EmergencyResponse Teams Fillmore County Emergency Management By Karen Reisner About four years ago the county board approved departmental restructuring that included Emergency Management. The then Emergency Manager/Veterans Officer position was split into the Veterans Service Officer position, which is now under the Community Services umbrella, and the part time Emergency Manager position, which is now with the Sheriff’s Department. Sheriff Daryl Jensen explained this arrangement was to be for a trial period. This is how it remains today, Kevin Beck is the Emergency Manager (EM) and also assistant jail administrator. Beck also serves as the

go to technology person in the Sheriff’s Department. The Sheriff assists with Emergency Management work. Deb Teske was the Emergency Manager/Veterans Officer until she resigned in 2009. Jensen commented that she was a tough act to follow as she did a fantastic job. Beck says it has been a good fit in the Sheriff’s Department as far as communication goes, the “best fit you can have.” He adds that some emergency managers don’t agree with that. He explained that the state demands more and more and there are only so many dollars. Beck noted Fillmore County is the only county with the excep-

tion of Houston County that doesn’t have one to three full time EM positions. Jensen admitted that it has been a real struggle to keep up with mandated requirements between disasters which become more significant every year. He suggested that the county will have to move to a full time position at some point. Jensen explained that during last year’s flooding, law enforcement responded along with Fire and Emergency services. Kevin Beck was there at the beginning and worked through it for months, following it all the way through to recovery. Beck maintained that

the main goal of Emergency Management is the recovery part of it. Jensen said Minnesota is progressive in the area of public safety and is doing planning and risk assessment, adding this “puts a lot of pressure on small agencies like ours.” Beck said that Olmsted County has so many more resources than we have. Jensen agreed that Olmsted County has been very helpful. They can concentrate on Emergency Management 100 percent of the time, where Fillmore County only does part time. ARMER, the state’s 800 MHz public safety radio communication system, mostly involves

dispatch and communications and is basically separate from Emergency Management. It connects local, regional, state, and national communications. Jensen suggested that during a disaster like the 2007 flood, the 800 MHz communication system would have been helpful, especially communicating with emergency services from other counties that came to help. Jensen said fire trucks in the county still don’t have 800 MHz radios. Most all of the ARMER system equipment acquired for Fillmore County has been obtained through grants which often didn’t require a See MANAGEMENT Page 2 

match. Grants were applied for through the Regional Radio Board. Jensen said the grant application process worked out pretty well, so the county didn’t have to fork out a lot of money. He pointed out that they still sustain a VHF radio system which can be used for a backup system. He added that some counties haven’t kept the VHF system. Steps have been taken to update Fillmore County’s Hazard Mitigation Plan which expired in 2013. The county is in the process of applying to the state for a FEMA Hazard Mitigation Assistance Planning Grant which will pay 75 percent of the cost ($28,836) to update

the county’s plan. The county recently accepted the proposal from the Region Nine Development Commission to update the plan. The updating process will take about a year to complete. The plan doesn’t have to be current to receive disaster

aid from FEMA, but it does have to be updated in order for a city to receive funding from FEMA to help purchase a property in the flood plain to mitigate flooding issues. Once

the plan is updated, cities that have been denied funding can reapply for FEMA funding for this purpose. Code Red is also separate from Emergency Management, but it is a related service available to residents in the Fillmore County area. It is a warning system that automatically calls subscribers to notify them of a severe weather warning that has been issued by the National Weather Service for their area. Subscribers can also choose to be alerted to other situations including but not limited to the report of a missing child, an unplanned road closure, or an evacuation notice. Residents can enroll with no direct cost to them at www.co.fillmore. mn.us/ The service is funded with 911 funds.

American Red Cross urges you to get ready for emergencies Develop an emergency plan during National Preparedness Month

ROCHESTER, Minn. — Disasters can strike at any time, and the American Red Cross of Southern Minnesota encourages people to create a disaster plan for their household during September, National Preparedness Month. This first important step can help keep people safe in an emergency. “Having an emergency plan is vital, so everyone in the household knows what they should do if something happens,” said Melanie Tschida, Regional CEO. “We hope people will mark National Preparedness Month by creating or updating their plan.”

MAKE A PLAN Everyone in the household should help put the emergency plan together, so they know what they should do if something occurs. Because everyone may not be together at home when a disaster happens, the plan should include ways to contact one another and two places to meet – one near the home in case of a sudden emergency like a fire, and one outside the neighborhood in case circumstances prevent people from returning home. contact person from outside the area in case local telephone lines are overloaded or out of service. Any emergency plan should also include decisions about where to go if ordered to evacuate and what route to take to get there. It’s a good idea to include alternate routes in case roads are closed. Don’t forget family pets. Make sure to include plans for them such as pet-friendly hotels and animal shelters along the evacuation route. HOME FIRES The most common threat people face across the country is a fire in their home. National Preparedness Month is a good time to develop a fire escape plan and practice it with everyone in the household. When developing the plan, walk through the home and look at all exits and possible escape routes, including windows. List two ways to get out of every room in case fire blocks one of the paths. Pick a place to meet outside, a safe distance away and – no matter the circumstances – stay out of the home until fire officials say it is okay to go back inside. All households should practice their plan at least twice a year. People should also install smoke alarms on every level of their

home, inside bedrooms and outside sleeping areas. They should test the alarms monthly, replace the batteries at least once a year and replace the alarms every ten years. RED CROSS APPS The Red Cross has developed mobile apps that provide information on what to do before, during and after emergencies, including a “Make a Plan” feature on how to develop an emergency plan. The free apps can be downloaded from the Apple App Store and the Google Play Store for Android by searching for American Red Cross. PAUL, Minn. — Twelve Minnesota fire departments were recently honored nationally for keeping their communities safer by actively promoting fire prevention. AgStar fund solicits grant requests for rural emergency response departments MANKATO, MN - The AgStar Fund for Rural America, the corporate giving program of AgStar Financial Services, is proud to announce they are accepting applications for their Emergency Response (EMS) Equipment Grant Program. The mission of this program is to support rural communities in AgStar’s service area by funding emergency response equipment for volunteer fire, rescue, or ambulance departments. This year, AgStar will support rural emergency response departments by providing a total of

$150,000 in grants for area departments in need. The EMS grant program was established to help these departments serve their communities. To date, $713,245 has been given by the AgStar Fund to rural emergency response departments for their equipment needs. “AgStar understands that emergency response volunteers play a vital role for rural communities,” said John Monson, Chair of AgStar’s Fund Board of Trustees. “Many of these departments cannot always afford to upgrade or replace essential equipment because

of budget constraints. Through this grant program, we can help better serve their communities.” All rural volunteer emergency response departments located in AgStar’s 69-county service area are eligible to apply if they have not received a grant in the past two years. Applications for grants, up to $3,000, may be submitted online at AgStar.com now through August 31, 2014. Since its inception in 2001, the AgStar Fund has donated more than $5 million to organizations working to improve the future of

rural America.
