Pushing Forward As we continue to deal with Covid-19, my state —New York — has slowly entered Phase IV of a well-planned mitigation for containing the spread of Covid-19, while we try to regain the freedoms of the past. Yes, there are restrictions to follow if you want to have some sense of socialization similar to pre-pandemic days. Many low risk, outdoor arts and entertainment facilities can open at a 33-percent capacity. Colleges can open, and professional sports can resume without fans. Regardless of what you or I think, we must be diligent on following the guidelines intended to keep us safe. Keep in mind that preventing the re-occurrence of a significant increase of Covid is up to you. Despite what you think, follow the guidelines with the understanding that if Covid shows signs of poking its ugly head out again and as cases begin to rise, we will be back to Square 1. I am pleased to see that the first responders I have had contact with are following the department rules for preventing the spread of this disease. Kudos to all of the members who continue to respond, while keeping six feet away from one another whenever possible. I applaud the firehouses that have put up wall units at entrances that contain hand sanitizer, masks and gloves. It is refreshing to see that responders
have made the effort to continue to wear those masks and to use hand sanitizer immediately after calls and tasks such as signing in for calls. Keep up the good work. Let’s face it, good hygiene must be working because our members seem to be avoiding Covid. On a personal note, I would like to take the time to thank our EMS responders for your professional dedication and commitment to the people that you serve. I am sure many of you were not aware that in June, the Congressional Fire Service Institute (CFSI) took the opportunity during National EMS Week to honor the men and women serving in fire and emergency services departments across the nation who deliver pre-hospital emergency medical care. National EMS Week is a time to pause and to say “thank you” to our EMS responders, who, quite frankly, have not balked and continue to handle calls during these difficult times. I join CFSI and give thanks to each one of our EMS responders for your dedicated service. I also thank the CFSI for remaining committed to advocating for federal programs that address the needs and challenges of the fire and EMS services, especially during these tough times. In case you have not done so, take the time to visit CFSI.org to see what the organization is doing
for you, the first responder. Finally, remember that all of you serve your communities with professionalism and dedication to your department. Lately, I have been seeing posters and signs on fences and lawns, thanking YOU, the first responder, for your dedicated service. Keep up the good work. Hopefully, our network news organizations will do a piece honoring your service. For now, you have Fire News. Feel free to send us photos of your squad so that we may continue to honor you. Remembering the Sunrise Wildfire of 1995 It is hard to believe that August 2020 is the 25th anniversary of a major wildfire that challenged the firefighters of Long Island. The summer of 1995 saw many major brush fires that ended with what became known as the Sunrise Wildfire of 1995. To many of our readers, including myself, this fire became a memory that has left a lasting impression in our minds. As I looked at many of the photos from this violent wildfire, I proudly think of the firefighters who served at this fire. As a relatively new firefighter, I remember standing in awe as the flames jumped across Sunrise Highway as we stood fast, ready to go into action to try to contain the blaze. It was not until early September that this fire, which burned over 7000 acres, numerous homes and damaged many small businesses, was fully extinguished. Fortunately no one was killed in the event. Wantagh House Fire At approximately 1040 on May 14, 2020, the Wantagh Fire Department responded to a house fire on Manchester Road in Wantagh. Chief of Department Ken Kelly arrived to fire in an attached garage which was already extending to the second floor with power lines affected; PSEG was called to respond. Assistant Chiefs Mathewson and Stevens coordinated the interior attack on the second and first floors respectively, while Chief Kelly was Incident Commander. Engine 694, led by Captain Tung, stretched a hose line to the garage and began to attack the fire while Engine 5, led by Lieutenant Ryan Johnston, stretched a second line and went to the second floor. Ladder 1, led by Captain Bruce Sparke, and Ladder 2, led by ex-Captain Jim Chirillo, conducted searches, ventilation and overhaul. The main body of fire was knocked down in approximately 20 minutes. Great Neck 5-Alarmer
A five-alarm fire, which may have started as a large rubbish or brush fire, destroyed a row of businesses on Cutter Mill Road in Great Neck on June 25, 2020. Fire companies were called to the scene just after 1600 and found a heavy smoke condition in the rear of the three taxpayers just north of the village plaza. The blaze began to extend into the buildings and mutual aid assistance was

Farmingdale Mixed-Use Blaze The Farmingdale Fire Department and East Farmingdale Fire Company were alerted for a building fire on the border of their districts and the two counties, about 1730, on May 15, 2020, on Potter Street in Farmingdale’s district. Chief of Department DiBartolo set up command. Units arrived to find a two-story commercial building, housing a plating company with an apartment above, well involved. Engine 923 and additional Farmingdale and mutual aid crews, stretched and operated numerous handlines. Bethpage Ladder 3 put its master stream into operation as fire was showing from the exposure two side and roof of the building. During the operation four tower ladders also went into operation, bringing the fire under control in about two hours. Units remained on scene into the night. There were no serious injuries reported and the cause of the fire was under investigation. Westbury Shed Fire
E. Farmingdale House Fire
On June 1, 2020, at 2110, the Westbury Fire Department was alerted for a shed fire on Roxbury Drive. Arriving units found a fully involved shed with exposure problems to the electrical service of the home along with a PVC fence and another shed. Engine 966 secured a water supply and stretched one line to the shed and a booster to the adjoining yard. The fire was quickly knocked down and overhaul started. East Meadow also responded. On the morning of June 8, 2020, the East Farmingdale Fire Company, along with mutual, operated at a working fire on 11th Street off 5th Avenue. The fire was located on the first floor of a two-story dwelling with extension to the basement and second floor. North Lindenhurst responded with Ladder 1-11-4. Among the other units on scene were West Babylon and an ambulance from Wyandanch Wheatley Heights Ambulance Corps. 1 Burned at Bay Shore Blaze Shortly before midnight, on June 19, 2020, the Bay Shore Fire Department responded to a structure fire on Sylvan Street. An engine from West Islip was requested to the scene and Brentwood responded with the RIT. The Islip Fire Department stood by at Bay Shore. Two lines were put into operation and the fire was brought under control at 0010. Bay Shore Brightwaters transported a person by ground to Stony Brook University Hospital with second-degree burns. East Islip Taxpayer Fire The East Islip Fire Department was called to a building fire on Connetquot Avenue about 0330, on June 15, 2020. Units arrived to smoke coming from Mackies Deli which was the end store in the row of taxpayers. Engine 3-5-3 and Ladder 35-5 arrived. Crews operated two lines and contained the fire to the deli. The ladder crew went to the roof to vent and open up pockets of fire, while others forced entry into the other businesses to check for extension and perform searches. Bethpage House Fire In the early hours of June 27, 2020, the Bethpage Fire Department was activated for a house fire on Berkshire Road. Commanding units were met with heavy smoke showing. Fire at East Farmingdale Gas Station On June 26, 2020, the East Farmingdale Fire Company was activated for a commercial structure fire at the Speedway gas station on Broadhollow Road. Commanding units were met with an active fire in an air conditioning unit located on the side of the building. West Babylon Apartment House Fire The West Babylon Fire Department was called to a fire at the Fairfield Suburbia Apartments on Great East Neck Road about 0305, on June 22, 2020. Chief of Department Sullo, Second Assistant Chief Kamalic and 3rd Assistant Chief Allen arrived to smoke coming from a second-floor apartment. Engines 1-9-3 and 1-9-6 stretched two lines and Ladder 1-9-4 set up on the exposure two side. The fire was contained to the one apartment but several were affected by smoke and water damage. North Patchogue House Fire Late on July 4, 2020, the North Patchogue Fire Department was activated for a residential structure fire on Lincoln Road. Command units were met with smoke showing, and advised incoming units of an active exterior fire with possible extension. Believe in Coincidences? On June 23, 2020, the Central Islip Fire Department was contacted for fires involving numerous cars at the Hawthorne Court Apartments at 1557 hours. A similar alarm had been handled by the CIFD at that location on May 17 (see story below). The fire quickly extended to other vehicles in the vicinity and also spread to a storage container. Chief Chris Portelli and five CIFD units responded and mutual aid was requested from Hauppauge. The Suffolk County Police Arson Squad was investigating. Car Fires in Central Islip The Central Islip Fire Department received a report of a fence fire on May 17, 2020, at 1627, at the Hawthorne Court Apartments on Hawthorne Avenue. CIFD 2nd Assistant Chief Vinny Plotino arrived to find that the fire had extended to involve six parked vehicles and a dumpster on the opposite side of the fence. There was considerable fire damage to all of the vehicles. Bellport Structure Fire The Bellport Fire Department responded to a structure fire at 0614 on July 15, 2020, on Station Road near Patchogue Avenue. Smithtown Electrical Fire The Smithtown Fire Department responded to an electrical fire in a house on Alfred Lane in Smithtown on June 25, 2020, at 1900. Upon arrival of units, a smoke condition was present inside. Engine 4-2-5 arrived and stretched a 1-ž inch line while Ladder 4-2-7 assisted in a search and opening up to locate the source. Truck Fire at Bethpage FedEx On July 8, 2020, at 0741, the Bethpage Fire Department was alerted for a truck fire at the FedEx building on Grumman Road West. Smoke could be seen from a distance as firefighters responded. The call was upgraded to a building fire as callers stated the fire had gotten into the warehouse. Arriving units found a fully involved repair truck on fire up against the garage doors of the building with multiple explosions coming from it. The fire was extinguished and the steel doors stopped the fire from extending into the building, but the warehouse was filled with smoke. The repair truck and its contents were destroyed. Westhampton Beach Car Fire The Westhampton Beach Fire Department was called out for a vehicle fire on the Sunrise Highway at approximately 1450 on June 27, 2020. A small pickup, located on the shoulder of the westbound lane about a mile west of exit 64, was fully involved when the first units arrived. Volunteers were able to quickly extinguish the fire. A moderate rain shower helped prevent the fire from spreading to nearby brush. East Quogue also responded. Southampton Town Police and New York State Police were also on scene. Wires Down in Seaford
The Seaford Fire Department responded to a Narraganset Avenue home for reported wires burning on the morning of June 25, 2020. Second Assistant Chief Soliwoda arrived to find the electrical service burning on the garage of the home. Engine 682 and Ladder 683 arrived and set up in front of the house. Two lines were stretched off

Melville Hits Commercial Blaze
The Melville Fire Department was activated for a working fire at Poly-Pak Industries on Spagnoli Road, on June 1, 2020 at 0541. Under the command of Third Assistant Chief Don Barclay, crews responded with three engines, a tower ladder, two ambulances and paramedic unit. Mutual aid was provided by Dix Hills, Huntington Manor, East Farmingdale, Farmingdale and Greenlawn and the Huntington Community First Aid Squad. The fire was contained to a piece of machinery and ductwork, and quickly controlled. Baldwin Garage Fire On the night of June 19, 2020, the Baldwin Fire Department operated at the scene of a fire in a detached garage behind a two-story dwelling on Voshage Street off Pilgrim Avenue. Hempstead was designated the FAST and responded with Ladder 2. Baldwin Hose 3 was the first engine company to arrive. Three handlines were stretched with at least two put into operation. Extension to the residence was contained to the exterior of the home. The scene was placed under control within 30 minutes. Mutual aid came from Freeport and South Hempstead. Nassau County Hazmat was called to the scene to help secure multiple propane tanks. Water & Electricity Always a Bad Mix On June 15, 2020, at 0314, the Levittown Volunteer Fire Department received a phone alarm for an electrical fire in the Five Guys Burgers on Hempstead Turnpike. Arriving units found duct work cleaners using water on the ducts, which caused an electrical emergency inside the store. Hicksville Dryer Vent Fire On April 11, 2020, at 1626, the Hicksville Fire Department was alerted for smoke in the house on Division Avenue. State Park Brush Fire On the afternoon of May 15, 2020, the West Hempstead Fire Department was toned out for a brush fire in Hempstead State Lake Park between Peninsula Boulevard and the Southern State Parkway. Steward Manor Basement Fire In the early morning hours of May 13, 2020, the Stewart Manor Fire Department, along with mutual aid companies, operated on the scene of a basement fire in a twostory private dwelling on Fernwood Terrace in the dead end off Salisbury Avenue. Firefighters stretched two handlines and put one into operation resulting in a quick knockdown of the main body of fire. Among the departments called for mutual aid was New Hyde Park, Floral Park, South Floral Park and Garden City. Good Stop in Manorhaven On June 16, 2020, at approximately 2045, the Port Washington Fire Department was dispatched to a house fire on Juniper Road in Manorhaven. Having just taken up from an automatic alarm, multiple units were quickly on the road and, upon arrival, found smoke showing from a residence. Upon further investigation, fire was found on the second floor. Generator Fire at Nursing Home On May 11, 2020, the Syosset Volunteer Fire Department was alerted for a generator on fire at the Cold Spring Hills Nursing and Rehabilitation Center on Syosset Woodbury Road in Woodbury. Arriving units found heavy fire coming from a generator that had a 2000 gallon diesel fuel tank below it. Crews had to make sure the generator was not being back fed by the other generator or from the nursing home. The Nassau County Office of Emergency Management responded with the MERV in case the nursing home needed to be evacuated, which it did not. The Nassau County Fire Marshals Hazardous Materials units also were called to the scene. No injuries were reported and the 2000 gallon diesel tank was not compromised. Islip Terrace MVA and Fire On the night of June 24, 2020, the Islip Terrace Fire Department was activated for an MVA with reported fire on Spur Drive South, near Manhattan Boulevard. Commanding units were met with a fully engulfed vehicle that left the roadway and struck a guardrail. Occupants were out of the vehicle. The fire was quickly knocked down by first-due units. Lightning Causes Residential Gas Fire The Brentwood Fire Department was called to a house fire on Hyde Park Avenue on July 1. 2020. Second Assistant Chief Renison arrived to find the exposuretwo side of the house on fire and the fire being gas fed from the house connection after a lightning strike hit the gas service. Engine 3-2-15 and additional arriving engine crews stretched three lines with two going into operation, one exterior and one interior. The crews from Ladder 3-2-8 and Heavy Rescue 3-2-18 searched and vented the house with all searches negative. National Grid was requested to shut down the gas so firefighters could extinguish the rest of the fire. The fire was brought under control within an hour. 1 Saved at North Amityville House Fire The North Amityville Fire Company responded to a house fire on Williams Avenue about 1835 on July 2, 2020. Chief of Department Riordan arrived to find fire showing from the garage of a two-story home that had been converted into an apartment. Chief Riordan advised that there was an occupant inside and he was making entry. The occupant was found on the second floor of the smoke-filled house and was removed uninjured. Crews stretched three lines to bring the fire under control in about an hour. Mutual aid came from North Lindenhurst, Amityville, Copiague, East Farmingdale, Lindenhurst, Massapequa Farmingdale and WyandanchWheatley Heights Ambulance Corps. Hewlett Handles Garage Fire
On June 1, 2020, the Hewlett Fire Department was dispatched for a searches, fire was found in the attic. Engine 302 stretched the initial house fire on Durham Road. Hempstead Transfer Station Fire
The Merrick Fire Department was called to a fire at the Town of Hempstead sanitation yard on Merrick Road just after 2200 on July 3. 2020. Units found a large pile of rubbish burning in the building. Engines 641 and 642, Ladder 6411, Bellmore 606 and North Merrick 678 pulled into the yard. Merrick 643 and Freeport 215 set up on a street outside the yard to supply the units inside due to low pressure on the hydrant near the building. It took about an hour to bring the fire under control with the master stream from 606, and the deck gun and 2-1/2 inch line from 642. Suspicious Fire in Westbury
The Westbury Fire Department responded to a house fire on Madison Street about 0120 on July 2, 2020. Chief of Department Gass arrived to fire showing from the second floor of the two-story house. First and 2nd Assistant Chiefs Carr and Stewart arrived shortly after. Engine 966 was followed by Ladder 962 and Engines 965 and 968. Two lines were stretched and operated off 966 and the fire was brought under control in just under an hour. Five people home at the time were able to exit uninjured prior to the fire departments’ arrival. Mutual aid came from Carle Place, Hicksville and Jericho. East Meadow House Fire The East Meadow Fire Department was called to a house fire on Fourth Street about 2145 on July 4, 2020. Third Assistant Chief Fertitta arrived to smoke showing from the exposure four side of a two-story house and visible fire burning in the wall. West Babylon Trailer Fire
On the afternoon of July 4, 2020, the West Babylon Fire Department responded to a reported vehicle fire on Thorburn Avenue. Second and 3rd Assistant Chiefs Kamalic and Allen arrived to find a trailer involved in the street, possibly extending to another trailer in a yard. Due to the unknown contents of the trailers, Chief Kamalic requested
additional engines to the scene. Engine 1-9-3 was followed by Heavy Rescue 1-9-15 and Engines 1-9-2, 1-9-6 and 1-9-8. East Williston Vacant House Fire
On the night of July 4, 2020, the East Williston Fire Department, along with mutual aid units, operated on the scene of a fire in a vacant two-story private dwelling on Charles Street off Congress Avenue. Bethpage Fire Extends On June 27, 2020, at 0047, the Bethpage Fire Department received multiple phone alarms for a house fire on Berkshire Road. At approximately 0121 on June 14, 2020, the Uniondale Fire Department was dispatched to smoke in the building on Uniondale Avenue in a town-run apartment complex made up multiple two-story buildings with a mostly senior occupancy. Responding units were advised of a smoke condition on the second floor with an alarm sounding. Crews found the fire apartment on the first floor of Building J. Once inside, a victim was located, removed and transported to an area hospital with serious injuries. North Bellmore was the FAST. Atlantic Beach Rescue Responds On May 2, 2020, AB Rescue Marine 3628 and A369 together with Chiefs 3600 and 3601 responded mutual aid to assist the Point Lookout Fire Department and the USCG in a surf rescue and recovery effort. Four victims were reported thrown from an overturned 25-foot boat into the 46-degree ocean. ABR Marine’s five-man crew operated one mile offshore in two-foot seas and conducted a USCG-provided grid search. Three people were recovered by participating agencies, one of which was in cardiac arrest and the other two suffering from hypothermia. Bellport Bay Water Rescue On July 6, 2020, the Bellport Fire Department and South Country Ambulance, along with the Mastic Beach Fire and Mastic Beach Ambulance, were activated for a water rescue on Bellport Bay near red buoy 10. Bellport Dive Team Goes to Work

Atlantic Beach’s Water Rescue Team Will Save You When the Beaches Reopen What does the summer mean for members of Atlantic Beach Rescue’s Water Rescue Team (ABRescue360) today, when lifeguards and ocean rescue first responders resume their regular duties in Atlantic Beach and other communities? “There is no playbook for this. We know a few things for sure having been advised by both the New York State and town medical authorities that the virus does not dilute in salt water. It is also transmitted airborne so the wind is going to blow it longer distances in the ocean putting rescuers in greater jeopardy, So, why would anyone go into the ocean now?” noted Jonathan B. Kohan, Assistant Chief of the Atlantic Beach Rescue. Representatives from the ABRescue 360 met with the Long Beach Patrol, Town of Hempstead EMS and culled information from other career lifeguard and marine fire rescue services around the East Coast to formulate a response protocol for ocean rescue in the C19 era. The agency will be issuing waterproof masks to be utilized during an ocean rescue or while on the beach or on our marinecraft, prior to contact with the public or a victim. And while the agency deploys a rescue swimmer as needed they will also be using different swimming rescue approaches to minimize patient contact. The rescuers will be in full personal protective equipment for every swimming rescue. Once on shore, first responders will place a shield or similar face covering on the victim prior to a conducting primary assessment. It goes without saying that AB Rescues hope that people will respect social distancing protocols, wear masks and give our responding crews adequate work space to provide required care." Another Lovely Commute on the LIE On June 1, 2020, at 0657, the Jericho Volunteer Fire Department, Syosset Volunteer Fire Department and Nassau County Police responded to a single-vehicle MVA on the South Service Road to the westbound Long Island Expressway in Jericho. The driver of a pickup refused medical attention at the scene after striking the guard rail and leaving his truck in a precarious position on the guard rail. Lucky Driver in Syosset On June 6, 2020, at 1738, the driver of a convertible on Convent Road in Syosset by Southwoods Road heard a loud crack and leaned forward in his car just as a giant branch came crashing into his car, narrowly missing him. 4 Injured in Bay Shore MVA The Bay Shore Fire Department responded to an MVA with overturn and ejection on Bay Shore Road near Thompson Drive just after 0100 on June 20, 2020. The driver of an SUV went off the road and struck numerous signs and a fire hydrant, then continued across a yard and struck a car in a driveway. The vehicle then overturned and went over the car striking the garage roof and landed on its wheels on the steps of the house. Four people were injured, two of them seriously. One of the seriously injured was a female who was ejected, then pinned under the vehicle when it landed. First and Second Assistant Chiefs Butler and Ekelund responded along with Heavy Rescue 3-1-8, Engines 3-1-1 and 3-1-5. Woodbury Overturn On May 27, 2020, at 1532, the Syosset Volunteer Fire Department responded to an MVA with overturn at the intersection of Woodbury Road and Piquets Lane in Woodbury. A car and a pickup collided at that intersection causing the pickup to overturn and roll about 200 feet, stopping just before the entrance to Meyers Farm stand on Woodbury Road. Schumer, Gillibrand Announce Senate Passage of Bill to Help Families of First Responders Lost to Covid-19 U.S. Senators Chuck Schumer and Kirsten Gillibrand announced the unanimous Senate passage of a bipartisan bill to ensure families of public safety officers lost to COVID-19 can quickly access survivor benefits. The Safeguarding America’s First Responders Act (SAFR) clarifies certification requirements for survivor benefits under the Public Safety Officers Benefits Program to account for the unique challenges presented by the current coronavirus pandemic. The Public Safety Officers Benefits Program, administered by the Justice Department, provides death benefits to survivors of police officers and first responders who perish in the line of duty or as the result of a work-related event. The program requires evidence linking deaths caused by an infectious disease to work-related activity. In many cases, the origin of an infection can be easily identified, but determining where and when someone contracts COVID-19 in the midst of a global pandemic presents a unique challenge. SAFR works to overcome current challenges by establishing a temporary presumption that COVID-19 infections will be considered to be contracted while on duty if diagnosed within 45 days of an officer’s last shift. The legislation ensures that families of officers and first responders lost don’t face unnecessary barriers to benefits they’ve already been promised. The NYPD alone has lost more than 30 officers to this pandemic. The families of those individuals will now be eligible for public safety officer benefits under this bill, as well as any other first responders who may pass this year or next year because of the virus.
Suffolk Volunteer Firemen’s Association Cancellations The Executive Board of the Suffolk County Volunteer Firemen’s Association have been actively holding social distancing meetings to make decisions on behalf of our membership. On June 23, 2020, they met to discuss how we should handle the Associations events and meetings for the rest of 2020, due to the Covid Pandemic. Due to this new time, which we have never experienced before, the Board was in agreement that we must respect and protect our membership. To do this, all Meetings and Events for rest of the 2020 Calendar Year have been cancelled, they include: • Remainder of Suffolk County V.F.A. meetings for 2020. • Suffolk County Memorial Service. • Suffolk County Parade & Drill. • Hospitality Room at FASNY Annual meeting. • Annual Election of Officers (All Officers will remain until Sept. 2021). • Long Island Day at the Firemen’s Home. • Suffolk County VFA Annual Installation & Firefighter of the Year dinner. Tiki Torch Starts Patio Fire

Zeldin Honors Smithtown Teen Credited with Saving Family from Fire
On July 7, 2020, Congressman Lee Zeldin (R, NY-1) joined the Smithtown Fire Department, Smithtown Supervisor Ed Wehrheim, and other local elected officials and community residents to honor 15-year-old Smithtown resident Hailee Hurtado who is credited with evacuating her family during a house fire. On June 26, 2020, Hailee detected the smell of smoke in the house in the middle of the night and alerted her father, Jonathan, who then evacuated his wife, Evelyn, and younger daughter, Madison. Hailee went lower into the
home to get her grandmother, who requires a cane to walk, out of bed while her father returned to assist her up a flight of stairs. Firefighters arrived on scene to the house already engulfed in flames, with the Hurtado family safely outside, stating the outcome of the fire would have been drastically different had Hailee not responded in such a timely manner. Double Amputee-Thanks Healthcare Staff and Lakeview FD for Saving Her Life Just 16 months ago registered nurse Patricia Lewis triumphantly walked out of the Lynbrook Restorative Therapy and Nursing on two artificial limbs after losing her legs below the knees due to complications from Type-II Diabetes. It was here at the rehab facility that she learned to navigate with her new legs, something that just a few months ago saved her life. On April 10, 2020, Lewis’ Rockville Centre house caught fire and the only thing that saved her was her ability to quickly put on her artificial legs and flee for her life. The Lakeview Fire Department answered the call and extinguished the fire, however Ms. Lewis had to temporarily leave her home while the damage was repaired. “If I had not been able to put on my legs quickly, or had instead had to use my wheelchair, who knows what would have happened?” Lewis said when she described the night of the fire. Lewis visited Lynbrook Restorative Therapy and Nursing today to thank both the staff and the Lakeview Fire Department, which arrived in a fire truck for a press conference right outside of the Lynbrook facility. Lewis was joined by Lisa Penziner, RN, Special Projects Manager for Paragon Management; Dr. Paulinder Rai, Physical Medicine and Rehabilitation specialist and Director of the Amputee Program at Lynbrook Restorative Therapy and Nursing; Yiddy Eisen, Administrator of Lynbrook Restorative Therapy and Nursing, members of the Amputee Support Group and Lakeview Fire Chief James Galia and the staff at Lynbrook Restorative Therapy and Nursing. First Due at A Water Rescue: A Primer By Jonathan B. Kohan Response organizations need to plan for the rescue of public or personnel in a water-based environment. The water environment includes: surface, flood, swift water, surf and ice. While many fire and rescue response organizations incorporate a rescue component into their deployment models, inherently all organizations have an obligation to maintain and undertake certain preplanning steps to properly deploy, and manage a rescue evolution if their geography dictates. The need for rescue operations is reflected in and mandated by several national standards, most notably, the National Fire Protection Association (NFPA 2500 successor to 1006 and 1670), which outlines the management of water rescue operations at the awareness, operations and technician levels (Level 1 and Level 2). The NYS Office of Fire Prevention and Control maintains a robust curriculum to train members in ice, flood and surface/swift water response. Notwithstanding, an authority having jurisdiction has an obligation to train its first responders and command staff to maintain a basic understanding/awareness of the following: • The need for rescue operations preplanning; • Rescue operations standard operating procedures; • Rescue operations training; • Rescue operations equipment. This note focuses upon the proactive steps a first-due officer in charge (OIC) or chief officer should undertake to stabilize a water rescue situation. This is accomplished by preplanning, awareness responder training of first-due unit members which escalates to operations and technician level depending upon an agency’s capabilities, and most importantly, incident site discipline. The need to have established procedures to carry out a coordinated response to technical water rescues have been well documented. In most jurisdictions water rescues involve a multi-agency, multi-tiered and a unified command approach to effectuate a rescue or recovery. Strategy and tactics will vary upon type of water medium, and the conditions presented at the time the incident occurs. The OIC must establish command, identify location of the command post, identify the location of the victim(s), and if possible, through a witness, the time and location the victim(s) were last seen. The IC must determine if the alarm is in search/recovery mode driven (if no victim is visible) or in rescue mode (visible victim). If the incident is in rescue mode, and it appears that the victims will be brought to shore, all resources should continue to the incident location. If another agency is already on scene, the OIC should receive a briefing and work to establish a unified command and appropriate deployment of fire department resources. In the event the OIC is first due, the following tactical elements are to be considered: • Size up • Search/Rescue- Operations- Rescue Branch • EMS- Operations- Medical Branch • Communications- Interoperable- Land and Marine Based. • Logistics The OIC and first arriving companies on-scene shall fulfill all four tactical elements until additional resources arrive. Initial command decisions at a technical rescue will determine how the
event unfolds and concludes (not the resolution!). All decisions which determine rescue strategy and the need to commit resources should be based upon a deliberate initial and ongoing size up. The initial size up should include: • Conditions present at the time; • Risk vs. potential gain; • Available appropriate resources. The OIC at a water rescue event shall provide a descriptive on-scene report, IN PLAIN ENGLISH, and include the following: • The proper location; • Number of victims believed to be at risk; • Victim(s) position and status; • Conditions observed (weather, tides, river conditions etc.); • Request for additional resources (Mutual aid and regional resources should be preplanned including but not limited to: air, dive, marine, etc.); • Initial communications channel for responding units with expansion plans as appropriate for sectoring; • Staging areas and preliminary logistical considerations. The OIC shall provide the initial command and control necessary to accomplish the following: • Mark the point where the victim was last observed. (Locate and hold the witness); • Establish initial search perimeters; • Establish communications with all responding agencies and set communications plan for marine and land-based units; • Establish unified command post (one member from each responding agency report to the command post with a radio); • Manage air resources; • Establish a radio plan by assigning frequencies for command, tactical/operations, EMS, etc. • Put a plan in place for rescuer emergencies. (RIT Plan); • Put a decontamination and rehab plan in place for all rescuers; Note: Unless qualified, the OIC should not serve as the Rescue Team Manager or Ops Chief who, together with a Safety Officer, should coordinate the required rescue resources to effectuate a proper and safe environment to effectuate a rescue/recovery. While beyond the scope of this article, it is assumed that responding members are appropriately trained/credentialed to the AHJ standard and the equipment is resource typed for required deployment. Creating an organizations’ rescue operations standard operating guidelines capability is predicated on the development of its commitment to the technical rescue discipline. Whether a department follows the tactical, dedicated resource, resource layering model or opts out altogether, it is incumbent upon a Chief Officer or OIC to have at base level knowledge of how to respond to a technical water rescue incident within their jurisdiction. Jonathan B Kohan is a member of the NYS Assn of Fire Chiefs-Special Operations Committee, a principal member of the NFPA 2500 Technical Rescue Standards Committee and currently operates as an active member within the SUSAR theatre. He was the legislative architect of Project Downey which amended the NYS Executive Law to create urban search and rescue teams, specialty rescue teams and incident support teams in New York State.

Syosset’s Yura Honored for 52 Years of Service The officers and members of the Syosset Volunteer Fire Department Hook and Ladder Company 1 honored Firefighter Paul Yura for his 52 years of service to the Syosset Fire Department and to the Syosset community. Paul is a lifelong Syosset resident and joined the Fire Department in 1968. After 52 years he is still an active member of the Hook and Ladder Company and the Fire Police unit. CHIEF LEE SHURTLEFF OF THE GROTON FD TAKES OFFICE AS PRESIDENT OF THE NEW YORK STATE ASSOCIATION OF FIRE CHIEFS Chief Lee Shurtleff of the Groton Fire Department in Tompkins County was installed as president of the New York State Association of Fire Chiefs (NYSAFC) on June 13, 2020. He will serve a one-year term leading the statewide not-for-profit organization, which represents more than 10,000 career and volunteer fire chiefs, officers, and emergency services personnel. Due to the cancellation of the 114th Annual Conference & FIRE 2020 Expo, the installation took place via video conference with past-President John Sroka swearing in the 2020-2021 slate of officers, including 1st Vice-President Robert Kloepfer, Jr. (Floral Park Fire Department); 2nd Vice-President James Comstock (Henrietta Fire District); Directors (volunteer) Scott Ewing (Plattsburgh District 3 Fire Department); William Owen III (Stittville Fire Department); and Michael Volpe (Busti Fire Department); Director (career) Stefano Napolitano (Batavia Fire Department); and Director (EMS) George June (Catskill Ambulance Service).
Lee Shurtleff has been a member of the Citizens Hook and Ladder Company 3 of the Groton Fire Department since 1985, serving as department Chief from 1991-1998. He served as the director of the Tompkins County Department of Emergency Response from 2002-2019, where he directed programs for fire, EMS, emergency management, 911 and public safety communications. Previously, he was a full-time deputy coordinator and served for nine years as commissioner of elections for Tompkins County. Shurtleff was a member of the New York State Emergency Services Council, New York State Emergency Services Loan Fund Board, and New York State 911 Board throughout their existence. He graduated from the State University of New York at Cortland with a bachelor of arts degree in political science. Shurtleff is also a graduate of Simmons Institute of Funeral Service in Syracuse. A licensed funeral director, he is actively involved with his family's funeral and properties businesses. He has served as an officer or director for
many civic, political, educational, and health related non-profit boards. A life member of NYSAFC who joined the association in 1987, Shurtleff served for many years as a regional representative and with the EMS Committee. He was chairman of the Government Affairs Committee for two years and had been vice chair for both the State and Federal Sub-Committees before joining the board of directors in 2013. TAKING CARE OF OUR INSURED’S AS THEY TAKE CARE OF THEIR COMMUNITY For three days in June, Fire District Mutual Insurance expressed thanks to their insureds in Suffolk, Nassau, Queens, and Westchester counties for their efforts during the COVID-19 crisis. While still not over, the number of calls all agencies experience have diminished greatly and many are in desperate need of supplies. Back in the beginning of March, a supplier for FDM reached out to us to see if we had use for surgical masks and N95 masks. FDM and their executive committee saw the need and placed an order. “We were thankful one of our business partners reached out to us with an offer of PPE and we jumped at the chance”, said Matt Vehlies EVP/COO. “We recognized the areas that were getting hit pretty hard by the pandemic and it was not stopping anytime soon. It was unfortunate for us, the federal government stepped in and superseded all masks orders in the que, otherwise these supplies would have been delivered to our Districts sooner.” When the masks and face shields finally arrived, FDM had already corresponded with their brokers to see who needed the PPE, so the FDM staff began packaging the masks to each insured that responded. FDM reached out to Selden FD and the North Bellmore FD who graciously offered their maintenance facilities to be used as distribution centers. We thank both Districts for your assistance!! we share their comments of appreciation. “The Armonk Fire Department has had a significant increase in PPE use throughout the COVID-19 Pandemic. Millwood Fire truly appreciates FDM Insurance stepping up to the plate by providing these much-needed supplies. Holbrook’s Daniel Wolff On July 1, 2020, the Holbrook Fire Department mourned the loss of ex-Chief and 51-year Life Member Daniel Wolff. Firematic services were held at Moloney’s Funeral Home in Holbrook. Daniel was a charter member of Holbrook’s Eagle Engine Company 2. Glen Cove’s Gilbert Tanaka On June 9th, the City of Glen Cove Volunteer Fire Department laid to rest ex-Captain Gilbert Tanaka of Engine & Hose Company 4. Ex-Captain Tanaka was a 52-year member of the Glen Cove Fire Department and a veteran of the US Coast Guard. Tanaka joined the fire department in 1968 and was the first Asian-American member of the department. In addition to serving as Captain, he served as department treasurer for 27 years.
