Market overview: New starts September is a month of new starts for many households whether it be school, university, employment or a new home. While many get back in the groove of normal weekly routines, all eyes remain rooted on Boris Johnson, Parliament and the EU. Will the UK leave without a deal? Despite this, August was the busiest month for housing completions over the past year.¹ Cogs keep turning The average price of a property across much of the UK remains broadly static month-onmonth, as official data shows annual price growth across England and Wales moderated to less than 1% in June, its lowest level since April 2012 (UK HPI). The cogs of the housing market are however still turning, as first-time buyers and needs-based purchasers – those moving for family or personal reasons – continue to transact. Over half a million residential transactions took place across the UK in the first half of 2019; on a seasonally adjusted basis sales volumes were just 1.6% lower than a year ago.

Treading carefully At 3.9%, wage growth continues to outstrip inflation (1.9%), positive news for household finances. However, the UK economy contracted by 0.2% between April and June and, following an uptick in July, GfK report that

Many commentators assert that no-deal represents the worst-case scenario for the housing market, KPMG predicting property prices could fall by around 6% in 2020 if such a scenario occurred. A more orderly and measured departure from the EU would inject much-needed certainty into the market. While affordability constraints in many areas will continue to impact property price growth, it is likely activity levels – valuations, viewings and sales – will increase thanks to heightened confidence in the market. The UK’S prime markets At just under £1 million, the average price of prime property across England and Wales is currently 2.8% lower than a year ago, the 11th consecutive month of negative price growth. In London the price of prime property is some 5% lower, while price movement remains positive in prime markets across the East and West Midlands. A 6% fall in the average price of a prime property would equate to close to £60,000, whereas based on the average price of a prime property in London (£2.2 million), the fall would equate to over £130,000. Across six regions of England and Wales, the price threshold for prime property is below £500,000. Since starting in office, Mr Johnson has mooted an overhaul of stamp duty taxation, including a 0% levy on all property priced up to £500k and a reversal of the 2014 hike from 7% to 12% on homes over £1.5 million. Over the past year two-thirds of all sales exceeding this threshold have been in Greater London, half of which have occurred in the prestigious boroughs of Kensington and Chelsea and the City of Westminster.

The summer months typically see a lull in new instructions and new buyer enquiries. However, this year many buyers are hoping to complete deals before the October 31st Brexit deadline. The Royal Institute of Chartered Surveyors and the National Association of Estate Agents (NAEA) both report an uptick in buyer demand over the summer. Over 95,000 mortgages were agreed by high street lenders in July, the highest level in a decade according to UK Finance. Meanwhile, the number of properties going ‘sold subject to contract’ in the four weeks to the middle of August was at the highest level since 2015 (Rightmove).

SASH, based in East and North Yorkshire, were given £1,000 for their project, Nightstop, in spring 2019. Nightstop provides emergency accommodation for young people aged 16 to 25 while the SASH team seeks a more permanent solution. Nightstop’s emergency accommodation is provided by members of the local community who have a spare room and a warm heart. They are given full checks and training to ensure they have the facilities and ability to support a young person for up to two weeks. The Fine & Country Foundation grant programme has seen hundreds of applications flood in every March and October.
