As of July 2018, the dti have updated the incentive programme. In January 2019, the body provided clarification around the programme. Under the Foreign Incentive Guideline, the incentive programme offers a reimbursable grant to the maximum of R50 million per qualifying project. This ‘reimbursable grant’ refers to the incentive which is calculated on the actual qualifying amount spent, and is non-repayable by the applicant upon successful application/claim. The applicant must complete and submit an application not earlier than 45 calendar days prior to the

INCENTIVES IN AFRICA Both Morocco and Mauritius provide incentives for foreign filmmakers. In addition to Morocco’s low production costs, the country offers a 20% VAT reduction on goods and services bought in Morocco. Import procedures are also simplified for producers, and with Royal Air Maroc it is sometimes possible to get flight discounts. Fees for shooting at historic sites may also be waived. For more information, contact the Marrakech Film Commission: www.m-f-c.org. Mauritius has a film rebate scheme for local and international filmmakers. The rebate of between 30-40% is offered to Qualifying Production Expenditure (QPE) incurred in Mauritius. high-pressure job with tough working conditions, filmmaking is no easy feat. This rings particularly true for special and unit still photographers, who work alongside the production to provide stills that are an
integral part of a film’s marketing strategy. Although this segment of the industry is incredibly niche, there are several extremely skilled individuals who manage to get this right every single time. One such company is African Photo Productions, headed up by renowned stills photographer Joe Alblas. His team work on some of the biggest productions to enter South Africa. Most recently he has worked on Maze Runner: The Death Cure, Deep State 2, and Origin. He says that in order to do special and unit stills photography correctly, it’s important to understand the director’s vision – and the job requires a bit of stealth, too. Forward planning is an integral part of working on production, as is being able to interact well with people on set, says Coco Van Oppens, whose body of work includes Outpost 37, The Wrong Mans, and Our Girl. There are several others in the unit stills scene who have, over the years, been working their way up to international large-scale productions. One such motion picture stills photographer is Graham Bartholomew, who has worked on acclaimed local films like Five Fingers for Marseilles and Sunu Gonera’s much anticipated Riding With Sugar. More recently he has done special and unit stills for BBC’s Troy: Fall of a City, Serenity, and Cinemax’s Bruce Lee- inspired series Warrior. Although last year the film sector went through a bit of a slump, the industry has since had a bumper season, and this is evident through the number of quality stills photographers who are in demand.
TRENDS IN COMMERCIAL PHOTOGRAPHY There have been several new trends in the commercial sector. Firstly, internationals are shooting for longer periods of time to maximise their use of SA as a long-haul destination (as well as its plentiful daylight hours). For instance, an international clothing catalogue shoot that would have returned to the country two or three times a year for short bursts, now spends several weeks in SA working on a number of projects. Another trend in the industry is that of micro shoots, where photography and video footage for digital platforms are shot at the same time. Cape Town alone saw 2 918 permits issued for micro shoots in the financial year of 2017/18. This bodes well for commercial photographers who are versatile and able to work across more than one medium.

land of unmatched locations, a burgeoning film sector and heaps of untapped potential, KwaZuluNatal is on the path to becoming a vibrant hub for motion pictures. Its capital has been a film-friendly
destination for years, and hosts the Durban International Film Festival and concurrent Durban FilmMart. The region is a go-to destination for beach shoots thanks to its unspoilt Wild Coast, and most recently a local film called Deep End was shot on Durban’s Golden Mile. The province and has been used as a backdrop for Hooten and the Lady, Roots, and The Widow starring
Kate Beckinsale. It boasts a variety of looks, from jungle and oceanic to hill upon rolling hill – as well as battlefields and an array of architectural types like Art Deco and Neo-Gothic. The Durban Film Office and KwaZulu-Natal Film Commission are the two bodies that facilitate film, television and commercial shoots in the province. They assist with location permits, funding, and support for local and international productions. KZN has in recent years become a hub for local broadcast, with two of South Africa’s major soap operas shot here: uZalo and Imbewu: The Seed. Tell us about the Namibian film industry.
While the industry is relatively young, it is picking up in terms of the technical production standard, creativity and conceptualisation of the local narrative. The NFC continuously seeks out connectivity with the rest of the world through coproduction opportunities. A good number of Namibian films will be premiered this year, which the NFC is looking forward to. Namibia is also a very popular destination for filming for foreign production companies – this is an important lifeline of our industry.
What are your strategies for attracting more internationals? The NFC is working on an aggressive online marketing campaign targeted at location managers and producers. All NFC services will also go online during the next few months, meaning film permit applications will be able to be completed online. The NFC will continue to attend prominent film festivals, and engage strategic countries on co-production agreements.
What’s new that filmmakers should know about? The NFC will be launching a new website in coming months. Through our Africa Film Fund called the N!xau ≠Toma Film Fund, we offer a platform for Namibian filmmakers to engage and encourage co-productions with filmmakers from Africa and the Diaspora. We are also in the first phase of creating film incentives.

What has Advantage been doing in the last year?
We have been very fortunate to be involved with service projects, co-productions and some of our own SA Films. We’re in script development with one of SA’s YouTube stars, and servicing a Netflix film Christmas in the Wild, starring Rob Lowe and Kristin Davies. We shot in Hoedspruit, Lusaka, Zambia and Cape Town for snowy New York!
What trends and developments have you noticed?
It is as if the world has awoken to SA’s local content, SA scripts, and SA partnerships. The demand for content also revived the higher volume of lower budget films and TV series, which in turn creates additional work and new working relationships with many smaller and mid-size companies. Also, projects that were produced on spec have found a place in the international market place.
Where do you see the future of African film?
I would like to see much more collaboration between the SA industry and our AU and BRIC countries. There should be full co-production status between these countries, with good exchange programmes, funding, and training programmes. I’ve had the privilege of shooting International projects in Lusaka, Zambia and Gaborone, Botswana, fantastic experiences, and I wish I knew a lot more about the other countries in Africa and BRICS in order to explore working in those territories. I believe there is a lot of potential between us to tell Africa stories as well, “cross border stories” and in this way, educate ourselves about our neighbours and each other’s culture and believes.
