Are You Salty?

I started my buffing days during my childhood at approximately 10 or 11 years of age. I would monitor my crystal scanner and when I heard a call that was in my neighborhood, I’d race to the address on my bicycle, many times beating the rigs to the scene. I remember the excitement I experienced watching the local heroes go to work. I’d stare at the firefighters with a smile as they emerged victorious from the taxpayer that was no longer on fire. I remember the smiles, the waves, and occasional comments I received from my heroes, who eventually got to know me. What I remember most was the soot covered and burned helmets and gear of the firefighters. To this day, I remember the dirty, sweaty faces of firefighters standing by their rigs as they lit up a cigarette and enjoyed a cup of coffee that was provided by the Salvation Army, who also responded to every working fire. Yes, I soon learned that my vision was a sign of greatness.

Later in life, I became a firefighter in my local community on Long Island. When I received my new gear and shiny helmet, I couldn’t wait to fight my first fire, so that my gear didn’t stand out like a sore spot amongst the other members of my company. It didn’t take long for my wife and kids to cover their noses as I walked into my home, wreaking of the smells from my childhood dream.

Several years ago, we realized that the toxins that firefighters were carrying home with them were carcinogenic. We realized that the toxic soot from the exhaust of our trucks, covered the walls of the firehouse and our gear.

We realized that dirty gear and helmets were putting us at risk for cancer. We also found out that SCBA should be worn during overhaul and until you exit the fire building.

As responders, we must have yearly training about hazardous materials and bloodborne pathogens. I took my first hazmat and blood-borne refresher course approximately 25 years ago. It didn’t take long for all of us to pay serious attention to the lessons learned when we operated at calls where blood and body fluids were present — calls like motor vehicle accidents. However, we still liked that burned, dirty and smelly look from fighting fires. Guess what? The old salty look is out of style because we now realize that the toxins we carry back to the firehouse and to our homes are making us sick.

In the 2018, the first issue, of the FDNY’s WNYF, there is a terrific article written by Deputy Chief Joseph M. Jardin addressing the national efforts on cancer issues in the fire service. Chief Jardin points out that the IAFF, the IAFC, the NFPA, the National Fallen Firefighter Foundation, the Firefighter Cancer

Support Network and the Illinois Fire Service Institute are concentrating on cancer in the fire service. He also discusses the proactive plan that the FDNY has put in place to reduce the risk of cancer.

I urge you to visit the websites of these groups to learn what you can do to reduce the risk of cancer. Your department should – or rather must – put a plan into effect that will change the mindset of the past. Remember “Clean is the New Salty!”

Don’t put yourself in the position of having to look back at possible mistakes you made that may have caused you to have cancer. ... Dennis

DVFA Year: September marks the end of the DVFA year. It is when we hold our annual conference, when we honor our people and when we change our officers. We hope you will take the time to attend the conference and don’t miss the two premiere events, the Opening Ceremony on Thursday and the Memorial Service on Friday. We also have two special seminars with outside speakers: “I Can See Color Again,” a seminar on PTSD and suicide; and “Breaking Barriers,” a seminar on recruitment and retention. Also, this year will be very special as we dedicate our new Fallen Firefighter’s Memorial. We hope you all can make it.

Conference 2018: By the time you read this article, the conference will be just ready to start or already started. This year we have some old favorites and some new things for you. We have plenty of exhibitors, some new and some repeats, with both inside and outdoor displays.

Please take the time to visit our vendors and see what they have to offer. Our “Meet Your Host” affair has moved back to Fire and Ice on the casino floor. The opening ceremony on Thursday morning will have the” Annual Year in Review” video. Thursday night is the fun filled Ladies Hospitality event and the annual Chiefs Meeting. The Friday Memorial Service will prove to be as poignant and reflective as

by Richard T. Perillo, President, DVFA After attending the Maryland State Fireman’s Conference, I sat on the balcony of a friend’s condo in Ocean City, Maryland, looking out at the ocean. I’ve just finished reading the News Journal including the obituaries, which I read every day. The deceased deserve respect too.

As I read the obituaries something came to mind. Is our Fire Service the next casualty we may be reading about?

While I do not believe every volunteer/combination fire company will become a casualty at this moment, it could be the end for some, and it will ultimately impact all of us. What will happen then? Who will fill this gap? The next due-company? If so, for how long? How

long will the next-due-company continue to sustain the shortcomings while simultaneously continuing to provide the service the residents in their own district deserve and expect?

Would this “death” awaken our state, county and local government? How about our residents and our membership?

Many think we can afford this all-out disastrous public safety funeral service. Look at what we have; new buildings, new equipment and, yes, even employees. We have expensive pieces of apparatus to serve the people and communities within the great State of Delaware. We have that building to house our apparatus and equipment just as you have a garage for your automobile or personal belongings. You paid a lot for it, so you want to protect it, as do we.

We have career staff because you don’t want to, or are unable to, volunteer.

Volunteerism is dying, and in some instances, it is already dead for many companies.

by Lynn Warner, President LADVFA As my year as LADVFA President comes to an end, I realize that the past two years have been a memorable journey. It has been a great experience that I will never forget. First, I would like to thank all of you for your support last year as I did my best to honor and represent President Lois Pearson, the Greenwood Fire Company, Sussex County, and her family. I traveled 6,494 miles and met a lot of nice people.

Again, this year, you were there to support me as I went through my illness. Thank you all for the cards, flowers, and phone calls. Thank you to all the auxiliaries and fire companies for all the invitations to your banquets and celebrations. It was my pleasure to attend and to get to

know you. This year I traveled 4,619 miles.

It was my honor to represent all the auxiliaries in Delaware. You work very hard to support your fire companies and communities while holding down full-time jobs and raising families. A special thanks to my officers 1st VicePresident Penny Gentry, 2nd Vice-President Karen Workman, Secretary Karen Barlow, Assistant Secretary Jackie Guzzo, Treasurer Kim Figgs, and Assistant Treasurer Ginni Tice.

Also, thanks to Parliamentarian Barbara Lewis and Chaplain Patsy Boys. Thanks to each one of you for your support and friendship and taking over for me during my illness.

To the past presidents and county presidents thank you for your support and advice. Finally, thanks to all my committees. You did a great job! A special thanks to Jackie Guzzo for being my traveling companion.

Back to the funeral service we all could be attending. Are we now going to become paid departments? If so, from where will this funding come? Will this funding come from our state and county governments? Will there be mandated regulations attached to these funds?

Will mergers or consolidations of existing fire companies be part of the new plan to save this service?

To each of you who, continue to volunteer and to those that have volunteered in the past, thank you for your service. To my fellow residents, in lieu of flowers, be prepared to pay higher taxes for the services you once received for free.

Ladies and gentlemen, I do not have a crystal ball, therefore I am unable to predict the future of our fire service. What I do know is that we do not have the influx of volunteers we have been accustomed to in the past. This worries me, as I’m sure it worries you.

Townsend Assists Clayton at Brush Fire

Townsend 26-1 was alerted to assist Station 45 with a brush fire on Oak Hill School Road on April 23, 2018. Unit 26-1 arrived and was directed by Clayton command to address a large pile of brush and assist in the woodline with hot spots. Tanker 26 was requested for water supply. Tanker 26 filled two of Clayton’s engines and 26-1 before all units cleared the scene. Units operated for about 45 minutes under the direction of Lieutenant Bryan Johnson.

Lightning Striking Again ‌ On August 2, 2018, the Harrington Fire Company responded to a field fire in the 200 Block of Brownsville Road at the Delaware/Maryland line. Firefighters arrived and found a small area of the field on fire as a result of a lighting strike. The fire was quickly extinguished. Deputy Chief Kenny Brode was OIC. - Submitted by Earl Brode

Long Junk Yard Fire

Minquas Fire Company responded to Old Airport Road for a junkyard fire. Cars were stored three high and 50 long in many rows. Crews from across New Castle County operated overnight to control the blaze.

Millville Responds to Sussex County House Fire On May 11, 2018, the Millville Volunteer Fire Company responded to a house fire on Alabama Avenue in Plantation Park. The fire was quickly extinguished by Millville with the assistance of Roxana, Bethany Beach and Frankford.

Christiana, Mutual Aid Handle Townhouse Fire

On June 22, 2018, Christiana, along with and mutual aid units, were dispatched to Denny Circle in the Brookfield Townhouse community for a residential structure fire. RE12 and L12 arrived to a two-story, middle-of-the-row townhouse with smoke showing from the Charlie side. RE12’s crew deployed a line through the front door and exited to the rear deck where they found fire extending from the deck up the siding and into the second floor and attic. After knocking down the fire on the exterior, RE12 proceeded to the second floor where L12 had completed a primary search and was opening the ceiling to reveal fire in the attic.

SQ14 stretched a second handline to the second floor. E9 stretched a third handline to the Charlie side to complete extinguishment.

Christiana Assists Aetna

On July 22, 2018, four minutes after the last CFC unit cleared a fire in a storage yard with 200 vehicles on fire in Minquas’ fire district, Christiana was alerted to assist Aetna at Brewster’s Ice Cream on Capital Trail in Newark for a building fire.

E9 arrived on scene and reported smoke showing. RE12 and L12 responded and assisted with fire suppression and overhaul.

There was heavy damage to the interior of the store.

Christiana Assists at Structure Fire On August 16, 2018, Engine 6, Engine 12 and Ladder 12 responded to assist the Delaware City Fire Company with a residential structure fire on Hamilton Street in Delaware City. Captain 12 reported fire showing from an attached garage. E15 and 39-6 initiated the fire attack, while E12 and L12 assisted with extinguishment, searches and ventilation. E6 was the fourth engine and stood by a hydrant. The fire was contained to the garage, kitchen, hallway and attic areas. Christiana units cleared at 0045.

Wilmington Apartment Fire On July 14, 2018, Wilmington firefighters on the B Platoon were alerted for a multi-residential structure fire on South Broom Street. Battalion Chief Michael Schaal reported heavy smoke showing from a three-story apartment building over a convenience store. Arriving engine companies quickly deployed lines and began an aggressive interior attack on the first-floor apartment fire. Additional crews from Squad 4 and Ladder 2 simultaneously searched. Crews were able to contain the fire to the apartment of origin. Also responding were Engine 6, Engine 1, Engine 5, Skyboom 2, Ladder 1, Battalion 1, Battalion 2, Battalion 12, FM-18, St. Francis EMS, New Castle County Medics, Wilmington Licenses & Inspections, and DP&L. - Submitted by John M. Vacant Residence Goes in Wilmington On July 25, 2018, Wilmington firefighters on the A Platoon were alerted for a residential structure fire on Pleasant Street. The incident commander, Battalion Chief Dennis Kirlin, arrived to find smoke coming from an apparently vacant, two-story, middle-of-therow residence. Crews from Engine 1 stretched a line to the front, while crews from Engine 6 and Ladder 2 made access to the rear. Crews cleared the residence finding no occupants inside. Also responding were: Squad 4, Engine 5, Engine 2, Battalion-1, Battalion-2, Deputy-2, Deputy-5, F9, FM-11, FM-13, FM-12, FM14, FM-18, St. Francis EMS, New Castle County Medics, Wilmington Licenses & Inspections, Delmarva Power, and the Delaware State Fire Marshal's Office (K9 Unit).

3 Displaced by Wilmington Blaze On July 10, 2018, Wilmington firefighters on the B Platoon were alerted for a multi-residential structure fire on West 2nd Street.

Engine 6 arrived and Lieutenant Michael Bush reported fire from the roof area. Engine 6’s crew immediately began an interior attack, finding heavy fire in a rear bedroom of a second-floor apartment.

Additional crews from Squad 4 and Ladder 1 searched. Crews were able to contain the fire to the room of origin with some extension to the attic and roof. Crew did find additional extension to the attic of an exposure building. The incident commander was Battalion Chief Richard Danner. Three people received assistance from the American Red Cross. The Wilmington Fire Marshal’s Office investigated and Wilmington Licenses and Inspection determined the apartment of origin to be uninhabitable. The following units also responded: Skyboom 2, Engine 5, Battalion 1, Battalion 2, Deputy 2, F-9, FM-18, FM-14, St. Francis EMS, New Castle County Medics, and DP&L. - Submitted by John M. Looney

Early Morning Apartment Fire in Wilmington On August 27, 2018, just after 0600, Wilmington firefighters on the A Platoon were alerted to a residential structure fire on West 7th Street. Units were initially dispatched to the 800 block of North Monroe Street, but found the fire on West 7th.

Units arrived to fire coming from the second floor front of an end-of-the-row house that had been converted into apartments. Crews from Engine 1 and Engine 6 quickly stretched lines and were able to contain the fire to the area of origin.

Crews from Ladder 2 and Squad 4 conducted searches. The scene was placed under control at 0626 by the Incident Commander, Battalion Chief Richard Danner.

Commercial Building Fire in Clayton On July 5, 2018, Station 45, along with Stations 43, 44 and 51, and Ambulance 64 were dispatched for the commercial structure fire on West Duck Creek Road at Hanover Foods.

Engine 45-2 secured a water supply and stretched 250 feet of 1-3/4 inch line, encountering smoke in the processing room with an active fire in a storage room deep in the building. Quint 45 arrived and split its crew, with half performing the primary search and the other going to the roof along with the crew from Engine 44-3. The fire was contained to the storage room.

Chief Lightcap had command. Responding were Command 45, Engines 45-2, 45-3, 44-3, 44-4, 51-2, Quint 45, Rescue's 45, 43 and 51, Brush 45, Utility 45, B-64, KM6, FM15 (Sipple).

Car Fire at the Barlow Branch Bridge Townsend Fire Company Station 26 was dispatched for a car fire located at Barlow’s Branch Bridge on Route 1 on August 18, 2018. Squad 26 responded with a crew of five to find a vehicle off the road, which had crashed and caught fire. The crew from Squad 26 suppressed the fire.

Tanker 26 and Engine 44 assisted and then were released by command.

Extrication in Clayton

On May 29, 2018, Station 45 along with Ambulance 64 and KM6 were dispatch for an MVC with a vehicle overturned. Crews stabilized the vehicle, stretched a line and completed extrication through the passenger’s door. The occupant was transported to Bay Health in Dover on KM6.

Entrapment and More for Harrington On August 13, 2018, the Harrington Fire Company, Kent County EMS and Delaware State Police Aviation were dispatched for an MVC with entrapment on South DuPont Highway, south of the Delaware State Fairgrounds. Captain Ralph Tucker confirmed a single vehicle into the woods with heavy entrapment and requested a rescue assist out of Farmington Fire Company (Station 47). The only person in the car was extricated and transported to Nanticoke Memorial Hospital in Seaford by ambulance. The helicopter dropped off a paramedic who, along with a paramedic from Kent County EMS, accompanied the patient. While operating at the scene, Rescue 47 was released and responded to Reese Avenue in Harrington for a CPR in progress; they were assisted by Houston Fire Company EMS. - Submitted by Earl Brode

On August 15, 2018, Five Points Fire Company members again traveled to the old General Motors facility for training. About a dozen members trained on using high-rise packs, connecting to standpipes and hose box fittings, stretching handlines down hallways, and more. Crews also practiced advancing 300 feet of 2-1/2 inch line into the manufacturing area. The company would like to thank the area’s owners — Harvey, Hanna and Associates — for the use of the facility.

DSFS Hosts Second Annual Camp Fury Delaware

For the second year in a row, the State Fire School held Camp Fury Delaware, an emergency services summer camp, designed to promote young women in the various fields of Fire, EMS, Police, HazMat, Rescue and Emergency Management. This year, the camp added another day and a two-night stay over at DSFS. Representation by women from all areas of Emergency Services in the state were present, along with special visits by female representatives the Delaware State Police Mounted Patrol Unit, DEMA and FEMA. They also had a visit from Lisa Blunt Rochester for the second time.

The 55 campers were involved in various fire-related activities, from hoses and hydrants, to fire extinguishers, and climbing Cheswold Fire Company’s ladder tower. Other activities included some from EMS such as First Aid and hands-only CPR, and from the police such as a

Police K9 demonstration and a Department of Corrections course that included handcuffing. Campers also got to trouble shoot with a Hazardous Materials scenario followed by running a decontamination station with Little Creek Fire Company’s Decon Unit. Camp Fury Delaware also included some fun activities, like a bucket brigade challenge and “Lunch & Learning” during the day, and night activities of S’mores and a movie.

A special thanks goes out to DEMA, DPC Emergency Equipment, the Fire Store, Smyrna Legion Ambulance, the Talleyville Fire Company, Wildflower Photography, the Wawa Foundation, Royal Farms, and Mission BBQ of Dover, who graciously awarded grants, donated funds, items or services, or provided discounts on food for campers this year.

A Taste of the Fire Service On July 13, 2018, U.S. Senator Chris Coons brought a large group of his staff to the Delaware State Fire School to gain an appreciation for what firefighters do.

They were issued gear and participated in a rappel, a flammable liquids fire, and a structure fire burn. Along with staff from the fire school, the Cheswold Volunteer Fire Company, Hartly Volunteer Fire Company, and Leipsic Volunteer Fire Company all provided apparatus and personnel to assist.

Although it was very hot and humid, everyone toughed it out and completed the tasks at hand. We always thank the legislators and staff for taking time to come out to help understand the hazards and the obstacles that the state’s fire and rescue services handle regularly.

Delaware State Fire School Kicks off Fire Prevention Week

Again this year, the Delaware State Fire School participated in the Delaware State Fair and, again, had a booth in the Delaware Building for the entire 10 days of the fair. The Fire School also participated in the evening parades with the Fire School Fire Safety Van featuring Firefighter Ed. U. Cator and Sparky. Banners wrapped the float promoting “Look, Listen and Learn,” the theme

of this year’s Fire Prevention Week Activities. Information from the National Fire Protection Association was available to visitors.

Sparky and Firefighter Ed U. Cator were very popular with the crowd as well and YooDee (the University of Delaware Mascot) who also stopped by for a visit.

DSFS Assistance to Firefighters Grant

Spearheaded by Senior Instructor Tucker Dempsey, the Delaware State Fire School was again awarded an Assistance to Firefighters Grant from the U.S. Fire Administration for upgrades and enhancements to Fire School Programs. The announcement took place on August 3, 2018, with a press conference at the Fire School, with US Senator Tom Carper in attendance.

This year’s grant included the following: 40 Sets of new instructor gear with SCBA Masks ($107,000); two battery-operated Jaws of Life

($18,000); rescue struts and enhancements ($25,000); eight EMS interactive training manikins ($191,000); 21 computers for Computer Lab ($28,500); three digital fire extinguisher simulators ($54,000); and a gas meter simulator ($11,000).

The Fire School sincerely appreciates the supports the government support that we receive and will continue to work diligently to provide the most state-of-the-art training possible.

Police Night Out Events Smoke Alarm Education Works Prove to be Popular

Across Delmarva in the late summer many local police departments organize “Night Out” events to increase their interaction with their communities. The events seem to be better attended each year. The Fire School was invited to Dagsboro, as well as Greenwood and Seaford during Night Out events this year.

Approximately three years ago the Department of Justice approached the Delaware Volunteer Firefighters Association regarding funding for smoke alarm installation in low income neighborhoods across the State.

Funds were directed to the DVFA to be used by the Wake Up Delaware committee to purchase and encourage the installation of smoke alarms.

In early July the Gumboro Volunteer Fire Co. received an allotment of smoke alarms and established a program to inspect, install and educate residents of the Carey’s Camp area about them. According to Company President George Wilkerson 47 smoke alarms were installed.

On August 4, 2018, at 0447, Sussex Emergency Operations alerted Gumboro VFC for a mobile home fire on Carey’s Drive. Engine 79-1 responded with Capt. Josh Baker as officer.

While en route further information received by dispatch resulted in the alarm being upgraded to a working fire with Millsboro and Dagsboro being alerted along with Sussex EMS. Crews found a fire in the kitchen and quickly extinguished it with minimal damage.

Speaking with the residents, it was found that food was being prepared for a church event later in the day. A fire started with all residents but one still in bed. The smoke alarm, which was installed by Gumboro members, alerted the residents of the fire and they were able to safely escape.

Reports were that it was doubtful that without the new smoke alarms the fire would have been contained with such minimal damage and the residents would have been able to escape the fire.

Congratulations to the Wake Up Delaware Committee and the Gumboro Vol. Fire Co. on a job well done.

DSFS Promotes Campus Fire Safety

Throughout August, the Delaware State Fire School was very busy working with Delaware universities promoting fire safety among its students. Training for resident assistants at Wesley College took place, at their campus on August 8. 2018, with 35 students present to learn about fire extinguisher usage, escape planning, kitchen fire safety and infectious diseases. On August 15, Delaware State University had 62 resident assistants visit the Fire School. The students followed the same program with the addition of practicing escape in the SCBA building.

Additional programs are planned in August at the University of Delaware and Goldey-Beacom College.

The Emergency Medical Services Division recognized several individuals at a Department of Public Safety Awards Ceremony held on May 8, 2018. The event recognized superior performance and significant accomplishments during the second half of calendar year 2017.

NCCoEMS Hosting Info Sessions for New Paramedic Academy Class The Emergency Medical Services (EMS) Division, of the New Castle County Department of Public Safety, will be hosting information sessions for individuals interested in applying for a career as a paramedic.

Information sessions will be held on eight different dates, to include Wednesday evenings and Saturday mornings, through October 6th. The sessions will be held at the Public Safety Headquarters facility, 3601 North DuPont Highway, New Castle. Dates of the sessions are as follows: Wednesday, September 12, 2018 at 1900; Saturday, September 22 at 1000; Wednesday, September 26 at 1900; and Saturday, October 6 at 1000.

Pre-registration is not required to attend, and individuals may still file an application without attending the information session.

New Castle County is currently accepting applications from individuals interested in entry-level opportunities as paramedics. Selected candidates will be employed as full-time employees by the New Castle County Government and enrolled in a paramedic training program. Selected candidates will be required to sign a (5) year service obligation contract.

“The information sessions are an excellent opportunity for individuals

interested in becoming a paramedic to learn about the position and the applicant selection processes,” said Chief Lawrence E. Fatality at Concord Pike MVC-Fire On July 16, 2018, at 0329, the New Castle County Paramedics were dispatched to a report of an MVC with a subject trapped and the vehicle on fire on Concord Pike at Rocky Run Parkway. County paramedics and fire department personnel arrived to find a single vehicle crash with a vehicle fully involved after apparently striking a tree. Emergency responders also noted the engine block and transmission were separated from the vehicle as a result of the crash. One person was pronounced dead at the scene.

2 Injured at Delaware City MVC

July 24, 2018, the New Castle County Paramedics were dispatched to the area of Wrangle Hill Road at Clarks Corner Road near Delaware City for an MVC. Initial reports to the 911 center indicated a subject ejected. County paramedics and fire department personnel arrived to find a two-vehicle collision with two patients. Both were transported with county paramedics, with one patient requiring a trauma alert.

1 Injured in Linden Hill Rd. MVC On July 29, 2018, the New Castle County Paramedics were dispatched to an MVC with a report of a subject trapped on Linden Hill Road at Skyline Drive. County paramedics transported the patient to the Christiana Hospital and activated a trauma alert during the transport.

The Medic Assist program provides an overview of the equipment carried by the New Castle County Paramedics, the

layout of the county paramedic vehicles, and how BLS providers can assist the paramedics during emergency responses. The program is approved for two hours of BLS continuing education credit by the state Office of Emergency Medical Services.

NCCEMS to Hold 3rd Delaware Resuscitation Academy Program New Castle County EMS will be holding the Third Annual Delaware Resuscitation Academy Program on October 23-24, 2018 at the Embassy Suites, 654 South College Avenue in Newark. Reservations to attend the program should be submitted by October 13, 2018.

The mission of the Resuscitation Academy is to improve survival from sudden cardiac arrest through a fellowship program designed for EMS providers, managers, directors, service chiefs and EMS medical directors. Previous Resuscitation Academy programs have also had participation from hospital emergency department staff to facilitate the transfer of care with continuity of the initiatives taught in the program.

"New Castle County has realized continued improvement in survival from out-of-hospital sudden cardiac arrest," said Chief Lawrence E. Tan of the New Castle County Paramedics. "The Delaware Resuscitation Academy has been one of the elements contributing to the trend of continuous improvement."

The Resuscitation Academy focuses on the science of CPR with practical application of high-performance CPR. The program provides initiatives that have been proven to improve survival rates in other jurisdictions. New Castle County EMS has partnered with the Seattle, Washington and Howard County, Maryland Resuscitation Academies in their effort to bring the program to Delaware. Participation in the program has been approved for 12 hours of EMS continuing education credit at the ALS and BLS level by the Delaware Office of Emergency Medical Services.

Individuals and organizations wishing to attend the 2018 Delaware Resuscitation Academy should submit their request to Captain Dawn E. Gulezian via e-mail: DGulezian@nccde.org and include the following information: Name and title of each attendee; phone number and e-mail for each attendee; names of alternate; and any additional questions regarding the Delaware Resuscitation Academy This year will include an optional "Train the Trainer" module on the afternoon of the second day. The "Train the Trainer" module will provide the tools and training for participations to teach high-performance CPR to their agencies. The Delaware Resuscitation Academy provides information regarding the science of CPR with techniques, such as high-performance CPR, that have resulted in increased survival rates from out-of-hospital sudden cardiac arrest. The program includes use of manikins that provide electronic feedback regarding participant performance on the rate and depth of chest compressions, and the length of any pauses in delivery of compressions.

Sussex Co. EMS at Maryland Industrial Pin On July 28, 2018, Sussex County EMS Medic 107 (Bridgeville) was dispatched to assist Federalsburg Station 100 with an industrial accident at the Frank M. Adams Industrial Park in Federalsburg (MD).

Units arrived to find a male trapped from the waist down beneath three 50-foot 12- x 12-inch steel I-beams with additional Ibeams below him. Command 100 requested aviation, an additional ALS unit from Sussex County, as well as the Sussex County Technical Rescue Team. Upon the arrival of crews from Station 100, the I-beams were stabilized with cribbing and lifting bags were put into place. The man was extricated onto a backboard and placed into Dorchester County Paramedic 200 for transport to the LZ with the assistance of Sussex County Medic 110 and EMS 200. The man suffered severe injuries and was transferred to Maryland State Police Aviation Trooper 4 for transportation to Shock Trauma in Baltimore (MD).

Cheswold, Kent Co. SpecOps Place Drones in Service Cheswold/Kent County Special Operations have purchased two drones to use in emergency response. The first is a DJI Phantom 4 Pro with photo/video capability and was used right after it arrived to assess damage from a piece of construction equipment that fell into a house.

The second drone is a DJI Matrice 210 with photo/video with zoom as well as thermal imaging, which it can operate simultaneously.

Gas Leak as Vehicle Strikes House On the morning of August 1, 2018, Engine 17 was dispatched for a vehicleinto-house call on the unit block of East Summit Avenue. The crew of E-17 determined the gas meter had been sheared off, established a supply line and stretched a hand line. Command called a full assignment bringing E-23, E-30, E-28, L-16, L-21 and R-14. Delmarva Power arrived and was able to control the leak allowing firefighters to determine all residences were clear of gas.

Units were on scene for about an hour before clearing. New Castle County building inspectors declared the house unsafe due to damage.

Obituaries

Christiana’s Lawrence H. Duhadaway, Jr. On Monday, July 16, 2018, the Christiana Fire Company suffered the loss of a company icon. Lawrence ‘Larry’ Duhadaway, Jr., passed away at the age of 70. Larry was born on July 20, 1947, in Wilmington to Larry, Sr., and Aileen Duhadaway. He attended the Christiana High School and after graduation he enlisted in the US Army in which he served from 196668, including a tour in Vietnam.

Larry’s career included service as a welder for JJID Construction, Transportation Director at AI Dupont Children’s Hospital, as a Dispatcher for the Delaware State Police, and as the Chief Engineer for the Wilmington Fire Department.

Other than his family, Larry’s true love was the Christiana Fire Company where he served for over 51 years. He held the offices of Director, Assistant Engineer and Chief Engineer. He also served as a Fire Police Officer. In 1990, Larry gathered a group of members and initiated a “Help us Help You”

fundraising campaign which would take place on Black Friday.

The members went to area shopping centers with apparatus and did boot drives. This program continues today and has raised significant funds for the fire company. In 1994, the fire company awarded Larry the CFC “Recognition Award” for developing the Black Friday Program.

Larry’s personality, his ability as a firefighter, and his total commitment to the Christiana Fire Company had him held in high esteem, even with the younger members of the present time. He was a “tell it like it is” person who was tenacious, but never mean. If Larry gave you his word, it was an unbreakable bond.

Anytime his name was mentioned in fire service circles, people smiled. That’s a nice legacy.

The Christiana Fire Company’s antique 1927 American Lafrance was his personal mission. Along with Chief Emeritus Jim McCall and others, Larry restored the engine and maintained it. He made certain that it represented Christiana at many parades and musters, and he brought home trophies which heralded his

accomplishment. He took his last ride on that antique on the day of his funeral, which was also the day of his birth 71 years earlier. His son and grandsons accompanied him on that ride through the village of Christiana which was always home to Larry.

He leaves behind his son, Larry, himself a fire service leader, his daughter, Kelly and four wonderful grandchildren who live in his heart.

Madison, Matthew, Koryn and Shane, brightened his spirits until his last day on earth.

The most important person in Larry’s life and the one who travelled life’s paths with him was his best friend and his strength, his wife, Libby. A person need only be around them for a few minutes to know the bond that existed between these two wonderful people.

Larry’s death has left a void in his family that will never be filled. His death has left a void in the Christiana Fire Company, as well.

But all of us can go forward knowing that our lives were touched by this good man and that he indeed made the world a better place by the way he lived.

NFFF SARBANES SCHOLARSHIPS AWARDED TO 80 RECIPIENTS

Since 1997, the National Fallen Firefighters Foundation’s (NFFF) Sarbanes Scholarship Programs have offered the loved ones of the fallen financial assistance to help them fulfill their educational dreams.

Recently, the National Fallen Firefighters Foundation and its partners awarded $338, 921 in scholarship money to 71 children, five stepchildren and four spouses of fallen firefighters for the 2018-19 academic year.

Of the 80 recipients, 47 previously received scholarships and 33 are new awardees. They represent 23 different states and will attend institutions in 29 different states and one Canadian province. Awardees will prepare for careers ranging from Social Work to Civil Engineering as well as Fire

Science.

The Motorola Foundation generously awarded $243,600 to 78 recipients; ICMA-RC awarded $24,500 to 14 individuals; Global Health & Safety awarded three $2,000 scholarships and three $1,500 scholarships for a total of $10,500; National Association of State Fire Marshal's awarded ten $1,000 scholarships for a total of $10,000; Engine Company 5 Foundation awarded two David J. Edwards Memorial Scholarships in the amount of $500 each, two Terry Manning Memorial Scholarships in the amount of $500 each, and one Engine Company 5 Scholarship for $500 for a total of $2,500. The NFFF presented two recipients with inaugural Alan Patrick Sondej Memorial Scholarships in the amount of $47,821. Scholarships may be used for study at in-state or out-of-state public and private schools. To be eligible, children and stepchildren must be under age 30 presently and have been under age 22 at the time of their firefighter's death. All applicants must have a high school diploma or equivalency or must be in their final year of high school.

2018 NFFF MEMORIAL WEEKEND

The 2018 National Fallen Firefighters Memorial Weekend will be held October 6 and 7, 2018, in Emmitsburg, Maryland. For the second year, landmarks across the county will glow in respect to the fallen and their families for Light the Night for Fallen Firefighters. This nation-wide lighting is sponsored by the NFFF, as part of the weekend in which we will be honoring 103 fallen heroes.

FDSOA ANNOUNCES NEW SAFETY FORUM SCHOLARSHIP The Fire Department Safety Officers Association is pleased to introduce the FDSOA Safety Forum Scholarship, sponsored by Dave Dodson, fire service author, lecturer and trainer.

The FDSOA Safety Forum Scholarship includes registration to the Safety Forum, one pre-Forum seminar (Incident Safety Officer or Health Safety Officer), airfare or mileage, and lodging.

Dodson proposed the scholarship program to create a way to introduce new safety officers to the educational opportunities at the FDSOA Safety Forum.

“I’ve been very fortunate in my fire service life and feel it is time to pay it forward,” said Dodson.

“Many individuals have influenced and assisted me along the way, so now it is my turn to assist others.”

Dodson is a 40-year fire service veteran, serving up to the position of Battalion Chief. His Art of Reading Smoke class has been presented to over 70,000 firefighters in the USA and Canada. He recently completed a ground-breaking project with John Mittendorf - The Art of Reading Buildings (Fire Engineering Books and Video). Dave’s best-seller, Fire Department Incident Safety Officer the updated 3rd edition released in 2015.

Dodson is a charter member of FDSOA and served on the founding Board of Directors as Vice President. He became President in 1992. In 2017, he was presented with the first annual Lifetime Service Award by the FDSOA Board of Directors.

Criteria for the scholarship application includes current uniformed member with a minimum two years’ experience in a fire or emergency services organization and never attended an FDSOA Safety Forum in the past or in the past five years.

Department approval for attendance must accompany the application. The 2019 FDSOA Safety Forum will be held January 23-24 at the Wyndham Orlando Resort I-Drive, Orlando, Florida. Prior to the Safety Forum, the two-day Incident Safety Officer Academy and the Health & Safety Officer Academy will be held on January 21-22.

Concurrently, the FDSOA Apparatus Specification and Maintenance Symposium is January 2123, 2019. Pre-conference programs are scheduled for Sunday, January 20th and a new post-conference, hands-on aerial maintenance program is scheduled for Wednesday, January 23rd.

Harrington Attends Shorebird Game On August 18, 2018, several members of the Harrington Fire Company, along with their families, went to a Delmarva Shorebirds game. The members were treated to great food, and great ball game and fireworks after the game.

Ambulance Re-Chassis In March, the Five Points Fire Company, sent out Ambulance 17 to have a new chassis installed by VCI Emergency Vehicles.

By reusing our original patient compartment box, the company was able to save money and get the unit back in service faster.

A-17 was placed back in service on August 12, 2018, with a 2018 Ford 550, 4x4 chassis and a new power loading stretcher system, along with several other updates.

Christiana Honors Patricia McCall

Christiana Fire Company Ladies Auxiliary President Patricia McCall was celebrated for her 60 years of service at the April New Castle County Ladies Auxiliary Meeting held in the Memorial Hall at Christiana Fire Company. Pat was also recognized for her 25 years as Ladies Auxiliary President. Pat’s family was also in attendance, which brought a bright smile and great pride to Pat. Pat,

along with many of the Ladies Auxiliary members with the help of dedicated men who have helped over the years, served dinner for the meeting. Christiana Fire Company Members also attended to honor the Ladies Auxiliary and helped serve the guests.

On July 1, 2018, the Felton fire Company held its annual appreciation event. This year’s event was changed to a less formal event scheduled to be held at Killens Pond State Park but moved back to Felton’s station due to an excessive heat warning. Members enjoyed a meal catered by Steve’s Pit Crew, music provided by DJ Jen Tunis, a bouncy house provided by Backyard Bouncers, and homemade ice cream. In addition to the food and entertainment the following awards were presented: 50-year Life Member: Larry Sipple; and 25-year Life Members: Todd Hannah, Adam Jarrell and Randy Thompson.

Youngster’s Lemonade Fundraiser

President Seador and members of Aetna had the opportunity to meet with Willow Hodge, the young lady from Cherry Hill who decided to run a lemonade stand to help raise money for Aetna’s capital campaign to purchase a new fire engine. In about seven hours she raised just over $200 - that’s a lot of lemonade! Beyond that, Willow should be commended for her willingness to get

involved in the community and support her local fire and EMS services. Assistant Chief Sands presented her with an Aetna T-shirt, hat and a Chief’s challenge coin. Willow’s actions epitomize Aetna’s motto of Service for Others and we are very grateful for her efforts!

Clayton MVC with Entrapment

On the morning of August 2, 2018, Station 45 along with Ambulance 64, KM6, KM5 and Trooper 4 were alerted for the MVC with a subject trapped at Oak Hill School and Salter Roads.

Units arrived to find a single vehicle into a tree with the driver heavily pinned. Rescue 45 and 45-3 went to work stabilizing the vehicle and working on extrication. Crews took just over 20 minutes to complete the extrication. Deputy Chief Alex Carrow had the command. The victim was transported by Ambulance 64 to an LZ where he was transported to CER by Trooper 4. Aetna Hose Fund Drive Kick-off

The Aetna Hose, Hook & Ladder Company, known locally as the Newark Fire Department, recently kicked off a Capital Fund Drive to replace some of its aging apparatus. The goal this year was $750,000 and Department spokesperson John H. Farrell IV said these funds will be used to strengthen fire service related finances.

Newark Natural Foods stepped up and made a sizable donation. A formal presentation of the check was made at an event held at their store in the Newark Shopping Center on July 19. Officers and firefighters came to the event to thank the management and staff of Newark Natural Foods for the donation and for helping to kick off the fund drive.

President Dan Seador said, “Aetna Hose, Hook & Ladder Co faces many financial hurdles. In order to continue to provide 24/7 fire, rescue and emergency medical services, we need the help of the community to follow the lead of Newark Natural Foods.”

As I had stated to you before, I will still miss many more dinners for I will be attending more meeting throughout our state. My journey isn’t done, not yet.

Fire Marshal’s Report One Firefighter, Two Occupants Injured in Dover B. Scott Bullock, Chief Deputy State Fire Marshal The Delaware State Fire Marshal’s Office investigated a house fire that occurred early on September 5, 2018 in Dover, DE in Kent County that resulted in multiple injuries. The fire was discovered by the home’s occupants at 1248 in the 2900 block of Kenton Rd, just west of the corporate limits of Dover.

The Cheswold Vol. Fire Co. responded to the call and arrived with heavy fire involving the structure, and immediately requested assistance from neighboring fire companies.

Two of the occupants were suffering from smoke inhalation and lacerations, and were transported to Bayhealth-Kent General Hospital with the 14 year old victim being transferred to Crozer-Chester Medical Center in Upland, PA and is listed as critical, but stable condition. The 42 year old victim remained at Kent General Hospital listed in stable condition. A firefighter was also transported to Bayhealth-Kent General Hospital after suffering minor burns to their hands and face. His condition was listed as stable.

The fire was placed under control at 0133. Deputy State Fire Marshal’s responded to the scene to conduct the investigation into the cause of the fire.

The home was not equipped with working smoke detectors, and the delayed detection of the fire contributed to the injuries sustained by the occupants.

The Red Cross of Delmarva responded to the scene and is assisting the home’s occupants. Damages are estimated at $50,000. Agencies that responded to the scene included the Cheswold Fire Company, Dover Fire Department, Leipsic Fire Company, Hartly Fire Company, CamdenWyoming Fire Department, Kent County EMS, Dover Police Department, Delaware State Police, Delaware State Fire Marshal's Office, Red Cross of Delmarva.

Estimated damage is listed at $3,000,000.00. The investigation determined the fire to be the result of arson and follow up led to the arrest of the 16 year old juvenile. The Juvenile was arrested for one count of Arson 1st. felony, and four counts of Reckless endangering 1st felony. He was taken to Family court and released to his parent on $14,000.00 unsecured bond. The investigation continues and other charges may result.

Maintenance Worker Ignites Georgetown Fire

Michael G. Chionchio, Assistant State Fire Marshal The Delaware Office of the State Fire Marshal has determined that a fire on July 31, 2018 inside a Georgetown, Delaware eatery was accidental.

The blaze, reported shortly after 1900, occurred at the KFC/Taco Bell Restaurant located at 400 North DuPont Highway. The Georgetown Fire Company responded to the fire. The restaurant was open when the fire erupted.

State fire investigators were called to the scene and conducted the investigation. The fire originated inside the ceiling area of the building when a maintenance worker ignited insulation while soldering a pipe. The fire burned inside the ceiling until firefighters extinguished the flames. Fire damage was estimated at $10,000. The maintenance worker suffered minor burns to his hands but refused transportation to a hospital.

Fire in Newark Displaces Six
