Set the Example in 2018 As I gave thought to the highlights of 2017, I asked myself what I planned on doing to make 2018 a banner year. I decided I wanted to make my New Year’s resolution something different than I have in the past.

Thinking ahead to 2019, I want to be able to look back on 2018 with a smile and to be able to say that I made a difference in the fire service.

All of us need to make a difference in the jobs that we perform daily. For the average first responder, it is easy to become complacent and accept the easy way out to make your required training and response points for the year. I was annoyed in 2017, when I heard members turn down extra training because they met the requirement for training for a certain discipline. Let’s face it, if you take a class on knots, most members may walk away from the knot class with a basic understanding of how to tie a few knots, but would they put their life on the line as FDNY Rescue 1 firefighter James Lee did to save a life as he went over the side of a building to rescue an 81-year-old man from a fifth-floor

window at an intense six-alarm fire in Manhattan? For 2018, look in the mirror and ask yourself would you, or could you, perform a lifesaving skill if you were placed in a precarious situation.

In 2018, push yourself to be the best of the best! Care about setting the example for others to follow. If you are a seasoned veteran or just starting your career, you must review and practice your basic skills on a regular basis. You must discuss all calls, especially those where things may have gone wrong.

For the seasoned veteran, realize your limitations. Veteran first responders still need to practice the skills they were taught years ago along with the younger members. I see so many mistakes that are made due to complacency. Do you always don your gear the correct way? Do you wear your chin strap, gloves and button your turnout coat the correct way? When you return from a serious call are you cleaning your gear, especially your protective hood? Make sure your department has a program in place to make sure your PPE is ready to protect you, when

the need arises. Take the time in 2018 to inspect your gear on a routine basis. Make sure it is clean. Dirty gear is not a badge of honor. Career firefighters generally perform a routine check of the equipment they will be using for their shift; volunteer firefighters perform this task on a regular basis as well, typically as part of scheduled work details.

But, are you really doing it? Make sure you lose the attitude that someone else inspected the equipment yesterday, so you can get away without doing it today.

As we begin the New Year, hug your loved ones, remember the families of our fallen, say a prayer for world peace, and dust off your training manuals, so you can be the best at what you love to do. Happy New Year to all!

DVFA Office Officer’s Information: Every New Year the Fire Commission sends out a form for updated officer information. The information is transmitted from the commission to the Fire School and the DVFA. The information is vital in order to stay connected. The only way we can connect is to communicate. Please make sure the form is filled out and sent in to the Commission. If you need a copy go to the Fire Commission or the DVFA Website.

FDIC Rooms: The DVFA has again acquired a block of rooms at FDIC in Indianapolis. If you are planning on attending, contact 888-763-7236 or reservations@preferred1.com. Tell them you are reserving rooms in the Delaware Block. Do this as soon

as possible, the rooms will be going fast.

Communications: The DVFA has established an e-mail communications network. If you are not part of this network please forward your e-mail address to the DVFA office.

Station Inventory: Each fire station is required by statute to submit an annual equipment inventory to the Insurance Office. The DVFA Office compiles this information and forwards it to the Insurance Office. Go to the DVFA Website at dvfassn.com. On the left side, click on “Documents and Forms.” When the page comes up in the third bloc, under “Various Documents,” is “Station Apparatus Inventory.” Download the forms (one for each station), fill out and fax or e-mail to the DVFA

We also hope you had a Merry Christmas.

We are always telling our residents to check their smoke detectors; we are asking you, the first responders, please check your smoke detectors. Make sure you have these in the proper places throughout your home. Carbon dioxide alarms are not something we all give out to our residents, but we need to have these for ourselves. If you do not have one of these in your home, get one.

We will be meeting with the Joint Finance Committee on February 12, 2018, at 1130. If you are available, please come to Legislation Hall. We will be asking them to restore and

increase our grant in aid, and give an additional $1 million to the Revolving Loan Fund, and the restoration of the $75,000 in Fire Prevention Funds. We will also be working on Cancer Presumption and Residential Sprinklers during this legislative session. Your assistance with this is greatly appreciated.

When you see your State Legislator please remind them what a great value we are to them and the residents we serve. With your help, we can reach these goals.

On January 14, 2018, I had the pleasure to attend the Delaware Volunteer Firefighter’s Association annual Poster and Essay event at the Cheswold Fire Company. The committee that puts this together does a fantastic job gathering the children, parents and the teachers, while saluting the children that have won in their age group. We thank everyone that participated and we thank our Lt. Governor for helping give out the awards.

by Lynn Warner, President LADVFA I want to wish everyone a happy and healthy 2018. Winter is surely here and this is the most frigid weather Delaware has seen in a long time.

This puts all our first responders in even more danger than in normal weather, so be careful out there and stay safe!

My year as LADVFA President has been very busy. I am enjoying traveling down state attending meetings and banquets. I have enjoyed meeting new people and seeing old friends, which is the best part of this office. I thank you for all your invitations for myself and my guest. You always make us feel at

home. It is nice attending the different banquets and seeing all the deserving people being honored and all the hard work that the ladies auxiliaries do supporting their firefighters. I am so proud to be the President of all the Ladies Auxiliaries in Delaware. This special group of ladies and gentlemen are a strong support support system for all the firefighters in Delaware. The amount of money that they raise is remarkable.

I want to thank 1st Vice-President Penny Gentry, 2nd Vice-President Karen Workman, Secretary Karen Barlow, and past-President Mary Frances Eisenbrey for filling in for me when I could not attend an event. Thanks to Assistant Secretary Jackie Guzzo for being my traveling companion as I travel to all the meetings down state, you are a great co-pilot!

Coastal Highway Dumpster Fire

Rehoboth Beach Fire units responded to a dumpster fire at the Walmart on Coastal Highway on December 28, 2017.

New Castle House Fire On November 30, 2017, Ladder 17 was alerted to assist Goodwill Fire Company and other area companies on a residential structure fire in the Beaver Brook Crest development. Units arrived to find a house fully involved with live ammunition detonating.

Ladder 17 arrived on the ‘C’ side, laddered the roof with their aerial and opened it for ventilation. The ladder's crew also assisted with overhaul after knockdown.

Barn Fire at DSU On November 16, 2017, the Dover Fire Department was alerted for a structure fire on the Delaware State University Campus. E4, under the direction of Assistant Chief David Carey, arrived to find a 50- x 100-foot barn fully involved. A second alarm was requested and a full structural response from Station 43, along with a truck company from Station 54. E4 established a water supply and placed a deck gun and handline in service. E2 arrived, established a water supply and place a deck gun and blitz fire in service. L2 set up master stream operations and was supplied by E2. E6 established a water supply and supplied Tower 43 along with placing two handlines in service. Engine 433 was RIT. Dover E3 and R1, Little Creek E54-5 and L54, Leipsic Squad 53, Cheswold E43-2 and 54-0 assisted with manpower.

The fire was placed under control in just under two hours.

Marydel Assists at Structure Fire

On December 31, 2017, Marydel Station 56 was alerted to assist negative findings, but heavy fire conditions were found and were Station 6 (Sudlersville) on a structure fire. Engine 56-1 and Tanker suppressed by the initial attack crew members assisted by multiple 56 both made the response. Engine 56-1 firefighters deployed attack neighboring departments. Station 48 (Felton) provided cover.

Churchmans MVA on I-95 On January 2, 2018, Christiana Engine 12 extinguished a vehicle fire on I-95 north at Churchmans.

Harrington Assists Farmington On January 5, 2018, the Harrington Fire Company was dispatched to assist the Farmington Fire Company with a house fire in the 700 Block of Flat Iron Road with a ladder truck, engine and tanker. Several other area fire companies also assisted.

Greenwood Responds to Beach Hwy. Fire On December 27, 2017, Greenwood Fire Company Stations 78, 72 and 47, and Sussex EMS were alerted for a house fire on Beach Highway. Station 75 was alerted for a tanker assist and Station 50 stood by at Station 78.

Residential Structure Fire Early on December 27, 2017, Wilmington firefighters on the B Platoon were alerted to a house fire in the area of Vandever Avenue and North Locust Street. Engine 3, Squad 4, and Tower 1 arrived to fire showing from the front of the residence. Crews began an aggressive attack while initiating a search. The fire quickly spread to the second floor, but crews were able to stop the spread at the front of the residence. All searches were negative. The attached homes were evacuated. Operations were complicated when an electrical line fell on top of Tower 1, placing it out of service until Delmarva Power could secure the line.

Additional units were requested by the Incident Commander, Battalion Chief Thomas Cunningham, to assist with controlling the fire.

The American Red Cross assisted five adults and one child.

Gazebo/ House Fire On December 31, 2017, the Felton Community Fire Company was alerted for a gazebo on fire on West North Street in Felton. Units arrived to find the gazebo fire with extension into a single-story residence and fire showing.

Units 50-5 and 49-1 arrived and were assigned overhaul duties. Crews operated for approximately two hours.

Cordrey Road Fire On December 29, 2017, Indian River along with Millsboro, Georgetown, Rehoboth Beach EMS and Sussex County Medics were dispatched to Cordrey Road for a working house fire. Engine 80-3 arrived first to heavy smoke showing and stretched two lines. The fire was quickly knocked down, but extensive overhaul was required.

Peterson Wildlife Refuge Fire Just after midnight on December 20, 2017, Five Points Fire Company was alerted for an unknown outside fire in the area of the Peterson Wildlife Refuge on DelMarva Lane. Because calls were coming in from motorists on Interstate 495, the exact location was unclear, resulting in Wilmington Squrt 3 and Minquadale being alerted, as well. After a short time, the fire was determined to be in the wildlife area. Units arrived to find large piles of construction materials on fire. A supply line was stretched and crews began to attack the fire with multiple handlines. Chief Manley requested Belvedere Fire Company’s bobcat to assist moving the debris around. Units were on scene for approximately four hours. The material were to be used in the construction of the new Industrial Track Greenway Trail that will eventually connect the Riverfront to New Castle.

One home was completely destroyed and four others damaged in Red Mill Pond on January 8, 2018. Responding companies were Lewes, Rehoboth Beach, Milton and Georgetown.

Sunnyfield Lane Double-Wide Goes

On December 14, 2017, Cheswold, Dover and Hartly were alerted for a house fire on Sunnyfield Lane. Engine 43-3 arrived to find a double-wide manufactured home with fire showing from the Alpha/Delta corne, with a female subject reported to be inside. A handline was stretched through the front door and an aggressive fire attack and search was initiated. A second line was deployed to extinguish fire on the outside walls and cool a fuel oil tank. The fire was quickly knocked down. The search turned up two large dogs that were unconscious. One was resuscitated by EMS crews, however the second one could not be saved. It was determined that the female occupant had left the scene prior to fire department arrival and was safe.

Cover Story

Christmas Night Blaze in Sussex County

On December 25, 2017, the Memorial Fire Department was dispatched to multiple houses on fire. Crews arrived to two houses fully involved, two garages on fire and three 200-pound propane tanks on fire. Chief Terry Jester assumed command. The garages were put on hold due to live electric lines hanging and arcing from both. Firefighters protected the houses on both sides and cooled the propane tanks to allow the relief valves to close. Milton Assistant Chief Johnnie Hopkins assumed water supply officer. Memorial Deputy Chief Dan Walls set up a draft in a creek just west of the

beach. Five brush trucks tended to the fires on the beach that were being wind driven. Memorial Assistant Chief Britt Deese oversaw operations on the two burning houses, while Carlisle Assistant Chief Shawn Hinton and Lewes Senior Firefighter Christopher Colpo lead crews to save a home to the north. Thanks to all of the over-20 departments assisting or standing by, which spent Christmas night away from their families.

MVA Sends 1 to Hospital On New Year’s Day 2018, the Harrington Fire Company, Kent County EMS and Delaware State Police Aviation were dispatched to an MVA with subjects trapped on South DuPont Highway in the area of Winkler Road. Firefighters arrived to one person still in the vehicle who was extricated and transported by ambulance to a local hospital with non-life-threatening injuries.

MVC with Entrapment On November 3, 2017, Five Points Fire Company was alerted for an MVC with entrapment on Boxwood Road in the area of the old General Motors plant. A17 and Squad 17 quickly responded. While en route, the Squad 17 officer requested R 14 (Cranston Heights) to be dispatched, as well. Crews arrived to find a vehicle that had run into the back of a school bus and was jammed under it with the driver trapped. Squad 17’s members stabilized the bus and began extrication with the assistance of R14. Command requested assistance from R23 (Minquas) for manpower. The patient was extricated in about 30 minutes and transported to Christiana ER with serious injuries.

Aetna, Christiana and NCCEMS worked a double-fatal MVC with three trapped and a total of four transported.

3 Injured in Christmas Day MVC On Christmas Day 2017, Minquadale handled a MVC with rollover on I-295 north at the Route 13 north off-ramp. B-22 and A-23 transported three to local hospitals.

Oak Orchard Road Extrication On December 10, 2017, around 0430, Indian River along with local EMS and Sussex County Medics were dispatched to Oak Orchard Road near River Village for a serious MVC. Engines 80-1 and 80-3, along with utility 80-8, arrived to find a pickup had struck a large tree, trapping the passenger. Millsboro Rescue 83 was requested to assist. Crews from Indian River and Millsboro worked hard in frigid temperatures and had a 30-minute extrication.

Vehicle Submerged in Wilmington

On December 4, 2017, Wilmington firefighters on the D Platoon were alerted for a vehicle submerged in the Brandywine River near E.13th Street and North Church Street with possible subjects trapped. Squad 4 and Squirt 3 arrived.

Incident Commander Battalion Chief Elizabeth Tickner assumed command and requested the New Castle County Special Operations Dive Team. Squad 4 Officer, Lieutenant Eric Haley, assumed operations. Firefighters were able to remove the vehicle’s roof utilizing and found no occupants present. WFD Marine-8 provided support to crews working in the water. Also responding were: Skyboom 2, Battalion-1, Battalion 12, F-1, Deputy-2, F-9, St. Francis EMS, New Castle Medics and Wilmington Police - Submitted by Andrew Cavanaugh, photo by John Randolph

Busy Day for Five Points On November 5, 2017, Five Points and area companies were alerted for a multi-residential fire on Bonwood Road in Alban Park. Engine 17 extinguished stove fire with minor extension to the cabinets. Crews secured the stove, overhauled and removed smoke from the building. Just after returning to the station, Five Points and an ambulance from Belvedere Fire Company were alerted for a subject who had fallen in the parkland behind the Mill Creek Village Apartments. Deputy 17 arrived to find three individuals who had fallen on the rocks in the creek and had injured themselves. Due to the location being down a hill in the woods, Deputy 17 requested Squad 4 from the Wilmington Fire Department. Rescues from Minquas and Cranston Heights also responded.

Trapped Worker Saved

On December 19, 2017, Wilmington firefighters on the C Platoon were alerted for a trapped worker in the DuPont Building on North Market Street. Initial reports indicated that a worker was located in the elevator shaft with his hand trapped. Battalion Chief Michael Schaal reported a conscious worker in the elevator shaft at the first floor with a hand trapped by steel weights. Squad 4 and Tower 1 formulated an action plan under the command of Lieutenant Joseph Leonetti. Crews secured the worker and cut the entanglement away. Skyboom 2’s crew assisted with securing the scene. The worker was freed within 15 minutes and was turned over to St. Francis EMS and New Castle County Paramedics and transported to the Christiana Hospital Emergency Department.

SCEMS at Active Shooter Response Class

Personnel from SCEMS were part of a statewide contingency that attended the Advanced Law Enforcement Rapid Response Training (ALERRT) in San Marcos, Texas. Training was focused on joint police/fire/EMS response to active shooter events. Sessions included speakers, and review of and lessons learned from previous incidents.

SCEMS personnel attended the Civilian Response to Active Shooter Events (CRASE) Train the Trainer Course, becoming certified instructors. Team members have been active teaching Sussex County employees the course, and will be providing the class to the public in conjunction with Hands Only CPR and Stop The Bleed courses.

DSFS Upgrades Training with AFG Grant Assistance

The Delaware State Fire School has received delivery of the first items from its 2016 AFG Grant: Several tanker trailer training props from Safe Transportation Training Specialists (STTS), a trusted provider of emergency response models and props and other emergency response related products to serve the needs of industry specialists and the emergency response community.

These props are to simulate tractor trailers hauling hazardous materials.

The props are functional models of common hazardous materials transport trailers built on a 1/8 scale and include a DOT 406 (non-pressure) Cargo Tank Model; DOT 407 (low pressure) Cargo Tank Crash Box; DOT 412 (corrosive) Cargo Tank Model; MC 331 (propane/anhydrous ammonia) Cargo Tank Model; and an IMO 101/102 (Intermodal) Crash Box. They are each approximately six-feet long, 30-inches wide, and fivefeet tall, and are on wheels so they can be moved. The models include fully functional valves, piping and emergency devices. All valves and domes are full size so that students can review mitigation methods, and use the actual tools that they would in the field to solve common leaks.

Seaford Makes Donation to Delaware Burn Camp At the November 28, 2017, meeting of the Sussex County Volunteer Firefighters Association, Assistant Chief Jack Wilson and President Ric Stewart made a donation to the Delaware Burn Camp in the amount of $13,240, which represented funds raised from the 2017 Seaford Volunteer Fire Department Softball Tournament. The tournament has been held since 1981 and in recent years the Burn Camp has been the exclusive benefactor of the proceeds raised. Sussex County Firefighters Honor Poster and Essay Contest Award Winners The Sussex County Firefighters Association, at their November meeting, honored this year’s winners of their Fire Prevention Poster and Essay Contest. Hosted by the Laurel Fire Department, over 200 people were in attendance. Open to all school children within the state, children are assigned a Fire Prevention Topic in accordance with their grade. Children from Kindergarten through the third grade prepare a poster expressing Fire Prevention Tips on that given topic. Students in grades four through eight prepare an essay (not exceeding 300 words) on their assigned topic.

Obituaries

James E. Turner III, age 66, of Smyrna, passed away at home on December 28, 2017.

Delaware is a safer and better place thanks to the life and work of Jamie Turner. As a firefighter, as the calm voice in the middle of years of hurricanes, floods and snowstorms, and as trainer of generations of first responders, Jamie's legacy is a state full of men and women who know, as he would say, “If you lose your head, you'll lose your ass!”

Serving the people of Delaware was Jamie Turner’s passion. His respect for Delaware and the deep traditions here will remain forever etched in the hearts of those with whom he was proud to serve. He believed in teaching the next generation and in the power of good training. His work ethic was unmatched.

Born James Everett Turner III on July 16, 1951 to the late James E. Turner, Jr., and Florence Turner, Jamie graduated from John Bassett Moore High School in Smyrna in 1969 and continued his studies at Delaware Technical and Community College.

Those who knew him know he was tough as nails and even tougher on those he loved the most (just ask his daughters) and, that he believed in you. Jamie expected excellence and if he was pushing you, it was because he knew you were capable of doing better.

Jamie’s work history is impressive, but he never worked to be the center of attention.

Though he received accolades and awards throughout his career, they were not why he worked hard. He worked to train thousands of firefighters and first responders and — for more than a decade — was literally the calm in

Clayton’s James E. Turner III the middle of any storm as the Director of the Delaware Emergency Management Agency.

Jamie served this state as a Dispatcher with the Delaware State Police, a Senior Instructor with the Delaware State Fire School, as Executive Secretary of the Delaware Volunteer Firefighters Association, and served as the Director of DEMA for 13 years under Governors Minner and Markell. He retired in 2015 and a training room — fittingly — at DEMA was dedicated in his honor. At that ceremony, Governor Markell said, “The citizens of our great state are forever grateful for Jamie’s commitment to public safety.” Jamie simply said he was just doing his job.

In addition to his career, Jamie was always working to make the community a better place through his volunteer work. He joined Clayton Fire Company on October 9, 1966 and was a proud 50-year member. He served as Deputy Chief, Lieutenant, Vice-President, Secretary and Director, and was named Fireman of the Year in 1975. He was also a life member of Holloway Terrace, Minquas, Delaware City and Smyrna Fire Companies. Jamie was privileged to obtain the 33rd Degree of the Ancient and Accepted Scottish Rite of the Northern Masonic Jurisdiction of the United States of America. In addition, he served as a past-Master of Harmony Lodge No. 13 A.F. and A.M. in Smyrna and was a past-Junior Grand Warden of the Most Worshipful Grand Lodge of A.F. and A.M. of Delaware. Jamie was a pastPresident of the Northern and Lower Delaware Shield and Square Club, and a proud member of his Masonic Lodge and the brotherhood he shared with so many. He was also a member of St. Peter’s Episcopal Church of Smyrna.

The firefighters from the Clayton and Smyrna houses were his brothers for more than 60 years. They grew up together; their loyalty to each other and the fire service is unparalleled. He loved them fiercely.

Last, but not least, he was a son, a brother, a husband, a father, and — his favorite role — a Pop Pop. People might be surprised to know that Jamie FaceTimed his grandchildren and

texted his daughters every single day to check in. Even when he was sick, Jamie would play tea party or trucks with his grandkids.

Jamie is survived by his wife Debbie, with whom he shared 37 years of marriage and happiness; his daughters Kim Willson (Mike), Katelyn Olson (Sean) and the loves of his life his grandchildren Keegan and Kolton Olson and Madelyn and Harper Willson. He is also survived by his sister, Melanie Meyers, his “bonus” daughter Laura Wisler, and his lap dog, Holly. He was preceded in death by his brother Stephen Turner. He was so proud of his family, much as they were of him.

Jamie’s family would like to thank Dr. Rishi Sawhney and the Bayheath oncology team for taking such wonderful care of Jamie over the last few years. Because of them, Jamie had more time here with all of us and we are so grateful.

A viewing was held on Wednesday, January 3, 2018, at the Clayton Fire Hall.

Minquadale’s Kenneth J. Oneschuk

On November 11, 2017, Minquadale Fire Company laid to rest Kenneth Oneschuk. Ken joined Minquadale in 1985 and served as a Lieutenant and Captain throughout the years. After 32 years of service, Ken was awarded Gold Life Member. Ken will be dearly missed by everyone.

Clayton Capt. Donates a Handcrafted Table

During the regular meeting of the Clayton Fire Company held on December 12, 2017, Clayton member and Fire Captain Jonathan Burnett donated a handmade wood table made from wood reclaimed from the old fire station he is remodeling. The table has three patches laminated on the top: the regular company patch, the 12th Anniversary patch, and the Taz Patch. The table will be placed in the engine room between the Quint and the first-due engine for members to use during down time.

During the first few weeks of December, crews were out several nights taking Santa Claus around the district for the kids. Director O’Neal Named November Member of the Month

During the regular company meeting of the Clayton Fire Company on December 12, 2017, Director Joseph O’Neal was named as the November Member of the Month. Director O’Neal was presented with a certificate and a $50 gift card for his hard work during November. Director O’Neal attended 18 of 33 alarms, seven fund raising events, two training drills, one company meeting and attended seven miscellaneous functions for a total of 38 points for the months and 220 points for the year. On Halloween, Kidz Ink invited 226 to participate in their Fall Festival and it was a cuteness overload! After the parade, families were able to take pictures with the Rescue and learn about the different tools that firefighters carry.

Paid Staff Added to Five Points November 1, 2017, was the first day of expanded paid coverage for Five Points Fire Company. To provide better service to the community, the company added three part-time positions for fire apparatus on weekdays between the hours of 0600 to 1800. This is in addition to their paid EMTs who have been on duty 24/7 for many years.

Minquadale Joins Wilmington Manor in Station Visit

Santa Has a New Ride in 2018 Christmas Eve 2018 will have a new look for Santa when he visits the children of Clayton before beginning his around the world ride. For the past 40-plus years Santa has been taken around the Town of Clayton on a fire truck, pulled trailer, and now a new sleigh. Past Chief/President William R. ‘Skip’ Carrow came up with the idea to update Santa’s ride for 2018 and enlisted the help of Odessa Fire Company Deputy Fire Chief Tom Shoemaker to design and build a new Santa Sled and after 200 hours of work it looks just like the real one Santa uses for his around the world ride. Fire Safety Day

On November 7, 2017, Minquadale Fire Company, Good Will Fire Company and Belvedere Fire Company visited students at Castle Hills Elementary for their Fire Safety Day. Students practiced Get Low and Go, and Stop, Drop and Roll before going outside to see the apparatus. The students were asked questions about 911, what to do if there is a fire blocking your way out, and why it is important to have a special meeting place.

FDSOA LIFETIME SERVICE AWARD TO SULLIVAN The joint session of the Fire Department Safety Officer Association’s Apparatus Symposium and Safety Forum, held January 17, 2018, in Scottsdale, began by recognizing a legend in roadway safety for the emergency services.

Richard Maddox, chairman of the FDSOA board of directors, announced John ‘Jack’ Sullivan, director of training, Emergency Responder Safety Institute, the 2018 winner of the annual Dave Dodson Lifetime Service Award.

“Jack Sullivan has been a member of the FDSOA for many years and served as trainer and instructor in highway incident safety to thousands and thousands of fire and EMS personnel across the country,” said Maddox.

“He is passionate and committed to keeping emergency personnel safe while operating at highway incidents.”

Sullivan is a career safety professional and subject matter expert on roadway incident operations and emergency responder safety.

In 1972 Sullivan became a firefighter and EMS provider and over the course of 25 years served with fire departments in Paoli, Pennsylvania, Chesterfield County, Virginia, and Lionville, Pennsylvania.

In 2001, Sullivan joined MC Innovations (MCI; www.mcinnovations.com) and is the Managing Partner of Loss Control

Innovations (LCI) a division of MCI. He also serves as Director of Training for the Emergency Responder Safety Institute (www.respondersafety.com). A frequent speaker at national and regional conferences, Sullivan shares specific, proactive strategies and tactics for protecting emergency workers from being struck by vehicles while working on or near roadways.

Among his many qualifications, Sullivan is a Certified Safety Professional (CSP) and a Professional Member of The American Society of Safety Engineers (ASSE). In addition, he is a Certified Fire Protection Specialist (CFPS) and member of the Society of Fire Protection Engineers and the National Fire Protection Association.

Sullivan has over 15 years of service as a Reservist and Adjunct Instructor for the Virginia Department of Emergency Management (VDEM). Currently, he is assigned to the Virginia Emergency Operations Center in Mission Tracking for the Virginia Emergency Support Team when deployed for declared disasters.

In accepting his award, Sullivan stated the biggest hazards on roadways today are “D” drivers - drunk, distracted or drowsy. “Our training never included the fact that drivers would not be looking out the windshield,” he said.

F D S O A Chairman Maddox also recognized Grady North, EONE, who is retiring from the FDSOA Board of Directors. “One of the calmest people in the room, Grady North brought great expertise from the business world for our organization.”

The FDSOA’s 31st Annual Apparatus Symposium and the 2019 Annual Health & Safety Forum will be held in Orlando, Florida, January 20 to 24, 2019, at the Wyndham-Orlando Resort on International Drive.

Fire Marshal’s Report Two Sussex County Investigations Completed Harry R. Miller, Chief Deputy State Fire Marshal The Delaware State Fire Marshal’s office completed two investigations, which determined the origin and cause of fires that occurred recently in Sussex County.

The first incident occurred on Christmas night at approximately 1910 and was located in the 300 block of Bay Avenue, Slaughter Beach, DE. The fire totally destroyed two homes and damaged two other homes and three garages.

State Fire Investigators determined the origin of this incident to be outside ground cover and the incident occurred when embers from a charcoal smoker, ignited ground cover and spread into the structures.

Total damages caused by this incident are estimated at $505,000.

The second fire occurred on January 8, 2018, at approximately 1000, and was located in the 22000 block of Preserve Drive in the Villages of Red Mill Pond, near Lewes, DE. This fire severely damaged one home and caused damage to five surrounding homes.

State Fire Investigators determined the origin to be the porch area and the incident occurred when an electrical malfunction occurred involving an electrical strip cord which had several appliances plugged into it.

Total damages caused by this incident are estimated at $400,000.

Vacant Structure Burns in Felton B. Scott Bullock, Chief Deputy State Fire Marshal The Delaware State Fire Marshal’s Office has determined a building fire that occurred on December 28, 2017, in Felton, DE was accidental in nature.

The fire was reported by a passing motorist at 2316 in the 500 block of Berrytown Road, just west of Felton, DE in Kent County. The Felton Community Fire Co responded to the call and arrived with fire and smoke coming from a vacant structure that was previously a church. Assistance was requested from the Harrington and Magnolia Fire Companies. The fire was placed under control at 1205, with no injuries reported.

Deputy State Fire Marshals responded to investigate the origin and cause of the fire and determined the fire originated on the building’s exterior, and was the result of an electric service feed failure, with the energized electrical line igniting the ground cover next to the structure and spreading to the building.

This property previously had another structure that was utilized by the

Healing Hands Christian Church, and was the victim of an Arson fire that occurred in December of 2014. The building that was damaged last night was not damaged during the 2014 Arson fire. Damages from last night’s fire are estimated at $25,000.

Delmar Fire Started by Leaf Blower Harry R. Miller, Chief Deputy State Fire Marshal The Delaware State Fire Marshal’s office investigated and determined the origin and cause of a fire, that occurred in Delmar, DE on December 21, 2017, in the 35000 block of Providence Church Road, at a business trading as Denison Landscaping. The fire was reported at 1649. The Delmar Volunteer Fire Company, assisted by Laurel, Hebron, Mardela Springs, and Sharp Town Volunteer Fire Companies arrived on scene to find heavy fire inside a 50 foot by 100 foot, pole barn style structure used as a storage building for straw and pine needles. No injuries were reported, however the building and contents suffered severe fire damage. Damages were estimated at $200,000.

The State Fire Marshal’s investigation determined that the fire occurred when the exhaust system from a gasoline leaf blower, ignited combustible materials.

Christiana Fire Company Responds to Fire in Porter Square Development Michael G. Chionchio, Assistant State Fire Marshal The Delaware Office of the State Fire Marshal has determined that a fire on December 11, 2017, that heavily damaged a Bear, Delaware house was accidental.

The blaze, reported shortly before 1530, occurred in the unit block of Roberta Court in the Porter Square development. The Christiana Fire Company arrived on the scene with flames shooting from the dwelling.

State fire investigators were called to the scene. The fire originated inside the attached garage where fireplace ashes were discarded earlier in the day.

The ashes ignited nearby combustibles and eventually broke into an open flame. The fire spread from the garage into the 2nd floor of the home.

Fire damage was estimated at $150,000. Smoke alarms activated inside the home. Three adults have been displaced. There were no reported injuries.
