After years of dreaming of opening their own restaurant, sisters Kelly Hansen and Cheyanne Baker have become the new owners of The Gateway in Wykoff, Minn. The business had been owned for 22 years by Darla Heusinkveld and the sisters finally came to the conclusion that now was the right time for them to take the leap into ownership. The opening day for the new owners was on June 9, 2014 and the first major change decided upon was to trim the name. Formerly “The Gateway
Inn” Cheyanne and Kelly have changed the name to simply “The Gateway” and have made some other changes as well. For the first time in 20 years, The Gateway is offering Hoagie sandwiches which have been popular among customers. The sandwiches are great for a meal on the go and will be an easy takeout meal for campers and fishermen alike to stop in and pick up on their way through town. Regular customers will be happy to know that Hansen and Baker are keeping many menu favorites including their Friday night fish fry which includes all you can eat fish,

Fillmore County Attorney Brett Corson presented information at the county board’s July 1 meeting concerning Third Judicial District’s Chief Judge Jeffrey Thompson’s administrative order (October, 2013). The order requires a verbatim transcript of audio and video recordings to be prepared, served, and filed to be accepted as evidence. Corson said the order applied to any case that goes to trial or a hearing. He maintained that this will be a substantial cost for the Sheriff’s and/or Attorney’s Office. Sheriff Daryl Jensen explained that during the preparation of a case all statements are recorded digitally and uploaded to the record management system. DVDs are provided to the defense. His office no longer has the equipment to transcribe, so the work would probably have to be out-sourced. Corson felt transcripts should
only be required if the tapes are not audible. Thompson, in his order, suggests some recordings are hard to discern and that it is not “the Court Recorder’s responsibility to determine the content of audio and video recordings.” Corson argues that recordings are more reliable than transcripts which may contain transcription errors. If a portion of a recording is not clearly audible, Corson maintains that a jury rather than the person doing the transcribing should rely upon what they believe to be the content, thereby being the fact finder. A revised administrative order allows the Court to exercise some discretion. Corson said most of the county attorneys in the district are trying to get the order changed. On Saturday, July 12, a Civil War sesquicentennial commemoration and soldier grave rededication will be held at Silver Creek Cemetery in Houston at 10:30 a.m. The service will commemorate the Battle of Tupelo in Mississippi that was fought on July 14/15, 1864. The service will honor Private Joseph Cox, who was seriously wounded at the Battle of Tupelo and died upon his return home

there.” The group worked on a new school dorm for a week. “The work was physically very challenging but after getting to meet the girls and learning about them, it really motivated us to get a lot done.” Most of the girls at the school are orphaned due to famine, disease or poverty. Roughly half the population of Kenya lives in absolute poverty. The Travellors Oasis School currently enrolls 173 girls and when the dorm is completed, that number will double. Besides providing food, shelter and clothing for the girls, the goals of the school include providing basic and advanced education, teaching the girls to be entrepreneurs and self-reliant and ultimately alleviating illiteracy, poverty and disease. “I have children that are ages 9 and 12, the same ages as many of the girls I met. I felt like the TOC girls were the fortunate kids that have been rescued by the school and given a shot at an education and a way out of
poverty. I saw many more kids on the streets that weren’t going to school, sometimes rummaging through garbage or just sitting listlessly. That was hard to see because I have children and it just struck me how fortunate we are to live in the United States. All children here can get an education. That’s not the case in Kenya where parents have to pay for school. The average income in the area we were at was less than $350 per year and school costs around $60 per year. The people that I met that had “good” jobs, such as being a teacher or a head Mason earned between $60-$100 per month and that doesn’t buy you very much. It occurred to me how nearly impossible it is to get out of poverty for people born to that country,” said Michele. “I am sincerely grateful being given the opportunity to go on this mission trip. I appreciate working for a company, POET that supports those that are less advantaged.” POET paid for part of the mission costs and

C ommentary Time to “Pay it Forward” By Karen Reisner Our life span is a mere moment in time in comparison to the age of the planet we live on. It is our responsibility to pass on this gift of a life sustaining planet to those that come after us. We disrespect the rights of future generations by not protecting our plan- Karen Reisner et. Efforts to slow climate change is an investment in the future. It is a fact that natural climate change has always been happening. However, the level of carbon dioxide in the atmosphere has increased dramatically over the last 50 years and most experts attribute the increases to human activities. Climate Change, according to polls, is not very high on the list of concerns of many Americans. I can’t help but be astonished by comments made by serious, intelligent people who refuse to recognize the negative effect humans have on the acceleration of climate change. I try to respect other people’s opinions and enjoy discussing ideas and philosophies differing from my own. But, on this issue the evidence is massive that there is man made climate change. In February, the United States and British scientific academies maintained that there is a consensus that climate change is real. “It is now more certain than ever, based on many lines of evidence, that humans are changing the Earth’s climate.” The United States Supreme Court recently validated the Environmental Protection Agency’s (EPA) authority to regulate gas emissions that contribute to Editorial Cartoon
climate change, within limits. The EPA released a proposal from the Obama Administration on June 2 to cut carbon emissions from existing power plants 30 percent by 2030 from 2005 levels. Power plants produce 39 percent of emissions in the United States. These emission reductions are expected to be achieved through upgrades, increasing efficiency, technology to capture carbon dioxide gases, and the use of cleaner fuels like natural gas and renewables. Individual states are expected to develop their own plans to meet these targets. This proposal may also be challenged in the courts. The EPA claims the emission reductions will add $90 billion to the economy by slowing climate change, causing a reduction in health costs related to asthma and heart attacks, and by producing an overall cleaner energy supply. They estimate the rules to reduce carbon emissions will cost power plants $8.8 billion. The new guidelines to cut carbon pollution envision a mix of energy producing resources, including coal. On May 6 the third update or National Climate Change Assessment was released by the United States Global Change Research Program. The report maintains that climate change is already affecting agriculture, infrastructure, human health, and the availability of water. Many are feeling the effects of flooding, rising sea levels, more intense storms, severe droughts, longer or non ending fire seasons, and heat waves. In this part of the country we had a long, cold winter and a late, cool spring. Global Warming is a higher average global temperature. Regions will experience extremes, some cooler,
some much warmer. The report predicted that with a continued increase in emissions, today’s children will see the average global temperature rise 10 to 15 degrees in their life time. The steadfast refusal of many people and some political leaders to recognize the difficult life style and economic impacts that accelerated climate change will have on all of us is hard for me to understand. They refuse to believe the science, the conclusions reached by people that study effects all across the globe; they are the experts on this issue. Some people choose to wear blinders insisting that rules to reduce emissions will cost jobs and increase the price of energy, which is likely. But, these costs will be relatively small compared to the cost of doing nothing. Again, climate change is always happening, but it is the man made acceleration of climate change that will be most costly to both our life style and our pocketbooks. Sure some jobs in coal producing regions would likely be lost in an effort to use cleaner fuels, but other jobs in the field of renewable energy will be created. Energy costs will probably increase. But, the higher costs of cleaner energy will be more than offset by costs specifically produced by climate change. The dollar cost of climate change may already be at a tipping point where damage from floods, fire, drought, and extreme weather events will have more of a negative economic impact than the predicted higher cost of cleaner energy sources. A bi-partisan group chaired by former New York City Mayor Michael Bloomberg and former Secretary of Treasury Henry Paulson released a report on June 24 which estimated that climate change will cost the United States billions
of dollars due to property losses, crop losses, and heat driven increased consumption of electricity. Crop losses, droughts, flooding, and unusual weather events lead to higher food costs, for example, coffee and beef. The Center for Naval Analyses Military Advisory Board is a group of 16 retired ‘three or four star’ generals and admirals. They warn that events made more severe by climate change will be “catalysts for instability and conflict.” These military leaders are not environmentalists, but they recognize the threat, turmoil, and instability that the displacement of peoples due to flooding, drought, rising sea levels, and food insecurities will cause. The Secretary of Defense and the Joint Chiefs of Staff identified climate change as one of our most significant security problems. It adds to the accumulating stresses that lead to displacement, conflict and war. President Obama, during an interview conducted by Tom Friedman aired on Showtime early in June, insisted that national security is being impacted by climate change, not just weather related events in the United States but the displacement of people and the inability of large numbers of people to feed themselves leading to political conflict. Water shortages are becoming more common. Wichita Falls, Texas, population of 104,000 has been experiencing drought and a severe water shortage. They are working on Wastewater Recycling to provide potable water for their residents. This innovative recycling of wastewater may seem distasteful, but may become widely necessary.

The majority of us seem to be asleep at the wheel or just find the effort to reduce emissions inconvenient. Many are focused only on today and the near future. Our political leaders are elected and paid to take the longer view. Everyone with children and grand children or that has plans for a family should seriously consider what that young child or unborn child’s life could be like in 50 years. We all need to take responsibility for our own contribution to emissions and accelerated climate change. It is ironic that the political groups that preach personal responsibility are often the same groups that are unable or unwilling to take the responsibility to protect our planet. We can all do some things in our everyday lives to reduce energy usage. This is a worldwide problem, but since we are among the highest energy consumers in the world, we should lead. Both the public and politicians have become more cemented in their opinions and more polarized. This is an issue that should transcend politics. Politicians should talk to each other instead of past each other. Innovative and creative ways to become more energy efficient should be encouraged. All of us should look honestly at the facts. To achieve widespread reductions in emissions, there must first be agreement that man made climate change is real. It is time to Pay it Forward.

C ommentary One Moment, Please... development.” On the flip side, our state has departments that are counterproductive to whatever marketing campaign DEED manages to muster to make us feel like we are making progress. For example, inspectors with the Minnesota Department of Health walk into locally-owned, small town businesses all the time and look for potential threats to public safety -- which then chips away at the financial well-being of those small businesses. These state workers walking into these local businesses and tearing them apart have a guaranteed wage with great benefits and a nice little nest egg when they retire. Meanwhile, our local business owners often have to scrape by when unexpected expenses arise. They have to maintain inventory, payroll, utilities, property taxes, and so much more. State workers don’t have to worry about that. They have guarantees. I can understand the need and concern for maintaining the health and safety of food served to the public. We’ve all seen reports on the news about contaminated food, and we don’t want to see that. However, there are some local businesses right here in Fillmore County that have had to face some tough decisions. Either upgrade their facilities to meet the demands of the Minnesota Department of Health, or be forced to close their doors. Hopes deflated. Dreams
shattered. And, what’s interesting to me is that these businesses were operating just fine while serving the public for decades. They produced volumes of food without incident, and obviously kept customers coming back into buy more of their great product. While I think it is important to maintain public health and safety, I think we also need to be reasonable. It becomes very difficult for any business in this area to justify a huge investment in upgrading their facilities unless they are in it for the long-haul and feel they can cover the cost of that upgrade. There are so many unexpected surprises that come along with owning a business; potentially make it or break it scenarios. And, regardless of what DEED says in their press releases, other Minnesota departments lend themselves to the contrary. At the end of the day, every small town business we lose in our county impacts other businesses in the area. Locally-owned business owners tend to do more business with other locally-owned businesses, operating with the ideology “that we are all in this together.” They spend money at the grocery store, hardware store, restaurants, automotive repair shops, and the list goes on and on. It’s a small reciprocal universe in these small towns. The dollars are recirculated exponentially. And we need that, since we have quite a few people in our county who work in Rochester and sometimes find a disconnect from supporting their locally-owned businesses right in their own backyard.
Affordable Care Act and MNsure are great for Minnesota... To the Editor, Greg David’s recent commentary entitled “MNsure, Obamacare are disastrous for Minnesota” is missing important details and is using incorrect statistics. First let me list the historic changes to the United States’ healthcare laws. The Affordable Care Act (ACA) allows children to stay on their parent’s health care plan until they are 26 years old. The ACA bans insurance companies from placing lifetime limits of medical care. The ACA prohibits insurance companies from denying coverage due to pre-existing conditions. The ACA prohibits insurance companies from discriminatory premium rates based on health status or gender. The ACA prohibits insurance companies from dropping people from coverage when they get sick. The ACA requires insurance companies to spend 80 percent of premiums on medical care. Now, let me discuss Greg Davids’ commentary of MNsure. Greg Davids has historically tried to deny health care coverage for Minnesotans. Prior to MNsure, he voted to take away health coverage for more than 100,000 low and middle class Minnesotans. Thankfully, Governor Dayton vetoed that bill.
How can we forget Greg Davids’ quote regarding MNsure. Greg Davids stated, “Minnesotans will die because of MNsure. That’s a fact.” Let’s start with facts. Over 226,000 Minnesotans have enrolled in health care through MNsure. No deaths due to MNsure have been reported. Greg Davids stated the 280,000 Minnesotans were forced off health plans they liked. The truth is that 280,000 Minnesotans received letters from their health care provider that changes may be made to their plans. Greg Davids goes on to use an example of a family losing their preferred health-care plan and another of someone paying twice as much for the same coverage. Let’s make this personal with a concrete example. My wife and I have three schoolaged children. My health premium was scheduled to be $1,050 per month with a $12,000 deductible. I would have to pay the first $24,600 out of pocket before my insurance paid anything. I am now enrolled through MNsure for a fraction of that cost. I am happy to lose my previous health plan. Many of the details of MNsure are cloudy for Greg Davids, since The State of Minnesota, your tax dollars, pays for Greg David’s insurance. Jon Pieper Lanesboro, MN

Our state government preaches so positively about economic development while at the same time making it harder for businesses to stay in business. What I am referring to Jason Sethre relates to small town America. Our state is killing small businesses in our small towns right here in Fillmore County. The state-funded organization known as the Department of Employment and Economic Development sends us press releases on a regular basis promoting a progressive image for the State of Minnesota. Complaints about cats addressed in Canton Disgusted MN Resident says: Wow, I cannot believe a town council would really come to the conclusion that 24 hours was adequate notice. I have contacted a few animal shelters that informed me that by MN state LAW animals are to be kept for 5 days if found as strays....someone forgot to research before just coming up with a number of hours. I’m shaking my head in disgust that animals could loose their life because some residents are afraid of their precious yard being “marked” up. Canton is a small town in the country, all kinds of animals can be found in yards. I live in Preston where deer, birds, squirrels, and other animals go into my yard. Have a heart people! Give adequate time and postings of found animals. If not claimed send to a shelter!!! AnimalLover says: 24 hours and you will kill them?!? Do you think it is possible that lost tags, lost collar could happen and you would be killing some child’s pet or family’s pet? WHAT IS THE MATTER WITH YOU! Hold them and put up notice. R-P moves new referendum foward Taylor Peterson says: Big Duke Six-Maybe you don’t understand why I pulled my children out of the district, so let me explain. Last August a letter sent from an anonymous source, to cowardly to sign the letter or put a return address on it, to my folks’ address(because I don’t have a landline phone and no listing in the phonebook). In this letter, the coward, personally attacks myself and my family and states that my children should be taken out of my home because I am a bad person because I question the school administration and have the gall to have an opinion different from the rest of the board. Now, you and the coward who wrote the letter and anyone else can personally attack me, but when you bring my children or my family into it, that’s a different situation. My children have not been in the facilities since the day that letter was received, nor do I have any desire to bring them back to use the facilities.
Wykoff Council shocks mayor Rural Wykoff says: After reading the article “Wykoff Councll shocks mayor”, I was so very pleased to see the comments that have been submitted supporting Lyman. It amazes me to think that Councilwoman Larson presents a vote of no confidence and then acts like she was not looking for a resignation. Unbelievable. Poor Wykoff says: I just hope the council/clerk will be happy now that they will have a mayor they can tell what to do. Unfortunately for the community, it was a huge loss.I think Wykoff should hold a special election to vote a mayor in and not let the council/clerk just decide. The town should get to vote for mayor, not the council/clerk. Amen Rural Wykoff says: Just blows my mind how she works (Larson). I think everyone should start showing up at city council meetings and see if Larson is true to her words. Just like it has been said before show proof of what she offers for Community Education? Obviously everyone is angry of how she did this to a man that just wanted the best for Wykoff but it seems to me the council members do not. Don’t the people have any say in this? Yes! says: The council can appoint anybody mayor, it does not have to be who ran against Lyman. They have the right to appoint anybody mayor as long as that person will accept the responsibility. It says it in black and white in the League of MN Cities. Go to the meeting and tell them that or tell them to have a special election. They have the option they just don’t want people to know that.

Roland Duane Hanson Roland Duane Hanson of Canton, Minn. passed away on Friday June 20, 2014 at Gundersen Medical Center La Crosse. Roland was born on May 5, 1931 to Halfdan and Dora (Bucholz) Hanson at the Eggebrooten farm Roland Duane one mile Hanson north of Canton and spent most of his youth on the Hanson family farm 1.5 miles north of Canton before his family moved to Canton. Roland graduated from Canton High School in 1949. Roland and Carole Schneekloth were married on February 24, 1956 at the Presbyterian Church in Canton and made their home in Canton. Roland served in the army from 1952-1954 and was stationed in France for part of his service. Roland was proud of owning his family farm and was at heart a farmer who cared for the land and the animals that were raised there. Roland owned and operated Roland Hanson Milk Hauler and hauled milk in the area for
24 years. He then was employed by Prosper Lumber Company for 24 years. In retirement he worked as a farm laborer always enjoying planting and harvesting the crops Roland’s faith was of great importance to him and he was a lifelong member of the Canton Scotland Presbyterian Church where he served as an elder, deacon, and usher and presbytery commissioner. He was a member of I.O.O.F. Lodge for 20 years. He served on the Canton School Board and later on the Mabel-Canton School Board. He served as mayor of Canton, was a director of the Granger Creamery and of the Fillmore County Historical Society. His membership in the Canton Legion Post was of great importance to him. Roland loved to play cards, bowl with his family and Tuesday night teammates. Roland had a special love for horses and always had ponies or horses around the farm. He especially enjoyed the draft teams he owned and the opportunity to go for a wagon ride. Roland loved the years that he used his team to deliver Santa to Canton then giving wagon or sleigh rides to help bring the spirit of Christmas to Canton. Anton “Andy” Ludwig Petersen Anton “Andy” Ludwig Petersen, 83, of Chatfield, Minn., died Thursday, June 26, 2014 at the Chosen Valley Care Center in Chatfield. Anton was born May 12, 1931 in New Anton “Andy” York City to Ludwig Petersen Martin J. & Teresa (Kucera) Petersen. He attended school in New York and worked with his father as a butcher. He also did some musical performances in New York as a singer. He served in the United States Naval Reserve. In 1962 he married Sally Schwersinske and moved to Rochester, Minn. The couple made their home in the Country Club Manor neighborhood and he later began working as a butcher at Ye

He was fondly remembered by many as “Andy, the bread man.” In 2006 he moved to Chatfield where he enjoyed going on walks and working at Skippy’s as a greeter. In his early retirement years he traveled extensively throughout Europe with his son Daniel. He also enjoyed going on cruises with his friend Marceline Erickson. Anton is survived by his daughter Sue (Don) Johnson of Chatfield, son Anton (Linda) Petersen II of Richfield, Minn., three grandchildren Kyle Johnson, Garrett Johnson, and Megan Petersen and many nieces and nephews. His former wife Sally Oviatt, of Rochester also survives. He was preceded in death by his parents, son Daniel, brothers Marty and Charlie, and a sister Maria. Anton was remembered with a funeral service on Tuesday, July 1, at Riley Funeral Home in Chatfield, with Pastor Mark Evinger officiating. Visitation was held on Monday, June 30, at Riley Funeral Home in Chatfield, one hour before the service at the funeral home. Burial was in the Oakwood Cemetery in Rochester.

Barb stated that the owners and employees are very cordial, which makes time spent at The Gateway comfortable and relaxing. Baker says she is thankful for the local customers who are very loyal patrons. Hanson said business had been good since the two took over ownership saying many customers have been calling friends and the word has gotten around bringing in a good crowd. Hansen and Baker are happy to provide employment opportunities to local people having eight part-time employees at this time and consider their business a community restaurant. Community input wanted for “Libraries Grow Community” Mural Project at the Lanesboro Public Library Lanesboro, Minn. – The Lanesboro Public Library

is happy to announce that it has been awarded a SEMAC (Southeast Minnesota Arts Council) grant to have a mural painted in the entrance hallway. The theme of the mural will be “Libraries Grow Community”. Friends of the Library committee members are now collecting input from the community to help in the design of the mural. Anyone who has any interest in the Lanesboro Library or a history of using the library can participate in this survey – and later in the actual painting of the mural! The survey will be mailed out with the Lanesboro Public Utilities bill, and can also be accessed online from the library website: http://www. lanesboro.lib.mn.us/ (scroll down a bit and click on the
“Libraries Grow Community Survey”). Another option for finding the survey is to visit the Lanesboro Library, and friendly staff there can not only provide folks with a paper copy, but show them where the mural will be created in the entrance/lobby space. Professional artist Leisa Luis Grill has been hired to design and paint the mural. The design process will include Grill’s review of the survey results, reading responses from questions like “What does the library mean to you?” and “What makes you feel a sense of community at the library?” Grill will create the design, and then execute the mural in a “paint-by-numbers” format, which will allow for plenty of community participa-
tion in the painting phase (September). Rochester, Minn. artist Leisa Luis Grill has created murals and public art projects in Minneapolis, LaCrosse and Rochester, and has participated in juried exhibitions throughout southeastern Minnesota. She has received many awards since 1996, including the Lyndale “Brick” Award for her mural. Her work is also shown in Lanesboro Arts Center’s Juried Sales Gallery. This activity is made possible by the voters of Minnesota through a grant from the Southeastern Minnesota Arts Council thanks to a legislative appropriation from the arts and cultural heritage fund. The Lanesboro Arts Center is partnering with the Lanesboro Library and

Commissioner Tom Kaase noted that in his experience transcripts are often not accurate. Corson acknowledged that discussing the issue at other levels is a good idea. Meth Lab Corson noted that the county ordinance allows for clean-up costs of clandestine labs to be assessed against the property. He reported that there is a rural property where an out building contained used anhydrous containers and empty Coleman fuel containers. Also, a defendant had indicated that the manufacture of methamphet-
amine had occurred at this site. Brenda Pohlman, Public Health, had filed documents identifying the property as a potential clandestine lab. The next step is to have the property tested for chemicals. West Central Environmental Consultants had the low bid to do the testing. Their bid on a time and material basis was at a cost not to exceed $1,260. Corson noted that the property owner had indicated he was willing to pay for the testing. The low bid for testing was accepted with the understanding that a bill would be sent to the property owner. If the owner does not pay the bill, the county will pay the bill and assess the cost against the property. Another clandestine lab has been reported recently that was mobile. The property owner may not have been aware of

He said land owners need to be more aware, too. Other Business In Brief •Veterans Service Officer Jason Marquardt reported on the National Veterans’ Conference which he had attended in Grand Rapids, Mich. He reported that they didn’t discuss the current veterans health debuckle that has been in the news. Burial allowances ($300) for veterans come directly to the widow or widower now without application. He explained that if the burial is in a state cemetery, the plot and marker is free. A Minnesotan, Jim Golgart of LeSueur County was elected president of the National Association of County Veterans Service Officers.

Marquardt reported that there was a free legal clinic for veterans last week where attorneys from the Minnesota Assistance Council for Veterans helped with veteran legal matters. He said this a free service and that they will have another free clinic in the spring. •An updated fee schedule for all departments was approved as recommended by the Finance Committee.

Harmony will be hosting a bloodmobile at the Harmony Community Center from 1-7 p.m. on Tuesday, July 15, 2014. All donors will be required to provide identification before donating, so please remember your donor card or driver’s license. Typically, all healthy men and women who are at least 16 years old and weigh 110 pounds or more are eligible to donate blood. Donors who are 16 must have the written permission of a parent or guardian. Parental consent forms will be available
ST. PAUL, Minn.— MNsure announced more than a quarter of a million Minnesotans are now enrolled in quality, affordable health insurance coverage through the state’s health insurance marketplace. To date, 251,592 Minnesotans have enrolled through MNsure. 147,310 are enrolled in Medical Assistance, 52,049 in MinnesotaCare and 52,233 in a qualified health plan. “We are very pleased to see MNsure enrollment continuing to grow,” said CEO Scott Leitz. “Even though open enrollment is closed, we are maintaining about 1,000 new enrollments every day.” The only Minnesotans who can currently enroll in health insurance — inside or outside of MNsure — are those who experience a qualifying life event, those who are eligible for Medical Assistance or MinnesotaCare, members of federally-recognized Indian tribes, or participants in the Small Business Health Options Program (SHOP). “The Minnesota Department of Health estimates 67 percent of

Winneshiek Medical Center’s Mabel Clinic expanded in July of 2013 to provide daily access to family medicine services. Mabel’s own Kirsten Wyffels, Doctor of Nursing Practice (DNP), joined Kathy Petersburg, ARNP, to provide care for people in the Hesper-Mabel area, Spring Grove, and southern Fillmore County. Wyffels said, “I am so grateful for the opportunity to provide health care for my community and I have thoroughly enjoyed my first year at Winneshiek Medical Center-Mabel Clinic. Our team looks forward to lasting relationships with the citizens of Mabel and the surrounding communities, and providing continued access to quality health care.” The Mabel Clinic provides family medicine services such as well child exams, athletic physicals, well-woman exams, care for chronic illness like diabetes, hypertension or COPD; immunizations, wellness labs, strep tests and offer same day appointments for illness. Lanesboro’s Sons of Norway celebrates 85 years in Lanesboro Lanesboro, Minn. – Twenty-four kids of various ages, five adults, one summer intern and two Lanesboro Arts Center staff members put their heads and hands together to create a Viking ship out of cardboard (thanks to Preston Specialties for donating the cardboard), complete with personalized shields celebrating the 85th anniversary of the Sons of Norway in Lanesboro. The creation was a project of ‘Surprise Sculpture’, a summertime arts program of Lanesboro Arts Center. The ship was made in the gazebo at Sylvan Park (thanks to the City of Lanesboro for supporting this program), and then participants walked it down to its resting spot in front of the Sons of Norway building. Sons of Norway member Lynn Susag – who has traveled to Norway – talked to the group about the history of Norwegians in this country, and
of the Sons of Norway organization. “Ages before Columbus arrived in America, it is believed the Vikings crossed the seas on their unique ships. This summer the Sons of Norway celebrates their 85th anniversary in our community and the Surprise Sculpture Viking Ship decorated with the number 85 offers a fun and interactive connection.” Lynn answered questions from the group, and explained that the Sons of Norway welcomes all who have an interest or connection to Norwegian and Scandinavian culture, heritage, and tradition. ‘Surprise Sculpture’ is a weekly summertime arts creation program presented by Lanesboro Arts Center. Each week, with the guidance of LAC staff and volunteers, students work together to create different large sculpture projects using recycled and upcycled materi-
als. At the end of each session, students help to place the sculptures at various locations in Lanesboro, left there to ‘surprise’ public audiences. The last session of ‘Surprise Sculpture’ 2014 is on Tuesday, July 1. With two months left of summer, Lanesboro Arts Center offers plenty more FREE family-friendly arts events throughout July and August: 1) Bronze Pour on Saturday, July 19 from 1-6 p.m. in the Gateway Park, across from the softball field by Cty 8 – this is “art-in-the-making”, with a hot hot hot furnace of molten bronze, and sand resin molds waiting to be poured and transform into sculpture. NOTE: the Pour itself is free, but LAC is also offering a bronze sculpture-making workshop for $25/ person; choose from one of two dates: Friday, July 18 from 6-8 p.m. or Saturday, July 19 from
11 a.m. – 1 p.m. 2) Artist Spotlight reception celebrating the opening of 236, a show of new oil paintings by Minneapolis/ SW Wisconsin artist Lindsey Ries. 3) Exhibition Gallery reception celebrating the opening of ‘2014 Minnesota Biennial’ on Saturday, August 16 from 6-8 p.m., featuring a variety of works by Minnesota artists. Blood donors with types O negative, B negative and A negative are especially needed. The Red Cross is seeing fewer appointments at its blood dona-
tion centers and blood drives this summer than what is needed to ensure blood and platelets continue to be available for patients. During the summer months of June, July and August, on average, about two fewer donors make an appointment to give blood at each Red Cross blood drive than what patients need.

Summer Smoothies Roadside strawberry stands have been springing up in the last week or so- in between the rainstorms, that is! I recently enjoyed driving out into the country with a good neighbor to pick up a load of berries. This

was one of those rare sunny days and we drove home with the windows partially down, inhaling the sweet perfume of berries all the way back to Harmony. Initially I had intended to make strawberry jam with my berry bounty, but soon realized that I just didn’t have time! So some berries were reserved for fresh eating, and the rest were washed, hulled and stored in the freezer for future use. Frozen strawberries are the perfect ingredient for a smoothie, which is a favorite summer treat in my household. The Making of the Smoothie A perfect smoothie requires three things: plain yogurt, a banana, and berries or chopped fruit of some sort. All of the fruits can be frozen, and in fact this is preferable. The frozen fruit adds a nice thickness to the finished product. Ice cubes

make for watery smoothies, and so they should be avoided. The banana is key for textural purposes- I am not actually a huge fan of bananas, but I wouldn’t make a smoothie without one. As far as the other fruits go, strawberries and blueberries are usually the standard, but I have used chunks of mango, frozen peaches, and frozen cranberries with pleasing results. Use anything you like, but if it is an excessively watery fruit you may find that the texture of your smoothie is unappealing. Basic Smoothie Recipe
½ to ¾ cup plain yogurt One banana, broken into a few pieces 6-7 frozen strawberries A handful of blueberries Combine all ingredients in a blender or food processor, buzz until desired consistency is reached. (Some people like a complete puree, I like to leave mine slightly chunky.) If the fruit you are using is particularly tart, you may want to add a dollop of honey. If you are really not a fan of plain yogurt, consider using vanilla yogurt instead. This makes just about enough smoothie to fill a wide mouth pint jar. Enjoy!

two liter bottle of pop. You can’t beat it! And, I was a winner with the kids! It’s been interesting to watch our family grow in so many ways -- pizza consumption included. We used to eat one frozen pizza as a family. Now, it takes two pizzas to feed our family.
So, the Village Square of Fountain delivers exactly what our growing family is looking for with their 2-2-2 special. Pizza seems to transcend generations, from great-grandparents to 3-year-olds. The ABC’s of bees A free beekeeping class, “The ABC’s of Bees,” will be held Wednesday, July 9, from 5-6 p.m., at Creekside Park in
Rushford, Minn., in the small pavilion. The class is part of an ongoing educational and community effort by the Rushford
Peterson Valley Farmers’ Market. Chris Schad, co-founder and President/CEO of The Bee Shed LLC, will lead participants through the short course. It is designed to give an education on honeybees – what they are, what they do and how they do it. The class will cover the types of bees in a colony, what honeybees need, what they produce, and how the general public can help, in addition to the basics of backyard beekeeping. Schad is a biologist by training, with several peer-reviewed papers published in scientific journals. Several years ago he turned his attention to prairie restoration and other ways to support local pollinators such

Report finds low health care spending growth in 2012 Third lowest rate of increase since mid-1990s Health care spending in Minnesota increased by 4 percent to $39.8 billion from 2011 to 2012, according to a report released today by the Minnesota Department of Health (MDH). The report includes the most recent Minnesota spending data and looks at all health care spending, including private health insurance, out-of-pocket spending, state public programs, and Medicare. These latest health care spending data show that health care spending increased slightly as the economy improved but remained low by historic standards. Minnesota spending growth was about the same as the national spending growth rate of nearly 4 percent in 2012, the most recent year for which data are available. Although twice the spending growth in 2011, the 2012 growth represents the third lowest rate of increase since Minnesota began
tracking this trend in the mid1990s. Minnesota’s per-person health care spending in 2012 of $7,403 was lower than the national per person cost of $8,389. Plus, health care spending accounted for a smaller share of Minnesota’s economy, 13.5 percent, compared to the national number of 16.2 percent. “By historic standards Minnesota saw low growth in health care spending in 2012,” said Minnesota Commissioner of Health Dr. Ed Ehlinger. “However, projections of future spending highlight that we must continue to focus on disease prevention and creating healthy communities if we are going ensure sustainability of health care costs over the long term.” The spending trend suggests the considerable effect of the recession may have begun to wane in 2012, even though Minnesota’s uninsured rate
remained high and employment had not fully recovered. “It’s yet to be seen whether Minnesota will return to near double-digit rates of growth after the lagged effects of the recession have worn off,” said Stefan Gildemeister, MDH’s state health economist. “What we are learning from Minnesota’s lower than national per-person spending suggests our role as a leader in delivering efficient health care services remains intact.” Other possible factors slowing the growth in costs include: •Continued increased shifting of costs to consumers. •Slower development and implementation of new medical technologies. •Implementation of consumer protections in insurance, which require health insurance companies to spend a certain share of premiums on delivery of health care services. •A number of government and private sector initiatives aimed
Crop insurance & indemnity payment tax information available MANKATO, Minn. - Torrential spring rains and the flooding that followed has caused many problems for Minnesota farmers. They are faced with many decisions not the least of which are related to their choices regarding what to do about crop insurance. The decisions can have huge financial impacts on the farmer’s profit for the year. Final planting dates have passed for most Minnesota crops so the question is what do we do with the land that was flooded but may be available to plant in a few days? Although there are choices, federal crop insurance rules are very specific as to what the farmer can do regarding prevented planting. Choices range from planting the insured crop within the late planting period to planting a cover crop
with restrictions to leaving the ground unplanted. With many of the choices there is an indemnity payment reduction based upon the farmer’s situation. If that were not enough, the Internal Revenue Service rules dictate how a farmer is taxed on the crop insurance indemnity payments and whether or not the farmer can defer a portion of the payment. Any crop insurance proceeds are included in taxable income. Current rules dictate that only the portion of an indemnity payment for destruction or damage, that is yield loss, is eligible for deferral to next year’s income. The farmer must determine the portion of payment that is due to crop destruction or damage verses losses due to reduced market price. There is available, at no
cost, a University of Minnesota Extension information sheet that outlines many of the rules and guidelines for federal crop insurance related to prevented planting as well as the tax treatment of indemnity payments. For those without Internet access, contact your local county Extension office or the Farm Information Line by phoning 1-800-2329077. Before making a final decision about crop insurance or the tax treatment of an indemnity payment, farmers are urged to meet with their crop insurance agent and tax preparer for information specific to their situation.

Future Spending Projections The report also contains projections of health care spending to estimate future spending trends, including the marginal impact of the Affordable Care Act and Minnesota health reforms. Considering all available information, including Minnesota’s 2008 reforms and the recent financial downturn, MDH projects that health care spending will reach $76.4 billion by 2022, an average annual growth of 6.7 percent. A small portion of this growth is driven
by anticipated growth in coverage and health care use due to the Affordable Care Act. Health care spending for the newly insured is projected to increase total spending by about $1.8 billion in 2016, the year when analysts expect changes in coverage to stabilize. The report also contains projections of what may have happened to health care spending without Minnesota’s 2008 reforms. In 2012, actual spending was $3 billion below the level of spending expected without Minnesota reforms, a difference that state law defines as “savings related to reform.” The report estimates that $372.1 million of this may be attributable to state-administered programs. University of Minnesota Extension Dairy Educator relocating to Rochester Regional Office As of July 1, Jim Paulson, Extension Educator-Dairy, will be relocating to the Rochester Regional Extension Office from the Willmar Regional Office. Paulson worked from the Rochester office for a few months in 2012, before moving into the
office at Willmar. Paulson’s move will strategically place him in an area of higher dairy farm concentration making him more readily available to a larger dairy audience and will allow greater programming efficiencies.
With Neil Broadwater’s retirement in 2012, and Chuck Schwartau’s move to Regional Director in late 2013, the southeast dairy region of Minnesota was left without an Extension dairy educator so this move with help direct more resources back into the region. Paulson has focused much of his work on nutrition and especially the role of forages in the dairy ration. Paulson is fairly well known in southeast Minnesota for his work in Extension and in the private sector for several years. Other members of the Extension Dairy Team include Jim Salfer, Extension Educator at St. Cloud; Brad Heins, researcher at the Morris Research and Outreach Center; and Marcia Endres, professor at the St. Paul Campus. Several other campusbased specialists and county educators also contribute to the dairy education efforts around the state.

restoration projects. At Southern Minnesota Initiative Foundation (SMIF), this long-standing Picture-It-Painted program is the exciting kick-off to our summer. Each year, we award projects based on visual impact, public benefit, volunteer participation and support, intended use, and benefit to those in need. We’ve awarded paint for historic buildings and structures,
senior citizen centers, community centers, libraries, and murals. This year, we awarded $18,434 worth of paint in collaboration with Valspar-over 700 gallons to 20 organizations. The Picture-itPainted program is always exciting. We know we’re supporting projects that will improve the look of our region, but it also reminds us that collaboration shapes and improves our communities. The projects we fund must involve a number of volunteers-and while communities are comprised of buildings, parks, and streets, the real community is built by people and neighbors. We’re happy to supply the paint that will provide these communities with an asset they can enjoy for years to come. Our partnership with Valspar has been a valuable one-and we’re pleased to announce another opportunity. At our Annual Luncheon on October 2, themed “Investing in Communities,” we will announce the recipient of a special paint project. MDA Commissioner visits agricultural innovators Lenora Church Tour a farm operations expanding with ag grants ST. PAUL, Minn. – The Minnesota Department of Agriculture (MDA) is touring the Southeastern part of the state to showcase business owners expansion achievements made possible by help from state grants. The Agricultural Growth, Research and Innovation Program (AGRI) encourages businesses to thrive in a clean and sustainable manner by providing partial project funding. Projects highlighted on this tour include funding from the Livestock Investment arm of AGRI and the Value Added grant program. The recipients have used the grants for a variety of improvement and expansion projects and members of the media are invited to any of

Tri-City Challenge Announcing the first annual Rushford Peterson Valley Tri-City Challenge and Conquer the Bluff in Rushford, Minn. on October 3 and 4, 2014. Proceeds will benefit the Foundation for Rushford Peterson Schools. The Foundation for R-P Schools strives to ensure R-P students and alumni become successful members of society by building relationships to inspire lifelong learning and the development of character. The foundation places an emphasis on academic scholarship and the enrichment of the educational environment and co-curricular activities within

our district. Conquer the Bluff is a family friendly hike up the scenic bluff trails in Rushford on Friday, October 3. This event includes a pasta meal and beautiful sites along the newly developed trail system in Rushford. Photos will be taken at the scenic overlook on top of the bluff. Tri-City Challenge is a triathlon that includes running, biking on the bike trail through Peterson Rushford and Rushford Villiage and 9 holes of golf at the beautiful Ferndale Golf Course in Rushford. Challengers can participate as an individual, a two or four person team or as a three person relay. T-shirts go to all participants and medals will be awarded to top finishers. Lunch is included with entry fee. Early bird registration fee is $85 for the triathlon and $20 for conquer the bluff and $105 for both through August 31. Can someone help you manage your health care? With all the hustle and bustle of summer, have you taken steps to ensure you and your family can easily access health care or health care information? Depending on your situation, you may want to consider giving specific types of consent to people you trust: Consent to Treat a Minor Parents or guardians can give consent for treatment of a minor. This may apply if you are leaving town without your children for a few days, have children in daycare, or would appreciate the flexibility of having someone else listed to help out with appointments or other non-urgent needs. Adults listed on the Consent to Treat a Minor form can authorize diagnostic and/or medical treatment, as recommended by the attending health care provider. Consent to Treat a Minor expires on December 31 of each year, and must be re-instated on an annual basis.
Note: Anyone can bring a minor child into the 24/7 ER for emergent care. Authorization for Verbal Communication of Health Information This type of authorization allows adults to give consent for others to receive verbalonly communication on their health care. You may choose to allow all information to be shared, or you can limit it to things like up-coming appointments, billing, medications, etc. Common applications of this authorization include parents who pay the medical bills of their college-age children and want the ability to ask questions, people who manage someone else’s health care (such as an elderly parent), and anyone who is on medications that require frequent testing and adjustment. Authorization for Verbal Communication of Health Information also must be re-instated each year.

New law will protect health and safety of Minnesota dogs and cats Governor Dayton, Minnesota Legislature enact new protections for animals “The humane and decent treatment of these innocent creatures is no longer an unwritten expectation – it is the law,” said Governor Dayton, who owns two German Shepherds (Itasca and Wanamingo) and advocated strongly for the bill’s passage. “I am pleased that the Board of Animal Health is leading this program. I am confident the Board will implement this new law effectively, working with breeders to protect the health of these animals and the public.” For seven years, similar bills regulating dog and cat breeders have been debated in the Legislature. After years of debate, the Legislature and Governor Dayton successfully enacted these new protections during the 2014 Legislative Session. “We have worked with livestock producers in Minnesota for over a century to control and eradicate disease – protecting the health of animals across our state,” said Dr. Bill Hartmann,

During the 2014 Legislative Session, Governor Mark Dayton and the Minnesota Legislature enacted the new law, creating licensing and inspection requirements for commercial dog and cat breeders. The purpose of the law is to protect and enhance the well-being of dogs and cats that are raised by commercial breeders in Minnesota.
executive director of the Board of Animal Health. “We will apply those same principles to this new effort, working with Minnesota’s commercial breeders to maintain safe, healthy and humane living environments for dogs and cats in commercial breeding facilities.” How the New Law Works A commercial breeder is defined in the law as a person who possesses or has an ownership interest in animals and is engaged in the business of breeding animals for sale or for exchange in return for consideration, and who possesses 10 or more adult intact animals and whose animals produce more than five total litters of puppies or kittens per year. The law includes requirements on record keeping and facility maintenance, standards of care and an annual licensing fee. Between July 1, 2014, and June 30, 2015, commercial dog or cat breeders must register with the Board of Animal Health each facility they own or operate in
Minnesota. During this time, licensing is optional. Beginning July 1, 2015, licensure becomes mandatory and a commercial dog or cat breeder must obtain an annual license for each facility in Minnesota. The commercial dog and cat breeder initiative will help to showcase facilities that are already doing an excellent job of caring for their animals. Additionally, it will allow the Board of Animal Health to work with breeders to
help them meet the requirements detailed in the new law. The Board offers several tools to guide commercial breeders through the new requirements and become licensed. The Board of Animal Health was established in 1903 and exists to safeguard domestic animal health in Minnesota.
