Independent insurance company opens in Wykoff

In a quick regular meeting, Monday, July 25, the Rushford council approved a proposal that will provide basic infrastructure information for tentative planning in the areas north of Grimsrud Way and east of Himlie Drive. Put forth by an Economic Development Authority recommendation, the plan will be done by Bolton & Menk, Inc. as a means to inform prospective developers and the public of roadway, utility, and water needs in the locations. In agenda statement from the EDA states, “There is some question about how roadway and utilities would be developed should the Iversons or

he’s able to work the hours he wants and can also work on evenings and some weekends if that’s what fits best with his client’s schedule. Thanks to technology, he can work from home as well. Rehm is often in and out of the office as he travels primarily, but not exclusively, around Fillmore and Olmsted Counties to meet with clients. Because of the line of work he’s in, he’s not limited by his office’s location. “I like that I’m not stuck behind a desk,” Rehm said with a smile. “I like to be out on the farms and with people.” Rehm stays busy with his new business getting quotes

Steven Rehm grew up on a farm outside of Chatfield. He moved out of the area for some time, but his love for the country and this area drew him back. He and his wife, Amy, especially like being able to raise their three children, whom they homeschool, out in the country. Rehm was first licensed as an insurance agent in 2008, spending the last five years with Farm Bureau. Prior to that, he had been in the real estate business. On July 1s, 2016, he made the move to go independent and in early July, he opened up his new office in Wykoff.

Rehm found an office space to rent from Phil Eickhoff and opened Homestead Insurance and Financial Services. He lives just a couple of miles outside of Wykoff so his office is close to home and where he attends church. He’s able to go home for lunch most days and see his family. Rehm partners with Atlas Insurance Brokers to provide the platform for his independent business. He enjoys the freedom to offer his clients options with different insurance companies, which gives them better value. The flexibility of working for himself also appeals to Rehm. Although he does keep basic regular office hours of 8:30-5,

Daycare Director Heidi Brown asked the Lanesboro School Board to approve her proposal to expand the school age care or SAC and daycare programs at the board meeting on July 21. Currently, the program is licensed for a total of 35 preK and school aged children. There are 25 children who need to be signed up for SAC starting this fall, but under the current license, there are only 15 spots available. The numbers of children who are signed up for SAC and daycare in the fall as well as parent feedback indicate a need for the daycare to expand. Brown would like to separate

Brown pointed out what an asset the daycare is to the Lanesboro school. Sixty percent of the 3-year-olds enrolled in the daycare attend the 3-year-old preschool classes and 95% of the 4-year-olds enrolled attend 4-year-old preschool. Having a daycare facility at the school draws families to the area and then keeps them there. By Karen Reisner County coordinator Bobbie Vickerman explained at the July 26 board meeting that there are some concerns and questions which have been raised about the lack of backup systems and generators. Vickerman encouraged the development of a five-year or longer plan so funds for replacements and upgrades will be in the budget. There currently is not a generator in the county office building or backup systems for the phone system and e-mail. Commissioner Mitch Lentz added they need to start to budget for software upgrades. Approval was given for an upgrade of Xerox AS400 as recommended by the Technology Committee. The total cost of the upgrade, including professional installation services and travel costs, is $5,645.53. The upgrade is needed to keep in compliance with the state. The purchase of HR/Payroll software was approved with an annual fee of $5,913. Lentz said he was in support of the purchase. Vickerman added it will take awhile to implement and suggested a start date of January 1, 2017. She insisted it will save a lot of man hours. Approval was given to purchase
an additional building along side the sand and salt shed to house a compactor. The addition of a compactor will save on transportation costs, allowing much greater volume to be loaded on to a semi. Martin suggested it be done by October 31, the end date of the Waste Management contract. Commissioner Duane Bakke said they should look at using available space instead of building an additional building. He said he was in favor of using a compactor, but asked that Martin look into the possibility of using an existing

Chief Deputy Tony Weber explained that the recently purchased in-squad computers need boosters, costing $400 apiece or a total of $5,600 for 14 squads. He said the unexpected cost will likely be covered with forfeiture money. Lentz noted the boosters will provide service in dead zones for the law enforcement vehicles. building with some modifications. There was a consensus to get bids on a compactor, seeing if it is affordable. Martin acknowledged that there are no funds in the 2016 budget for the compactor, so funds would have to come out of solid waste reserves. Martin said the Waste Management contract is not favorable. Approval was given to request proposals for transportation of landfill materials and transportation, marketing, and processing of recyclable materials. Other business in brief • The 2017 budgeting process started today. Waste Man-
agement and Assessor budgets were reviewed. Vickerman noted that for budgeting purposes, a 2.5% COLA and a 7% insurance increase is figured in. She added that the insurance increase is hopefully high. Commissioner Randy Dahl maintained if it isn’t in the budget, it probably won’t be bought. He warned if it is asked for later, it won’t happen. • The low bid out of four submitted to replace a bridge on CSAH 23 between Canton and Lenora was approved. Minnowa Construction’s bid was $439,904.05. County Engineer Ron Gregg said the bid was 10% lower than the engineer’s estimate. • Approval was given to accept

Martin encouraged acceptance of the disposal unit, noting that he can not accept some medications at the county recycling center. The sheriff’s office will be responsible for installing the secure drop box and weighing and keeping a record of the amount of drugs collected. Tony Weber noted that they will store them in a secure area until they accumulate a large enough volume to make a trip to an incinerator that accepts drugs. •The 2016 Emergency Management Performance Grant agreement was approved. The grant agreement with Minnesota Department of Public Safety provides a grant of $21,420. • Terry Schultz, Building Maintenance, received approval for the low bid from Northwest Aluminum, Inc. in the amount of $1,956 to install carpet in the Cornerhouse Room in the county office building. Additional work in the Cornerhouse Room includes a wall, 2-way mirror, and door. Commissioners felt the room should be fully soundproofed. Schultz was asked to bring back bids that include soundproofing. • The Truth in Taxation Hearing is scheduled to be held on December 13 at 6 p.m. in the board room. • Commissioner Harry Root began a discussion regarding badge readers and security. Chairman Marc Prestby said he was not in favor of spending $35,000

C ommentary State auditor says “conflict of interest laws apply to Peterson” By Jennifer M. Wood, MS, RDN The State Auditor’s letter from last December to Peterson states, “In reviewing the City’s general ledger, the OSA found five disbursements to Purchasing Power, a business owned by Councilor Lauren Rue. One of the disbursements was made for t-shirts (over $2,000) to advertise City Celebrations and Jennifer M. the School Wood Reunion. Under Minnesota’s conflict of interest law, a public officer who is authorized to take part in any sale, lease or contract in official capacity shall not have a personal financial interest in it. Only under certain limited circumstances can a city council contract for goods or services (Minn. Stat. 471.88) and then Minn. Stat. 471.89 must be followed.” He also said, “The fact
that the events committee sought and received bids and ‘independently’ selected Purchasing Power is not sufficient to satisfy the city’s statutory obligations. The city should have determined a conflict exists and should have followed the procedures in State Statutes.” Apparently, that wasn’t clear enough and correspondence obtained under the Freedom of Information Act shows Councilor Gail Boyum called the State Auditor for further clarification. The auditor’s January response email to her states, “I have attached material to this email that you may find helpful.” The documents include: 1) An information Memo from the League of Minnesota Cities (LMC) called “Public Purpose Expenditures.” 2) A sample resolution to Contract with a Council Member from LMC. 3) A sample affidavit of Official Interest in Claim from the LMC website. 4) A copy of Minn. Stat 471.89,
Where the election stands By Lee H. Hamilton The next few weeks in politics are a little like the All-Star break in baseball. With the Republican and Democratic national conventions upon us, it’s a good time to step back and Lee H. assess this Hamilton year’s election. Which carries bad news for both parties. The Republicans face a steep electoral challenge. If Hillary Clinton carries Florida (where polling shows a very close race) plus the District of Columbia and the 19 Editorial Cartoon
states that have voted Democratic in each of the last six presidential elections, she wins. Yet victory for Donald Trump is hardly out of the question. He’ll have to retain the support he already has from white voters — especially working-class whites in swing states — and try to make some inroads among nonwhite voters. He’ll also need to hope that any third-party candidates take more votes away from Clinton than from him. Trump floated through the Republican primaries by tackling the anger and discontent that course through this year’s electorate. His talk about a broken system and his emphatic, brash style appeal to a lot of people. His

Such safeguards exist to: •Ensure integrity in government •Protect the city’s and/or the city residents’ interests •Limit the opportunity for elected or appointed officials to benefit (personally or financially) from public office When asked at the July 13 council meeting, Mayor Hallum stated
they did not have a resolution or affidavit, yet were continuing to buy supplies from Councilor Rue’s in-home retail business. The information sent to the City clearly states that BEFORE the claim is paid, a resolution must be passed and the interested officer must file an affidavit with the clerk that contains: • The name of the office and interested officer • An itemization of the commodity or services furnished • The contract price • The reasonable value • The interest of the officer in the sale or contract • A declaration that the contract or sale price is as low as or lower than could be obtained from other sources A city may move forward with the purchase if the interested officer abstains from voting or deliberating on any contract in which he or she has an interest. But, the memo states, “Even if an actual contract is not made with a coun-

no comfort from this state of affairs. For starters, below the presidential level the party is struggling. Since 2008, Democrats have lost 69 seats in the U.S. House, 13 Senate seats, 12 governorships, and over 900 seats in state legislatures. Nor do they have much of a bench. The two most prominent Democrats this year, Clinton and Sen. Bernie Sanders, are both senior citizens: Clinton is 68, Sanders 74. Despite President Obama’s relative youth, his years in office did not usher in a new generation of national Democratic

It states “when a councilmember is an applicant for a license or a permit that requires council approval, the member’s personal (often financial) interest should prevent his or her participation in the decision-making process.” The section on violations states, “A public officer who violates the conflict of interest law is guilty of a gross misdemeanor and can be fined up to $3,000 and imprisoned up to one year. Any contract made in violation of the conflict of interest law is generally void. Public officers who knowingly authorize a prohibited contract, even though they do not receive personal benefit from it, may be subject to criminal penalties as well.” leadership. And while Clinton’s path to the presidency may be wider than Trump’s, that doesn’t mean she’s a strong candidate — at least, not for this particular year. She’s put out carefully thought-through, even impressive position papers on a wide variety of current issues that get very little attention in the press. At a moment when voters clearly want change, she appears to favor incrementalism as the way to get things done in Washington. And despite the FBI’s decision that it wouldn’t bring criminal charges on her handling of emails when she was Secretary of State, the issue is clearly dogging her. She went into this election facing a lot of voters who simply didn’t trust her, and that has only gotten worse. In politics, you cannot talk someone into trusting you — you have to earn it, inch by inch. Moreover, if Trump faces tough arithmetic in the electoral college, Clinton faces her own difficult equation: It is extremely hard for a political party to win a third consecutive term in the White House. It happened 28 years ago, when George H.W. Bush succeeded Ronald Reagan. The last candidate before that was Franklin Roosevelt, in 1940. The British vote on Brexit is a reminder that resentments and anger can fly under the radar. And Washington, where there’s money everywhere you turn, is a ripe target for “take-our-country-back” populism. The anti-establishment, anti-Washington mood captured by both Sanders and Trump should make both parties uneasy. But then, so should the course of this election, which has put a premium on sound and fury at the cost of true engagement with the issues confronting the country. On that score, we all lose.

C ommentary Making sure our veterans can get the care they deserve By U.S. Senator Amy Klobuchar When we ask our servicemembers to put their lives on the line in defense of our nation, we make a commitment to give them the support they need when they come home. But too often, we fall short of that commitment, especially when it comes to healthcare. I spend a lot of time with veterans around our state. I hear over and over again that our veterans are waiting too long for appointments at Veterans Affairs (VA) Medical Facilities. When our servicemembers signed up to serve, there wasn’t a waiting line, and there shouldn’t be a waiting line at their medical facilities when they come home. That’s why I joined with Republican Senator Joni Ernst of Iowa and introduced legislation that would establish a patient self-scheduling appointment system at VA Medi-
cal Facilities. The Faster Care for Veterans Act would introduce a pilot program which would allow veterans to use their mobile devices and the internet to self-schedule, modify, and confirm outpatient and specialty care appointments. When veterans cannot schedule the appointments they need in a timely manner, their lives may be at risk. A veteran who wants to schedule an appointment to check on their heart, but can’t because of long wait times, could be at a heightened risk for a heart attack. A veteran who needs to schedule an appointment to adjust the dosage of medication they are taking might not be able to wait more than a month in order to see a specialist. The numbers are troubling. More than 120,000 veterans waited at least 90 days for appoint-

ments for healthcare, and some never even received appointments. In 2015, the number of veterans waiting 30 days or more for medical care increased by 50%. Often, appointments are available at VA facilities but go unfilled, further contributing to long wait times. A 2008 internal audit by the Inspector General of the Department of Veterans Affairs estimated 18% of outpatient appointment slots went unfilled due to patient “no-shows” or because facility personnel did not refill the cancelled appointments. This is unacceptable, and our veterans deserve better. No one should have to wait weeks or months to receive the medical care they need, especially our veterans. With our bipartisan bill, veterans would be able to self-schedule appointments 24 hours a day,
seven days a week, and could immediately schedule appointments canceled by other veterans. This would significantly reduce wait times for veterans trying to get appointments because it would ensure that all available appointments are utilized. This new legislation builds on our work to ensure that our veterans receive the care and respect they have earned when they return home. Whether it is expanding the federal hiring preference for our National Guard and reservists, helping Iraq and Afghanistan veterans who were exposed to toxic burn pits, or making it easier for veterans to get jobs they’re trained for, I know we can do better. Our Faster Care for Veterans Act capitalizes on state-of-the-art technology that makes it easier to schedule medical appointments.

Women earned the right to vote about a 100 years ago, the civil rights acts in the 1960s improved lives for African Americans, laws for students with disabilities and other protections for the disabled came next, and then equal employment opportunity laws. First Lady Michelle Obama illustrated American achievement in her words, “I wake up every morning in a house built by slaves.” These and other laws were written to improve American lives. There are still inequities, there will always be more improvements to be made. Hateful rhetoric is like a fungus, it feeds on itself. Stoking fear does not solve anything. The man that wants to be commander in chief calls the American military a disaster. Proclaiming “I alone can fix it” smacks of a dictator. This is a man that boasts of his great abilities but seems to lack well thought out proposals. He has shown little interest in becoming better informed about domestic and foreign issues. Our founding fathers created a Constitution that provides for three separate branches of government. It did not provide for a “strong man,” an authoritarian power figure. We live in a complex, complicated world. Our president needs to understand this country and how forces around the world affect it. Isolationism in this day and age is not workable. Attacks by those who have been influenced by Muslim extremists or attacks by individuals filled with hate are going to be an ongoing threat. Mass killings are very disturbing and create fear as they are intended to do. We can’t be cowed by that fear. ISIS controlled territory has been diminished. With modern communication technologies ISIS can operate without hold-
ing territory. Unfortunately, the Internet gives individuals with twisted beliefs a voice and an ability to persuade others who are estranged or discontented. There is no filter, no way to separate fact and fiction. This is not a traditional war. It takes untraditional tactics to fight it and it will take time. We need a president who understands the workings of Congress and can work with them. Washington can’t work without compromise. Driving a wedge between groups, highlighting the worst without putting things in context works on peoples’ emotions. It will not cure the dysfunction in Washington. To achieve a consensus, we have to listen to other points of view and look at the whole picture. There are good people on both sides of the isle in Congress. Unfortunately, there are some that are motivated to stand in the way of progress. Elections give us an opportunity to weed them out. Many have been held back with incomes that are stagnant or even reduced over the past couple of decades. Most lost manufacturing jobs won’t come back. Technological advances will continue to take away some jobs. Workers will need to be retrained. Renegotiating trade agreements can have a limited affect. We need to invest in infrastructure across the country. This investment may improve economic conditions for many by providing good paying jobs. The choice this November in the presidential election is a binary choice, Clinton or Trump. The campaign that seems to go on forever is the job interview. The conventions help us fill in the resume. In November we hire the best person for this job. America is still the land of opportunity. New challenges will continue to come. The good news, America is not broken.
This technology already exists, and is being used by private sector hospitals and health systems to eliminate wait times and ensure that every available appointment is filled. It is commonsense that we enable our veterans to use this same technology to schedule their medical appointments without unnecessary red tape and delays. The VA is currently trying to develop its own scheduling application. While this is a great step forward, veterans have already been waiting too long for technology that already exists. Long wait times put veterans’ lives at risk. After they have sacrificed so much, it is our duty to treat them with the dignity and respect that they have earned. This bipartisan bill would take an important step forward in ensuring that our brave men and women who have sacrificed so much have timely access to the medical care they need and deserve. Letter about Moulton right choice for judge... To the Editor, Dan Moulton shold be the next District Judge in Minnesota’s Third Judicial District. Dan has the experience, background, judicial temperament and most importantly, exemplary integrity, to be elected District Judge. His dedication and commitment to the people of Minnesota is unmatched. Dan has served the community of Rochester and the surrounding communities with tremendous legal skills for over 30 years. I met Dan Moulton as a classmate at Hamline University School of Law in St. Paul, Minn. I was immediately impressed with his passion to become a lawyer and serve the people of Minnesota. I was a prosecutor for 17 years, including almost two years as an Assistant Rice County Attorney in Faribault, Minn. I have practiced before many judges in Minnesota and North Dakota. C ommentary SMIF staff, board and partners on their 2nd annual bus tour By Tim Penny Again this year, Southern Minnesota Initiative Foundation (SMIF) Board, staff and regional partners set out on a regional bus tour. We serve a large area - 20 counties of south central and southeastern Tim Penny Minnesota, which houses 30% of Greater Minnesota’s population - and this bus trip is a good opportunity for all of our stakeholders to get a better sense of what’s happening in the region. It’s a great chance for our Board and staff to see firsthand the impact of our Foundation’s work. Economically, geographically and demographically, southern Minnesota is quite diverse, and comparing this year’s trip to our three easternmost counties (Goodhue, Wabasha and Winona) to last year’s western counties (Brown, Faribault, Martin and Watonwan) highlighted some of those differences. When I was in Congress, I
would often refer to southeastern Minnesota as the “New England of the Midwest.” The rolling river bluffs, winding backroads and fall colors bring a range of tourists. Our bus ride was quite a contrast from last year’s straightlined farm fields on the prairie of our south central counties. However, just like last year, we had a chance to hear about the challenges, opportunities, changing demographics as well as causes for celebrations in the eastern part of our region. In all, SMIF has invested nearly $7.8 million in grants and loans in these three eastern counties. We were able to see some fruits of our investments along the way: ABA Water Systems in Plainview, our first loan client; a one-year recap of SE MN Together from Bill Spitzer, which was seeded by a SMIF One Big Thing grant; and barn murals along the Zumbro River and a chat with Red Wing Ignite on their new entrepreneurial efforts, both which were assisted by SMIF grants. Here are some other takeaways from the day: First, our Foundation’s AmeriCorps members are making
change beyond their early childhood placements. We heard from Sam Brown in Winona, who started the Midwest Music Festival as part of his summer AmeriCorps project. Not only did he raise money for a tricycle course at the Winona Head Start, but the festival is now in its eighth year and draws 2,000-3,000 visitors annually. Sam also opened the Midwest Music Store to support local artists. Second, workforce continues to be a top concern. We heard from city and county administrators and business owners alike that finding skilled workers is increasingly difficult. The Foundation gave a One Big Thing grant to SE MN Together, a collaborative process to address workforce issues. But, given the scale of the workforce issue, it’s one that many regional partners must keep working on if we hope to attract new businesses to our region. Throughout the day, ideas from mentoring programs to closer collaboration with community colleges were discussed. Third, in Plainview, the point was made that while there have been losses - businesses, jobs,
older residents - there have also been gains. Judith Jordan, the EDA Director for Plainview, talked about how some businesses were lost in the recession, but how others such as Kwik Trip and Family Dollar have moved into town. “As Rochester goes, so Plainview goes,” she said. This seems to be the case with many of our smaller communities surrounding the ever-growing Rochester and its Destination Medical Center. Towns recognize both the challenges and benefits of that proximity, and this dynamic is one that will continue to be explored. Fourth, tourism along the river is a major factor for many of our eastern communities. Wabasha’s National Eagle Center is a resounding success and a great example of what community members coming together can accomplish. It drew 83,000 visitors in 2015 from all over the world. We learned that the direct visitor spending of these visitors contributes more than $2.5 million to the Wabasha area. I would be remiss not to mention that - in keeping with our support of local foods - we came
home a little heavier and happier thanks to donuts from Bloedow’s Bakery in Winona (an old college haunt of mine), lunch from Hanisch’s Bakery in Red Wing, and ice cream at the end of the day from LARK Toys in Kellogg. Additionally, our partners at Renewing the Countryside joined us for the ride and spoke about all the exciting local foods activity in southeastern Minnesota. Overall, everywhere we went we were greeted with a warm welcome and people happy to talk about their communities. We look forward to next year’s bus trip! I welcome your comments and questions. The Representative I Will Be After knocking on thousands of doors and hosting four town hall meetings in Houston and Fillmore Counties, it has become more evident than ever that we need new representation in St. Paul. Do I have all the answers to all of our challenges? No, but collectively, we do. As I listen to small business owners, farmers, seniors, teachers, and the people of Houston and Fillmore Counties, it has become clear that each and every one of us has a piece of the puzzle. All we need is a representative who will put those pieces together and take them to the State Capitol to help make our communities stronger. That is the type of legislator I will be.
RIDERS AREN’T ALWAYS IN THE RIGHT. BUT THEY ARE ALWAYS FRAGILE.
As a 5th generation resident of Houston County, I understand that we are all in this together. That is why I take the time to listen to everyone, not just those who I know will vote for me this November. I talk to small business owners struggling to make payroll. I talk to farmers who are paying high property taxes and seeing low corn prices. I talk to teachers who have to hold their own fundraisers to pay for classroom activities. I talk to seniors who are paying top dollar for prescription drugs and trying to stay in their homes, all while relying solely on a Social Security check. I talk to parents who pay almost half of their monthly income towards health insurance, and another large portion on daycare, leaving just enough to put food on the table. I talk to families in the townships who still don’t have reliable or high-speed internet coverage, making it impossible to work from home or allow their kids to do homework. I talk to commuters who pay hundreds of dollars per year on auto repairs, in large part due to the condition of our roads. There is no silver bullet for each of these challenges, but we must do something. I’m not one to believe that government and politicians can solve every problem, but government can be a catalyst for better outcomes. Our state legislature must work together, Republicans and Democrats, to pass meaningful legislation and reform. We need to compromise on a long-term transportation bill and bonding bill. We need to provide property tax relief to farmers and homeowners, both direct and indirect, including more local government and county program aid. We need to increase the dollar amounts our schools receive per student and redirect focus on small rural districts. We need to provide more resources to help our telecoms expand broadband internet coverage in our townships. We need to encourage insurance providers to do business in Southeastern Minnesota and work with the Mayo clinic to bring down the cost of health care in our state and country. It’s no accident that after five generations I am able to live and work in the same place my Norwegian ancestors lived and worked. They strived to make their communities stronger so that their kids and grandkids could be successful. That is what we should all have in mind and that is the mentality I will take to St. Paul. If awarded the grant, the city will use the funds for engineering, surveying, or other specialized consulting costs related to the repurposing. A review of the Rushford Downtown Redevelopment Opportunity Report has been accepted by both the EDA and the city council. The study relates to available land parcels within the city and provides concepts for reuse or redevelopment. All or portions of six parcels are thoroughly detailed. The report also includes information such as zoning considerations, a community and regional profile, community and business survey reports, and options for redevelopment.

One of the parcels is the gravel lot on the corner of West Park Street and South Mill Street where a new public library had been proposed several years ago. State funds were utilized at the time the city acquired the lot, so there are some requirements for the parcel. Election judges for the August 9 primary and November 8 general election have been set and approved by the council. They include Luther Myhro, Carol Lukkason, Heather Larson, Louane Davidson, Juliann Frick, Jennifer Hengel, Bethany Glatczyk, Burton Svendson, and Kathy Zacher. Arnold Bigalk Arnold Bigalk, age 89 of Harmony, Minn., died Sunday, July 24, 2016 at Gundersen Lutheran Hospital in La Crosse, Wis. Memorial services were held 7 p.m., Friday, July 29 at the Lindstrom Funer- Arnold Bigalk al Home in Harmony. Friends called from 5 to 7 p.m. Friday at the funeral home. Arnold Martin Bigalk was born November 19, 1927, in Cresco, Iowa, to Harry and Florence (Phillips) Bigalk. Arnold was baptized and confirmed at St. Matthew’s Lutheran Church in Granger, of which he was a life-long member. Arnold attended the Brokken School and graduated from Harmony High School with the class of 1945. Arnold was a life-long Harmony area farmer; he worked his farm land until he was 88-yearsold. Arnold was gifted with his hands; he could do, and fix, most anything. He was treasurer of the Harmony Shipping Association and a member of the Harmony Township Board of Supervisors. Arnold enjoyed bowling, flying, woodworking, going to the State Fair, and deer hunting in northern Minnesota. Arnold is survived by a sisterin-law, Kay Bigalk of Harmony and nine nieces and nephews: Kim, Terry, Todd, Barry, Vicki, Leigh Ann, Trena, Gwen and Gerri Rae. Arnold was preceded in death by his parents and two siblings, Kenneth Bigalk and Harriet Hansen, along with Harriet’s husband, Rodney.

Uniquely, Jackie would not drive a car, but took to driving a golf cart in her seventies. She enjoyed traveling to visit family, reading, playing cards, and beautiful music. She especially loved children and cherished time with grandchildren and great-grandchildren. Jackie was a member of Rose City Evangelical Free Church. She taught Sunday School and was a member of the Free Church Women’s Ministries. She also served faithfully at the annual Rose City Threshing Festival. Jackie drew people to her with her sweet smile and the sparkle in her eyes. A pearl of great value, she will always be remembered for her kindness, gratitude, service to others, love of family and her deep faith in the Lord, Jesus Christ. Jackie is survived by her five sons: Michael (Betty) of Guthrie, Okla.; Stuart (Roxanne) of Frazee, Jeffrey (Kammie) of Lakeville, Brian of Eagle Bend, and Gregory (Elise) of Guthrie, Okla.; two daughters, Michelle (Scott) Pribula of Plymouth and Susan (Charles) Weddle of Yorktown, Virg.; two brothers, Edward (Joan) Redalen of West Des Moines, Iowa; and Richard (Sandi) Redalen of Goodyear, Ariz.; three sisters: Beverly Hamblin of Northfield, Elaine (Steve) Olson of Kalispell, Mont.; and Diane (Alexander) Geha of Rancho Santa Fe, Calif.; 16 grandchildren: Stacy, Kyle, Shane, Micah, Melissa, Nicholas, Erica, Luke, Noah, Haylee, Rachel, Jonathan, Aaron, Ava, Jacob and Jonah; thirteen greatgrandchildren: Blake, Evan, Braylon, Vivian, Dylan, Alivia, Lillian, Evelyn, Nolan, Nathan, Lane, Liam and Magnolia; many brothers and sisters-in-law, along with many nieces, nephews, and dear friends. She was preceded in death by her beloved husband of 58 years, Donnie (May 20, 2012); parents, and infant granddaughter, Leah Pribula. Pallbearers will be her sons and sons-in-law. Honorary pallbearers will be her grandchildren
and great-grandchildren. Carson, age 86, of Spring Valley, Minn., died Friday July 22, 2016 at the Spring Valley Senior Living, where she had resided for seven weeks. Pau line was born April 22, 1930 in rural F i l l m o r e Pauline M. Carson County to Edward and Lena (Hendrickson) Vanderbosch. She attended Spring Valley High School and was later married to Robert Carson on August 13, 1948 in Spring Valley. Pauline spent over 25 years working at Jornel’s Clothing Store and Barbara Anne Fashions in Spring Valley. During her younger years she enjoyed fishing trips up north, playing cards, and listening to old time music. Pauline was also a member of Faith United Methodist Church. She is survived by two sons, David (Lana) Carson of Rochester and Ronnie Carson of Spirit Lake, Iowa; a daughter, Becky Carson of Rochester; five grandchildren, many great-grandchildren, and two sisters-in-law, Lois and Marlys. She was preceded in death by her parents, infant son Randy, two sisters, Dorothy and Lois; and a brother, Clayton. A memorial gathering was held from 1-3 p.m. on Thursday, July 28, 2016 at the Hindt Funeral Home in Spring Valley. Burial took place at the Spring Valley Cemetery. grow. “There’s definitely a need for it,” Brown noted, adding that there are no home daycares operating in Lanesboro that she’s aware of. The board asked how she planned to staff the programs if an expansion is approved. Brown will continue to utilize the current staff as well as possibly incorporating the paraprofessionals at the school. She’s also considering hiring several high school students for after school and during the summer months. The support staff, including Brown, can be moved around to different rooms within the daycare as the numbers of children dictate. Increasing the SAC numbers means the school will have to install air conditioning in the high school library due to licensing requirements. The program currently uses the library and strives to ensure that the shared space is workable for everyone. “Do we turn people away from the infant and toddler rooms?” board member Dave Lawstuen asked. Heidi said that while she does occasionally have to deny applications, an expansion isn’t possible at this point due to the requirement of 35 square feet per child. “We’re clearly supportive,” board chairman Dave Ruen said. The rest of the board agreed, and the proposal was approved. Friends of the Lanesboro Library representative Anna Loney was present at the meeting. She updated the board on some of the special programs that the library is holding and expressed a desire to continue to expand the lines of communication between the school and
the library to encourage kids to utilize the library’s resources. Board member Chris Troendle suggested that each one put links to the other on their websites. The board approved the hiring of former Lanesboro graduate Melissa Johnson for Health and Physical Education. All certified and non-certified existing contracts for 2016 were approved. Superintendent Matt Schultz informed the board that the hiring committee finished interviewing applicants for the art teacher position on July 20 and will be narrowing it down to the top two soon. “We had a wonderful pool of applicants,” Schultz noted. The gym roof is currently being repaired after the damage it sustained during a storm earlier this year. Superintendent Schultz spoke to the school’s insurance company, who is waiting to see what the actual cost of the damage is before handling the claim. The MSBA or Minnesota School Board Association, Summer Institute will be held on August 8 and 9. All available board members are asked to attend on August 8. Rupp, Anderson, Squires & Waldsburger, P.A. were approved as the legal firm to handle any school law or other related issues that may arise. The district will still utilize Nethercut Law for basic concerns. A milk bid from Polka Dot Dairy, Inc. was accepted by the board. Their bid was the lowest of the ones received, and they’re able to deliver to the daycare during the summer months, which is a necessity for the district. The next Lanesboro school board meeting will be held on August 18 at 7 p.m.

Chatfield prepares for Western Days By Karen Reisner Brian Burkholder, Public Works, at the July 25 meeting of the city council asked for additional summer help during their annual celebration, Western Days. He said he had intended to ask for three temporary workers, but asked for four because one of his people had injured his knee. Extra workers have been hired each year. Councilor Robert Pederson said we want our town to look sharp for Western Days, August 11-14. The summer helpers will start at 5 a.m. on Saturday and Sunday and a few will also help to set up on Friday, cleaning the parks before the days events. Councilor Paul Novotny said it should be up to Burkholder’s discretion as to the number of hours and number working during the celebration. Approval was given for the extra temporary help. Burkholder explained a proposal from Swickert’s Tecta America, Inc. for roof housekeeping, maintenance and repair. In the agreement there would be biennial roof inspections on city hall ($250), fire hall ($375), wastewater treatment facility ($375), and the two well houses ($200). The city hall roof was replaced in 2013 with a 15-year warranty.

Ten more are expected to be purchased next year. • Approval was given to add two more people to the ambulance crew, Gabriella Buska and Thomas Mulvey. • Councilor Dave Frank reporting for Park and Recreation said the swimming pool is going well right now, the heater is working and there are no leaks. •Frank announced he is not going to run for reelection at the last council meeting. Mayor Russ Smith announced he will run again, adding it has been rewarding for him to do it. Pederson said he will not be running again for city council, adding he has enjoyed being on the city council.
The two well houses received new roofs in 2010 and have 25-year warranties. City shop/fire hall roofs have not been replaced for many years and do not have any warranty at this time. The regular maintenance and repairs of the roofs is expected to extend the lives of those roofs. Councilor Mike Urban maintained it is a good idea to have them checked regularly. Burkholder said the inspections will catch leaks early. The agreement for the roof inspection and maintenance was approved. Burkholder updated the council on the water meters. The new bid specifications have been accepted and were published on July 13. Bids will be opened on August 1. Other business in brief • Kent Dudek, Jordan Township, requested two of Chatfield’s old picnic tables. Burkholder said they have sold four of the old tables and have two left. He said he hopes to order 10 more new ones this year. The city has been finding homes for the old tables as the new ones are purchased. The long term goal is for 60 new tables. Dudek explained in a letter the improvements being made to Jordan Township Hall, including

PAUL, MN, July 25, 2016 — While thousands of people from across the country responded to the emergency request for blood and platelet donations issued by the American Red Cross in early July, a critical blood shortage remains. The Red Cross urges eligible donors to give now to help ensure blood is available throughout the rest of the summer to meet patient needs. At times, blood and platelets are being distributed to hospitals faster than donations are coming in, which impacts the ability to rebuild the blood supply. Right now, the Red Cross has less than a five-day blood supply on hand. The Red Cross strives to have a five-day supply at all times to meet the needs of patients every day and be prepared for emergencies that may require significant volumes of donated blood products “The Red Cross continues to have an emergency need for blood and platelet donors to give now and help save patient lives,” said Sue Thesenga, Communications Manager of the North Central Blood Services Region. “We are grateful for those who have already stepped up this summer to give and want to remind those who are eligible that hospital patients are still counting on them to roll up a sleeve.” Every two seconds In the U.S., every two seconds someone like Ray Poulin needs blood or platelets. Poulin’s liver and kidneys failed following a serious blood infection. The situation became urgent when
his liver hemorrhaged. He was given a 10% chance of survival. After receiving 77 units of blood, Poulin defied the odds. “There was a lot that went into saving my life, but if the blood wasn’t available when I needed it, I wouldn’t be here today,” said Poulin. Blood and platelets are needed for many different reasons. Accident and burn victims, heart surgery patients, organ transplant patients, and those receiving treatment for leukemia, cancer or sickle cell disease may all need blood. Bring on the fun during Buffalo Bill Days 2016 The very popular Buffalo Bill Days celebration will be held August 5, 6, and 7, 2016 in Lanesboro, Minn., with activities for adults and children of all ages throughout the weekend. Friday, August 5 marks the beginning of the town celebration as the men’s softball tournament begins and the beer and brat tent opens. The Commonweal Theatre’s production
of Souvenir will be performed, as well as The Three Musketeers. Trouble Shooter will perform at the street dance Friday night. An open golf tournament lets participants who play nine holes anytime between Friday at 5 p.m. until Sunday at 12 p.m. be entered. Saturday begins with the farmer’s market, coed volleyball tournament and the Buffalo Roam. The Market Place
will be open Friday and Saturday, along with bingo, a bean bag tournament, basketball tournament. Music includes Root River Jam Band, Arnold Bradley Band, and JT & The Gunslingers on Saturday. The kids carnival and petting zoo will offer hours of entertainment both Saturday and Sun-

By Barb Jeffers Attorney Lee Novotny has settled in to his new office in Chatfield, Minn., after purchasing the building at 22 Second Street SE on July 1, 2016. The building, which became available for purchase as former tenants, Springer and Gumbel Law Office, decided to close their offices in Chatfield as well as their offices in Preston, Minn. and Spring Valley, Minn. Novotny’s move was not a

Business Administration from the University of Richmond in Richmond, Va., and began practicing law in October of that year. In 2009, at the age of 29, Novotny began working as the Assistant Fillmore County Attorney, remaining in that position until October of 2015 when he left to pursue his private practice full-time. Novotny has also taken over prosecuting for the City of Chatfield and the City of Spring Valley. The new site of Novotny Law Office is in a very convenient downtown location across from the Thurber Building, which will make it very convenient for clients. After sprucing up the office with new paint, Novotny has gotten comfortable in his new location. He also is blessed to have employee Carolyn Bicknese, who worked in the office for not only Springer and Gumbel, but also by the tenant prior which was Opat Law Office. Novotny says that Bicknese jokes saying she is “a fixture” in the building after working there for four and a half years under now her third employer. Her business knowledge as well as the familiar smiling face in the office certainly make her a very important fixture. Novotny is excited about the new location of his law office and says his future plans are “to stay here” and provide the same

more Central was originally quoted $3,500 by Norby’s for the work, but that cost was brought down to $1,000 by a generous $2,500 donation from Norby’s. The Fillmore Central School Board thanked Norby Tree Service for their considerate gift at their meeting on July 26. The school readiness program is on track to receive Pathway II funding. They currently have 26 students registered for 3/4 school readiness and 22 for 4/5. Karn Friedges and Jessica Marzolf will be teaching Kinder Camp this year during the weeks of August 1 and 8. The parent educator position for ECFE is still open, as well as an infant lead teacher position in the daycare. The 2016-17 K-6, 7-12, Root River Program, Faculty, and Coaches handbooks were approved by the board, along with the second reading of some of the board policies. The resignation of SAC aide Matthew Gregg was approved as well as the termination of custodian Andrew Hyke. Aaron Mensink was hired as the girls golf coach and Kenzie Lind as the volunteer coach for the volleyball program, both for the 2016-17 school year. The board approved the renewal of the membership with the
Minnesota School Board Association. The dues are $3,292 for association dues and $650 for policy services. Two quotes were received for the repairs to a portion of the outfield fence at the baseball field which sustained wind damage on July 5. Sutherland, the company that originally installed the fence, suggested replacing the 2 1/2” posts with 3” posts and narrowing the spaces between them at a cost of $4,717. A competing company submitted a quote in the amount of $7,200 which included upgrades to 4” posts plus a center rail in addition to the existing top and bottom rails. Superintendent Richard Keith spoke with the school’s insurance agent since the second quote is greater than the $5,000 deductible. The agent will be looking into whether or not the school can upgrade. As part of the World’s Best Workforce plan, the board reviewed the current Vision, Mission, Beliefs, and Goals. “It seems really good to me. I don’t see a reason to change it,” noted board member Jim Love. The rest of the board agreed and the goals were approved. The next meeting will be held on August 23 at 6:30 p.m. in the elementary media center.

Fillmore County District Court On July 19, Ibraheem Farah Hamza Khalifa, 30, of Rushford, appeared before District Court Judge Carmaine Sturino. Khalifa is charged with Assault – 2nd Degree – Dangerous Weapon, a felony with a maximum criminal penalty of seven years in prison, a $14,000 fine, or both, and Terroristic Threats – Reckless Disregard Risk, a felony with a maximum criminal penalty of five years in prison, a $10,000 fine, or both.
On or about July 16, within Fillmore County, the defendant allegedly assaulted another with a dangerous weapon, and did directly or indirectly threaten to commit any crime of violence with the purpose to terrorize another or in a reckless disregard for the risk of causing such terror, to wit; the defendant displayed a knife, made throat cutting gestures (aimed at another), and threatened to kill (others).

Ask a Trooper By Sgt. Troy Christianson Minnesota State Patrol Question: I have a question about the number of vehicles a person is allowed to pass at one time? Am I allowed to go over the posted speed limit when I pass Troy H. a vehicle? Christianson Answer: Minnesota law does not state that there are a specific number of vehicles that a driver can pass at one time. Minnesota law allows a driver to increase their speed 10 m.p.h. over the posted speed limit only when the driver: • Is on a two-lane highway having one lane for each direction of travel. • Is on a highway with a posted speed limit that is equal to or higher than 55 miles per hour. • Is overtaking and passing another vehicle proceeding in the same direction of travel. Passing should only be done when: • It is safe to pass with no oncoming traffic approaching. • The driver has a clear line of site. • There are no curves or hills approaching. • The driver can safely judge the correct distance required to make the pass. • Passing is permitted on the road. Drivers should never take chances. I have investigated far too many head-on crashes where the occupants were killed or seriously injured due to unsafe passing. We live in a busy world and often times drivers are impatient and that can lead to taking risks to pass another vehicle. Your life and the life of others on the road are not worth the risk. Always remember to plan ahead, pay attention, wear your seat belt, drive the speed limit, and never drive while impaired. Help us drive Minnesota Toward
