Delaware Fire Service Leadership Waning at National Level

A PIO is A Must Let’s face it, the public has always been interested in what is going on in their community.

When they see or hear fire apparatus going through the community, the residents we serve become curious and want to know what is happening. I am sure that if you returned home and found a police car parked in front of your neighbor’s house, you, too, would want to know what’s up. Yes, there is a need and an obligation for information to be presented to the public.

Believe it or not, the PIO is part of the Incident Command System (ICS) command staff and reports directly to the incident commander (IC). The assignment of being your department’s PIO is not a simple task and not limited to calls. During a call, the PIO may have to establish, develop and maintain contact with media, professional and civic organizations and other special interest groups to promote agency programs. The PIO prepares, edits, coordinates and distributes news releases. On the flip side, the PIO is responsible to develop special educational and promotional materials for presentation at exhibits, fairs, festivals, conferences and schools. They can also help conduct tours of your fire department.

The PIO can also serve as the photographer for an agency.

Keep in mind the military has been documenting activities since the mid 1800s and continue to do this today. There are photographs of the Fire Department of the City of New York that also date back to the 1800s. Many other fire and law enforcement agencies have documented their

history from their formation. If your department isn’t documenting your department’s activities, ask yourself why.

Facebook, Twitter, Instagram and other forms of social media are tools that your department can use to its benefit. For instance, if you have a major incident and want to get the word out that roads are closed in an area, utilizing social media will let the public know that they need to use alternate routes. This cuts down on the traffic flow to a blocked area. How about your department community events?

Get the word out to your community through social media that your local firehouse will be open for Fire Prevention Day. Department PIOs should build a positive relationship with local newspapers and TV and radio stations. Let the public know what you do 24 hours a day, seven days a week. When they have a question for your department, do they know who to ask to get factual information?

by Steve Austin As a longtime member of a number of fire service associations, I’m troubled by the declining number of Delaware firefighters holding responsible positions in national fire service groups.

There was a time when Delawareans were prominent members and often officers or directors in most all the national fire service associations. The leadership and the networking that took place brought many new ideas to our state and helped spread word of the uniqueness of the way we manage aspects of fire and EMS here at home. We also had significant opportunities to impact the national fire service agenda.

Lou Amabili set the course for national leadership. Even before his days as an author of America Burning Report, he helped establish the International Society of Fire Service Instructors. He served on the NFPA Board of Directors and participated in many of the watershed events that forged the fire service as we know it today. Lou still serves today as a member of the Board of Directors of CFSI. Likewise, the late E. James Monahan of Lewes broke ground as a founder of the National Volunteer Fire Council, served 12 years as Chairman and was a voice on Capitol Hill for the volunteer fire service.

I learned from these “pioneers” and others like them who gave of their time to build relationships outside our state that would ultimately strengthen emergency services at home. I have attempted to pattern my involvement based on their leadership.

Chiefs like Ted Doyle and Bill Walton, Jr., provided exemplary service on the Board of Directors of the International Association of Fire Chiefs. They earned and deserve great respect for the way they represented our fire chiefs nationally.

There are others. Former Commissioner Ken McMahon is nationally recognized as an expert on flammable liquid incidents and has served for years as a fire grant evaluator and on NFPA technical committees. J. Allen Metheny is Treasurer of the National Volunteer Fire Council and is a member of the NVFC Executive Committee. Ed Klima was an original member of the NFPA Motor Racing Committee that

provides guidance for safety at the track. Bill Preston has served on NFPA Fire Investigations since its inception in 1998.

Other NFPA technical committees once were peppered with members of the Delaware fire service and industry. Those numbers have fallen in recent years, too. When Delaware people are on these committees we have a direct say in the codes and standards that impact fire safety and fire service training.

At one time, many fire chiefs in the state belonged to the IAFC. Now the numbers have dwindled to the point that only a handful are members, and fewer yet are preparing themselves to “go through the chairs” of the Eastern Division IAFC. Without Delaware members in the national organizations, there is a lesser chance someone from our state will be tapped for a leadership position.

With but few exceptions, the current national representatives on all the groups, including this writer, are in their 60s or older.

What is desperately needed is a new crop of younger members that can carry our message forward to the national organizations. If you talk to the old guys, to a person they will tell you of their concern that our active firefighters aren’t joining the national organizations.

Organizational membership is the platform that Delaware has always relied on to influence national fire service policy.

The solution is simple. We need our best and brightest firefighters to join and participate in the national fire service organizations. It's a commitment fewer and fewer of our members are making.

Our strength as a state fire service comes in part from our participation on the national stage.

Without being at the big show others will set the agenda, not us.

DVFA Office CFSI Annual Symposium and Dinner: On April 5-6, 2017, the Congressional Fire Services Institute will host the 29th Annual National Fire and Emergency Services Symposium and Dinner in Washington, DC. The theme of the program is “Forging New Relationships.” Both the House and Senate are scheduled to be in session that week, giving fire service leaders an opportunity to meet with their members of Congress and encourage them to support federal programs and legislation that benefit our nation’s firefighters and emergency services personnel. If you are concerned about continued federal support for fire service programs you should certainly attend this program.

Since 1989, approximately 2000 fire service leaders from across the nation have traveled to Washington, DC, to attend this annual gathering. When not visiting with their elected leaders, participants attend symposiums and network with their peers. At the conclusion of the event, they assemble together in the historic Washington Hilton’s ballroom to hear the high-

est ranking political leaders in the nation pay tribute to the dedication and commitment of our nation’s firefighters and emergency services personnel. Forms are on the DVFA Website.

National Fallen Firefighters Memorial Service, October 8, 2017: A grateful nation honors its fallen fire service heroes at the National Fallen Firefighters Memorial Park located on the campus of the National Fire Academy in Emmitsburg, Maryland. At the heart of the park, the National Fallen Firefighters Monument is a striking stone monument encircled by plaques listing the names of all members of the fire service who have died in the line-of-duty since 1981. If you have never attended the Memorial Service, this year is the year. We honor four Delaware firefighters who have paid the ultimate sacrifice for the profession they so humbly served. Let us come together and honor Tim McClanahan, Christopher Leech, Jerry Fickes and Ardy Hope.

by Ted Walius, President, DVFA To all firefighters, EMTs, ladies auxiliary, fire police and members of all the fire companies, this has been a whirlwind couple of months since the last edition of the Delaware Fire Service News. I wanted to sincerely thank you for all the invitations to your banquets, ladies nights and awards ceremonies.

We have really been busy. We made our presentation to the Joint Finance Committee.

While the event was somber because of the pressure they are under to balance the budget, our message presented was received cordially.

We asked to maintain our Grant in Aid Funding, fund ballistics vest for our EMTs and firefighters and allocate additional funds for

our Revolving Loan Fund which is currently depleted. We also covered two additional topics, Recruitment and Retention of Volunteer Firefighters and a Fixed Funding Source for the Volunteer Fire Companies. I want to thank those who attended with us who showed their support.

The Fire Service Leadership Symposium was a success again this year. I wanted to thank the committee for putting this event together and to all of those who attended. Part of the Symposium was the presentation of the recommendations from the Legislative Financial Review Committee. Legislation will be drawn up to support the recommendations and, when completed, a training class will be developed by the fire school.

The Congressional Fire Service Institute National Fire Services Symposium will be held April 5 and 6 in Washington, DC. The night of April 6 is the Annual Fire Service Dinner at the

Recruitment Open Houses: The recruitment open house this year will be Saturday, May 20, 2017. Christiana Responds to MD 2-Alarmer

On February 28, 2017, Christiana Squad 6 and Squad 12 were alerted to the 500 Block of Blue Ball Road in Elkton (MD) for a second alarm commercial building fire. Both companies assisted with extinguishing the fire and operated for two hours.

On February 14, 2017, Rehoboth Beach Fire Company responded to a pickup on fire on Coastal Highway Route 1 southbound at the Canal Bridge. The vehicle was a total loss.

Christiana Handles Smoke Odor Call

On March 14, 2017, Christiana Fire Company Squad 9 and Ladder 9 were investigating an odor of smoke at a private dwelling in Robscott Manor. The remainder of the assignment was still responding. An additional box was transmitted for a house fire in Binns Tract section of Newark. Chief 98 went under control at the first assignment, cancelled the second assignment and reassigned the Robscott Manor box to Binns Tract. Chief 78B and Rescue 8 arrived at Binns Tract with smoke showing. Squad 12 arrived and split-layed in from an intersection. Squad 9 completed the split lay and charged the hydrant. Ladder 12 and 9 arrived and completed the searches and vented. Units operated for one hour. There were no injuries.

Minquadale Responds on 2-Alarm On January 18, 2017, the Minquadale Fire Company responded on a second-alarm assignment. Engine 22-3’s crew operated in exposure D in the attic and on the second and third floors. Crews opened up and extinguished the fire.

Swann Keys Fire On January 12, 2017, Sussex dispatched Roxana, Bethany and Ocean City for a structure fire on Mallard Drive in Swann Keys. Crews arrived to find heavy smoke in a unit, primarily in the front bedroom. Everyone was safely evacuated.

Fully Involved Early on February 15, 2017, VHC Stations 1, 27, 4, 24, 26 and 29 were alerted for a residential fire on Summit Bridge Road just north of Middletown.

First units arrived to find the residence fully involved and launched an exterior attack. Lines were pulled and supply lines were laid up the lane to the fire building..

Concord Mall Fire On February 17, 2017, an automatic fire alarm was dispatched for the Concord Mall. Ladder 257 responded and, while en route, was advised that several calls were received for smoke in the building.

L257 landed shortly after the upgrade, established their own water supply and handlines as interior crews were met with a smoke condition in the Macy’s store. Ladder 13 arrived and crews were directed to the roof where they opened vents and wound up opening a section of the roof. Rescue 13 arrived and assumed the RIT assignment. Crews were in service a little over an hour. Truck-17 covered Claymont while crews were in service.

Ladder Assist Aetna

On January 7, 2017, Aetna along with mutual aid from Christiana Fire, Mill and Cranston Heights, were dispatched to Fairway Road in the Hunters Crossing Apartments for a building fire. Crews arrived to find smoke on the first and second floors with an elderly victim in a hospital bed in need of rescue on the first floor.

The patient was removed from the building and was transported to Christiana Hospital. A dog was also found and removed. Fire was located in the floor and walls extending into four apartments.

Additional units responded from Belvedere, Five Points, Elsmere, New Castle County Paramedics, and New Castle County Police.

The displaced residents were assisted by the American Red Cross.

The Delaware State Fire Marshal’s Office handled the investigation.

3 Displaced in Smyrna Blaze

On January 10, 2017, the Citizens’ Hose Company 1, Cheswold Fire Company, American Legion Ambulance and Kent County Paramedics were dispatched to a residential fire on Fairway Circle.

Cheswold Engine 43-2 arrived to find a single-story ranch with heavy smoke showing. Ladder 44, under the command of Lt. Jason Hansen, established a water supply. The fire, which started in the garage, advanced through the house via the attic. Due to cold and the lack of a water, Clayton, Leipsic and Dover fire companies were requested. The fire was declared under control in 45 minutes, but not before causing heavy damage to the residence, displacing three people. One firefighter was treated for a minor injury Volunteer Hose of Middletown stood by for Citizens’ Hose.

12 Displaced, 5 Houses Destroyed in Wilmington

On March 5, 2017, Wilmington firefighters on the B-Platoon were dispatched to E. 22nd Street for a structure fire. Upon arrival, companies reported heavy fire showing from a vacant dwelling. Crews began an aggressive attack on the primary fire building, but encountered a fast-moving fire that quickly engulfed five adjacent properties. Incident Commander Thomas Cunningham at one point, due to deteriorating conditions, ordered a defensive attack. Wilmington License and Inspection was on scene and immediately condemned all five properties affected and the Red Cross was assisting 12 displaced residents. Approximately 45 fire and EMS personnel responded.

4 Displaced by Mariners Watch Fire

On February 8, 2017, Station 15, along with mutual aid companies were dispatched for a residential structural fire on Portside Court in Mariners Watch near Kirkwood. Assistant Chief Allan MacKenzie arrived to fire showing from the alpha side of the structure. Squad 12 arrived and placed a line in service followed by Ladder 12 and Engine 153. Two additional lines were placed in service and the situation was placed under control. Four people were displaced by the fire. Responding companies were Delaware City, Christiana, Volunteer Hose, Newark, Port Penn, Good Will, Wilmington Manor, NCC EMS and DSFMO. Station 4/24 engine covered station 15.

Brandywine Assist at Truck Fire

On January 6, 2017, Brandywine Hundred Fire Company (Station 11) was dispatched to I-495 to assist City of Wilmington units with a tractor-trailer fire. The truck was fully loaded with perishable food items.

Christiana MVC On March 5, 2017, Christiana Fire Company was dispatched to an MVC on Walther Road near Pierce Run. Companies arrived to find a minivan on its side with a person inside. An injured person was removed from the van and transported.

Hard Hit in W. Rehoboth On February 21, 2017, Rehoboth Beach Volunteer Fire Company responded to a MVC with a pickup hitting a structure on Burton Avenue in West Rehoboth. One person was taken to the Beebe Medical Center in Lewes.

Delaware State Police were investigating the incident, which damaged the house’s foundation and chimney.

MVC Rollover Citizens’ Hose Company responded to an MVC with rollover on January 1, 2017.

New Year’s Eve MVC Early on New Year’s 2017, Clayton Fire Company along with ambulance 64, KM6, KM5 and Trooper 4 were dispatched to an MVC with a rollover in the 2200 Block of Sunnyside Road. Crews arrived to find a single vehicle off the roadway with the operator out of the vehicle. EMS crews handled patient care and transport while fire secured the vehicle. The victim was transported to KGH on B-64 with half of KM6 on board. Captain John Pridemore had command. 2 Injured in Car into Bldg. MVC

On February 23, 2017, Aetna along with New Castle County Paramedics and Delaware State Police helicopter Trooper 4 were dispatched to the 200 block of Bent Lane in Nottingham Green for a vehicle into the structure with injuries. Crews arrived to find a vehicle into the structure with two people injured, and one still in the vehicle. The patient was extricated and A-7 and A8 each transported a patient to Christiana Hospital with ALS. Additional resources from the NCC Collapse Team (Claymont Fire Company), Newark Electric, and the Newark Building Inspector also responded. Newark (DE) Police Department handled the investigation. Chief Bowerson had command.

Frankford Assists Dagsboro at MVC On February 4, 2017, Station 76 (Frankford) was alerted for a Rescue Company assist to Station 73 (Dagsboro) for an extrication. One person was trapped and, after extrication, all patients were transported to a nearby hospital.

MVC with Entrapment On February 6, 2017, Carlisle responded to an MVC with entrapment at the intersection of S. Dupont Boulevard and Kings Highway. Two patients were transported to the hospital with non life threatening injuries.

On March 13, 2017, the Delmar Fire Department along with Salisbury Station 2 and Station 5 Hebron were alerted for a house fire on Highland Avenue in Delmar. Command 74 arrived to find fire on the first level of the home. Crews arrived and began an aggressive interior fire attack. Trucks 2 and 5 laddered each end of the home and ground ladders were thrown on all four sides. Due to the fire being in a non-hydrant area, command requested a tanker from Station 6 Parsonsburg to the scene. Command later requested Station14 Sharptown and Station 81 Laurel to the scene for manpower for overhaul. Fire crews were on scene for nearly four hours.

The Maryland State Fire Marshal’s Office conducted an investigation.

Live Fire Training On March 4, 2017, crews from Roxana (90), Dagsboro (73), Ocean City (700), Bishopville (900), Bethany Beach (70) and Memorial (89) participated in live fire training evolutions at the last of the Twin Cedars apartment buildings located on Zion Church Road in Roxana. Crews trained on engine company operations with over 20 burns. After the training burns the building was demolished.

NorDel Companies Train On February 19, 2017, three NorDel companies got together for training.

Several members of each department took advantage of spring-like weather to refine their skills. They ran multiple scenarios on hose line advancement, nozzle placement, backup man responsibilities and apparatus familiarization. The group is committed to a monthly drill together to refine their skill sets, and improve efficiency and teamwork.

Five Points Ground Ladder Training On February 22, 2017, about 20 members attended ground ladder training held at the station. The members, most of them newer recruits, were taught how to carry, place and raise ladders. They were also taught where a ladder needs to be placed for the type of operation they are doing whether it be for rescuing someone, venting a window or using the ladder to support a line for RIT. Thanks to all who came out for another great night of training!

Clayton Does Commo Training On January 16, 2017, 38 members of the Clayton Fire Company attended a training session on their radio system.

“Communications is the backbone of the emergency services, and knowing how to use your radio can save your life,” said Captain John Pridemore, who conducted the training. Members had the opportunity to discuss the various radios the company uses, how they function, and how to properly use them in an emergency situation. Members were updated on new policies and procedures in operating with New Castle County and the various Maryland Counties they assist. “We spend a lot of time learning how to put a fire out, but no matter the type of incident a radio is used,” said Chief Wes Davis. “This may not be the most exciting thing we do,” said Firefighter Ashley Carrow, “but it is very important.”

Prepping for the Worst On February 16, 2017, Cheswold hosted a Mayday class with the Delaware State Fire School. Firefighters from Cheswold and Leipsic worked their way through an obstacle course that helped them practice working through problems and calling a Mayday when necessary. It also provided training for command officers on how to respond to a Mayday call.

Five Points Joins Area Duty Crew For many years, neighboring companies of Five Points — Elsmere, Belvedere and Cranston Heights — have duty crew nights in which they staff crews in the station overnight and cover calls in each other’s districts. In early February the members of Five Points joined that coverage. Five Point’s nights are Sunday and Tuesday and we partner with Belvedere each night. So far, we’ve had good participation and the hopes are it continues to excel.

Burn Awareness Week Even though Burn Awareness Week, 2017 took place from February 5 through 12, your local fire department and the Delaware State Fire School asks that you think about the effects of fire on our most vulnerable population. That being children under the age of five.

Youth firesetters cause hundreds of deaths and injuries each year. Preschoolers and kindergarten age children are most likely to start these fires, typically through their curiosity with matches and lighters.

The National Fire Protection Association offers some suggestions regarding the relationship between children and fire.

• Children experience fire interest. They may ask questions such as how hot a fire is or show an interest in fire through playing with fire trucks or cooking on a play stove. This is healthy, and it is time to begin educating about fire.

• Fire starting happens when children begin to experiment using matches and lighters.

Many fires happen when young children are left alone, even for a short period of time, and have access to matches and lighters. Parents must have clear rules and consequences about fire misuse.

• Grown-ups can help keep fire out of the hands of children.

• Store matches and lighters out of chil-

dren’s reach and sight, up high, preferably in a locked cabinet or container.

• Never leave matches or lighters in a bedroom or any place where children may go without supervision.

• Teach young children and schoolage children to tell a grown-up if they see matches or lighters. Children need to understand that fire is difficult to control, it is fast and can hurt as soon as it touches you.

• A child with an interest in fire can lead to fire starting and result in repeated fire setting behavior.

• It is important for grown-ups to discourage unsupervised fire starts.

• Never use lighters or matches as a source of amusement for children; they may imitate you.

• Never assign a young child any tasks that involve the use of a lighter or matches (lighting candles, bringing a lighter to an adult to light a cigarette or the fireplace, etc.

• If your child expresses curiosity about fire or has been playing with fire, calmly but firmly explain that matches and lighters are tools for adults only.

• Use only lighters designed with childresistant features.

DSFS Training Season Kicks Off On March 4 and 5, 2017, the Delaware State Fire School’s Spring 2017 Class season began with 42 students attending Crew Leader Training.

Students learned about supervision of individual crews through scenarios that included vehicle rescue, flammable gases, flammable liquids, structural firefighting, and search and rescue.

DSFS at DE Farm Bureau Conference The Delaware State Fire School was invited to attend the 2017 Delaware Farm Bureau Safety Conference. The event took place on March 6, 2017, at the Agricultural Building at the Delaware State Fair Grounds, in Harrington. Approximately 60 people were in attendance. Speakers included Delaware Secretary of Agriculture, Michael T. Scuse and Ron Jester, University of Delaware Extension (ret.), who spoke on pesticide safety. Fire School Hosts Fire Safety Workshop On February 25-26, 2017, the Fire School hosted a Fire Safety Workshop. Attended by 19 students from across the state, topics were presented on current issues regarding fire safety and community risk reduction. Technical Rescue Meeting held at DSFS

The Delaware State Fire School members of the Delaware Technical Rescue Teams from all three counties met with DEMA to discuss the future of the teams. Topics discussed included the future training needs of all the disciplines; equipment that needed to be purchased or updated, and typing the teams. They will be meeting on a regular basis to further expand teams and start combining resources into a state recognized team. Cumberland Valley Emergency Responder Safety Institute to Provide Seminar at CFSI

The CVVFA Emergency Responder Safety Institute has been selected to provide a seminar at the 29th Annual National Fire Service Seminars and Dinner at the Washington Hilton on April 5-6 2017.

Featuring federal policy makers and national fire service leaders, the seminars program covers a broad array of issues being considered by Congress or implemented by federal agencies. Attending the seminars increase understanding of federal programs that benefit the fire service.

The CVVFA will conduct a panel discussion titled: “Highway Incident Dangers - How federal Transportation Policy Impacts Roadway Responder Safety” from 1300 to 1350 on April 5 in the Lincoln East; Washington Hilton Roadways present one of the most dangerous working environments for firefighters. Each year, firefighters are struck and killed or injured at roadway emergencies, while many experience close calls that could

have been disasters. Distracted drivers are a serious threat to all emergency responders at roadway incidents. This panel will discuss how federal rulemaking, programs, and research have reduced the risk of injury and death to first responders at roadway incidents and how firefighters needs to become more engaged in adopting and implementing these programs.

Long Day at Jail Blaze Citizens’ Hose Company and Townsend Fire Company were dispatched to James T. Vaughn Correctional Center February 1, 2017, for a report of a structure fire. Upon arrival, officials from JTVCC met the fire company outside the gates to inform the fire department that they were called for a smoke condition inside the C building, however conditions had escalated and C building was compromised and deemed unsafe. Being unable to secure the inmates, the fire company policies were to remain staged in a safe area, and to receive ongoing information from prison officials. Given the possibility for numerous casualties, 10 additional ambulances, two paramedic units and the Kent County Dispatch Center Command Post were requested.

The Kent County Hazard Materials Team was also requested bringing units from Kent County Department of Public Safety and the Little Creek Fire Company as well as the Department of Natural Resources and having Hazmat teams from New Castle County and Sussex County relocated, in the event additional resources were required. Ambulances from David C Harrison Post 14, Cheswold, Leipsic, Townsend, North Bowers, Camden-Wyoming, Volunteer Hose of Middletown, Odessa and Carlisle of Milford stood by.

Citizens’ Hose Company firefighters were rotated in shifts so crews could avoid being exhausted and exposed to the elements. Once it was determined to be a matter for the police, the scene was relinquished to law enforcement authorities, and the fire company remained on the scene and acted in a support role and additional firefighters remained on standby. Approximately 45 personnel with three units were in service for 18-1/2 hours under the joint command of Captain Eric Neeld and Fire Chief Francis Hartnett.

Five Points Hazmat Prison Standby

Engine 17 and TSU-17 with its HazMat trailer responded to standby at Townsend Fire Company as part of the New Castle County Hazardous Materials Response Team. The HazMat Team was alerted to standby due to a hostage/takeover incident at the Vaughn Correctional Center. Four staff members were held hostage for over 19 hours and unfortunately, one lost his life. Lieutenant Steven Floyd was found dead after the siege. The officers and members send their deepest condolences to his family.

Mauch Promoted to Manager of Standards and Quality Sussex County EMS announced that Robert Mauch has been promoted to position of Manager of Standards and Quality and will be responsible for clinical benchmarking and department performance indicators. Robert joined SCEMS in 2000 and most recently served as the Field Training Supervisor. Robert has served as a District Supervisor of D East, and Field Training Officer. Robert has a Bachelor’s of Science in Emergency Health Services. He lives in Millsboro with his spouse and enjoys traveling and cooking in his spare time. Sheridan Promoted to Shift Commander

Sussex County EMS announced that Mark Sheridan has been promoted to the position of Shift Commander overseeing C and D shifts. Mark joined SCEMS in 1992 and was a member of Kent General’s third paramedic class. Mark was appointed by then Governor Tom Carper to serve on the first State of Delaware Paramedic Advisory Committee. Mark most recently served as B shift West District Supervisor and has served on the hazmat, public information education and relations, cardiac monitor selection, apparatus, and equipment committees. Mark has a Bachelor’s of Science Degree in Fire Protection Administration and is currently working towards a Master’s Degree in Safety, Security, and Emergency Management. Mark lives in Laurel with his wife Penny and is a 32-year member of the Laurel Fire Department having served as Chief from 2003 to 2008. Wright Promoted to District Supervisor Sussex County EMS announced that John Wright has been promoted to position of District Supervisor of B Shift West. John joined SCEMS in 2004 and most recently served as the Field Training Officer. John has served as the Captain of the Hazmat Team, medic assist chair, medic assist, and simulator committees. John lives in Frankford and is a 19-year member of the Frankford Fire Company and has served as Chief. SCEMS congratulates John on his promotion and wish him the best of luck in his new position.

Kent County DPS Promotions in EMS Division The Kent County Department of Public Safety announced the promotions of Corporal Meghan Moerman and Corporal Kevin Imhof to the rank of Sergeant within the Division of Emergency Medical Services.

Sgt. Moerman joined the ranks of Kent County Paramedics in July 2007 while attending the Delaware Technical Community College as a Paramedic Trainee. Sgt. Moerman was promoted through the ranks, obtaining her Field Training Officer designation in July 2013. Since that time, she continues to serve as an Adjunct Instructor for Delaware Technical Community College for their Allie Health Paramedic Training Program. Sgt. Moerman exemplifies the attributes of an outstanding paramedic and has proven to possess great leadership skills.

Sgt. Imhof joined the ranks of Kent County Paramedics in March 2007 as a student in the Delaware Technical Community College paramedic training program. Sgt. Imhof is an active member of the Delaware National Guard and has been deployed for three tours as a medic overseas. He was instrumental in developing and presenting a comprehensive Active Shooter Response training program to all Kent County employees, which was received with widespread praise from staff members. Sgt. Imhof was also a member of the Department’s SWAT Team. Sgt. Imhof’s experience and leadership are welcomed by the department in his new role.

Announcements DELAWARE FOREST SERVICE OFFERS VOLUNTEER FIRE GRANTS The Delaware Forest Service (DFS) is offering up to $4,500 in grants to help fire companies in the First State improve their readiness and ability to fight wildfires. The deadline is May 1, 2017, and the form is available online. Funded by the U.S. Forest Service, the Volunteer Fire Assistance (VFA) program has provided more than 120 grants worth almost $300,000 to Delaware volunteer fire companies over the past 10 years.

“Volunteer fire companies are very important to the Delaware Forest Service and the citizens of the First State. They are the invaluable first responders to all types of emergencies, including wildfires in our fields, woods, and marshlands,” said Kyle Hoyd, Assistant State Forester and director of the agency’s Wildland Fire Program. “This grant program can help companies increase their capability to meet this need by matching their spending on specialized wildfire equipment and resources.”

All grants require a 50-50 cost-share match and priority will be given to applicants that have not received funding in the past three years. The VFA grant program has proven to be a cost-effective way to leverage limited federal funding. While grant applicants must provide at least 50 percent cost-share match in cash or in-kind services, many recipients have often provided more — producing an average of $1.61 in matched spending. Funds can be used to pay for specialized equipment to help volunteer firefighters meet the unexpected and often unpredictable threat of wildfires in fields, forests, open spaces and marshes, which is often distinctly different from structural firefighting.

Applications must be received by the Delaware Forest Service, 2320 S. DuPont Highway, Dover, 19901, no later than May 1, 2017.

Funds may not be used to purchase vehicles (trucks/UTVs/ATVs) or structural firefighting gear (turnout coats, hardhats, gloves, lights, etc.)

In the past fiscal year, the Delaware Forest Service assisted 43 of Delaware’s 60 volunteer fire companies (72 percent) either through wildfire suppression, loaning of equipment, or training. In addition to the fire assistance grants, the Delaware Forest Service also provides funding to help provide basic wildland firefighting courses for volunteer firefighters. The Delaware Forest Service also works in association with the Delaware State Fire School to help train wildland firefighters.

Delaware VFA Poster & Essay Contest Winners

On February 12, 2017, the Delaware Volunteer Firefighters Association held its annual program honoring the winners of their Fire Prevention Poster and Essay Contest. Wilmington 2016 Poster and Essay Award Winner

On February 12, 2017, the Delaware Volunteer Firefighters Association announced their 2016 Poster and Essay award winners.

The City of Wilmington Fire Department Fire Prevention Division in conjunction with the New Castle County Firefighters Association solicited posters and essays from students throughout the City of Wilmington and New Castle County from kindergarten through eighth grade. The students developed posters and essays over a variety of fire prevention topics.

Wilmington resident Scarlett Burleigh of Saint Anne’s School, a fourth grader, wrote an essay on the topic, “What would you do if you clothes catch on fire?” In November 2016, Miss Burleigh received first place in the New Castle County competition in her grade category for her essay. This qualified her to move on to the statewide competition.

Miss Burleigh received the third place overall in the statewide competition for fourth graders.

Scarlett Burleigh accompanied by her parents and godmother received a trophy and a monetary award for her efforts. On behalf of the Wilmington Fire Department, Fire Chief Michael Donohue congratulates Miss Burleigh and her family on a job well done!

The Wilmington Fire Department will be participating in the poster and essay competition again in September 2017 and encourages all students to participate.

Five Points Members Awards The following members from the Five Points Fire Company received citations at the 5th Annual New Castle County Sudden Cardiac Arrest Survivor’s Reunion on March 1, 2017. This event provides an opportunity to reunite patients with the responders who contributed to their survival. The event includes recognition of citizen responders, firefighters, basic life support emergency medical technicians, law enforcement officers and paramedics that responded to outof-hospital cardiac arrest cases in New Castle County that resulted in the patient being successfully discharged from the hospital.

Sussex Honors 2 Students for Using Fire Safety Skills At the February meeting of the Sussex County Volunteer Firefighters Association the membership honored Carmen Giacubeno and Luci MartinRodriguez for their efforts alerting Carmen’s grandmother when a fire took place in their home on January 6, 2017. The fire occurred in the Meadows Development in Georgetown. As the fire broke out, Carmen and Luci were alerted to the emergency and used skills they learned in school to arouse Carmen’s grandmother, Cheryl Fee, who was asleep on the opposite side of the home. Lucy attends Southern Delaware School of the Arts and Carmen attends East Millsboro Elementary.

Obituaries

Five Point’s Charles McGonigal Passes It is with deep regret that the officers and members of Five Points Fire Company announce the passing of Life Member Charles McGonigal.

Charlie joined the company in 1966 as a junior, volunteering as a probationary firefighter for three years. After serving as a Senior Firefighter for three years, he took a leadership position as Engine Captain in 1972. In 1975 he was elected as 2nd Assistant Chief, and 1st Assistant Chief in 1976. Charlie continued his volunteer service by serving as the company’s Safety Officer for 11 years.

In November 2016 Charlie became a Life Member of the company for his 30-plus years of active service. The officers and members will miss Charlie, and send their deepest condolences to his family.

Bare Named Fireman of the Year At the February 28, 2017, meeting Fred Bare of Gumboro was named Sussex County Firefighter of the Year. Mr. Bare moved to Gumboro after serving 20 years with the Willards (MD) Fire Department, just across the DE/MD Line.

He joined in 1986 and immediately had a passion for Fire Police Activities. He was elected President of the County Fire Police in 1999, the State Fire Police in 2002 and was

Delaware’s Fire Policeman of the Year in 2003.

Be The Match Event On January 14, 2017, Five Points Fire Company and Newark Jaycees co-hosted an event supporting Be The Match Foundation. The event was geared towards first responders, but was open to the public. Also known as the Swab Event, this event allowed anyone to join the Be The Match Registry. When you join the Be The Match Registry, you become part of every patient’s search for a bone marrow donor.

Thousands of patients with blood cancers like leukemia and lymphoma, sickle cell and other life-threatening diseases need a bone marrow transplant. You could be the one to save a life.

Carlisle Fire Prevention Awards

On February 12, 2017, the Delaware Volunteer Firefighters Association held their annual statewide Fire Prevention Award Program at Station 43 Cheswold. Delaware students from Kindergarten through eighth grade submitted either a poster or an essay according to their grade level. This year Carlisle had two students win first place in the Kent County program. Finley McPherson, a first grader from the Milford Christian School, won second place in the poster category, “Dangers of Matches, Lighters and Smoking

Material.” Karah Jones, a third grader from Mispillion Elementary School, won third place also in the poster category, “Identify Home Fire Hazards.” Both youngsters received a variety of awards and other prizes. The officers and members of the Carlisle Fire Company extend our hardiest congratulations to both students on their selection as a DVFA Fire Prevention Poster winner.

Farmington’s Roork Gets Fireman of Year Award

Ronald Vincent Honored for Service

Ronald Vincent was presented with a House of Representatives Resolution by Representative Bobby Outten for 55 years of continuous service for the Farmington Volunteer Fire Company as a Chief Officer. Fire Chief Jack Bradley promoted Ronnie to the position of Assistant Fire Chief in 1966, starting 50 consecutive years as a Chief Officer, which included a department record of 17 years as Chief.

Whalen Gets Clayton Member of the Month

During the February 2017 meeting of the Clayton Fire Company, past-Chief Rodney W. Whalen was recognized as the Member of the Month for January 2017. Teaching CPR On February 11, 2017, the EMS officers of the Delaware City Fire Company conducted a community-based CPR training day. Over 50 individuals attended the hands-on CPR event. Everyone in attendance was able to learn both adult and infant CPR procedures. EMS staff also demonstrated the use of the Lucas chest compression system. Each person who attended received a certificate of attendance.

Rehoboth Beach to Get New Apparatus

Rehoboth Beach Volunteer Fire Company signed a contract with Brian Bashista with Atlantic Emergency Solutions to build a new engine for the company. The Pierce Enforcer Chassis will be equipped with a 1000-gallon tank, 2000-gpm pump, 30-gallon foam tank, rescue tools, light tower, generator and all related firefighting equipment. Expected delivery is in about 10 months.

The William R. ‘Ace’ Carrow and Morris W. Rehoboth Beach Banquet & Awards Dinner

Rehoboth Beach Volunteer Fire Company held their Annual Banquet and Awards evening with a social in the museum and dinner served in the banquet hall, catered by Bethany Blues. State Representative Steve Smyk served as Master of Ceremonies with members recognized for years of service, response and special honors. The Ladies Auxiliary received special recognition for 50 years of service along with three founding members, Joyce Blizzard, Shirley Mitchell and Charlotte McDaniel being honored. Carrie Lingo was made an Honorary Member for all her help with the Capitol Campaign Committee. Long-time Fire Police Captain Pret Dyer was given the first Fire Police Captain Emeritus Award. Charlie Clark and Vaughn McCabe were recipients of the Fire Chiefs Award. Charlie Clark was also given the President's Award. Members and guests enjoyed a great night.

Roxana GEM Program a Hit

Roxana Volunteer Fire Company’s GEM (Gaining Effective Members) program is a program designed to introduce middle school students to fire fighting, fire safety and leadership. A class is taught each school day at Millsboro Middle School by members of the Roxana VFC. All of the 25 students in the weekday class have gained their CPR/AED certifications through the program.

Additionally, a class of cadets from other areas routinely gather for

meetings and programs at Roxana’s main station. A recent gathering taught fire safety in the kitchen and the students were shown and allowed to practice methods of extinguishing stovetop fires.

Operation GEM participants and instructors have been featured on WBOC-TV, the local CBS affiliate for southern Delaware.

Over the Edge, co-sponsored by TD Bank, Brandywine Realty Trust and New Castle County Fire Service, is a unique fundraising event — and the only one of its kind in Delaware — allowing colleagues or friends the opportunity to raise money and “send” yourself a friend, a boss or colleague, rappelling 17 stories (222 feet) “Over the Edge” of a building to raise money and awareness for Special Olympics Delaware. This year’s event will take place on Thursday, May 11, 2017, in Wilmington.

Fire Marshal’s Report 12 Castlebrook Apartments Damaged by Fire

Michael G. Chionchio, Assistant State Fire Marshal The Delaware State Fire Marshal’s office has determined that the building fire in New Castle, Delaware, on February 24, 2017, was accidental.

The blaze, reported shortly before 1700, occurred at the Castlebrook Apartments at 550 South DuPont Highway. The Wilmington Manor Fire Company arrived on the scene with smoke pouring from a three story occupied apartment building.

State fire marshal deputies were called to the scene and conducted the investigation. The fire started on the stove top in the kitchen of a second floor apartment. The flames spread throughout the apartment and smoke plus heat filled the building.

Twelve apartment units have been damaged The apartment management will coordinate temporary housing. Heavy fire damage is estimated at $200,000. There were no reported injuries. The building’s fire alarm system activated inside the building.

Elsmere Fire Intentionally Set

Michael G. Chionchio, Assistant State Fire Marshal The Delaware State Fire Marshal’s office has determined that the building fire in Elsmere, Delaware, on February 28, 2017, was deliberately started.

The blaze, reported shortly before midnight occurred in the Fenwick Apartment complex in the 1300 block of Maple Avenue. The Elsmere Fire Company arrived on the scene with flames shooting from the three story vacant apartment building.

State fire investigators were called to the scene and are conducting the arson investigation. The fire was intentionally started inside the unoccupied building. Anyone with information regarding this fire is asked to call Crime Stoppers at 800-TIP-3333 or the State Fire Marshal’s New Castle Division at 302-323-5375. Heavy fire damage was estimated at $100,000. There were no reported injuries.

a 58-year-old Magnolia man after an investigation into two arson fires in Magnolia led to his arrest.

Deputy Fire Marshals arrested 58-year-old Francis Barbier, from Magnolia, after a brief foot chase in Magnolia, DE. Barbier was charged with a count of Arson 1st, one count of Arson 2nd, Burglary 2nd, Resisting Arrest, and Breach of Release.

The first fire occurred on December 16, 2016, in Magnolia, DE. Deputy State Fire Marshals determined a subject intentionally set causing $500 damage to a vehicle.

The second fire occurred yesterday, March 8, 2017, also in Magnolia, DE. After a verbal dispute between Barbier and the home’s occupant, the occupant witnessed Barbier set fire to the occupied manufactured home and called 911 to report the incident.

Deputy State Fire Marshals determined Barbier acted alone on the March 8, 2017, incident, and information obtained during this investigation led to Barbier’s arrest for the vehicle fire in December of 2016.

Barbier was taken to Kent General Hospital after being taken into custody and was treated and released. He was then arrested and committed to Sussex Correction Institute in lieu of $50,000 cash bail.

Bowling Alley, Restaurant a Total Loss

Robert L. Fox, Chief Deputy State Fire Marshal The Delaware State Fire Marshal’s Office investigated a building fire in Wilmington, DE, that occurred on March 12, 2017.

The Mill Creek Fire Company was alerted to a fire in the 5100 block of Pike Creek Center Blvd. shortly after 1700. Upon arrival of the fire department there was heavy fire and smoke coming from the one-story building. The building was recently known as the Pike Creek Bowling Lanes and it also housed The Charcoal Pit Restaurant. The fire quickly went to three alarms which brought numerous fire departments to the scene to assist with extinguishment.

Deputies from the State Fire Marshal’s Office responded to the scene to conduct an investigation. The building was a total loss and damage estimates were in excess of $500,000.
