Revitalize Your Fire Prevention Program As a first responder, you play an integral part in the safety of your community. With the advent of social media, many citizens let you know how they feel about you with mostly positive comments and words of thanks for the jobs that you do. One of the things that all firefighters must not lose sight of is the appreciation that your community has for you. How do you give back to your community? With October upon us, it is easy to give back to the people you protect by giving them a well organized and exciting Fire Prevention Program during National Fire Prevention Week, which is observed in the United States and Canada during October.

The NFPA has a great website that all of us should visit to help you organize your Fire Prevention Program. Does your department’s program have a specific goal in mind? Are you highlighting the points that can save lives?

When fire is discovered in a home, every second counts when all of us have to get out of our home. Seconds can mean the difference between the residents of our community escap-

ing safely from a fire or having their lives end in tragedy. Your program should reinforce why everyone needs to have an escape plan. When you meet with your community, it is imperative that you reinforce what to do when a smoke alarm or carbon monoxide detector sounds or a fire occurs in the home. Reinforce how much time you have to get out. Make sure everyone who attends your fire prevention program knows who to call and what to say to the operator or dispatcher.

Every year, families flock to their local firehouse to observe the many displays and programs about fire safety. I encourage departments that have a fire prevention program to spend a few minutes and write down what your goals and objectives are. One of the most important things you can teach families, is what to do when they exit a house that is on fire.

Occupants must remember to close the door to a room that is on fire. This single action can save lives by containing a fire.

Every year I remind myself of the fires I have responded to at my local colleges.

Always keep in mind the Boland Hall fire that was in a freshman residence at Seton Hall University on January 19, 2000. Three students died and many more were injured in that blaze which was one of the deadliest college fires in recent US history. I live near a university and have responded to several fires in the dorms that were caused by carelessness. Bring your Fire Prevention Program to your schools, colleges and senior centers.

I hope you are ready to take on one of the single most important things we can do as first responders — educating your community about fire safety. Don’t be afraid to ask tough questions that can save lives. Good luck with your 2019 Fire Prevention Program! …Dennis

DVFA Office DVFA Year: September marks the end of the DVFA year. It is when we hold our annual conference, when we honor our people and when we change our officers. We hope you will take the time to attend the conference and don’t miss the two premiere events the Opening Ceremony on Thursday and the Memorial Service on Friday. We also have some special seminars with outside speakers, they are “Combination Department,” with two chiefs who have experienced the change, “Equality vs. Equity,” by Ali Rothrock dealing with females in the fire service, “Firefighter Cancer,” by NFFF Ed Klima and “Active Shooter,” by Det. Tim Kerstetter of Delaware State Police. There are also administrative seminars such as “Liability of a Board Member,” “Financial Wellness,” “Report from

the Auditor,” and the well-attended “Pension Seminar.”

Exhibitors and Events: By the time you read this article, the conference will be just ready to start or already started. by Bill Betts, President, DVFA We are entering the start of the Conference at Dover Downs in around 20 days and I am reflecting on how fast this year went by.

I am extremely proud that I could serve as President of this fine organization over the past 11 months, and I am also proud of the respect and help I have received from my fellow officers and many others up and down this fine state. The DVFA takes a lot of criticism on things that we cannot control, while some forget that it is acting as one fire service repre-

senting the 60 volunteer companies and three ambulance companies throughout the state, while working with the City of Wilmington career firefighters. This unique approach is valuable to the Delaware Fire Service by collectively going after our funding money from the state. This scenario is not the “goose laying the golden egg,” but is the united front that we take to the State Legislature and the Governor each year. Those who doubt the work that we accomplish every year should try this without a united front and see how far they get.

The volunteer fire service in Delaware and the rest of the United States has approached a critical junction of losing our volunteer base.

I have attended many seminars on Recruitment & Retention across the USA and I

have not seen an answer to the lack of volunteers. Some areas are very successful with innovative new ideas, while other areas are struggling to keep manpower. Incoming President Jones is attempting to start a committee in all three counties to address this issue in conjunction with the Joint Resolution of the Committee of the Legislators and others to hopefully find a solution to solve or ease this problem. As a active member of the Delaware Fire Service, I am trying everything that I can to help us continue as top-notch volunteers, and I am continuing to help man the apparatus in Frederica as a driver.

Seems like it just started. That is the same way it seems for my time as President of the LADVFA, just flying by.

Thank you for letting me represent all of you. It was indeed an honor. You all did an exceptional job and you did this voluntarily.

Your commitment is hard to find, but with the incoming officers I know it will continue.

It took a while but finally, finally, the IRS

issue was resolved. Lynn, it took a while, but finally we got it finished!

Thank you to all of my officers, 1st VicePresident Karen Workman, 2nd Vice-President Pam Ingle; Secretary Karen Barlow, Assistant Secretary Jackie Guzzo (who will be leaving at the end of this conference); Treasurer Kim Figgs and Assistant Treasurer Ginni Tice; Parliamentarian Mary Frances Eisenbrey; and Chaplin Juanita Nieves; your support, help and guidance was much appreciated. Karen and Jackie thanks for keeping me straight!

Newport Indoor Van Fire On August 9, 2019, just after 0600, Station 23 along with mutual aid was dispatched to the 300 block of South Walnut Street in Newport for a commercial building fire. Engine, Chief and Assistant Chief 23 responded. Assistant Chief 23 reported smoke showing. Engine 23 secured a water supply, and stretched an attack line. Crews found a commercial van on fire inside the building and quickly extinguished the fire. Chief Dierolf had the Newport Command.

Exposures Saved in Clayton On July 20, 2019, during one of the hottest days in several years, Clayton along with Smyrna, Hartly, Millington (MD) and EMS units were dispatched for a chicken house on fire on Blackistons Road. Units arrived to find a fire in a generator building between two chicken houses. Crews stretched a line and quickly knocked down the fire. Additional crews checked exposures for extension and assisted with overhaul. At the time of the fire the temperature was 98 degrees with the heat index at 116. Damage was confined to the original building which was destroyed. Assistant Chief Lightcap had the command.

Commercial Fire in Dagsboro

Recently, crews battled a commercial structure fire at Dagsboro Paint and Wallpaper store. Station 73 Dagsboro was assisted on mutual aid by Station 83 Millsboro and Station 76 Frankford. No injuries were reported.

Suspicious Fire in Carlisle Recently, Carlisle firefighters responded to a working house fire.

No injuries were reported. Police were called due to the suspicious nature of the fire.

10 Displaced by Wilmington Blzae Recently, Wilmington firefighters on the C Platoon were alerted to a residential structure fire on North Broom Street. Units arrived to smoke showing from three-story, semidetached, multiple-unit dwelling. Crews from Engine 6 and Engine 1 immediately stretched lines for an aggressive interior attack, finding fire conditions in a first floor unit. The incident commander, Battalion Chief John Hoban, arrived and requested a fourth engine for RIT. The crew from Ladder 2 and Engine 5 performed searches of all floors, finding no one inside. The unit sustained significant fire and smoke damage. The Wilmington Fire Marshal’s Office was investigating the origin and cause. Wilmington Licenses and Inspections responded and determined the dwelling to be uninhabitable.

The American Red Cross responded to provide aid for 10 residents displaced by the fire.

Dover International Speedway Hosting NFFF Fundraiser On October 6

Dover (DE) International Speedway is hosting a fundraiser for the National Fallen Firefighters Foundation on Sunday, October 6, before its Monster Energy NASCAR Cup Series playoff race.

This is the 12th straight year Dover International Speedway and the NFFF have teamed up for a fundraiser. All told, the partnership has raised almost $900,000 for the families of fallen firefighters Dover International Speedway’s Smokehouse package costs $109 through Thursday, September 5 when the price is raised to $129. All are welcome, with proceeds benefitting the NFFF. The package includes the following items: • A Monster Energy NASCAR Cup Series playoff race ticket • Trackside Access pass for fans to walk the frontstretch of the Speedway on October 6 • An all-you-can-eat buffet • NASCAR driver appearances The NFFF’s mission is to honor and remember America’s fallen fire heroes while providing resources to assist their survivors in rebuilding their lives Since 2008, the program has raised $889,654.36 for the NFFF. Last year’s program included visits from NASCAR drivers Ryan Blaney and Corey LaJoie and raised almost $81,000.

The National Fallen Firefighters Foundation, created by Congress in 1992, provides resources to assist families of fallen firefighters and helps the fire service community reduce firefighter deaths and injuries.

The October 6 Monster Energy NASCAR Cup Series race is the 100th NASCAR Cup Series race in Dover International Speedway's history and the fourth race of the 2019 Monster Energy NASCAR Cup Series' 10-race postseason. Dover International Speedway will be the 10th track in the United States to have hosted 100 or more NASCAR Cup Series races.

Multiple Companies at State Line Blaze On August 12, 2019, the Harrington, Farmington, Greenwood, Greensboro (MD) and Denton (MD) fire companies, along with Kent County EMS, were alerted for a house fire in the 3900 Block of Burrsville Road at the Delaware/Maryland Line. Chief Robbie Brode was the first to arrive and reported a two-story, single-family residence with heavy smoke showing. One firefighter suffered a burn to the hand but did not require medical treatment.

Hartly House Fire On May 2, 2019, Hartly volunteers were alerted, for a working house fire in the unit block of Fords Corner Road. Chief Connors arrived and reported a singlestory, single-family dwelling with fire showing from the Alpha side. Crews dropped a supply line, initiated an interior attack and conducted primary searches.

Chief Connors had the Fords Corner Road command.

DSFS Participates in the Delaware Burn Camp

The Fire School is proud to be a partner with the Delaware Burn Camp to provide its annual camp for children who have been the victim of significant burn injuries. This year’s camp was held August 4 through 10, again, at Camp Barnes, near Millville. Fire School staff participated with activities throughout the week. On Thursday afternoon the students from the Indian River School District’s GEM program attended camp and participated in training with the burn camp attendees. A huge thank you to Dagsboro Volunteer Fire Company for providing staff and an engine for the afternoon. A session was held on fire behavior, where Fire School Instructor Dwayne Newnam discussed, and demonstrated with a miniature house fire, flow and the path a fire takes under given conditions. Also, the campers enjoyed training with the Fire School’s new Bullseye Fire Extinguisher prop.

DSFS’ Bradley Announces Retirement Chuck Bradley started with DSFS on August 16, 1988 as a Maintenance Mechanic and is the third longest serving DSFS employee with 31 years of service.

With the retirement of Evans Neal in 1992 Chuck was promoted to Maintenance Supervisor and has served the school for the past 27 years in that position.

The list of projects that he has been a part of are many. He has been a part of a number of expansions, including the Divisions, tower remodel, warehouses, upgrades to Liquid and Gas Pads, new fuel systems, Rescue Tower and the addition of warehouses, just to name a few. His mark on the school has been great and will continue on for many years to come.

Chuck’s dedication to the school has ensured that the grounds, buildings and equipment have been maintained and are ready for our students. What has always impressed me is that with no fire service background, Chuck did this because he wanted the school to “look” good and for our students to have the best possible experience.

We wish Chuck well.

Georgetown Police Cadet Camp Visits DSFS

On July 12, 2019, the Georgetown Police Department’s Cadet Camp visited the Sussex Division of the Fire School for a full day of training. Cadets did their regular day of responsibilities with their leaders. Then Fire School staff had stations that included fire behavior, fire extinguishers, kitchen fire safety and the responsibil-

ities of a firefighter. The afternoon was dedicated to EMS. The cadets were trained in hands-only CPR, Stop the Bleed and general first aid. Twenty-eight cadets attended the training. Thanks to the Georgetown Fire Company for providing an apparatus and staffing for the event.

DSFS Busy with Campus FS Programs

Again this year, the Delaware State Fire School was invited to present Fire Safety Information to four universities around the state. Programs took place at Wesley College, University of Delaware and Goldey Beacom College. Delaware State University came to the Fire School for training of about 60 resident assistants.

University of Delaware Division of Environmental Health and Safety works in conjunction with Newark Police Department, as well as Aetna Hose Hook and Ladder, to provide training to over 200 students. Topics covered include escape planning, fire extinguishers, kitchen fire safety, infectious disease, as well as personal safety.

Kent County Paramedic Earns Chief’s Commendation Award On February 26, 2019, the Kent County paramedics were dispatched to a reported active seizure at Spence’s Bazaar. Paramedic II Brandon Yourkovik was in the process of a patient transfer at Kent General Hospital from a previous call. Because of the heavy call volume at the time, Yourkovik was split from his partner who was responding to the call at Spence’s Bazaar. Yourkovik’s partner, Greg Schulties, arrived at Spence’s and reported the call as a full cardiac arrest. Not having a vehicle to respond with and after hearing the call upgraded, Paramedic II Yourkovik made the decision to run to Spence’s Bazaar to back up his partner. He arrived on scene to assist his partner and bring the medic unit back up to a twoperson response.

Paramedic Yourkovik performed above and beyond the call of duty to assist his partner on this call and by doing so provided the highest level of care possible. The crew was able to restore spontaneous circulation in their patient. The patient, who was initially pulseless and apneic, was delivered to the emergency department of Kent General Hospital with a pulse and spontaneous respirations. A most desired outcome made possible by the professionalism and dedication of our paramedics.

Wilmington Water Search

Recently, Wilmington firefighters on the A Platoon were dispatched to the South Walnut Street Bridge for a person who apparently jumped into the Christina River. First arriving personnel spoke to the bridge operators who stated witnessing a male jump into the Christina River and not resurface. Upon arrival Battalion Chief Dennis Kirlin requested the New Castle County Dive Team and other resources. The Wilmington Marine unit arrived and quickly initiated search operations with the support from the land-based suppression companies. The NCC Dive team conducted a coordinated search of the last known area for several hours with negative findings.

Grain Elevator Rescue On July 29, 2019, the Kent and New Castle Technical Rescue Teams were dispatched to assist Kent County (MD) on a highangle rescue at a grain elevator in Lynch (MD). A worker had collapsed on top of the elevator. When the first members of the Kent team arrived they found that tower ladders from Galena and Chestertown had made access to the patient and brought him down in one of the buckets. The technical rescue teams were canceled. A member of the Kent team used one of the drones the team operates to produce the image of the rescue.

Academy Visit to Mütter Museum

On June 5, 2019, The New Castle County Paramedic Academy Class visited the Mütter Museum of The College of Physicians of Philadelphia as a part of their study of anatomy and physiology.

The Mutter Museum has been described as America’s finest museum of medical history, with displays of beautifully preserved collections of anatomical specimens, models and medical instruments.

The goal of the museum is to help visitors understand the mysteries and beauty of the human body and appreciate the history of diagnosis and treatment of disease.

Middletown MVC

On August 16, 2019, the New Castle County Paramedics were dispatched with the Volunteer Hose Company of Middletown for an MVC with a subject reported trapped. Fire and EMS personnel arrived to find a two-vehicle collision with one vehicle approximately 50 yards off the roadway and into a wooded area. One patient had to be carried up an embankment and over a guard rail in preparation for transport to Christiana Hospital.

NCCo Paramedics Honored May 30, 2019, New Castle County Paramedic Senior Sergeant Donald Kennard and Paramedic Sergeant Isaac Hankins were honored at a graduation ceremony for the Command and Leadership Academy. Both Emergency Medical Services Division personnel were recognized at the 54th Graduation Ceremony of the Command and Leadership Academy hosted by the New Jersey State Association of Chiefs of Police. The 14-week curriculum is modeled after a leadership program at the US Military Academy at West Point.

On May 29, 2019, 94 kindergarten students at the Heritage Park Elementary School had an opportunity to try on some paramedic gear and sit in the driver’s seat of a paramedic unit during “Paramedic Day.” Paramedic Michelle Hamrick offered a tour of the vehicle to the students – and may have planted some ideas for future careers.

2 Die in Small Plane Crash On August 18, 2019, at 0859, New Castle County Paramedics were dispatched with units from Minquas Fire Company of Newport, the Delaware Air Guard Fire Department, Christiana Fire Company, Five Points Fire Company Good Will Fire Company, Cranston Heights Fire Company, Belvedere Fire Company, Mill Creek Fire Company, Wilmington Manor Fire Company, Hockessin Fire Company and Delaware State Police Aviation Section for a report of an aircraft crash in the area of Interstate 95 and Churchmans Road. The initial caller was driving on Interstate 95 and reported seeing a small aircraft crash into the woods near the highway. After searching the area, the plane was ultimately located in a heavily wooded area behind Stanton-Christiana Road that was only accessible with four-wheel-drive and all-terrain vehicles.

Two people were ultimately pronounced at the scene. The incident remains under investigation by the Federal Aviation Administration and Delaware State Police.

SCEMS Deputy Director Jeff Cox Retires Deputy Director of Administration Jeff Cox is retiring from Sussex County EMS after 27 years of dedicated service. Jeff started his EMS career as a volunteer in Vermont where he developed his passion for EMS. Jeff continued his training, becoming a Nationally Registered Paramedic and obtained a Bachelor’s Degree in EMS Management from George Washington University. Jeff has worked in EMS systems in Massachusetts, Maryland, Virginia and Delaware.

Jeff recently earned Chief EMS Officer Credentialing and Credentialed National Fire Academy Managing Officer.

Jeff worked his way through the ranks of SCEMS serving as a Field Training Officer, Supervisor, Field Training Supervisor, Education Coordinator, and retires as SCEMS first Deputy Director of Administration. Jeff’s desire to pass on his knowledge and advance EMS in is evident throughout the state with his work as a 14-year member of the state protocol committee, efforts to bring 12lead interpretation and Acute Coronary Syndrome care to Delaware. He championed for many other interventions and treatments before they became a standard of care in the United States. Jeff is a long time EMT instructor and presented at many conferences expanding the spotlight on SCEMS wherever he went.

Jeff was part of the JEMS Gold Medal Winning team and remained involved with the teams preparation after his time on the team. His knowledge, dedication, and desire to move SCEMS, and EMS in general, to the next level of care led Jeff to being recognized many times throughout his tenure to include Paramedic and Administrator of the Year, SCEMS Field Excellence, Stephanie Callaway award, and the Delaware Office of EMS Commendation.

Jeff looks forward to spending time with his family and camping in his retirement. SCEMS thanks Jeff for his dedicated service and wishes him all the best in his retirement and future endeavors.

International Association of Fire Fighters Joins FirstNet Builder, AT&T, to Help Educate Firefighters on FirstNet FirstNet is a critical tool to keep firefighters and paramedics safe and ensure effective emergency and disaster response The International Association of Fire Fighters (IAFF) has joined FirstNet builder, AT&T, to help educate firefighters and paramedics on the 21st century tools available to provide critical data and inter-agency communications through FirstNet - America’s public safety communications platform.

With this alliance, the two are committed to educating firefighters and paramedics about the benefits of FirstNet and the impact it can have on public safety communications. The IAFF will also work with AT&T to convey the needs of frontline firefighters, including pushing for the FirstNet network to enable mission-critical voice communications for all firefighters during emergency response.

“The IAFF is dedicated to keeping our members and the communities they serve safe,” says Harold Schaitberger, General President of the IAFF. “The FirstNet data and communications platform is one more tool that our members will have to gather information to make life-saving decisions when seconds count.”

The goal of the alliance is to cut through the clutter and make sure firefighters and paramedics have the right information to understand the cutting-edge capabilities and benefits of FirstNet. This will help them adopt and use the technology in their own jurisdictions. Additionally, FirstNet will benefit from the IAFF’s input on providing mission-critical voice capability as the service grows to meet the needs of its public safety users.

Fire Prevention Month

By Ray Cooney While re-editing past shows, in preparation for our October national syndication, I came across the episode I filmed in Long Meadow, Massachusetts. My guests were two firefighters named Carl Z. and Andy M. While talking and having some laughs, the subject of fire prevention came up. It was mentioned how important this is for all of us, not just children.

I run fire prevention in my little hamlet of Bayport, New York. I took over the program about 15 years ago, when I first joined the Bayport Volunteer Fire Department. Being a probie at the time, I had to attend all events, as every good probie does. One of these events is conducting fire prevention at the local elementary school. Fire prevention is conducted by taking a fire truck and five or six firemen and visiting the school. Here, we discuss “stop, drop and roll,” the need for a meeting place outside your house in case of a fire, having working smoke detectors and so on.

The first time I was a part of this event, the senior man that was running it didn’t know how to get the children engaged. He told the children that if you get stuck in a house fire, you would turn into a French fry! The children were horrified. I tapped him on the shoulder and said, “Let me give this a try.”

Having taught martial arts to children since I was 15 years old, I knew how to get the children to understand and be a part of the activi-

ties. I went right into Firefighter Ray mode. I dropped to the ground and had them all crawling around low (pretending there was smoke above).

The children, and other firefighters, were all laughing and engaged in the activity. For any of you civilians reading this, the way it works in the fire department is, if you do something good, it becomes all yours. Hence, I have been running the fire prevention program for Bayport since that day.

Back to the Long Meadow Fire Department. While cooking, Carl asked if I ever had the teacher’s get involved to entertain the children more. This was not something I had thought to do. I incorporated this idea last October. We dressed up one of the teachers in bunker gear and performed a “mock” forcible entry drill and it was a hit! This will now be part of my fire prevention every year.

Pioneers of the Delaware Fire Service

For this issue, we go to Kent County to honor a gentleman that we all know: Kevin Wilson, a 45-year member of the Clayton Fire Company. Kevin has been in the public service field since graduating from Smyrna High School in 1976. Kevin went on to obtain his AA degree in Criminal Justice from Del-Tech and a BS in Management and Supervision from Wilmington College. He also completed most all of the classes at DSFS required of him to maintain his active status with the Clayton Fire Company. When I asked him about his military service, all he said was that he had a good story to tell, so you all will have to ask him about it.

Kevin has held all of the fire line offices, including Chief, and served in most all of the administrative offices to include his current position as President. He still responds to alarms if he is not presiding over a court case. Kevin has also been very active in the county and state associations.

He served as President of DVFA in 20092010; President of DSFCA; and pastPresident of KCFA and KCFCA. He also served as the first Secretary/Treasurer of the Smyrna-Clayton Fourth of July Association. In addition to all of these obligations he still had time to serve with the Harmony Lodge 13, Free and Accepted Masons as a sitting Senior Warden.

When asked why he joined the department, he said being from a small town, there wasn’t much else to do at age 16. (I know the feeling Kevin. Same thing with me growing up in Pennsylvania.) His first fire occurred two days after he joined the fire company. He was on his way home from ambulance attendant class at DSFS when Clayton was tapped out for a barn fire and he spent seven hours pitch forking hay!

You all need to ask Kevin to explain that terminology to you!

His parents were also involved with the Clayton Fire Company activities. His mom was a charter member of the Ladies Auxiliary and served

as President. His dad was a member also, but not very active due to his work schedule and locations. Kevin stated that he joined the fire company feeling it was a duty to serve the community and make it better.

His words of wisdom to the younger generation were, “Keep your eyes open, listen to what you are told, and above all keep your mouth shut, until spoken to!”

A highlight of Kevin’s fire service career was being awarded the DVFA Fireman of the Year, and one of the outstanding awards for which he worked hard to earn. The members who he looked up to and respected and influenced his life were William R. ‘Ace’ Carrow, Jim Cubbage, and Jamie Turner. They provided friendship, guidance and mentoring that we all need when we are trying to do all the right things to move through the chain of command.

As you can see, Kevin has a very extensive background in the fire service, but we haven’t talked about his civilian life and jobs he held. Kevin spent 20 years with the Delaware State Police, retiring as a Master Corporal. Ten of those years were as a Trooper Medic, being one of the first four picked for this position. He spent five years as a Sex Offender Registry Agent and was one of the two DSP Civilian Criminal Investigators.

Well, since he liked working for the DSP, but didn’t make it to a commander’s position, he thought he would like to become the Chief of Police somewhere in Kent County. He then took a position as Chief of Police for the town of Wyoming. Kevin also served as a program manager for DEMA. To wrap up his public service to the citizens of Kent County, he has been serving as a Judge in the Justice of the Peace courts since 2015. I would say that Kevin has served the residents of Kent County very well.

Kevin thanks for all you have done for the citizens of Kent County and the State of Delaware.

Gator Training Company training, held on July 10, 2019, was familiarization with an all-terrain Gator on the Jack A. Markell Trail, part of the Delaware Greenways connecting the Wilmington River Front area to the New Castle-Battery Park area. Members who attended were given instructions on how to unload and load Gator 17 to and from the trailer along with other pertinent operating information. Qualified drivers then had a chance to drive on the trail to get some experience with the territory. Gator 17 is equipped with a pump and water tank to handle small fires as well as EMS equipment. Plans are in place for a dual dispatch of Five Points and Goodwill of New Castle to handle any emergency incidents that may occur on the trail.

Ladder 17 Repair In late July 2019, Ladder 17 went out of service for some major engine repairs. It will most likely be out for at least a month or more. After searching around, the officers located a truck that Longwood Fire Company in Pennsylvania was able to loan out.

Clayton Fire Company Conducts Rail Cars Identification Class

On August 19, 201, the Clayton Fire Company hosted a class taught by past-Chief and 50-year member Dave Mast on how to identify rail cars and what could be transported in them. Mast, who is a Delaware Fire Instructor, covered many types of rail cars that may be encountered by the members responding to railroad incidents. Clayton, once a major hub of the Pennsylvania Rail Road, is still a railroad town with a major north/south line dividing the town. At the start of the class, President Kevin L. Wilson presented past-Chief Mast with his 50-year-member award stating, “50 years of membership is quite an accomplishment that not many members achieve,� and congratulated him on a great fire service career.

2 Houses Catch Fire in Dover Recently, the Dover Fire Department was alerted for a house fire in the unit block of Spruance Road. Initial arriving units on scene reported two single-story homes were involved. One was well involved with exposure in to the other. Units established water supplies and advanced lines to stop the fire spread. The fire was placed under control in approximately 30 minutes. Units remained on scene for another two hours hitting hot spots and overhauling. No civilians or firefighters were injured. Saint Francis EMS and the Kent County Paramedics provides EMS rehab as well as the SFHEMS Rehab unit from Wilmington. Mutual aid was received from Camden-Wyoming, Little Creek and Cheswold. Hartly, Cheswold and Magnolia provided coverage.

Chief Dennis Compton Announces Retirement from NFFF Board

NFPA’s Annual US Firefighter Fatalities Report

Over the past 14 years Chief Dennis ‘Denny’ Compton has been a member of the Board of Directors of the National Fallen Firefighters Foundation (NFFF). For more than 11 of those years he has served as the Chairman. At the NFFF board meeting on July 31, 2019, Chief Compton announced that he was stepping down as the Board Chairman effective August 18, 2019.

Under Chief Compton’s leadership the NFFF has seen unprecedented growth in programs for families, a deeper involvement in the reduction of firefighter line-of-duty deaths, and the overall professionalism and stature of the organization. “I have depended on Denny’s counsel and friendship in leading this organization for over a decade,” said Chief Ron Siarnicki, NFFF Executive Director. “Though he is leaving the organization, the legacy he leaves will have a longstanding impact on the organization for generations.” Referring to his work with the Foundation as a “labor of love,” Chief Compton thanked the NFFF Board, Advisory Committee, Staff and Volunteers for the honor of serving alongside them.

Upon Chief Compton’s announcement, the board acted to select a new Chairman. By unanimous vote, Troy Markel was elected to take over as the Board Chairman.

Markel first joined the Foundation as an Advisory Committee Member in 2006, becoming a member of the Board in 2012. He most recently served as the Board Secretary and the Chair of the Finance and Fundraising Committee. Troy is also a former board member of the First Responder Center for Excellence, an affiliate organization of the NFFF. “I couldn't be more pleased to pass my leadership responsibilities along to such a capable and dedicated member of the board,” said Chief Compton. “As a cherished member of the fire service and a talented executive, Troy has a proven record of commitment to the foundation and service to America’s fallen firefighters and their families.”

Mr. Markel is the President of VFIS, a subsidiary of Glatfelter Insurance Group in York, Pennsylvania. He joined VFIS in 1990 as a Length of Service Awards Program (LOSAP) Sales Executive. Shortly afterwards, he quickly learned each of the programs within VFIS, including the property and casualty, and accident and sickness programs. In 1998, he became a Regional Vice President. His responsibilities included managing 29 states within the VFIS program aimed at insuring and providing risk management solutions for emergency service organizations throughout the United States and Canada. “I am honored to be selected as the Board Chairman and humbled by the confidence placed upon me by my fellow board members,” said Markel. “I want to thank Chief Compton for his many years of dedicated leadership and all he’s done in service to the organization.”

The National Fire Protection Association (NFPA) released its annual “U.S. Firefighter Fatalities in the United States” report, which showed a total of 64 U.S. firefighter fatalities while on duty in 2018. This is the eighth time in the last 10 years that fewer than 70 on-duty deaths have occurred; the death toll is half what it was in the first five years that NFPA conducted this study.

Of the 64 fatalities, 34 were volunteer firefighters, 25 were career firefighters, four were employees or contractors for federal or state land management agencies, and one was a prison inmate.

Overexertion, stress, and medical issues accounted for by far the largest share of deaths. Of the 28 deaths in this category, 25 were classified as sudden cardiac deaths (usually heart attacks). While cardiac-related events have accounted for 44 percent of the on-duty deaths over the past 10 years, 2018 represents the third consecutive year that the toll has been below 30.

“While the total number of on-duty firefighter deaths has been decreasing over the years, we continue to see many of the same overall results, with the leading causes of these fatalities tending to be cardiac deaths and crash deaths,” said Rita Fahy, manager in NFPA’s Applied Research division.

According to the report, the second-largest share of on duty deaths typically results from road vehicle crashes, with 11 deaths in 2018. The death toll due to crashes is only slightly lower than the average 13 deaths per year that have occurred in crashes over the past 40-plus years, but in the same time-frame, fire department call volume has more than tripled.

One firefighter was murdered when responding to a fire call in 2018.

Unfortunately, Fahy noted, this is not as unusual as might be expected.

Fahy also pointed out that while it’s encouraging to see the overall number of on-duty firefighter fatalities continue to remain relatively low compared to previous years, the full firefighter fatality picture is far broader than NFPA’s data.

“This report only reflects deaths that occur while victims are on-the-job, either as the result of traumatic injuries or onset of acute medical conditions,” said Fahy. “Studies have shown that years spent in the fire service can take a toll on a firefighter’s health, both physical and emotional, and can also result in exposures to toxins that eventually result in job-related cancer, cardiac, and suicide deaths that are not represented in this report.”

A comprehensive study that enumerates all duty-related deaths in a year is not yet possible to accomplish.

This firefighter fatality study is made possible by the cooperation and assistance of the United States fire service, CDC’s National Institute for Occupational Safety and Health, the United States Fire Administration, the Forest Service of the U.S. Department of Agriculture, and the Bureau of Indian Affairs and the Bureau of Land Management of the U.S. Department of the Interior.

Holloway’s Edwin S. Carlisle

Holloway’s Gladys M. Reese

The officers and members of the Holloway Terrace Fire Company are mourning the passing of Edwin S. Carlisle on April 19, 2019.

Ed served in the United States Navy during the Vietnam War. After his discharge he served in the Army National Guard of Delaware and the Air National Guard. He retired from military service in 1991. Ed worked for New Castle County as an EMT and then as a supervisor for the Special Services Warehouse prior to his retirement.

Ed was a life member of the Holloway Terrace Fire Company where he held the offices of Financial Secretary, Lieutenant of Rescue and Captain of Rescue. Ed was the head of Fire Police “209” unit, a position he held for more than 30 years. He was 2nd Vice-President, 1st VicePresident and President of the New Castle Fire Police Association. In 2018, Ed also held the distinction of being the first ever Liaison Officer appointed to the New Castle County Sheriff’s Office. New Castle County Police awarded Ed as the New Castle County Fire Police Officer of the Year in 2013. He was the recipient of the 2014 Holloway Terrace Fire Company Fire Chief’s award for distinguished service and in December 2018, Ed was awarded the first ever, Colonel Cheryl A. Kelly Volunteer Service award, an honor he deeply cherished.

Ed is survived by his loving wife of 42 years, Marge Mansell Carlisle, his sister Thelma Kempista and a host of other relatives and friends. He will be deeply missed by his fire service family at the Holloway Terrace Fire Company and we thank him for 48 years of active service.

The officers and members of the Holloway Terrace Fire Company mourn the passing of Ladies Auxiliary past President and life member, Gladys M. Reese on May 21, 2019.

Gladys was a 60-plusyear member of the Ladies Auxiliary. During her tenure as President in the 1960s, Gladys led the Holloway Terrace Ladies Auxiliary effort to raise over $25,000 to pay for a chassis upon which a Holloway Terrace Fire Company engine would rest.

Gladys also served as President of the Delaware School Food Service Association and New Castle County School Food Service Manager’s Association. She was an active parishioner of the Holy Spirit Catholic Church in New Castle.

Gladys will be greatly missed by her sons Parke Reese III and Michael, as well as her daughter and best friend Cathy Lynn (Sissy) Reese as well as the fire service family at the Holloway Terrace Fire Company.

Delaware Burn Camp Conducts 11th Session

The Delaware Burn Camp held its 11th session August 5 through 10, 2019, at Camp Barnes, the State Police-owned recreational property located near Frankford in Sussex County. As they have since the inaugural session in 2009, Burn Camp board members, volunteers and friends treated eight campers to a week of activities designed for plenty of fun, as well as teambuilding.

Delaware Burn Camp is open to boys and girls ages six to 18 who have sustained a burn injury. Campers attend the weeklong, overnight camp free of charge and are eligible to attend as long as they meet the age requirement.

Of the eight young men attending the 2019 Burn Camp session, six had attended at least once before. This year, for the first time in memo-

The Delaware Burn Camp is a non-profit venture that receives no government funding. Donations, grants and corporate sponsorships, along with fundraising activities, cover the cost of operating the camp.

Up to 25 campers can be accommodated for the week-long session, held every August.

Minquadale Newest Chief Emeritus, Joseph F. Day III It is with great pleasure that the Minquadale Fire Company announced its newest elected Chief Emeritus Joseph F. Day III, a title only awarded to seven pastChiefs in the company’s 95-year history.

Chief Day has been instrumental in designing new fire apparatus and chairing the Truck Committee and many other committees. He is a strong supporter of training and has worked over the years to help many members of our company become NFPA Firefighter I and Firefighter II certified.

Chief Day’s dedication has been recognized by the many awards received, including Member of the Year and Fireman of the Year multiple times. Chief Day is also a recipient of the Delaware Heroic Firefighter of the Year Award in 2010 and was also appointed to the Delaware Volunteer Firefighters Association Hall of Fame. Chief Day's dedication and service are greatly appreciated, and the officers and members of the Minquadale Fire Company would like to offer our congratulations.

Paramedic Brent Hudson Retires After 28 years and eight months, Paramedic Brent Hudson is retiring from Sussex County EMS. On December 1, 1990, Brent started his career as a paramedic student. He was one of 11 people chosen to start the first class of paramedic students to help expand the new Sussex County Paramedic system.

Brent received his training through the Kent General Hospital Paramedic Program, becoming a Delaware Certified Paramedic, and was assigned to the full-time paramedic unit in Georgetown. Over the past 28-plus years, Brent has worked on all 10 paramedic units in the county. He has been lucky enough to spend his entire career on D-shift.

Brent has served on numerous committees including, the HazMat Team, SOP committee, and Medic Assist program, to name a few. He has received multiple awards over the years, including being chosen Paramedic of the Year twice..

Brent says his favorite part about being a paramedic has been being able to help the people in the community where he lives. He relates that

what he’ll miss the most is the people he’s worked alongside and the camaraderie they’ve shared. Brent conveys that in the future he hopes to possibly work in the healthcare field in some capacity. He explains that his immediate plans are to just enjoy retirement, spend more time with family, and possibly do some traveling.

Sussex County EMS would like to thank Paramedic Brent Hudson for his numerous years of service, for his tireless work ethic, for the positive impact he’s made upon our system, all those he encountered during his career and for being the genuine person we know. We wish him the best in his retirement and future endeavors.

May 31, 2019, marked the last day for Mike Marquis, Vice-President of Rescue 1 Sales, here at P.L. Custom Body and Equipment Co., Inc. (PLCB) and the beginning of a well-deserved retirement. Mike is capping off a 36-year successful career. Over the years, Mike grew with the company, working first as an electrician, followed by developing our graphics department, then as a contract coordinator, and finally as the driving force behind our Rescue 1 division.

FIREHOUSE EXPO ANNOUNCES 2020 DATES The dates for Firehouse Expo 2020 have been set for July 21 to 25, 2020, at the Music City Center in Nashville, Tennesee. This will mark the fifth year the conference will be held in Nashville.

“We’re happy to be returning to Nashville in 2020,” said Greg Toritto, Firehouse vice president/group publisher. “Firehouse Expo has traditionally had excellent attendance in the summer, so we’re returning to our roots. Fire Marshal’s Report

5 Homes Damaged by Fire in Lewes Michael G. Chionchio, Assistant State Fire Marshal The Delaware Office of the State Fire Marshal investigated a fire that occurred on September 2, 2019 near Lewes, Delaware that damaged five homes.

The blaze, reported shortly after 2030, occurred on Acadia Lane in Coastal Club. The Lewes Fire Department responded to the report of a house on fire.

Heavy fire damage occurred to one dwelling and four other homes were damaged by exposure. There were no reported injuries.

Heavy fire damage was estimated to exceed $750,000. This fire remains under investigation.

Newport Building Damaged by Fire Michael G. Chionchio, Assistant State Fire Marshal The Delaware Office of the State Fire Marshal investigated a fire that occurred on August 9, 2019 in Newport, Delaware that heavily damaged a building.

The blaze, reported shortly after 0600, occurred in the 300 block of South Walnut Street. The Minquas Fire Company responded to the loca-

tion and arrived on the scene with smoke pouring from the building.

State fire investigators have ruled this as an accidental fire. The fire originated inside the motor compartment of a utility vehicle parked inside the building due to an electrical malfunction within the vehicle.

Damage was estimated to exceed $100,000. There were no reported injuries.

Dagsboro Business Damaged by Fire Michael G. Chionchio, Assistant State Fire Marshal The Delaware Office of the State Fire Marshal is investigating the July 27, 2019 building fire in Dagsboro, Delaware that caused damage to a business.

The blaze, reported shortly after noontime, was located at the Dagsboro Paint and Wallpaper in the 33000 block of Main Street Dagsboro. The Dagsboro Volunteer Fire Company responded to the fire.

There were no injuries. The fire damage was estimated at $50,000.
