KARRATHA DESTINED TO BECOME A WORLD-CLASS CITY The Shire of Roebourne and the WA Government have launched exciting new plans to transform Karratha into a world-class City of the North. From a new-look town centre to waterfront developments and new residential lots, the bold blueprint paves the way for Karratha to become a major Australian city with more than 50,000 local residents. The Karratha - City of the North Plan has been at the drawing board since late 2009 and involved a team of more than 20 of WA’s best and brightest urban designers, planners and landscape architects. The Plan takes the region one step closer to “realising the dream” of achieving the WA Government’s Pilbara Cities vision. The Karratha - City of the North Plan endows the region with vastly improved infrastructure and amenity and offers more affordable and diverse styles of housing.
The Karratha - City of the North Plan is a three-phase strategy that will guide the development of future housing, open spaces, commercial activities, tourist accommodation, entertainment and retail areas as well as service infrastructure, transport, education and community facilities. BOOM TIMES There’s never been a better time to invest in the region’s future. Known for its multi-billion dollar resource investments, Karratha produces 25 per cent of Australia’s exports. But it is not until you actually visit Karratha that you realise the immense wealth of the region – and real meaning of a resources boom. The town is home to both Australia and the world’s biggest resource companies including Rio Tinto, Woodside and Chevron. It is also home to resources, innovation and people with vision who are ready to take the town into the future. The township of Karratha was built on Nickol Bay in 1968 in response to a need for accommodation for miners working in the nearby Hamersley Ranges. Karratha has always meant good country in the language of the local Aborigines and while it may now be linked to mining it was originally settled by Europeans for its rich pastoral land with the still-operating Karratha Station founded in 1929.
Karratha has become the Powerhouse of the Pilbara, home to many government departments servicing the region. The next stage of the town’s development will see the central business district will be revitalised with a new shopping precinct, restaurants, cafes and cinemas – creating a city lifestyle in the heart of the Pilbara. Karratha Airport, already WA’s busiest regional airport, will be upgraded to cater for international flights – and even more domestic routes. It is set to welcome its millionth passenger this year. The City of the North Plan will also see a Health and Wellbeing Campus created for residents along with a new golf course and upgraded sporting facilities, including the Finbar Group supported Karratha Leisure Centre, throughout the region. It’s certainly an exciting time to be part of Karratha’s future which will see it grow from good country to great country.
It has since flourished with other projects, including the Gorgon, Pluto and the North West Shelf Venture, bringing in more people keen to join the resources boom and enjoy the Pilbara’s enviable lifestyle.

KARRATHA’S FUTURE After the 2011 announcement of Karratha being chosen as the City of the North, the town moved quickly to make the most of its new status. Projects already completed include the Pam Buchanan Family Centre, The Youth Shed and the revamped Cattrall Park. Completed in January 2012, the Pam Buchanan Family Centre is located in Karratha’s newest residential estate, Baynton West, and delivers community and child-related services for families living in Karratha. The $10.1 million facility includes playgroup facilities, specialist health clinics, an outdoor play area and coffee shop. The Centre has also provided a home for Karratha Community House which runs 25 playgroups as well as weekly story-time sessions. The Youth Shed opened in February 2012 and offers a safe and fun environment for children and youth. Based in the city’s centre, the Shed has a marine-themed play centre, a coffee shop, a youth space with a performing arts and an outdoor skate park. Cattrall Park, the town’s favourite family park, has been given a $2.2 million makeover and now includes a children’s playground, barbecues and picnic areas as well as new lighting, landscaping and a pathway network. It’s already being well utilised by families, joggers and dogwalkers – and even wedding parties - as they enjoy the abundant greenery.

But if you think those three projects alone would keep the innovative people of Karratha happy, you’d be wrong. Other projects nearing completion, include the Bulgarra Sporting Precinct and the Frank Butler Community Centre – with work also already started on the Finbar Group supported state of the art Karratha Leisure Centre. First-class sporting facilities are now on offer as the Bulgarra Sporting Precinct projects reach completion. There has been an electrical upgrade for Bulgarra Oval along with revamped tennis courts, new softball diamond and dugouts, BMX track and storage shed – offering something for everyone no matter their sporting interests. The Frank Butler Community Centre, also in Bulgarra, completes the multi-million dollar transformation of the Bulgarra Sporting Precinct and will provide a new home for sporting clubs along with playing a major role in the development of sport and recreation in the Shire of Roebourne. The project includes indoor and outdoor entertainment areas, a fully-equipped kitchen and servery, four change rooms, a first aid post and a dedicated umpires’ room.

SPOTLIGHT ON KARRATHA THE MINING BOOM Currently there is $500 billion of resource projects on the books nationally, with $260 billion of these located in WA. In spite of the GFC and subsequent economic volatility, WA continued to experience robust growth in its mining investment pipeline, exceeding all other States including Queensland.
WA is home to internationally significant deposits of LNG, with the Carnarvon Basin near Karratha the largest. Due to its proximity, Karratha is expected to become a major focus of development in the North West as it expands to accommodate and service the LNG sector and its workforce. KARRATHA FOCUS
There is currently approximately $5 trillion of economically demonstrated mineral and energy resources in Australia with a value equivalent to 5-6 years of Australia’s total economic activity. Beyond this, there is an additional estimated $10-$15 trillion in resources still to be identified or not yet economical based on current prices and technology. The investment cycle in WA’s mining sector is now in full swing with new capital expenditure by mining companies climbing rapidly over the last three quarters and now topping $11 billion in the March 2012 quarter. To put this in context, this is now almost double the peak of the last cycle in 2008. While the investment cycle for current projects is expected to peak in 2014/15, strong investment is likely to continue in the medium term. In particular, iron ore in WA is generally a lower cost resource then our international major competitors (e.g. South America) while we hold a major competitive advantage in the form of our proximity to emerging economies such as China and India. Ultimately long-term demand for steel is projected to exceed supply and this provides a degree of certainty for the future of WA’s iron ore sector. MORE THAN JUST IRON ORE Iron ore sales are increasingly based on spot pricing and is therefore impacted by volatility in international markets (as it is currently). In contrast, LNG typically secures longer term contracts for 25 to 30 year supply. It is the North West’s strong exposure to both LNG and iron ore that will underpin the region’s economic growth and dynamism in the long-term.
Currently, the Shire of Roebourne has a gross regional product of $7 billion and represents approximately 25% of Australia’s exports. Furthermore, unemployment in Karratha peaked at 3.9% during the GFC (compared to 5.5% in WA) and currently is below 2%. Overall the Karratha area will need between 40,000-50,000 workers by 2035 in order to sustain the resources sector and its anticipated growth. This in turn will be reflected in the demand by corporates for accommodation and in particular apartment living, which offers a greater degree of climate control. Due to Karratha’s key role with the expansion of the North West’s resources sector, the State Government has committed significant funds for the area including: • The Karratha Service Workers Accommodation project which is a $30 million development providing affordable accommodation to service workers providing essential services.
