sharing agreement with Fillmore Central for the upcoming school year was approved with no changes. The board recognized the accomplishments of the Lanesboro track and relay teams. Both teams placed 6th at the meet. Board member Steve Snyder informed the board that he had spoken to the City of Lanesboro about the property line on the road leading to the back park-
ing lot. The school owns the property, but as it’s a street, it is believed that it’s the city’s responsibility to repair it. However, the city does not agree with the school’s conclusion. Snyder will look into the matter further at the courthouse as the resurfacing of the parking lot cannot begin until the issue is resolved. “We’ve had a tremendous partnership with the city for the basketball courts where the city and school each paid half,” noted Dave Lawstuen. “We’d like to continue with the partnership.” The next meeting will be held on July 21 at 7 p.m.

Rushford Village addresses communication issues over project By Kirsten Zoellner The Tuesday, June 21 Rushford Village council meeting wrapped up in just under and hour and a half, but the majority of the meeting focused on just one of a dozen agenda items. The 2016 Road Project is underway in various portions of town and in south Rushford there is still some resident concern and confusion over what is being done and why. “There’s concern out there,” stated Mayor Gordon Johnson. “Lack of communication might be an understatement.” “There’s a lot we’ve been hearing. In hindsight, we dropped the ball on communication,” added Josh Pope, engineer for Bolton & Menk, the project engineer. “We should be out talking to residents. We knew, to a degree, that residents are more comfortable with you, their elected officials. The amount they’ve been coming to you is not appropriate.” The work in the south Rushford Village area will include sealcoating, culvert repair/replacement, and road widening. Saw cut-
ting of cracks has already begun. Culverts are slated to be the first big part of the project. The project course has changed slightly, due to the weather and project timeline constraints. “They’re going to attack road by road, making improvements and pavement right behind it,” said Pope. “When this thing goes, it’s gonna go in a hurry. We’re not sure if that’s just lip service from the contractor, but we’re hoping it’s the contractor’s intent.” Concern and confusion from property owners has largely included drainage issues, culvert placement, and road widening location. The area has long been plagued with drainage and water ponding/backflow issues. “We’re trying to help people understand and alleviate potential problems,” added Pope. Some roads will see adjusted road crown and ditch sloping in an attempt to deal with the water. “It’s difficult for us to overcome the issues just with the proposed street work,” continued Pope. “If you really want to address the drainage problems, you need to think more holistically. We’re not
changing drainage characteristics. We’re just trying to make it more efficient.” In other news, the recent rains, with one afternoon of more than four inches in a short time frame, have caused some problem with the new Tuff Lane bridge area. Downstream washout is evident, but can be addressed. Bolton & Menk has noted that the project is still under the maintenance portion of the project with the contractor. The engineering firm will be sending out an inspector to the site to ensure the construction meets the design specs. Pope will report back to the council with the results. The council has appointed Travis Scheck and Hamilton Peterson, who comprise the city’s Public Works Department, to serve as assistants to Councilor Rich Smith and Mayor Johnson as noxious weed inspectors per state statute 18.80. If a problem is identified, Public Works will be allowed to make contact with the property owner as a liason to the city. If the problem is contested or not dealt with by the property owner, the city will
need to send a formal letter or potentially intervene legally. The city has historically had some issue with the thistle on properties. Also related to Public Works, Mayor Johnson brought forth the issue of whether or not Scheck and Peterson should be additionally compensated for tending to blocked or washed roadways. Traditionally, the city has not allowed overtime pay, instead allowing employees to bank time when having to be called out. Wanting to keep a distinction between winter road clearing needs and emergency roadway issues, and to avoid setting a precedent, the city will put together a formal policy on how the department is compensated and what constitutes a need for overtime pay. Any policy could then be made retroactive to cover extensive work done after the last storm. “This has nothing to do with Public Works. It was not brought forth by them,” indicated Mayor Johnson. “I just think there should be compensation. The commitment I’ve seen has been
exceptional. To me, it’s worth a lot. They care enough to go out and do it.” The council also discussed the need for a Rushford Village Weapons Ordinance. While gun laws within the city fall under state and county guidelines, the city has the authority to set limits on discharge of weapons within their geographical jurisdiction. City Attorney Tom Manion noted that some municipalities limit weapons discharge by location or distance from buildings, and in some instances, only with police chief approval, the issue is one of nuisance and safety. Councilor Dennis Overland cautioned that the city is limited on what can be imposed because it is largely rural. Mayor Johnson agreed and noted that hunting regulations are in place. The council will review the matter further, seeking ordinance guidelines from other municipalities and League of Minnesota Cities models. The next regularly scheduled meeting is Tuesday, July 5, at 7 p.m., at the Village Hall. The public is encouraged to attend.

If there is a pedestrian crosswalk you must stop before entering the crosswalk. If the vehicle in front of you comes to a stop in the improper place, you are still required to come to a stop in the proper position and proceed only when it is safe, and when you have the right of way. All stop signs require that you come to a complete stop; you must also come to a complete stop in the following situations: • Before entering a road from an alley, a private driveway, a parking lot, or a parking ramp. • Before crossing an adjoining sidewalk or crosswalk. • At an intersection or crosswalk with a traffic signal displaying a red light you must stop until the signal changes to green and your path is clear before proceeding. • Treat a flashing red traffic light as you would a stop sign. • At a freeway ramp meter you must stop when the light is red. • At a railroad crossing with a stop sign you must come to a complete stop. At railroad crossings without a stop sign, proceed with caution before crossing, making sure there is not a train approaching. • When a flag person or traffic device directs you to stop. • At a bridge that has been raised to open a path for boats to pass beneath it. After you have come to a complete stop, you must yield to the right-of-way to pedestri-
ans, bicyclists and traffic before proceeding. If your view of the intersection is obstructed, be alert and prepare to stop again for traffic or pedestrians that may be in your path. “I think it’s a tremendous program,” noted Board Director Joyce Iverson, following High School Principal Jake Timm’s summary. “I’m impressed with the results you’re getting.” Board Director and former R-P teacher Jon Pettit expressed some concern over how the district’s 100% successes in earned performance pay for teachers. “I have major concern if 100% can make it and we still have a teacher we did not review,” noted Pettit, in reference to nonrenewal of contract for Career Tech/Vocational Agriculture teacher Lisa Sackreiter this past February. The action was discussed in depth in February and was finally approved in a 4:2:1 vote. Timm responded, detailing the three areas of which teachers must make positive movement on at least two. The first is improvement between pre- and posttesting. The second measure of improvement relies on three classroom observations by administration and two by peer leaders, excepting tenured teachers which see two observations by administration and just one by peer leaders. Lastly, teachers must show classroom improvement on MCA testing requirements. “If we’re hitting 100%, we have a pretty good staff. We wouldn’t be looking to send people down the road,” added Pettit. The report to the state was approved unanimously. In relation to the new school, ICS Consulting representative Tim Robertson indicated the construction is moving along as expected. “Everything is going as planned. There’s nothing drastic on the horizon,” said Robertson. The board approved change order #5 for the project related to minor project modifications. The roof of the new school is on in portions and masonry is underway. Related to the project, the board was presented with agenda recommendations to approve both a Water Line Easement with Doug and Marie Botcher and the recording of the Grimsrud Way

Roadway Agreement. The water line supplying the new school will wrap around the perimeter of the facility. Once the water is on, the main becomes the property of the City of Rushford. The Botcher property is just north of the site and will have a stub on the line. The easement recommendation was approved. Superintendent Chuck Ehler stated that the agreement for Grimsrud Way saw approval from Dan and Mary Jo Grimsrud last fall. It has been both board and attorney approved. Board Director Jon Pettit noted some concern over the wording of the Roadway agreement. “Why do we use the term ‘Roadway for ingress and egress’ when they want an easement R-P for a public Superintendent r o a d w a y ? ” Chuck Ehler asked Pettit. “I see no reason to constrict it to special terms. They’re looking to develop the land.” Ehler responded that the agreement allows the road to become a service road, not a public roadway, and it was advantageous for the district to be allowed to utilize the roadway rather than constructing another service roadway adjacent to the already existing road. “It’s not meant to be a public street.” “We’re at this point. They’re at another point,” added Board Chairman John Linder. “At this point, it’s what they’ve agreed to.” The board approved the recommendation in a 4:2 vote with DirecR-P tors Peterson Board Chair and Pettit John Linder opposed. I think it’s disgusting what you’re doing.” The board made no response to Palecek following his comment. Palecek chimed in during other portions of the meeting that are not open to public comment, prompting Chairman Linder to call him out of order. In his monthly report, Ehler indicated concerns had been shared with him regarding the amount of legal fees that have been incurred due to the lawsuits. Board Director Taylor Peterson added his concern, stating he’d read through depositions from the case. “I don’t think the taxpayers should be footing the bill anymore. The leaders didn’t follow the advice of the attorney,” said Peterson, who suggested the board look at alternative options for paying legal fees. “Do you have a recommendation?” asked Board Director Julie Koop. “Are you suggesting it come out of individual pockets? Do you want Chuck [Ehler] to pay for it?”
“Why not; why not?” responded Peterson. Koop began to speak again, but opted to end the discussion. “That would look great when trying to hire another superintendent,” stated Chairman Linder. “This has to be dealt with. This is a school issue, not a superintendent issue.” Board Director Jon Pettit then questioned Ehler over an email from school attorney Eric Quiring indicating that Moonyeen Holle has been named as a thirdparty defendant in the case. “Has she been added to the lawsuit? Are we suing her?” asked Pettit. “Are damages being passed on?” asked Director Peterson. “The bottom line is we have an obligation to protect the school’s interest. We will continue to go forward until it’s resolved. We gave the attorney authority to move forward,” responded Linder. The lawsuits have advanced to trial stage. The next regularly scheduled council meeting is Monday, July 18, at 5:30 p.m., in the high school biology room. The public is encouraged to attend.

questioned the device battery and how the district would handle charging them. Mattson indicated that the battery lifespan of the devices is 6-8 hours when charged correctly. Students will be expected to show up to class with the devices fully charged. The school is installing more wireless access points within the high school for better ease of use. Board director Taylor Peterson expressed some concern over whether curriculum developed for the devices would take the place of conventional curriculum and whether there was a possibility of students without devices being left in the dark, with participation in the program optional. Mattson responded that there is a push to more online curriculum and that teachers in every class could develop programs. The district will ensure students are on equal access with the devices by having a number of loaner devices on hand. Mattson anticipates the devices will be selected this week. A web store will be developed for the district and will open to parents in September or October of this year. From the time of the store launch to implementation in classes, Mattson indicated at least an eight week turn around. In other board news, the district approved the annual Q-Comp report to the Minnesota Department of Education. Instituted in February 2010, the program Q Comp is designed to advance the teaching profession by providing structured professional development and evaluation, as well as an alternative pay schedule that compensates teachers based on performance, not just seniority. The program brings together career advancement, professional development and compensation linked to academic achievement and includes a locally agreed-upon peer evaluation process for every teacher that is based on skills, responsibilities and student academic growth.

Other business in brief • The services of architect Terry Grubbs were retained for design, quoting, and construction inspection for the exterior renovation of city hall. Compensation for his services will not exceed $9,000. Hoffman said the work will be done in two phases. The first phase includes the reroofing of the entire building, the canopy, and elastomeric insulated finish system (EFIS) on the north wall. This will also include putting attachments on the north wall of the building for the mural. The second phase includes EFIS on west and south walls and brick tuck pointing on the 1915 building. The first phase is expected to be completed in fall 2016 or spring 2017. The second phase will be completed later when funding allows. • The Minnesota Department of Health (state statute) requires mobile home parks to designate a safe place of shelter for park residents during severe weather, tornados and high winds. Tim Johnston’s (owner/manager of the Preston Mobile Home Park) emergency procedures plan lists the shelter location as the Trailhead Bathrooms. They are open 24/7. They are not below
grade, but have no windows. The Emergency Procedures plan was approved. • Approval was given for a new driveway access off of Brownsville St. as requested by Ryan Throckmorton at the rear of his property for a detached garage to be built later this year. • Approval was given as recommended by the EDA for a revolving loan in the amount of $12,000 at 2.5% interest to the Sweet Stop, Joann and John Szuch. The loan will be used for refrigeration and pizza making equipment. • Approval was given as recommended by the EDA for a housing incentive requested by Kenneth and Kathryn Gatliff. They are rehabbing their recently purchased home. Planned improvements are estimated to cost more the $5,000 making them eligible for the rehabilitation housing incentive. • The council allocated up to $12,375 to be used for a demand study on the need for a veterans home. The Veterans Home Committee wants to verify the need for a veterans home in Preston. Before going ahead with the study some further checking will be done to see if Preston meets all federal eligibility requirements. The motion approved demonstrates the commitment of the city council to the project. • June 27 was declared by proclamation as KFIL Day in the city of Preston. KFIL will celebrate 50 years on the air this month.
Fillmore County District Court On June 13, Joshua Allen Vlasaty, 30, of Minneapolis, appeared before District Court Judge Matthew J. Opat. Vlasaty is charged with Theft – Take/Drive Motor Vehicle – No Owner Consent, a felony with a maximum criminal penalty ten years in prison, a $20,000 fine, or both, and, Theft – Take/ Drive Motor Vehicle – No Owner Consent, a felony with a maximum criminal penalty of five years in prison, a $10,000 fine, or both. On or about June 11 and 12, within Fillmore County, the defendant allegedly did drive a motor vehicle without consent of the owner, or an authorized agent of the owner, knowing or having reason to know that the owner, or an authorized agent of the owner, did not give consent, and the motor vehicle is described as a 2014 Chevy Equinox valued at over $5000.

Management of wild parsnip By Michael Cruse Extension Educator for Fillmore and Houston Counties You do not have to drive too far down a county road today before you see wild parsnip in a ditch, field or pasture. If you have seen some wild parsnip you have likely seen a lot of it. Large patches of Michael Cruse wild parsnip are currently in bloom in the area. Wild parsnip is usually two to five feet tall with yellow flowers arranged in an umbrella shape. When fully grown, the stem of the plant has groves and hairs and becomes almost woody. Wild parsnip is similar in appearance to other plants like cow parsnip, Queen Anne’s lace and water hemlock. Wild parsnip is a particularly nasty weed. It was first brought to North America by European settlers and was grown as a root vegetable. It eventually escaped domestic cultivation and now thrives in disturbed landscapes across North America. It is con-
sidered to be highly invasive and is on the Minnesota State Noxious Weeds List. Like other invasive weed species, if wild parsnip is left unmanaged it can spread rapidly. The resulting large monocultures can replace native plants and desirable pasture plant populations. The characteristic that sets wild parsnip apart from other weed species is its ability to cause significant skin damage to humans and livestock. This skin damage is caused by a reaction between sunlight and chemicals in the plant. Medically the reaction in humans is referred to as phytophotodermatitis. The plant chemicals that contribute to the reaction, furanocoumarins, are found in all parts of the plant and are particularly concentrated in the seeds and plant sap. People should avoid having bare skin come into contact with wild parsnip, especially when the plants are in full bloom. Livestock that have eaten wild parsnip can develop similar blisters and sunburns. The chemical enters the animals’ blood stream and reacts with sunlight when in the small capillaries at the skin surface.
SWCD offers $500 returning college student scholarship The Fillmore Soil and Water Conservation District is offering a scholarship for Fillmore County college students who will be returning to school this fall. To be eligible, students must be a returning college sophomore, junior or senior; must be pursuing a degree in Natural Resources, Agriculture or related field; be enrolled in classes for fall; and not be a prior recipient of a SWCD scholarship. Applications must be received at the Fillmore SWCD office by 4 p.m. on Friday, July 29, 2016 and must include an essay, in 500 words or less, on “What Natural Resource Conservation Means to Me”. No late applications will be considered.
The successful applicant will be selected by the Fillmore SWCD Board of Supervisors at the August board meeting.

As you might expect, control of wild parsnip can be rather challenging. Wild parsnip is a biennial that reproduces by seed, so preventing the plant from going to seed is absolutely critical. For a number of reasons, control is best accomplished when the plants are small. Multiple chemicals work well on small wild parsnip plants, but you have to be careful when using chemical control as wild parsnip tends to grow with other desired plants that would also die after a herbicide application. Mowing can prevent the plant from going to seed, but the root crown typically survives this type of management, which in turn allows the plant to survive. In addition, if you mow when there are seeds on the plant you run the risk of spreading wild parsnip seed to other locations if you do not wash your mower after mowing. Hand pulling is only realistically viable for small patches of wild parsnip. You have to make sure you dig up the plant below the root crown and remove the plant from the area you are working on. And if you plan to pull these plants by hand be sure to wear gloves, long sleeves and other protective equipment so the plant sap does not come into contact with your skin. Fillmore County Sports Business Finished: Fillmore Central Girls Capture State Title newbie Tayah Barnes added a 91. FC (348) held 20 and 21-stroke leads over Windom Area (368) and BOLD (369) after the first 18. The leads grew at the midway point of Day Two. It essentially was just a matter of time. Any thoughts Windom or BOLD (Bird Island Olivia District) had of making a comeback were nixed when Scheevel shot a back-nine 38, a Day Two 79 (one of only two sub-80 rounds from individuals associated with a team). The freshman cut seven strokes off her Day One score. With Donney getting a stroke better, and Miller and Barnes staying about the same (each added two strokes), the title was FC’s. Putting up their lowest score (692) of their three trips to state (733 in 2014 and 701 in 2015), the Falcons, already TRC East and Section 1A champs, grabbed the best “champions’” trophy. By 32-strokes they downed Windom (724) and BOLD (728) for the 2016 Class A girls state title. The young duo of the freshman Scheevel (43, 43, 41, 38 > 165) and the sophomore Miller (39, 43, 42, 42 > 166) finished seventh and eighth overall (of an 87-gal field). Scheevel was ten strokes better than in 2015, 35 better than 2014. Miller’s 166 was identical to 2015, when she finished tied for 6th. She now has three straight top 20 finishes at state. They’ll be a formidable duo for two more years. Donney (43, 46, 44, 44 > 177) tied for 19th overall. She equaled her best state score from sophomore year (where she finished tied for 13th). Like the two years previous, when Keeley Todd and Katie Tammel graduated, Donney moves on as FC’s only senior. She leaves having seen state three times, getting the 3-2-1 countdown to go out on top. FC’s
fourth scoring golfer, junior Tayah Barnes (43, 48, 45, 48 > 184), goes from grabbing a section runner-up medal in softball (sophomore), to a state championship medal in golf (junior). She finished 28th overall at state in her first year out. She’s got her own little niche in Falcon sports history now. She’s the first and only (thus far) FC girl to make state in two different team sports (volleyball/golf ). Barnes also has competed for five section titles in four different sports (volleyball 2013/2014, basketball 2015, softball 2015, golf 2016) the past three school years. FC’s fifth golfer, Cailey Rindels, didn’t count toward the scorecard. She finished tied for 38th (45, 51, 50, 44 > 190). The effort was 33 strokes better than her freshman year when she was also FC’s fifth scoring golfer (223). Elayna Kiehne (54, 55, 55, 57 > 221) rounded out the squad. She matched her score from the 2014 state meet. Heritage Christian Academy’s Kiera Smith (156) downed Legacy Christian Academy’s Sophie Gray (157) for the individual title. There was only one senior in the top ten. The appearance and title, marks the fifth Falcon squad to go to state in the past three years (girls golf 2014-2016, boys golf 2015, volleyball 2013). The school’s only other sports state bid in the 20 years that preceded was a coop wrestling (FCLMC) appearance in the late 1990s. The district, or district’s (Preston-Fountain and Harmony) most previous (sports) state title was the 1984 Harmony Cardinals football team, headed by Del Elston (the Harmony football field’s namesake). A Preston-Fountain state title is much harder to find (does not exist). Blue Jay football was Class C runner-up in 1972. Blue
Jay basketball was consolation champion a few months later in 1973 (coincidentally coached by Ken Denny, the grandfather of the writer of this column).

It was a step much g r e a t e r, some 22 Paul Trende years in the making, for the high school itself. Falcon girls golf finished third at state two years ago. They were state runner-up last season. A goal of a state championship was the only thing that made sense. It was their motto, “Unfinished Business.” Without too much of a tussle, with plenty of room to spare, they did it. They advanced that one spot. The Falcons brought home FC girl’s golf its first ever state championship, Fillmore Central high school its first ever (athletics) state title. Day one at Pebble Creek in Becker saw last year’s top golfer, this year’s top golfer, sophomore Grace Miller, lead the Falcons out. Her first 9-hole total of 39 set the tone. Her Day 1 score of 82 tied for the lowest of any golfer associated with a team and put her tied for fifth place overall. But it wasn’t a one girl show. Wo-mano-e-wo-mano, FC’s scoring foursome each outdid their top competitors corresponding opponent. They were the only team to have more than one golfer shoot under 90 Day One. FC had three do so. In addition to Miller, freshman Madison Scheevel put up an 86 and senior Laura Donney an 89. Junior

She’s the first Chatfield girl to make state in golf since Jessica Steinbrink in 2008 (unofficially). Detroit Lakes (633) won the team title over Section 1AA entrant Lake City (642). Kate Smith (34, 35, 35, 35 > 139) of Detroit Lakes and Anni Heck (36, 35, 35, 33 > 139) of Visitation were the co-individual champions. La Crescent’s Alex Nutter (172), finished tied for 27th. She held the distinction of being the only girl not from Fillmore Central to medal in a TRC meet involving Fillmore Central. In Class A boys golf, Kingsland sophomore Simon Broadwater competed in his first state golf meet. Broadwater (44, 40, 44, 43 > 171) finished tied for 39th overall in an 85-man field. He’s the first Knight golfer at state since Karli Bly in 2014. He may very well be the first male Knight golfer to go to state ever (Spring Valley had entrants pre-consolidation). Seventeen of the guys ahead of Broadwater were seniors. He finished tied for 13th among sophomore-andyounger competitors. RushfordPeterson senior Kyle Weidemann also competed. He went 47, 45, 45, 44 for a 181 (tied of 59th). It was his first state appearance. It was the fourth straight year the Trojans sent a guy golfer to state (Charlie Krambeer in 2014/2015, Hudson Stensgard 2013/2014). Blake Kahlbaugh of Mahnomen/ Waubon ran away with the boys title (138) by 11-strokes. He had a Day One second nine 33 to go with three 35s. Mounds Park Academy (623) won the team title over Mahnomen/Waubon (634).

ACT on Alzheimer’s Harmony event June 30 A community discussion on aging Please join Harmony area community members in an engaging dialogue on aging and planning for the life changes that are inevitable for all within our community. This event will take place Thursday, June 30, 2016, from 5-7 p.m. at Greenfield Lutheran Church Fellowship Hall, 235 Main Avenue S., Harmony. A light meal will be served, free of charge
The Harmony Area Community has been selected to participate in a special project titled “Calling Home” that offers us a chance to extend activities that directly relate to our ACT on Alzheimer’s work. This project is the work of the Citizens League, the Collective Action Lab, and Twin Cities Public Broadcasting Services (formerly TPT). The Citizens League is
heading up the effort and has secured funding for it. The initiative is looking at “home” as a starting place for intergenerational conversations about aging and planning for the life changes that are inevitable. Through this lens, the project is interested to learn from individuals and families about their preferences as they share what home means now and how
this might change as they age. During this gathering in Harmony, individuals and families will be invited to discuss how they might navigate big systems like health care, transportation, and finances in order to have the home and community they have envisioned for themselves. The Citizens League, in partnership with The Collective Action Lab and Twin Cities PBS, is hosting a select series of community conversations in the metro and rural areas of the state, resulting in short-form shareable video profiles of indi-

The American Red Cross urges eligible donors to give blood in the weeks surrounding Independence Day to help ensure a sufficient blood supply for patients now and throughout the summer. Blood donations often decline in the summer months, especially around summer holidays when donors are less available to give. The need for blood doesn’t decrease though – every two seconds, someone in the U.S. requires blood or platelets. In fact, a recent survey of Red Cross blood and platelet donors showed that nearly half knew someone who needed blood or they needed blood themselves. “Donating blood helps save lives and can affect people you know and work alongside every day,” said Scott Nethery, whose 7-year-old daughter Audrey requires frequent transfusions. Audrey was born with Diamond
Blackfan anemia, a rare condition where her body doesn’t make enough red blood cells. “I am so appreciative of the individuals whose blood is within my daughter at this very moment. Without blood, my little angel would not be with us today.” Donors of all blood types are needed now. LANESBORO, MN – A ribbon cutting ceremony was recently held to celebrate the new reading garden at Lanesboro Public Library. The garden, inspired because people were often seen sitting on the sidewalk near the entrance to take advantage of the free Wi-Fi the library offers, is a collaborative project funded in part by a Legacy Community Collaboration grant from SELCO (Southeastern Libraries Cooperating). Located on the south side of the Lanesboro Community Center building that houses the library and framing the entrance to the library, the approximately 400 square foot garden is a sustainable, environmentally friendly space that

includes perennial flowers and bushes. For the dedication, several Adirondack chairs in bright colors were brought in temporarily. Later, several benches and a pergola will be added to the garden to allow people to use the Wi-Fi when the library is closed, or to read, work or relax outside in a comfortable space. Library Director Tara Johnson says, “We are grateful for the community partnerships that made the garden possible. The hard work of the students, Library Friends and staff, and community volunteers has created a beautiful space. We hope everyone involved will bring friends and family to see it and that it will encourage people to

Personal Finance Quiz Bowl
Morgan Vitse, Zoe Feller, Keean Benson, and Caryn Wolter participated in the Personal Finance Quiz Bowl with Winona Senior High, Lewiston-Altura, and St. Charles. The event consisted of a 10-minute budget scenario presentation to the judging panel, which they were given two weeks to prepare from case study they were given, an 80-question team Kahoot Personal Finance knowledge quiz, and a budget reorganization and presentation to the judges with a randomly drawn life event applied to their case study. Each of the students from R-P was awarded a $250 scholarship from Merchants Bank for winning the event!
