Fire Prevention; Is It Working?

As we move from summer into fall, my mind shifts over to the many activities of which all fire departments are part. Yes, it is the time of year our children go back to school. I can still remember when my own children ventured off to college. As a dad, I was truly happy to watch the enthusiasm that my two girls had to go away for the first time and live on their own in a college dormitory.

Another side of me was nervous. I still remembered the fatal Seton Hall fire that claimed the lives of three students and injured many more. Statistics show that from 2000 to 2014, 89 fatal fires have been documented that occurred on a college campus, in Greek housing or in off-campus housing within three miles of the campus, claiming a total of 126 victims: 76 in off-campus housing claiming 107 victims, seven fires in oncampus building or residence halls claiming nine victims, and six in Greek housing claiming 10 victims. The good news is that, thanks to our Fire Safety Educators, Juvenile Arson Awareness Programs and to our fire marshals

and community fire departments, 2015 was the first year that there were no fatal fires on college campuses. All of the programs in which your fire service is involved help prevent fires and save lives.

Is your department fire prevention program ready to go into action? In the past, I urged everyone to evaluate their Fire Safety Education Program. I still urge you to have one of your county or town fire safety organizations review your program to make sure you are doing the right thing.

Children can get mixed messages when they come to the firehouse and watch firefighters set fires and put them out. Educators are aware of the pitfalls of “negative teaching” to get a point across. I worry that someday there will be a student who will see a firefighter set a car on fire and, while being mesmerized by the flames, think that that was the purpose of the demonstration.

It is important to show the community our equipment and apparatus, but it is more important to make sure your audience knows

that when a smoke alarm or carbon monoxide alarm goes off they need to act in a specific way.

At the end of the day, whether the community comes to the firehouse or you go out to the community to teach fire safety, the result should be the same. Everyone must understand “stop drop and roll,” how to “get out alive” and what to do when the smoke or CO alarm sounds.

Every year, departments do outstanding job teaching fire safety awareness. Is your program working? Statistics are showing that it is. Keep up the good work!

Close Call in N. Smithfield

North Smithfield (RI) firefighters responded to a call for a possible house explosion with injuries on Rocky Hill Road, early on September 4, 2016. Engine 2 arrived to find heavy fire from a single-story, wood frame, occupied dwelling. The lone occupant was on the front lawn with serious burns. NSFD Rescue 1 quickly transported the victim to Rhode Island Trauma Center in Providence.

Engine 2’s crew attacked the fire as mutual aid arrived on scene.

Tankers were requested to the scene in the non-hydrant area of the town. Smithfield Engine 2, a mutual aid company, arrived to assist

in attack. Conditions worsened as a North Smithfield captain was doing a primary search and had to be assisted out of the front window. Heavy smoke and fire soon took over the first floor as he was extricated. Crews pushed in through the Alpha side front door and knocked the bulk of the fire down in 30 minutes.

Extensive overhaul was needed to prevent a rekindle. Firefighters from Woonsocket, Burrillville, and Uxbridge (MA) also assisted.

Mulch Fire in Rockland

On September 5, 2016, the Rockland and Hanson Fire Departments (MA) responded to the area of Beech (Rockland) and Spring Streets (Hanson) for an outside investigation of smoke in the area. Companies arrived at the landfill to find a large pile of mulch and lawn debris on fire. An Abington engine responded to Rockland for station coverage, and a Whitman engine responded to the scene to pump the hydrant.

Massachusetts Forest Fire Control’s Tanker-1 also responded.

Rockland’s engine laid nearly 1000 feet of four-inch supply line to the fire. An additional hydrant located up Beech Street was obtained and approximately 2000 feet of four inch was laid to the Hanson engine at the fire. Command requested excavators to dig down to the base of the fire, and allow the water to get to the seat.

Two deck guns, multiple handlines and Blitz guns were used to knock the fire down.

3 Hurt in Providence 2 Alarm On the morning of July 27, 2016, Providence (RI) firefighters responded to Bradley Street for a house fire. Ladder 3 arrived and reported heavy smoke and fire showing from an occupied 2-1/2 story house. As crews stretched inside, they found fire on all floors and spreading into the attic. As the fire intensified, Battalion 3 ordered a second alarm. Several lines were stretched and operated, knocking down the heavy fire within 15 minutes. All of the residents were outside as firefighters arrived. One resident and two firefighters were taken to a nearby hospital for minor injuries. The cause of the fire was under investigation.

Framingham 2-Alarmer The Framingham (MA) Fire Department dispatched E3, 5, R1, L3, C2 and E1 for RIT to Franklin Street for a reported building fire on August 27, 2016. Engine 5 arrived and reported heavy fire showing from the 2-1/2 story wood frame dwelling. Crews advanced handlines into the first and second floor of the well involved home and Ladder 3 put a stick to the roof to cut ventilation holes. Command ended up requesting E2, 7 and Platform 1 to the scene. The heavy fire was knocked down in about 45 minutes and the incident was placed under control two hours after dispatch. Multiple surrounding towns covered Framingham. Due to the high temperature the state rehab was requested to the scene.

Southbridge 6-Alarm

On August 28, 2016, Southbridge (CT) firefighters responded to a report of a possible building fire on Main Street near Central Street.

The original fire address initially gave Southbridge firefighters trouble in finding the exact location, but the fire was finally found in a building on Main Street, backing a Central Street address.

Firefighters arrived to fire advancing into two buildings via a small alleyway. They also had a report of a person trapped in the front of the building. Crews stretched handlines and made a push from the rear, as Southbridge Tower 1 set up on Main Street, located the person at a front window and rescued him uninjured. The fire load

totally overwhelmed the first arriving crews, and several alarms were rapidly struck, totaling six alarms before it was brought under control. Mutual aid came from Webster, Dudley, Charlton, Sturbridge, Spencer, Auburn, East Brookfield, Brookfield, Leicester, Oxford, Sutton, Warren, Worcester, Muddy Brook and Woodstock (CT) and Holland (MA). The fire displaced four businesses and 12 occupants who lived in the rooming house above.

Three Southbridge firefighters were treated at a local hospital for heat exhaustion, but later released. The building was considered a total loss and was razed.

Orange Structure Fire

On September 11, 2016, the Orange (CT) Volunteer Fire Department was dispatched to a confirmed structure fire on Glenbrook Road. Upon arrival, heavy fire was found coming from the garage area of a raised ranch. The area is a non-hydrant area and mutual aid tankers were dispatched from the Woodbridge Fire Department. Firefighters made a quick attack using tank water from three engines, stopping the fire from entering the dwelling area above the fire. During overhaul fire personnel removed two cats that perished in the fire. The fire was under investigation by the Orange Fire Marshal’s Office.

Pawtucket 3-Alarmer Pawtucket (RI) companies fought a stubborn fire in an occupied three-story balloon framed dwelling on Campbell Terrace on September 6, 2016. The fire appeared to have started on the Bravo side first floor and extended up throughout the voids and partitions to the attic. All of the city’s apparatus were on scene; a total of three alarms were struck. A defensive posture was taken as the fire had taken control of the knee walls and main attic. An engine and ladder from Central Falls assisted, as well.

Lightning Strike Razes Home On the morning of August 14, 2016, Southborough Police received multiple 911 calls reporting a house on Michael Circle was on fire.

Squad 24 arrived to a two-story wood frame dwelling fully involved, which had already collapsed. It appeared the fire started several hours before from a lightning strike when strong thunderstorms came through the area and burned unnoticed for several hours. The occupants were away for the weekend and by the time neighbors noticed the blaze the house was already a total loss.

Total Loss in Beacon Falls An alarm was struck for Beacon Falls. The first fire officer on scene reported heavy fire showing from a vacant two-story dwelling and requested an RIT team from Seymour and ladder from Naugatuck. With heavy fire throughout the attic and second floor, units went into exterior ops. The fire eventually vented through the roof and caused a partial collapse. With the help of Naugatuck’s ladder pipe the crews knocked down the main body of fire, but the home was a total loss.

New Haven 2 Alarm On August 14, 2016, New Haven (CT) firefighters were called to a Downing Street address for an early morning dwelling fire. Companies found a heavy fire condition on the first floor of a 2-1/2 story wood frame dwelling. Multiple lines were stretched as fire extended to the second floor. The house was occupied and, initially there were reports of one civilian unaccounted for. However, the primary and secondary searches proved negative.

Firefighters were able to knock down the fire within 45 minutes, but not before heavy damage was done to the home. Multiple peoples were left homeless.

Wind Blown Brush Fire Initially dispatched as a brush fire, Prospect (CT) firefighters reported a glow visible from the gate of a commercial mulch production facility. Upon further investigation, it was discovered that a huge mountain of mulch and at least two pieces of heavy equipment were involved in a large fire which was whipped by the winds of the remnants of a passing offshore hurricane.

The first engine stretched a large diameter feeder from a hydrant. Multiple handlines and the engine’s deck gun were put to work to quickly knock down the fire.

Total Loss in Lawrence Lawrence (MA) firefighters fought a three-alarm fire in the early morning of August 29, 2016, on Lafayette Avenue. Ladder 4 arrived to find heavy fire showing throughout the second floor of a large, 2-1/2 story, wood frame, two-family dwelling. The fire quickly extended into the attic and through the roof, prompting firefighters to transition into a defensive attack. Mutual aid was brought in from several surrounding communities. All residents were accounted for, but the home was a complete loss.

Arlington Roof Fire On September 12, 2016, the Arlington (MA) Fire Department responded to a fire on the roof of a commercial building on Lowell Street. The fire was extinguished in about a half hour.

Worcester 3 Alarm On July 25, 2016, Worcester (MA) firefighters responded to a blaze in a diesel mechanic’s shop on Route 20. The building was a total loss as firefighters worked under extreme heat and humidity to stop the fire.

Norton Commercial Fire An electrical fire, possibly starting in the air conditioning system, sparked a working fire in a Norton (MA) commercial complex on East Main Street on September 16, 2016. The fire appeared to be contained to a pizza shop and a convenience store with extensive heat and smoke damage to the other stores in the building.

Leominster MVA On August 5, 2016, Leominster (MA) firefighters remove a patient from a car after it was struck on Interstate 190 by a truck. The auto was pushed about 300 feet by the impact.

2-Car MVA in Newburyport The Newburyport (MA) Fire Department dispatched Engine 1, Ladder 2 and Car 2 along with Atlantic EMS and police to Water Street at Center Street for a two-car MVA on August 25, 2016.

Car 2 arrived to find a vehicle crashed into a parked car on the side of Water Street. The occupants were still in the car but were not trapped. Ladder 2 was cancelled prior to arrival. EMS obtained patient refusals and Engine 1 stood by for a tow truck.

On August 4, 2016, firefighters responded to an MVA on Interstate 495 in Littleton (MA). A tractor-trailer came in contact with an SUV, which rolled multiple times into the median. The front passenger of the SUV needed to be extricated. Passing offduty firefighters assisted and a medevac transported the person.

Fall River 3-Car MVA On August 8, 2016, a three-car MVA occurred on Oak Grove Avenue in Fall River (MA). Three people were transported to R.I. Hospital after the car struck three parked cars.

Car Strikes House in Whitman On September 15, 2016, the Whitman (MA) Fire Department responded to an MVA at the intersection of High and Forest Streets. Ambulance-247, Engine-243 and Car-3 responded.

Companies arrived to find a vehicle into a house on High Street.

Structural damage was noted, and the building inspector was requested to the scene. The occupant of the vehicle was reportedly uninjured and refused transport.

Plymouth Water Recovery

On September 14, 2016, the Plymouth and Bourne Fire Departments (MA) responded to Herring Pond Road in Plymouth for a report of a person in the water. Search operations had to be discontinued due to poor weather conditions and nightfall. The search was set to resume the next day, with assets from the Plymouth County Technical Rescue Team, Plymouth Fire Dive Team, Massachusetts State Police Underwater Recovery Team, Massachusetts Environmental Police, Plymouth Harbormaster, Bourne Fire Department, State Rehab Unit, Providence Canteen and several other agencies. Operations resumed with the Plymouth Fire Department and Plymouth County Technical Rescue Team utilizing tow bar operations in the area that the person was last seen.

Massachusetts Environmental Police and the Massachusetts State Police utilized sonar equipment in the search. The missing man, 26-year old from Cedarville, was recovered by a Plymouth County Technical Rescue Team diver around 1530 that afternoon in approximately 25 feet of water, 200 feet from the shoreline.

Bridge Tech Rescue

Tiverton and Portsmouth Fire Departments (RI) responded to the Sakonnet River Bridge in Tiverton on August 29, 2016, when an inspection crane tipped over on the edge of the bridge.

Fall Victim Medevac’d in Hopkinton On September 12, 2016, the Hopkinton (MA) Fire Department dispatched Engine 4 and Ambulance 1 to a Clinton Street address for a male who fell 20 feet from a ladder. A short time after arriving, Lifeflight was requested for the patient who had landed on his back. The LZ was secured on East Street by Engine 2.

The patient was packaged and transported to the helicopter and was flown to UMass Worcester.

Quadruple Wetdown for Westbrook

On September 17, 2016, the Westbrook Fire Department (CT) hosted a traditional wetdown. Westbrook recently acquired three new 2016 Seagrave Marauder II Engines (2, 3 and 7) and a 2014 Seagrave/Aerialscope Tower (1), making this a quadruple wetdown. Towns participating included Haddam, East Haddam, Old Saybrook, Essex and Rockport (MA).

Held in Milford (CT) the muster is one of the oldest and largest in the region, regularly drawing over 100 antique trucks and 25 teams for competition each year from all over the Northeast.

Leominster Hand Tub Back in Service

After crumbling and rotting in the Central Firehouse for years, a few Leominster (MA) firefighters thought it would be a great project to get an old hand tub up and running again.

Firefighters Jon Williams, Jeremy Murphy and Eric Falk put their talents together and started disassembling the tub. Williams described the four-wheeled cart as a tub that fills with water and is pumped by hand through a hose. The hand tub’s physics are basically the same as those used now, though much more labor-intensive!

The primitive fire engine was built by William Hunneman, an apprentice to Paul Revere. Regarded as one of the best builders of fire equipment of his time, several of his works landed in Leominster.

“As far as is know, the city of Leominster only had a few of these,” Williams said. “There was one in 1846, 1848 and one in the 1890s. He [Hunneman] was one of the best fire-engine builders of the time. It’s incredible that we have one. The department history of the unit dates

back to North Leominster, where it was originally used as the ‘Union 2’ tub. The city had a similar hand tub in 1846.”

Williams said the project took nearly a year — some 1200 to 1500 man hours — to finish. The three firefighters worked on it every available chance and, on their days off, traveled to area departments that had similar tubs. A handful of other firefighters assisted in other duties from sanding to polishing parts and pieces, and they also had help that ranged from a blacksmith in western Massachusetts to a local body shop and local painter who pinstriped and lettered the Union by hand.

Williams said the goal was to have it ready for the city’s Firefighters Memorial Sunday in June and though it didn’t make that date, the hand tub was able to be displayed publicly. It is now once again up on the apparatus floor and makes for a great story when visitors come in.

Live Fire Training

Whitman Extrication Tool Training

On September 10, 2016, Blandford (CT) firefighters were joined by members of the Otis and Tolland Fire Departments for a live fire training evolution. Crews were broken up and two water supplies were confirmed and each group battled a small class A room and contents fire. Throughout the morning firefighters practiced a variety of skills from donning and doffing PPE and nozzle/water stream control, to ventilation and overhaul. By lunchtime the building was ready to be ‘put into the ground.’ Even though the goal was to demolish the building, the nearby wooded area was a concern and had to be monitored carefully. The day was considered a success and much was learned or reinforced by those participating.

On August 4, 2016 members of the Whitman Fire Department took part in extrication training at Everett’s Junk Yard in Brockton (MA). The training, hosted by IPS, familiarized the firefighters with the new battery-operated Holmatro extrication equipment that was recently acquired for their new Engine-243. The tools include cutters, spreaders and a ram set. This is an addition to a Holmatro battery-operated combo tool purchased last year.

Practice Makes Perfect When structure fires occur in northwestern Connecticut many times there are no hydrants or a municipal water supply to suppress Washington, Kent and Bantam participating. A water supply was the fire. The only way to get water on the fire is to use a tanker shut- established from rural standpipe and a dump site was set up severtle to bring the water to the scene. Fire News and Firehouse Expo 2016 Outstanding Leadership Award Recipients New York City firefighter Ray Pfeifer and Fire Chief Eric Greaser, from the Flower Mound, (TX) Fire Department have been named recipients of the 2016 Fire News Outstanding Leadership Award. The awards will be presented at Firehouse Expo at 1500. on Friday, October 21, 2016, at the Music City Center in Nashville.

Both fire service veterans were nominated by their colleagues who indicated that they have gone the extra mile to make a difference in the lives of others. Their efforts have not only helped improve the fire departments they serve, but the future of the fire service.

“These leaders have continued to give selflessly of themselves by putting the needs of others first. They are representatives of the men and women of our nation that go the extra step to make a difference in the lives of others,” stated Tim Edwards, Editor of Fire News.

Ray Pfeifer has demonstrated courage, dedication and tenacity while battling stagefour cancer contracted from his tireless efforts at Ground Zero, yet he is still advocating for his colleagues in the fire service. Pfeifer was instrumental in getting legislation enacted to help all firefighters suffering from 9/11-related illnesses and, on Dec. 18, 2015, saw President Obama sign the James Zadroga 9/11 Health and Compensation Act. This reopened the Victim Compensation Fund for those who suffered injuries or death as a result of 9/11

Firehouse Kitchen With Firehouse Kitchen Host Ray Cooney

While driving home from a rough weekend at Mohegan Sun, I received a phone call from one of the producers of The Dr. Oz Show. They were a fan of Firehouse Kitchen and wanted to know if I would come on The Dr. Oz Show and make a “garlicky dish.”

“A garlicky dish?” I asked. The producer said, “Oh wait, let me explain. We are doing a show about a young man who is an internet sensation. He is going to show some of the remedies for garlic breath.” The producer continued, “Can you bring in your wife and two other fireman you had on your show with you?” I asked why, and he said they had a funny skit set up for us. Fair enough.

Hey, I’m firefighter Ray! I’m up for anything.

Garlicky dish, garlicky dish — what am I to make? Then, I remembered a show I did in Somerset, New Jersey, with a young firefighter who made this unbelievable garlic bread. He called it Heart Attack Bread. I didn’t think there would be any remedy for garlic breath from eating Heart Attack Bread.

The day of the taping arrived. The show sent a car to pick us up. Firefighter Ray was moving up in the world! I asked, Mike Munoz, a regular on my show from the Wantagh Fire Department, and Billy Zoller of the West Sayville Fire Department, to join me on the show. They were to be the testers. Even though they didn’t have any idea what their job would be, they

were up for the chance to be on national television.

We arrive at the studio and were ushered into the green room, then whisked away into hair and makeup and then a three-hour wait to tape the show, about which I still had no clue to what our purpose would be. Finally, we were given the details. Each fireman and myself are to eat the bread. Next, each of us would be given one of three different natural garlic breath remedies: apple, hot green tea, and a lime with a shot of tequila.

Being the Irishman I am, they gave me the tequila remedy. After taking our remedy, Dr. Oz and my wife had to smell our breath to see who was the least garlicky. The lime with tequila won! Now mind you, the tequila had nothing to do with the remedy! They informed me after that they thought it would be fun to add the tequila. Me? I thought it would be fun to pour myself another shot.

The segment lasted about six minutes, and it was a great experience to see how things operate on a show of this caliber. Dr. Oz was a gentleman. His warmth and personality shown through the moment we met. He truly made us feel welcome. I would like to thank Dr. Oz and his entire staff for the wonderful experience we had.

HEART ATTACK BREAD

One loaf of Italian Bread (preferably peasant bread) Two sticks of butter Two heads of garlic (finely chopped) Salt, garlic powder, Parmesan cheese

Preheat oven to 350 degrees. Slice garlic bread down the center into two halves. Melt the butter in saucepan and lightly brown the chopped garlic in the melted butter. Pour over the halves of the Italian bread. Season to taste with salt, pepper and Parmesan Cheese. Bake until golden brown on outside. Remove, slice and enjoy!

ATTORNEY NEIL ROSSMAN TO KEYNOTE AT FDSOA Neil Rossman, the attorney who handled the landmark case against a fire truck manufacturer in 1985 and changed fire truck designs forever, will be the keynote at the Fire Department Safety Officers Association’s annual Apparatus Symposium and Safety Forum, Tuesday, January 17th, 2017, in Orlando, Florida.

Thirty-five years ago, Firefighter Joseph Tynan, Jr., fell off a fire engine in Brookline, MA. Rossman, a former firefighter, took the case of the permanently disabled Tynan because it was too common for firefighters to be hurt from the opencab design of fire trucks. In 1985, a Boston jury found the Wisconsin fire truck manufacturer liable for Mr. Tynan’s injuries. The impact was revolutionary on the industry and within a year fire trucks were radically re-designed.

Neil Rossman is a partner in the law firm of Rossman and Rossman and specializes in Superior Court trials involving medical malpractice, products liability and personal injury. He was a firefighter in the U.S. Army while on active duty and a professional firefighter for 6-1/2 years with the Swampscott (MA) Fire Department.

He has spoken over 45 times to fire service groups in the United States and Canada about fire service liability and firefighter occupational safety and health.

Rossman will be presenting during the Apparatus Symposium. The Apparatus Symposium and the Safety Forum will be co-located at the Wyndham Orlando Resort on I-Drive, Orlando, Florida. The Apparatus Symposium, January 16-18, will feature apparatus and

REMEMBERING THE 343 LIBERTY ARTWORKS VP DOES STAIR CLIMB Vice President of Liberty Artworks and Maryland Heights Fire Captain Robert Daus, Jr., climbed with his firefighter brothers 110 stories wearing full firefighting gear, SCBA tanks, and equipment (approximately 70 pounds) to honor the fallen 343 firefighters of the 9-11 attack. The charity event was hosted by the Clayton Fire Department and drew firefighters from all over the region.

Each member received a lanyard and 8x10 picture of a fallen FDNY firefighter to wear for the duration of the climb.

After the climb, each fallen member’s name was read and a memorial bell was tolled in their memory. Biographies of the 343 fallen were posted in a mural so climbers could get to know a little about their firefighter before starting out. Pictured is Robert and his son Jacob.
