Market overview: A stoical market The housing market is showing a remarkable stoicism given the backdrop of unmet Brexit deadlines, ‘flextensions’ and a December election. Is there a sense of Brexit fatigue, with buyers and sellers deciding to move ahead regardless? Committed buyers At 1.2%, property price growth in the year to August across England and Wales was at its highest level since April, albeit down from 2.7% a year ago and at its lowest level of annual growth at this time of year since August 2012. The Nationwide index for October indicates price growth has in effect stalled, average prices just 0.4% higher than a year ago. At close to £990,500, the average price of a prime property is currently 2.5% lower than a year ago, annual changes in prices marginal across all regions of England and Wales except London where prices are currently over 5% lower.

Recession avoided The UK economy is expected to have avoided entering recession at the current time, after higher than anticipated monthly growth in

Both the Bank of England and UK Finance report that activity in the housing market remains finely balanced. UK Finance report that remortgage activity in September hit a two-year high, the Bank of England that the value of lending remains static quarter on quarter. At 2.4% the current average mortgage interest rate is at a record low, with the Monetary Policy Committee voting to leave the base rate unchanged at 0.75%. Taxation intake rallies over Q3 The anticipated first budget by Chancellor Sajid Javid on November 6th was cancelled due to the ongoing Brexit discussions. This is untimely for a housing market that was, thanks to murmurings in the summer, expecting some changes to house building, buying and taxation. The latest figures released by the Treasury indicate that across England residential stamp duty tax intake between July and September was £2.35 billion, 0.4% higher year on year. The number of liable transactions over £1 million was at its highest quarterly total in two years. Year to date it is estimated that at £5.95 billion residential stamp duty tax intake across England is 3.9% lower than a year ago. Across Wales the Welsh Revenue Authority collected £46.6 million in residential land transaction tax during the third quarter of 2019, above the intake received a year ago, while sales volumes have remained on a par. The collection of residential property taxation was devolved to the Welsh Government in April 2018.

Close to 8,000 fewer sales have taken place across the UK in the first nine months of 2019 compared to 2018, sales volumes remaining low. However, official figures from HMRC point to an uptick during September with volumes predicted to be at their highest monthly level in nearly two years. Although sellers remain hesitant, with both the Royal Institute of Chartered Surveyors and Rightmove commenting on low stock levels, there are signs buyers are carrying on nevertheless. While listings in October were 13.5% lower year on year, sales volumes fell just 0.5% according to Rightmove, with the proportion of sales falling through at its lowest level since 2015. History tells us sales volumes stagnate in the immediate run-up to a general election; will 2019 prove any different?

August. However, the IHS Markit/CIPS monthly reports on Construction, Manufacturing and Services all indicate the economy is in balance, with indexes below 50 (50 divides growth from contraction). The wider economic landscape continues to keep consumer confidence in check despite employment levels remaining high and wages rising at double the rate of current inflation, 3.8% versus 1.7%. There is little expectation of any major change until Brexit is resolved.

Climbing mountains for homelessness This October, Fine & Country Foundation, in association with Exodus Travel Company, organised a 10-day expedition to ascend one of the most famous mountains in the world – Mount Kilimanjaro. Taking on this epic challenge were Paul Garrod of Fine & Country Englefield Green, Simon Hawkesley of Fine & Country Rugby, Charles Eddlestone, Paul Campbell, Paul Coxon and Rob Parry, members of the public with connections to a Fine & Country office or agent. Our group of six joined ten other charity trekkers to battle through rainforests, moorlands and the lunar desert, freezing conditions, altitude sickness and various injuries to scale a total of 5,895m (19,340ft) to see the incredible views from the world’s largest freestanding mountain and raise as much money as they could for The Fine & Country Foundation, which supports homelessness causes both in the UK and internationally. During their time in Tanzania, the group were also invited to visit a village in Moshi, on the southern side of Mount Kilimanjaro National Park, which is run by YAAPHA (Youth in Action Against Poverty and HIV/AIDS) – a local charity which will be receiving some of their fundraising efforts. During their time in the village they were welcomed into a particular dwelling, which was inhabited by two families, both single mothers each with two children, and all of them are living with HIV. It was very impactful for the trekkers to see first-hand how much of a difference the funds they were raising will make to improve the lives of this local community.
