Community rallies around Wall of Honor inducts Cords family following fire Greg Davids BY R ICH WICKS

Longtime State Representative Greg Davids was honored November 1 as the 2019 inductee into the Kingsland School Wall of Honor. A crowd estimated at 55 was on hand in the Kingsland Café to see Davids added. The Wall of Honor, which started in 2008, has added one honoree each year, making Davids the 12th graduate of Kingsland/Spring Valley/Wykoff on the wall. Student Emily Biermann opened the event, playing the “Star-Spangled Banner” on trumpet. Superintendent James Hecimovich stated that the Wall of
Honor was initiated in 2008, “To do something to recognize what education can do for people… Kids need to realize that high school is a foundation. It’s not the end, it’s the beginning.” A fiveperson committee accepts nominations for the Wall of Honor, and then votes to select a recipient, with each committee member serving a three-year term. The committee currently consists of Al Williams, Deb Zimmer, Dennis Carrell, Mark Biermann, and Terry Klomps. The nomination of Greg Davids was submitted by Sue Kolling. The devastating fire experienced by the Cords family, of Rushford, has brought a community to its feet in support of the family. The house fire
at 1086 Dump Hill Road, two miles east of Rushford, resulted in a complete loss of the home and significant injuries to the family of six, despite fire response arriving in just minutes. Miraculously, the family was able to get out of the struc-
ture prior to crews arriving. The official press release from Houston County Sheriff Mark Inglett indicates the fire is currently under investigation by the Minnesota State Fire MarSee CORDS FAMILY Page 2 ➤
Josh Krage and Dennis Overland are independent insurance agents. Krage’s office is in Lanesboro, while Overland is based in Rushford. One might think they’d be fierce competitors, but they actually help each other out, and nowadays, both Krage and Overland serve on the state board of Professional Insurance Agents (PIA), which promotes independent insurance agents, and Overland recently joined the PIA national board, as well. The two explained that some insurance agents are “captive” agents, meaning that they have a contract with only one insurance company. The other type of agent is an independent agent, who can have multiple contracts with any number of companies. Both Krage and Overland are independent agents, and that is
who the PIA works to support. In describing how his involvement with PIA came about, Overland explained that he first knew of PIA because when the 2007 flood impacted Rushford, PIA helped in the aftermath, and he added, “In fact, that helped me buy my first computer to get back on my feet.” “Then in 2010,” Overland recalled, “I was approached by (Josh’s uncle) Dale. He was a board member at that time and had only a year left on his term, so they had some openings at that time. I’d been on other various insurance boards in the state of Minnesota, so he knew I was interested in legislative affairs and working for the betterment of agents.” So Overland joined the state board and has been on it ever since. shal and the Houston County Sheriff’s Office. The cause of the fire has yet to be determined. Houston Fire Department, Houston Ambulance, Rushford Fire Department, Rushford Ambulance, Tri-State Ambulance, Gundersen Air Helicopter, Winona Ambulance, Houston County Sheriff’s Office and Houston Police Department all assisted with the fire. Reports of the fire have widely detailed the heroic actions of Jared Cords, after being awoken by his wife Erin, after midnight on October 31. Cords managed to get his daughters Ravyn (7), Teagan (5), and Peyton (3) out, but all four suffered burns. Domanic, 15, who is the couple’s “unofficial son,” jumped from a second story window. Both he and Erin, who was 25-weeks pregnant with the couple’s first son, also sustained injuries. They were transported to and treated at Gundersen Hospital. The girls were first transferred to Gundersen Hospital, La Crosse, Wis., and Winona Health Hospital prior to being transferred, via Mayo One, to Regions Hospital, St. Paul. Gundersen Air transported Jared to Regions Hospital immediately with serious injuries. Within hours of news of the fire, requests for prayers, fundraising efforts, donation information, and details of the event began pouring in over social media. By the next day, family had set up a communication
page thanking the community for the outpouring of love and support. Family updates have shown their incredible resilience and positivity, despite the injuries and trauma. There is a months-long recovery ahead for the family. The youngest of the girls, Peyton, underwent lengthy surgery November 1. Determinations are yet to be made on treatment going forward. “The hardest part I have learned about burn patients is as soon as you think the girls are on an upward swing, they take two steps back,” wrote the girls’ aunt, Jen Hatlevig on the family’s Facebook page. “Staying positive and strong is key when things start tugging on your heart strings. The other thing I have learned is with burn patients, infections can happen so easily which is why things can change so frequently.” While still recovering from extensive burns and the trauma of the event, Teagan and
Ravyn have been moved from Intensive Care to Progressive, within the burn unit, and were able to visit with family. Both have experienced setbacks, but family reports are encouraging. Jared was discharged from the hospital on November 3, but is continuing to stay on the Burn Unit floor. Erin and her unborn son continue to stay healthy and Domanic is staying with family. The support of the family has also been nothing short of amazing. By this past Thursday, more than $27,193 had been donated via the “Jared and Erin Cords Family Relief Fund” Facebook fundraiser and an additional $8,505 on GoFundMe. Currently, the family is asking for gift cards for clothing as sizes will be changing as the clothes fit over dressings while they recover in the burn unit. Rushford American Legion. “Because We Care” cheeseburgers for the Cord Family, on Saturday, November 16, from 12-6 p.m. at the B&B Bowl in Preston. Serving cheeseburgers, tots and beverage for $12. All proceeds will go to the Cords family. Rushford American Legion on Saturday, November 30. It will feature food service beginning at 5 p.m. (until gone), a silent auction from 5-7:30 p.m., a live auction from 7-10 p.m., as well as a DJ and dancing. Donations for the auction can be dropped off at the Rushford American Legion or the Jordy Graham American Family Insurance office in Rushford. Preston Give To The Max Day The Preston Area Community Foundation (PACF) is gearing up for “Give to the Max Day” which is set for Thursday, November 14. Give to the Max Day is Minnesota’s statewide day of giving. This is the eighth consecutive year PACF has participated in this event, with all donations going into the endowment fund. The endowment fund and earnings are used locally for community projects
and programs. The foundation has set a goal of educating the community about the importance of the foundation to the greater Preston and Fountain areas and, ultimately, increasing the number of donors. PACF has set a 2019 Give to the Max Day goal of $22,000 during this 24-hour period. Last year, the foundation raised $18,538 on Give to the Max Day. This year we have matching

OBITUARIES Genevieve Arline (Hanson) Brown Genevieve Arline (Hanson) Brown, 93, passed away on October 30, 2019, after a short illness at her home in Princeton, Minn. G e n was born on April 13, 1926, Genevieve (Hanson) to Emily Brown ( Tu c k e r ) Hanson and Tedeman Hanson in Irving, Wis. Gen was the second youngest of nine children. After graduation, she worked as a conductorette on the Minneapolis street car lines where she met the love of her life and husband, Warren Earl Brown of Chatfield, Minn. They were married at the Little Norway Lutheran Church in Albion, Wis., on April 5, 1947. After moving to the family farm with Warren’s parents near Chatfield, they raised two children, Sandra and Dennis. Along with being a housewife and mother, Gen was employed by the Chosen Valley High School as head cook until they moved to Loveland, Colo., in 1970, where they opened a business selling their hobbies of antiques and coins along with Gen being employed as head cook at the Front Range Community College in Fort Collins, Colo., and a local nursing home. After retirement, they moved to Omaha, Nebr., to be closer to their son and daughter-in-law. Warren passed away in 2006, and Gen remained there until

she moved with her son and daughter-in-law to Princeton, to be closer to her great-grandchildren in Maple Grove, Minn. She is survived by her son Dennis (Donna) Brown, one brother, Henry Hanson; and two sisters-in-law, Alice Hanson and Lorraine Hanson. She was preceded in death by seven siblings: Tedeman Jr., Leona Clausen, Everett Hanson, Thelma Bunderson, Kathryn Ranten, Charles Hanson, and Valorie Zeman; her husband Warren; daughter Sandra Benham; and one granddaughter Denise Marie Brown. Services provided by Riley Funeral home in Chatfield Minn., at 1 p.m. on Saturday, November 16, 2019, with visitation one hour prior to service. Burial will be in the Chatfield Cemetery with her husband. She was a kind and loving soul who and will surely be missed by all that knew her. May she rest in peace. Early in his married life he Rickie “Rick” worked at “Ranger” the grain Hyland elevator for Lloyd Krum and milked cows on the Ray Capelle farm. He then went to work for the railroad before entering the 49ers union as an operating engineer. Before retirement Rick started his dream business of ethical animal trapping, “Ranger’s Rogue Wildlife Control.” Rick was an avid outdoorsman and his many interests and hobbies included: hunting, fishing, trapping, ranching, riding, roping and socializing. He also loved hunting and fishing trips to northern Minnesota, Montana and Wyoming. We were all privileged to have him in our lives, he was one of a kind. Rick is survived by his wife Janine of Spring Valley, children Travis Hyland of Spring Valley, Trenton (Mandy) Hyland of Stewartville, Minn., and Tali (Michael Lemus) Hyland of Chicago, Ill.; five grandchildren: Jack, Tracker, Kylee, Macken and Patrick. Nelson, age 77, of rural Mabel, died after a short battle with cancer on Mond ay, November 4, 2019, at his home. Mervin was born F e b r u a r y Mervin Nelson 6, 1942, in Spring Grove, Minn., to Adolph and Doris (Rank) Nelson, the youngest of 14 children. He attended country school and then the Mabel High School. He lived and farmed on the family farm his entire life. On September 7, 1968, he married Marilyn Doering at Our Saviors Lutheran Church in Riceford, Minn. Marilyn passed away November 13, 2013. He was a member of the Scheie Lutheran Church and enjoyed working on antique tractors, hunting, playing cards, and telling jokes. Fillmore County Sports By Paul Trende Last year stung. Venerable Mabel-Canton volleyball had a legitimate chance at making their first state appearance in over a decade. Medford snatched away the dream, beating the Cougars in the Paul Trende Section title match 3-1 (24-26, 21-25, 25-18, 21-25). The Tigers, who finished as State Runner-Up, were better that day. This season, Lonnie Morken’s girls again pushed for that elusive state berth. They came oh-so-close to pulling a big come-frombehind win. But the Tigers were again better, though not by much. They were better offensively in the deciding fifth-set, longer and thus more unstoppable. The Cougars fought and scraped and clawed and defended and defended, willed their way, only to come up a few points short. This year is a hundred stings. It was a huge week for M-C

no matter the ending (which was a tremendous effort). The #6 in Class A Cougars (1-seed, 33-2) again claimed the 1A East crown, beating 11-0 TRC champion #9 in Class A Caledonia (2-seed, 25-6). M-C had to fight and hustle, scrap and claw, defend and defend, mostly 6’2” senior MH Lydia Lange. Warrior coach Scott Koepke’s offensive approach wasn’t complex. Set the gifted hitter as often as possible, given she has five-plus inches on nearly every Cougar player. And when she wasn’t the offensive focal point, high-jumping hard-hitting Alexis Simpson was. The Warriors used 11 combined kills from the duo to take game one 25-19. Caledonia finished on a 7-1 run, breaking an 18-18 tie. Cougars Payton Danielson and Kenidi McCabe combined for 26 digs. M-C then adjusted, particularly its blocking. They started game two quick (6-1), only for the Warriors to rally (8-8). M-C spurted again (128), only for Cal to rally (12-12). With it 14-14, a handful of concurrent Cal errors put M-C ahead 18-14. They led 23-18 only to hold-off a late Warrior surge. A defensive pancake set up a Jordyn Newgard kill for the game two win, 25-23.
Game three was like game two, M-C out quick (6-3), Cal rally (8-8), M-C spurt (12-8), Cal rally (took lead 15-14). Cougar Molly Lee’s kill then forced the second to last side-out (1515). Lauren Wyffels promptly served nine straight points including three aces (24-15). M-C won 25-16. McCabe had a huge set (6 kills, 9 assists, 9 digs). Game four featured a match-high 12 ties. It came down to Sarina Stortz versus Lange. M-C’s senior middle was oft responsible for blocking Cal’s best weapon. When most needed, Stortz scored with two ace blocks, plus a kill, over M-C’s final three points. She spurred the Cougars to a hard-fought 3-1 victory (1925, 25-23, 25-16, 26-24). It was M-C’s 16th straight “W.” They had 135 digs (seasonhigh 33.8 per set). McCabe was everywhere (season-high 14 kills, .316 hitting, 32 assists, season-high 39 digs). She had seven-plus digs every set, easily double-digit one-armed digs. Danielson (season-high 14 kills, 29 digs) was strong all-the-way around. Stortz was also key (11 kills, team-seasonhigh 7 ½ blks). Lee (8 kills, 17 digs), Newgard (6 kills, 17-17 serving, 10 digs), Wyffels (11 assists, 15 digs, 3 aces) and Kaylor Soiney (season-high 18 digs) helped. Lange (20 kills, 12 digs) and Simpson (13 kills, 27 digs) had 33 of Caledonia’s 42 kills. Haley Jennings (40 assists, 27 digs) was the Warriors third stand-out. All are seniors. The win set up a re-match of 2018’s section title match, East champ #6 M-C (34-2) versus West champ #7 Medford (238). The Tigers lost just one key player off last year’s state team, filling the void with an All Big 9 HM transfer from Owatonna. Medford controlled the first 1 ¾ sets, taking game one 25-14 and building a 24-17 lead in game two. M-C rallied late, scoring six straight (2423). Tiger 6’0” middle Kinsey Cronin ended the set with a kill (25-23). Like last year, M-C looked up at a 0-2 deficit. But Cougar volleyball never quits. Medford also led #8 KenyonWanamingo 2-0 in the West finals while being at 24-18 in game three, only to lose that set and need five to subdue the Knights. The Cougars hustled and defended in game three, taking a 16-9 lead, only for it to get whittled to 16-15. Cronin had four kills and block over a six-point Tiger run. But Stortz then scored twice in succession (18-15). With it 19-18, the Cougars finished on a 6-1 run for the 25-19 win. Game four saw M-C at its most dominant. Their constant determined defensive work seemed to wear on the Tigers. The Cougars
built leads of 16-8 and 23-14. Danielson put one down thru a block to give M-C a 25-20 win, sending an epic match to a fifth set. The deciding game had six ties up to seven. In a sick twist of fate (happened before, see Faribault B.A), it came down to the transfer. After eight the first four games, 5’10” senior OH Alyvia Johnson (formerly of Owatonna) had five emphatic kills in game five. The Tigers built a lead (12-8). M-C rallied (down 13-12). Cronin then scored with a kill (14-12). Clara Kniefel subsequently blocked down a Cougar attack. A match that was all about endurance, ended in a heartbeat, heartbreak. Cougar tears hit the court quickly. Medford grabbed its second consecutive 1A title, 3-2 (25-14, 25-23, 19-25, 20-25, 15-12). McCabe notched her second triple double in any many games (13 kills, season-high 47 assists, 37 digs). Stortz went out on high (season-highs 21 kills, 13 digs). She had five kills in the fifth set, M-C’s last four points. Danielson (7 kills, 30 digs), Lee (6 kills, 18 digs), Emily Carolan (season-high 7 kills, 10 digs), Newgard (5 kills, 24 digs), and Wyffels (13 digs, 16-16 serving) all battled and scratched and clawed and defended. The first four had a season-high dig totals. Cronin (22 kills), Johnson (13 kills), 5’10” MH Emma Kniefel (11 kills, 29 digs), setter Morgan Langeslag (58 assists, 23 digs), Izzy Reuvers (29 digs) and libero Kiley Nihart (31 digs) led Medford. M-C’s was maybe the best collective (uphill) team effort put forth by a Journal covered squad (only paralleled by R-P boys basketball’s state title game win in 2015). near-equally with a bunch of 5’9” to 6’0” girls. M-C finishes a fantastic season at 34-3, as repeat 1A Runner-Up. Danielson, Stortz, and Avery Davis are the seniors. Next year will be the last season of three class volleyball. In 2020, the state goes to four classes.
O’Hare Shines at State CC
A year ago, LARP’s Luke O’Hare made his first state cross country meet. Section 1A’s preeminent male runner ran his fastest time of the season (16:55) to take 41st overall. This season, he took a big step forward. A top ten finish next year will be a goal. O’Hare moved up 24 spots to take 17th at the state meet in Northfield. He finished 5000-meters in a time of 16:29.9, running 1,600-meters in 4:57 and 3,200-meters in 10:23. It was the junior’s best 5000-meter time of the year, about 0:19 quicker than his section pace. He averaged a 5:18 mile. LARP as a team took 15th (of 16). Tyler Rislov (17:35.6) took 112nd, Andrew Hoiness (18:08) 138th, Grady Hengel (18:16.8) 142nd, Ricky Buchanan (18:18.9) 144nd, Mitchell Ledebuhr (18:37.6) 151st, and Aaron Prinsen (18:59.7) 160th (of 175 runners). No LARP scoring runner (top five), O’Hare aside, ran faster than at the 1A meet. Sixth guy Ledebuhr posted his second fastest race of the year. Seventh guy Prinsen ran his fastest, his first sub19:00 effort. It was senior’s Buchanan and Ledebuhr’s last race. Ezra Dvorak had two sacks to go with his TD. Sam Backer (21-102, TD rushing) did his damage in the first half. The Gophers finished with 80 net total yards (having lost 76 yards). The defensive became the second unit to hold Caledonia under 30 points this year. Jeff Johnson’s guys (8-3) repeat as 1AA runner-up, behind seniors Chance Backer, Johnny Frank, Isaiah Froese, Sam Stevens, Nate Bernard, and Landon Bance.
First Quarter Leads GM Past Houston
It took one quarter from Grand Meadow (2-seed, 9-1) to seize control of their Section 1 9-Man title game with Houston (5-seed, 7-3). The ‘Canes’ first offensive play was a fumble. On 4th and 9 from the 24, Lark QB Evan Oehlke scrambled 22 yards to the two yard-line. Dusty Copley capped the short field drive (2-yard run) for the 7-0 lead. Houston then went three and out. GM got big plays from Oehlke and Taylor Glynn (25yard pass), then Copley again (20-yard run). Copley’s second TD run (6-yards) made it 14-0. The ‘Canes got a first down on their third series, but punted. Oehlke then found Glynn for a 42-yard TD pass. The quarter ended with it 21-0 GM. A
13-play, 87-yard second quarter drive (Daniel Smith 3-yard TD run) made it 28-0 at the half. The Gary Sloan led Larks ended the Hurricanes underdog romp in the post-season, 35-0. Houston had four turnovers to GM’s zero. Wyatt Walters (23-121 yards, two fumbles) led the ground attack. Mikkel Schutte was 6 of 21 for 70 yards with two interceptions. Alex Van Gundy caught three for 47 yards. Copley (22-79, 2 TDs rushing), Oehlke (4-5, 140 yards, TD passing), and Glynn (3-90, TD receiving) led GM. The ‘Canes finish 7-4, as Section 1 9-Man’s runner-up for a second consecutive year. Houston is now 31-11 the last four years under Cody Hungerholt. ried Fritz Schwartz in 1946, and they resided in rural Wykoff. A few years later, they purchased a farm near Pilot Mound. In 1984 they bought Mayvis’s home farm where they lived the rest of their 63 years together until Fritz’s death in 2009. She remained on the farm until she was 93, when she moved into assisted living. During her life, Mayvis was active in her community and held offices and memberships in the Pilot Mound Lutheran Church, Pilot Mound Township, Farm Bureau, 4-H, and Homemakers club. She was an avid seamstress and enjoyed many types of needlework and quilting. She is survived by her two daughters and their spouses: Barbara (Larry) Berge, Chatfield, Minn., and Janet (Terry) Stotts, Lake Oswego, Oreg.; five grandchildren: Brent (Jamie) Todd, Kelly (Nathen) Nesler, Rebecca (Adam) Arnes, Jordan (Danielle) Berge and Landon (Bria) Berge; 10 greatgrandchildren, nieces, nephews, cousins, and many neighbors whom she considered family. In addition to her husband and parents, she was preceded in death by her sister, Harriette Timm. Visitation was held Wednesday, November 6, 2019, from 5-7 p.m., at Riley Funeral Home, Chatfield, Minn. Dave C. Vrieze Dave C. Vrieze of Spring Valley, Minn., ascended to heaven at Mayo Clinic - St. M a r y s Campus in Rochester on Halloween Eve, October 31, 2019, at age Dave C. Vrieze 65. David Charles Vrieze was born June 30, 1954, in Spring Valley Township, Minn., to Garth and Dorothy (Maricle) Vrieze. Dave was a lifelong resident of Spring Valley. He was employed at Hormel Quality Pork and most recently at Kapper’s Fabricating, where he worked for many years. Dave enjoyed hunting and having a beer at the VFW and the bowling alley. He assisted with refilling pull tabs at The Bar n’ Grill in Racine. He also spent time volunteering to assist with local causes. Dave’s resilience throughout his life was inspirational to his family and many friends. His siblings remember his survival of kidney cancer at age four. His legacy is his good humor, stories, and being sentimental. Dave is survived by his son Jeremy (Crystal) of Plymouth, Minn., granddaughter Katelynn of Stewartville, Minn., daughter Michelle of Racine, Minn., sister Kim (Dan) Terbeest of Spring Valley, Minn., brothers Gary (Bev) Vrieze of Pease, Minn., and Cliff (Karen) Vrieze of Trimont, Minn., nephews and nieces Benjamin Miller, Tim (Kelly) Vrieze, Tammy (Jason) Sabo, Nathan (Allison) Vrieze, Scott (Danielle) Vrieze and their families. He was preceded in death by his parents. Preston 2020 ambulance purchase By Karen Reisner The Preston City Council, at their November 4 meeting, approved a motion to move forward to get a formal state bid proposal for the purchase of a new ambulance in 2020. Ambulance director Ryan Throckmorton explained the 2008 ambulance that was purchased in 2011 is not reliable as the primary rig; it has had mechanical/suspension issues. Once an ambulance is ordered, it will take six to eight months to get a new ambulance built and delivered. The ambulance service has two ambulances. The box will be placed on a 2020 4500 Ram chassis. Throckmorton estimated the new ambulance will cost $225,000. Allowing $25,000 to $30,000 for trade, the final cost will be roughly $195,000. Currently, the ambulance service has about $175,000 in savings and expects to receive about $51,000 in township fees in the spring of next year. This will give them a fund of about $226,000. Throckmorton estimates about $31,000 will be left in the fund after purchase.
A committee of ambulance members has been formed. Committee members will review changes, look at Spring Valley units, and get the state bid. The bid will be brought back to the city council for approval. Throckmorton said they have a 5-year and 10-year replacement plan. Township per capita fees will be saved in the equipment fund over the next years to build up the fund for a 2025 ambulance purchase to replace the other ambulance. Housing feasibility study Approval was given for the EDA to pay half the cost of an engineering feasibility study for extending utilities down Golfview Dr. The total cost of $4,200 is expected to be split between the Preston EDA fund and Public Utilities. Stantec Consulting Services, Inc. will do the study. The EDA and housing committee see this as a first step to the development of single family homes along Golfview Dr. The roadway in this area is already built. Other areas being considered for development in the future include Fillmore/Park Lane and
Fountain halts permit request; preps for clerk’s retirement By Kirsten Zoellner Last month, the Fountain City Council discussed the request by the owners of Beaver Bottom Saloon for a Conditional Use Permit. The permit was required for proposed concert events to be held at the Main Street venue. At the time, it was determined the city would allow the proprietors to move forward with one, weekend concert event to guage public response and adherance to city guidelines. While the event appears to have been a success, at the Wednesday, November 6 meeting, the council tabled the request until the December meeting, citing an issue with a previous permit. According to Mayor Jim Schott, a permit was granted for con-
struction of one building. “After the meeting with the Zoning Board, she was told to take the other two buildings down. The permit was for one. As of now, it’s not down. I don’t believe we can move forward on this,” he added. The council did further plans to amend what is currently Ordinance 66, number two, regarding truck routes within the city. It’s being proposed that a short section of Cedar Street, from First Street to County Road 8, be designated as a truck route. The issue was brought up at the recent Zoning Board meeting. If approved the ordinance will also be renamed Ordinance 102. The matter will be dealt with at the next meeting. In other discussion, the payment of four different water/sewer-related items were approved unanimously. This includes $6,634 to Automatic Systems Co. for a wellhouse alarm dialer, $4,278 to Richard’s Pump Service for installation of a septic tank that was installed incorrectly, $2,950 for calibration and controls related to gas and flow meters at the wastewater treatment plant, and $1,200 to WW Goetsch Associates, Inc. for the pulling and inspection of six pumps. This also led into discussion regarding job descriptions for the clerk and public works director. Schott and Clerk Rhonda Flattum had reviewed the current job descriptions and it was noted that some areas needed to be brought to attention of the city employees and/or modified. Flattum also noted with new

[John Hanson] He’s been here five years now and there were things he didn’t even realize he should be doing because it was never brought up to him,” added Flattum, who suggested the council review the job descriptions with both her and Hanson. “This year, because of changes with John working at the wastewater treatment plant and my retirement next spring, I think it’s good to have a review with each of us.” “Just to go over what’s been going on over the years in those areas,” added Schott. “If there are things you think should be redone. It’s just an idea, especially with her retiring. It’s a good idea for you to look through that when we go to look for another city clerk. I’m pretty sure we’re not going to find another one like her.” The council will meet at 6:30 p.m., December 4, to review the job desciptions with Flattum and Hanson. The council also discussed the placing of an ad for a new city clerk, to be in place prior to Flattum’s May 28, 2020, retirement. The council is looking to maintain a one-person clerk position at the same hours as are currently operated. They will begin advertising for the position the first week of December and hope to have a new clerk in place by March/April to begin training alongside Flattum. The final ad for the position will be reviewed at the December meeting. The next regularly scheduled council meeting is Wednesday, December 4, at 7:30 p.m., at city hall. He added his feeling that, due to neighbors always willing to help neighbors, “In the community we grew up in, we were rich.” Davids went on to describe his strong belief in, and support of, Minnesota’s public school system. He said, “I know what public schools have done for me, and what they’re doing for my grandsons.” He added, “Public schools are the great equalizer,” and went on to explain his belief that everyone should be given the same opportunities, but then it’s up to each individual to decide how to use those opportunities. Davids said that because Minnesota has 75% of the state’s popu-

Klomps, Sue Kolling’s nomination letter stated, in part, “Greg Davids was a Spring Valley graduate, and he never forgot where he grew up, and the people and the education he received.” The letter stated that as a State Representative, Davids “has done so very much for this area, starting with the veterans’ cemetery, and now with the veterans’ home in Fillmore County. Greg Davids was elected in 1991 to the House of Representatives for District 28B, now serving in his 14th term.” The letter went on to describe some of the highlights of Davids’ work and service career, including his time as an insurance agent, family farm owner, Social Studies teacher, and a coach of football and wrestling. He also served on the Preston City Council, and was mayor there from 1986-1991, as well as serving as president of the Preston Lions Club. Following Davids’ high school graduation from Spring Valley High in 1976, he went on to graduate from Waldorf College (Forest City, Iowa), then obtained his bachelor’s degree in Social Studies from Winona State, and a graduate degree from Mankato State University. Kolling’s nomination letter stated that when she considered the qualities of the previous Wall of Honor inductees, “Greg Davids fits all of these attributes. He represents our school,

Beaver Creek WMA addition By Karen Reisner At the November 5 County Board meeting, Brandon Schad, Minnesota DNR, notified the board of a property donation to be added to the DNR Beaver Creek Wildlife Management Area. The donation of 52.81 acres is from Pheasants Forever, having received an appropriation from the Lessard-Sams Outdoor Heritage (Legacy) Council funding for the land purchase. The board does not have to approve the donation. However, it is required that the board be notified. Pheasants Forever will donate the parcel to Minnesota DNR. The annual payment in lieu of taxes (PILT) will be about $555.00. Schad explained the parcel is adjacent to the Beaver Creek WMA and is not cropland. The area is all in natural cover. The current owner can not crop the parcel because of wetland regulations.
Schad said he met with the Beaver Township board. They expressed no concerns and were supportive of the transfer of these acres to the state. Some discussion followed on how the DNR determines which land they want to acquire. Schad said there has to be a good resource value that we want to protect. Often it is land owners coming to us. The land has to fit our criteria. Some land is not ideal and we do tell a lot of people no. Commissioner Mitch Lentz asked how many acres are they going to acquire in Fillmore County? Schad said we don’t have an acreage target. There is a priority to build on existing management areas. Other business in brief The 2020/2021 Biennial Plan between Fillmore County and Minnesota Department of Human Services was approved. Kevin Olson, Social Services manager, said this is the Minnesota Family Investment Program
By Kirsten Zoellner Saturday, October 26 a fire call came into Rushford Fire Department from the Rushford Municipal Airport. Pilot Dean Drews, of Huntertown, Ind., had been staying the night in the pilot’s lounge facility after having flown in the previous day after experiencing mechanical troubles. After contacting former Fixed Base Operator and hangar renter Mike Thern, the two had contacted city hall and moved Thern’s Fairchild plane from its current hangar to empty hangar 8 that night. At 2:30 a.m., Drews was awakened by the fire in the east hangar and called it in. Rushford Fire Department responded within minutes to the call. Shortly after, Chief Chad Rasmussen contacted the fire
marshall and the Lanesboro Fire Department for Mutual Aid assistance. The power switch at the site was pulled sometime between that call and 6:30 a.m. Also arriving on the scene, Public Works Director Roger Knutson called Thern regarding the fire. Drews had also attempted to contact Thern earlier that morning, but was unsuccessful. Thern was reached around 9:15 that morning. Renters of hangers 1-6 were also contacted at that time. The easterly hangar building was a complete loss and additional damage was sustained to the AD Building, or pilot’s lounge facility. The western hangar, housing units 7-12 received no damage. Mead & Hunt engineering suggested the city contact both state

Tie vote for new Rushford City Councilor Rushford is just one of a handful of Minnesota communities with council seats up for grabs this year. Expiring were the terms of Councilors Terri Benson and Jim O’Donnell. M a y o r Chris Hallum opted Mayor-elect not to seek Terri Benson reelection, after 10 years in the role, so Benson, who’s served as a councilor since 2015, filed for his position. O’Donnell also filed for reelection to extend his position, which he’s held since 2015. No other candidates filed as Benson’s replacement, however, two area residents, Doug Botcher and Leigh Volkman ran write-in cam-
paigns. While all results are unofficial until canvassed by the council at the November 12 meeting, City Clerk Kathy Zacher provided results. Just over 18% of the total registered and new voters filled election ballots in the off-year election. Benson handily won the unoppposed mayoral seat with 183 votes to the six write-in votes. Botcher and Volkman tied, each with 59 votes, and 19 miscellaneous other write-ins were noted. Minnesota election law has procedures in place for tie votes. “If the canvassing board - which is the City Council - accepts the count from the election judges, the council shall determine the tie by lot to declare a winner,” stated Zacher. This will also take place during canvassing of results November 12.

While research for needed control panels and hardware to get other utilities functioning at airport was done, the damage from the fire made keeping the airport open impossible, as the fuel system panel, beacon, precision approach path indicators, runway lights, and additional panels had been located within the east hangar’s utility room. By Monday, the city had coordinated with League of Minnesota Cities Insurance Trust and the State Fire Marshal for inspections and Mead & Hunt began detailing component info to get systems operational again. Public Works began working on temporary electrical service in cooperation with Norman’s Electric Service and MiEnergy. MN Energy began working on gas components as FAA had requested a piece of natural gas equipment to be checked for safety of personnel on site. A meeting was held Tuesday, October 29, with League of Minnesota Cities Insurance Adjuster Mike Forys, State Fire Marshal Steve Wolf, Whitemore Fire Cons specialist Doug Noah, Fire Chief Rasmussen and Deputy Chief James Dailey, Public Works’ Knutson and Dave Lombard, Mead & Hunt engineer Matt Wagner, Rushford Aviation’s Mike and Barb Thern, and MDOT Aeronautics’ Greg Schneider, Brian Conklin, and Kris Christenson. The cause of the fire has yet to be determined yet. The city is working with Fire Marshall/Fire Arson Investigator Steve Wolf. A total damage estimate is still being determined, including the items within the six hangars and the hangar and AD Building. There is no immediate timeline from the city on when the repairs/replacement of facilities will occur or when the airport will reopen. The city council will take the matter under consideration at the November 12 meeting.

“The PIA of Minnesota is the Minnesota affiliate of PIA National… The state affiliates have an executive vice-president and a board of directors. We have six board members right now. Josh is our president currently. I was president in 2012 and 2013.” Overland said, “Then in 2016, I got onto the national board of directors. I’m still on the state board as an ex-officio officer, but I’m our representative to the national board.” The national board has a total of 30 board members, which includes five officers. Overland said the national board has a three-year term, but no limit on how many terms a member can serve. He hopes to move up to an officer position at some point. Krage joined the state board in 2016, and he explained that his motivation was similar to Overland’s, stating, “I wanted to do the same thing to help the industry as
well, and my kids were at that age where I can.” Regarding his decision to serve, Krage added, “You’ve got people who WANT to do it; you don’t have to do it, but if you don’t do it, then who’s going to help?” Krage said that Minnesota PIA gives scholarships and offers continuing education as part of their support for Minnesota agents. Regarding his service on the state board, Krage shared that, “We meet once a quarter, so the time commitment is not too great… I always ride with Dennis, I learn a lot from Dennis, because he’s been in it a lot longer than I have.” On the national level, Overland stated, “We do a lot of lobbying for insurance issues… We go out to DC in April. That’s when our Advocacy Day is, where we get to go and visit with our legislators.” The national board also has a fall meeting, as well as phone conferences on occasion. Krage and Overland said most

Krage Insurance Agency, and my uncle Dale came in 1979, and my uncle Ken came in 1980. It’s neat to see that it’s grown from their vision. And then I came in 2006. So our business has grown because of people, obviously, but also because of technology… where we can write (policies) in Minnesota, Iowa, Wisconsin, and
independent agents have gotten into the insurance industry via a family business, and that’s true of each of them, as well. Overland shared that, “I was born on a Friday, and my dad signed his contract with American Family on the Monday, so I’ve literally been in insurance my whole life.” His father was a captive agent for 13 years, then went independent in 1979. Overland recalled that he got his own insurance license in 1989, but at that time his main job was playing in a band. Eventually, the band cut back on the number of gigs they played, which allowed him to help out at his dad’s agency. “In 1996,” Overland said, “I purchased my dad’s agency. Then in 2002, I purchased another agency here (in his current Rushford office), and I’ve been in here since then.” Josh is one of four owners at the Krage Agency. In describing his family tradition of working in the insurance field, he stated, “I think it’s kind of neat… About 1977, my grandfather started

Families and friends gather for feast and celebration. With the changes in temperature and scenery, November turns our minds and hearts toward Thanksgiving. of Lanesboro celebrated their 60th wedding anniversary on November 9th. Lori, who grew up in Racine remembers riding in the back seat of Bob's red Ford Fairlane with 3 other friends, heading to a dance in Rochester in November of 1958. The whole trip she wished she was sitting up front next to him. Well, that didn't happen, but something better did. Bob, from rural Stewartville, dropped her off last, walked her to the door and asked her out on a date. Two weeks later they were engaged, and married in 1959. Sixty years later they have 5 children, 8 grandchildren and 3 great-grandchildren.

Chatfield and Preston promote projects for state bonding By Karen Reisner The Senate Capital Investment Committee tour visited Fillmore County on Wednesday, October 6. Chatfield EDA made their pitch for Phase II plans for the Chatfield Center for the Arts and Preston promoted a Preston to Carimona segment of the bike trail along with an ask for additional funding for the future veterans home. Center for the Arts Michael Martin made it clear
that delaying additional funding for the arts center will only lead to a greater ask down the road. The ask is $9.7 million; it was $7 million in 2015 and is expected to be $10 million two years into the future. If the funding asked for is awarded the total renovation project including Phase I work will have cost over $14 million. The most visible part of the improvement plan for the arts center is the entry to
be constructed between the 1936 building (Potter Auditorium) and the 1916 building. It will connect the two buildings effectively. The exterior walls of each building will be the interior walls of the entrance area. More restrooms and a lobby/concession area to reduce congestion during preevent and post-vent activities is planned. Improvements are needed to better regulate heating and cooling, including the

installation of new/efficient windows. When the 1916 building was built it was designed without insulation, heat rose and melted snow off the pitch and gravel roof. Coal was cheap. The duct work for air conditioning is already in the building. Senator Senjem praised Chatfield saying “when you invest in Chatfield you invest in a great community.” He added when Joel Young has his finger on it , it is good. Senator Carla Nelson commented “Chatfield is a get ‘er done community.” Mayor Russ Smith insisted art inspires people and the arts center needs some work to help it last another 100 years. Senator Nelson and Senator Jeremy Miller authored the

bill for Phase I construction. Miller had a conflict and was not with the tour. Nelson said she was committed to the rest of the project, adding that she loved the building, which has great character. She also noted the arts center is not just for Chatfield, as it has a regional draw. The stage provides a great opportunity for kids to perform and is a great resource for the region. Blufflands State Trail addition The Senate committee gathered first at the Lanesboro Dam. Renovation of the dam was funded in the 2017 bonding bill. Hoffman said this estimate will be updated in the next month or so. Preston has invested over $200,000 on the “in-town” trail, which connects the Forestville Trail and the Harmony-Preston Valley Trail. Hoffman added we appreciate your past support. LACF and HACF announce Give to the Max Day competition
STATE BONDING fixed and the project is in the design phase at this point. Because the committee was in Lanesboro they then gathered at the Lanesboro trailhead to hear the presentation promoting the Preston to Carimona segment of the Blufflands State Trail. Preston City Administrator Joe Hoffman said it has been an active project as a mile or so has been built including two bridges, which represents a $1 million investment. The DNR already owns the land from Preston to Carimona where the trail will be built. The legislature has authorized it as a state trail and it is a DNR tier one destination trail as it will help tie the Harmony-Preston Valley State Trails to Forestville State Park and Historic Forestville. The segment includes 10 miles and 12 bridges, which will make it expensive to construct. The final leg to Forestville State Park will be on 2.7 miles of quiet country roads from the Carimona Trailhead. Gabby Kinneberg, Preston Tourism Director, noted there are nine towns along the Blufflands Trail and it is one of the most heavily traveled in the state trail systems. There are 86,000 users of the Preston trail each year. Most users visit both Preston and Lanesboro. The project is shovel ready. Hoffman referred to a statement by former parks and trails

provide access to fishing easements. Resseman commented that it also adds to our quality of life as it is a way to enjoy nature with the family. Veterans home supplemental request Preston and the other two proposed sites for veterans homes in the state are waiting until early 2020 for the federal funding announcements. Hoffman said they are optimistic about all three of the Minnesota proposed projects. Construction could begin in the summer of 2020. The home could open in early 2022. Hoffman explained the city originally wanted a 72 bed facility, but the Minnesota Department of Veterans Affairs had a higher standard, which meant higher construction costs. The current budget of $32.3 million will allow for a 54 bed facility. Also, amenities, including dedicated access drive, entrance canopy, screened porches, upgraded interior finishes, transfer garage, steel roof and other exterior amenities, have been cut to keep the project on budget. Hoffman asked for an additional $4 million to fund these amenities, so the experience will be the same at all three homes.

Fillmore County District Court On October 29, Dakota Ray Janning, 22 of Austin, appeared before District Court Judge Matthew J. Opat. Janning is charged with Possession of a Controlled Substance, a felony with a maximum criminal penalty of five years in prison, a $10,000 fine, or both. On or about October 28, within the city of Chatfield, an officer was dispatched to the Cenex Gas Station in response a suspicious vehicle occupied by individuals “tweaking.” The officer allegedly observed that Janning was disorientated and that his license came back revoked. When Janning exited the vehicle, the officer allegedly noticed a capered syringe in the door pocket. Found on Janning’s person was allegedly a small clear bag with a substance that tested positive for methamphetamine (0.8 grams). The defendant has two prior felony drug convictions (5th Degree Possession and 3rd Degree Sale or Narcotic).

Lanesboro council urges citizens to be aware of radon By Hannah Wingert The City of Lanesboro recently worked with Fillmore County to test all of its public facilities for radon. All of the buildings except for two fell under the average of 5.81 for Fillmore County. The basement of the museum tested only slightly over the average, but the fire department was very high. Two tests were conducted in different areas of the building, and they came back with readings of 23.5 and 19.7. “We want to look into having this addressed,” Mayor Jason Resseman stated, adding that radon is a known issue in Fillmore County. He urged owners of buildings that are adjacent to the fire department to conduct radon testing to ensure their safety. Preston Police Chief Blaise Sass gave an update on how things have been going since the retirement of former Chief Matt Schultz. There are three new part-time sworn officers at the department with a fourth scheduled to be hired as soon as his background is completed. Chief Sass noted that they frequently receive complaints from citizens about vehicles that have sat parked in one spot for long periods of times. Due to city ordinances, there isn’t much the department is able to do other than wait for the tabs to expire. He noted that Preston has a 24 hour parking ordinance, which allows those complaints to be addressed. “At least it gives us some teeth to talk to the individual and let them know that they’re in violation of the ordinance,” he said. He recommended that Lanesboro adopt a similar ordinance. The council decided to table it until December’s meeting to allow City Administrator Michele Peterson and City Attorney Thomas Manion time to draft an ordinance. The Lanesboro Public Library
board reviewed library director Tara Johnson’s performance for the last year and reported that she came through with flying colors as expected. “She is well organized and serves a very wide-ranging position within the community,” board member Kay Wold said. Johnson noted that the Lanesboro Area Community Foundation has approved some funding for a handicapped accessible door to replace the library’s current inner door which is not accessible. The library received a $1,000 grant for the door, and the Friends of the Library will be helping with the project as well. “We want to get it done as soon as possible,” Johnson said. The council approved a sewer rate increase for 2020. The increase will come to just under 8%, and there will be a monthly $26.75 base charge which will include the first 1,000 gallons. The 2020 Public Utilities budget was also approved. Four members of the local Cub Scouts troop attended the meeting to observe the processes that the council follows. Mayor Resseman spent some time during the meeting answering questions from the Scouts, which included questions such as what his job is as mayor and what is the biggest issue that Lanesboro faces. “We appreciate you coming in today,” Mayor Resseman said when they were finished. A public hearing was held to discuss the city’s vacation of a portion of Hillcrest Avenue and the adjacent alley. No one was present for the hearing and resolution 2019-21 allowing the vacation of the proposed areas was approved. The Filthy Fifty bike race event, which was held in Lanesboro on October 12, went well and the coordinators plan to continue holding it in Lanesboro annually for the foreseeable future. SEMAC announces February 1 grant deadline The Southeastern Minnesota Arts Council announces a call for proposals by individual artists. All proposed projects must begin no earlier than April 1, 2020, and be completed within 12 months, culminating with a capstone event that is accessible and open to the public. Online applications will be available throughout January with a February 1, 2020, submission deadline. SEMAC, a non-profit arts agency, is designated by the State of Minnesota Arts Board as the regional arts council for eleven southeastern Minnesota counties: Dodge, Fillmore, Freeborn, Goodhue, Houston, Mower, Olmsted, Rice, Steele, Wabasha, and Winona. The maximum amount for emerging artists is $2,500. Proposals will be accepted from individual artists who are age 18 or older on the grant deadline, not currently enrolled in high school, and are full-time residents of the SEMAC region. No matching funds are required for individual artist grants. This activity is made possible by the voters of Minnesota through grants from the Minnesota State Arts Board thanks to a legislative appropriation from the arts & cultural heritage fund.

Lanesboro residents Maureen and Dan Anderson attended the council meeting to discuss a nonprofit group called LinkMe they are in the process of starting in Lanesboro. LinkMe will implement a free volunteer program, which will link needs that people have with people who can meet those needs. The Andersons are in the process of applying for a $5,000 grant, but have run into a road block as the current fiscal agent for the program is Faith Community church. The grants cannot be given to churches so they need to find a new fiscal agent, and it was recommended that they approach the city. The council approved a motion to act as LinkMe Lanesboro’s fiscal agent. The council discussed the option of declaring Westview Drive an official city street as the city has main-
tained it for the last six years. Two of the three landowners have signed a petition allowing the change, but the third has yet to do so. The city can move forward without the signature, but would prefer to obtain it first. “I think it’s to everybody’s advantage for the city to maintain it and we’re doing it anyway,” Manion pointed out. The council decided to table the discussion for one month to allow Manion more time to reach out to the homeowners for a signature. The City of Lanesboro has worked with the State of Minnesota for snow removal on Parkway Avenue/Highway 250 in town. Previously, the city has charged the state an hourly rate for work and equipment, but the state has requested that Lanesboro change to a flat rate five-year contract with escalations in price each year. “I’m hesitant a little bit,” Peterson admitted, point-
ing out that the rate listed in the contract would not cover the city’s expenses from last winter. She noted that an average winter would be okay, but if Lanesboro gets another winter like last year’s, it would come out behind. Council member Bridget Harvey asked whether the extra earned in average years could be put away for the bad ones and was told that it would be possible. The council approved the contract. A group of citizens attended last month’s meeting to discuss the decay of the Parkway Avenue/Coffee Street alley that runs behind their businesses. The council continued the discussion at the November meeting. Peterson pointed out that some time ago, a similar concern was brought up about the alley behind Vis Plumbing and it should be included in the project. It was decided to obtain a quote for the work needed in both alleys. The next Lanesboro City Council meeting will be held on December 2 at 6 p.m.

Kingsland discusses trips abroad

Photo by Rich Wicks By Rich Wicks All Kingsland School Board members (Board chair Jackie Horsman, Maranda Emig, Natasha Howard, Tiffany Mundfrom, Leah Stier, Kyle Rader and Superintendent James Hecimovich) were present at the board’s monthly “work session” meeting on November 4. Principal Scott Klavetter also attended. Spanish teacher Morgan Jacobson addressed the board regarding preliminary plans for an optional trip to Spain for any interested Spanish language students. These trips are being offered every other summer, and Jacobson said the trip currently being planned would, if approved by the board, be a 10-day tour some time between June 10 and June 27 of 2021. She explained the exact dates are not yet determined, because it’s possible that Kingsland’s trip
could be coordinated with that of another school. Jacobson shared details on the safety measures in place, what’s included versus what’s not covered in the cost, and the educational value of such trips. As of October 25, 18 students are enrolled for the proposed trip. Jacobson said she met with interested students, and researched the most cost-effective options for the various destinations students requested. She explained that, as currently proposed, the Spain trip would have a total per-student cost of $4,010, but with a $200 earlybird discount. Jackie Horsman asked if fundraising will be done to help cover a portion of the cost. Jacobson said she and the students are interested in doing fundraising, but most likely they would sell a service rather than a product, to avoid “stepping
on toes” of existing fundraising done by Kingsland groups/ teams/clubs. Board members discussed the need to be sensitive to the economic realities of many families of Kingsland students. Horsman pointed out that $4,000 represents a very high (and possibly prohibitive) cost for some families, even with over a year to plan and save. The board discussed whether or not to set a “cap amount” on such trips, but eventually settled on asking that all such trips be discussed with the board prior to moving forward with any planning. No formal action was taken regarding the proposed Spain trip at this time. Superintendent Hecimovich informed the board of plans to change the payment system for all coaches so that payment will be made when the season is completed. This change will go into effect at Kingsland for the upcoming school year. He also summarized the business manager’s update, which had been submitted via email by Amber Uhlenhake. Hecimovich said he’s “feeling pretty good” about the upcoming financial audit, adding, “Right now, there are really zero significant findings.” The board discussed the fact that the referendum ballot wording included an inflationary factor. The board did not originally plan to include any inflationary factor, so the consensus was that if the referendum passes, Kingsland would not levy the inflationary factor, unless it becomes necessary. The board discussed the option for Kingsland to have a tree included in the Spring Valley Chamber of Commerce’s Christmas on Broadway tree event. The event will be December 7 and 8, at Spring Creek Park. Board members agreed it would be worth participating in. There was also discussion about an offer for Kingsland to display student artwork, promotional items, and

similar items in an empty storefront on Broadway Street, yearround. The board consensus was to take advantage of this free opportunity. Horsman stated a “thanks” to the downtown businesses for this opportunity. Hecimovich and Klavetter will work on a schedule of what will be displayed when. The board discussed beginning a “mentor system” in which a current board member will help train an incoming board member. Kyle Rader agreed to be the mentor for whoever joins the

board following the November 5 election, as it fits his schedule, stating, “There’s times I’m very busy, and there’s times I’m not.” That person will officially join the board in January, but may come to meetings prior to that time, to observe. Leah Stier will be rotating off the board. Due to a conflict for Horsman and Hecimovich, the next board meeting will be on Wednesday, November 20 in the Kingsland choir room. As always, the public is welcome at all open meetings
Third Judicial District Veterans Treatment Court updates The Third Judicial District Veterans Treatment Court continues to move forward with the announcements of an awarded grant and hiring of a veterans court coordinator. The Third Judicial District has been awarded $500,000 in Federal grant funds from October 1, 2019, to September 30, 2023, to assist in the start-up of the district-wide Veterans Treatment Court. Preston Selleck has accepted the position of the veterans court coor-
dinator. Mr. Selleck is a Winona Assistant County Attorney and a former Major in the U.S. Marine Corps. He served in combat in Afghanistan. Preston joined the implementation committee early on and has been an active prosecutor in the pilot court. His involvement and in-depth knowledge of the program will be a real asset, allowing him to hit the ground running. He is scheduled to start on November 20, 2019.
